The town that extended ‘smart growth’ to its water

As with so many towns in the West, the history of Westminster, Colorado, can be told through its water supply.

The turning point in that history was the hot, dry summer of 1962. Westminster was already embroiled in a debate over where to source its water when a drought choked the small city, forcing officials to impose a sprinkler ban. Soon enough, residents noticed that the water trickling from their taps was slightly discolored and didn’t smell right. The desperate city had started drawing water from the Kershaw Ditch, a pool it had recently abandoned over treatment issues.

Although the city said the water was “safe, but stinky,” fed-up local mothers were convinced it would make their children sick and raised hell. In what became known as the “Mothers’ March,” more than 100 women gathered at city hall to protest the city’s water management. City-council meetings were disrupted by protesters who would shout questions through open windows, and the mothers flogged petitions on street corners. They attracted enough attention that Dan Rather did a segment on the protests for CBS News.

The events of that summer ensured that water would become Westminster’s defining issue for years to come, until the city struck a deal with local farmers to share water from the artificial Standley Lake. But even with its supply settled, Westminster continued to focus on taming demand, most recently with a conservation and planning approach that’s become a regional model for managing growth without straining resources.

“Starting from such an uncomfortable place, we’ve kept our eyes on the prize,” said Stu Feinglas, who retired last year as Westminster’s senior water-resources analyst. “Sustainable development and sustainable water.”

Feinglas, who started with the city in 2001 (as another drought gripped northeast Colorado), approached the problem holistically, with a data-driven approach that has become influential for other cities in the West. By merging the city’s land-use plans with water data, Feinglas and colleagues ensured that Westminster wouldn’t run dry, even as its population boomed from less than 10,000 at the time of the water protests to 113,000 today. The surrounding county was even water-healthy enough to support Colorado’s first two water slides as part of the Water World theme park.

The state’s population is expected to keep growing — as much as 70 percent by 2040. At the same time, climate change is fueling persistent droughts. In 2018, parts of nine Western states, including Colorado, were in severe or extreme drought, according to the National Oceanic and Atmospheric Administration.

Conservation measures have helped many Western cities decouple population growth from water use, but that approach often puts the burden on businesses and residents to be more efficient. Taking a demand-focused approach to water from the earliest stages of planning is still rare, said Erin Rugland, a junior fellow at the Babbitt Center for Land and Water Policy in Phoenix.

“There’s always been a way to engineer around it,” Rugland said. “It’s been feasible to find a new supply. But I think we’re starting to reach a turning point.”

The recent sustained drought — which has left the critical storage facilities Lake Powell and Lake Mead at their lowest levels since they were being filled — has cemented the idea that Western states are going to have to try to do more with less water. On April 8, Congress approved a seven-state Drought Contingency Plan, which lays out shared cuts if supplies continue to stay low.

The plan builds on 2007 guidelines that helped manage the early years of the drought; now states, tribes, agriculture groups, and cities are negotiating a new set of guidelines set to take effect in 2026. Previous agreements have hit agriculture hard, since the industry is by far the biggest water user in the West, but most everyone agrees that the 2026 guidelines will require some sacrifices from cities, even as they grow as economic engines.

That’s where Feinglas thinks his approach — which current Westminster officials are sticking with — needs to become the norm.

Using Westminster’s comprehensive plan, which zones parcels for general use like multifamily housing or retail, Feinglas made a rough estimate of how much water each type of building would use. Then the city built GIS software that overlays water resources and infrastructure over the comprehensive plan — making it easy to see, for example, how much water a proposed strip mall might use.

It’s a step up from the typical water-per-capita measure that most cities rely on, which doesn’t reflect the fact that denser developments are typically more water-efficient than a single-family house with a green lawn. It also, Feinglas said, helps planners guide developers to smarter construction, even previewing what their water rates and tap fees might be.

“We didn’t want public works to determine how the city developed. We wouldn’t be the ones to say no,” Feinglas said. “What we could do is show how much water we have and ask them to be creative and make their development work with that.”

That meant city planners could identify where it might make more sense to zone for multifamily housing, or see where new pipes might be necessary. Developers could amend their permits to include more low-flow toilets or water recycling. On rare occasions, proposals have been scrapped because they’d need more water than the city could supply. Essentially, Westminster is planning for the worst, making sure that another drought won’t force anyone to turn off the taps.

It seems straightforward, and more or less mirrors what cities have been doing for years to align transportation and transit demand with new construction. But only a handful of other cities — notably Flagstaff, Arizona — have made it work.

“It requires operating between the silos of water management and planning, two disciplines that don’t have a lot of common language,” Rugland said. “Efforts for collaboration would have to be on top of day-to-day duties.”

Also, water data isn’t always easy to come by, especially on a lot-by-lot basis that breaks it down by business type. It’s even tougher for cities that draw their water from multiple sources, who may keep data in different forms (California, for instance, had to pass a law in 2016 requiring that the various state and local agencies be able to share their water data).

More states and cities are trying to make the water-land link. Colorado’s Water Plan calls for 75 percent of citizens to live in communities that have integrated water conservation into land use by 2025, and the state’s water conservation board has guidance to help local governments (the Keystone Policy Center has also held a dialogue with state and local partners). Arizona has a law that requires local jurisdictions to include available water supply and demand as part of a comprehensive plan, but not necessarily to make the link to planning (government cuts reduced state oversight for those comprehensive plans, as well). New software tools, like Razix Solutions, offer off-the-shelf guidance for local officials.

Ultimately, Feinglas said, the model requires city departments to talk to each other and plan for the worst, even if it means some short-term pain. “We know water is valuable, especially now,” Feinglas said. “The last thing you want is to lose your economy because you can’t supply your citizens.”

Climate experts to New York: Go green or go home

Thirty-five scholars, policy experts, and researchers from across the country are urging New York Governor Andrew Cuomo and state lawmakers to commit the state to zero net emissions by 2040 by the end of this year’s legislative session in June.

In a letter sent to Cuomo and state Senate leaders on Monday, these experts laid out how and why New York state is uniquely positioned to achieve this goal and serve as a model for other state, national, and international policies.

The thinking behind the letter: New York finally has the support it needs to pass strong climate legislation, so lawmakers should strike while the iron is hot.

“Now that the Senate has flipped to Democratic control and is led by advocates of climate action as well, this seems a perfect time to enact a new law,” said Michael Gerrard, a signee and professor at Columbia Law School’s Sabin Center for Climate Change Law.

Cuomo has a track record of talking big, and sometimes acting big, on climate. He famously banned fracking in New York state, and was one of President Trump’s most fiery critics over the plan to withdraw the U.S. from the Paris climate agreement. But Cuomo’s critics point out that he has been slow to condemn the Williams pipeline, which would bring fracked gas from Pennsylvania into the state.

With the exception of the pipeline, things are already looking greener in New York. The state Senate just passed a landmark package of bills on Tuesday, amending the state constitution to guarantee a right to clean air, clean water, and a healthy environment for all. They’re also in the process of considering the Climate and Community Protection Act (CCPA), a progressive measure that would mandate a totally carbon-neutral economy by 2050 and institute a handful of equity provisions. Plus, New York City just passed its own Green New Deal, and Mayor Bill de Blasio has pledged to take the New York real estate industry to task over its emissions.

The letter proposes a two-pronged approach to reaching zero net emissions by 2040: Decarbonizing the energy sector first, and only then buying offsets for some of the most challenging sources of emissions to eliminate, such as those from agriculture, flying, and cement production.

“Achieving zero net emissions, rather than zero direct emissions (which means not emitting any CO2 at all), is ambitious, consistent with the scientific recommendations of the IPCC, and provides greater flexibility to meet climate goals at lower cost,” the letter reads.

The experts say decarbonizing electricity is the “linchpin” to achieving zero emissions, not only because energy is one of the biggest emissions culprits, but also because carbon-neutral energy is essential for cutting greenhouse gas emissions in the industrial, heating, and transportation sectors. They advocate for using all possible forms of carbon-free energy. “The legislation should focus on achieving key ends (carbon-free electricity) rather than specifying a limited set of means (specific technologies),” they write.

Michael Davidson, a signee and research fellow at Belfer Center for Science and International Affairs, Harvard Kennedy School, said he is excited to see what New York state passes. The resulting legislation be a guide for other states looking to uphold the Paris Agreement, and it could inform the national discussion about how to decarbonize the economy, he said.

“We hope that the leaders in Albany will now sit down and hammer out a deal that works for everyone,” said Gerrard. “The differences seem quite bridgeable.”

Los Angeles launched its own Green New Deal

Los Angeles just launched its very own Green New Deal, setting up the second-largest city in the country to have a carbon-neutral economy by 2050.

“Politicians in Washington don’t have to look across the aisle in Congress to know what a Green New Deal is ― they can look across the country, to Los Angeles,” Mayor Eric Garcetti said in a statement Monday.

The city’s Green New Deal is an aggressive expansion of the Sustainable City pLAn the mayor created in 2015 to reflect more recent environmental studies that have shown the need for rapid and more radical solutions to combat climate change.

Garcetti was among the handful of mayors and governors to stick with the Paris climate agreement after President Donald Trump pulled the U.S. out of the accord. The mayor said his Green New Deal unveiled Monday is partially driven by his commitment to uphold the Paris Agreement.

The city’s Green New Deal would require all new city-owned buildings and major renovations to be “all-electric,” effective immediately. The plan also hopes to phase out styrofoam and to plant 90,000 trees by 2021, and to end plastic straws and single-use containers by 2028.

The initiative also includes Los Angeles recycling 100 percent of its wastewater by 2035 and building a zero-carbon electricity grid with the goal of reaching an 80 percent renewable energy supply by 2036.

By 2050, the city hopes to create 400,000 green jobs, have every building become emissions-free and halt sending trash to landfills. By then, the city’s plan is expected to save more than 1,600 lives, 660 trips to the hospital and $16 billion in avoided health care expenses every year.

“With flames on our hillsides and floods in our streets, cities cannot wait another moment to confront the climate crisis with everything we’ve got,” Garcetti said. “L.A. is leading the charge, with a clear vision for protecting the environment and making our economy work for everyone.”

Los Angeles joins New York City, the country’s largest and most economically influential city, in working to create more localized climate initiatives as progressive Democratic lawmakers in Washington push for a national Green New Deal, led by Representative Alexandria Ocasio-Cortez (D-N.Y.) who introduced the resolution with Senator Ed Markey (D-Mass.) in February. New York City passed a historic bill on April 18 capping climate-changing pollution from big buildings and requiring massive cuts to greenhouse gases.

The L.A. City Council passed a motion earlier requiring the city to draft a Green New Deal plan to match Ocasio-Cortez and Markey’s resolution, which proposes increasing clean energy development, boosting electric vehicle manufacturing, and guaranteeing high-wage jobs fixing roads and rebuilding bridges.

The resolution in Congress is meant to be more of a guidance to eventually draft federal climate policy, but critics say that it’s a wish list of radical reforms. But the resolution does outline important steps for local leaders to take to combat climate change.

From 2017 to 2018, the number of cities pledging to use 100 percent renewable energy had doubled. More than a dozen states have passed or are considering setting 100 percent clean-electricity targets, according to a March report by consultant group EQ Research.

Some environmental groups, including the Sierra Club, applauded Garcetti for L.A.’s new initiative. But the city’s Sunrise Movement chapter said Monday that the plan will not do enough to combat climate change in time.

“Our generation’s future, as well as the future of Los Angeles and of the world, depends on us reaching net-zero greenhouse gas emissions by 2030. This is not a goal — it is a deadline,” the group said in a Medium post. “With Mayor Garcetti’s current plan for net-zero emissions by 2050, Los Angeles is on track to be 20 years too late. That is not a Green New Deal.”

GOP Rep. Mike Simpson: It’s my party, and I’ll fight climate change if I want to

In deep red Idaho, out of sight of the national news media and out of reach of the Twitterati, a real-live Republican member of Congress acknowledged the existence of climate change and even proposed taking action.

“Climate change is a reality,” said Mike Simpson, a Republican Congressman from Idaho, at a conference in Boise last week. “It’s not hard to figure out. Go look at your thermometer.”

Simpson knew he might hear a record scratch when he broke out of the well-worn Republican grooves. After stepping to the lectern, he joked that anyone carrying matches or lighters should pass them to the authorities as a security measure to prevent heads from bursting into flames.

Simpson was there to say he wanted to see Idaho’s mountain lakes full of salmon again, even if it meant tearing down the dams that the state’s politicians have defended for decades. Dams, climate change, and predators all threaten the fish, and Simpson said he was ready to consider all options. It was clear to anyone watching his speech he feels a spiritual obligation to save salmon.

Recounting a trip to a spawning creek in the Sawtooth Mountains in central Idaho, Simpson paused to swallow hard a couple of times. Only one salmon made it to those shallows, he said, to “create its bed, lay its eggs and die. It was the end of a cycle and the beginning of a new one. These are the most,” he paused for a deep breath, “most incredible creatures I think that God’s created. It’s a cycle God has created. We shouldn’t mess with it.”

This break with standard Republican talking points has people asking if he had “gone over to the dark side,” Simpson said. “I’ve had people say to my chief of staff, we don’t even like someone of Simpson’s seniority asking these questions.” And in the run up to this speech, he said his office was fielding calls from nervous people asking, “What’s Simpson going to say at this?”

Of course, Simpson isn’t the first Republican advocating for action on climate change, but most of those politicians differ from Simpson in one important way: They come from swing districts. In fact, the bipartisan Climate Solutions Caucus in the House of Representatives (Simpson isn’t a member) has a hard time keeping Republicans because voters keep kicking them out in favor of Democrats. Former representatives Carlos Curbelo, Mia Love, and Peter Roskam are exhibits A, B, and C.

Simpson was just elected to his 11th term in the House, so he isn’t pivoting left to get in front of his voters. Elections in Idaho are usually decided in the Republican primaries (personal aside: I started my reporting career covering politics — and everything else — in Idaho). In this part of the country, tacking to the right is smart politics; tacking to the left is often political suicide.

Simpson’s suggestion to consider tearing down dams is, if anything, even more taboo than an embrace of action to curb climate change. “In the past, the people talking about removing dams have been the environmentalists outside screaming and throwing pebbles against the walls of the halls of power,” said Sean O’Leary, communications director for the NW Energy Coalition a regional conservation group. “Now Simpson is saying the same things.”

In black and white text, Simpson’s words may read like political hyperbole — but it didn’t come across that way in the room.

“I looked over to my right and Simpson’s wife was sitting there with tears in her eyes,” O’Leary said. “No, this was genuine.”

In his speech, Simpson said he wanted to study every possible salmon fix, including removing four dams on the Lower Snake River, just across the border in Washington state. But this is about a lot more than fish. The public power agency that sells electricity from the 31 federal dams in the Northwest, the Bonneville Power Administration, is in deep trouble. It’s paying billions to try and rescue salmon, which drives electric rates up, Simpson explained. As a result, utilities and rural electric co-ops are thinking about buying electricity elsewhere, especially now that the combination of natural gas and renewables is providing cheaper rates.

Simpson sees the BPA’s problem as an opportunity: Maybe there’s a way to fix the salmon runs and the BPA in one fell swoop.

Everyone knows the status quo isn’t working, Simpson said. After electricity-bill payers and taxpayers spent some $16 billion on salmon, the fish population is still dwindling. Farmers from Idaho are sending precious water downstream to keep water cool for salmon smolt without seeing any increase in the number of fish that come back upstream. The situation isn’t great for anyone, Simpson argued, but all parties are so focused on protecting what they have that they’re unwilling to consider big changes. “We’ve got to stop thinking that way,” he said.

Simpson’s appeal might just work because he’s dealing with a regional issue, where the tangible facts can replace the hallucinations that accompany partisan rage. While national politics might seem like it’s all about rooting your side on, Idaho is full of farmers, outfitters, fishers, and electricity buyers who are more interested in finding solutions, said Justin Hayes, program director of the Idaho Conservation League. And all these people can see that the status quo is failing.

“It’s clear to everyone that the strategy of ‘our interests are more important than your interests, let’s fight’ doesn’t work,” Hayes said.

How does climate change enter into this? Well, removing dams would take a good chunk of clean electricity off the grid. So Simpson wants to replace the dams with new forms of power built in the region. He pointed to the Idaho National Lab’s work on new types of nuclear reactors. In eastern Washington, he said the Pacific Northwest National Lab is “the leader in battery storage in this country.”

So Simpson believes there’s a way to turn this whole mess into a surge of business for Idaho. In that way, he’s not straying from his red-state brand at all. But Simpson is unusual in that he’s willing to shake things up and make himself vulnerable, all to create the possibility of change.

The speech ended with Simpson looking to the end of his own life and his political legacy. “I’ve come to the conclusion that I’m going to stay alive long enough to see salmon return in healthy populations in Idaho … We need to do it for future generations.”

Washington and Nevada join the swelling list of states aiming for 100% clean power

The peer pressure to clean up the electric grid is gripping the country.

Recent weeks have brought a flurry of ambitious clean-energy pledges. On Earth Day, Nevada’s governor signed into law a measure banning fossil-fuel generated electricity by 2050. Washington’s legislature just sent a bill to Governor Jay Inslee (the presidential contender) that would have the Evergreen State running on purely carbon-free electricity by 2030. Last month, New Mexico committed to 100 percent clean electricity by 2045. California, Hawaii, Washington D.C., and Puerto Rico, passed similar laws a bit further back. There are similar bills pending in Illinois, Minnesota, New York, New Jersey, Virginia, Florida, and Massachusetts. And don’t forget the 100-odd cities —  from Orlando, Florida to Pueblo, Colorado — that have vowed to kick their fossil-fuel addiction.

“Voters and state legislatures are being pretty darn clear that there’s widespread support for getting the electricity sector to 100 percent clean,” said Josh Freed, who runs the energy program at the Third Way think tank in Washington, D.C. “In our wildest expectations, we couldn’t have anticipated this much action this quickly.”

It’s a seismic shift from the 1990s and 2000s, when states made goals to get get a certain share of their electricity from renewable power. Those laws were designed to help the nascent renewables industry find its footing, Freed said. Now that the industry is up and running, “the next question is, how do we get carbon off the grid?”

That’s why everyone seems to be excited about the same goal. And this isn’t just the flavor of the month — there’s a good reason to focus on a carbon-free electric system. Though there are still hurdles to leap, states basically know how to eliminate emissions from the electrical grid, said Mike O’Boyle, head of electricity policy at the think tank Energy Innovation in San Francisco. You can’t say the same about eliminating emissions from air-travel or concrete production, at least not yet. So squeezing the greenhouse gases out of electricity is a clearly achievable goal. And there are beneficial knock-on effects: It paves the way to clean up transportation (by switching to electric vehicles) and buildings (by switching to electric heating and cooling).

“It think its a robust and meaningful trend,” O’Boyle said. “A lot of gubernatorial candidates, and presidential candidates, have campaigned on 100-percent clean electricity. It’s become part of the conventional wisdom that it’s a realistic and effective policy goal.”

Study: Climate change makes rich countries richer and poor ones poorer

It’s not just capitalism that’s making the rich richer and the poor poorer: Climate change is exacerbating the trend worldwide. The economic gap between the richest and poorest nations, in terms of per capita income, is now about 25 percent larger than it would have been without human-caused climate change, according to a new study from Stanford University.

“Our results show that most of the poorest countries on Earth are considerably poorer than they would have been without global warming,” climate scientist Noah Diffenbaugh, lead author of the study, said in a statement. Meanwhile, to add insult to injury, some rich countries have actually benefited economically from global warming.

Between 1961 and 2010, warming temperatures have significantly slowed economic growth in tropical countries like India and Nigeria, while aiding economic growth in cooler countries like Canada and the U.K., according to the study, which was published in Proceedings of the National Academy of Sciences on Monday.

“The historical data clearly show that crops are more productive, people are healthier, and we are more productive at work when temperatures are neither too hot nor too cold,” said study co-author Marshall Burke, a Stanford assistant professor of Earth system science, in a press release. “This means that in cold countries, a little bit of warming can help. The opposite is true in places that are already hot.”

While it’s been well-documented that low-income communities bear the brunt of flooding, famine, and other climate change-related horrors, this study endeavors to show the big picture of which countries win and which lose out as a result of global warming.

The researchers drew on several previous studies, analyzing annual temperature changes over 50 years and 165 countries’ economic growth data to estimate how the shifting climate has affected growth. The U.S. was middle of the road: Climate change dragged down its GDP by just 0.2 percent from 1961 to 2010.

Sudan was the biggest loser, so to speak. The researchers estimated that the country’s gross domestic product (GDP) is 36 percent smaller today because of global warming. India closely followed, with a 31 percent loss, and Nigeria, with a 29 percent blow.

Norway was the big winner: Researchers estimated that its current GDP is 34 percent higher because of climate change. Canada’s is 32 percent higher, and in recent years, Russia’s has also seen a boost due to warming.

The numbers the study produced are stark, shocking even (India’s GDP could have grown by almost third more over the past half-century, if not for climate change!?). And they don’t represent outliers in the data. The Stanford researchers drew these estimates of climate change’s economic effects from a wide range of projections — 20,000 versions per country, to be precise.

“For most countries, whether global warming has helped or hurt economic growth is pretty certain,” Burke said.

Tropical countries truly got the short end of the stick. They tend to contribute far less to greenhouse gas emissions than more economically well-off nations.  And, according to Burke, “There’s essentially no uncertainty that they’ve been harmed.”

The economic loss some countries faced “is on par with the decline in economic output seen in the U.S. during the Great Depression,” Burke said. “It’s a huge loss compared to where these countries would have been otherwise.”

15 Green Challenges Just in Time for Earth Day

April 22 is Earth Day ? a day of political and civic action focused on protecting our planet. Because every person counts when it comes to eco-friendly actions, here are 15 green challenges to try this Earth Day.

1. Take a shorter shower

Start your Earth Day on an eco-friendly note by taking a shorter shower than normal. Set a timer to really challenge yourself ? and bonus points if you keep the water on the colder side. ?Saving water reduces carbon pollution, too,? according to the Natural Resources Defense Council. ?That’s because it takes a lot of energy to pump, heat, and treat your water.? Be sure you also turn off the water while brushing your teeth. And if you have any leaky fixtures, make Earth Day the day you finally get them fixed.

2. Buy local

If you?re doing any shopping on Earth Day, make a point only to go to local establishments ? especially restaurants that serve food produced in the area. ?In North America, fruits and vegetables travel an average of 1,500 miles before reaching your plate,? according to the World Wildlife Fund. If you have a farmers market open near you, head over to stock up on fresh, local produce.

3. Green your commute

Challenge yourself to a greener commute in the spirit of Earth Day by biking, walking or using public transit. ?If 25 percent of Americans today used mass transit or other alternatives to driving for their daily commute, annual transportation emissions nationwide would be slashed by up to 12 percent,? according to the NRDC. If ditching your car isn?t an option, at least see whether you can carpool with someone ? even if it?s just to run errands. Every little bit counts.

4. Take your car for a tuneup

Speaking of driving, Earth Day is a fitting day to take your car in for a tuneup. ?If all Americans kept their tires properly inflated, we could save 1.2 billion gallons of gas each year,? the NRDC says. ?A simple tune-up can boost miles per gallon anywhere from 4 percent to 40 percent, and a new air filter can get you a 10 percent boost.? So check your tires and schedule your car for other service if necessary to make sure you?re rolling as eco-friendly as possible.

5. Check for expiring food

Make Earth Day the day you finally clean out your refrigerator and pantry, checking for expired and almost-expired food. ?Approximately 10 percent of U.S. energy use goes into growing, processing, packaging, and shipping food ? about 40 percent of which just winds up in the landfill,? according to the NRDC. So if you find items that will expire soon, work them into your meal plan before they do.

6. Go vegan

If you eat a plant-based or mostly plant-based diet, you?ve already won this challenge. If not, at least make Earth Day a vegan day. ?Since livestock products are among the most resource-intensive to produce, eating meat-free meals can make a big difference,? the NRDC says. And who knows? You might discover some great vegan options to regularly incorporate into your meals.

7. Wash on the lowest settings possible

If you have laundry to do, keep it as eco-friendly as possible. ?Using cold water can save up to 80 percent of the energy required to wash clothes,? according to the WWF. ?Choosing a low setting on the washing machine will also help save water.? Similarly, if you?re washing dishes, try to run a full load in the dishwasher instead of handwashing, which actually uses more water.

8. Switch off and unplug

You don?t have to go out on Earth Day and buy all new energy-efficient appliances (unless you really want to). But you can use the day to hunt for ?energy vampires? ? i.e., electronics and other appliances drawing power even when they?re not technically in use. Some examples include a computer sitting idle instead of fully shut down or even a coffee maker left plugged in just to keep that little clock functioning. Switch off and unplug what you don?t need to slay those vampires.

9. Green your lighting

Again, you probably won?t be purchasing new efficient appliances on Earth Day, but maybe you can pick up some more efficient lighting. If you haven?t already, make the switch to LED bulbs. ?LED lightbulbs use up to 80 percent less energy than conventional incandescents,? according to the NRDC. ?They?re also cheaper in the long run: A 10-watt LED that replaces your traditional 60-watt bulb will save you $125 over the lightbulb?s life.? Plus, instead of always using overhead lighting with multiple bulbs, try positioning some lamps around your home and even at work to lower your energy use.

10. Tweak the thermostat

Depending on where you live, you might be using the heat or the air-conditioning (or neither) when Earth Day rolls around. If you?re in a climate-controlled environment, tweak the thermostat just a little bit, so it kicks on less often. ?Moving your thermostat down just two degrees in winter and up two degrees in summer could save about 2,000 pounds of carbon dioxide per year,? according to the WWF.

11. Look for air leaks

Fixing air leaks in your home can potentially save around 10 percent to 20 percent on your energy bill, according to the U.S. Department of Energy. Not only is that great for your wallet, but the environment will thank you, too. Some common places to look are around windows and doors, baseboards, vents and fans, fireplace dampers and the attic hatch. Plus, check your fridge to make sure its seal is still strong.

12. Broaden your recycling knowledge

If you already recycle, that?s great. Definitely don?t get lazy about it on Earth Day. But how well-versed are you in recycling protocol? Recycling rules sometimes vary by community, and there?s a chance you?re unwittingly recycling something that clogs the machines or otherwise just belongs in the trash. Find your local rules, and read through them to make sure you?re doing things correctly.

13. Take special recyclables to the correct facilities

As long as you?re thinking about recycling, use Earth Day to gather any special recyclables that can?t go in your normal recycling bins, and take them to the proper drop-off facilities. Often there are recycling events on Earth Day that accept items, such as old electronics and batteries. Check your community calendar, so you don?t miss events for any special recyclables you want to get rid of.

14. Sign up for e-bills

This Earth Day challenge should only take you a few minutes. If you?re still getting paper bills or other mailers you don?t need, change your settings to get the electronic versions instead. ?In the United States, paper products make up the largest percentage of municipal solid waste, and hard copy bills alone generate almost 2 million tons of CO2,? according to the WWF. Likewise, tell companies to take you off their mailing lists for advertisements (you can find all those online nowadays anyway), and ask for digital receipts and records whenever possible.

15. Ask for eco-friendly additions at work

You might not have as much control at your office as you do at home in terms of making the place more eco-friendly. But you still can put in some requests. Ask for eco-friendly additions, such as recycling bins if you don?t already have them or 100 percent post-consumer recycled paper products. Challenge your colleagues to bring in reusable mugs and water bottles instead of using paper or (gasp) Styrofoam cups. And if you have an office coffee pot, try to get people on board with purchasing one of the more eco-friendly coffee brands (and definitely not the single-serve coffee pods).

The Most (and Least) Eco-Friendly US Cities

You might try to live an eco-friendly lifestyle at home. But how green is your community?

According to a Pew Research Center survey, roughly 59 percent of U.S. adults say climate change is affecting their community in some way ? through weather, temperature changes, etc. And that point of view is even stronger in those who live near a coastline. Plus, according to another Pew survey, the majority of respondents think the U.S. government isn’t doing enough to protect the environment, including preventing water pollution, ensuring safe air quality and protecting animals and their habitats.

But not all communities are equal when it comes to being environmentally friendly. WalletHub recently released a study of the 100 largest U.S. cities, comparing 26 “green indicators” ? i.e., factors that made the city more or less eco-friendly. It broke these factors into four main categories: environment, transportation, energy sources and lifestyle/policy. And each city received an overall green score based on points applied to the green indicators.

These are the 10 cities WalletHub found to be the most environmentally friendly, the 10 that could use some green improvements and some tips to make your own community a little more eco-friendly.

The Most Environmentally-Friendly Cities

Here are the top 10 greenest cities in the U.S., according to WalletHub.

10. Portland, Oregon

Portland cracked the top 10 with a solid performance in some categories and a mediocre showing in others. It ranked 18th in energy sources and 59th in the environment category ? which measured factors, such as air quality, green space, water quality and light pollution. But Portland boosted its overall green score with an eighth-place finish in the transportation category ? in which it received the fourth highest bike score. And it took third in lifestyle/policy, in which it also came in third for the most farmers markets per capita.

9. Sacramento, California

Sacramento fared a little better than Portland in the environment category, coming in 38th place. It also took 19th for energy sources and ninth for lifestyle/policy. But its best showing was its fourth-place finish in the transportation category. That category included factors, such as the share of commuters who drive alone, the average commute time, the city’s walk and bike scores and the accessibility of jobs by public transit.

8. Seattle, Washington

Seattle just edged out Sacramento’s green score for eighth place overall. The city ranked 25th in the environment category, 21st in energy sources and 12th in transportation. And it was near the top of the pack for lifestyle/policy, finishing fourth. Metrics in that category included farmers markets and community-supported agriculture per capita, community garden plots per capita, green job opportunities and the number of local programs that promote green energy.

7. Fremont, California

Fremont was fairly average in two of the categories and stellar in the other two. It came in 52nd for transportation and 32nd for lifestyle/policy. But it took second place for environment ? and within that category it came in first for the highest percentage of green space. Plus, it was No. 1 in the energy sources category ? which included metrics, such as electricity from renewable sources, solar installations per capita and amount of smart-energy initiatives.

6. Honolulu, Hawaii

Who doesn’t love the environment of a Hawaiian island? Honolulu’s worst category rank was its 24th-place finish in energy sources. But it made up for that by taking fifth in environment, fifth in lifestyle/police and second in transportation. Within the categories, the city had the fifth lowest greenhouse gas emissions per capita. Plus, it tied for first (with Fremont and Alaska) for the highest percentage of green space. And it also tied for first for the most farmers markets per capita.

5. San Jose, California

San Jose’s overall green score just barely put it in front of Honolulu for its fifth-place finish. The city did fairly well in the transportation and lifestyle/policy categories, coming in 24th and 21st respectively. It took 13th for energy sources. And San Jose’s best category rank was its 10th-place finish in environment.

4. Irvine, California

Continuing California’s domination of the top 10 greenest cities, Irvine’s overall score was just a few tenths of a point better than San Jose’s ? landing it in fourth place. The city’s only category rank out of the top 10 was its 27th-place finish in transportation. It took seventh in both the environment and lifestyle/policy categories. And it came in at No. 1 for energy sources.

3. Washington, D.C.

Even though many people wish the government would do more to combat climate change (or even admit it exists), the nation’s capital still is one of the greenest cities in the U.S. Washington, D.C., ranked 35th for environment and 17th for energy sources. It took sixth in the transportation category, in which it had the third lowest percentage of commuters who drive. (Not everyone gets a motorcade to stop D.C. traffic.) And, somewhat ironically, D.C. took No. 1 for lifestyle/policy ? despite the ongoing political arguments on policies that would help the environment.

2. San Francisco, California

We head back to the West Coast for the top two greenest cities. San Francisco took 20th for energy sources, ninth for transportation and sixth for environment. Within the transportation category, the city had the fourth lowest percentage of commuters who drive, and it received the second highest bike score, only behind Minneapolis. Plus, San Francisco ranked second for lifestyle/policy ? tying for first (with Honolulu) for the most farmers markets per capita.

1. San Diego, California

San Diego took home the title for 2019′s greenest city in the United States ? and underscored California’s dominance on the list. It ranked 19th in both the transportation and lifestyle/policy categories. And within lifestyle/policy, it came in fourth for the most farmers markets per capita. Plus, San Diego’s best category rank was its fourth-place finish in environment.

The Least Environmentally-Friendly Cities

10. Gilbert, Arizona
9. Cleveland, Ohio
8. Mesa, Arizona
7. Lexington-Fayette, Kentucky
6. Detroit, Michigan

2. Corpus Christi, Texas
1. Baton Rouge, Louisiana

Of those cities, Corpus Christi ? along with Houston; Denver; Oklahoma City; Louisville, Kentucky; and Tulsa, Oklahoma ? had some of the highest greenhouse gas emissions per capita.

Plus, Baton Rouge and Lexington ? along with Fresno, California; Laredo, Texas; and Hialeah, Florida ? had very little green space compared to the other cities.

How to Be a Greener Member of Your Community

Regardless of where your city falls on this list (or whether it’s even on here at all), there are still several ways you can help to make your home a more eco-friendly place. Here are some tips to go green in your community.

Support local establishments

Instead of shopping at big box stores, support your community’s establishments that sell products made from local materials. A prime example of this: Eat at restaurants that source food from the area, and shop at farmers markets whenever possible.

Carpool

You know carpooling (and using public transit) is eco-friendly, but do you practice what you preach? Start a carpool group for school, work or even trips to the store. Even better, choose more sustainable methods of transportation whenever possible, such as walking and biking. Lobby your city for bike lanes and walking paths if you don’t already have them.

Organize Recycling Drives

Some communities have very accessible recycling and donation drives. But others make it difficult to sustainably get rid of items you no longer want. If your community falls into the latter camp, step up as an organizer. Learn what’s necessary to hold donation drives ? as well as recycling events for items, such as toxic waste and electronics. Your community will thank you.

Connect with Community Members

A strong team can get things done more efficiently than a lone person. Find other members of your community who also care about building a more eco-friendly environment. Learn from each other, and band together to organize events, such as area cleanups, a community garden or even a Food Not Lawns initiative.

Bring issues to Local Government

You and your other eco-friendly community members will likely have to work with local government on many green initiatives. Do your homework, so you’re prepared to lobby for your causes. Ask your government about issues, such as reducing pesticide use, enacting greener building practices, expanding the recycling program or implementing a community solar project. Progress might be slow, but don’t let that discourage you from putting your voice out there.
