Today’s Republican Dilemma: Who Do They Hate More, Barack Obama or Vladimir Putin?

Here’s the latest from our pal in Russia:

President Vladimir V. Putin on Monday approved the delivery of a sophisticated air defense missile system to Iran, potentially complicating negotiations on Tehran’s nuclear program and further straining ties with Washington.

The sale could also undermine the Obama administration’s efforts to sell Congress and foreign allies on the nuclear deal, which Iran and the United States are still struggling to complete. It might also reduce the United States’ leverage in the talks by making it much harder for the United States or Israel to mount airstrikes against Iran’s nuclear infrastructure if the country ignored such an agreement.

Well, there you have it: Putin is eager to undermine any possibility of a US nuclear deal with Iran. This gives Republicans a choice: they can side with Putin or they can side with Barack Obama.

Decisions, decisions. I wonder what they’ll choose?

Why Do Progressive States Have Regressive Tax Codes?

A lot of people think the federal tax code should be more progressive, but it looks downright socialist compared to the typical state tax code. A chart released last week by Citizens for Tax Justice puts it in context, showing how the wealthy typically pay lower state tax rates:

This problem isn’t limited to conservative states: According to a recent report by the Institute on Taxation and Economic Policy (ITEP), every state places a higher effective tax rate on the poor than it does on the rich. In fact, several of the nation’s most politically progressive states count among the worst when it comes to shoveling the tax burden onto low-income people and the middle class.

The nation’s most regressive tax code belongs to Washington, a state that was ranked by The Hill last year as the bluest in the country based on its voting patterns and Democratic dominance. The poorest 20 percent of Washingtonians pay an effective state tax rate of 16.8 percent, while the wealthiest 1 percent effectively pay just 2.4 percent of their income in taxes.

There’s a clear explanation for that: Washington has no income tax and thus heavily relies on a sales tax that disproportionately affects the poor. What’s harder to grasp is why Washington’s liberals put up with it.

Structural conditions help explain why regressive taxes endure in Washington and many other states. Some states require supermajorities to raise taxes or have constitutions that mandate a flat tax. In Washington’s case, voters approved a personal income tax in 1932 by a two to one margin but were overruled the following year by the state Supreme Court, which decided that a constitutionally mandated 1 percent cap on property taxes also applied to income. An income tax bill passed by the state legislature a few years later was likewise struck down.

But the courts, weirdly, are no longer the biggest obstacle to a fairer tax code in Washington; over the years, they’ve gradually overturned most of the legal precedents that had been used to invalidate an income tax, and most experts believe such a tax would become law today if passed. The bigger problem is voters. In 2010, Washingtonians rejected by a whopping 30-point margin a proposal to establish an income tax that would only have applied to people earning more than $200,000 a year.

How do you square this with California, where, just two years later, a similar tax hike on the wealthy easily sailed through? Or with Oregon, Washington’s political cousin, which has long had a progressive income tax?

I asked John Burbank, the executive director of the Seattle-based Economic Opportunity Institute and an architect of Washington’s failed 2010 income tax measure, why he thought the measure had failed to pass. At first, he cited the off-year election and opposition scare tactics. But when pressed, he offered a third explanation that I think makes more sense: “There is almost like a cultural prohibition that exists.”

In other words people, liberal or conservative, who live in states with low or no income taxes get used to paying little. They may differ on protecting the environment, legalizing weed, or raising the minimum wage, but when you start to mess with the system on which they’ve built their personal finances, they get scared and balk. This is why changing the tax code is so hard, even in states where people may in their hearts believe it’s the right thing to do.

Yes, Education Matters. But It’s Not the Answer to Growing Income Inequality.

David Brooks has a bit of an odd column today:

For many years, Democratic efforts to reduce inequality and lift middle-class wages were based on the theory that the key is to improve the skills of workers. Expand early education. Make college cheaper. Invest in worker training. Above all, increase the productivity of workers so they can compete.

But a growing number of populist progressives have been arguing that inequality is not mainly about education levels. They argue that trying to lift wages by improving skills is an “evasion.” It’s “whistling past the graveyard.”

….Focusing on human capital is not whistling past the graveyard. Worker productivity is the main arena. No redistributionist measure will have the same long-term effect as good early-childhood education and better community colleges, or increasing the share of men capable of joining the labor force.

I don’t quite get who Brooks is arguing against here. Larry Summers is the obvious target, but Summers has been clear that he thinks education is important, both individually and for the economy as a whole. He just doesn’t think that improved education is likely to have much impact on growing income inequality, which is driven by other factors.

But Brooks never even pretends to address this. I don’t think there are any prominent Democrats arguing that education isn’t important. Pretty much all of them are on board with good early-childhood education and better community colleges, among other things. That will help individuals and make the American economy stronger.

But will it rein in growing income inequality? As long as inequality is driven primarily by the gains of the top 1 percent—which it is—then it won’t. To address that particular problem, we have to look elsewhere.

Friday Cat Blogging – 6 March 2015

Today’s catblogging is special. As usual, the lighting in our living room is pretty bad, but nonetheless, this is your first glimpse of the commenter known as Inkblot’s Aunt—aka my sister Karen. She’s been wonderful about helping us out as Marian and I both recover from our various medical problems, and on Wednesday she came over and stayed with me all evening when I was feeling especially bad. You can see her reward in the photo: Hilbert finally decided she was part of the family and plonked down in her arms for a nice hour-long snooze.

By the way, when I head off to stage 2 of my chemotherapy, Karen will be catsitting for several weeks. This means she’ll be responsible for using her iPad to capture catblogging photos each week. Depending on how I feel during stage 2, I’ll post them as I get them. In any case, be nice to her in comments. Sometime in the next month or two, catblogging will depend on her.

Health Note

I suppose the lack of content makes it obvious, but today has been a very bad day. I haven’t been able to sleep more than a few hours for the past few days, despite plenty of sleep meds. I’m completely exhausted, and not just because of the lack of sleep. That’s just making things worse. I can walk about 50 feet before I need to rest. My big accomplishment of the day was to turn on the TV around noon.

I assume this is all just part of the chemo withdrawal symptoms, but I don’t really know. Tomorrow I have an appointment with an oncology nurse, so perhaps I’ll learn more then.

If there’s a silver lining to this, I suppose it’s the possibility that this is the bottom of the post-chemo symptoms, and now I’ll start getting better. We’ll see.

Tea Party Loses Big in Today’s Vote on Clean DHS Funding Bill

It looks like the conventional wisdom was correct:

The House will vote as soon as Tuesday afternoon on a bill to fund the Department of Homeland Security for the rest of the fiscal year. The measure will not target President Obama’s executive actions on immigration, giving Democrats what they have long demanded and potentially enraging conservatives bent on fighting the president on immigration.

…The decision marks a big win for Democrats, who have long demanded that Congress pass a “clean” bill to fund DHS free of any immigration riders. For weeks, Boehner and his top deputies have refused to take up such a bill, as conservatives have demanded using the DHS debate to take on Obama’s directives, which include action to prevent the deportations of millions of undocumented immigrants.

I thought the most likely course was a brief DHS shutdown (a week or two) just to save face, followed by a pretty clean funding bill. But I was too pessimistic. Apparently the House leadership wasn’t willing to take the PR hit that would inevitably involve.

I wonder if Republicans could have gotten a better deal if the tea party faction had been less bullheaded? Last week’s debacle, where they torpedoed even a three-week funding extension, surely demonstrated to Boehner that he had no choice but to ignore the tea partiers entirely. They simply were never going to support anything except a full repeal of Obama’s immigration actions, and that was never a remotely realistic option. The subsequent one-week extension passed only thanks to Democratic votes, and that made it clear that working with Democrats was Boehner’s only real choice. And that in turn meant a clean funding bill.

But what if the tea partiers had signaled some willingness to compromise? Could they have passed a bill that repealed some small part of Obama’s program—and that could have passed the Senate? Maybe. Instead they got nothing. I guess maybe they’d rather stick to their guns than accomplish something small but useful. That sends a signal to their base, but unfortunately for them, it also sends a signal to Boehner. And increasingly, that signal is that he has no choice but to stop paying attention to their demands. There’s nothing in it for Boehner, is there?

Forget Bribery and Blackmail, Job Offers Are the Real Corruption in Politics

This will obviously not come as a shock to anyone, but Suzanne Dovi, a public policy professor at the University of Arizona, puts together a few interesting factlets about government corruption in an op-ed today:

Political scientist Adolfo Santos has found that public officials who have plans to become lobbyists act differently while in office from their colleagues who don’t. Interestingly, they are more successful at passing the bills they introduce than officials who don’t go on to be lobbyists. Does this behavior reflect their desire to please their potential future employer or something else? We can’t tell. What we do know is that public officials who are no longer thinking about reelection are freed from the sanctioning power of constituents.

….One report found that congressional members, on average, get a 1,452% raise when they become lobbyists….Interestingly, according to one study, former staff members can generate more revenue (and earn higher salaries) than former members of Congress.

Dovi recommends that we increase the mandatory waiting period before government officials and staffers can become lobbyists. Instead of being required to wait two years after they leave their jobs, she suggests six. “A six-year wait would significantly weaken their connections and diminish their earning power as lobbyists. And that would reduce the temptation to treat public service as a trial job period, acting on behalf of a future boss rather than the constituents.”

This, of course, is why it will never happen. But it’s probably not a bad idea.

Republicans and Democrats Are Both in Favor of Approval to Fight ISIS

So what does the public think of President Obama’s request for an authorization to use military force against ISIS? According to a new NBC/Marist poll, they’re basically in favor:

Greg Sargent has a partisan breakdown, and approval of the AUMF is surprisingly bipartisan: 60 percent of Democrats approve and 52 percent of Republicans approve. So I imagine this is going to pass before long, probably without too many major changes.

The poll has some other responses that are a bit odd. Only 45 percent of the respondents have much confidence in President Obama’s strategy, but 66 percent think we’re going to be able to defeat ISIS anyway. Is this a triumph of partisanship over actual belief, or the other way around? Or just the usual incoherence you get in practically every poll about everything?

In any case, it will be interesting to see what line Fox News and the rest of the right-wing punditocracy take on this, and whether this affects future poll results. I wouldn’t be surprised if there’s a much bigger partisan split on this question a couple of weeks from now.

Russia, Ukraine Reach Cease-Fire Deal—For a Few Days, Anyway

After a marathon session, we now have another cease-fire in the Russian war against Ukraine:

The cease-fire is scheduled to begin at midnight on Saturday, but the 13-point compact appeared fragile, with crucial issues like the truce line left unresolved. Over all, there seemed to be no guarantee that the problems that marred the cease-fire agreement reached here in September had been ironed out.

The very fact that it took more than 16 hours of intensive negotiations to reach an agreement, and that the leaders announced the accord in three separate news conferences, seemed to highlight a certain lack of unity.

….“Despite all the difficulties of the negotiating process, we managed to agree on the main things,” Mr. Putin said. Those issues included the withdrawal of heavy weaponry, a promise for constitutional change, and “special status” for the breakaway regions of Donetsk and Luhansk, he said….The deal calls for heavy artillery to be withdrawn at least about 15 miles from each side, and the biggest missiles even farther. The withdrawal is scheduled to start two days after the cease-fire and to be completed within two weeks.

Needless to say, this doesn’t sound all that promising, especially that business about “special status” for Donetsk and Luhansk. However, the talks produced at least one concrete accomplishment:

The White House has said it will await the outcome of the cease-fire bid before making a decision on whether to send arms to Ukraine’s military — a move strongly opposed by Moscow.

Ukraine also got something out of the deal: the IMF announced a $17.5 billion loan to Ukraine, which will keep them from going bankrupt. The Guardian notes that the talks nearly broke down before Thursday’s announcement:

The negotiations appeared extremely tense and highly combustible with simmering hostility between Putin on the one hand and Merkel and Poroshenko on the other. At various points during the night, the talks looked close to collapse, with Poroshenko leaving the negotiating table and talking of being confronted with “unacceptable conditions”.

Overall, it looks to me like Russia got more out of this deal than either Ukraine or Europe. A lot depends on whether Russia really withdraws its heavy artillery and keeps it withdrawn. Like everyone else, I have my doubts. This seems more like a chance for Russia to regroup and set conditions on the ground than it does a real agreement. We’ll see.
