Here’s What Super Tuesday Voters Think About Climate Change

LM Otero/AP Voters in a dozen or so states are heading to the polls Tuesday for the year’s biggest presidential primary clashes so far. The victors will find themselves a giant step closer to the Oval Office, where they would have a chance to reshape US policy on a wide range of issues, including climate change. So we decided to take a look what voters in the Super Tuesday states think about global warming. Last year, the Yale Program on Climate Change Communication released a nationwide study of Americans’ attitudes toward climate science and policy. In many states—especially the large bloc of southern states voting on Tuesday—the results were not particularly encouraging. According to the Intergovernmental Panel on Climate Change, scientists are 95 percent certain that human activities are responsible for most of the dramatic warming since the 1950s. But according to Yale’s estimates, that opinion is shared by less than half of adults in Alabama, Alaska, Arkansas, Georgia, Minnesota, Oklahoma, Tennessee, Texas, Virginia, and Wyoming. Overall, just 48 percent of adults in the Super Tuesday states accept the scientific consensus. Here’s a slightly different way to look at the data. Yale combined those who believe global warming is mostly driven by humans with those who said it’s caused by both nature and humans. The researchers also combined two types of climate science deniers: those who believe the warming is natural and those who simply don’t believe that the world is getting warmer. This makes the numbers look a bit better, but in many of the Super Tuesday states, a huge number of people still clearly reject the scientific consensus. Stats like this go a long way toward explaining why all five of the remaining GOP presidential candidates continue to reject the realities of climate science. Marco Rubio Is Very Upset That President Obama Went to a Mosque

On Wednesday, President Barack Obama visited a mosque for the first time as president, and offered perhaps the least controversial comment imaginable: “You’re part of America too,” he told his hosts. “You’re not Muslim or American; you’re Muslim and American.”

Sen. Marco Rubio was not impressed, telling voters in New Hampshire:

I’m tired of being divided against each other for political reasons like this president’s done. Always pitting people against each other. Always. Look at today—he gave a speech at a mosque. Oh, you know, basically implying that America is discriminating against Muslims. Of course there’s going to be discrimination in America of every kind. But the bigger issue is radical Islam. And by the way, radical Islam poses a threat to Muslims themselves.

To be clear: America discriminates against Muslims.

In 2012, Wired reported that “the FBI is teaching its counterterrorism agents that ‘main stream” sic American Muslims are likely to be terrorist sympathizers; that the Prophet Mohammed was a ‘cult leader’; and that the Islamic practice of giving charity is no more than a ‘funding mechanism for combat.” That investigative series on federal law enforcement’s prejudices against Muslims won a National Magazine Award. In 2011, the Associated Press reported on how the NYPD, with the help of the CIA, spied on America mosques and even infiltrated Muslim student associations. That series won a Pulitzer. Last week, Buzzfeed reported on the intense pressure applied by the federal government on Muslim immigrants who apply for citizenship. My colleague Kristina Rizga has reported on the pervasiveness of anti-Muslim bullying in schools. One of the candidates who beat Rubio last week literally proposed banning Muslims from entering the country; the other limited his ban to people from predominantly Muslim countries.

This is all pretty easy to find online, but in Rubio’s defense, the Internet is pretty spotty in New Hampshire.

Here’s One Issue Ted Cruz Actually Gets Right

Apparently the ethanol folks don’t like Ted Cruz… pic.twitter.com/3OEYBUrOmY — David Biello (@dbiello) January 21, 2016 The problem is Cruz’s stance on the Renewable Fuel Standard, a federal mandate that requires fuels made from corn, sugarcane, and other biological sources to be mixed into the nation’s gasoline supply. The most prominent of these fuels is ethanol made from corn. Cruz wants to abolish the RFS (along with all government mandates and subsidies for energy, including for fossil fuels and renewables). Last week in New Hampshire he described the RFS as yet another way in which the government is “picking winners and losers.” That position sets him apart from the other Iowa front-runners, Republican and Democrat alike. Hillary Clinton and Bernie Sanders have both expressed support for the RFS. Trump recently said he wants to increase the mandate. Cruz’s opposition to ethanol mandates puts him in a place you’d never expect to find him: on the right side of a debate about climate change. Cruz’s position could be a major liability in Iowa, where the RFS has become one of the most important corn-related federal programs and is a major fixture in the state’s politics. Iowa produces by far the most corn-based ethanol and thus arguably benefits more than any other state from the RFS. Last week, Iowa Gov. Terry Branstad (R) called for Cruz’s defeat in the caucuses, specifically citing Cruz’s “anti-renewable fuel stand.” (Branstad’s son works for the ethanol trade group America’s Renewable Future, the organization in the Twitter photo above.) Last week, Iowa Sen. Chuck Grassley (R), a longtime proponent of the RFS, said he agreed with Branstad’s criticism of Cruz. Of course, Iowa Republicans aren’t all single-issue voters, and it remains to be seen how much ethanol will matter to caucus-goers. Still, Cruz’s opposition to ethanol mandates puts him in a place you would never expect to find him: on the right side of a debate about climate change. Throughout the campaign, the Texas senator has been second only to Trump in his outspoken denial of mainstream global warming science. He has repeatedly used his Senate position to espouse blatantly misleading data that purportedly shows global warming stopped two decades ago. In August, he accused climate scientists of “cooking the books” and later told Glenn Beck that at this point climate change activists resemble a “religion.” But on ethanol, Cruz is on the right track. To understand why, let’s back up a bit. At the global climate talks in Paris in December, the United States committed to reduce economy-wide greenhouse gas emissions 26-28 percent below 2005 levels by 2025. That goal mainly hinges on slashing pollution from coal-fired power plants. But the president’s plan also calls for filling the tanks of the nation’s cars and trucks with ever more fuel made from plants. The same day the Paris talks got underway, the Obama administration increased the requirements of the RFS. The new rules guarantee a growing market for corn-based ethanol, as well as for cutting-edge biofuels made of everything from grass to algae. Only about 5 percent of the country’s transportation fuel currently comes from biofuels (another 3 percent comes from natural gas, and the rest from petroleum). But that small number masks a rapid upward trend: Biofuel’s share has grown fourfold in just the last decade. Roughly 80 percent of that supply comes in the form of corn-based ethanol, production of which has skyrocketed 320 percent over that period. Today, one of every three bushels of corn grown in the United States ends up as ethanol. The remaining volume of biofuels comes largely from imported Brazilian sugarcane ethanol and soy-based biodiesel. A tiny splash comes from so-called “cellulosic” biofuels made from grass, cornhusks, and other nonfood sources (the term refers to lignocellulose, the material that comprises much of the mass of plants). The nation’s love affair with biofuels dates back to the final years of the George W. Bush administration, when Congress passed the current version of the RFS. That law set ambitious long-term targets for biofuels and tasked the Environmental Protection Agency with keeping the industry on pace—hence the new requirements announced in November. When corn ethanol started to take off in the mid-2000s, it was supposed to be an easy climate win, projected to have 20 percent lower greenhouse gas emissions per gallon than petroleum. But real-life experience proved murkier. By 2011, the EPA’s own estimates showed that corn ethanol production resulted in emissions that were anywhere from 6 percent to 66 percent higher than petroleum, depending on the kind of power source used to convert it from a cob into fuel. The original promise of biofuels was based on a basic accounting error, explains Tim Searchinger, a researcher at Princeton University and the World Resources Institute. Burning biofuels still produces tailpipe emissions; the climate benefit was supposed to come from the carbon dioxide emissions sucked out of the air as the corn grew. But the EPA’s early estimates assumed that the corn diverted to biofuel wouldn’t be replaced in the food supply. In other words, Searchinger explains, “the offset is that people and livestock eat less.” Instead, the opposite happened: As ethanol boomed and corn prices climbed, farmers in Iowa and elsewhere planted millions of new corn acres, sometimes at the expense of grasslands and forests that did a better job of capturing carbon than rows of corn do. “If you have any amount of land use change to replace the crops, that wipes out the [climate] gain,” Searchinger says. A similar problem arose with soy-based fuels, as soy diverted from cooking oil to biodiesel was largely replaced with palm oil from Southeast Asia. Deforestation to produce palm oil is a major source of greenhouse gas emissions. Still, some energy analysts remain hopeful about the climate benefits of more advanced, cellulosic biofuels. “Definitely there are lots of environmental problems with corn ethanol, but turning back to oil isn’t the solution either,” says Jeremy Martin, a senior scientist at the Union of Concerned Scientists. “Advanced biofuels are an important part of a multipart strategy to cut emissions from the transportation sector.” Today, cellulosic biofuels are still a bit player, though they’re growing quickly; production is expected to double this year. But they’re still lagging far behind the production levels Congress first envisioned when it created the RFS. In 2015, production of cellulosic biofuels was 96 percent below the original target. Behind that delay is a complex blend of factors. The technology needed to produce cellulosic biofuels at an industrial scale took longer to develop than originally anticipated, in part because the EPA was so far behind schedule on its RFS planning that the 2014 requirement wasn’t even announced until 2015. Delays like that have spooked investors, who were left wondering what the future market for cellulosic biofuels would look like. Meanwhile, the 2008 recession led to an across-the-board dip in gasoline consumption, further reducing market opportunities. Cellulosic biofuels have also been crowded out by corn ethanol. Gasoline refiners are only required to mix their product with about 10 percent biofuels (the so-called “blend wall”), and they have fought vigorously against an increase in that requirement, claiming that most car engines aren’t equipped to handle anything more. Ethanol has taken up most of that share, leaving cellulosic biofuels with nowhere to go; new flex-fuel cars that can run on much higher volumes of biofuel are still a small market. “It’s challenging to market biofuels beyond 10 percent at the moment,” Martin said. “That probably more than anything caused the difficulty with how to proceed. Without a solution to the blend wall, that’s a real problem for the cellulosic plants.” One of the most promising developments for cellulosic biofuels is underway just outside Ames, Iowa, where Sarah Palin delivered her rambling endorsement of Trump last week. Here, one of the country’s first commercial cellulosic biofuel plants opened in October with much fanfare, including appearances by Gov. Branstad and Sen. Grassley. The plant, operated by chemical giant DuPont, aims to convert corn “stover” (husks and other nonedible byproducts left in the field) into a fuel that the company claims will have up to 90 percent lower emissions than petroleum. Jan Koninckx, director of biofuels at DuPont, says that after years of false starts his industry is finally poised to deliver, at scale, a biofuel with solid environmental credentials. “This is really the only realistic way in the foreseeable future to substantially decarbonize transportation,” he says. Of course, one of the most promising options for climate-friendly cars might not rely on liquid fuel at all. The market for electric vehicles is growing by leaps and bounds. And according to Searchinger’s research, an acre of solar panels can produce up to 300 times more energy for vehicles than the same acre planted with corn. Using electricity instead of gasoline could drastically cut greenhouse gas emissions and reduce America’s dependence on oil imports—without the concerns about land use. “Things that are slightly better than fossil fuels aren’t the solution,” Searchinger says. “You need things that are 100 percent better than fossil fuels.” Right, Senator Cruz?

2015 Was by Far the Hottest Year on Record

Global warming is real. In a press release Wednesday, NASA stated that it was 94 percent confident that last year was the warmest since 1880. But the amount by which 2015 shattered the previous record, in 2014, was itself a record, scientists said. That’s due in part to this year’s El Niño, characterized by exceptionally high temperatures in the Pacific Ocean. How 19 Big-Name Corporations Plan to Make Money Off the Climate Crisis

Experts have predicted everything from deadly heat waves and devastating floods to falling crop production and even increased political instability and violence. But according to some of the world’s biggest companies, these future disasters could also present lucrative business opportunities. In a remarkable series of documents submitted to a London-based nonprofit called CDP, big-name corporations describe global warming as a chance to sell more weapons systems to the military, more air conditioners to sweltering civilians, and more medications to people afflicted by tropical diseases. CDP, which stands for “Carbon Disclosure Project,” asks companies all over the world to disclose information about their greenhouse gas emissions and how the changing climate will impact their operations. Each year, thousands of companies send in responses. Below, we’ve compiled a list of some of the most striking—and, in some cases, disturbing—scenarios laid out by those businesses. It’s important to keep in mind that these companies aren’t rooting for catastrophic warming. In the same documents, they outline huge risks that climate change poses to humanity—and to their profits. Many of them have also taken significant steps to reduce their own carbon footprints. Still, the fact that corporations have spent so much time thinking about the business opportunities that could emerge as the world warms underscores just how colossal an effect climate change is going to have on our lives. Defense and border surveillance Embed from Getty Images Republicans have recently mocked President Barack Obama and Sen. Bernie Sanders for saying climate change poses a national security threat. But Democratic politicians aren’t the only ones making this connection. In 2014, the CNA Military Advisory Board, a group of retired US generals and admirals, warned that the impacts of global warming “will serve as catalysts for instability and conflict.” Saab, a Swedish defense firm (and former parent company of the struggling automaker), agrees. In its CDP submission, the company cites the CNA report and adds that climate change could “induce changes in natural resources e.g. water, oil etc., which may result in conflicts within already unstable countries” as well as illegal deforestation, fishing, and drug smuggling. Saab sees these dangers as a business opportunity that will result in an “increased market for civil and military security solutions.” As an example, the company points to its Erieye Radar System, which “works in a dense hostile electronic warfare environment” and is “capable of identifying friends or foes.” Raytheon, the Massachusetts-based defense contractor, warned in a 2012 CDP document that climate change might “cause humanitarian disasters, contribute to political violence, and undermine weak governments.” The company wrote that it expects to see “demand for its military products and services as security concerns may arise as results of droughts, floods, and storm events occur as a result of climate change.” Connecticut-based United Technologies Corporation cites arguments that a devastating drought contributed to instability in Syria. The company notes that helicopters made by its Sikorsky business (which has since been sold to Lockheed Martin) were “deployed during population dislocations and humanitarian crises,” and that last year it provided support to the US military’s efforts to “mitigate population dislocations in Syria.” Cobham, a British corporation that manufacturers surveillance systems, stated in a 2013 CDP document that “changes to countries [sic] resources and habitability could increase the need for border surveillance due to population migration.” Security from “social unrest” G4S provides security for the enormous refugee camps outside Dadaab, Kenya. Many of the camps’ residents fled conflict and drought. Jerome Delay/AP Private security firms also see opportunities in climate change. G4S, a London-based corporation that operates around the globe, told CDP that extreme weather is a potential source of business. The company deployed hundreds of security officers to protect its clients following Hurricane Katrina, and it sent officers throughout the Northeast following Superstorm Sandy. G4S also sees financial opportunities in responding to humanitarian disasters such as droughts and famines in the developing world. The company currently provides security for refugee camps in Kenya that are home to hundreds of thousands of people, including many who have fled conflict and drought. G4S says the United Nations “has projected that we [the planet] will have 50 million environmental refugees.” (The United Nations appears to have backed off that particular prediction; according to its Intergovernmental Panel on Climate Change [PDF], “there are no robust global estimates of future displacement.”) Securitas, a Stockholm-based firm that owns the fabled Pinkerton agency, also provided security in the aftermath of Katrina. That company says extreme weather linked to climate change will increase demand for its services “when properties…need to be protected from looting, burglary and social unrest.” Monitoring, Responding to, and Rebuilding From Extreme Weather Embed from Getty Images According to Raytheon, the possible impacts of climate change—including hurricanes, tornadoes, severe storms, and rising seas—could present opportunities to sell the company’s “weather satellites services, radar and sensing technologies, disaster response, homeland security, and emergency response communications, as well as alternative energy technologies.” Cobham anticipates opportunities to supply cameras to monitor flash floods, “large antennas” for extreme weather conditions, and emergency communications systems for “areas where severe storms have destroyed communications infrastructure.” 3M, the Minnesota-based manufacturing company, says it sells a number of products that can be used to protect buildings during extreme weather and to rebuild after a storm. Shipping Lanes and Travel Embed from Getty Images One of the most striking climate developments in recent years has been the opening of Arctic shipping lanes that were once obstructed by sea ice year-round. Hanjin, a major South Korean shipping company, acknowledged in a 2014 CDP document that a new polar route would be a “tragic consequence” of climate change. But, the company added, Arctic melting would also have environmental and financial benefits: It would allow the shipping industry to “drastically reduce CO2 emissions and cut transit time by 1/3.” Global warming could have some benefits for companies that specialize in transporting tourists, as well. According to Carnival, “change in mean temperatures could open up new routes and ports” for its cruise ships, while “change in precipitation [might] make some ports more attractive.” Drilling for more oil Embed from Getty Images Energy companies have long viewed melting Arctic ice as an opportunity to extract once-inaccessible oil and gas. That hasn’t worked out well so far. In September, Royal Dutch Shell announced that it was ending its costly Arctic exploration project. But Chevron is still optimistic. “Should the current trend in global warming be sustained, both access to and the economics of Chevron’s offshore oil and gas production in the arctic could potentially improve,” states the California-based oil company in its CPD disclosure. “The greatest effects will be associated with an extension to the summer operating period which will tend initially to favor access to and the cost of exploration operations in many arctic basins.” Protection From Deadly Heat Waves Embed from Getty Images In a report last year, a panel co-chaired by former New York Mayor Michael Bloomberg, billionaire environmentalist Tom Steyer, and former Treasury Secretary Henry Paulson warned of risks posed by hotter temperatures: By the middle of this century, the average American will likely see 27 to 50 days over 95°F each year—two to more than three times the average annual number of 95°F days we’ve seen over the past 30 years. By the end of this century, this number will likely reach 45 to 96 days over 95°F each year on average. That’s an opportunity for United Technologies, which—in addition to its defense products—makes air conditioning, refrigeration, and energy efficiency systems. “Annually, extreme heat events kill more Americans than any other environmentally related events, and an increase in extreme heart [sic] events as a result of climate change is forecast for many parts of the world,” the company states. “UTC believes changes in temperature extremes will result in a need for more energy efficient building and other infrastructure, especially chillers and cooling units…We anticipate this demand to be global, with strong increases in tropical and some temperate zones.” According to UTC, “air conditioner sales have increased more than 20% per decade in the developing world 1990 – 2010 in response to increasing temperatures and increasing wealth.” UTC believes these trends could lead to $5 billion in new demand over the next two decades. Halliburton sees related opportunities. The oilfield services company states that it could see increased revenue from the additional energy resources needed for “increase[d] cooling and/or heating.” Combating Crop Failure and Hunger Embed from Getty Images Experts have warned that rising temperatures and changing rainfall patterns could reduce crop yields in vulnerable parts of the world, making it difficult to feed a growing population. Biotech companies are racing to develop products that will address this problem. Monsanto, for example, says its products could help farmers “meet increased food needs as available natural resources become more limited.” Bayer notes that its crop sciences division is using “chemical and modern plant breeding approaches” to address the agricultural damage expected to be caused by “an increased occurrence of extreme weather events such as floods, droughts, heat, cold and storms.” On the consumer side, the Campbell Soup Company identifies “increasing humanitarian demands” related to climate as a significant opportunity—one that will allow the company to “leverage its key assets to provide relief for such demands.” In addition to directly donating money and food to humanitarian causes, Campbell highlights a current program in which one of its brands donates one smoothie to a needy child for every four smoothies that it sells. According to the company, these types of promotions “can result in millions of dollars for the company.” Fighting Climate-Related Diseases Embed from Getty Images Climate change poses a number of serious public health risks, and the pharmaceutical industry has certainly noticed. Walmart, for instance, believes that it could experience growing demand for prescription medications due to “increases in pollen exposure or climate-change induced medical conditions.” (The retail giant is careful to note that it primarily views climate change, which a spokesperson calls an “urgent and pressing challenge,” as a risk.) Several drug companies believe that rising temperatures, changing precipitation patterns, and worsening extreme weather could increase the spread of tropical diseases that are transmitted by mosquitoes, such as malaria and dengue fever. In its CDP document, Bayer cites one estimate that climate change could result in 40 million to 60 million additional people being exposed [PDF] to these diseases. The company anticipates increased demand for its mosquito nets and other mosquito-control products, especially if malaria spreads to the developed world. GlaxoSmithKline also anticipates that climate change could affect demand for its anti-malarial products and notes that if the company’s “sales rose by 1% around £300m [about $446 million] would be added to our turnover.” A GSK spokesperson added, however, that the company is developing a malaria vaccine that it would offer to African children at a “not-for-profit price,” and that under some scenarios, climate change could actually reduce demand for the company’s products. Novartis, which makes several malaria and dengue drugs, points out that it has provided millions of doses to African health officials at a not-for-profit price. But, the company notes, “businesses selling these drugs will become more profitable if the diseases spread to more developed and richer countries.” A number of experts doubt that will happen, at least in the case of malaria. They argue that factors such as economic development and public health infrastructure are far more significant than climate in controlling malaria. Asked for clarification, a Novartis spokesperson stated that higher temperatures and increased extreme weather from climate change could “lead to large floods, social crises and challenges, which may allow vector diseases to spread further.” Still, he added, Novartis agrees that malaria is unlikely to spread in the developed world. Drug companies point to other health threats, as well. GSK warns that changing precipitation patterns and increased extreme weather events could “affect the spread of water-borne diseases” and respiratory and diarrheal illnesses, creating a need for “greater disease prevention and more patient treatments.” These problems could be especially serious in the poorest countries, according the GSK spokesperson. In its CDP submission, Merck says it is researching the negative impacts that higher temperatures could have on vaccines. Ice Cream! According Nestlé, they can also boost sales of “refreshing products such as ice creams and bottled water.” Nestlé notes that in 2014, Earth experienced its hottest summer on record (until 2015, anyway) and that a number of the company’s local brands performed well that year. So how much of an impact does heat have? “Increased demand for bottled water and ice creams as a result of temperature increase can result in additional sales of CHF 100 million per year,” says Nestlé. In case you aren’t familiar with the exchange rate for Swiss francs, that’s about $100 million.

Snowballs, witch-hunts, and a big measles outbreak. In 2015, science was a favorite punching bag for many of America’s politicians. While leaders of nearly 200 nations met in Paris to hammer out a historic deal to combat climate change, the US Senate held a hearing—hosted by presidential hopeful Ted Cruz (R-Texas)—to debunk the science. It had a subtle title: “Data or Dogma?” In fact, 2015 did nothing to alter the notion that one whole American political party—and nearly all of its candidates for the White House—remains stuck on a murky spectrum from outright climate denial to the policy version of ¯_(ツ)_/¯, as we wrote about all-too often this year. There was, of course, the infamous snowball thrown on the floor of the Senate. Sen. James Inhofe (R-Okla.) claimed that global warming wasn’t happening because it was cold when he made the snowball. (Repeat after me: Weather does not a climate trend make.) But perhaps the more insidious attack on science was directed by Congressman Lamar Smith (R-Texas), the chairman of the House Science, Space, and Technology Committee. Smith accused government scientists from the National Oceanic and Atmospheric Administration (NOAA) of rigging climate data to disprove the so-called “global warming pause” (a contested but popular talking point often used to attack the science). He then attempted to depose the scientists and subpoena their documents. “Political operatives and other NOAA employees likely played a large role in approving NOAA’s decision to adjust data that allegedly refutes the hiatus in warming,” he told the Washington Post. But if you can’t fight the science outright in public, why not simply try to ban the words? That was the ingenious tactic allegedly employed by the state of Florida, under Gov. Rick Scott (R). Employees from several state departments said they had been told not to use the phrases “climate change” and “global warming” in official state business. (The governor denied the allegations.) 2015 also saw yet another round of measles outbreaks, including one that spread at Disneyland in California. Public health officials blamed parents who don’t vaccinate their kids. That anti-vaxxer sentiment found a powerful megaphone in Republican front-runner Donald Trump, who at September’s televised GOP debate repeated the totally discredited—and dangerous—theory that vaccines cause autism. “Autism has become an epidemic,” Trump claimed. “Twenty-five years ago, 35 years ago, you look at the statistics, not even close. It has gotten totally out of control.” (Trump insisted he’s still in favor of vaccines, despite warning a national TV audience that they are endangering children.) World Leaders Just Agreed to a Landmark Deal to Fight Global Warming

There’s a deal. lexaarts/Shutterstock; NASA; Photo illustration by James West There was relief and celebration in Paris Saturday evening, as officials from more than 190 countries swept aside monumental differences and agreed to an unprecedented global deal to tackle climate change. The historic accord, known as the Paris Agreement, includes emissions-slashing commitments from individual countries and promises to help poorer nations adapt to the damaging effects of a warming world. Negotiators also agreed on measures to revise, strengthen, and scrutinize countries’ contributions going forward. However, the deal leaves some key decisions to the future, and it is widely recognized as not representing an ultimate solution to climate change. Instead, it sets out the rules of the road for the next 10 to 15 years and establishes an unprecedented international legal basis for addressing climate issues. Within the agreement, nearly every country on Earth laid out its own plan for reducing greenhouse gas emissions and adapting to climate change impacts. Although those individual plans are not legally binding, the core agreement itself is. The deal sets a long-term goal of keeping the increase in the global temperature to “well below” 2 degrees Celsius (3.6 degrees Fahrenheit) above pre-industrial levels and calls on countries to “pursue efforts” to limit the increase to 1.5 degrees C. It adds that “parties aim to reach a global peaking of greenhouse gas emissions as soon as possible.” French Foreign Minister Laurent Fabius, who has served as chair of the two-week summit, said the deal is the most ambitious step ever taken by the international community to confront climate change. In announcing the deal, President Barack Obama clinched a major foreign policy success years in the making and secured long-term action on climate change as a core part of his legacy, despite extraordinary opposition at home from the Republican majority in Congress. During the second week of the talks in Paris, Secretary of State John Kerry was a driving force, delivering several high-profile speeches in which he sought to cast the US as a leader on climate action. For Kerry, who has been a prominent voice in climate summits for two decades, it was essential to craft a deal the US could agree to and not to return home empty-handed. The deal signals that world leaders are now committed to responding to the dire scientific warnings about the impacts of warming. Rising concentrations of carbon dioxide in the atmosphere from burning fossil fuels and other human activities are threatening to usher in an era of rising sea levels, sinking islands, scorching heat waves, devastating droughts, mass human migration, and destruction of ecosystems. Among the deal’s biggest successes is a commitment to produce a global review of climate progress by 2018 and to bring countries back to the negotiating table by 2020 to present climate targets that “will represent a progression beyond the Party’s then-current” target. In other words, countries are committed to ramping up their ambition in the short term. This was an essential item for many people here, since the current raft of targets only keeps global warming to 2.7 degrees C, not 1.5. The deal also promises to hold every country accountable to the same standard of transparency in measuring and reporting their greenhouse gas emissions; this was a provision that the US had pushed hard for in order to ensure that other big polluters such as China and India abide by their promises. “Countries have united around a historic agreement that marks a turning point in the climate crisis,” said Jennifer Morgan, global director of the climate program at the World Resources Institute. “This is a transformational long-term goal that should really send clear signals into the markets” about the imminent decline of fossil fuel consumption. The deal is expected to be a boon for the clean energy industry, as developing and developed countries alike increase their investments in wind, solar, and other renewable energy sources. Early in the talks, a high-profile group of billionaire investors, including Bill Gates and Mark Zuckerberg, promised to pour money into clean energy research, and a critical component of the agreement is a commitment for developed countries to transfer clean technologies to developing countries. “If we needed an economic signal from this agreement, I think this is rather remarkable,” said Michael Jacobs, a senior advisor at New Climate Economy. Still, parts of the deal left some environmental groups unsatisfied, particularly with respect to financing for clean energy technology and climate change adaptation. The deal requires all developed countries to “provide financial assistance to assist developing country Parties with respect to both mitigation and adaptation.” Although the deal sets a floor of $100 billion for that assistance and calls for that number to be raised by 2025, it doesn’t specify a new higher target and does not commit any country, including the US, to any particular share of that. The deal also specifies that nothing in it can be construed as holding countries with the biggest historical contribution to climate change—most importantly the US—legally or financially liable for climate change-related damages in vulnerable countries. And it provides no specific timeline for peaking and reducing global greenhouse gas emissions; according to some scientists, that will need to happen within the next few decades for the 1.5 degrees C target to be achievable. “There’s not enough in this deal for the nations and people on the frontlines of climate change,” said Kumi Naidoo, international executive director of Greenpeace, in a statement. “It contains an inherent, ingrained injustice. The nations which caused this problem have promised too little help to the people who are already losing their lives and livelihoods.” The task of delegates at Le Bourget, a converted airport north of Paris, over the past two weeks was substantial. After all, more than two decades of UN-led climate talks had failed to produce a global deal to limit greenhouse gases. The Copenhagen talks in 2009 collapsed because officials couldn’t agree on how to level the playing field between rich and poor countries, sending negotiations into a morass of recriminations. Before that, the Kyoto protocol in 1997 also failed—the US and China didn’t ratify it, and it only covered about 14 percent of global carbon emissions. This year’s negotiations, the 21st in the series of UN climate talks, had to be different. One of the major reasons negotiators were able to reach a deal was that much of the work had been done in advance. By the time Paris rolled around, more than 150 countries had promised to change the way they use energy, detailing those changes in the form of individual commitments. Known as INDCs, these pledges formed the basis of Saturday’s deal. Of course, the INDCs won’t be legally binding, and even if most countries do manage to live up to their promises, they aren’t yet ambitious enough to prevent dangerous levels of warming. The latest estimate is that the INDCs will limit global warming to about 2.7 degrees Celsius above pre-industrial levels. That’s above the 2 degrees C (3.6 degrees F) limit scientists say is necessary to avert the worst impacts of global warming—and far above the 1.5 degrees Celsius target that negotiators in Paris agreed to aim for. But it’s also about 1 degree C less warming than would happen if the world continued on its present course. The Paris summit began as the largest meeting of government leaders in history (outside the UN building in New York) just two weeks after ISIS-affiliated terrorists killed 130 people across the city. While French officials immediately promised the talks would continue, they soon banned long-planned, massive climate protests, citing security concerns. That decision set the stage for several skirmishes between police and protesters, who remained committed to disrupting the talks in order to highlight issues such as sponsorship from big oil companies and the plight of poorer countries. At one protest, an estimated 10,000 people formed a human chain in the Place de la République, the site of a spontaneous memorial to the victims of the Paris attacks. There were scores of arrests. But the climate talks themselves went ahead as planned. Some 40,000 heads of state, diplomats, scientists, activists, policy experts, and journalists descended on the French capital for the event. Perhaps the biggest factor driving the negotiators’ unprecedented optimism was the fact that the two biggest greenhouse gas emitters, and the world’s two biggest economies—the US and China—had made a public show of working together to get an agreement. A landmark climate deal between the two countries in November 2014 built critical momentum. China later promised to create a national cap-and-trade program to augment a suite of emissions-control policies. The Obama administration, meanwhile, pushed through its Clean Power Plan regulations, despite aggressive resistance from Republicans. Still, as the talks neared their conclusion on Friday, tensions were rising between the so-called “High Ambition Coalition”—a negotiating bloc including the US, European Union, and dozens of developing countries—and China and India. Nevertheless, a rare alliance between world leaders ultimately prevailed: Pope Francis, for one, campaigned tirelessly for a climate deal ahead of the talks, decrying the “unprecedented destruction of the ecosystem.” All of this cleared the way for large groups of developed and developing countries to cooperate at the talks. Bigger countries appeared ready to work with the 43-country-strong negotiating bloc of highly vulnerable developing nations. Recent changes of leadership in Canada and Australia, notable adversaries of climate action in recent years, switched these mid-sized players into fans of a deal before the talks. Even Russia’s Vladimir Putin seemed to have an eleventh hour change of heart—or, at least, of rhetoric—and called for action.

International shipping and aviation emit as much as entire wealthy nations, but they’re not bound by the COP21 deal. 06photo/Shutterstock With the Paris climate talks coming to a close, participating nations are hashing out the details of how to hold each other to their carbon reduction goals and finance the whole transition to a cleaner world. Non-state actors are present, too; 400 cities signed a Compact of Mayors to set and track climate goals. And financial institutions have made big commitments to shift investment away from fossil fuels and better disclose climate-related business risks. But there are two particular industries that must factor into any plan to cut carbon and yet aren’t directly represented in the current COP21 talks: international shipping and aviation. They’re both big. International shipping produces 2.4 percent of global greenhouse gas emissions, equivalent to all of Germany. Meanwhile total aviation yields about 2 percent of global GHGs, and international flights account for 65 percent of that figure. These emissions won’t be covered by reductions being discussed at COP21, because they don’t happen within the boundaries of any specific countries. They’re also projected to rise dramatically by 2050. Two major obstacles stand in the way of resolving emissions from international shipping and aviation. The first is procedural: those industries are not bound by the Paris climate deal. The second is practical: the world currently lacks a promising technology to replace carbon-based propulsion systems, as well as a promising alternative to carbon-based fuel. Paris Talks May Set an Ambitious—and Meaningless—Goal on Climate Change

So smoothly, relatively speaking, that there is still some sense of positivity amid the last-minute scrambling. As if to emphasize just how optimistic world leaders are feeling, negotiators released a draft agreement on Thursday that actually puts forward a more ambitious goal for global warming than many had expected going into the conference. The draft text, released after marathon, around-the-clock negotiations, defines the purpose of the agreement as holding “the increase in the global average temperature to well below 2 °C above pre-industrial levels and to pursue efforts to limit the temperature increase to 1.5 °C, recognizing that this would significantly reduce risks and impacts of climate change.” The language is a compromise—an acknowledgement that some people will suffer more than others at 1.5 degrees of warming that doesn’t go so far as to set a new target. But the real problem is it’s an empty gesture, serving as a reminder that when politicians aren’t on track to meet one of their climate goals, they will offer an even less realistic one. Five years ago, nearly 200 countries agreed in Cancun to set a ceiling for climate change at 2 degrees Celsius above pre-industrial averages. That target was always an aspirational red line: Today, the world is already 1 degree above pre-industrial averages and on track to blow past 2 in the next 20 years. At the same time, climate scientists and vulnerable nations have argued that anything above 1.5 degrees Celsius, and certainly above 2, will be devastating.
