Chicago wants to dominate in renewable energy.

Contrary to what you may have heard, the reef isn’t dead — not yet. But aerial surveys show that 900 miles of the 1,400-mile-long reef have been severely bleached in the past two years.

Bleaching occurs when warm water causes stressed-out corals to expel symbiotic algae from their tissues; corals then lose their color and their chief source of food, making them more likely to die.

Last year’s El Niño–induced bleaching event was devastating, knocking out two-thirds of the corals in the northern section of the reef. We’d hoped that 2017 would bring cooler temperatures, giving the fragile ecosystem some much needed R&R.

Instead, temperatures on Australia’s east coast were still hotter than average in the early months of this year, and on top of that, the reef’s midsection took a hit from a big cyclone in March.

This is the first time the reef has experienced back-to-back annual bleaching events. If this keeps happening, it’ll quash the reef’s chances for recovery and regrowth, a process that can take a decade or longer under normal conditions.

Under the abnormal conditions of climate change, though, there is little reprieve — unless we, y’know, address the root of the problem itself.

Conservatives have finally found something to like about the Obama administration:

Perhaps some of the voices calling for Tubman on the $20 just wanted any prominent African-American woman to replace one of the white males on our currency. If it was political correctness that drove this decision, who cares? The Obama administration has inadvertently given Tubman fans of all political stripes an opportunity to tell the story of a deeply-religious, gun-toting Republican who fought for freedom in defiance of the laws of a government that refused to recognize her rights.

Yeah. That’s the ticket. All those folks in the Obama administration had no idea who Harriet Tubman really was. They were all like, check this out, Jack: black, female, helped slaves, done. Boxes checked. Identity politics satisfied. Put her on the twenty.

The poor fools. She was religious! She carried a gun while helping slaves escape! She was a Republican! She fought for freedom against a tyrannical government! If you think about it, she’s basically the poster child of the modern-day Tea Party. And none of those idiots in the White House had a clue.

Seriously. That seems to be what they think. Next they’re going to remind us that Abraham Lincoln was a Republican too.

Help Me Out On This Whole Cell Phone on Airplanes Thing, OK?

Hereditary Rep. Bill Shuster of Pennsylvania is a pretty conservative guy who believes the government should keep its nose out of private enterprise. Unless, that is, private enterprise happens to annoy him:

Political momentum to keep a ban on cellphone calls during flights gained momentum Monday as lawmakers said it would be crazy to allow them….“Let’s face it, airplane cabins are by nature noisy, crowded, and confined,” said Shuster, the chairman of the House Transportation and Infrastructure Committee. “For those few hours in the air with 150 other people, it’s just common sense that we all keep our personal lives to ourselves and stay off the phone.”

….Lawmakers in favor of keeping the ban say they’re not worried about the safety of passengers. They’re worried about their sanity. “For passengers, being able to use their phones and tablets to get online or send text messages is a useful in-flight option,” Shuster said. “But if passengers are going to be forced to listen to the gossip in the aisle seat, it’s going to make for a very long flight.”

So what’s next? A federal ban on cell phones in buses? Restaurants? Movie theaters? Cell phone yakkers are pretty annoying in those places, too.

Don’t get me wrong: If I were your benevolent overlord, I’d ban them in all these places. In fact, that would just be the start. And punishment for violating my benevolent statutes would be harsh. Very, very harsh.

But even as a meddling, big-government-loving, knee-jerk liberal, I’m having a hard time coming up with a good reason for this. If Delta Airlines wants to allow cell phone use even though half their customer base rebels, why shouldn’t they? The safety arguments are pretty specious, and in any case, Shuster doesn’t even try to go there. He just wants to prohibit private companies from allowing behavior that he finds annoying.

I don’t know. Maybe this is one of those things like the Do Not Call List, where I should decide that I just don’t care about first principles. Cell phones on airplanes are so self-evidently infuriating, and banning them is such a trivial infringement on personal liberty, that we should be in favor of it regardless. But I confess that I’d still like to hear a more coherent argument. Why should the federal government be in charge of telling companies where they can and can’t permit their customers to use cell phones?

On Friday afternoon, President Obama held a press conference where he promised to bring increased transparency to the NSA’s digital surveillance programs. He announced a series of proposed reforms to the way the NSA collects data and to how the secret Foreign Intelligence Surveillance Court (FISC) operates, along with plans to convene a group of “outside experts to review our entire intelligence and communications technologies.”

US Sen. Ron Wyden, D-Ore., has been one of the biggest thorns in the administration’s side when it comes to raising questions about how mass surveillance programs threaten civil liberties. After the president’s remarks, he said that he was encouraged by Obama’s suggestions, several of which the Senator and others have been pushing to get for years.

The press conference came on the heels of the Guardian‘s latest scoop based on documents it obtained from former NSA contractor Edward Snowden. Contrary to President Obama’s oft-repeated claim that Americans’ data is protected from warrantless bulk collection and analysis, the paper reported on Friday morning that the NSA can access US citizens’ email and phone calls without a warrant using a “secret backdoor into its vast databases.”

While Wyden said he appreciated Obama announcing his support for reforming the section of the Patriot Act that the government has secretly interpreted to justify gobbling up millions of Americans’ records, and praised his plan to make proceedings at the foreign intelligence court more adversarial, the senator pointed out areas where he thought the president didn’t go far enough.

“Notably absent from President Obama’s speech was any mention of closing the backdoor searches loophole that potentially allows for the warrantless searches of Americans’ phone calls and emails under section 702 of the Foreign Intelligence Surveillance Act,” Wyden said, referring to the program most recently disclosed by the Guardian. “I am also concerned that the executive branch has not fully acknowledged the extent to which violations of the FISC orders and the spirit of the law have already had a significant impact on Americans’ privacy.”

While Obama said at the press conference that he had been pushing for reform all along, he maintained that Snowden was no “patriot,” even though he conceded the disclosures may have sped up the process. (The administration had revealed very little about NSA surveillance until Snowden’s leaks forced its hand.) In a recent interview with Mother Jones, Wyden criticized the administration for leaving the American public in the dark for so long.

“I feel very strongly, very strongly, that this debate should have begun long, long ago by government officials, by members of Congress and the White House rather than by a contractor,” Wyden said.

“Those of us who report on state-level politics,” writes Abby Rapoport today, “usually brag about how much better it is than following Congress.” Really? I’ve always thought of state capitols as cesspools that make Congress look like a finely crafted Swiss watch. What’s going on here?

The answer, it turns out, is location, location, location. The chart on the right shows the average polarization of all 50 state legislatures, which is a pretty good proxy for gridlock and general cesspoolishness. My state isn’t merely the most polarized, it’s literally in a class by itself. No wonder I think of state politics as insufferable. In California, it is.

So it’s true: California really is two states. Not northern and southern, though. Unless water is involved, LA and San Francisco can get along OK. Basically, what this chart shows is coastal vs. inland. Most of coastal California is as liberal as its stereotype, while inland California is somewhere to the right of rural Georgia. Lately, the coastals have taken firm command of Sacramento, and the inlanders haven’t yet figured out how to respond. I don’t think they will anytime soon.

Plans for two Oregon coal-export terminals have gone up in smoke in the last two months. That makes for a total of three scrapped terminals in the Pacific Northwest, after a proposed facility in Grays Harbor, Wash., bit the coal dust last year. Three others in the region remain in the works, but they face many of the same challenges — permitting and zoning issues, stalled negotiations, and delayed environmental reviews, not to mention fierce public opposition.

A spokesperson for Kinder Morgan, which announced Wednesday it was abandoning plans for a coal-export terminal at Oregon’s Port of St. Helens, “blamed site logistics for stopping the project, not the intense controversy over exporting coal from the green Northwest,” reports The Oregonian. He said Kinder Morgan would continue to explore options for a West Coast terminal.

The abrupt announcement came barely a month after the Port of Coos Bay ended negotiations with a California company looking to build a terminal there. There’s a chance the port could consider coal-export options with other companies, but the expensive rail improvements any project would require make a coal deal unlikely, said David Petrie, founder of Coos Waterkeeper.

Meanwhile, as options for shipping coal dwindle, the supply side has its own struggles. A deal to give Australian company Ambre Energy full control of a mine in Decker, Mont., has stalled amid reports of Ambre’s financial instability, and after the mine laid off 59 people — a third of its workforce — in December. The Associated Press reports:

Ambre has been seeking to ramp up production from the once-bustling mine, and ship coal to growing Asian markets through a pair of proposed ports along the Columbia River.

But the company faces stiff opposition in Oregon and Washington state, and critics have questioned whether Ambre has the financial wherewithal to see its ambitious plans to fruition.

And speaking of setbacks, the state of Oregon has delayed permits for a transfer station at the Port of Morrow — one of the three still-viable proposed terminals — where Powder River Basin coal would arrive by train, be loaded onto barges, and be shipped down the Columbia River. The state will give Ambre Energy until Sept. 1 to put together more information about the terminal’s potential impacts.

As for the other two proposed coal-export sites in the Northwest? Officials are still deciding what to cover in their environmental review of the Cherry Point terminal in Bellingham, Wash. (prompting one scientist to go rogue with his own crowdfunded investigation). The results won’t be out until 2014 or 2015. And the review process for the final proposed terminal, in Longview, Wash., lags behind by another year.

Meanwhile, China — the supposed market for all this coal — continues to boost renewable energy production and gradually wean itself off coal. If any of these terminals do finally start operating, will China even want our dirty coal anymore?

Activist cell-phone company CREDO tried to run an advertisement on Facebook calling on Facebook’s founder to stop running TV ads that support the proposed Keystone XL pipeline.

Guess whether the social media giant liked that idea.

Facebook quickly rejected the ad, saying it violated its advertising policies.

We told you last week about FWD.US, a political group cofounded by Facebook CEO Mark Zuckerberg to push for immigration reform. One of the group’s subsidiaries is running an ad praising Sen. Lindsey Graham (R-S.C.) in which Graham voices his support for Keystone XL and drilling in the Gulf of Mexico, along with his opposition to “ObamaCare.” The ad is apparently attempting to bolster the lawmaker’s support among conservatives, which is jeopardized by his support of immigration reform. An ad financed by another FWD.US subsidiary supports Sen. Mark Begich (D-Alaska), praising him for pursuing oil drilling in the Arctic National Wildlife Refuge.

But Facebook does not want its billion or so users hearing from its opponents on this issue.

The ad was rejected when CREDO tried to post it to the social network. According to an e-mail the company received from Facebook, the ad violates Facebook policies because it uses Zuckerberg’s image.

Facebook policies do state that it will reject ads that contain Facebook logos, icons or trademarked images in a way that falls outside of its usage guidelines or if the advertisements incorrectly imply the social network has given its “partnership, sponsorship or endorsement” to the ad.

In a statement, Facebook said it generally rejects “ads that contain Mark’s image because — not surprisingly — in our experience those ads tend to be confusing for users, and frequently misleading. Users may click on the ad thinking it is a message from Mark or from Facebook, not understanding that they are actually in an advertisement seeking to take advantage of Mark’s image.”

CREDO isn’t the only group taking to Facebook to object to the Graham and Begich ads. From Politico:

The Sierra Club is taking a similar approach. The environmental group encouraged its members Monday to share a note that says, “Zuckerberg promoting dirty fuels? DISLIKE.”

The critics say they are infuriated that a group backed by Zuckerberg and green-minded venture capitalists like John Doerr could be supporting ads that tout oil drilling.

Meanwhile, Keystone XL opponents are planning a protest today that will be harder for Facebook to simply squash. The protest will be conducted the old-fashioned way, in person, outside of Facebook’s headquarters in Menlo Park, Calif.
