California Mandates Solar Panels on New Homes

In a groundbreaking decision, the California Energy Commission voted today to require the installation of solar panels on most newly built single-family homes and multifamily buildings of three stories or fewer. The decision, which does not require the approval of the Legislature, will go into effect in 2020.

California Leads the Way

California becomes the first state to mandate solar panels, an approach in keeping with California’s efforts to slash carbon emissions 40 percent below 1990 levels by 2030. The Energy Commission expects the effort to reduce greenhouse gas emissions by 1.4 million metric tons over three years. It is also likely to give a tremendous boost to the solar installation industry. Reflecting on the requirement, Kelly Knutsen of the trade group California Solar and Storage Association said, “This is going to be a significant increase in the solar market in California. We are also sending a national message that … we are a leader in the clean energy economy.”

Increased Costs Offset by Energy Savings

The decision has its detractors among some business associations that have focused on the estimated $9,500 cost per building the requirement will add, in part to cover the Trump administration’s tariff on solar panels. But the California Building Industry Association, which supports the initiative, acknowledged that while the installation costs will be passed on to consumers as part of a home purchase, the cost will be offset by lowered energy costs over the term of a mortgage. They estimate that for every $40 in monthly payments the energy standards increase, consumers will save $80 in energy costs.

Solar panels are popular with California consumers for their effect on energy costs and already found on about 5 percent of homes.

Hillary Clinton appeared at Recode Wednesday in conversation with founders Walt Mossberg and Kara Swisher, and to steal a headline from myself, she is out of fucks.

We Can’t Stop Looking at These Extremely Sexual Photos of Fruit

Stephanie Sarley plays with her food. Then she posts it online. The 28-year-old Bay Area artist is known for her provocative pictures of fruit—which have caught on in a big way: She has 225,000 Instagram followers and counting. Sarley thinks a lot about censorship, copyright infringement, and what makes people uncomfortable and why. I caught up with her to talk about all of that, plus her can’t-look-away art.

Mother Jones: How did the fruit art start?

Stephanie Sarley: It was a totally spontaneous occurrence. I had gone to my local market and got all this fruit and I brought it home and I just fingered at it. I filmed it and put it on Instagram and it was a total hit. The comments started rolling in and everyone was freaking out. I wasn’t quite aware of the impact it was going to have on people.

MJ: Why do you think people react so strongly to it?

SS: At first I thought it was the image of the vulva and the vagina, it being surrealistic and also being semi-perverted. Maybe it makes them uncomfortable to see fruit in a way they don’t normally. The surprising thing was a lot of women got mad, as if I made them think about something they didn’t want to think about. And men also thought of it more objectively, or as only a gender thing. I got a lot of appreciation from people in the queer community as well. To be a provocateur wasn’t quite the intention of the project, but it’s totally fun and I’ve gone with it.

MJ: Tell me about when Instagram first took down your account.

SS: Right when I was starting to get more popular, before the fruit fingering started, I posted an image of a banana with a condom and pins in it. Within 10 minutes, I got shut down. I was devastated. I was just starting to get recognition. I had 10,000 followers. I was selling my book. Jerry Saltz had just started following me! So I wrote to Instagram to say I’m an artist, not a pornographer. And they wrote back: Your profile violated our terms of services; we took you down because your work is inappropriate. I disputed it over and over again. I kept writing them obsessively. I said, “I am an artist, so you’re not going to do this to me. You’re not going to censor my work.” I actually ended up getting my profile restored in under two weeks.

MJ: I’ve seen your work pop up in other places. How do you handle copyright issues?

SS: It’s a giant battle to reclaim my art. You know, the internet is a great platform for people who didn’t have the privilege to go to the best art school, but we need to create a safer environment for creatives who don’t want their stuff ripped off. I don’t have a credit card to rely on. People are stealing my art and putting it on their albums, meme-ing it, and I need to find a new way to approach it.

MJ: What’s next for you?

SS: I want to move on to big projects in physical spaces. I plan to do more art shows. I’ve been studying art my entire life; I don’t want to be just one thing. I don’t want to be “the crazy fruit finger-er.” I’m not just a weird sexual fetishist on the internet.

Antarctica is basically liquefying

Antarctica’s icy edges are melting 70 percent faster in some places than they were a decade ago, according to a new study in the journal Science.

These massive ice shelves serve as a buffer between the continent’s ice-sheet system and the ocean. As they disintegrate, more and more ice will slip into the sea, raising sea levels by potentially huge amounts.

This study is just the latest bit of horrible news from the bottom of the world. Last year, we found out that the West Antarctic ice sheet was in terminal collapse, which could raise sea levels by 10 to 15 feet over a few hundred years. Then, earlier this month, we learned that an enormous glacier on the other side of the continent is in the same state, and could contribute about the same amount to sea-level rise.

This latest research, from the Scripps Institution of Oceanography, reinforces those findings, adding to the evidence that the continent’s future looks quite grim. Using satellite data, researchers found that “ice-shelf volume change accelerated from negligible loss” between 1994 and 2003 to “rapid loss” between 2003 and 2012. Within a century, a number of ice sheets, which are vanishing by dozens of feet per year, could completely disappear.

Though the geology of east and west Antarctica is different — the ice in the east stretches out over water like a shelf, while the ice in the west is stuck to land below the sea — the entire continent is eroding due to warmer ocean waters and drier weather. The changing water temperature and decreased precipitation speak to broader, long-term changes in climate across the continent, though the west Antarctic is more immediately threatened.

Were Antarctica to melt completely, it would raise sea levels by more than 200 feet. That, of course, would take hundreds of thousands of years. And researchers reiterate that they need more and better data before they understand exactly what’s going on with the continent, and how quickly we can expect it to shrink global coastlines.

But the bad news doesn’t seem likely to stop anytime soon: On Monday and Tuesday, it was a balmy 63 degrees Fahrenheit at the bottom of the world, a record high.
