Donald Trump Really Doesn’t Understand How Federal Funding for Planned Parenthood Works

During Thursday’s CNN-Telemundo GOP debate, frontrunner Donald Trump strayed from his colleagues on the campaign trail by saying some nice things about Planned Parenthood.

“Millions and millions of women, cervical cancer, breast cancer, are helped by Planned Parenthood,” he said. “So you can say whatever you want but they have millions of women going through Planned Parenthood that are helped greatly.”

He’s made similar points before. “They do some very good work,” Trump said of Planned Parenthood on Sunday’s Meet the Press. “Cervical cancer, lots of women’s issue, women’s health issues are taken care of.”

But throughout the campaign, Trump has said—and he reiterated this point at Thursday’s debate—that as long as Planned Parenthood continues to provide abortions, he would defund the women’s health provider as a show of his pro-life bonafides.

“I would defund it because of the abortion factor, which they say is 3 percent. I don’t know what percentage it is,” he said at Thursday’s debate in Texas. “But I would defund it, because I’m pro-life.”

But here’s the thing about Trump’s pro-life pledge: The federal Hyde Amendment already prohibits the use of federal funding for abortions, except for those performed in cases of rape, incest, and where the life of the mother is at risk. This amendment has been attached to federal appropriations bills regularly since the 1970s. Planned Parenthood receives virtually no federal funds to provide abortions. It’s that simple.

Stephen Prothero has a very odd piece in the LA Times today:

Two surprising conclusions emerge when America’s culture wars — from Jefferson’s heresies to same-sex marriage — are stacked up and weighed together. Conservatives typically start the battles, and liberals almost always win them.

Conservatism is often said to be rooted in a commitment to states’ rights, free markets and limited government. But American conservatives have been for and against all these things at various times. The more consistent idea behind American conservatism is cultural: a form of life is passing away and it is worth fighting to revive and restore it. Driven by this narrative of loss and restoration, culture warriors struggle to resurrect the patriarchal family or Christian America or the homogeneous hometown.

Conservatives typically lose these battles because the causes they select are lost from the start. For example, culture warriors took on Catholics when the Catholic population was mainstreaming and gaining power. They took on same-sex marriage when many gays and lesbians were already out of the closet and accepted by their heterosexual relatives, co-workers and neighbors.

This is backward. Almost by definition—as Prothero acknowledges—conservatives want to keep existing cultural mores in place. It’s liberals who want to change them. Same-sex marriage is a typical case: the United States spent 200 years unanimously believing that it was too absurd even to contemplate. It was gay rights activists, eventually supported by mainstream liberals, who pushed it into the public sphere. Conservatives didn’t fight it before then because there was nothing to fight.

This dynamic isn’t quite universal. The temperance movement, which was generally conservative though a little hard to classify, tried to change a custom that was millennia old. Much more commonly, though, it’s liberals who fight for cultural change. In the postwar era, we’re the ones who started the fights over civil rights; gender equality; prayer in school; abortion; gay rights; voting rights; health care as a basic right; and many others.

Prothero basically says that conservatives take on these movements too late, only after they’ve already started to gain critical mass. That’s why they lose. This is true, but how else could it be? There’s no point in waging a war against something that has no mainstream support and isn’t even a twinkle in the public eye.

And of course, conservatives don’t always lose. Liberals have tried to change the culture around guns, and so far we’ve failed miserably. Drug legalization has made only minuscule progress. And after 70 years, we’re still fighting for truly universal health care.

Nonetheless, the general principle is simple: Liberals start culture fights, and conservatives respond if it looks like we’re starting to succeed. Beyond being the simple truth, it’s also something liberals should be proud of. There’s a lot of enduring unfairness in society, and the main reason I count myself a liberal in the first place is because we’re the ones who fight like hell to bring public attention to this and work to change it. Why would any liberal not gladly accept this?

Both Hillary Clinton and Bernie Sanders have repeatedly emphasized the importance of protecting women’s reproductive rights, but mostly they’ve focused on domestic policy. Now, looking overseas, they say the United States should change the regulation of foreign aid for abortions.

The 1973 Helms amendment blocks the use of foreign aid for women who were raped in conflict zones or developing countries and seeking an abortion. The amendment states, “No foreign assistance funds may be used to pay for the performance of abortions as a method of family planning or to motivate or coerce any person to practice abortions.” The Hyde amendment, which was passed three years after the Helms amendment, prohibits federal funding from being used for elective abortions—abortions that are not because of incest, rape, or life endangerment.

According to the Huffington Post, Clinton promised to change the Helms amendment and create an exception for rape, incest, and protecting the life of the mother. Sanders said he would use executive action to repeal the Helms amendment altogether.

“Sen. Sanders is opposed to the Helms amendment,” Arianna Jones, his deputy communications director, told the Huffington Post. “As president, he will sign an executive order to allow for U.S. foreign aid to pay for abortions in cases of rape, incest or when the life of the woman is at risk. He will also work with Congress to permanently repeal both the Hyde and Helms amendments.”

Clinton was asked about the Helms amendment during her Iowa campaign, where she said she thinks rape is being used increasingly as a war weapon.

“I do think we have to take a look at this for conflict zones,” Clinton said at the town hall, responding to a question from an audience member. “And if the United States government, because of very strong feelings against it, maintains our prohibition, then we are going to have to work through nonprofit groups and work with other countries to…provide the support and medical care that a lot of these women need.”

A Clinton campaign spokeswoman wrote in an email to the Huffington Post that Clinton would “fix” the Helms amendment: “The systematic use of rape as a tool of war is a tactic of vicious militias and insurgent and terrorist groups around the world. She saw first-hand as Secretary of State the suffering of survivors of sexual violence in armed conflict during her visit to Goma in 2009. She believes we should help women who have been raped in conflict get the care that they need.”

On Twitter, the big outrage over the past few days has been the news that the corporate suits are planning to change the way your Twitter feed works. Instead of simply listing every tweet from your followers in real time, they’ll be rolling out an algorithm that reorders tweets “based on what Twitter’s algorithm thinks people most want to see.” This is something Facebook has been doing for years.

Power users are apoplectic, despite the fact that it’s not clear what’s really going on. A developer at Twitter hit back with this: “Seriously people. We aren’t idiots. Quit speculating about how we’re going to ‘ruin Twitter.'” Nor is it clear when this is really going to roll out. And the rumors suggest that it will be an opt-in feature anyway. Chronological timelines will still be around for everyone who wants them.

In any case, I’d suggest everyone give this a chance. Computer users, ironically, are notoriously change averse, which might be blinding a lot of us to the fact that chronological timelines aren’t exactly the greatest invention since the yellow first down line. Maybe we really do need something better. More generally, here are a few arguments in favor of waiting to see how this all plays out:

I’m a semi-power user. I don’t write a lot on Twitter,1 but I read it a lot. Still, I have a job and a life, and I don’t check it obsessively. And even though I follow a mere 200 people, all it takes is 15 minutes to make it nearly impossible to catch up with what’s going on. Being on the West Coast makes this an especial problem in the morning. A smart robot that helped solve this problem could be pretty handy, even for those of us who are experts and generally prefer a real-time feed.
One of my most common frustrations is coming back to the computer after a break and seeing lots of cryptic references to some new outrage or other. What I’d really like is a “WTF is this all about?” button. An algorithmic feed could be a useful version of this.
As plenty of people have noted, Twitter is a sexist, racist, misogynistic cesspool. There are things Twitter could do about this, but I suspect they’re limited as long as we rely on an unfiltered chronological timeline. Once an algorithm is introduced, it might well be possible to personalize your timeline in ways that clean up Twitter immensely. (Or that allow Twitter to clean it up centrally—though this obviously needs to be done with a lot of care.)
One of the most persuasive complaints about the algorithm is that it’s likely to favor the interests of advertisers more than users. Maybe so. Unfortunately, Twitter famously doesn’t seem able to find a profitable business model. But if we like Twitter, the first order of business is for it to stay in existence—and that means it needs to make money. This is almost certain to be annoying no matter how Twitter manages to do it. A good algorithm might actually be the least annoying way of accomplishing this.
Needless to say, all of this depends on how good the algorithm is. It better be pretty good, and it better improve over time.

So….stay cool, everyone. Maybe this will be an epic, New Coke style disaster that will end up as a case study in business texts for years. It wouldn’t be the first time. Then again, maybe the algorithm will be subtle, useful, and optional. I’ll be curious to try it out, myself.

1Arguments on Twitter are possibly the stupidest waste of time ever invented. Everything that’s bad about arguments in the first place is magnified tenfold by the 140-character limit. It’s hard to imagine that anyone other than a psychopath has ever emerged from a Twitter war thinking “That was great! I really learned something today.”
