Batteries are key to clean energy — and they just got much cheaper

Batteries are critical for our clean energy future. Luckily, their cost has dropped so low, we might be much closer to this future than we previously thought.

In a little less than a year, the cost of lithium-ion batteries has fallen by 35 percent, according to a new Bloomberg New Energy Finance report. Cheaper batteries mean we can store more solar and wind power even when the sun isn’t shining or wind isn’t blowing. This is a major boost to renewables, helping them compete with fossil fuel-generated power, even without subsidies in some places, according to the report. Massive solar-plus-storage projects are already being built in places like Florida and California to replace natural gas, and many more are on the way.

The new battery prices are “staggering improvements,” according to Elena Giannakopoulou, who leads the energy economics group at Bloomberg NEF. Previous estimates anticipated this breakthrough moment for batteries to arrive in late 2020, not early 2019.

According to the report, the cost of wind and solar generation is also down sharply — by between 10 to 24 percent since just last year, depending on the technology. These numbers are based on real projects under construction in 46 countries around the world.

The lower battery prices have big implications for electric cars, too. There’s a key cost threshold of about $100 per kilowatt hour, the point at which electric vehicles would be cheap enough to quickly supplant gasoline. At this rate, we’ll reach that in less than five years.

Now that cheap batteries are finally here, we’re well on our way to electric modes of transportation and always-on renewable energy — and not a moment too soon.

What’s driving the plunge? Giannakopoulou cites “technology innovation, economies of scale, stiff price competition and manufacturing experience.” Other storage methods, like pumped hydro, still account for the vast majority of energy storage capacity, but lithium-ion batteries are much more flexible and don’t require specific locations or environmental conditions to work. Like everything in the built environment, lithium-ion batteries also require mining and manufacturing. There’s still a chance that some new exotic battery technology will quickly supplant lithium-ion, but its ubiquity and — now — cheapness will be hard to beat.

Electric vehicles will become cheaper to own and operate than gas ones. In places like California, Texas, and Germany, electricity prices have occasionally dropped below zero — a sign that the grid wasn’t yet ready to handle the glut of renewable energy produced there. Now, more of that cheap power will be stored and passed on to consumers. This could be the moment when renewable energy starts to shut down fossil fuel for good.

Shell shows how Big Oil cracks up over climate change

The decades-old alliance of fossil fuel interests is starting to fracture.

Royal Dutch Shell, one of the world’s biggest oil companies, recently said it had dropped out of a Washington D.C. industry lobbying group, American Fuel & Petrochemical Manufacturers, or AFPM. Why? Because Shell supports the Paris Agreement on climate change and the lobbying group doesn’t.

“We must be prepared to openly voice our concerns where we find misalignment with an industry association on climate-related policy,” wrote Shell’s CEO Ben Van Beurden. “In cases of material misalignment, we should also be prepared to walk away,”

This could be a crucial fissure in a larger crackup. Shell also said that it might leave nine other industry associations — including the American Petroleum Institute, and the Chamber of Commerce — over climate policy. It’s unlikely to reconcile with all of these groups, said Jason Bordoff, director of the Center on Global Energy Policy at Columbia University.

There’s a recent precedent for corporations falling out over climate action. The once-powerful American Legislative Exchange Council has lost dozens of corporate members (including Shell) over recent years, as a result of its position on climate change and other issues. ALEC, which has worked closely with the climate-denying Heartland Institute, says that climate change is “inevitable” and that its causes are still up for debate.

None of this suggests that Shell’s corporate executives will soon join valve-turners to shut off their own pipelines. The oil giant is still trying to make a profit by selling fuels that contribute to climate change. Last year, it raked in $21.4 billion. It’s also still contributing to lobbying groups that fight efforts to curb carbon emissions .

But compared to it’s Big Oil brethren,, Shell stands out for calling on the federal government to regulate greenhouse gases and funneling money into clean energy efforts. In the end, this political realignment matters. If fewer powerful corporations are standing in the way of taking action on climate change, necessary legislation is more likely to pass.

Fight over Puerto Rico funds puts Senate disaster aid package on hold

Because it’s a day that ends with y, the government is still balking at providing much-needed disaster aid to Puerto Rico. Two bipartisan disaster aid bills failed to make it out of the Senate this week over disputes about how much relief to give the U.S. territory, which is still recovering from the destruction wrought by Hurricane Maria nearly two years ago.

On Monday, senators took test votes on two competing measures. The Republican-led faction of the Senate pushed for a $13.45 billion legislation package, which included $600 million for the island’s Nutritional Assistance Program a.k.a food stamps. (Puerto Ricans living on the Caribbean island are four times more likely to be considered food insecure than people stateside.) Democrats thought the bill didn’t go far enough, instead opting to support a House-passed relief bill, which gives hundreds of millions of dollars more for Puerto Rico than the GOP version.

Each bill would have been a massive disaster aid package for victims of flooding, wildfires, tornadoes, and hurricanes across the country, not just aid for Puerto Rico. The Democratic version does not include funding for the historic flooding that swept through the Midwest in mid-March, as the measure was completed and passed in January before the spring storms, but Dems say they are open to adding it.

But neither piece of legislation got the green light to advance to a full floor vote, meaning disaster victims across the country are stuck waiting for much-needed aid. Delays have already led to Puerto Rico’s food stamp program being cut by 25 percent.

“It is the responsibility of the federal government to stand with all American communities in crisis, and we must do so now,” Vermont Senator Patrick Leahy, the top Democrat on the Appropriations Committee, told NPR. “The needs are pressing. The people are waiting.”

President “[I’m] the best thing to happen to Puerto Rico” is not helping the situation. He took to Twitter on Tuesday to blast (and grossly exaggerate) the amount of aid the federal government has already given to the island and (falsely) claim that Puerto Rico has received more disaster relief than many U.S. states.

The rant was very on-brand for the insult-hurling, paper towel-throwing president. Back in January, Trump reportedly told members of his staff that he doesn’t want “another single dollar” going to Puerto Rico in the wake of Hurricane Maria.

U.S. banks pledged to fund renewable energy, but they still spend way more on fossil fuels

Each year since the Paris climate agreement, major world banks have increased their financing of fossil fuels, pouring $1.9 trillion into the industry from 2016 through 2018. And, it turns out, U.S. banks are the worst offenders, according to a recent report published by a group of environmental organizations.

“The sad reality is that the fossil fuel sector has only grown since Paris,” says Patrick McCully, climate and energy director for the Rainforest Action Network and one of the report’s authors. “The banks are following what the industry is doing, and the industry’s able to expand because it’s able to keep getting capital from the banks … It’s just this really alarming, really terrifying dynamic going on worldwide.”

The top four financial institutions supporting the fossil fuel industry are all American: JP Morgan Chase, Wells Fargo, Citi, and Bank of America. Two more, Morgan Stanley and Goldman Sachs, aren’t far behind. This is despite all six of these major U.S. banks publishing a joint statement, in the months leading up to the adoption of the Paris deal, acknowledging the threat of climate change, pledging financial support for solutions, and calling for a “more sustainable, low-carbon economy.”

By far, JP Morgan Chase is the biggest funder among the 33 banks assessed, putting $196 billion into fossil fuels from 2016 through 2018. Its money represents 10 percent of the industry’s total financing. Notably, the highest spending year for Chase — and many other top banks — was 2017, the same year President Trump announced the U.S. would pull out of the Paris agreement.

In recent years, public pressure has mounted against banks financing oil, gas, and coal companies. These campaigns have been particularly coordinated and successful in Europe, and the World Bank announced in 2017 that it would no longer finance oil and gas extraction. The same year, France-based PNB Paribas committed to end support of shale and tar sands businesses, and last year, British multinational HSBC stopped financing offshore oil and gas projects in the Arctic.

“There’s new legislation and national legislation in European countries that are forcing banks to move in the right direction much, much quicker than the U.S. banks,” McCully says. “[U.S. banks] don’t feel the same sort of public pressure, and they definitely don’t feel the same sort of political pressure.”

Efforts and success in the U.S. have been more limited. The most pressure so far has come from activists, led by indigenous groups, that have targeted banks supporting the Dakota Access pipeline. Protesters have also rallied outside Chase and Wells Fargo over their fossil fuel funding in recent years. But the United States is home to several of the world’s biggest oil and gas companies, including Exxon Mobil, Chevron, and ConocoPhillips, and the industry holds huge political influence, particularly since U.S. production of fossil fuels has surged over the past decade. In 2018, lobbying for oil and gas topped $124 million — more than double what it was 15 years ago — putting significant pressure on politicians to resist climate action despite dire warnings from the Intergovernmental Panel on Climate Change that the world has just over a decade to act to avert catastrophe.

“Our financial system is basically not responding to that threat at this point,” says Yossi Cadan, the senior global campaigner on divestment for 350.org. “The notion that politicians are not going to act is the current financial assumption. And if you think like that, and you say, OK, politicians are not going to regulate the extraction of fossil fuels … then we may be able to burn everything that we have and make a profit out of it.”

Still, banks have made very public commitments in recent years to finance sustainable companies and projects or to go carbon-neutral. Last year, Wells Fargo, the second biggest fossil fuel funder, committed $200 billion in financing through 2030 to projects and businesses focused on transitioning to a low-carbon economy. In 2017, the institution invested $12 billion in sustainable businesses — but it put more than four times that toward financing fossil fuels the same year.

Citi, Bank of America, and Chase have made similar pledges, all of which pale in comparison to their fossil fuel financing. In 2017, Chase announced it would be 100 percent renewable energy–reliant by 2020 and committed $200 billion in clean energy financing by 2025. But it has spent almost the same amount financing fossil fuels in just the past three years. And while Chase CEO Jamie Dimon publicly criticized President Trump’s decision to pull out of the Paris agreement, the bank’s longest sitting board member is Lee Raymond, the former board chair and CEO of Exxon. Well known for his public skepticism of climate change, Raymond led Exxon during a time when it was pouring tens of millions of dollars into funding climate change denial.

The report also reveals that Chase is the top financier of three major categories of fossil fuel projects — Arctic oil and gas, ultra-deepwater drilling, and liquefied natural gas — and that it is also the top U.S. banker for two others: tar sands oil and coal mining. It is second only to Wells Fargo in financing fracking. Chase did not respond to requests for comment from Mother Jones.

The broad increase in fossil fuel funding comes as many people consider fossil fuels to be economically unsustainable. Oil and gas companies face the prospect of stranded assets if governments tighten environmental regulations, if energy demand shifts toward renewables, or if companies face litigation and increased scrutiny from concerned shareholders — all of which are currently underway. The coal industry in the U.S. is on its last legs, despite the Trump administration’s efforts to prop it up. About 75 percent of U.S. coal production is more expensive than solar or wind energy, according to a report released this week. And it’s getting harder for the industry in general to make money. Yet oil companies have continued to aggressively pursue fossil fuel development, and the world’s major banks are supporting them. Alarmingly, the new data shows that banks (again, led by Chase) put $600 billion behind the 100 companies most focused on expanding fossil fuel production, accounting for almost one-third of all fossil fuel financing.

“Even if the bank thinks in seven years it might be a problem, they say, ‘Well, we’ll be out of here in three years,’” McCully says. “You say economically why would they do it, but even morally why would they do it? If they think they’re leaving this completely decimated world to their kids and grandkids, wouldn’t they want to do something about it? But it just seems like they’re unable to look beyond the next quarter, maybe the next year. They just don’t have long-term economic or moral vision.”

As banks become increasingly crucial to the future of fossil fuels, they could also play a particularly critical role in the fight to reduce greenhouse gas emissions and slow global warming. Without the support of banks, U.S. coal companies would be decimated since a lack of liquid assets makes them reliant on loans, Cadan points out. And while oil companies have enough assets to finance themselves for a while, it’s largely unsustainable long-term, especially because without financing, new investments are increasingly risky and costly. Banks “can determine the pace of how we combat climate change,” Cadan says. “It’s black and white. With the help of financial institutions we can easily be in a different space. If they take real action.”

“Ultimately, it doesn’t matter how many solar panels we have,” McCully adds. “If we’re still building lots more coal plants and oil fields, clean energy is not going to help.”

PG&E’s bankruptcy will slow California’s climate efforts

What happens when a state’s major partner in its green makeover suddenly goes bankrupt? California is about to find out because Pacific Gas & Electric Company, the largest power utility in the state, has said it will file for Chapter 11 by the end of the month.

Some environmentalists said that a collapse of PG&E will impede California’s pioneering climate efforts. Without PG&E, the state’s energy efficiency programs, renewable power investments, and rooftop solar initiatives are all at risk, according to Ralph Cavanagh, co-director of Natural Resources Defense Council’s energy program. In a blog post, he pointed out that the company is investing over $1 billion a year in clean energy infrastructure and warned against reflexively punishing the company.

“Climate change is the real villain here,” Cavanagh told Grist.

The recent run of wildfires are part of the story. Electrical wires owned by the utility are a primary suspect in several wildfires that killed more than 90 people and destroyed some 20,000 homes over the past two years. PG&E faces an estimated $30 billion liability for the fires.

A former PG&E employee told the Wall Street Journal that it was blindsided by California’s historic drought, which turned much of the state into tinder. “It’s hard to believe that anybody would have predicted that it would have been like this,” Stephen Tankersley, who oversaw PG&E’s vegetation-management program between 1999 and 2015, told the Journal. “I’ve never seen anything like it.”

The landscape was so unusually parched that electrical equipment sparked one fire a day, according to the Journal’s analysis.

This isn’t the first trip through bankruptcy court for PG&E. The first time came in 2001, after Enron-era electricity price spikes drove it into the ground. Cavanaugh and other NRDC lawyers went to court back then to protect the utility’s clean energy investments.

Still, bankruptcy is sure to slow down the state’s initiatives and draw attention away from programs that might slash emissions further.

Cavanagh thinks California needs to change things if it wants to meet its climate goals. The state is unusual in that it holds utilities liable for fires regardless of whether they did a good job of maintaining lines and clearing nearby trees. The state should reform its liability rules, he said, while also doubling down on efforts to stem climate change.

“The clean energy transition well underway remains our best long-term defense,” Cavanagh told Grist. “But that transition is in danger of going up in smoke if the state persists in making electricity providers bear the costs of ever-more-destructive wildfires.”

5 House races where climate could tip the election

Earlier this fall, the world’s top climate scientists gave humanity about 10 years to avoid a future that really sucks. With the midterm elections right around the corner, that warning means voters are effectively deciding which candidates to trust with the keys to the climate. If voters are sufficiently worried about warming, that anxiety might help determine who is put in office.

According to Anthony Leiserowitz, director of the Yale Program on Climate Change Communication, worry is a stronger predictor of policy support than other emotions. “We found that it’s not fear, it’s not anger, and it’s not disgust or guilt,” he explained. “Worry doesn’t hijack, doesn’t overwhelm, rationality. It can really spur it.”

So just how worried about the planet’s future are voters in the nation’s tightest congressional races? Grist created a map overlaying competitive elections, as identified by The Cook Political Report, with climate concern data from Yale’s 2018 Climate Opinion Maps.

These toss-up elections are spread throughout the country. Some are sprawling rural districts, others are comprised primarily of dense cities or metro areas. (Keep in mind that congressional districts vary in size, but each holds roughly the same number of people.) Each district varies in what percentage of its constituents report being worried about climate change — represented from yellow (not that worried) to red (pretty worried).

Interestingly, even in those districts where folks seem less concerned about climate change, a majority of people worry about it. Most of the seats in play are currently held by Republicans. And while several Democrats have doubled down on environmental policies, like renewable energy, climate change is a bipartisan issue in many of these communities.

Look closely at the map, and you’ll see a handful of neck-and-neck races in places chock full of climate-worriers. These communities range from the beaches of Miami and Southern California to the suburbs of Houston. Grist examined five of these highly climate-concerned toss-up districts to see what local factors may shift the balance of power in Congress.

California 48th district (67 percent of residents are worried)

California’s 48th congressional district includes much of coastal Orange County, and the local midterms are about as melodramatic as an episode of The O.C.

Republican Dana Rohrabacher has represented this affluent, conservative bastion in a deep-blue state since 1989, but his seat is in play due in part to a few recent scandals: He had more than one clandestine meeting with Marina Butina, the former NRA darling arrested on suspicion of Russian espionage and election interference. That’s landed him on the radar of the Mueller investigation — and in hot water with voters. “They call me Putin’s best friend,” he told ABC last year. “I’m not Putin’s best friend.”

But even Republicans who deny Russian entanglements can’t get away with denying climate change in this sea-level community. The district’s stunning coastlines — from Huntington Beach to Laguna Beach — could see chronic flooding by 2030. That science isn’t lost on homeowners in the area, says Ray Hiemstra, co-chair of the Sierra Club’s Angeles Chapter Political Committee. “They’re actually starting to think, ‘Maybe I should start thinking of selling my place.’”

Rohrabacher says he supports solar and nuclear energy, as well as expanding oil and gas production. The staunch Trump supporter has stated in the past that offshore drilling is safer than importing oil on tankers, pointing to incidents such as the 1984 American Trader spill. In contrast, his opponent, Democratic candidate Harley Rouda, says he’ll promote clean energy while pushing back on offshore drilling efforts.

Florida 26th district (67 percent are worried)

The tides are already lapping at the door in the low-lying Florida Keys. Within the century, scientists predict that much of South Florida could be underwater.

It’s no wonder that residents in Florida’s 26th congressional district — the state’s southernmost region which includes all three of its national parks, as well as part of Miami-Dade County — are some of the Americans who are most concerned about climate change in the nation. Almost 70 percent of its constituents are Latino, most of them Cuban-American. Polls show that Latinos consistently want climate action more than the population at large.

So what are people most concerned about? In addition to king tides, Elizabeth Bonnell, chair of the Sierra Club’s Miami Group, points to “climate gentrification” — when developers buy up future beachfront properties in low-income neighborhoods, pushing out current residents. Then, there’s the stifling heat, toxic algae, and dangerous hurricanes that have been brewing in the Atlantic recently.

The seat is one of the top 10 House races to watch in 2018, according to Politico. But District 26 is a special place where both candidates running for the House seat — yes, including the Republican — have explicitly backed climate action.

Incumbent Carlos Curbelo is one of only a handful of Republicans to openly address climate change. In February 2016 he co-founded the bipartisan Climate Solutions Caucus, which earned him a spot on the 2017 Grist 50 list. But this year, in the wake of Hurricane Michael, Curbelo called people who linked the historic storm, which intensified rapidly thanks to the Gulf of Mexico’s warmer-than-normal waters, climate change “alarmists.” The stance earned him some criticism.

“Those of us who truly care about #climatechange must be sober when discussing its connection to #HurricaneMichael or any other storm,” Curbelo tweeted. “Florida has had hurricanes for centuries. There’s no time to waste, but alarmists hurt the cause & move our fight for #climatesolutions backward.”

One week out from the election, the race is narrowing. And Democratic challenger Debbie Mucarsel-Powell, a former associate dean at Florida International University, has made the environment a key component of her political ads.

Texas 7th district (65 percent are worried)

The Texas 7th is affluent, well-educated, largely residential — and as a result of Hurricane Harvey, still recovering from being underwater for a chunk of 2017.

While the east side of Houston has long been infamous for its oil and gas infrastructure, the more affluent west side is becoming increasingly vulnerable to climate change in the form of freak storms. It has suffered extensive flooding from Harvey and at least two other storms in the past five years.

Republican John Culberson has represented Texas 7th since 2001. As he faces a tough reelection this year against Democratic challenger Lizzie Pannill Fletcher, he’s largely avoided talking about climate change, including declining an invitation in January to a community climate forum held in his district. While he has eschewed those exact words during his re-election bid, Rep. Culberson has used last year’s hurricane as a major talking point, name-dropping the storm in more than half of his emails to voters this year.

“He hasn’t been one of the snowball throwers calling climate change a hoax,” said Daniel Cohan, an environmental engineering professor at Rice University. “But he takes a wait-and-see attitude, falsely indicating that the science isn’t clear.”

For a district that’s borne the brunt of so many environmental disasters, it’s unclear how much sway climate change will have over the results of this race. According to Mark Jones, a political scientist at Rice University’s Baker Institute for Public Policy, there may not be enough swing voters in the Texas 7th who care about the issue. Those that do care already know how they’re voting. But Jones adds, there are “not an insignificant number” of voters who are still grappling with Harvey and could be potentially influenced by talk of climate policy.

Texas 32nd district (65 percent are worried)

Texas has a lot of skin the game when it comes to climate change. A National Oceanic and Atmospheric Administration (NOAA) scientist once dubbed the state “the disaster capital of the United States” for its unique meteorological conditions.

Texas’ 32nd congressional district, which includes the suburbs northeast of Dallas, saw unprecedented rains and flooding in September and October. The storms led to multiple deaths in the Dallas area. An extreme drought and heat wave this past summer resulted in a remarkable uptick in heat-related hospital visits.

Like Texas overall, the 32nd is a “majority-minority” district: 49 percent white, 25 percent Latino, 15 percent black, and eight percent Asian. Environmental polls have shown that people of color are more likely to care about climate change compared to white people. And the district’s demographics are now colliding with extreme weather to drive climate concern.

At least for now, climate politics in the 32nd — which is more affluent than much of the state — are traditionally partisan. Pete Sessions, the incumbent Republican who’s represented the district (and its previous incarnation, District 5) since 1997, has a lifetime score of two percent from the League of Conservation Voters, indicating a strong anti-environment record. Sessions’ campaign platform includes “reining in the EPA” and opening public lands for drilling. When Sessions was questioned early last year about his support for controversial EPA head Scott Pruitt, he hanged the subject, putting the blame on New York and the Northeast for polluting America.

Sessions’ main opponent, Democrat Colin Allred, is an ex-football player and current civil rights attorney whose main focus is on reducing voter disenfranchisement. His environmental platform states he believes in promoting investment in renewable energy, “rejoining” the Paris climate accord, and defending the independence of the EPA and NOAA.

New Jersey 7th district (64 percent are worried)

New Jersey’s 7th congressional district stretches from New York City’s western suburbs all the way to the banks of the Delaware River. Not only does the river serve as the water supply for more than 15 million Americans, but it’s also a source of considerable climate worry for constituents.

Polluted runoff finds its way into waterways which add to the district’s rising rivers, damaging families, homes, and businesses. Climate change-related flooding threatens the quality of life across the district according to Ed Potosnak, executive director of the New Jersey League of Conservation Voters. “That’s where lack of action by Congress has left families vulnerable,” he told Grist.

New Jersey is the most densely populated state in the U.S., and the district runs the socioeconomic gamut, with a mix of suburban, exurban, and rural communities.

Republican Congressman Leonard Lance has represented the district since 2009. He’s also a member of the Climate Solutions Caucus. Though Lance has been a rare voice espousing the reality of climate change within the GOP, he also has a track record of siding with big business and the fossil fuel industry on legislation. Lance has a lifetime score of 23 percent on the League of Conservation Voters’ scorecard, hardly the marks of an environmentalist.

Lance’s opponent, Democrat Tom Malinowski, is new to New Jersey, but not to politics. He served as Assistant Secretary of State for Democracy, Human Rights, and Labor under President Obama. According to the League of Conservation Voters, he has dedicated his career to people’s rights to breathe clean air and drink clean water. Like his opponent, Malinowski has stated he believes that humans are exacerbating climate change. He has promised to oppose pipelines that will run across the state and has spoken out against offshore drilling,

This map shows the 5 hottest midterm races for climate

Earlier this fall, the world’s top climate scientists gave humanity about 10 years to avoid a future that really sucks. With the midterm elections right around the corner, that warning means voters are effectively deciding which candidates to trust with the keys to the climate. If voters are sufficiently worried about warming, that anxiety might help determine who is put in office.

According to Anthony Leiserowitz, director of the Yale Program on Climate Change Communication, worry is a stronger predictor of policy support than other emotions. “We found that it’s not fear, it’s not anger, and it’s not disgust or guilt,” he explained. “Worry doesn’t hijack, doesn’t overwhelm, rationality. It can really spur it.”

So just how worried about the planet’s future are voters in the nation’s tightest congressional races? Grist created a map overlaying competitive elections, as identified by The Cook Political Report, with climate concern data from Yale’s 2018 Climate Opinion Maps.

These toss-up elections are spread throughout the country. Some are sprawling rural districts, others are comprised primarily of dense cities or metro areas. (Keep in mind that congressional districts vary in size, but each holds roughly the same number of people.) Each district varies in what percentage of its constituents report being worried about climate change — represented from yellow (not that worried) to red (pretty worried).

Interestingly, even in those districts where folks seem less concerned about climate change, a majority of people worry about it. Most of the seats in play are currently held by Republicans. And while several Democrats have doubled down on environmental policies, like renewable energy, climate change is a bipartisan issue in many of these communities.

Look closely at the map, and you’ll see a handful of neck-and-neck races in places chock full of climate-worriers. These communities range from the beaches of Miami and Southern California to the suburbs of Houston. Grist examined five of these highly climate-concerned toss-up districts to see what local factors may shift the balance of power in Congress.

California 48th district (67 percent of residents are worried)

California’s 48th congressional district includes much of coastal Orange County, and the local midterms are about as melodramatic as an episode of The O.C.

Republican Dana Rohrabacher has represented this affluent, conservative bastion in a deep-blue state since 1989, but his seat is in play due in part to a few recent scandals: He had more than one clandestine meeting with Marina Butina, the former NRA darling arrested on suspicion of Russian espionage and election interference. That’s landed him on the radar of the Mueller investigation — and in hot water with voters. “They call me Putin’s best friend,” he told ABC last year. “I’m not Putin’s best friend.”

But even Republicans who deny Russian entanglements can’t get away with denying climate change in this sea-level community. The district’s stunning coastlines — from Huntington Beach to Laguna Beach — could see chronic flooding by 2030. That science isn’t lost on homeowners in the area, says Ray Hiemstra, co-chair of the Sierra Club’s Angeles Chapter Political Committee. “They’re actually starting to think, ‘Maybe I should start thinking of selling my place.’”

Rohrabacher says he supports solar and nuclear energy, as well as expanding oil and gas production. The staunch Trump supporter has stated in the past that offshore drilling is safer than importing oil on tankers, pointing to incidents such as the 1984 American Trader spill. In contrast, his opponent, Democratic candidate Harley Rouda, says he’ll promote clean energy while pushing back on offshore drilling efforts.

Florida 26th district (67 percent are worried)

The tides are already lapping at the door in the low-lying Florida Keys. Within the century, scientists predict that much of South Florida could be underwater.

It’s no wonder that residents in Florida’s 26th congressional district — the state’s southernmost region which includes all three of its national parks, as well as part of Miami-Dade County — are some of the Americans who are most concerned about climate change in the nation. Almost 70 percent of its constituents are Latino, most of them Cuban-American. Polls show that Latinos consistently want climate action more than the population at large.

So what are people most concerned about? In addition to king tides, Elizabeth Bonnell, chair of the Sierra Club’s Miami Group, points to “climate gentrification” — when developers buy up future beachfront properties in low-income neighborhoods, pushing out current residents. Then, there’s the stifling heat, toxic algae, and dangerous hurricanes that have been brewing in the Atlantic recently.

The seat is one of the top 10 House races to watch in 2018, according to Politico. But District 26 is a special place where both candidates running for the House seat — yes, including the Republican — have explicitly backed climate action.

Incumbent Carlos Curbelo is one of only a handful of Republicans to openly address climate change. In February 2016 he co-founded the bipartisan Climate Solutions Caucus, which earned him a spot on the 2017 Grist 50 list. But this year, in the wake of Hurricane Michael, Curbelo called people who linked the historic storm, which intensified rapidly thanks to the Gulf of Mexico’s warmer-than-normal waters, climate change “alarmists.” The stance earned him some criticism.

“Those of us who truly care about #climatechange must be sober when discussing its connection to #HurricaneMichael or any other storm,” Curbelo tweeted. “Florida has had hurricanes for centuries. There’s no time to waste, but alarmists hurt the cause & move our fight for #climatesolutions backward.”

One week out from the election, the race is narrowing. And Democratic challenger Debbie Mucarsel-Powell, a former associate dean at Florida International University, has made the environment a key component of her political ads.

Texas 7th district (65 percent are worried)

The Texas 7th is affluent, well-educated, largely residential — and as a result of Hurricane Harvey, still recovering from being underwater for a chunk of 2017.

While the east side of Houston has long been infamous for its oil and gas infrastructure, the more affluent west side is becoming increasingly vulnerable to climate change in the form of freak storms. It has suffered extensive flooding from Harvey and at least two other storms in the past five years.

Republican John Culberson has represented Texas 7th since 2001. As he faces a tough reelection this year against Democratic challenger Lizzie Pannill Fletcher, he’s largely avoided talking about climate change, including declining an invitation in January to a community climate forum held in his district. While he has eschewed those exact words during his re-election bid, Rep. Culberson has used last year’s hurricane as a major talking point, name-dropping the storm in more than half of his emails to voters this year.

“He hasn’t been one of the snowball throwers calling climate change a hoax,” said Daniel Cohan, an environmental engineering professor at Rice University. “But he takes a wait-and-see attitude, falsely indicating that the science isn’t clear.”

For a district that’s borne the brunt of so many environmental disasters, it’s unclear how much sway climate change will have over the results of this race. According to Mark Jones, a political scientist at Rice University’s Baker Institute for Public Policy, there may not be enough swing voters in the Texas 7th who care about the issue. Those that do care already know how they’re voting. But Jones adds, there are “not an insignificant number” of voters who are still grappling with Harvey and could be potentially influenced by talk of climate policy.

Texas 32nd district (65 percent are worried)

Texas has a lot of skin the game when it comes to climate change. A National Oceanic and Atmospheric Administration (NOAA) scientist once dubbed the state “the disaster capital of the United States” for its unique meteorological conditions.

Texas’ 32nd congressional district, which includes the suburbs northeast of Dallas, saw unprecedented rains and flooding in September and October. The storms led to multiple deaths in the Dallas area. An extreme drought and heat wave this past summer resulted in a remarkable uptick in heat-related hospital visits.

Like Texas overall, the 32nd is a “majority-minority” district: 49 percent white, 25 percent Latino, 15 percent black, and eight percent Asian. Environmental polls have shown that people of color are more likely to care about climate change compared to white people. And the district’s demographics are now colliding with extreme weather to drive climate concern.

At least for now, climate politics in the 32nd — which is more affluent than much of the state — are traditionally partisan. Pete Sessions, the incumbent Republican who’s represented the district (and its previous incarnation, District 5) since 1997, has a lifetime score of two percent from the League of Conservation Voters, indicating a strong anti-environment record. Sessions’ campaign platform includes “reining in the EPA” and opening public lands for drilling. When Sessions was questioned early last year about his support for controversial EPA head Scott Pruitt, he hanged the subject, putting the blame on New York and the Northeast for polluting America.

Sessions’ main opponent, Democrat Colin Allred, is an ex-football player and current civil rights attorney whose main focus is on reducing voter disenfranchisement. His environmental platform states he believes in promoting investment in renewable energy, “rejoining” the Paris climate accord, and defending the independence of the EPA and NOAA.

Shipping giants look lustily at the warming Arctic

When a blue-hulled cargo ship named Venta Maersk became the first container vessel to navigate a major Arctic sea route this month, it offered a glimpse of what the warming region might become: a maritime highway, with vessels lumbering between Asia and Europe through once-frozen seas.

Years of melting ice have made it easier for ships to ply these frigid waters. That’s a boon for the shipping industry but a threat to the fragile Arctic ecosystem. Nearly all ships run on fossil fuels, and many use heavy fuel oil, which spews black soot when burned and turns seas into a toxic goopy mess when spilled. Few international rules are in place to protect the Arctic’s environment from these ships, though a proposal to ban heavy fuel oil from the region is gaining support.

“For a long time, we weren’t looking at the Arctic as a viable option for a shortcut for Asia-to-Europe, or Asia-to-North America traffic, but that’s really changed, even over the last couple of years,” says Bryan Comer, a senior researcher with the International Council on Clean Transportation’s marine program. “It’s just increasingly concerning.”

Venta Maersk departed from South Korea in late August packed with frozen fish, chilled produce, and electronics. Days later, it sailed through the Bering Strait between Alaska and Russia, before cruising along Russia’s north coast. At one point, a nuclear icebreaker escorted Venta Maersk through a frozen Russian strait, then the container vessel continued to the Norwegian Sea. It’s expected to arrive in Germany and St. Petersburg later this month.

The trial voyage wouldn’t have been possible until recently. The Arctic region is warming twice as fast as the rest of the planet, with sea ice, snow cover, glaciers, and permafrost all diminishing dramatically over recent decades. In the past, only powerful nuclear-powered icebreakers could forge through Arctic seas; these days, even commercial ships can navigate the region from roughly July to October—albeit sometimes with the help of skilled pilots and icebreaker escorts.

Russian tankers already carry liquefied natural gas to Western Europe and Asia. General cargo vessels move Chinese wind turbine parts and Canadian coal. Cruise liners take tourists to see surreal ice formations and polar bears in the Arctic summer. Around 2,100 cargo ships operated in Arctic waters in 2015, according to Comer’s group.

“Because of climate change, because of the melting of sea ice, these ships can operate for longer periods of time in the Arctic,” says Scott Stephenson, an assistant geography professor at the University of Connecticut, “and the shipping season is already longer than it used to be.” A study he co-authored found that, by 2060, ships with reinforced hulls could operate in the Arctic for nine months in the year.

Stephenson says that the Venta Maersk’s voyage doesn’t mean that an onrush of container ships will soon be clogging the Arctic seas, given the remaining risks and costs needed to operate in the region. “It’s a new, proof-of-concept test case,” he says.

Maersk, based in Copenhagen, says the goal is to collect data and “gain operational experience in a new area and to test vessel systems,” representatives from the company wrote in an email. The ship didn’t burn standard heavy fuel oil, but a type of high-grade, ultra-low-sulfur fuel. “We are taking all measures to ensure that this trial is done with the highest considerations for the sensitive environment in the region.”

Sian Prior, lead advisor to the HFO-Free Arctic Campaign, says that the best way to avoid fouling the Arctic is to ditch fossil fuels entirely and install electric systems with, say, battery storage or hydrogen fuel cells. Since those technologies aren’t yet commercially viable for ocean-going ships, the next option is to run ships on liquefied natural gas. The easiest alternative, however, is to switch to a lighter “marine distillate oil,” which Maersk says is “on par with” the fuel it’s using.

But many ships still run on cheaper heavy fuel oil, made from the residues of petroleum refining. In 2015, the sludgy fuel accounted for 57 percent of total fuel consumption in the Arctic, and was responsible for 68 percent of ships’ black carbon emissions, according to the International Council on Clean Transportation.

Black carbon wreaks havoc on the climate, even though it usually makes up a small share of total emissions. The small dark particles absorb the sun’s heat and directly warm the atmosphere. Within a few days, the particles fall back down to earth, darkening the snow and hindering the snow’s ability to reflect the sun’s radiation—resulting in more warming.

When spilled, heavy fuel oil emulsifies on the water’s surface or sinks to the seafloor, unlike lighter fuels which disperse and evaporate. Clean-up can take decades in remote waters, as was the case when the Exxon Valdez crude oil tanker slammed into an Alaskan reef in 1989.

“It’s dirtier when you burn it, the options to clean it up are limited, and the length it’s likely to persist in the environment is longer,” Prior says.

In April, the International Maritime Organization, the U.N. body that regulates the shipping industry, began laying the groundwork to ban ships from using or carrying heavy fuel oil in the Arctic. Given the lengthy rulemaking process, any policy won’t likely take effect before 2021, Prior says.

One of the biggest hurdles will be securing Russia’s approval. Most ships operating in the Arctic fly Russian flags, and the country’s leaders plan to invest tens of billions of dollars in coming years to beef up polar shipping activity along the Northern Sea Route. China also wants to build a “Polar Silk Road” and redirect its cargo ships along the Russian route.

Such ambitions hinge on a melting Arctic and rising global temperatures. If the warming Arctic eventually does offer a cheaper highway for moving goods around the world, Comer says, “then we need to start making sure that policies are in place.”

Container ships are getting cleaner, but the effort is adrift

The giant vessels that carry colorful boxes of cargo around the world are becoming more energy efficient.

China’s COSCO Shipping has outfitted its container ships with new propellers and a protruding “bulbous bow” to reduce wave resistance and curb fuel consumption. CMA CGM of France has equipped vessels with electronically controlled engines to optimize performance, and more of its ships can plug into shoreside electricity supplies to avoid running their massive diesel engines at berth.

As a result, carbon emissions associated with moving those boxes have steadily declined in recent years. From 2009 to 2017, container ship emissions dropped roughly 37 percent on average — per container, per kilometer for global ocean transportation routes, the Clean Cargo Working Group reported earlier this month. (Per mile, that’s about a 60-percent reduction.)

But that progress is starting to level off, showing the limits of the shipping industry’s existing actions to tackle climate change, according to the new study.

Examining the emissions-reduction efforts of those operating container ships could help illuminate some of the challenges involved in getting oil tankers, bulk carriers, and other types of cargo vessels to curb pollution. Container ships account for only about 5.5 percent of the world’s merchant fleet, and it’s the only sector that reports its collective emissions in such a comprehensive way.

When it comes to emissions data, says Suzanne Greene of the MIT Center for Transportation & Logistics, “The shipping industry has so much potential to be more transparent.” (Greene was not a contributor to the new report.)

The container ship survey tallied annual data from about 3,200 vessels, or nearly two-thirds of the world’s container fleet, shared by 22 companies. The data don’t reveal exactly what portion of the reductions were due to energy-efficiency investments or were a result of external factors, such as the consolidation of major container carriers or shifting trade patterns, says Nate Springer, who manages the Clean Cargo Working Group for BSR, a sustainability-focused consultancy. However, he adds, “The consistent progress since 2009 provides compelling evidence that progress is due in large part to industry efforts.”

Like its rivals COSCO and CMA CGM, A.P. Moller-Maersk has invested in new, fuel-efficient vessels and retrofitted older ships with energy-saving designs. Its real-time tracking system allows it to avoid delays, maximize cargo space, and optimize ship speeds for fuel efficiency. Thanks to these measures, the company’s container division — the largest in the world — has seen a 43-percent drop in emissions per container moved since 2007.

Despite all of this, the rate of emissions reductions is slowing down for the broader container industry, the report said. Container-related emissions fell by 1 percent from 2016 to 2017 — below the 2.4 percent from 2015 to 2016, which was below the previous year’s reductions.

Springer says he expects container companies will continue reducing emissions. But he concedes: “We know that if the progress continues at this lower rate, then it will be difficult to remain on track to meet the ambitious climate goals recently announced in the International Maritime Organization climate strategy.”

Last April, the U.N.’s International Maritime Organization agreed to reduce greenhouse gas emissions from global shipping by at least 50 percent from 2008 levels by 2050. If all types of cargo ships formed a country, their total annual emissions would rank in the top 10, between those of Japan and Germany.

The Clean Cargo data don’t provide a full picture as to why carbon reductions are shrinking. But one partial explanation could be that rising shipping activity is offsetting improvements in efficiency.

Container port traffic rose by nearly 15 percent from 2013 to 2017, while ships of all types unloaded more than 12 percent more cargo tonnage over that five-year period, according to a United Nations trade database. At the same time, the world’s container fleet has added dozens of new (and enormous) vessels.

Another explanation might be be that companies’ individual efforts are beginning to hit a wall. “We are reaching the point where it will be more and more challenging to drive significant CO2 efficiency on our own,” says John Bang Kornerup, head of sustainability strategy and shared value at Maersk.

Companies can only do so much to trim emissions from existing technology. To truly move the needle, the entire industry will need to shift toward cleaner fuels and zero-emissions propulsion technologies. That requires widespread investment in research and development to make alternatives more commercially viable, Kornerup says.

“Efficiency measures alone are not enough to deliver shipping’s share of achieving the Paris ambition,” he explains, referring to the landmark climate agreement. He adds that it is “an industry challenge to drive the needed innovation in new propulsion technologies.”

Yet many shipping companies, container or otherwise, still haven’t adopted even relatively straightforward strategies for curbing emissions, such as tracking and reporting their carbon footprints. Much of the data available today is based on averages from shipping routes or sectors, not individual ship performance.

Without more rigorous accounting, it will be difficult to truly know how well the industry is progressing toward meeting its climate targets, says Greene, the MIT logistics expert. That lack of data will also make it harder for major shipping customers — the IKEAs and DHLs of the world — to calculate their supply chain emissions.

“The bottom line in sustainability these days is really the carbon emissions number,” she notes. “And if that’s what we’re using, it should be decently accurate.”
