America Ranks in the Top 5 Globally—for Putting Its Citizens to Death

America once again ranks among the top five nations in the world—in executions. Sigh. That’s according to a new report from Amnesty International, which also notes that more and more nations have been opting not to kill their convicts.

Amnesty tallies at least 607 known executions in 22 countries in 2014. The good news? That’s a 22 percent decline from 2013. Here at home, states dispatched 35 American citizens last year, a 20-year low—and four less than in 2013. But there’s no accounting for China, which executes more people than all other countries combined but treats the data as a state secret. (Amnesty made its count by looking at a range of sources, including official figures, reports from civil society groups, media accounts, and information from death row convicts and their families.)

Amnesty also reports a drop in the number of countries that carried out executions, from 42 in 1995 to 22 last year, although many more still have the death penalty on the books. The United States is the last country in the Americas that still puts people to death, but US citizens appear to be increasingly opposed to the practice. Only seven states executed convicts in 2014, compared with nine states a year earlier. The overwhelming majority of those executions—nearly 90 percent—took place in four states: Texas, Missouri, Florida and Oklahoma. (Georgia had two, and Arizona and Ohio had one execution each.)

Eighteen states have abolished the death penalty, but among those that have not, Colorado, Kansas, Nebraska, New Hampshire, Oregon, Pennsylvania, and Wyoming haven’t put anyone to death in at least a decade, Amnesty noted. Oregon and Washington have moratoriums on executions, and federal authorities have not put anyone to death since 2003.

The bad news is, from 2013 to 2014, the number of death sentences jumped nearly 30 percent globally, to at least 2,466. Amnesty points in part to Nigeria, which imposed 659 death sentences last year as military courts punished numerous soldiers for mutiny and other offenses amid armed conflict with Boko Haram militants. Egypt was also to blame for the increase, Amnesty said, as Egyptian courts handed down death sentences against 210 Muslim Brotherhood supporters in April and June.

Update, February 11, 2015, 11:24 a.m.: In a statement, police say the shootings may have stemmed from a parking dispute. “Our preliminary investigation indicates that the crime was motivated by an ongoing neighbor dispute over parking. Hicks is cooperating with investigators,” a police spokesman said Wednesday.

A 46-year-old man was arrested for the fatal shootings of three Muslim students inside an apartment complex near the University of North Carolina on Tuesday.

Police say Craig Spencer was charged with three counts of first-degree murder. The victims are Deah Barakat, his wife Yusor Abu-Salha, and her sister Razan Mohammad Abu-Salha. The sisters were reportedly enrolled at North Carolina State University; Barakat was a student at Chapel Hill’s school of dentistry.

Spencer turned himself into police Tuesday night “without incident,” according to Chatham County Sgt. Kevin Carey. While officials are still investigating a motive behind the murders, news of the students’ deaths quickly sparked alarm over concerns of racial bias. The hashtag #MuslimLivesMatter was also created.

On Wednesday, the Council on American-Islamic Relations urged police to investigate the murders as a possible hate crime. An official statement from the council specifically addressed Spencer’s Facebook account, in which he allegedly called himself an “anti-theist” and spoke out against “radical Christians and radical Muslims.”

“Based on the brutal nature of this crime, the past anti-religion statements of the alleged perpetrator, the religious attire of two of the victims, and the rising anti-Muslim rhetoric in American society, we urge state and federal law enforcement authorities to quickly address speculation of a possible bias motive in this case,” CAIR National Executive Director Nihad Awad said in the statement.

“Our heartfelt condolences go to the families and loved ones of the victims and to the local community.”

The shadow of a new threat seems to be darkening the national security landscape: the lone-wolf terrorist.

“The lone wolf is the new nightmare,” wrote Washington Post columnist Charles Krauthammer recently, and the conservative pundit wasn’t alone in thinking so. “I really see lone wolves as being a bigger threat than al-Qaeda, or the Islamic State, or the al-Qaeda franchises,” Scott Stewart, vice president of tactical analysis at the global intelligence and advisory firm Stratfor, told VICE News. Similarly, in the aftermath of the Paris terrorist attacks, appearing on “Meet the Press,” Attorney General Eric Holder said, “The thing that I think keeps me up most at night is this concern about the lone wolf who goes undetected.”

You could multiply such statements many times over. There’s only one problem with the rising crescendo of alarm about lone wolves: most of it simply isn’t true. There’s nothing new about the “threat” and the concept is notoriously unreliable, as well as selectively used. (These days, “lone wolf” has largely become a stand-in for “Islamic terrorist,” though the category itself is not bound to any specific ideological type.) Worst of all, its recent highlighting paves the way for the heightening of abusive and counterproductive police and national security practices, including the infiltration of minority and activist communities and elaborate sting operations that ensnare the vulnerable. In addition, the categorization of such solitary individuals as terrorists supposedly driven by ideology —left or right, secular or religious—often obscures multiple other factors that may actually cause them to engage in violence.

Last week, the radical Islamist militant group Boko Haram massacred as many as 2,000 people in the towns of Baga and Doron Baga in northeast Nigeria—the latest bloody event in their terror spree that began in the region around 2009. Responsible for around 600 attacks and more than 3,000 dead since 2011, according to the Department of Justice (other groups have made higher estimates), the group has made international headlines for kidnapping hundreds of school girls in 2014 and bombing the United Nations’ headquarters in the Nigerian capital of Abuja in 2011. But Boko Haram has not always been known for its ruthless brutality.

Around 13 years ago, according to the United States Institute of Peace, the sect that became known as Boko Haram was a small, isolated, peaceful community dedicated to practicing strict Islamic Shariah law. In 2002, a group of extremist Muslim youths who worshipped at the Alhaji Muhammadu Ndimi Mosque in Maiduguri, or the capital of Borno state in northeast Nigeria, decided to depart from Nigerian society and the corruption they saw there and embark on a religious pilgrimage modeled after the Prophet Muhammad’s journey from Mecca to Medina. They traveled to Kanama, near the border with Niger, to create their separatist commune. Mohammed Ali was their leader, and he called upon the group to follow “true” Islamic law.

Even after Nigerian security forces in 2003 killed the majority of Boko Haram’s members over fishing rights in a local pond, the group didn’t follow up with any violent reprisals. Police killed most of its 70 members—including Mohammed Ali—in the 2003 episode, but the group managed to reconstruct itself.

The few survivors returned to Maiduguri. They were led by a young cleric named Mohammed Yusuf, who established a mosque for the group. The community offered shelter to refugees from neighboring wars in Chad, opportunities for young jobless Nigerians, and food and resources for anyone who wanted to live there. Authorities left them alone and the group operated its own governing cabinet, large farm, and police force, which upheld the community’s strict religious law.

“Although from the outset, the sect’s mission was to impose the Shari’a on Nigeria, the leadership went about its preaching peacefully,” Simeon H.O. Aloziuwa wrote in the Costa Rica-based University for Peace’s Peace and Conflict Review in 2012. A report produced by the European Parliament also described Boko Haram as “originally a peaceful Islamist movement.”

Peaceful Democracy Ambassadors, a Nigerian group committed to human rights and peace, describe Mohammed Yusuf as “a charismatic young cleric” who founded Boko Haram “as part of his push for a pure Islamic state in Nigeria.” Though it’s not certain where the group received its money during its first few years, some experts believe that Yusuf received donations from Salafist contacts in Saudi Arabia or wealthy northern Nigerians. One Boko Haram donor who spoke with the United States Institute of Peace claimed it was part of his responsibility as a good Muslim to give money to charity—in this case, Boko Haram.

There is some disagreement about when exactly the group’s turn toward violence began. Many experts believe that in 2007, Mohammed Yusuf may have ordered the death of a prominent cleric who had criticized the group.

When the group again made headlines in 2009, it was for clashes with the police after an argument about traffic regulations. Then Boko Haram threats escalated; Yusuf released viral videos speaking out against the police, which attracted a large audience in Nigeria. The government and police both tried to crack down even more aggressively on the group, arresting hundreds. Boko Haram attacked multiple police stations. When the authorities regained control of Maiduguri, they reportedly began executing hundreds of Boko Haram members.

A local journalist told a researcher at the United States Institute of Peace that police likely “disappeared” and executed over a hundred local imams and rulers, or suspected sympathizers with Boko Haram. Yusuf, the Boko Haram leader, was allegedly arrested by the army on the street and handed over to police—where he was executed within hours, according the United States Institute of Peace. The police claim he was killed while trying to run away after being interrogated. Regardless, Yusuf’s death marked another transition. The remaining members of Boko Haram fled, their locations potentially including radical camps from Algeria to Mali, only to return in 2010 more violent than ever before.

Shehu Sani, the president of the Civil Rights Congress in Nigeria, spoke with PBS’s Frontline about his assessment of Boko Haram’s turning point, which differs slightly from other research:

The 2009 killing of Mohammed Yusuf was a result of a security traffic incident. And as a result, the subsequent killing of hundreds of members of the group after a simple traffic conflict between the group and the police became the ignition that spiraled into the violence and bloodshed that we have been suffering the last three to four years. So we had a movement that was peaceful and that was crushed by the Nigerian army, Nigerian police, and later they went underground and became more monstrous.

Meet the Charlie Hebdo Truthers. Here Are Their Bizarre Conspiracy Theories.

The available evidence suggests the attackers who killed 12 people and wounded 4 more at the French weekly Charlie Hebdo on Wednesday targeted the magazine because of its history of publishing cartoons about Islam and Muslims. But which radical group, if any, the killers might belong to is unclear: Some reports claim the gunmen shouted their allegiance to “Al Qaeda in Yemen” during the attack; others claim that a Charlie Hebdo tweet mocking ISIS’s leader, Abu Bakr al-Baghdadi, suggests that the Islamic State must have been involved.

Unsatisfied by these explanations, some people are digging deeper, asking who really was to blame for the bloodshed. Here’s a rundown of some of the strangest theories:

Israel
The likelihood that an Islamic terror group is responsible hasn’t stopped some people from suggesting that Israel is somehow responsible. The International Business Times India published this piece blaming the Israeli spy agency Mossad:

Although there is no way to verify the claims that Mossad was involved, the backdrop in which the attack took place seems to indicate that they might be involved, many conspiracy theorists have noted. Mossad is responsible for intelligence collection and has undertaken many covert operations for Israel in Europe that aim to further their Jewish cause.

The site has since taken the article down, saying it “should never have been published.” Meanwhile, even less-reputable voices, like that of Kevin Barrett (“the world’s leading Muslim 9/11 truth activist”), alleges the attack was an Israeli “false flag.”

President Barack Obama
As if on cue, American conservatives began figuring out ways to somehow blame President Obama for the attacks. Rush Limbaugh claimed that Obama’s proclamation in his 2012 United Nations speech following the Benghazi attacks—”the future must not belong to those who slander the prophet of Islam”—emboldened the Paris attackers. “You have the president of the United States rationalizing barbaric behavior,” Limbaugh said. “These actions have consequences.”

US Intelligence
Russian website Lifenews.ru ran an interview with a political analyst named Alexei Martynov, who suggested the militants were “the US intelligence services.” Claiming the notion that the Muhammad cartoons motivated the attack “looks funny,” Martynov said, “I am sure that American ‘curators’ are behind the events in Paris, behind those Islamists, in one way or another. The US is conveniently wreaking havoc in Europe with the goal of muzzling the common sense voices that are calling to restore cooperation with Russia.”

France
Some people are even blaming France itself—mainly for allowing Muslim immigration. In America, Laura Ingraham warned that “the principle of multiculturalism and open borders…is pure insanity, a suicide pact,” and Fox’s Eric Bolling said France’s immigration policy “breeds this type of extremism.”

Hooded gunmen carrying automatic weapons opened fire at the offices of French satirical publication Charlie Hebdo on Wednesday, killing at least 12 people and seriously injuring 10. The Guardian is reporting that three attackers are still at large, after they were seen escaping in a car.

French President François Hollande said the shooting was “undoubtedly a terrorist attack.” France has since raised its terror alert to the highest level.

According to several news reports, the gunmen were heard shouting “we have avenged the Prophet Muhammad” as they stormed into the magazine’s offices armed with Kalashnikov rifles. Charlie Hebdo, a newspaper known for its caustic, no-holds-barred cartoons, has previously sparked ire from some Muslims for its satirical take on Islam, including several caricatures of the Prophet Muhammad. (The publication of the likeness of the prophet is forbidden under Islam). In 2011, the magazine was firebombed after publishing an issue “guest-edited” by the prophet.

President Barack Obama and German Chancellor Angela Merkel have both condemned Wednesday’s attack.

Several prominent cartoonists, including Jean Cabut and the magazine’s editor in chief, Stephane Charbonnier, were among those killed.

Since news broke of the attack this morning, the hashtag #JesuisCharlie has been spreading on Twitter in support of the victims. The US Embassy in France also changed their Twitter profile photo to include the hashtag.

Sweden has declined to grant asylum to an American who fears his own country will have him tortured—again.

In June 2011, Yonas Fikre, a Muslim American from Portland, Oregon, was visiting the United Arab Emirates when he was suddenly arrested and detained by the local security forces. For the next three months, he claims, he was interrogated and tortured—grilled with questions that were nearly identical to those the FBI had posed to him just a few months earlier. He believes the US orchestrated his detention, and his allegations are similar to those of other young Muslim Americans who have been locked up abroad and interrogated, often about matters they have already been questioned on by American authorities. In May 2013, Fikre sued the US government for violating his constitutional rights.

When the Belgian soccer team takes the field today against the United States, it could be for the last time—and not just for this World Cup. By the time the next Cup kicks off in 2018, Belgium may not exist at all.

Belgium was an invention of the 19th century: culturally and linguistically, it’s divided cleanly between the Dutch-speaking region of Flanders in the north and French-speaking Wallonia in the south. Brussels, the capital of both Belgium and the European Union, is right in the middle. Recently, politicians in Flanders—which became wealthier than industrial, coal-mining Wallonia in postwar Europe—have pushed for independence, leading to serious strife between the country’s two largest political parties.

Those parties, the Dutch-speaking New Flemish Alliance (N-VA) and the French-speaking Christian Democrats, failed to form a government last week when Flemish leaders walked away from coalition talks. The last time Belgium couldn’t form a government was in 2010; it took the parties 18 months to finally do it. The N-VA is a separatist party whose support has skyrocketed in Flanders; in Wallonia, right-wing politicians are asserting ties to France, and French National Front leader Marine Le Pen—who has compared Muslim immigration to Nazi occupation—said her country would welcome the Walloons “with pleasure.”

The crisis happens to fall during one of the Belgian soccer team’s best World Cup showings. The Red Devils won all of their group stage games and are favored to knock out the United States for a spot in the quarterfinals. The team’s success is providing a rallying point for the country, if only for a short time. The team is made up of players from both Flanders and Wallonia; as a Belgian journalist told Yahoo, “When the national team plays everyone gets behind them, everyone supports them…No one is thinking about politics when the team is playing. Everyone is together and united.”

Right now, there’s no scheduled vote on separation in Belgium—like the one happening in Scotland later this year—but the situation could escalate. So while Belgian fans will cheer on their Red Devils in Dutch and French today, when it’s time to fly home, those cheers just might turn into arguments.

Rumormongers: Former Rep. Dan Burton (R-Ind.) once shot a watermelon (or a pumpkin—it’s unclear) to prove that Foster was shot by someone else. Accuracy in Media founder Reed Irvine took out an ad in the New York Times to note that the FBI had failed to investigate “semen in Foster’s shorts, blond hair on his T-shirt and trousers and multicolored carpet fibers on all his clothing.” (Bonus: Anne Coulter once joked, “If you attack the Clintons publicly, make sure all your friends know that you are not planning suicide.”)

Rumor: Commerce Secretary Ron Brown and 34 others were killed in a plane crash orchestrated by the Clintons to prevent him from spilling the beans to special investigators about selling seats on trade missions.

Rumor: After agreeing to cooperate with special investigator Ken Starr, Whitewater partner James McDougal died in prison—allegedly at the hands of Clinton henchmen. “Chalk up another body to Clinton,” as one Rush Limbaugh caller put it. An alternative theory: McDougal faked his death to avoid ratting out his benefactors.

Rumormongers: Little Rock businessman Robert McIntosh circulated a flier noting the resemblance between 13-year-old Danny Williams and a young William Jefferson Blythe during the 1992 campaign. A 1999 Drudge Report exclusive featured Williams’ mother’s on-tape confession. “What becomes immediately obvious to the viewer watching the videotaped confession is that this is clearly not gossip, rumor or anonymous charges being maliciously directed at a politician,” wrote Drudge, before learning three days later that the child was not Clinton’s.

Rumor: As First Lady, Hillary decorated the White House Christmas tree with condoms, cock rings, and lords-a-leapin’ with erect penises.
Rumormongers: Disgruntled former FBI agent Gary Aldrich, in his 1996 tell-all, Unlimited Access; and Texas activist “Doc Marquis,” who seized on Aldrich’s claims as “proof positive that Hillary Clinton is a power, practicing witch.”

In his seven years in Congress, Rep. Paul Broun (R-Ga.) distinguished himself by calling biology “lies straight from the pit of hell” and accusing President Barack Obama of establishing a secret national police force to push a Marxist dictatorship. But the man who may replace Broun in Washington could outdo him.

In a 2012 book, that candidate—pastor and talk radio host Jody Hice—alleges the gay community has a secret plot to recruit and sodomize children, In It’s Now or Never: A Call to Reclaim America, Hice also asserts that supporters of abortion rights are worse than Hitler and compares gay relationships to bestiality and incest. He proposes that Muslims be stripped of their First Amendment rights.

On Tuesday, Hice clinched a spot in the runoff to replace Broun, who declined to run for re-election in order to run for Senate. Hice will face businessman Michael Collins in the July 22 runoff. In a district that gave 62 percent of the vote to Mitt Romney two years ago, Hice, the leading vote-getter in the first round of balloting, stands a good chance of being elected to Congress.
