UN Climate Chief Calls for Tripling of Clean Energy Investment

The United Nations climate chief has urged global financial institutions to triple their investments in clean energy to reach the $1 trillion a year mark that would help avert a climate catastrophe. In an interview with the Guardian, the UN’s Christiana Figueres urged institutions to begin building the foundations of a clean energy economy by scaling up their investments. Global investment in clean technologies is running at about $300bn a year – but that is nowhere where it needs to be, Figueres said. “From where we are to where we need to be, we need to triple, and we need to do that – over the next five to 10 years would be best – but certainly by 2030,” she said. The International Energy Agency said four years ago it would take $1tn a year in new infrastructure projects by 2030 to make the shift from acoal- and oil-based economy to the cleaner fuels and technologies that would help keep warming below the dangerous threshold of 2C. But investment has lagged far behind. “What we need to have invested in the energy sector and in the green infrastructure in order to make the transformation that we need in order to stay within 2C is one trillion dollars a year and we are way, way behind that,” Figueres said. Figueres and leading Wall Street figures will urge global investors to step up their clean energy investments at a meeting at the UN on Wednesday organised by the Ceres investment network. The biggest investors – pension funds, insurance companies, foundations and investment managers – control about $76tn in assets, according to OECD figures. But by Figueres’s estimate, those institutional investors were committing less than 2% of the funds under their control to clean energy infrastructure – compared to 10% or 15% that was still going into coal and oil. “Last year, we had $300bn, and in the same year we had double that amount invested in exploration and mining in fossil fuels. So you can see that the ratio is not where it needs to be. We need to be at the opposite ratio.” The UN climate official said she hoped to make her case by showing the opportunities in clean tech investment – but also the financial risks of sticking with coal and oil. The UN’s climate panel, the Intergovernmental Panel on Climate Change, said for the first time in its blockbuster climate report last September that there was a finite amount of carbon that could be burnt to stay within 2C warming. About half of that carbon budget is already spent – which means much of the remaining coal and oil can not be burned without crossing into dangerous warming. “There is no doubt that most of the fossil fuel reserves we have world-wide will have to stay in the ground” to avoid warming beyond 2C, Figueres said. “Two-thirds of the fossil fuels we have will have to stay in the ground.” She argued those realities would eventually erode the value of oil and coal holdings. Climate experts have already taken to referring to such carbon stores as “stranded assets”. “There is study after study coming out saying beware we are invested in assets that are already and will soon be losing value,” she said. Diplomats hope this week’s investor summit will energise efforts to reach a global emissions-cutting deal in 2015. The gathering is the first of a number of big climate-themed gatherings set for 2014, culminating with an invitation to world leaders by the UN secretary-general, Ban Ki-moon, to a summit in September to try to get the outlines of that deal in place. In Washington, meanwhile, Barack Obama is expected to finalise new limits on greenhouse gas emissions from power plants – a critical step if the US is to reach its pledge to cut greenhouse gas emissions 17% by 2020. But global investment is still not keeping place. Bloomberg New Energy Finance put global investment in clean technology at just $281bn in 2012 – and the figures for 2013, due for release at the investor summit on Wednesday, are expected to fall even lower. That would mean a quadrupling of clean tech investment – instead of the tripling in investment that Figueres estimates. “Cost competitive renewable technologies and attractive investment opportunities exist right now, but we’re still not seeing clean energy deployment at the scale we need to put a dent in climate change,” said Mindy Lubber, the president of Ceres, which organised this week’s summit. “We need to find a way to get more institutional investor capital into this space.”

NASA Found Propene, the Chemical Used to Make Your Tupperware, on One of Saturn’s Moons

Titan, Saturn’s massive, planet-like moon, is known for its seasonal weather patterns, sand dunes akin to those found in Africa’s Namib desert and hydrocarbon lakes. Now, the second-largest moon in the Solar System has gotten even more Earth-like: it contains propylene, an ingredient used in household plastics such as Tupperware and car bumpers.

This is the first time the common Earth chemical has been found anywhere other than on our planet, NASA reports. The chemical, found in Titan’s lower atmosphere, was detected with a composite infrared spectrometer by NASA’s Cassini spacecraft.

Titan’s atmosphere is mostly composted of nitrogen, followed by methane. Hydrocarbons like ethane and propane are also present. This new discovery fills in a gap in that chemical line-up, though experts suspect that many more molecular surprises await. The BBC reports, citing curious “colossal hydrocarbons” that have been detected:

When the effects of ultraviolet light are combined with the bombardment from particles driven in Saturn’s magnetic field, it becomes possible to cook up some very exotic chemistry.

Cassini’s plasma spectrometer has seen evidence for hydrocarbons with an atomic mass thousands of times heavier than a single hydrogen atom.

As for the propylene, the NASA project managers believe that ”this new piece of the puzzle will provide an additional test of how well we understand the chemical zoo that makes up Titan’s atmosphere.”

Not all of the pesticide stays where it is sprayed.

Pesticides sprayed over farms in California’s Central Valley appear to be blowing up into the Sierra Nevada mountain range, where they’ve been found in the flesh of frogs in national parks.

Such farm chemicals are thought to be contributing to the ongoing decline of frogs and other amphibians in the Sierra. Mountain hikers used to need to take care to not step on frogs, but now the animals are difficult to find. Sierra amphibians help control insect numbers and provide food for birds and other wildlife, but their numbers are plummeting as they succumb to disease, habitat loss, and other environmental problems.

Researchers collected Pacific chorus frogs from Yosemite National Park, Lassen Volcanic National Park, Giant Sequoia National Monument, Stanislaus National Forest, and Lake Tahoe in 2009 and 2010. They reported in the journal Environmental Toxicology and Chemistry that chemical cocktails of fungicides, herbicides, and insecticides were found accumulating in frogs from each of the sites. None of the pesticides found by the scientists were sprayed close to where the frogs were captured, but all of the pesticides were used in the Central Valley.

“This is the first time we’ve detected many of these compounds, including fungicides, in the Sierra Nevada,” lead researcher Kelly Smalling said. “The data generated by this study support past research on the potential of pesticides to be transported by wind or rain from the Central Valley to the Sierras.”

The hypothesis that pesticides are one of many stressors responsible for amphibian population declines continues to present a challenge because of the large number of pesticides in use, the continual changes in pesticides used, and the difficulty in determining routes of exposures in the wild. …

Their close association with wetlands makes amphibians potentially more sensitive to pesticides because they are exposed to seasonal changes in pesticide use. Even if concentrations are not high enough to be lethal, sublethal effects such as decreased resistance to disease may affect amphibian populations.

Pesticides May Be Harmful to Animals Even at “Safe” Levels

All things are poison, and nothing is without poison: the dose alone makes a thing not poison.” The wisdom of Paracelsus, a 16th-century physician and alchemist, has formed the backbone of modern toxicology. There is a safe dose of radiation, and you can be poisoned by water. Some substances, like medicine, can be incredibly helpful at low levels but deadly at high ones. A modern toxicologist’s job is to find this line, and it’s a government’s job to put limits on exposure levels to keep everything safe.

For some compounds, however, the balance between safe and deadly may not be possible. The European Union seems to believe this is the case for one set of pesticides, the so-called neonicotinoidsThe EU has recently banned their use. Writing for Nature, Sharon Oosthoek says that when it comes to certain pesticides, including these now-banned neonicotinoids, we may have missed the mark—at least in Europe and Australia.

Citing two recent studies, Oosthoek says that even when pesticides like neonicotinoids are used at a level that is deemed “safe,” there may still be deadly effects on local wildlife. Looking at streams in Germany, France and Australia, scientists found that “there were up to 42% fewer species in highly contaminated than in uncontaminated streams in Europe. Highly contaminated streams in Australia showed a decrease in the number of invertebrate families by up to 27% when contrasted with uncontaminated streams.” Pesticides can have outsized effects on some species, while others endure them just fine. And year-after-year applications can cause the pesticides to build up in the environment, making them deadly after a few years even if the amount sprayed each year is within guidelines. It’s not clear whether such strong losses are the case everywhere, but they were for the studied streams.

As Paracelsus taught us, there is a safe level for everything—even pesticides. The trick is finding the right balance such that we can still derive their benefits without the unintended consequences.
