Report: Repeal or “Reform” of the Renewable Fuel Standard Would Doom Advanced Biofuels

After years of innovation and investment, the cellulosic biofuels industry is now deploying the lowest carbon, most innovative fuel in the world at commercial scale. A new report from Third Way details the promise and progress of this growing sector, and warns that attempts to repeal or “reform” the Renewable Fuel Standard (RFS) could stifle innovation and threaten a potentially transformative industry.

Since its passage, the Renewable Fuel Standard has encouraged billions of dollars in R&D as well as additional investments into cellulosic biofuels, the next generation of clean, renewable fuel.

The widespread production of cellulosic biofuels, made from fibrous, non-edible plant material, would allow the U.S. to lower its greenhouse gas emissions, reduce its reliance on oil, and create new opportunities for growth in the agriculture and technology sectors.

While the federal government has aggressively encouraged the development of cellulosic biofuels for the past decade, this emerging sector has recently reached the cusp of success.

Key to this progress has been the existing corn ethanol industry. As the report notes, the corn ethanol industry has helped overcome the technological and economic challenges that have stifled many cellulosic projects. Efforts to alter the eligibility of corn-based biofuels for meeting the requirements of the RFS would be damaging to the emerging advanced biofuels sector. The report notes that:

“While proposals to gut only the corn section of the RFS may not be intended to endanger the development of cellulosic ethanol, this is exactly what would occur. Given the nuances of current fuel markets and how they interact with the RFS, these proposals will discourage cellulosic ethanol investment by companies with a large stake in corn ethanol — the very companies that are helping to commercialize this long-sought fuel.”

The Third Way report offers yet another example of how the RFS is a key part of building an energy policy that encourages innovation, creates jobs, and enhances our national security.

Next Generation Fuel on the Rise

Big things are happening in Iowa. For the second week in a row, a new cellulosic ethanol facility is coming online — one of four new cellulosic ethanol facilities opening in the U.S. before the end of the year.

Located in Galva, Iowa, Quad County Corn Processors’ Adding Cellulosic Ethanol (ACE) project is turning corn kernel fiber into low-emission renewable fuel. This first-of-its-kind facility is the result of a $9 million investment and is expected to produce 3.75 million gallons per year of cellulosic ethanol from a feedstock already onsite.

Cellulosic ethanol is a low-emission, sustainable biofuel produced from agricultural waste. Blending that ethanol into our fuel will help to reduce our dependence on foreign oil — and make our air cleaner.

Learn about the ACE project and the other new cellulosic ethanol plants in our infographic above.

This American Land: Cellulosic ethanol featured on PBS

There’s a great story to be told in America today and it has to do with the cellulosic ethanol industry. Three major commercial scale cellulosic facilities are coming online this year, the product of years of innovation and hard work, buttressed by the Renewable Fuel Standard.

DuPont, POET/DSM, and Abengoa will take agricultural waste and turn it into low-emission, sustainable ethanol. That ethanol will be blended into your fuel, helping to reduce our dependence on oil and to make our air cleaner.

Cellulosic ethanol’s coming out story goes beyond the benefits of the fuel itself. The burgeoning sector is being made possible by inventive Americans and is creating a new sector within our economy.

This American Land, a television series that airs on public television stations nationwide and looks at the stories and “issues affecting America’s natural landscapes, waters and wildlife,” took interest in the story of cellulosic ethanol, the positive impact it could have on our environment, and the people who are driving that change.

Focusing on POET/DSM’s joint venture, dubbed “Project Liberty,” This American Land featured both an ex- NFL player who started a corn-stover bailing business in Iowa that is supplying the feedstock for POET/DSM’s plant and an innovator who invented the tool used to make gathering agricultural residue economically viable.

INEOS Bio Begins Commercial Production of Cellulosic Ethanol

This morning, there’s a lot of good

news

for second generation biofuels, starting with a significant milestone: At 10am,

INEOS Bio

announced that is it producing the nation’s first commercial volumes of cellulosic ethanol out of its Vero Beach, FL facility. Made from wood waste, this clean burning, environmentally friendly fuel is proof positive that the RFS is working. We are lessening our dependence on oil, diversifying our fuel supply, and reducing our carbon emissions.

From the INEOS Bio press release:.

The biofuels produced in Florida will anchor the new production of cellulosic ethanol under the U.S. Renewable Fuels Standard (RFS). INEOS Bio is working with other companies and cities globally to use this technology as a new direction for waste disposal and the production of advanced biofuels and renewable power.

This news comes on the heel of other excellent news in the world of advanced renewable fuel.

Sapphire Energy

, which uses algae to make fuel,

announced yesterday

that they were paying back their $54.5 million dollar loan from USDA ahead of schedule. On top of this,

Zeachem

, which produced cellulosic ethanol at its demonstration facility earlier this year, announced today that their facility has been approved by the EPA under the cellulosic renewable fuel portion of the RFS, moving them one step closer to commercial cellulosic production as well.

An exciting two days for advanced renewable fuel, it is becoming more and more clear that the RFS is doing exactly what it set out to accomplish.

Today, ZeaChem announced that it has begun production of cellulosic ethanol (made from non-edible plant sources) at its demonstration facility in Boardman, Oregon. ZeaChem is one of a number of cellulosic companies driving innovation in America, proving that we can produce clean, home-grown fuels.

From ZeaChem’s release:

“ZeaChem is developing the first truly-integrated biorefineries for the production of a broad portfolio of economical and sustainable biofuels and bio-based chemicals,” said Jim Imbler, president and chief executive officer of ZeaChem.

“The demonstration plant is fully integrated and operating as we ramp up to full capacity. The start of cellulosic production is a significant milestone for ZeaChem as we demonstrate our highly efficient biorefining technology, develop the first commercial biorefinery project, and expand global development opportunities.”
