Cyclists and walkers are building their own bike lanes and crosswalks.

This weekend, Máxima Acuña, winner of the 2016 Goldman Environmental Prize, was assaulted on her property in Peru. Since 2011, Acuña has resisted the development of the Conga gold mine by U.S.-based Newmont Mining by refusing to vacate her home — and, for that, has faced both legal prosecution and physical intimidation.

As a result of the attack, allegedly perpetrated by agents of Minera Yanacocha (Newmont’s Peruvian subsidiary), Acuña is now in the hospital and her family’s crops are destroyed, according to Amnesty International.

Nor, tragically, is this attack an isolated instance of violence against indigenous women protecting their land. Earlier this year, Berta Cáceres — winner of the 2015 Goldman Environmental Prize for her efforts in blocking hydroelectric developments on Lenca land in Honduras — was murdered at home, allegedly by employees of DESA, the developer behind the proposed dams.

When we spoke to Acuña in April, she told us, with eerie foresight: “Because these businesses are very powerful, I don’t know what awaits me when I get back [home]. But this isn’t a cause of fear for me – it’s not a motive for us to stop fighting, to stop defending.”

Jeb Bush, once considered the prohibitive front-runner for the Republican presidential nomination due to his nine-figure war chest, has now revealed that his defunct campaign is more than a quarter of a million dollars in debt.

Bush ended his campaign almost two months ago amid poor poll numbers, but the extent of its wreckage is only now becoming clear. In a filing made over the weekend, Bush revealed that his presidential campaign is more than $260,000 in debt and has just $31,000 in cash on hand. That’s a stunning admission from the candidate who once sat on a pile of more than $115 million in cash, and a demonstration of just how far Bush fell.

A year ago, before Bush was even a declared candidate, he was working closely to wring dollars out of big donors for the benefit of his super-PAC, Right to Rise, which vacuumed up more than $100 million in its first six months of existence. Bush aides talked of a “shock and awe” campaign that would wow and cow his rivals.

According to Right so Rise’s filing from last summer, on April 15, 2015, exactly a year before the new report of the campaign’s debt, the super-PAC raised $852,000—just on that one day alone. The single biggest donor that day, James C. Flores, the CEO of mining giant Freeport-McMoran’s oil operation, gave $250,000. That would now be nearly enough to wipe out the campaign’s remaining debt. (Not that it could: Super-PAC money isn’t legally available for the direct use of the candidate it backs.)

Last April, Bush was actually worried about being seen as having too much money, and he asked his super-PAC donors not to write such big checks. This April, the Bush team is just trying to keep the lights on while it finishes winding down.

As if that weren’t bad enough for Bush, the biggest outstanding debt comes from a $250,000 loan issued during the campaign’s dying days—by Bush himself.

The Obama administration’s less-than-stellar relationship with the coal industry is about to get worse. The Interior Department is rolling out new rules to protect waterways and groundwater from the various toxic messes made by coal mining companies.

The proposed regulations are aimed at the controversial process of mountaintop-removal mining, a way of getting at coal seams by lopping off mountaintops and dumping them into valleys, thereby burying the waterways that run through those valleys. More than 2,000 miles of waterways have been destroyed through the practice, which also leads to substances like selenium, iron, and aluminum showing up in streams and causing significant health problems for humans and wildlife.

The proposed rules would require mining companies to test water quality before they start mining, as they mine, and after they mine, creating a data set showing how their operations affected the area. It would also require the companies to restore streams that were “mined-over,” and replant areas with native trees and vegetation, and to put up bonds to make sure there’s funding for restoration.

Interior’s new proposal has been in the works for years, ever since the department admitted in 2009 that Bush-era rules were flawed. Those rules were struck down in 2014, so the regulations currently in place date from 1983.

The coal industry — which is suing the EPA over the Obama administration’s Clean Power Plan and recently won a sort-of victory with the Supreme Court’s ruling on the EPA’s mercury regulations — is real upset about all this, and so are its allies in Congress.

“It’s outrageous that less than a month after being rebuked by the U.S. Supreme Court for ignoring the costs of its regulations, the administration is doing it again with this job-crushing, anti-coal rule,” said Wyoming Sen. John Barrasso (R). “It’s no secret that this overreaching rule is designed to help put coal country out of business.”

National Mining Association President Hal Quinn hit the same no-jobs line. “This is a rule in search of a problem,” he told The Washington Post. “It has nothing to do with new science and everything to do with an old and troubling agenda for separating more coal miners from their jobs.”

Green groups, meanwhile, welcomed the long-overdue proposed regulations, but said they don’t go far enough to fix this problem, and will in fact weaken existing requirements barring mining activities within 100 feet of a stream.

“Appalachian communities rely on the rivers and streams covered by these protections, and today’s proposal doesn’t adequately safeguard those communities,” said Bruce Nilles of the Sierra Club. “We need the federal government to create thoughtful stream protections that ban valley fills and ensure an end to this destructive practice.”

The rules aren’t a done deal yet. There will be a 60-day public comment period and five public hearings, after which the proposal could be revised. Final rules might be put in place next year.

How deforestation helped unleash Ebola

Perhaps you have heard about Ebola, otherwise known as The Most Terrifying Disease Of Our Modern Times (Sorry, MERs; panic is a fickle friend). But you might not have heard that Ebola’s origin story also features a favorite environmental arch-villain? And by “favorite,” I mean “actually the worst”: deforestation.

You see, the most recent outbreak of this extra-deadly strain of the Ebola virus began last December, in a town called Meliandou in the sleepy “Forest Region” of Guinea. That is, it used to be forested, as a recent article in Vanity Fair pointed out:

Trees were felled to make way for farms or burned down for charcoal. Endless truckloads of timber were shipped to construction companies. The forest suffered another trauma as mining interests — the Anglo-Australian Rio Tinto, the omnipresent Chinese — pushed aggressively to exploit the country’s natural resources (bauxite mostly). As the forests disappeared, so too did the buffer separating humans from animals — and from the pathogens that animals harbor.

And that buffer was not in place when one fateful fruit bat came into contact with a human toddler late last year:

Ordinary life in Meliandou came to an end on the day last December when the Ebola virus, which had last claimed a fatality thousands of miles away, arrived in the village, most likely in the body of a fruit bat — its natural non-human reservoir, according to a virtual consensus among scientists. Mining and clear-cutting had driven bats from their natural habitats and occasionally closer to people, like those of Meliandou. And fruit bats love palm and mango, which ripen in the village’s remaining trees. Bats also feed in colonies, which makes them tempting targets: a single shotgun blast can bring down 10.

While in many ways Ebola qualifies as a natural disaster, it’s worth remembering that the distinction between “natural” and “human-made” is a fine one. Sandy was a “natural” disaster, for example, but New York City’s bad coastal infrastructure made it worse. Same with Ebola: What could have been an exclusively harmless fruit-bat affair instead took a leap across the thinning fringe of wilderness, traveled by land and by air in our increasingly interconnected world and — well, here we are.

As hydraulic fracturing ramps up around the country, so do concerns about its health impacts. These concerns have led 20 states to require the disclosure of industrial chemicals used in the fracking process.

North Carolina isn’t on that list of states yet—and it may be hurtling in the opposite direction.

On Thursday, three Republican state senators introduced a bill that would slap a felony charge on individuals who disclosed confidential information about fracking chemicals. The bill, whose sponsors include a member of Republican party leadership, establishes procedures for fire chiefs and health care providers to obtain chemical information during emergencies. But as the trade publication Energywire noted Friday, individuals who leak information outside of emergency settings could be penalized with fines and several months in prison.

“The felony provision is far stricter than most states’ provisions in terms of the penalty for violating trade secrets,” says Hannah Wiseman, a Florida State University assistant law professor who studies fracking regulations.

The bill also allows companies that own the chemical information to require emergency responders to sign a confidentiality agreement. And it’s not clear what the penalty would be for a health care worker or fire chief who spoke about their experiences with chemical accidents to colleagues.

“I think the only penalties to fire chiefs and doctors, if they talked about it at their annual conference, would be the penalties contained in the confidentiality agreement,” says Wiseman. “But the bill is so poorly worded, I cannot confirm that if an emergency responder or fire chief discloses that confidential information, they too would not be subject to a felony.” In some sections, she says, “That appears to be the case.”

The disclosure of the chemicals used to break up shale formations and release natural gas is one of the most heated issues surrounding fracking. Many energy companies argue that the information should be proprietary, while public health advocates counter that they can’t monitor for environmental and health impacts without it. Under public pressure, a few companies have begun to report chemicals voluntarily.

North Carolina has banned fracking until the state can approve regulations. The bill introduced Thursday, titled the Energy Modernization Act, is meant to complement the rules currently being written by the North Carolina Mining & Energy Commission.

Wiseman adds that, other than the felony provision, the bill proposes disclosure laws similar to those in many other states: “It allows for trade secrets to remain trade secrets, it provides only limited exceptions for reasons of emergency and health problems, and provides penalties for failure to honor the trade secret.”

Draft regulations from the North Carolina commission have been praised as some of the strongest fracking rules in the country. But observers already worry that the final regulations will be significantly weaker. In early May, the commission put off approving a near-final chemical disclosure rule because Haliburton, which has huge stakes in the fracking industry, complained the proposal was too strict, the News & Observer reported.

For portions of the Republican-controlled North Carolina government to kowtow to the energy industry is not surprising. In February, the Associated Press reported that under Republican Gov. Pat McCrory, North Carolina’s top environmental regulators previously thwarted three separate Clean Water Act lawsuits aimed at forcing Duke Energy, the largest electricity utility in the country, to clean up its toxic coal ash pits in the state. Had those lawsuits been allowed to progress, they may have prevented the February rupture of a coal ash storage pond, which poured some 80,000 tons of coal ash into the Dan River.

“Environmental groups say they favor some of the provisions in the Energy Modernization Act,” Energywire reported Friday. “It would put the state geologist in charge of maintaining the chemical information and would allow the state’s emergency management office to use it for planning. It also would allow the state to turn over the information immediately to medical providers and fire chiefs.”

However, environmentalists point out that the bill would also prevent local governments from passing any rules on fracking and limit water testing that precedes a new drilling operation.

North Dakota Is the Deadliest State to Work In

Fracking has done some incredible things for North Dakota: It has the fastest-growing economy and lowest unemployment in the nation, and it is second only to Texas in churning out oil. But as with any gold rush, the boom comes with a human cost for those involved—illness, injury, and fatalities. (For a first-hand view of conditions in North Dakota’s fracking fields, watch the video above, which we produced in 2012.)

In fact, across all industries, North Dakota has the least safe working conditions of any state in the country, according to federal data compiled in a new report from the AFL-CIO. The report ranked North Dakota dead last for workplace safety. (Massachusetts ranked the most safe.) North Dakota had by far the highest overall workplace fatality rate, 17.7 deaths per 100,000 workers—about five times higher than the national average. According to the report, that’s one of the highest fatality rates ever reported in any state.

The rise in fatality rates coincides with the state’s oil and gas boom: In 2007, before the boom was really underway, the rate was 7 deaths per 100,000 workers, still on the high end but not exceptional. The chart below shows how that rate began to skyrocket in 2010-2011, just as oil production began to surge as well.

Of the 65 people killed on the job in North Dakota in 2012, 15 worked in the mining and oil and gas industry. Another 25 worked in construction. Some jobs that are classified as construction are in fact linked directly to oil and gas operations, like the workers who build well pad sites and roads before the actual drilling begins. (The Bureau of Labor Statistics records aren’t granular enough to know exactly how many construction workers were killed doing jobs related to the oil and gas boom.)

A spokesperson for the North Dakota Petroleum Council pointed to a slight drop in premium rates for the state’s worker’s comp program as evidence that “workplace safety has improved,” but the BLS data compiled in the AFL-CIO report tell a different story.

As blue-collar workers flooded the state for an essentially limitless number of high-paying, risky jobs driving trucks and working on fracking rigs at a breakneck pace, the energy industry’s fatality rate in North Dakota climbed to unbelievable heights. According to the report, in 2012 the mining and oil-and-gas sector rate was 104 deaths per 100,000 workers, six times the national average; in the construction sector, the rate was 97.4 per 100,000, almost 10 times the national average.

A colossal gold, copper, and molybdenum mine near Alaska’s Bristol Bay could devastate the region’s ecosystem and fishing industry, according to a new report from the U.S. EPA.

“[L]arge-scale mining in the Bristol Bay watershed poses significant near- and long-term risk to salmon, wildlife and Native Alaska cultures,” EPA regional administrator Dennis McLerran told reporters upon releasing the report.

Canadian mining company Northern Dynasty wants to build the Pebble Mine in the area, but it hasn’t yet applied for federal permits, so the EPA’s study was about the potential impacts of hypothetical mining in the region rather than the Pebble Mine specifically. Still, it was a damning indictment of Northern Dynasty’s plans. (The U.K.-based Anglo American mining corporation dumped its stake in the project in September, and the U.K.-based Rio Tinto is considering whether to do the same.)

Tribes, fishermen, and environmentalists are pressuring the agency to block Pebble Mine under its Clean Water Act powers. This new EPA report was all about the science — it doesn’t make any policy recommendations — but its findings could be used to support such a move.

Depending on the scale of mining in the area, as many as 94 miles of streams could be drained or blocked, the EPA concluded. As many as 4,900 acres of wetlands that provide habitat to salmon could be lost, plus 450 acres of ponds and lakes. The EPA says a mine’s water-treatment systems could be expected to experience failures, which could poison salmon in up to 60 miles of streams.

Here’s how the report describes the wild habitat that would be compromised by the proposed mine:

The exceptional quality of the Bristol Bay watershed’s fish populations can be attributed to several factors, the most important of which is the watershed’s high-quality, diverse aquatic habitats unaltered by human-engineered structures and flow management controls. Surface and subsurface waters are highly connected, enabling hydrologic and biochemical connectivity between wetlands, ponds, streams, and rivers and thereby increasing the diversity and stability of habitats able to support fish. These factors all contribute to making the Bristol Bay watershed a highly productive system.

But, oh, what about the piles of money that could be made by mining? Ryan Cooper of The Washington Post suggests that not much of it would go to locals:

It’s not clear how big an economic boon this project (called the Pebble Mine) would be to people in the surrounding communities. The Pebble deposit contains billions in minerals — though most of the wealth will go to the conglomerate planning the project; the mine would support only a few thousand jobs. Meanwhile, the Bristol Bay area already has a thriving economy centered around the sockeye salmon run. According to the report, the fishing industry supports over 14,000 jobs, and $480 million in direct expenditures.

Cooper describes a mine as “a big test” for President Obama. If the EPA opposes it, will he publicly support the agency? “The choice EPA makes will be a key indicator of the EPA’s willingness to endure the backlash that will certainly ensue if they take strong action on climate change,” he writes.
