Youth-led climate protests sweep across Europe

Thousands of young people in the U.K. are up in arms — not about Brexit, or the latest royal family gossip, but about climate change.

Students walked out of schools today in cities across the U.K., and other parts of Europe — the latest demonstration in what has become a global youth climate strike. This movement started six months ago when Swedish teen Greta Thunberg began leaving school every Friday to protest on the steps of her country’s parliament. Thunberg’s environmental activism is still going strong, and she has delivered powerful speeches to both the U.N. and the World Economic Forum on the urgency of climate change.

This is week 26 of her climate strike. But she’s no longer in it alone.

These kids aren’t just hooting and hollering, either. The U.K. Student Climate Network, a group that helped coordinate some of the biggest protests in London, Brighton, Oxford, and Exeter, has four very specific demands.

They want leaders in government to:

Declare a climate emergency and take “active steps to achieve climate justice”
Adjust curriculum to make the ecological crisis a priority in public education
Do more to communicate the severity of the problem to the general public
Lower the voting age to 16, so that young people can have a voice in determining their future

The young protestors were keen to apply their Gen Z wit to the climate cause, with slogans like: “I’ve seen smarter cabinets at Ikea,” “Make Earth cool again,” “Like the oceans we rise,” “Nobody minds if you miss school on a dead planet,” and the straightforward “Don’t f*ck us over.” Sometimes simplicity wins.

Don’t worry if you’re feeling left out in the U.S. The climate strike is spreading stateside as well, with a major national action planned for Friday, March 15. And some young American activists, like Alexandria Villasenor, have already been at it for weeks.

Next month’s climate march is expected to galvanize not only students from around the globe, but also major environmental groups like 350.org, Extinction Rebellion, and the Sunrise Movement.

If one teen can spark a movement this size, we’d better be keeping an eye on all these youngsters. Who’s telling what they might do next — save the world, maybe?

The Green New Deal is an opportunity for America to get right with the world

There’s an inescapable truth when it comes to climate change: Through its historical emissions and political role throughout history, the United States is responsible for this problem more than any other country on Earth.

The unveiling of a sweeping Green New Deal resolution by Representative Alexandria Ocasio-Cortez and Senator Ed Markey, along with several leading presidential candidates and dozens of other co-sponsors, is a legitimate effort to right those wrongs and repair our standing in the world on the biggest problem in human history.

The historical context for this moment should not be forgotten: After World War II, the U.S. normalized fossil fuel use on a massive scale, launching an explosive rise in carbon emissions that has continued largely unabated even after climate change was identified as a potentially existential problem decades ago. With 4 percent of the world’s population, the United States has produced 25 percent of all human-related greenhouse gases since the Industrial Revolution, twice that of China.

Beyond our direct emissions, U.S. politicians have a history of sabotaging global efforts to fight climate change, most notably American reluctance to keep its commitments to the Kyoto Protocol and the Paris Accord. Even American climate champions have fallen short: Obama presided over the failure of cap-and-trade legislation, the botched global deal in Copenhagen, and the rise of the natural gas industry. And all along, American fossil fuel companies have funded a campaign of disinformation designed to promote the status quo — regardless of who held the presidency. Current U.S. policy is “critically insufficient” to address climate change.

In 2019, after decades of delay, the world finds itself at the brink of locking in irreversible changes to the biosphere, oceans, land, ice, and atmosphere of the planet. There is no more time left to wait.

“Even the solutions that we have considered big and bold are nowhere near the scale of the actual problem that climate change presents to us, to our country, and to the world,” Ocasio-Cortez said in an interview with NPR this morning. “If we want the United States to continue to be a global leader, then that means we need to lead on the solution of this issue.”

Today’s Green New Deal resolution acknowledges America’s unique climate legacy and its outsized responsibility in its second paragraph, concluding “the United States must take a leading role in reducing emissions through economic transformation.”

That call for historic, transformative change — at an emergency pace — could see the U.S. kickstart a new era of responsible climate policy, “a new national, social, industrial, and economic mobilization on a scale not seen since World War II,” according to the resolution.

Simply put, the Green New Deal is a chance for the U.S. to make amends.

The resolution, which is non-binding, is designed to be a talking point in the upcoming presidential campaign and as a means gather support for a broad legislative push in the near term. Its 10-year plan would provide “100 percent of the power demand in the United States through clean, renewable, and zero-emission energy sources” and a “just transition for all communities and workers.” This is likely at the limits of technical feasibility, even with the hedge of “net-zero” emissions, which would allow for a slower complete phase-out of fossil fuels.

Most of the resolution isn’t so much a concrete plan to cut emissions so much as a manifesto for a restructuring of American society to thrive in the climate change era — and to serve as a model to the rest of the world. The Green New Deal would address “systemic injustices” head-on in “frontline and vulnerable communities” through a living wage job guarantee, public education, universal health care, universal housing, and “repairing historic oppression,” all the while promoting a resurgence in community-led democratic principles.

Paying for it, judging from separate statements by its supporters, would likely require massive tax hikes on the wealthiest Americans and trillions of dollars of deficit spending. Polling for earlier versions of the plan showed overwhelming support from the public, even among Republicans.

In the context of our ongoing planetary emergency and America’s long struggle to productively confront climate change, it’s impossible not to see this as an investment in the future of our country, an investment in the stability of the planet and the survival of human civilization.

“I think that this is a very special moment,” Ocasio-Cortez told NPR. “We have a responsibility to show what another America looks like.”

Jay Inslee raises the stakes for 2020 presidential candidates

Washington State Governor Jay Inslee is considering running for president and he’s got one issue on the brain: climate change. On Wednesday, the Democrat took another step toward solidifying his green credentials by signing the No Fossil Fuel Money Pledge.

Big whoop, right? Wrong.

Unlike Bernie Sanders, Elizabeth Warren, Joe Biden, and other high-profile Democrats mulling (or already in the process of launching) presidential bids, Inslee isn’t exactly a household name. But the governor is betting that Americans have developed enough of an appetite for climate action to elect a candidate who puts it front and center — even if they haven’t heard of him.

Accepting or rejecting money from fossil fuels is developing into a sorting issue among Democrats. Progressives like Alexandria Ocasio-Cortez argue politicians working on crafting environmental policies shouldn’t accept money from Big Oil, while establishment Democrats like Frank Pallone — the new chair of the powerful Energy and Commerce Committee — argue fossil fuel money is a necessary evil.

Inslee has a sturdy solid environmental record, though he isn’t immune to some pointed criticism from a few folks to his left. And while more than 1,300 American politicians have taken the pledge not to accept fossil fuel donations, Inslee is only the second governor and the third of the many prospective 2020 presidential candidates from the Democratic Party to reject any such donations that are larger than $200. Bernie, Senator Jeff Merkley from Oregon, and Governor Tim Walz from Minnesota have also taken the vow.

“This challenge calls for the scale of national effort similar to when we went to the moon, similar to when we beat fascism,” Inslee told HuffPost about what it will take to defeat climate change. “The Democratic Party has to put a candidate forward who will make it the primary commitment to get this stuff done.”

Bernie Sanders calls out Trump for ignoring the real crisis: climate change

President Trump addressed the nation from the Oval Office on Tuesday night about an issue he thinks is worth shutting down the government over: illegal immigration at the United States’ border with Mexico. The U.S., he said, is facing “a crisis of the heart and a crisis of the soul.” He called on Democrats to approve a $5.7 billion steel barrier — a move House Speaker Nancy Pelosi and Senate Minority Leader Chuck Schumer say they have no intention of making.

In response to Trump’s address, Pelosi said, “President Trump must stop holding the American people hostage, must stop manufacturing a crisis, and must reopen the government.”

She wasn’t alone in accusing the president of ginning up a fake emergency. Vermont Senator Bernie Sanders, who offered an unofficial response to Trump’s primetime address via YouTube and social media, levied the same charge.

Sanders hit back at Trump for the numerous falsehoods in the president’s speech, and for distracting the American people with politically-charged antics. He added that the U.S. is already facing an emergency of monumental proportions: It’s called climate change. The once-and-potentially-future presidential candidate referred to warming as “the biggest crisis of all.”

“The scientific community has made it very clear in telling us that climate change is real and is causing devastating harm to our country and the entire planet,” he said at the 11-minute mark in his speech. “Mr. President, we don’t need to create artificial crises. We have enough real crises.”

As the government shutdown enters its second week, the Environmental Protection Agency is set to run out of funds and join the list of agencies affected by the partial closure. The shutdown was precipitated by President Donald Trump’s insistence that he would only sign a congressional spending bill that includes funds for a wall on the southern border of the U.S.

Unlike some other agencies, like the Department of State and the Department of Justice which shuttered almost immediately, the EPA had enough funds to operate through December 28. “EPA has sufficient carryover funds to continue to operate for the remainder of this week,” Acting Administrator Andrew Wheeler said in an email on Thursday afternoon. “However, in the event an appropriation is not passed by Friday, December 28th, EPA will initiate orderly shutdown procedures.”

Approximately 750 EPA staffers will join the 420,000 essential employees working without pay. According to the agency’s shutdown contingency plan, personnel working on Superfund sites or other projects that pose an imminent threat to public health will be exempted from the shutdown. Meanwhile, more than 13,700 other employees throughout the country, who handle activities such as answering Freedom of Information Act requests, inspection of power plants, and reviews of toxic substances will be furloughed.

“Shutdowns, which waste American resources and taxpayer dollars, have grave consequences for science and research, public health, public lands, and species protections,” Ken Kimmell, the president of the Union of Concerned Scientists said in a statement last week. “Community members, especially ones near Superfund sites and other contaminated areas, won’t get their questions answered when federal offices empty out.”

The shutdown has no clear end in sight. Trump is still demanding funding for the wall and threatening to completely close down the border if he doesn’t get his way. On Thursday, after brief sessions, both the Senate and the House adjourned until Monday, making it inevitable that the shutdown will extend into the new year.

For years, air quality and climate change have been like star-crossed lovers — inextricably linked, but never quite finding their way to each other in environmental policy and dialogue. Well in 2018, the two finally got hot and heavy thanks to several landmark reports and climate calamities literally taking our breath away. People seem to see that it makes sense to tackle air pollution and greenhouse gas emissions together.

Especially on the local level, failing to take air quality into consideration has left some glaring holes in our climate action strategies. Take, for instance, California’s cap-and-trade system, a climate solution touted by some environmentalists. Although California managed to reduce its carbon emissions overall for the state, its carbon trading market ended up concentrating contaminants in the “fenceline” neighborhoods that were already facing the most pollution.

From a public health perspective, according to Lara Cushing, the lead author of a study on the environmental equity of carbon trading, getting the most good out of emissions reductions “means prioritizing emissions reductions from sources that also release a lot of health-damaging pollutants.”

The effect climate change has had on air quality hasn’t headlined much in the past. But that changed after this year’s blazing wildfires sent California’s greenhouse gas gains up in smoke. On top of that, record-breaking heat waves have sped up the production of ozone pollution — a trend that will likely continue thanks to global warming predictions. The behemoth 4th National Climate Assessment dedicated 27 of its more than 1,500 pages to air quality.

“Early on when we were talking about climate, the old iconic polar bear disappearing became sort of the focus,” says Janice Nolan, assistant vice president of national policy at the American Lung Association. What’s changing now, she says, is that “people are seeing that this is a human health impact.”

Even the World Health Organization got in on the air quality action in 2018, releasing a child environmental health report this October with an entire section dedicated to the benefits of cleaner air for health and the climate. “Actions to reduce air pollution will benefit child health, not only by avoiding direct effects but also by reducing emissions of certain greenhouse gases and thus mitigating climate change and its effects on health,” it read.

And last but certainly not least on the big, scary study list, the U.N.’s special climate report released this year spelled out the case for finding solutions that target both climate change and air pollution: “Focusing on pathways and policies which both improve air quality and reduce impacts of climate change can provide multiple co-benefits.”

These reports sound like a lot of sad news, but the great thing about this newfound attention to the pairing between climate action and clean air policies is that it’s super efficient, since carbon and the crap that makes it harder to breathe are often released at the same time.

The two solutions actually make each other better when they’re together. Awwww.

What does the Violence Against Women Act have to do with climate change?

As the world heats up, it’s also becoming more violent. There’s been a lot of research linking climate change to war, violent crime, and even road rage. But you may not have heard that climate disasters like hurricanes Harvey and Michael were accompanied by a surge in intimate partner violence, or IPV. (The term is favored over “domestic violence” for encompassing different relationships and genders.)

Hurricanes often lead to displacement and isolation, which makes people more vulnerable to IPV. And climate change in general disproportionately impacts those who are already more likely to experience IPV: low-income women, women of color, and women experiencing homelessness.

To compound the problem, resources to address IPV are limited after climate disasters, when more people tend to need them. In the year following Hurricane Harvey, the number of women who sought help at a Houston-based crisis center doubled, as Yessenia Funes writes in Earther. Shelters are sometimes forced to close their doors in the wake of disasters. After Hurricane Florence, a domestic violence shelter in Wilmington with 19 beds was left in shambles.

The closely connected issues of climate change and IPV — both of which the federal government has a long history of ignoring — will only grow more pressing as time goes on. “This growing impact of climate change will continue to put more women at risk for experiencing violence,” says Jennifer First, program manager at the Disaster and Community Crisis Center at the University of Missouri. “We need effective mechanisms to be developed and evaluated to address this problem.”

Yet rather than developing more policies and services, Congress may be about to do the opposite. On Friday, the Violence Against Women Act, the most robust federal attempt to address intimate partner violence, is set to expire unless Congress renews it. Since its passage in 1994, the act has funded critical services for survivors, including legal assistance, rape crisis centers, domestic violence centers, and transitional housing. It has also helped survivors of IPV get green cards. These services are all crucial in the wake of climate disasters.

That said, the act has some notable flaws. While amendments have broadened the scope of who is protected under the act (including LGBTQ couples and undocumented immigrants), some advocates say it’s still not comprehensive enough in addressing the staggering rates of sexual violence against Native American women. A new reauthorization of the act, introduced by Texas Representative Sheila Jackson Lee, a Democrat, would fill in some of these gaps, but would still fail to protect Native American tribes in Alaska and Maine.

Additionally, 85 percent of VAWA’s funding goes toward the criminal legal system. This reliance on criminalization can perpetuate abuse, as Leigh Goodmark, law professor at the University of Maryland, argues in the Conversation. Research shows that mandatory arrest laws, for instance, make abusers more likely to murder their partners.

IPV needs to be thought of as a broader structural issue rather than just a criminal justice issue, explains Samantha Majic, an associate professor of political science at John Jay College who researches and writes on sex work and gender. “Women are not subject to intimate partner violence just because men are bad, but also because they don’t have economic options that make it easier to leave the situation,” she says.

Despite its shortcomings, the act brings up an important conversation: how to equitably address the national epidemic of IPV in tangent with that other issue the government repeatedly fails to act on — climate change.

Jennifer First of the University of Missouri has developed a framework for social organizations and all layers of government to incorporate domestic violence in disaster recovery and preparedness efforts. One of the ideas behind the framework is cross-training. “Many emergency management first responders may not know what to do in a domestic violence situation,” she explains. And in turn, she says, “many domestic violence shelters may not think about environmental disasters.”

The framework is currently being implemented by the Missouri Coalition Against Domestic Violence. First hopes this model will eventually spread around the country.

As VAWA sits in congressional purgatory, it’s becoming apparent that addressing IPV means more than renewing the act. It also means dealing with climate change and preparing for disasters with the most vulnerable people in mind.

Here’s what everyone gets wrong about the climate report

When reporters combed through the recently released National Climate Assessment, searching for news, they flagged the potential damage to the U.S. economy. Climate change could “knock as much as 10 percent off the size of the American economy by century’s end,” said a headline in the New York Times, and other outlets picked up the claim. When a reporter asked President Donald Trump about climate change devastating the economy, he responded, “I don’t believe it.”

The thing is, Trump’s statement is worth a second look. (Crazy, I know). That 10 percent projection comes from an outlier data point on a graph in the report. It’s what happens if we fail to reduce emissions at all, everything else also goes wrong, and temperatures rise 15 degrees Fahrenheit. It’s the worst-case scenario. A more reasonable person might be excused for saying he doesn’t believe the worst-case scenario will come to pass.

That said, even if you don’t focus on the 10 percent blow to gross domestic product — the rightmost point below — the rest of the graph suggests that climate change will almost certainly make the country poorer by 2100, especially if we fail to reduce emissions.

And it could be worse. Marshall Burke, a Stanford scientist, has published estimates where climate change shrinks the U.S. by more than 20 percent by 2100. Unmitigated climate change could squeeze the economy down between 1 and 20 percent by 2100, compared to what it would have been without warming. It’s all within the realm of possibility.

Why the huge range in these projections? Because there are huge unknowns, said Burke. “If you are looking at the historical record about how temperature affects agricultural production, for instance, there’s noise in the data, there’s sampling error, there’s a lot of uncertainty. And then there’s also a lot of uncertainty in how much warming we are going to see.”

These projections also mask the likely pain of economic contraction by lumping it all together into one number, said Gary Yohe, an economist at Wesleyan who reviewed the report for the National Academy of Science. In fact, people living in the Southeast are likely to get poorer while people in the North may actually benefit.

The point is to avoid fixating on any particular number, like 10 percent, Yohe said. “I’m afraid that the report will be dismissed, not because it’s 2 percent, or 10 percent but because 2100 seems really far away. Who cares? How do we refocus back to something people will understand? People are looking out their windows and seeing climate change. People look at their TVs and see California burning. These aren’t projections or estimates, they are observable facts.”

So what should we focus on? Let’s look at what the report actually says: Unless we really get our act together “climate change is projected to impose substantial damages to the U.S. economy, human, health, and the environment.”

And you don’t need to wait for the projections to come true. The report, and Grist, have documented dozens of ways in which climate change is already causing financial distress, right now. In the Southeast residents in 60 percent of cities are already paying for more air conditioning as heat waves increase, and “high tide flooding already poses daily risks to businesses, neighborhoods, infrastructure, transportation, and ecosystems in the region.” In the West, a 2006 heat wave caused some “600 deaths, 16,000 emergency room visits, 1,100 hospitalizations in California, and economic costs of $5.4 billion.” In Oklahoma and Texas, flooding “caused an estimated $2.6 billion in damage in 2015.” Last year, climate-related disasters cost the United States over $300 billion. The report predicts the bill will keep rising.

We can argue about whether climate change will someday “devastate the economy,” but there’s no arguing with the fact that we are already spending heaps of money on crap that we might have avoided.

Science returns to the House

The Democratic control of the House means science will get higher billing in the House Committee on Science, Space, and Technology, which, despite its name, has been run by Republican science deniers since 2011.

Former Texas Rep. Ralph Hall was chair for two years before Lamar Smith (R-Texas) took over in 2013. Hall was like a warm-up for Smith’s reign, telling the National Journal in 2011,“I don’t think we can control what God controls” when it comes to climate and accusing scientists of manipulating their evidence. Smith took his chairmanship to new lengths, using subpoena power against scientists in an attempt to uncover a smoking gun in what he referred to as the “extreme climate agenda.”

The committee would have been in for major changes next year no matter what party controlled the House, because the 70-year-old Smith announced his plans to retire earlier this year.

There will be radical changes coming, according to Eddie Bernice Johnson, a Texas Democrat who is a ranking member of the committee and likely to become the next chair. A former chief psychiatric nurse, she would be the first House science committee chair with a STEM background since the 1990s, according to Washington Post reporter Sarah Kaplan.

Johnson has already laid out her priorities for the future of the committee should she become chair. They include “defending the scientific enterprise from political and ideological attacks, and challenging misguided or harmful Administration actions.” Another priority will be to acknowledge climate change is real “and working to understand the ways we can mitigate it.” And, lastly, she called to “Restore the credibility of the Science Committee as a place where science is respected and recognized as a crucial input to good policymaking.” Democrats would have the power to investigate the Environmental Protection Agency’s changes to its scientific advisory boards and its use of science in regulatory policy, for starters.

That agenda will be a sharp break from Smith’s priorities. Smith regularly called hearings to investigate a debunked “pause” in global warming, a myth manufactured by skeptics, and laid the rubric for the EPA’s radical science overhaul that would have effectively stripped scientific reports from being considered in rulemaking.

I wrote a year ago about how Smith and his committee had become a polarizing force in the scientific world:

A change in House rules gave Smith new subpoena powers in 2015, unusual for the House science committee, and he has since issued 24 subpoenas, more than any other chair in the House during that time, with some going beyond the committee’s traditional jurisdiction over federal science research. Smith has convened a number of hearings to attack climate scientists, the National Oceanic and Atmospheric Administration (NOAA), the Paris climate deal, and the American Association for the Advancement of Science. He helped to popularize the myth that global warming had paused, holding a hearing during which he demanded NOAA documents and redactions on its study refuting the idea.

Eighteen candidates with STEM backgrounds also won seats Tuesday, some of whom will bolster the House’s new ranks of science advocates.
