In the latest effort to cut down on smog, Paris has banned vehicles made before the time of the Hanson brothers, Heaven’s Gate, and Leonardo DiCaprio declared himself king of the world. This week, Paris officials said that any pre-1997 must be off the roads during weekday daylight hours.

The ban gained public favor last March, when pollution levels in Paris were higher than those in Beijing. City officials temporarily restricted what days cars with even and odd license plates could be used when pollution spiked.

“Sixty-six percent of nitrogen dioxide and fine particles come from road traffic,” Deputy Mayor Christophe Najdovsky told NPR. “And we know it’s old cars that spew out the most toxic fumes. That’s why we are progressively going to get rid of them.”

As a bike-friendly city with expansive public transit, Paris has long been on the forefront of smog-fighting measures. But some residents protested the ban by parking their old vehicles near the National Assembly, noting the fines unfairly disadvantage the poor. And those fines could add up: Motorists who flout the new law will face fines of €35 or nearly $40.

The Guardian reports that the ban is expected to impact about a half million drivers.

Petula Dvorak has gotten a lot of, um, pushback for this column about the kids these days—including hers:

The work ethic of our kids: Where is it? Where are the entrepreneurial snow shovelers? For generations of enterprising children, snowflakes may as well have been dollar bills, y’all, falling from the sky. Kids jostled to be the first to ring the doorbells of the snowed-in, the $5 driveways added up, and that new Atari Defender game cartridge, those rainbow Vans — yours and yours.

But in 2016? Not so much.

….Last year, when we had a mere dusting compared with Snowzilla and the boys were 8 and 10 years old, they shoveled our stairs and sidewalk with verve, and then struck out to ring doorbells to make a buck. The novelty of responsibility was fresh and delicious.

They got three customers: a politician’s wife who was encouraging and delightful, giving them a crisp $5 bill and a load of praise; another neighbor who paid $5; and $0 from a bleary-eyed millennial renter who promised to pay them but didn’t have cash. And never paid up long after the snow melted.

As school was closed for the big dig-out, I tried again to inspire some hustle in my little childlumps, whose only hustle was to get a sleepover going. “There are still lots of cars buried out there,” I said. “I bet you can make enough money for that Lego Poe Dameron X-Wing you want.” No spark in their eyes. What’s going on?

Hmmm. Last year the kids shoveled three houses and they each earned $1.66 per house for their efforts. This year the snow is far heavier. They could probably double their earnings! I wonder why they’re not feeling enthusiastic about this? It’s a head scratcher, all right.

As it happens, lots of kid jobs—snow shoveling, burger flipping, lawnmowing, etc.—have been largely taken over by adults these days. But the real issue here is that adults simply have no feel for inflation. Petula’s father probably got paid $5 for shoveling a walk in 1950, so that’s what he paid Petula. Now she wants to pay her kids $5. Ditto for everyone else in their generation. But $5 in 1950 is about $50 today.

Sure enough, a 30-second bit of googling suggests that the going rate for getting a neighborhood kid to shovel your walk is about $40 or so. More if the storm is heavy and you have a big lot. A professional goes for about $70.

Maybe kids these days are lazy. I don’t know—though the most recent kids I met were so smart and well-behaved that Marian and I were in awe. But hey—maybe they’re lazy too! I didn’t invite them to mow my lawn, after all. But this complaint about snow shoveling is just a personal version of that old chestnut, the business owners who complain they can’t find good workers but then admit they aren’t willing to raise their wages to attract them. Bottom line: don’t whine about lazy kids unless you’re willing to pay them enough to make it worth their time to work for you. For five bucks they’ll feed your cats while you’re on vacation. But only newbie suckers would shovel a walk after Snowzilla for that.

The Feds Just Sued Volkswagen Over Its Emissions Scandal

The Justice Department filed a civil lawsuit on Monday against Volkswagen over charges that the company installed illegal software on more than half a million vehicles sold in the United States that allowed them to cheat on emissions tests.

“Car manufacturers that fail to properly certify their cars and that defeat emission control systems breach the public trust, endanger public health and disadvantage competitors,” Assistant Attorney General John C. Cruden of the Justice Department’s Environment and Natural Resources Division said in a statement.

Back in September, the Environmental Protection Agency filed a citation carrying the possibility of billions of dollars in fines against Volkswagen after the agency discovered that 500,000 VW diesel-powered cars sold since 2009 were designed to deliberately emit much lower levels of harmful gases during official testing than during actual on-the-road driving. A month later, the scandal widened to include an additional 10,000 cars. By some estimates, the excess emissions caused by VW’s cars could contribute to thousands of deaths.

For VW, the fallout has been long and damning. The company’s share price fell off a cliff immediately after the first allegations and has only recovered a little bit in the months since. The CEO has been replaced. The episode prompted the EPA to overhaul its emissions testing procedures to better catch similar evasion tactics in the future. And the company now faces lawsuits from pissed-off drivers and car dealers.

The suit today represents the Obama administration’s first steps to follow up on the EPA’s allegations. The suit says VW could be liable for up to $6,500 in fines per vehicle—totaling to more than $3 billion—and adds that recalls or other possible remedies are still being considered. It also says criminal charges haven’t yet been ruled out. In a statement, a Volkswagen spokesperson said the company “will continue to work cooperatively with the EPA on developing remedies to bring the TDI vehicles into full compliance with regulations as soon as possible,” and that it “will continue to cooperate with all government agencies investigating these matters.”

The Drought Is Making California Mudslides Even Worse

Mudslides stranded hundreds of motorists on Southern California’s main north-south highway Thursday evening after severe thunderstorms rocked the area. Cleanup crews worked through the night to plow and scoop up the mud, but meteorologists say that thanks to California’s historic drought, widespread wildfires, and a potentially historic El Niño, this disaster could be just a taste of what’s to come this winter.

The rain was part of a slow-moving storm system that passed through the Los Angeles area Thursday afternoon and battered the mountains to the north of the city in Kern County. The result: flash floods that sent mud and debris flowing down hillsides and onto Interstate 5, as well as onto a smaller state highway. I-5 has been cleared and is waiting final inspection to re-open, but hundreds of cars are still stuck on the state highway.

According to National Weather Service meteorologist Robbie Munroe, it’s too soon to be certain how much we can blame El Niño for the storm—El Niño tends to affect the frequency of storms more than their severity. But if it is the beginning of of a wave of El Niño-linked rainstorms, Californians should start bracing for more flooding and mudslides. There are two reasons for this:

Normally, plants and trees are what hold the soil together, says Munroe. But drought and wildfires have decimated plant life in many areas of California. So when heavy rain flows down slopes, it brings mud and debris along with it.

Second, the drought has dried out and hardened the ground. This can be especially dangerous on hillsides and in canyons like the ones surrounding the highways buried by Thursday’s storm. Instead of being absorbed into the soil, rainwater deflects off of it and continues careening down the hill, picking up velocity and washing out whatever is in its path.

Munroe says there is one potential upside to yesterday’s storm: Rainfall early in the season could loosen the soil and rejuvenate ground cover, hopefully mitigating the destruction caused by the weather that will arrive later this winter.

Spreadsheet of the Day: How Many People Did VW Kill?

How many people did VW’s NOx defeat device kill? Over the weekend I did a rough estimate and figured that over the past six years VW’s excess NOx emissions probably killed about a dozen people in Southern California. Since then I’ve slightly revised my spreadsheet to account for an error, which increases my estimate to about 17 people killed. My figuring was based on:

50,000 cars sold in Southern California between 2009-2014
3,800 excess tons of NOx over six years
0.0044 deaths per ton of NOx

VW sold 500,000 altered cars in the US and 11 million cars worldwide, so this extrapolates to about 170 deaths in the United States and about 3,700 deaths worldwide.

The number of cars sold is a solid figure, and as near as I can tell the estimate of 0.0044 deaths per ton of NOx is reasonable (this paper estimates a range of .0019 to .0095). But others have come up with higher mortality estimates than mine based on a much higher estimate of excess NOx emissions. So here are my calculations:

The ICCT, which discovered the violation, says VW cars “exceeded the US-EPA Tier2-Bin5 (at full useful life) standard” by 10-35 times depending on model.
The Tier2-Bin5 standard is 0.07 grams per mile.
If VW cars averaged 30x the standard, that’s 2.1 grams per mile.
Based on (a) increasing sales year over year and (b) the fact that older cars have driven more miles, I figure that the affected cars have been driven about 1.6 billion total miles over six years.
That comes to 3.5 billion grams of NOx, or about 3,800 tons.

Over six years, this extrapolates to 38,000 tons for the United States. But at an excess emission rate of 30x, the Guardian figures about 31,000 tons per year. That’s five times my estimate.

Scientists Are Pretty Terrified About These Last-Minute Fixes to Global Warming

The most comprehensive study to date on geoengineering says we probably shouldn’t do it—at least not yet. Johnno/Flickr You might have heard of “geoengineering.” It’s the highly controversial theory that humans could slow, stop, or even reverse global warming by “hacking” the planet with epic technological feats that would alter the chemical composition of the atmosphere. The idea has been around for a few decades, but there have been only a few actual experiments with it, most recently in 2012 when a rogue American millionaire dumped 220,000 pounds of iron sulphate into the Pacific Ocean. His goal was to create a massive, carbon-sucking plankton bloom. The effort succeeded, but was condemned by many scientists, the Canadian government, and the United Nations for violating international laws and for forging ahead with little regard for potential ecological fallout. Every now and then, geoengineering of one kind or another gets floated by the media as a possible silver bullet if we continue to fail to make meaningful reductions to greenhouse gas emissions. But as the plankton debacle vividly illustrated, there are any number of very good reasons why the proposition never seems to get any traction. Ideas for how to do it are either too expensive, too entangled with thorny legal and geopolitical complications, too ineffective, or all of the above. These issues and more were laid bare today in the most comprehensive assessment of geoengineering to date, a two-volume study involving dozens of scientists that was pulled together by the National Academy of Sciences (a nongovernmental organization that produces peer-reviewed research). The reports offered a fairly damning critique of geoengineering and found that while there could be value in continuing to research the technology, it will never be a panacea for climate change, and we’re definitely not ready to start using it yet. “We definitely don’t think that we’re ready to say this is something worth doing,” said atmospheric chemist Lynn Russell of the University of California, San Diego, a lead author on one of the report’s volumes. There are two basic categories of geoengineering, each with its own unique obstacles. The first involves pulling carbon dioxide out of the atmosphere and burying it underground, effectively reversing the man-made greenhouse gas pollution that causes global warming. (The plankton incident fits this category; the idea was that the plankton bloom would consume a bunch of CO2 and then take it to the ocean depths when the plankton died.) The second kind involves “seeding” the atmosphere with particles that would increase its reflectivity—what climate scientists call “albedo”—and send more sunlight back into space. Before getting into the whys and wherefores of both categories, it’s important to note one key finding of the study: A major risk of all geoengineering is that scientists really don’t know that much about what the risks are. This is a relatively young field, Russell explained, but more importantly, it hasn’t held much attention for scientists because even the most optimistic scenarios for geoengineering aren’t a preferable substitute to the more familiar endeavor of reducing greenhouse gas emissions from cars, power plants, and other sources. “As a community we’ve been afraid to do the research,” Russell said, “because we thought it would take attention away from mitigating greenhouse gases.” On that note, this week negotiators from around the world are meeting in Geneva to make strides toward a international climate accord expected by the end of this year. And recently President Barack Obama has announced a few major initiatives—new limits on carbon dioxide and methane emissions—that should slash America’s greenhouse footprint. But progress is still too slow for most climate hawks: Even the usually-optimistic United Nations climate chief admitted last week that the upcoming accord is unlikely to keep global warming within the 3.6 degree Fahrenheit limit called for by scientists and agreed to by governments. With that in mind, Russell said, “there is an obligation to think about whether, even if climate engineering isn’t a great idea, it might not be as bad as nothing.” Which brings us back to our two categories. Here’s a useful rundown of the risks and rewards of each, from the report: NAS Note the row fourth from the bottom, about how both kinds of geoengineering should be judged; this point is key for understanding why the scientists are against rolling out geoengineering today. The report finds that existing carbon dioxide removal proposals (like ocean iron fertilization; a process called “weathering” that chemically dissolves CO2 in the ocean; or giant machines that suck carbon directly out of the air) are too expensive to deploy widely. Even if future engineering advances were to bring those costs down, they would have to be weighed against the costs of the more straightforward route: To stop burning fossil fuels for energy. Pulling carbon back out of the atmosphere on a scale necessary to alter the global climate, the report says, is unlikely ever to be more cost-effective than not putting it there in the first place. One notable exception is reforestation, which is cost-effective and readily deployable (a study yesterday from Oxford University argued that planting trees is one of the “most promising” short-term fixes for climate change). The outlook for albedo modification is somewhat more frightening, in part because the technology is already relatively cheap and available. China already creates an estimated 55 billion tons of artificial rain per year by “cloud seeding”—launching chemical-filled rockets into the upper atmosphere that accelerate the formation of ice crystals that cause rain. Albedo modification would work essentially the same way, using airplanes or rockets to deliver loads of sulphate aerosols into the stratosphere, where they would bounce sunlight back into space. But if the technology is straightforward, the consequences are anything but. The aerosols fall out of the air after a matter of years, so they would need to be continually replaced. And if we continued to burn fossil fuels, ever more aerosols would be needed to offset the warming from the additional CO2. Russell said that artificially blocking sunlight would have unknown consequences for photosynthesis by plants and phytoplankton, and that high concentrations of sulphate aerosols could produce acid rain. Moreover, if we one day suddenly ceased an albedo modification program, it could cause rapid global warming as the climate adjusts to all the built-up CO2. For these reasons, the report warns that it would be “irrational and irresponsible to implement sustained albedo modification without also pursuing emissions mitigation, carbon dioxide removal, or both.” To be fair, plenty of diversity of opinion exists among scientists. One long-time proponent of geoengineering, Harvard physicist David Keith (who was not on the committee behind this report) told the Washington Post yesterday that the technology is nothing to be afraid of: “A muffler is a technological fix for the fact that the internal combustion engine is very noisy, and people don’t have a problem with mufflers,” he said. The difference in this context is that mufflers don’t come with a host of unknown, potentially catastrophic side effects. Either way, the disagreement this topic inspires just between scientists gives you some indication of how far away we are from making it practically and politically feasible.
