Weather-related blackouts in U.S. doubled in 10 years

The current U.S. electrical grid is a far cry from smart. Climate change and aging infrastructure are leading to an increasing number of blackouts across the country.

A new analysis by the nonprofit Climate Central found that the number of outages affecting 50,000 or more people for at least an hour doubled during the decade up to 2012.  Most of the blackouts were triggered when extreme weather damaged large transmission lines and substations. Michigan had the most outages, followed by Texas, Ohio, Pennsylvania, and Virginia.

Severe rainstorms, which are growing more tempestuous as the globe warms, were blamed for the majority of the weather-related outages.

The researchers listed two main drivers of the trend:

Climate change is, at most, partially responsible for this recent increase in major power outages, which is a product of an aging grid serving greater electricity demand, and an increase in storms and extreme weather events that damage this system. But a warming planet provides more fuel for increasingly intense and violent storms, heat waves, and wildfires, which in turn will continue to strain, and too often breach, our highly vulnerable electrical infrastructure. …

Since 1990, heavy downpours and flooding have increased in most parts of the country, and the trend is most dramatic in the Northeast and Midwest. Some of this heavy rain is likely to be associated with high winds and thunderstorm activity. Researchers have found that these regions have already seen a 30 percent increase in heavy downpours compared to the 1901-1960 average.

Solutions to the problem include more small wind and solar power installations built close to where the electricity is needed — and an overhaul of the country’s overburdened and outmoded grid system.

This research won’t come as a surprise inside the White House. The Obama administration put out a call for more spending on grid infrastructure last year when it published similar findings in its own report.

As federal officials work frantically to reverse an uptick in explosions and oil spills from crude-hauling trains, the companies that are fracking the crude and transporting it by rail are responding with an unhelpful collective shrug.

Lawmakers and regulators want information from the oil companies about their rail shipments. The oil companies initially made helpful-sounding noises and pledged to cooperate. Now, however, it seems they’re more worried about keeping corporate secrets than protecting Americans from their explosive loads. From The Hill:

“Just last month before the Commerce Committee, the crude oil industry assured us they were focused on safety and willing to work on this issue,” [Sen. Jay Rockefeller (D-W.V.)] said in a statement. “Since then, I’ve seen nothing to convince me this was more than just lip service.”…

Rockefeller said he and other legislators had received assurances from the American Petroleum Institute (API) that the crude industry was on board with the push to increase the safety of oil trains.

But the West Virginia senator said on Monday that Congress was still waiting to see the promised assistance.

Rockefeller’s frustrations mirror those of top rail regulators. As Reuters reported last week:

Cynthia Quarterman, chief of the Department of Transportation’s Pipeline and Hazardous Materials Safety Administration, or PHMSA, specifically cited the American Petroleum Institute, the industry’s top lobbying group, for not keeping its promise to share data about oil-by-rail shipments. …

“More than two months ago, we received assurances from industry that the safe transport of crude oil across the country was a top priority and, to that end, API would begin sharing important testing data,” she said in a statement.

“To date, that data has not been shared.”

The oil industry isn’t keeping its word? We’re shocked, shocked.

This Thursday, a who’s who of Florida big shots will hold a private, $1,000-a-head fundraiser for the Republican Party of Florida and Gov. Rick Scott’s reelection effort, led by a host committee that includes Mel Sembler, the founder of a notorious substance abuse rehab program that folded after allegations of extreme abuse were lodged against several of its facilities.

The program, Straight Inc., was founded in 1976 by Sembler, a developer, and his wife, Betty. In the 17 years that it operated drug treatment centers, Straight Inc. was plagued by news reports and at least one civil suit claiming that its staff kidnapped its adult patients and mentally, physically, and sexually abused their underage charges. Two state investigations substantiated reports of abuse.

Straight Inc. officials consistently denied these allegations. Sembler’s biography on the Sembler Company website hails Straight Inc. as having “successfully graduated more than 12,000 young people nationwide from its remarkable program.” Sembler, it adds, “is nationally recognized as an activist in the anti-drug campaign.” Sembler could not be reached for comment.

Critics paints a much darker picture. “Children had to flap their arms like chickens or else face shaming as ‘sluts’ and homosexuals,” John Gorenfeld reported in the May 2006 issue of Mother Jones. “Hundreds of Straight alums now claim they were scarred for life, among them Samantha Monroe, who was enrolled in 1980…and claims she was starved, raped, and confined in a closet.”

Sembler is a longtime Republican fundraiser. He’s already donated $25,000 to Scott’s reelection PAC. And even after abuse allegations against Straight Inc. were widespread, the program enjoyed public support from many high-profile GOP figures. In 1985, Nancy Reagan brought Princess Diana to a Straight Inc. facility in Virginia—two years after a jury found that staff from that facility had kidnapped a college student. In his inaugural address, President George H.W. Bush celebrated Straight Inc. as one of a “thousand points of light” that exemplified stewardship. In 1993, the year that Straight Inc.’s last drug treatment facility closed, Sembler was serving as a US ambassador; he had been appointed by the elder Bush.

Straight Inc. staffers were alleged to have abused clients at a number of clinics. After Monroe escaped a Straight Inc. program in Florida at age 13, she says, Straight Inc. staff hog-tied her, brought her back to the facility, and placed her in a “timeout room.” “Monroe had no choice but to soil her pants with urine, feces and menstrual blood,” a 2002 St. Petersburg Times article reported. “She says Straight staffers called this punishment ‘humble pants.'” Soon, a staffer began raping her, the Times reported, and she became pregnant at age 14.

In 1989, according to the Los Angeles Times, the Texas Commission on Alcohol and Drug Abuse released a damning report of Straight Inc.’s Dallas-area Straight Inc. clinic. “The report said that clients were tied up with rope and with an automobile towing strap to prevent escape, that clients were physically restrained for minor infractions such as ‘failure to sit up properly,’ and that bedrooms were overcrowded and furnished with ‘containers to be used for urination,'” the Times reported. Citing the huge need for drug treatment facilities in Texas, the commission allowed Straight Inc. to remain open, pending oversight and changes to its program.

In 1990, the California Department of Social Services ordered Straight Inc.’s Yorba Linda facility to close after investigators said they substantiated several complaints of abuse. According to these complaints, Straight Inc. staff had subjected children in their care to “unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threats, mental abuse…and interference with daily living functions such as eating, sleeping and toileting.”

In 1983, Straight made undisclosed financial settlements with two Florida women, Arletha Luann Schautteet and Hope Yvonne Hyrons, who claimed that they had been kidnapped by employees of a Straight Inc. facility in Florida and imprisoned there. In a sworn statement, Hyrons, 19, said she was abducted from a gas station, physically prevented from leaving the Straight Inc. facility, and strip-searched. That same year, a judge awarded 20-year-old Fred Collins $220,000 after a jury found that he had been detained against his will at a Straight Inc. facilities in Virginia and St. Petersburg in 1982. An appellate court later denied Straight Inc.’s appeal. Schautteet and Hyrons testified on Collins’ behalf, according to the Washington Post, repeating the allegations they made against Straight Inc. prior to their financial settlements.

Straight Inc. repeatedly denied allegations of abuse and kidnapping. A Straight Inc. clinical director told the St. Petersburg Times that Hyrons “has a history of pathological lying…the girl is just playing scapegoat kind of games.” After complaints about the Yorba Linda program led to its closing, a Straight counselor told the Los Angeles Times that he had “never seen anyone tormented.” “Some kids get very upset and lie and some parents believe them,” he said. Reacting to the jury verdict for Collins, a Straight Inc. clinical director told the Washington Post that the outcome was “unfair” and “really scary…It means that every time I or any other staff member tries to help a young person, we’ll have to be frightened of the legal consequences.”

In 1991, after Virginia state officials stripped that Straight Inc. facility of its license, the operation moved to Maryland. State officials in Maryland spent hundreds of hours investigating abuse allegations before licensing Straight Inc., in an agreement which noted that investigators “found no truth to any of the allegations.” In response to the Texas commission report, staff at the Dallas-area Straight Inc. program pointed out that they had fired at least one offending staff member whose actions were highlighted in the report, who had gagged a patient with a Kotex pad. By the time that Monroe made allegations against Straight Inc., the program no longer existed.

After Straight Inc. closed, the education arm of Sembler’s organization lived on as a new program named the Drug Free American Foundation, which still exists today. Sembler, after serving as ambassador, continued to fundraise for prominent Republicans, including Mitt Romney. He also hosted an event to raise money for I. Lewis “Scooter” Libby’s legal defense fund when the former Bush White House aide was on trial for perjury.

West Virginia’s tenure as the most obese state in America—a three-year run that no one ever called a dynasty—is over.

According to Gallup, which just released its 2013 survey on obesity in America, 35.4 percent of Mississippians have a BMI above 30, giving the home of 3 Doors Down the highest obesity rate in the Union. West Virginia came in second at 34.4 percent.

Meanwhile, Montana toppled three-time defending least-obese champion and budding marijuana tourist destination Colorado, with a svelte 19.6 percent.

On average, residents of the 10 most obese states were—unsurprisingly—less likely to eat healthily, consume fruits and vegetables, or workout regularly than residents of the least obese states.

Overall the national obesity rate rose to 27.1 percent in 2013. It has risen every year since 2008.

The coal power industry has dumped a lot of toxic crap into yet another river. This latest incident is not to be confused with the spill of toxic coal-cleaning chemicals that poisoned a West Virginia river last month and left 300,000 people without drinking water. Nor is it to be confused with a huge coal-ash spill from a retired power plant in North Carolina earlier this month.

No, this is a whole new spill.

Patriot Coal accidentally let more than 100,000 gallons of coal slurry loose from a coal processing facility in West Virginia. Six miles of Fields Creek, which flows into the Kanawha River, was blackened by the slurry spill. The slurry contained fine particles of processed coal, which includes heavy metals, and coal-cleaning chemicals.

“When this much coal slurry goes into the stream, it wipes the stream out,” said Randy Huffman, head of the West Virginia Department of Environmental Protection (DEP). “This has had significant, adverse environmental impact to Fields Creek and an unknown amount of impact to the Kanawha River.” But officials say drinking water has not been affected, at least not yet. 

The nonprofit Appalachian Voices has conducted tests of the affected area: “The water in the creek was extremely turbid and was a dark grey, almost black color. Significant sediment had already built up on the banks,” the group reports.

The Charleston Gazette has the disturbing tale of what went wrong this time:

The spill was caused by a malfunction of a valve inside the slurry line, carrying material from the preparation plant to a separate disposal site … according to DEP officials.

The valve broke sometime between 2:30 and 5:30 early Tuesday morning, Huffman said at a news conference Tuesday evening. Patriot Coal did not call the DEP to alert them of the leak until 7:40 Tuesday morning, Huffman said. Companies are required to immediately report any spills to the DEP.

There was an alarm system in place to alert facility operators of the broken valve, but the alarm failed, so pumps continued to send the toxic slurry through the system. There was a secondary containment wall around the valve, but with the pumps continuing to send slurry to the broken valve, it was soon overwhelmed and the slurry overflowed the wall and made its way to the creek. …

“Had the alarms gone off and warned the operator that the pipe was leaking, the shutdown could have been done in time for the secondary containment to contain the material that leaked,” Huffman said.

Neighbors of Patriot Coal’s processing facility in Kanawha County have been seeing a lot of coal slurry in recent years. Smaller such spills occurred from the same Kanawha Eagle facility in November of 2013, leading to a $663 fine, and in 2010, which resulted in a $22,400 fine.

The recent rash of river-spoiling accidents is awful, but, hey, at least the companies that are ruining our environment have all-American names — like Patriot Coal and Freedom Industries.

Mainstream American news networks don’t care about climate change. When they’re not ignoring humanity’s greatest crisis, they’re inviting pundits onto their programs to spread climate misinformation.

But here comes a Qatari government-owned broadcaster to the rescue. Al Jazeera America launched in August 2013 after purchasing Al Gore’s Current TV, and now it has a team of 800 employees with headquarters in New York. Right away it dove into climate coverage, and six months later it’s still going strong on the environmental beat.

The Yale Forum on Climate Change & the Media reports:

Al Jazeera America is betting on a serious approach to news. It’s a peculiar species in the cable news landscape. Nonpartisan reporting and a fair dose of old-school shoe-leather journalism comprise the majority of the new network’s 14-hour a day news programming.

Donald Trump’s rants about a climate conspiracy have received no mention at all on Al Jazeera America. Nor has the network featured countless “think tank” pundits raving about their belief that wintry weather in one year and one place or another refutes global warming. … Instead, Al Jazeera America offers original reporting on the environment from a growing team of correspondents on the ground.

One environment newscast, for instance, detailed how green energy demand in Europe is threatening Louisiana forests. In another show, the network reported on demonstrators who set fire to a highway and defied a court injunction protesting against a Texas-based company’s fracking efforts.

And, after the recent West Virginia chemical spill into thousands of residents’ drinking water supplies, the network reported from an array of angles.

Maybe TV doesn’t have to be a vast wasteland — if it reports on the vast wasteland our planet is becoming.

Last week, the GOP-led House of Representatives passed the No Taxpayer Funding for Abortion Act, a bill that would radically limit Americans’ ability to buy private-sector health insurance that covers abortion. With the Senate under Democratic control and Barack Obama in the White House, the bill is doomed to fail. But abortion foes can rest easy. Although their momentum has stalled on Capitol Hill, there is a quiet campaign underway in states across the country to outlaw private-insurance coverage of abortion—and it’s working.

Lawmakers in 24 states have already prohibited plans on the Affordable Care Act’s health insurance marketplaces from covering abortion. Now some states are going even further, targeting the tens of millions of women who receive health insurance from their private-sector employers. Nine states already have these broader bans, leaving 3.5 million women without insurance coverage for abortion. And since 2011, lawmakers in 10 more states have threatened the coverage of more than 9 million women, according to data assembled by the National Women’s Law Center, a nonprofit legal foundation focused on women’s rights.

Five states—Idaho, Kentucky, Missouri, North Dakota, and Oklahoma—have prohibited private insurers from covering abortion for years. (The oldest ban, in North Dakota, dates back to 1979.) But the 2010 elections, which swept Republicans into power in state governments around the country, renewed interest in passing these bans. And since 2010, Kansas, Michigan, Nebraska, and Utah all have passed new laws banning private insurers from covering abortions.

From 2011 to 2013, lawmakers in another 10 states—Alabama, Indiana, Mississippi, Ohio, Oregon, South Carolina, South Dakota, Texas, Virginia, and West Virginia—introduced bans on private-insurance abortion coverage, with many coming extremely close to passage, according to Elizabeth Nash, the state issues manager for the Guttmacher Institute, a pro-abortion-rights think tank.

Now, just four weeks into the new year, lawmakers in Indiana, Ohio, and West Virginia are slated to consider new bills to eliminate abortion coverage from every insurance policy in the state, putting almost 2 million more women at risk of losing coverage for abortion. (That’s according to estimates by the National Women’s Law Center, which calculated how many women of reproductive age are insured through the workplace in each state.)

The millions of women who now face having to pay for abortions out of pocket will find the procedures don’t come cheap. A May 2013 study from the Guttmacher Institute found that for women whose abortions weren’t fully covered by their insurance, an abortion cost an average of $485. Half of the women who were unable to rely on insurance to pay for their abortions—either because they didn’t have it or it didn’t cover abortions—ultimately found it difficult to pay. Large numbers of those women put off paying their rent or utilities or cut back on buying food in order to afford the procedure.

A Virginia man who claims that as a teenager he was detained, interrogated, and abused in Kuwait at the behest of the Obama administration (a story I wrote about here) has won a key victory in his lawsuit against the government. A George W. Bush-appointed judge allowed Gulet Mohamed’s case to move forward on Wednesday, ruling that by putting him on the no-fly list (and thus infringing on his right to return home to the US), the government made him “a second class citizen.”

Judge Anthony Trenga of the US District Court in Alexandria, Virginia, ruled that the no-fly list’s “impact on a citizen who cannot use a commercial aircraft is profound,” restricting the right to travel and visit family, the “ability to associate,” and even the ability to hold down a job. Inclusion on the list also “also labels an American citizen a disloyal American who is capable of, and disposed toward committing, war crimes, and one can easily imagine the broad range of consequences that might be visited upon such a person if that stigmatizing designation were known by the general public,” Trenga added. Here’s another key excerpt:

In effect, placement on the No Fly List is life defining and life restricting across a broad range of constitutionally protected activities and aspirations; and a No Fly List designation transforms a person into a second class citizen, or worse. The issue, then, is whether and under what circumstances the government should have the ability to impose such a disability on an American citizen, who should make any such decision, according to what process, and by what standard of proof.

Trenga ruled that the government, which argued that Mohamed should go through the Department of Homeland Security’s notoriously Kafkaesque no-fly list redress process before suing, had not made its case. “The current record,” he wrote, “is inadequate to explain why judicial involvement before a person is placed on the No Fly List is either unnecessary or impractical, other than perhaps within the context of an emergency.” In other words, the government should let the courts review placements before they happen—not wait for citizens to exhaust every avenue for complaint.

“We applaud this decision as a clear rebuke of the government’s use of the no-fly list as applied to Americans,” Gadeir Abbas, Mohamed’s attorney, said in a statement released Wednesday evening.

Wednesday’s was the second no-fly list ruling in as many weeks: on January 15, a court in San Francisco ruled that a former Stanford University doctoral student was not a national security threat and should be removed from the list.
