On Syria, Obama Is Torn Between Pragmatism and Idealism

Why has the White House been dithering so loudly and longly about conducting air strikes against the Syrian regime to punish it for its chemical weapons attacks?

Good question. Here’s another one: Why has the White House dithered for months about arming the Syrian rebels even though they promised to do so back in June? Adam Entous and Nour Malas of the Wall Street Journal provide a single familiar answer to both questions:

The delay, in part, reflects a broader U.S. approach rarely discussed publicly but that underpins its decision-making, according to former and current U.S. officials: The Obama administration doesn’t want to tip the balance in favor of the opposition for fear the outcome may be even worse for U.S. interests than the current stalemate.

….The administration’s view can also be seen in White House planning for limited airstrikes—now awaiting congressional review—to punish Syrian President Bashar al-Assad for his alleged use of chemical weapons. Pentagon planners were instructed not to offer strike options that could help drive Mr. Assad from power: “The big concern is the wrong groups in the opposition would be able to take advantage of it,” a senior military officer said. The CIA declined to comment.

….Many rebel commanders say the aim of U.S. policy in Syria appears to be a prolonged stalemate that would buy the U.S. and its allies more time to empower moderates and choose whom to support….Israeli officials have told their American counterparts they would be happy to see its enemies Iran, the Lebanese Shiite militia Hezbollah and al Qaeda militants fight until they are weakened, giving moderate rebel forces a chance to play a bigger role in Syria’s future. Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, has been particularly outspoken with lawmakers about his concerns that weakening Mr. Assad too much could tip the scales in favor of al Qaeda-linked fighters.

Dan Drezner doesn’t think Obama can keep up this balancing act for too long. Eventually he’s going to have to take sides:

There are a lot of areas of foreign policy where different paradigms can offer the same policy recommendation, and there are a lot of foreign policy issue areas where presidents can just claim “pragmatism” and not worry about which international relations theory is guiding their actions. I’m increasingly of the view, however, that Syria is one of those areas where Obama is gonna actually have to make a decision about what matters more — his realist desire to not get too deeply involved, or his liberal desire to punish the violation of a norm. If he doesn’t decide, if he tries to half-ass his way through this muddle, I fear he’ll arrive at a policy that would actually be worse than either a straightforward realist or a straight liberal approach.

The policy of stalemate is brutal but pragmatic: America truly has no allies in this fight. Neither Assad nor most of the rebel elements are even remotely friendly toward the U.S.

Punishing Assad for using chemical weapons, by contrast, is extremely high-minded. That’s an international norm that’s worth enforcing even if it hurts U.S. interests in the short term.

So which will it be? Sordid pragmatism or high-minded idealism? If the stalemate theory is correct, this is the decision Obama has to make, and it’s the reason he’s so obviously torn about it.

Down on the Ground, Syrian Policy is Notably Lacking in Virtue

Here’s a quick trawl through the latest news on Syria:

The White House is blitzing: The lobbying blitz stretched from Capitol Hill, where the administration held its first classified briefing on Syria open to all lawmakers, to Cairo, where Secretary of State John Kerry reached Arab diplomats by phone in an attempt to rally international support for a firm response to the Aug. 21 chemical weapons attack in the suburbs of Damascus. Congress is skeptical: Members of Congress from across the political spectrum reacted with deep skepticism Sunday to President Obama’s bid for approval of strikes against Syria, with lawmakers raising doubts about whether a vote would succeed.

Israelis are worried: Many here viewed Obama’s last-minute equivocation as the latest evidence of a growing U.S. reluctance to engage aggressively in the Middle East, a worrisome prospect for a nation that relies heavily on its close American ties to intimidate enemies. Vladimir Putin is….Vladimir Putin: Russia dramatically escalated its denunciations of American threats to attack Syrian military targets on Saturday, with President Vladimir Putin saying it would have been “utter nonsense” for the Syrian government to use chemical weapons as the Obama administration alleges.

Republicans are agonizing between their normal hawkishness and their desire to give Obama a black eye: President Barack Obama got a chilly response from Republican lawmakers on his request for support for military action in Syria after alleged chemical attacks by Syrian President Bashar al-Assad….The list of criticisms from Republicans was wide-ranging: The president should act on his own; he doesn’t have a plan; the U.S. military is degraded; the U.S. is war-weary; Mr. Obama has been too tentative; he has leaked too much of his plans already. Presidential hopefuls are more concerned with 2016 than with the Middle East: Some Republicans may oppose the president simply because they are opposed to the president. But that does not constitute a foreign or national security policy. The Republican Party now is divided among those in the neoconservative wing who led the call for invading Iraq and who continue to argue in favor of more robust action in Syria; those in the libertarian wing who want the United States generally to stay out any conflicts; and those in the middle who see a need for U.S. leadership but are tempered by public weariness with war.

Syrian rebels insist that Assad is now emboldened: Opposition activists said they were “deeply disappointed” with the decision. Rebel fighters also have predicted that Assad loyalists would seek to use the delay to escalate attacks on rebel strongholds. The Saudis want America to remain the region’s policeman: Saudi Foreign Minister Saud al Faisal indirectly acknowledged Sunday that the Arab world remained reliant on the U.S. as the region’s policeman of last resort against transgressions by fellow Arab states, as well as the Arab world’s top tier of protection against Iran. “There is no capacity in the Arab world to respond to this kind of crisis,” Prince Saud said, speaking of Syria. But not everyone in the Arab world agrees: However, some influential members of the league, including Egypt, Iraq, Lebanon, Tunisia and Algeria, have expressed opposition to foreign military intervention.

Inspiring, isn’t it? Why, it’s almost as if the only thing anyone really cares about is their own narrow parochial interest. Enforcing a century-old ban against the use of chemical weapons may sound high-minded in the abstract, but down on the ground there’s virtually no one who (a) actually cares about that and (b) would view a U.S. strike through that lens. You’re for it because you’re a Democrat or a Sunni or an Israeli or a member of the rebel army. You’re against it if you’re a Republican or a Shiite or an Egyptian or Vladimir Putin. Hardly anyone truly cares about American credibility or international norms or foreign policy doctrines or any of the other usual talking points. They’ve just chosen sides, that’s all.

Regardless of your own personal view on a Syrian strike, you should keep this in mind. Your motivations—either for or against a strike—might be entirely virtuous, but there’s very little virtue among the actors whose opinions actually matter. The lesson you think will be sent by either restraint or action is probably not the lesson the rest of the world will take from it.

GOP Congressman Endorses Bogus Theory That Syria Got Its Chemical Weapons From Saddam

On Friday, the Obama administration released its assessment of last week’s chemical weapons attack on Syrian civilians. The US government “assesses with high confidence” that the regime of President Bashar al-Assad carried out the attack, and that the Syrian government has a stockpile of sarin and other chemical agents. (UN chemical weapons experts are still working to confirm details regarding the attack.) This declassification was accompanied by Secretary of State John Kerry’s public statement, in which he called the attack a “crime against conscience” and “crime against humanity.”

Something of this magnitude will always provoke a stream of conspiracy theories, some wilder than others. In a radio interview on Thursday, Rep. Lee Terry (R-Neb.) seemed to endorse one of them.

The Huffington Post reports:

“The theory then and the evidence was that Iraq was an enemy of the United States and had direct plans in either support of Al Qaeda and/or with other weapons that we found out weren’t there—which I still think they were moved to Syria,” said Terry. “And it wouldn’t surprise me if some of the chemical weapons that have been used by Syria actually came from Iraq.”

When Becka asked whether Terry’s claim about the transfer of weapons was based on information he had received as a member of Congress, Terry replied, “Gut feeling…”

This theory isn’t new. Senior Bush administration officials publicly flirted with the idea that Iraq transferred weapons to other nations. The claim has been promoted on conservative media and Fox News many times over the years. In 2007, Mitt Romney said that it was “entirely possible” that weapons of mass destruction were moved from Iraq to Syria during the run-up to the Iraq war. The thing is that there is absolutely zero credible evidence that this was ever the case. I called up the State Department to ask about the theory the congressman rehashed. The first spokesperson I talked to simply laughed. The second could only say that the State Department doesn’t “have any information on that.”

For a firmer rebuttal, here’s an AP report from January 2005:

Intelligence and congressional officials say they have not seen any information—never “a piece,” said one—indicating that WMD or significant amounts of components and equipment were transferred from Iraq to neighboring Syria, Jordan or elsewhere…The Bush administration acknowledged…that the search for banned weapons is largely over. The Iraq Survey Group’s chief, Charles Duelfer, is expected to submit the final installments of his report in February. A small number of the organization’s experts will remain on the job in case new intelligence on Iraqi WMD is unearthed.

But the officials familiar with the search say U.S. authorities have found no evidence that former Iraqi President Saddam Hussein transferred WMD or related equipment out of Iraq.

A special adviser to the CIA director, Duelfer declined an interview request through an agency spokesman. In his last public statements, he told a Senate panel last October that it remained unclear whether banned weapons could have been moved from Iraq.

“What I can tell you is that I believe we know a lot of materials left Iraq and went to Syria. There was certainly a lot of traffic across the border points,” he said. “But whether in fact in any of these trucks there was WMD-related materials, I cannot say.”

Last week, a congressional official, speaking on condition of anonymity, said suggestions that weapons or components were sent from Iraq were based on speculation stemming from uncorroborated information.

After the subsequent report was released, Duelfer gave an interview to PBS NewsHour in which he expressed doubt that Iraq transferred WMDs to Syria prior to the US-led invasion. “Syria, we had some intelligence that perhaps some materials, suspicious materials, had been moved there,” he said. “We looked as closely as we could at that, there were a few leads which we were not able to fully run down, largely because of the security situation, but it’s my judgment that had substantial stocks, important stocks been moved to Syria, someone would have told something to us about that.”

And in the years since, no new evidence has come to light suggesting otherwise. This all seems to conflict with Rep. Terry’s “gut.”

Obama’s Big Syria Conundrum

Just because you should do something doesn’t mean you ought to.

That might sum up one way of thinking about whether the United States should bomb Syria in response to the horrific chemical weapons attack presumably launched by regime forces against civilians earlier this month. The assault, which led to the deaths of 1,400 Syrians, including children, was a dramatic step over President Barack Obama’s “red line” and prompted the administration to move toward a punitive strike that would be designed not to affect the ongoing balance of power in the continuing Syrian civil war but to deter President Bashar al-Assad and his military forces from further use of chemical weapons. Immediately, a trans-Atlantic debate ensued over whether such military action would be appropriate, effective, and wise. And this afternoon—as the White House released a four-page unclassified assessment declaring that Assad regime officials “were witting of and directed the attack on August 21″—Secretary of State John Kerry made a public statement presenting the case for a limited attack.

In the face of public opinion overwhelmingly opposed to US military action in Syria, Kerry argued that the United States had a humanitarian obligation to respond to Assad’s use of chemical weapons and a duty to preserve America’s credibility and that of the civilized world:

It matters to our security and the security of our allies. It matters to Israel. It matters to our close friends Jordan, Turkey, and Lebanon, all of whom live just a stiff breeze away from Damascus. It matters to all of them where the Syrian chemical weapons are—and if unchecked they can cause even greater death and destruction to those friends. And it matters deeply to the credibility and the future interests of the United States of America and our allies. It matters because a lot of other countries, whose policy has challenged these international norms, are watching. They are watching. They want to see whether the United States and our friends mean what we say.

Killing people—no doubt, some civilians would perish in a limited strike—to demonstrate credibility and toughness is not the most high-minded of arguments. Should innocents die because Obama (perhaps in a misguided move) drew a line in the sand? But there is some merit to the contention that a tyrant should not be permitted to deploy unconventional weapons with impunity.

A few days ago, I asked David Kay, the former UN weapons inspector who led the search for the nonexistent WMD in Iraq after the 2003 invasion, why he supported an attack on Assad in response to the chemical weapon massacre. He noted:

It is a terror weapon of extraordinary power…I believe if Assad gets away with showing other regimes how they can use CW to gain the upper hand in a conflict…it is something we should not want. Imagine if the Libyan rebellion had not occurred first, but were to be about to start. In this interconnected world we should want to maintain a ban on the use of weapons that can have large and sudden impacts. To kill 100,000 has taken Assad more than a year…Unless we now take action the wrong lesson is likely to have been learned.

It is hard to watch the videos of the victims of the chemical weapons attack and shrug. But all actions have their costs—even justifiable actions. And the question here is this: Can Obama mount a limited, targeted, and effective strike that will indeed deter Assad without drawing the United States deeper into the ongoing civil war, causing unacceptable unintended consequences (say, a high number of civilian casualties), and/or further inflaming conflicts within the region? That’s a tall order. Perhaps he and his military aides can devise such an assault and thread this needle. But Kerry, who took no questions after delivering his statement, neglected to discuss various options. Which was natural, for the administration understandably has no desire to telegraph the specifics of what apparently now is an inevitable strike (with or without any explicit approval from Congress, which is hardly rushing to vote on the matter).

In his tough-worded statement, Kerry, the onetime anti-war activist, resorted to a familiar rhetorical device. “What is the risk of doing nothing?” he asked. (George W. Bush repeatedly used similar language in the run-up to the Iraq invasion.) Yet decrying doing nothing does not justify a specific action. The Hippocratic Oath counsels: First, do no harm. A military strike would do some harm. Will the gain outweigh the harm? Obama is often adept at working through complicated calculations. But in war—and in the Middle East—intelligent calculations can look rather different after the fact.

President Obama’s Epically Botched Syria Policy

A couple of years ago Greg Djerejian sort of semi-quit blogging and he pretty much fell off my radar screen. But he still blogs. He just does it infrequently and I haven’t noticed it. But back in the day, there was no one better for firing off a memorable foreign policy rant when he had finally had enough and wasn’t going to take it anymore. Today, via Patrick Appel, it turns out that Djerejian has had quite enough of President Obama’s Syria policy:

The myriad leaks around what type of mission, the palpable trigger-happiness among some, the British debacle (they won’t even have their poodle this time, the cat-calls will ring!) and the ‘shot across the bow’ nonsense showcases an Administration unready for an invigorated course correction of its flailing Syria policy. Frankly, I am astonished by the lack of seriousness and mediocrity on display.

….The incredibly publicized, telegraphed theater around how this will be a deterrent mission to slap bad-boy Bashar’s wrist for his alleged use of CW (as we break international law ourselves via the putative response despite the typical legal mumbo-jumbo lawyers will be commandeered to produce) has been an epic embarrassment….If you mean it for real, however, you quietly go about your business planning a deterrent response that Bashar won’t simply hunker down through, you wait for the UN inspectors to issue their report on reasonable timing (would be graceful, no, at very least given the risks they undertook during their mission?), you at least try to have robust UNSC dialogue….In short, you quietly execute, lay groundwork and let your opponent wonder what the hell is coming after his ostensibly despicable actions, rather than this gussied-up R2P prom-night feel-good gesture. The benefits of protecting the norm are outweighed by the feeble lack of coherence of the contemplated response.

This past 72-96 hours have been a titanic embarrassment for anyone who cares about U.S. foreign policy. It appears a rush job to beat the St. Petersburg summitry on a quiet August weekend that everyone hopes will be quickly forgotten, except for the mighty ‘lesson’ learned. It’s worse than unprofessional and cowardly. It’s contemptible in the extreme. Make it stop. Declare the orgy of speculation and movement of naval carriers have already doubtless ensured the boy dictator will think more carefully in the future using such weaponry. Mission accomplished! Better than risking gross unintended consequences by a team that, alternatively, does not really have the stomach for the fight, or are simply not up to it strategy-wise, and in the President’s case, perhaps both.

That’s a righteous rant. Is it fair? Probably not entirely. There’s always a lot more messiness to these things than we think there should be, and often more messiness than we remember about similar episodes in the past.

Nonetheless, it seems mostly fair to me. It’s pretty plain that Obama has boxed himself in; is conflicted about what to do; has made that conflictedness all too public; has no real long-term strategy in mind; and flatly failed to realize that there would be any real opposition to intervening in Syria. Lack of strategic vision aside (America was firing a “shot across the bow”? Seriously?), it’s the last point that’s most mind-boggling. Obama seemingly didn’t realize that the American public wasn’t on board; Congress wasn’t on board; our allies weren’t all on board; and even his own administration wasn’t entirely on board. I’m not quite sure how a professional politician could have botched this so epically, but he did.

Obama never should have set a red line in Syria in the first place, and once he did he should simply have found a way to weasel out of it. It’s not that hard. Sure, the forever-hawks would have squealed, but they were going to squeal about anything short of Iraq 2.0 no matter what. So who cares what they think?

As near as I can tell, after five years Obama has been entirely captured by the national security establishment. It’s a damn shame. The elite consensus on overseas intervention—and national security more broadly—desperately needed to be challenged after a decade of the Bush/Cheney administration, but after a few nods in the right direction during his early days, he’s mostly just caved in to it. What a wasted opportunity.

POSTSCRIPT: Just for the record, Congress hasn’t exactly covered itself in glory on Syria either. As usual, most members want to retain their freedom to criticize whatever happens while desperately trying to avoid taking any actual responsibility for U.S. military action. It’s pathetic.

Are Chemical Weapons Reason Enough to Go to War?

The Obama administration has moved a fifth destroyer containing cruise missiles into the Mediterranean Sea and seems prepared to take limited punitive military action against Syria for the Bashar al-Assad regime’s presumed use of chemical weapons. The White House is expected to declassify evidence today that will show that Assad’s forces launched a poisonous gas attack against civilians earlier this month, killing as many as 1,300. A year ago, President Obama set a “red line,” noting that the use of chemical weapons would be unacceptable in the Syrian civil war that has raged for over two years and killed over 100,000 people. But with Britain refusing to lend support for a retaliatory strike, some members of Congress are wondering whether the use of chemical weapons is an automatic rationale for America to go to war. Here’s a backgrounder on these nasty weapons, who has them, what they do to the body, and how the United States has in the past responded to their use.

What is a chemical weapon?

Experts generally categorize chemical weapons based on their biological effects. According to the Organisation for the Prohibition of Chemical Weapons, chemical weapons include nerve agents, choking agents, blister agents such as mustard gas, blood agents, chemicals that cause psychotic disorders, and riot-control agents, such as tear gas. Also included are defoliants such as Agent Orange, which was used by the United States in Vietnam.

Under the 1997 Chemical Weapons Convention (more on that below), it’s perfectly fine for countries to deploy tear gas against domestic protesters so long as it’s not used as a weapon of war. But as Slate points out, riot-control agents can still be deadly in enclosed spaces. According to Physicians for Human Rights, the main chemical weapons doctors watch out for these days are VX, sarin, and tabun—all nerve agents—and BZ and mustard gas.

What do these chemicals do to people?
Chemical weapons wreak havoc on the body, but are not always lethal. Nerve and choking agents hit hardest. When you inhale a choking agent—such as chlorine gas, which was used extensively during World War I—it forces fluid into your lungs, and that basically drowns you. Nerve agents can kill within minutes (in the case of VX), and cause twitching and seizures prior to death. Symptoms of mustard gas include skin blistering, burning eyes, abdominal pain, nausea and vomiting, and swelling of the respiratory tract that can seal the victim’s airway. They take two to 24 hours to appear and are not usually lethal if adequate healthcare is available.

Which chemical agent was used in Syria?
Sarin, allegedly. When absorbed through the skin, sarin attacks the nervous system and can kill a person in 5 to 10 minutes. It was developed in 1938 in Nazi Germany and was allegedly tested on people in concentration camps. Sarin was the gas used a deadly 1995 attack on the Tokyo subway by an extremist cult. (See timeline below.)

How are survivors of the Syrian attack being treated?
Tim Shenk, a spokesman for Doctors Without Borders, which operates six hospitals and four health centers in the north of Syria, says that the main drug used to treat neurotoxic symptoms is atropine. The group sent approximately 1,600 vials of the drug to field hospitals in Damascus about six months ago. Those were used in the recent incident, and Doctors Without Borders is now sending 15,000 additional vials to facilities in that area. If atropine is injected within one hour of exposure, it can be highly effective—but in Syria, there wasn’t enough atropine to treat everyone, and not all patients made it to the hospital in time.

Why are chemical weapons considered worse than, say, bombing women and children?

“Unfortunately, there are no international laws against war itself,” Daryl Kimball, executive director of the Arms Control Association, tells Mother Jones. “But there are rules about how wars can and cannot be conducted…Holding the line against further chemical weapons use is in the interests of the United States and international security, because chemical weapons produce horrible, indiscriminate effects, especially against civilians, and because the erosion of the taboo against chemical weapons can lead to further, more significant use of these or other mass destruction weapons in the future.” Chemical weapons also evoke the horrors of World War I and the Holocaust.

But writer Paul Waldman sees international hypocrisy on the subject. “Getting killed by mustard gas is surely awful,” he writes in The American Prospect. “But so is getting blown up by a bomb. Using one against your enemies gets you branded a war criminal, but using the other doesn’t.” Steve Johnson, a visiting fellow at the UK’s Cranfield University and an expert on chemical warfare, said in an interview, “I can understand why chemical warfare feels emotive to us—it is insidious, there is no shelter, it is particularly effective on the young, elderly, and frail, and can be a violent and excruciating death.” He adds, “When one breaks it down ethically though, it seems impossible to say that it is more acceptable to kill 100 people with explosives than with nerve agent.”

Does the United States usually intervene when chemical weapons are used?
Far from it. “As far as I know,” the Arms Control Association’s Kimball says, “this would be among the first instances when a state’s use of chemical weapons would have prompted military action by the US or by others.” And Foreign Policy reported this week that unearthed CIA documents show that the United States gave the location of Iranian troops to Iraq in 1988, fully aware that Saddam Hussein’s regime was planning to attack Iran with chemical weapons—including sarin.

Here are some of the most notable recent uses of chemical weapons by governments and terrorist groups.

1980s, Iran: During the Iran-Iraq War, Saddam Hussein’s regime uses nerve gas, including sarin, and mustard gas in Iran, killing up to 20,000 soldiers. The United States was complicit, according to recently released CIA documents.

1988, Halabja, Iraq: Saddam Hussein’s regime unleashed mustard gas on a town overtaken by Kurdish rebels at the end of the Iran-Iraq war, killing about 5,000 civilians.

1989, Tbilisi, Georgia: Russian security agents allegedly use a World War I-era gas against protesters. About 4,000 people seek hospitalization.

1994, Matsumoto, Japan: Aum Shinrikyo, a cult obsessed with the idea of apocalypse, released sarin at several sites, killing seven people and injuring more than 200.

1995, Tokyo, Japan: Aum Shinrikyo released sarin gas on the subway, killing at least 12 people and injuring more than 5,500.

Are chemical weapons allowed under international law?
Nope. In 1925, following the large-scale use of nerve gas, tear gas and other deadly agents during World War I, countries signed a Geneva protocol prohibiting the use of gas as a method of warfare on the grounds that it has been “justly condemned by the general opinion of the civilized world.” Using chemical weapons is a war crime under the Statute of the International Criminal Court (ICC). A legally binding arms-control treaty on chemical weapons, the Chemical Weapons Convention, was drafted in 1992. Its signatories agreed to not use or produce chemical weapons, and to destroy their remaining stockpiles. Since 1997, when the treaty went into effect, the Organisation for the Prohibition of Chemical Weapons has inspected more than 2,600 chemical weapons sites declared under the treaty. Who still has chemical weapons?
As of February 2013, Albania, India, Iraq, Libya, the Russian Federation, and the United States still have declared chemical weapons stockpiles. (This doesn’t count the 5 countries that have not signed nor ratified the Chemical Weapons Convention, or nations that may have secret stockpiles.) Since 1997, at least 80 percent of the world’s stockpiles have been destroyed—the United States and Russia have been dragging their feet, according to Cranefield University’s Steve Johnson. Thirteen countries, including China, the UK, the United States, Iraq, and France also have declared existing chemical weapons production facilities—but of those 70 total declared facilities, 64 have been destroyed or converted for peaceful purposes. All have been inactivated.

Which nations support US military intervention on the basis of a chemical weapons attack?

British Prime Minister David Cameron pledged his support for a US strike against Syria, but he was rebuffed by Parliament, including members of his own Conservative Party. The UN Security Council meeting on the topic ended in a stalemate, without authorization for military intervention. Russia passionately opposes intervention, as it blames Syrian rebels for the chemical attacks. France could turn out to be the crucial backer for Obama, as President Francois Hollande has expressed his support, and is not bound by parliament’s vote.

Britain Votes Against Military Action in Syria

There will be no British support for a punitive strike against Syria:

British MPs have voted to reject possible military action against the Assad regime in Syria to deter the use of chemical weapons. A government motion was defeated 285 to 272, a majority of 13 votes.

Prime Minster David Cameron said it was clear Parliament does not want action and “the government will act accordingly”. It effectively rules out British involvement in any US-led strikes against the Assad regime.

I haven’t seen any breakdown of the vote yet, but Cameron obviously lost at least a few of his fellow Tories in addition to a large number of Labour and Lib Dem votes. Here is the U.S. response:

President Obama is prepared to move ahead with a limited military strike on Syria, administration officials said on Thursday, even with a rejection of such action by Britain’s Parliament, an increasingly restive Congress, and lacking an endorsement from the United Nations Security Council.

How very Bush-like. Or Bush-lite, I suppose.

Donald Rumsfeld, Iraq War Architect, Is Skeptical of Intervening in Syria

Donald Rumsfeld weighed in yesterday on the Obama administration’s possible plans to intervene militarily in Syria. He is skeptical and expressed confusion about the whole situation during an interview with Fox Business Network’s Neil Cavuto:

There really hasn’t been any indication from the administration as to what our national interest is with respect to this particular situation.

You remember Donald Rumsfeld. He was the 13th and 21st United States Secretary of Defense, first under President Gerald Ford and then President George W. Bush. His hobbies include playing squash and roping cattle. He has championed wrestling as an Olympic sport. He is one of the greatest unintentional poets of the 21st century. And he tweeted this last March:

There are, in fact, many reasons to be skeptical and cautious about bombing Syria; even if many of Rumsfeld’s neoconservative brothers in arms haven’t gotten that memo, yet. US intervention in the bloodshed in Syria may or may not work out, but Rumsfeld has zero credibility here. As a member of the Bush administration, Rumsfeld gave strong indication that it was in our, and everybody else‘s, national interest to—because of those weapons of mass destruction, of course—send ground troops to Iraq.

Fidel Castro Says Edward Snowden is a Hero

Some people like to gossip about Miley Cyrus. I prefer gossip about Fidel Castro. Today he responds to the suggestion that Cuba caved in to pressure from the U.S. and told Russia that it would refuse to let an Aeroflot flight land in Havana if Edward Snowden were onboard:

“It is obvious that the United States will always try to pressure Cuba … but not for nothing has (Cuba) resisted and defended itself without a truce for 54 years and will continue to do so for as long as necessary,” Castro wrote.

….”I admire the courageous and just declarations of Snowden,” Castro wrote. “In my opinion, he has rendered a service to the world, having revealed the repugnantly dishonest policy of the powerful empire that is lying and deceiving the world,” Castro continued.

….Castro did not speculate as to why Snowden skipped the Aeroflot flight.
