(AP Photo/Evan Vucci) Climate change has moved from distant threat to present-day danger and no American will be left unscathed, according to a landmark report due to be unveiled on Tuesday. The National Climate Assessment, a 1,300-page report compiled by 300 leading scientists and experts, is meant to be the definitive account of the effects of climate change on the US. It will be formally released at a White House event and is expected to drive the remaining two years of Barack Obama’s environmental agenda. The findings are expected to guide Obama as he rolls out the next and most ambitious phase of his climate change plan in June – a proposal to cut emissions from the current generation of power plants, America’s largest single source of carbon pollution. “What kind of shenanigans are going on now?” That’s what Darin Robbins, a Green Party member in Corning, New York, thought when he learned that a stranger had circulated a petition to place his name on the ballot for a House race.

Robbins had no plans to seek office, so he was shocked a couple of weeks ago when a Green Party secretary called to tell him that a petition had been filed in his name to run against GOP Rep. Tom Reed, the vulnerable first-term Republican who represents the 23rd congressional district in upstate New York.

The story gets stranger. A Republican operative was behind the attempt to put Robbins on the ballot. Aaron Andrew Keister, a notary public who has worked as a video tracker for the National Republican Congressional Committee (NRCC), the political committee dedicated to electing GOPers to the House, filed ballot access petitions—each bearing the signatures of about 75 registered voters—for Robbins and a second Green Party member. If Keister’s plan had succeeded, it could have helped Reed—the Northeast regional chairman of the NRCC—by putting on the ballot a progressive candidate who would likely draw votes away from his expected Democratic opponent, county legislator Martha Robertson. But Keister messed up: Because he filed the Robbins petition late and got the other Green Party member’s address wrong, neither Green will appear on the ballot for the June primary or the November general election, according to New York election officials.

This is just the latest in a string of oil-by-rail accidents—and yet the feds are dragging their heels on safety rules. On Wednesday afternoon, a CSX train carrying crude oil jumped its tracks in downtown Lynchburg, Virginia, sending three tankers careening into the James River with a fiery load; it was the second derailment for the company this year. While no one was injured, the fire burned for hours, and more than 300 people were evacuated from the nearby area. ”The river was on fire,” deputy city manager Bonnie Svrek told The Washington Post. It’s still unclear how much of the missing 50,000 gallons of crude was burned and how much spilled into the river. The video footage above—shot from a drone—shows just how close the derailment was to both the town and the river. Meanwhile, this next Instagram video shows the intensity of the fire: This derailment is the latest in a series of fiery accidents involving oil tankers. According to the Association of American Railroads, the amount of crude oil traveling by rail skyrocketed from 9,500 carloads in 2008 to an estimated 400,000 in 2013. Our analysis published in February showed that in the United States, seven of the 10 worst railroad oil spills of the past decade happened in the last three years, totaling nearly $2 million in damages. (This number doesn’t include the catastrophic accident in Lac-Megantic, Quebec, last July, which decimated the town and killed 47 people.) US regulators have promised safer, more robust tanker cars in new regulations due out soon. Spurred by Lac-Megantic disaster, the Canadian Government last week issued tough new laws for the transportation of oil by rail, promising to retire older cars and replace them within three years, and making sure railways have emergency plans for responding to explosions. Yet—despite evidence that shows the older tank cars are more susceptible to rupture after a derailment—the United States lags behind Canada: Its proposed new rules have yet to be passed. As recently as mid-April, policy makers met in Washington to discuss the problem, showing videos of older cars rupturing during a puncture tests and spraying their contents, according to reports. Robert Fronczak of the Association of American Railroads told the meeting of the National Transportation Safety Board that eliminating them by attrition alone could take 40 to 50 years. AP Photo/Tony Gutierrez Nevada rancher Cliven Bundy has become something of a folk hero among the anti-government, pro-property rights crowd, thanks to his recent standoff with the federal Bureau of Land Management. Some landowners in the path of the proposed Keystone XL pipeline want to know where the support for them has been, since their private property will actually be taken away without their approval. Bundy and his supporters don’t recognize federal ownership of the land where his cattle have been grazing illegally for more than two decades. He refuses to pay grazing fees, arguing that he has “ancestral rights” to the land — an argument that a federal court has rejected, and which may not be historically accurate. The issue came to a head earlier this month after BLM officials seized hundreds of Bundy’s cattle, and armed right-wing and anti-government groups flocked to the desert for a standoff. BLM returned the cattle shortly thereafter, citing concerns about the safety of its employees and the public. Federal control of land has also flared lately in Texas, where state Attorney General Greg Abbott recently accused BLM of “hijacking private property rights” inupdating management plans for land bordering Oklahoma. But many of the pundits and talking heads who rallied behind Bundy (at leastbefore his racist outburst) are also advocating the Keystone XL pipeline – despite the ranchers and farmers up in arms about pipeline owner TransCanada Corp. trying to force its way onto their land. The court’s 6-2 decision unblocks a 2011 rule requiring 28 eastern states to reduce power-plant emissions that carry smog and soot particles across state lines, hurting the air quality in downwind states. Two new reports examine how America’s “number-one hunter’s organization” takes oil money and lobbies for anti-conservationist policies most hunters oppose. Eduard Vulcan/Thinkstock Last week, as the National Rifle Association geared up for its annual meeting in Indianapolis, a spokesman summed up the group’s base. “Everyone thinks our strength comes from our money. It doesn’t,” Andrew Arulanandam told the Indianapolis Star. “Our strength is truly in our membership. We have a savvy and loyal voting bloc.” The NRA regularly cites its devoted 4-5 million members as evidence of its clout and relevance. Yet while the gun lobby publicly extols its grassroots supporters, it has also been overlooking their interests while catering to those of the oil and gas industry. The NRA calls itself ”the number-one hunter’s organization in America.” But two new reports published by the Center for American Progress (CAP) and the Gun Truth Project and Corporate Accountability International show that, following contributions from oil and gas companies, the NRA lent its support to legislation that would open up more federal public lands to fossil-fuel extraction, compromising the wilderness that many hunters value. In 2012, six oil and gas companies contributed a total of between $1.3 million and $5.6 million to the NRA, according to CAP. (The companies are Clayton Williams Energy, J.L. Germany’s Key to Clean Energy Is…This Coal Mine?

A German engineer wants to turn an old mine, half a mile underground, into a giant battery. Tim McDonnell/Climate Desk Germany is in the midst of a fierce battle against climate change and is making an aggressive push to get at least 80 percent of its power from renewable sources by 2050. But with nearly half its power still drawn from some of the world’s dirtiest coal, there are plenty of bumps in the road ahead. One of the biggest is how to store renewable energy when the wind isn’t blowing and the sun isn’t shining, a problem that has tormented clean-energy advocates around the globe. One engineer thinks he’s found the solution—half a mile underground. Most of Germany’s coal is a low-grade form called lignite, which is dug out of sprawling open-pit mines and fed into carbon-spewing power stations. Lignite is dirtier than the hard coal more commonly found in the United States in places like Wyoming and West Virginia. Germany has its own hard coal, too—Steinkohle, in local parlance—but costs for the deep-shaft mines needed to get at it run so high that the industry has historically relied heavily on federal subsidies. Those are set to expire in 2018, and when they do, they’ll take Germany’s three remaining hard-coal mines with them. One of these mines is Bergwerk Prosper Haniel, about an hour outside the bustling northwestern city of Cologne. It’s a stark contrast from the open-pit lignite mines that consume entire landscapes: The squat industrial building where I meet André Niemann, an engineering professor at the nearby Universität Duisburg-Essen, looks like any small factory and gives no hint that it sits atop one of the deepest hard-rock mines in the world. We climb into a rattletrap elevator and drop down into the mine as Niemann describes his plan to turn the tunnels beneath us into a giant experiment in clean energy. (Watch the video below for an inside tour of the mine.) “If we want to integrate renewables as a major part, we need energy storage systems,” he says. “The energy storage solution is not solved yet.” Engineers across the globe are scrambling to design batteries that could soak up extra power and feed it back at night or on windless days. And four US states are scrambling to get picked as the site of a $5 billion battery factory Tesla plans to break ground on later this year. But traditional batteries aren’t the only option. So-called “pumped storage” uses renewable energy that isn’t needed at the time it’s produced to pump water into an elevated reservoir; to get the power back later on a cloudy or windless day, the water is drained back downhill through turbines, turning the whole system into a huge hydraulic battery. This illustration shows how the system works: The basic idea isn’t new: There are a number of these systems spread across the world already, including a few in Germany and several in the United States, that together account for nearly all existing bulk energy storage capacity. But Niemann would be the first to build one out of a coal mine, using Prosper Haniel’s preexisting, 18-mile network of tunnels. With hard coal in its waning hours, Niemann says, “now we have access to this deep ground.” His plan is still on the drawing board; until its closure in 2018, Prosper Haniel will continue to pump out 4 million tons of coal per year. But working with the company that owns the mine, RAG, Niemann wants to coat the tunnels’ grimy walls in concrete and fill the place up with water—up to 35 million cubic feet of it, roughly the volume of the Empire State Building. Renewable power would pump some of the water back to the surface, and then gravity would take care of the rest, draining the water back into the mine through an energy-producing turbine. Altogether, the system would have enough storage capacity to power up to 410 typical German homes.
