Obama: I will only OK Keystone if it won’t significantly increase CO2 emissions

Big news from President Obama’s climate speech: He says he won’t approve construction of the Keystone XL pipeline if it will “significantly exacerbate the problem of carbon pollution.”

It’s hard to know exactly what he means by that, but it’s a surprise that he mentioned Keystone at all. Pundits expected he would keep silent on the issue.

Here’s what he said:

I know there’s been … a lot of controversy surrounding the proposed Keystone pipeline that would carry oil from Canadian tar sands down to refineries in the Gulf. And the State Department is going through the final stages of evaluating the proposal. That’s how it’s always been done. But I do want to be clear: Allowing the Keystone pipeline to be built requires a finding that doing so would be in our nation’s interest. And our national interest will be served only if this project does not significantly exacerbate the problem of carbon pollution. The net effects of the pipeline’s impact on our climate will be absolutely critical to determining whether this project is allowed to go forward.

It seems obvious that Keystone XL would significantly increase carbon emissions by encouraging development and facilitating transport of the dirtiest fossil fuel on earth — tar-sands oil. But in its draft environmental impact statement on the pipeline, the State Department asserted otherwise.

The U.S. EPA says State is wrong and argues that Keystone would notably boost greenhouse gas emissions. Even Canadian tar-sands boosters say Keystone is necessary in order to increase their oil production: “Long-term, we do need Keystone to be able to grow the volumes in Canada,” Steve Laut, president of big oil company Canadian Natural Resources Ltd., said last month.

Climate activists put so much pressure on Obama over Keystone that he felt compelled to address it. He certainly hasn’t killed the pipeline, but it’s notable that he attached a climate litmus test to it.

Former vice-president says oil pipeline is ‘really a losing proposition’ and demands climate plan promised at inauguration. Al Gore has called on Barack Obama to veto the Keystone XL tar sands pipeline, describing it as “an atrocity”. The former vice-president said in an interview on Friday that he hoped Obama would follow the example of British Columbia, which last week rejected a similar pipeline project, and shut down the Keystone XL. “I certainly hope that he will veto that now that the Canadians have publicly concluded that it is not safe to take a pipeline across British Columbia to ports on the Pacific,” he told the Guardian. “I really can’t imagine that our country would say: ‘Oh well. No, we’re not running out of people

No shortage in sight.

Every few months we see a spate of “news” stories warning that population growth rates are declining in the U.S. and/or the world, potentially leading to a shortage of babies and outright “demographic disaster.” In an extreme (and extremely stupid) example from January of this year, one Slate writer warned that if trends continue over the long term, “we could be looking at the literal extinction of humanity.”

Well, you can strike that worry off your list, according to the latest stats from the U.N.

The Associated Press sums up the news:

The United Nations forecast Thursday that the world’s population will increase from 7.2 billion today to 8.1 billion in 2025, with most growth in developing countries and more than half in Africa. By 2050, it will reach 9.6 billion. …

The report found global fertility rates are falling rapidly, though not nearly fast enough to avoid a significant population jump over the next decades. In fact, the U.N. revised its population projection upward since its last report two years ago, mostly due to higher fertility projections in the countries with the most children per women. The previous projection had the global population reaching 9.3 billion people in 2050.

So those are the global figures, but what about the United States? Are we headed for a domestic baby shortage? Again, nope.

The U.S. population currently stands at 316 million. That figure is expected rise to 351 million by 2025, and then 401 million by 2050, according to the U.N.’s medium-range projections. That’s right in line with the U.S. Census Bureau’s projection.

“The right wing’s fevered vision of a planet populated only by tumbleweeds and wolves is not in the offing,” says John Seager, president of the nonprofit Population Connection.

So you can file away those fears about a demographic winter and worry instead about a really hot summer.
