How Humans Can Keep Superintelligent Robots From Murdering Us All

Today, we’re honored to present a post from Bill Gardner, a health services researcher in Ottawa, Ontario, and a blogger at The Incidental Economist.

This weekend, you, I, and about 100 million other people will see Avengers: Age of Ultron. The story is that Tony Stark builds Ultron, an artificially intelligent robot, to protect Earth. But Ultron decides that the best way to fulfill his mission is to exterminate humanity. Violence ensues.

You will likely dismiss the premise of the story. But in a book I highly recommend, Oxford philosopher Nick Bostrom argues that sometime in the future a machine will achieve “general intelligence,” that is, the ability to solve problems in virtually all domains of interest. Because one such domain is research in artificial intelligence, the machine would be able to rapidly improve itself.

The abilities of such a machine would quickly transcend our abilities. The difference, Bostrom believes, would not be like that between Einstein and a cognitively disabled person. The difference would be like that between Einstein and a beetle. When this happens, machines can and likely would displace humans as the dominant life form. Humans may be trapped in a dystopia, if they survive at all.

Competent people—Elon Musk, Bill Gates—take this risk seriously. Stephen Hawking and physics Nobel laureate Frank Wilczek worry that we are not thinking hard enough about the future of artificial intelligence.

So, facing possible futures of incalculable benefits and risks, the experts are surely doing everything possible to ensure the best outcome, right? Wrong. If a superior alien civilization sent us a text message saying, “We’ll arrive in a few decades,” would we just reply, “OK, call us when you get here—we’ll leave the lights on”? Probably not—but this is more or less what is happening with AI…little serious research is devoted to these issues…All of us…should ask ourselves what can we do now to improve the chances of reaping the benefits and avoiding the risks.

There are also competent people who dismiss these concerns. University of California-Berkeley philosopher John Searle argues that intelligence requires qualities that computers lack, including consciousness and motivation. This doesn’t mean that we are safe from artificially intelligent machines. Perhaps in the future killer drones will hunt all humans, not just Al Qaeda. But Searle claims that if this happens, it won’t be because the drones reflected on their goals and decided that they needed to kill us. It will be because human beings have programmed drones to kill us.

Searle has made this argument for years, but has never offered a reason why it will always be impossible to engineer machines with autonomy and general intelligence. If it’s not impossible, we need to look for possible paths of human evolution in which we safely benefit from the enormous potential of artificial intelligence.

What can we do? I’m a wild optimist. In my lifetime I have seen an extraordinary expansion of human capabilities for creation and community. Perhaps there is a future in which individual and collective human intelligence can grow rapidly enough that we keep our place as free beings. Perhaps humans can acquire cognitive superpowers.

But the greatest challenge of the future will not be the engineering of this commonwealth, but rather its governance. So we have to think big, think long-term, and live in hope. We need to cooperate as a species and steer our technological development so that we do not create machines that displace us. At the same time, we need to protect ourselves from the expanding surveillance of our current governments (such as China’s Great Firewall or the NSA). I doubt we can achieve this enhanced community unless we also find a way to make sure the superpowers of enhanced cognition are available to everyone. Maybe the only alternative to dystopia will be utopia.

Canada’s Coverage of the Ottawa Shootings Put American Cable News to Shame

The Canadian Broadcasting Corporation today gave a master class in calm, credible breaking news reporting.

Anchored by the unflappable Peter Mansbridge, news of the shootings in Ottawa unfolded live on the CBC much like they do here in the United States: lots of sketchy details, conflicting reports, unreliable witnesses, and a thick fog of confusion. All of that was familiar. What was less familiar was how Mansbridge and his team managed that confusion, conveying a concise and fact-based version of fast-moving events to viewers across Canada and the world.

This live bit of level-headed reporting by Mansbridge, from around 11:10am Wednesday, should be given to journalism students around the country. It basically contains everything you need to know about why CBC did its audience proud:

MANSBRIDGE: And so, the situation is, as we say, tense and unclear. And it’s on days like this—we keep reminding you of this and it’s important—it’s on days like this, where a story takes a number of different pathways, a number of changes occur, and often rumors start in a situation like this. We try to keep them out of our coverage, but when they come, sometimes from official sources, like members of Parliament, you tend to give them some credence. But you carefully weigh it with what we’re also witnessing. It’s clear that the situation is not over. It is clear the police are in an intense standby situation and continue to be on the lookout, and until somebody blows the all-clear on this we will continue to stay on top of it and watch as the events unfold.

The broadcast was deliberative and deferential to the facts even when they were sparse. Exacting and painstaking, but never slow or boring, Mansbridge weighed the credibility of every detail, constantly framing and reframing what we knew and, most crucially, how we knew it. He literally spoke the news as it happened, using his experience not to opine nor fill the gaps in his knowledge, but to provide the necessary support for his team’s reporting.

Getting things wrong during fast-moving live coverage is, of course, common. Coverage of the Washington Navy Yard shooting last year got the details wrong early and often: It misstated the perpetrator’s name, age, and how many guns he had. Following the Boston Marathon bombing in April 2013, there was false coverage about the identity of the bombers, and anonymous sources leading journalists to nonexistent bombs and arrests. On The Media‘s handy “breaking news consumer’s handbook” is a great round-up of the reporting errors that get repeated every time there is a mass shooting.

No newscast, especially live news, is immune to mistakes, and during the initial haze of leads and counter-leads, it’s easy to point fingers. But for the six-some hours of CBC broadcasting I watched off-and-on (mostly on) today, I never once felt lost in the wall-to-wall speculation that has characterized so many recent breaking news broadcasts in the United States.

Oil industry train tickets are about to expire in Canada.

Canada’s transportation department on Wednesday announced a suite of new safety rules, motivated by the horrific oil-train explosion last summer in Lac-Mégantic, Quebec, which killed 47 people. The rules heavily target DOT-111 rail cars, which are widespread across the continent but are vulnerable to puncture and explode. (The U.S., meanwhile, is being outrageously slow in updating its oil-train safety rules.)

The Ottawa Citizen reports:

About 5,000 DOT-111 tanker cars are to be removed from Canadian railways within 30 days. Another 65,000 DOT-111 cars must be removed or retrofitted within three years, a timeframe rail industry experts are calling “ambitious.”

The measures didn’t fully satisfy [New Democratic Party] leader Tom Muclair. “What happens in the meantime in all those communities where this very dangerous material is being transported today?” he asked. “You can’t tell us you know that they’re dangerous and yet you’re going to continue to allow them to roll through these communities.”

[Transport Minister Lisa] Raitt said, however, that the DOT-111 cars are just one of several risk factors contributing to rail crashes. “There’s not just one aspect in mitigating risks, there’s many.”…

Effective immediately, Transport Canada will conduct risk assessments of routes where dangerous goods are transported, and establish speed limits of 50 miles per hour or less in areas that are built up or near drinking water.

Good for Canada. But what will happen with all those dangerous rail cars that are retired in Canada? Some fear that they could end up over the border, hauling explosive crude through American communities.
