California Is About to Ban Those Little Pieces of Plastic in Your Toothpaste and Face Scrub

On Friday, the California Senate passed legislation that will ban the sale of microbeads—â&#128;&#139;those colorful bits of plastic that you find in face scrub, body wash, and toothpaste—in personal care products by 2020.

Though a handful of other states â&#128;&#139;have already passed microbead bans, California’s is by far the most stringent, as it doesn’t provide exemptions for “biodegradeable” plastics. (No plastics have proven to break down in marine environments so far.) Because California makes up roughly one-eighth of the American market for personal care products, the legislation will likely change the way the products are designed throughout the United States.

Johnson & Johnson and Procter & Gamble lobbied against the bill, which is expected to pass the State Assembly next week and be signed into law within the month.

Environmental advocates have expressed concern over microbeads for years, as the particles are so small that they aren’t caught in wastewater treatment plants and end up in waterways and oceans, where they don’t biodegrade and are frequently mistaken for food by fish and other marine animals. There are an estimated 300,000 microbeads in a single tube of face wash; collectively, roughly 300 tons of the plastic ends up in US waterways each year.

“Toxic microbeads are accumulating in our rivers, lakes and oceans at alarmingly high levels. We can and must act now,” said assembly member Richard Bloom (D-Santa Monica), who authored the bill. “Continuing to use these harmful and unnecessary plastics when natural alternatives are widely available is simply irresponsible and will only result in significant cleanups costs to taxpayers who will have to foot the bill to restore our already limited water resources and ocean health.”

Scott Walker’s Abortion Flimflam Explained! (Maybe.)

I had almost given up on anyone helping me understand what Scott Walker meant when he explained why he opposed abortion exceptions not just for rape and incest, but also to save the life of the mother. “There are many other alternatives that can also protect the life of that mother,” Walker said during Thursday’s debate. “That’s been consistently proven.”

But then a reader came to my rescue, and it turns out that Jonathan Allen had it right in the first place. It really does derive from the Catholic doctrine of intent in medical care. Bryan Fischer of the American Family Association provides the nickel explanation:

The reality [] is that an abortion is never necessary to save the life of the mother. This is, quite simply, a choice that a mother and her doctor never have to make, and Ms. Kelly has contributed to the already widespread ignorance on this subject.

The nearest circumstance would be what are called ectopic pregnancies, the anomaly in which the fertilized egg attaches to the Fallopian tube and never implants in the womb of the mother. Removal of the Fallopian tube is necessary to preserve the mother’s life and thus is a procedure that indirectly — not directly — causes the death of an unborn child. This technically is not even an abortion, because the procedure is done for the purpose of removing the Fallopian tube, not killing the baby.

As Lauren Enriquez writes, “The abortion procedure is not — ever — necessary to save the life of a mother…A true abortion — in which the direct intention is to end the life of a human being — is not a treatment for any type of maternal health risk.

Now this explanation I understand. The key step in this tap dance is to declare that some procedures that terminate a pregnancy aren’t “true” abortions. Even if you know ahead of time that a procedure will abort the fetus, it’s not really an abortion as long as abortion isn’t your intent.

In other words, I just didn’t have my cynicism meter turned up high enough. When Walker said there are always “alternatives” that can protect the life of the mother, he was only talking about true abortions. He wasn’t talking about medical procedures that kill the fetus only as a side effect. Those aren’t true abortions, so they’re not part of the class of procedures for which there are alternatives.

Yeesh. If this is really the explanation, it takes political misdirection to a new level. All that’s left now is to explain what Walker meant by “This has been consistently proven.” That makes it sound very science-y, but this has nothing to do with science. It has to do with the meaning of the word “abortion.” Walker has chosen a specific term-of-art definition that’s quite different from how most people understand the word. This allows him to say something that seems to mean one thing but actually means another.

Clean energy advocates aren’t usually excited by the sight of energy infrastructure off their coastlines, but the barges floating beyond Block Island, R.I., are different. The envoy of crane ships and flatboats are preparing the site of a new offshore wind farm, set to launch after the turbines are installed next summer. Though it will be small by wind farm standards — only five turbines — it will power 17,000 homes when complete.

The Block Island project, by offshore wind developer Deepwater Wind, follows on the heels of Fisherman’s Energy breaking ground on a wind farm off the coast of Atlantic City, N.J., last December. While Scandinavian countries like Denmark and Norway have recently proven the viability of the technology and infrastructure necessary to build an offshore wind farm, there are currently no permanent offshore farms in the United States. One of the problems: the price tag.

The New York Times reports:

“There are many good reasons why offshore wind has not been yet developed while other renewables have in the U.S.,” chiefly its high cost, said Paul Bledsoe, an energy consultant based in Washington and former climate adviser in the Clinton White House. “However, we’re still at a point where we have less than 10 percent renewable energy and if we are going to increase that number dramatically to somewhere near some of the major European countries, offshore wind will almost surely be part of that mix.”

That will take time. When the first offshore farm was built, in Denmark in 1991, developers were not thinking that it would suddenly become a mainstream form of energy, said Michael Hannibal, chief executive of the offshore division at Siemens Wind Energy, which supplied the turbines for that first plant. It took about a decade of testing and planning — and putting in place a set of programs and generous subsidies — for the market to begin taking off in Europe.

The U.S. mostly subsidizes wind energy via a mechanism called the production tax credit (PTC), which, unsurprisingly, provides tax breaks for wind farm production. Offshore farms are especially expensive, though: The radically different infrastructure can cost up to twice as much as onshore wind. The Block Island farm, then, will offer a case study in whether or not the ostensibly sustainable offshore energy can in fact be sustainable in the U.S. regulatory environment. Either way, Obama administration targets state that we’re supposed to hit 20 percent wind energy by 2030. Time to get those turbines turning.

Lindsey Graham learned the hard way on that you never give your phone number to a petty billionaire. But even though Donald Trump’s public read-out of Graham’s cell phone number to the entire country on Tuesday led to a slew of random calls, the Republican senator from South Carolina is responding with a sense of humor.

First he joked on Twitter that he needed a new phone thanks to the flood of calls, asking his Twitter followers on Tuesday afternoon what kind he should get.

Now Graham is trolling Trump in a video for IJReview, a conservative news site. Using fire, a toaster oven, a golf club, a cleaver, and other fun but totally unnecessary methods, he destroys a bunch of flip phones—and one unfortunate blender. “Or if all else fails, you can always give your number to The Donald,” Graham says in closing, before hurling one last phone off screen “for the veterans,” a dig at Trump’s attack on Sen. John McCain’s time as prisoner of war.

Someone may eventually want to tell Graham this isn’t actually how phone numbers work, but we’ll take the videos for now.
