11 takeaways from the Washington Post’s climate ideas op-ed

In 1956, journalist Waldemar Kaempffert published an article in the New York Times warning of future environmental catastrophe — including global temperature rise — if humanity failed to curb CO2 emissions. “Such a comparatively small fluctuation seems of no importance,” he wrote. “Nevertheless, it can bring about striking changes in the climate.”

Kaempffert’s climate assertions, unfortunately, did not set a precedent for the decades of environmental coverage to come. For many years, many top media companies have neglected to cover climate change — and when they do pay attention, it’s usually only because President Trump did or said something about it.

But anecdotally, it seems like climate change coverage might be picking up steam. This past weekend, NBC’s Meet the Press devoted a full hour to climate change — a first for a weekend news program.

Then on Wednesday, the Washington Post Opinions Staff went full-out Waldemar Kaempffert and presented 11 ideas for drastically cutting greenhouse gas emissions, each one written by climate policy leaders and experts.

  1. Pass local emission goals. Look, we all know the federal government isn’t moving on this anytime soon. The Trump administration has been systematically dismantling Obama-era Clean Air regulations and continues its love affair with coal power. So we need all levels of government and businesses to green up and curb global warming.
  2. Reduce the use of air conditioners, which contain hydrofluorocarbons, a more potent greenhouse gas than even CO2. “Globally, a phasedown of HFC refrigerants could avoid up to 0.5 degree Celsius of warming by 2100,” wrote Durwood Zaelke, president of the Institute for Governance & Sustainable Development.
  3. Make electric vehicles easier to use and more affordable. Electric vehicles need not only be the way of the Silicon Valley. Federal tax credits, expanded infrastructure (i.e. charging stations), and incentive measures could make EVs the car of the future.
  4. Keep existing nuclear plants running… for now. Nuclear power is controversial but the Post article posits they’re necessary until more low-carbon solutions are available (lest they be replaced by natural gas).
  5. Design cities to encourage people to walk, not drive. How do you encourage more cyclists and pedestrians? For starters, well-lit intersections, covered bus stops with clear signage, and protected bike lanes. If you need more inspiration, check out this video from about how Grist’s very own Even Andrews (aka Umbra) gave up her vehicle.
  6. Curb food waste by avoiding unnecessary production. In an actual embarrassment of riches, the world lets a third of its food supply go to waste. Composting, and food recycling help place limitations what edible items end up in the landfill heap, but the best strategy is to avoid unnecessary food production in the first place.
  7. Incentivize carbon farming. That’s right – farming doesn’t need to lead to plumes of CO2 and pesticide runoff. With the right techniques (and legislation!), farming can give back to the earth, sequestering carbon in the soil instead of releasing it into the atmosphere.
  8. Secure a moratorium on new factory farms. Factory dairy and meat farms lead to a lot of earth-warming methane (and they don’t even need to report emissions). The article recommends rural communities transition to more resilient, carbon-effective agriculture models by halting new construction (and subsidization) of these massive productions, and focus on reducing overproduction at existing facilities.
  9. Adopt a carbon tax. Former Florida representative (and a 2017 Grist 50 Fixer) Carlos Curbelo writes that carbon taxes are “the best way to inspire such a wide-ranging, meaningful change, at the pace that we need it.” Curbelo proposes using carbon tax revenue to “robustly fund our nation’s infrastructure, help coastal communities adapt to the immediate effects of climate change and give low-income Americans and displaced workers assistance in the transition.”
  10. Stir up competition between electricity companies to get them to retire inefficient plants. In theory, companies will switch to cleaner fuels when they become cheaper.
  11. Pass a Green New Deal (aka the ‘Medicare for all’ of climate change) to get our economy to run on renewable energy. The idea, offered by 2018 Grist 50 member Varshini Prakash, is to create jobs while simultaneously prioritizing the communities most impacted by climate change.

“Radical change from one state, or even the whole United States, won’t address climate change on its own,” writes the Washington Post Opinion section staff, “but taking these actions could help start the planet down a path toward a better future.”

Hear ye, hear ye, the Washington state carbon tax is dead. (Again.)

On the first of March, in the year of our Lord two thousand and eighteen, the Evergreen State’s proposed carbon tax passed from this earth. Its untimely end came, as the end comes to most bills, in Legislature.

The tax plan drew its last breaths on the floor of the Washington Senate, only a few votes shy of passing through to the House. Both chambers of Washington’s state legislature are controlled by Democrats, so the fate of this bill is a testament to how hard it is to agree on a price on carbon, even among lawmakers amenable to environmental policies. (This, by the way, isn’t the first time Washington state has tried to pass an ambitious carbon tax — a $25-per-ton tax perished in 2015.)

Our dearly departed bill had a bright future ahead of it, say supporters who would have liked to see Washington become the first state in the nation to impose a tax on pollution. Instead, the young proposal was cut down before its time, leaving uncertain the fate of similar bills currently waiting in a number of other states across the country.

The tax is survived by its creators, Washington Governor Jay Inslee and the bill’s primary sponsor, Seattle Democrat Senator Reuven Carlyle. The bereaved have vowed to continue to fight for all the tax stood for.

Inslee originally proposed a $20 per ton price on carbon emissions in early January, which would have raised $3.3 billion dollars in four years. The youthful optimism of that initial tax was later tempered with the pragmatism of age, to become the bill known to friends and family as Senate Bill 6203 — levying a $12 tax per ton price on the sale or use of fossil fuels, to increase at a rate of $1.80 annually until it reached a cap of $30 per ton.

The money raised by the tax — an estimated $766 million in its first two years — would have helped the state fund things like natural disaster relief and clean energy, and not been returned to consumers in the form of a check or a tax credit as some of this bill’s predecessors would have had it.

Now the Alliance for Jobs and Clean Energy — a coalition of health advocates, business leaders, and environmental groups — will propose its a “fee on pollution”* in the coming weeks, believing people overwhelmingly support a tax that funds the clean energy economy. “From the air we breathe to worsening fires and floods, we know pollution and climate change affect us every day,” says a statement from the alliance. “Dirty energy has hurt our health and our climate for years, and it’s time to start cleaning up the mess.”

So pour one out for SB 6203, gone but NEVER forgotten. We barely knew ye, SB, but we hope you’re in a greater, greener world, one where you can roam free with all the other carbon taxes of our better nature.

*This post has been updated. It previously referred to the new Alliance for Jobs and Clean Energy proposal as a “carbon tax” and included a quote from the coalition’s spokesman unrelated to its current initiative.

California is gearing up to pass a cap-and-trade law. Again.

In a meeting reportedly scheduled for Tuesday, President Donald Trump’s team will debate whether to abandon the historic climate pact.

It might seem surprising that this is even up for debate. During the presidential campaign, Trump repeatedly pledged to “cancel” the agreement, which many consider necessary to keep the planet from overheating. But before making a move, it appears he’ll let his advisers fight it out.

Two members of Trump’s inner circle, Jared Kushner and Secretary of State Rex Tillerson, want the administration to stick with the agreement. Reports say the meeting will pit those two against Steve Bannon, the climate-denying former chief of Breitbart News, and Scott Pruitt, the EPA administrator, who want out. Reports say Kushner and Tillerson argue that remaining in the Paris accord gives the administration diplomatic leverage in other matters.

If the opening skit on Saturday Night Live is any sign, the outlook for Kushner’s faction is good.

Of course, President Trump’s moves to trash the environment since taking office suggest that, whatever happens, the administration has no plans to meet the the carbon-cutting pledge the U.S. made under the Paris Agreement.

UPDATE, 18 Apr 2017: The meeting has been postponed. No word yet on rescheduling, but the White House is expected to announce its decision on whether to stay in the agreement in late May.

The most dramatic climate fight of the election is in Washington state

Voters in a progressive Pacific Northwestern state could approve the nation’s first carbon tax next week, providing a much-sought victory to proponents of legislative climate action — and possibly a model for the rest of the country.

And yet the ballot measure is at equal risk of failing spectacularly. Not because of the usual oil and coal industry foes, or even because it includes the dreaded t-word. No, the biggest obstacle in its way: other environmentalists.

An unlikely array of local and national organizations have come out against — or declined to support — Washington state’s carbon tax initiative, which will appear on the ballot as I-732. Their concerns: That a revenue-neutral carbon tax wouldn’t raise money for investing in clean energy and communities, and that people of color didn’t get a fair say in crafting the policy.

Although the split became public last year, it’s only been in the last few months that a barrage of organizations have proclaimed their opposition. Washington Conservation Voters called the measure “flawed,” while Sierra Club Washington noted its members have “deep concerns.”

Infighting is not uncommon in the environmental movement, which actually represents a fairly large and loose coalition of diverse local, state, and national interests. But the carbon tax battle in Washington state appears to stem from a recent and fundamental shift: Following the lead of more community-minded activists, the nation’s most powerful environmental groups are attempting to change their emphasis from a largely white perspective to one that is more diverse and equitable. And that means a new approach to issues like climate legislation.

Many of those groups have come to the realization in recent years that they can’t fight climate change without including a broader range of people in their solutions. Attempts to remake policy so it is equitable and impactful has resulted in two main visions for how to approach climate action.

The tension between a narrowly focused environmental campaign and a newer approach that involves more consensus around a broader progressive agenda has been simmering for a long time. With I-732, it’s broken out into the open.


False starts have plagued the climate movement for years. The failed 2009 Waxman-Markey bill, which would have capped carbon emissions and created a national market for trading credits (hence the name “cap and trade”), sent the movement into existential soul-searching.

Since then, Congress has only become more hostile to climate action, meaning any successes have largely come at the state level or inside the White House. As Republicans at the national level have been less and less involved in a serious fight against climate change, the solutions have evolved without them.

Progressive states including California, New York, and yes, Washington have recently made significant strides on climate policy. Part of the movement’s post-Waxman-Markey strategy was to broaden the base of support for climate policy beyond a very white core — not by appealing to increasingly intransigent conservatives, but by listening to the people representing low-income communities and communities of color, which are disproportionately impacted by pollution and climate change.

“It isn’t just about reducing emissions,” said Green for All’s Vien Truong, who works on climate justice policy initiatives in California and other states. “It is that, but we have to move forward.” This includes bringing people to the movement who “feel the pinch of climate change” most.

Gregg Small of the Washington-based Climate Solutions noted that the cap-and-trade bill’s failure was a teaching moment. “We have to find a different climate movement going forward,” he said. “The climate community can’t do it on their own.”


Despite the recognition by many environmentalists that a new, more inclusive approach was needed, it was a divided effort that helped set the stage for the current battle in Washington state.

Two years ago, a new-school coalition of social justice and environmental groups that became the Alliance for Jobs and Clean Energy began working on a climate action proposal, gathering extensive input from community organizations.

But a smaller, grassroots-based climate group, known as Carbon Washington, got its carbon tax proposal on the ballot first. I-732 would phase in next year, tax carbon emissions at $25 per metric ton in 2018, and gradually ramp up over 40 years to $100.

What’s troubling some opponents is where that money would go: cutting the state’s sales tax by 1 percent, cutting taxes for manufacturers, and providing tax rebates to more than 400,000 low-income households. That’s allowed I-732 proponents to try to appeal to conservatives by calling it revenue neutral, but it doesn’t sit well with the Alliance-affiliated enviros.

Their four-page alternative proposal is murky on the details, though: It calls for a carbon “fee” that would redirect the revenue collected toward clean energy efforts, water quality improvement, and helping disadvantaged communities. It doesn’t cut taxes, and unlike 732, it establishes an absolute, though unknown cap on carbon emitted. The actual tax on polluters starts at $15 per metric ton, but is unclear on how it would ramp up over time. It promises some “compliance flexibility” for polluters, yet doesn’t say what that entails.

Small, a chair of the Alliance, said his group was ready to put its proposal on the 2016 ballot, but pulled its plans when 732 gained the signatures needed. Two competing ballot measures would likely have meant success for neither.

Carbon Washington met with the Alliance to figure out a compromise, but moved ahead without the full blessing of the organizations that had fought hard to bridge justice and environmental concerns. In return, there are now a slew of environmental and social justice groups slamming I-732 for not doing enough to fight climate change, not managing to be revenue-neutral, and failing on equity.

The founder of Carbon Washington, Yoram Bauman, defends his group’s approach. “I think that underneath, there’s a philosophic difference in how to provide benefits to low-income communities and communities of color,” he said. “Their approach was to fund community-directed investment. They wanted a pot of money that could be controlled by local communities to reduce emissions, create jobs, and lower pollution in communities of color. Our approach was we wanted to put money back [into the pockets of low-income] households.”

Bauman says that if his group’s measure passes, small tweaks and improvements could be made by the state legislature. But opponents say that a flawed model is not a good place to start from.

“Perfect shouldn’t be the goal,” Bauman argues. “I think folks who care about climate change need to support action on climate change. We don’t have many opportunities to take a swing at the ball, and there are serious questions about how many more years we want to wait.”


I-732 does have its share of supporters. Actor and activist Leonardo DiCaprio, 28 environmental and energy-focused groups (including the Audubon Society’s state chapter), and dozens of Republican and Democratic lawmakers and economists have endorsed it. All this has lead to one very fractured environmental community.

The Seattle-based sustainability think tank Sightline Institute is neutral on 732, but still manages a good summary of the pro-side’s position in a lengthy analysis weighing the pros and cons: “Initiative 732 does exactly what the scientists and economists prescribe: it sets a science-based, steadily rising price on pollution,” Sightline writes. “The citizens’ initiative covers most of the state’s climate pollution, makes the tax code more progressive, and is administratively elegant.” Based on a Washington Office of Financial Management projection, the 732 carbon tax would raise $2 billion in fiscal year 2019 (4 percent of the state’s annual budget), which would go back to taxpayers in various forms.

Critics, however, remain convinced that 732 it doesn’t do enough to fight climate change, nor does it address justice concerns. They also felt shut out of the process.

“We’ve got to get it done right the first time,” said Small, who was careful to make it clear that Climate Solutions is not opposed to I-732. “Effective carbon pricing needs to really do three things: It needs to put a meaningful price on carbon to drive down pollution; it needs to invest the money generated in clean energy solutions; and it should invest in those affected by climate change.”

A coalition of environmental justice organizations penned an open letter to the Sightline Institute, saying they took issue with the group’s analysis, arguing that it serves to “denigrate our perspective and profess to speak for the interests of our communities without our consultation or knowledge.”

“People who can actually begin to be part of the solution were hoping to be part of this clean energy future,” Green for All’s Truong said. “And this carbon tax essentially shut that effort down.”

Perhaps the most unexpected argument is that the tax won’t do the intended job of cutting emissions. Food and Water Watch issued a report claiming that the model for 732, a British Columbia carbon tax, “fails to demonstrate that it has reduced carbon emissions, fossil fuel consumption, or vehicle travel, as it purported to do.”

Technically, it would be possible to alter 732 in the legislature down the line if voters approve it in November, but it’s politically unfeasible. Some environmentalists would prefer to work with what they have if it passes, but in a few cases, the critics would rather see no tax at all. Seattle public radio station KUOW asked Alliance member and OneAmerica activist Ellicott Dandy if she would regret her position against I-732 if no other carbon tax ever passed.

Her answer: “No.”


The latest polling shows a close vote. In an early October poll, 21 percent of voters were undecided. In a late-October poll from KOMO News/Strategies 360, that number is even higher, with 28 percent unsure how they will cast their ballot. How the undecideds break makes all the difference for an initiative leading with just 40 percent of the electorate, and 32 percent opposed.

If 732 fails, the lessons for environmentalists will be clear: An approach designed to appeal to more conservative sensibilities — tax cuts, revenue neutral — isn’t going to help them bring in new voices on the left, who want to be heard and play a guiding role in the process.

“Carbon pricing is incredibly difficult and maybe impossible if people don’t come together,” Small said. “Other states will face similar types of dynamics here on the policy and strategy. I hope people learn from the painful lesson we have in Washington to, you know, work it out.”

Why Won’t Republicans Back a Carbon Tax?

No, it’s not another Kanye West video of snowy mountains and a topless Kim Kardashian. It’s a carbon tax. Republicans, as everyone knows, hate taxes and don’t accept, much less care about, climate change. But wonks on both sides of the aisle dream that a carbon tax could win bipartisan support as part of a broader tax-reform package. A carbon tax could be revenue neutral, the dreamers point out, and if revenue from the tax is used to cut other taxes, it shouldn’t offend Republicans — in theory. And so people who want to bring Republicans into the climate movement like to argue that the GOP could come to embrace a carbon tax. We’ve heard it from former Rep. Bob Inglis (R-S.C.), who lost his seat to a Tea Party primary challenger in 2010 after he proposed a revenue-neutral plan to create a carbon tax and cut payroll taxes. We’ve heard it from energy industry bigwigs like Roger Sant, who recently argued the case at the Aspen Ideas Festival. We’ve heard it from GOP think tankers like Eli Lehrer. It’s the epitome of centrist wishful thinking. It will not happen. I know because I asked the man most responsible for setting Republican tax policy: Grover Norquist. As head of Americans for Tax Reform, Norquist has gotten 218 House Republicans and 39 Senate Republicans to sign his “Taxpayer Protection Pledge” never to raise taxes. His group has marshaled the Republican base’s zealous anti-tax activists and successfully primaried politicians who violate the pledge, making Norquist a much-feared and much-obeyed player in D.C.  The Boston Globe Magazine went so far as to call him “the most powerful man in America” — at least of the unelected variety.
