Draft Biden, the super-PAC agitating for the vice president to enter the 2016 presidential race, released its first TV commercial Wednesday morning. And boy, was it a maudlin doozy. The 90-second ad features a Biden voiceover, taken from a 2015 Yale commencement address, with the vice president detailing the car accident that killed his wife and daughter shortly after he won his Senate seat in 1972. As Biden speaks, the ad flashes black-and-white photos of Biden over his career in the Senate leading up to his time in the Obama White House. The ad ends with a solemn black screen and the plea, “Joe, run.”

Draft Biden plans to dump six figures into broadcasting the ad, including during the first Democratic debate next week, per NPR. But not everyone was a fan of Draft Biden using Biden’s personal tragedy for political ends. David Axelrod, Obama’s past chief campaign strategist, took to Twitter, suggesting that ad was “exploitative” and “tasteless.”

In Donald Trump’s America, everyone speaks English.

When asked by CNN’s Dana Bash during Wednesday night’s GOP debate about his criticism of Jeb Bush for speaking Spanish on the campaign trail, the Republican front-runner and real estate mogul responded:

We have to have assimilation to have a country. We have to have assimilation. I’m not the first one to say this, Dana. We have had many people over the years for many, many years saying the same thing. This is a country where we speak English, not Spanish.

In true troll fashion, Democratic front-runner Hillary Clinton tweeted some insight.

For those who didn’t understand her, Clinton said: “Freedom includes the right to speak in any language. That makes us strong as a country, and it is something that we should celebrate—not denigrate.”

During Wednesday’s GOP presidential debate, Donald Trump—the Republican who’s still running laps around the competition in the polls—faced a seemingly tough question from moderator Jake Tapper: can he really serve as an effective president when he can’t name or even recognize many foreign leaders and groups?

The question stems from Trump’s appearance earlier this month on Hugh Hewitt’s radio show, in which he confused Iran’s Quds Force, a special forces unit within the country’s Revolutionary Guard, with the Kurds in Iraq.

Tapper framed the question around Sen. Marco Rubio’s recent criticism of Trump over the gaffe. “If you don’t know the answer to these questions, then you are not going to be able to serve as commander and chief,” Rubio said earlier this month.

How’d Trump deal with Tapper’s question? After all, confusing and mispronouncing foreign names was a standard criticism that dogged George W. Bush throughout his presidency. But Trump? Nah, he’s not worried. First, he boasted about how Hewitt—a co-moderator of the CNN debate—had since apologized and said that “Donald Trump is maybe the best interview anywhere that he’s ever done.”

“I will say this though,” Trump continued, “Hugh was giving me name after name—Arab name, Arab name, Arab—and there are few people anywhere, ANYWHERE, that would have known those names. I think he was reading them off a sheet.”

Monsanto Halts Its Bid to Buy Rival Syngenta—For Now

After four months of hot pursuit, genetically modified seed/pesticide giant Monsanto formally ended its bid to buy rival Syngenta Wednesday—at least for now. Earlier in the week, Monsanto had sweetened its offer for the Swiss agrochemical behemoth—most famous for its controversial atrazine herbicide and neonicotinoid pesticides—to $47 billion, in an effort to convince Syngenta’s management and shareholders to accept the merger. They balked, and Monsanto management opted to halt the effort, declaring in a press release that it would instead “focus on its growth opportunities built on its existing core business to deliver the next wave of transformational solutions for agriculture.”

However, Monsanto may just be pausing, not fully halting, its buyout push. The company’s press release states that it’s “no longer pursuing the current proposal” (emphasis added) to buy its rival, and quickly added that the combination “would have created tremendous value for shareowners of both companies and farmers.” And as Dow Jones’ Jacob Bunge notes, Monsanto CEO Hugh Grant “has coveted Syngenta since at least 2011, and said in a June interview that he viewed the effort as ‘a long game.'”

The logic that has driven Monsanto’s zeal for a deal remains in place: It wants to diversify away from its reliance on seeds by buying Syngenta, the world’s biggest purveyor of pesticides (more on that here).

Meanwhile, Monsanto has been actively hyping up a new generation of pesticides, still in the development stage, which work by killing crop-chomping pests by silencing certain genes. But the company doesn’t expect the novel sprays to hit the market until 2020—a timeline that may be overly optimistic, as I show here.

A day after two journalists in Virginia were fatally shot on live television, Donald Trump is rejecting calls to strengthen gun control laws. Instead, he told CNN’s Chris Cuomo today that mental health issues are to blame for gun violence in America. This isn’t a gun problem, this is a mental problem,” the presidential hopeful said.

“You’re not going to get rid of all guns,” Trump added. “I know one thing: If you try to do it, the bad guys would have them. And the good folks would abide by the laws but be hopeless.” The real state mogul defended the Second Amendment, which he said he was “very much into.”

Trump’s opposition to stricter gun legislation in favor of focusing on mental health problems is not new. But many experts argue such thinking is flawed. “Consider that between 2001 and 2010, there were nearly 120,000 gun-related homicides…Few were perpetrated by people with mental illness,” psychiatry professor Richard A. Friedman wrote in the New York Times after the Newtown shooting in 2012.

Trump is just one of the 2016 candidates to weigh in following the murders of Alison Parker and Adam Ward on Wednesday morning. Speaking at a press conference in Iowa, Hillary Clinton told reporters that she was “stricken” by the shooting. “We have got to do something about gun violence in America,” Clinton said. “And I will take it on.”

Speaking to Fox News’ Megyn Kelly on Wednesday night, the father of one of the victims vowed to fight for increased gun control measures. “Whatever it takes to get gun legislation, to shame people, to shame legislators into doing something about closing loopholes and background checks and making sure crazy people don’t get guns,” Andy Parker said.

Jimmy Carter: Cancer Has Spread to My Brain

On Thursday morning, former President Jimmy Carter revealed he will begin radiation treatment for four spots of melanoma that were detected on his brain. He will start the first round of four radiation treatments this afternoon.

Carter made the announcement at a scheduled news conference at the Carter Center in Atlanta. Speaking to reporters, he said that even though he initially thought he only had a few weeks left to live, he was “surprisingly at ease” with his diagnosis.

“I’ve had a wonderful life,” Carter added. “I’ve had a wonderful life, thousands of friends. I’ve had an exciting and adventurous and gratifying existence. But now I feel that it’s in the hands of the God, whom I worship.”

Carter said doctors first discovered the lesions when he underwent surgery to remove a small mass in his liver earlier this month.

When asked if there was anything in his life he wish he could have done differently, Carter expressed regret over the Iran hostage crisis.

“I wish I had sent one more helicopter to get the hostages and we would have rescued them,” he said. Then in a lighthearted joke, Carter added, “Maybe I would have been reelected.”

The 90-year-old former president first revealed he had cancer last Wednesday.

Boehner Planning to Pick Up His Ball and Go Home

Is it just me, or is this trick getting a little old?

Mr. Boehner said the three-month highway bill could come up for a House vote on Wednesday. If the bill passes, the House would adjourn for an August recess Wednesday, a day earlier than previously planned, a House GOP aide said. That would leave the Senate to accept one of the two House highway bills or to immediately cut off federal reimbursements to states for transportation projects. The Senate will have a hard time completing its highway bill before Thursday.

I need some scholarly help here. Has it been common in the past for one house to pass a bill and then immediately adjourn, leaving the other house with the option of either passing their bill or shutting down a chunk of government? Or is this something new that modern Republicans have discovered? Historians of Congress, please chime in.

On Wednesday, Republican presidential candidate Jeb Bush told a crowd in New Hampshire that Americans need to consider ways to “phase out” Medicare.

The former Florida governor, who was speaking at an event hosted by the Koch-brothers supported group Americans for Prosperity, also suggested “people understand” and agree with him on the issue.

“They know, and I think a lot of people recognize that we need to make sure we fulfill the commitment to people that have already received the benefits, that are receiving the benefits,” Bush said. “But that we need to figure out a way to phase out this program for others and move to a new system that allows them to have something—because they’re not going to have anything.”

Bush’s comments echo the views of former president and brother George W. Bush, who pushed to severely slash Social Security with a controversial reform plan back in 2005. That effort proved overwhelmingly unpopular and failed.

A day before Bush’s Medicare comments, a new report showing the program’s costs to be significantly under what had been previously projected nearly ten years ago, as our own Kevin Drum noted:

Beyond that, it’s always foolish to assume that costs will rise forever just because they have in the past. Medicare is a political program, and at some point the public will decide that it’s not willing to fund it at higher levels. It’s not as if it’s on autopilot, after all. We live in a democracy, and after lots of yelling and fighting, we’ll eventually do something about rising medical costs if we simply don’t think the additional spending is worth it.

Despite the resulting failure of his brother’s plan to do away with Social Security, Bush said he believes that his plan to gradually eliminate Medicare will prove to be a “winning argument if we take it directly to people.”

FBI Director James Comey says encryption is hurting national security and helping ISIS. Sen. Ron Wyden (D-Ore.) is calling BS—and using a rap lyrics site to do it.

Comey spent Wednesday in front of Congress, arguing that law enforcement agencies face a growing threat from people who use encrypted messages—even though the government couldn’t say how big the threat actually is now. He also gave a preview of his argument in a post on Monday at Lawfare, an influential blog on national security law. “There is simply no doubt that bad people can communicate with impunity in a world of universal strong encryption,” he wrote. “Part of my job is make sure the debate is informed by a reasonable understanding of the costs.”

The New York Stock Exchange Has a Long History of Shutdowns

Just after 11:32 am on Wednesday, the New York Stock Exchange experienced an extremely rare halt in all trading. NYSE leadership cited “an internal technical issue” and not, as many feared, a cyber attack.

It’s not the first time a random event has interrupted the 223-year-old stock exchange. Most memorably, the NYSE closed following V-J Day, when troops returned at the end of World War II, and for three full days after the terrorist attacks of September 11, 2001. But the NYSE has closed for everything from the funerals of major world figures—such as Queen Victoria of England (1901), Rev. Martin Luther King, Jr. (1968), and Richard Nixon (1994)—to extreme heat (August 4, 1917).

Here is a brief history of events that halted trading at the New York Stock Exchange.

September 1873: The collapse of the Jay Cooke & Company, a major financial institution, caused the New York Stock Exchange’s first closure, for 10 days, due to market calamity.

July 1914: The start of World War I in Europe shuttered the exchange for four months, the longest closure on record.

May 25, 1946: The NYSE shut down due to a railroad strike, part of one of the largest waves of strikes in US history.

1967 – 1996: Over this span of 29 years, eight ferocious blizzards either delayed the opening bell or closed the exchange early.

February 10, 1969: A snowstorm dubbed the “Lindsay Storm” shuttered the stock exchange for a day and a half amid 15.3 inches of snow.

July 21, 1969: This closure was planned, to celebrate the Apollo 11 moon landing.

July 14, 1977: The NYSE closed due to a major blackout across New York City.

October 27, 1997: A failsafe instantaneously stopped all trading for 30 minutes after the Dow Jones Industrial Average plunged 350 points.

May 6, 2010: The same circuit breaker that closed the NYSE in 1997 halted trading after a “flash crash” caused by automated high-frequency trading.

September 11, 2001: Terrorist attacks closed the exchange through September 14. The exchange also closed exactly a year later to mark the anniversary of the attacks.

October 29 – 30, 2012: The NYSE shut down while Hurricane Sandy battered the Eastern Seaboard. It was the first time a weather event closed the market for two full days in 124 years, after a snowstorm that dumped more than 40 feet of snow closed the exchange in 1888.
