President Trump likes to say that fighting climate change would give China and India an upper hand over the U.S. The three countries top the world’s biggest annual emitters list, sure, but that doesn’t take historical contributions into account. And now, we have a mindblowing visualization of nations’ cumulative carbon footprints.

Simon Evans, deputy editor at the U.K.-based Carbon Brief, put together a gif that ranks the countries with the greatest output of CO2 since 1750 — right before the Industrial Revolution began. Using code published by the Financial Times, the graph shows the startling and unyielding rate at which the U.S. has contributed to rising temperatures:

As you can see, in 1850, the U.S.’ mounting emissions made it the fourth largest emitter of CO2. In 1859, we outpaced Germany. A decade later, we surpassed France. And between 1877 and 1912 we managed to outflank the U.K. by emitting 18 billion tons of CO2. At present day, we are still ahead of China when you look at the big emissions picture. While China is currently the world’s largest annual emitter of pollution, it still ranks second cumulatively. And the U.S. still takes the cake on per capita emissions, too.

When it comes to setting a bad example for the rest of the world, America is No. 1. Go, team.

Trump issues Earth Day message without mentioning climate change

Donald Trump issued on Monday an Earth Day proclamation that omitted any mention of climate change or the cavalcade of environmental threats posed by deforestation, species loss, and plastic pollution. The president chose instead to praise the benefits of a “strong market economy.”

In response, one leading climate scientist said Trump’s environmental policy was “in many cases the antithesis of protection.” The executive director of the Sierra Club said Trump was “the worst president for the environment our nation has ever had.”

Trump praised the “abundant beauty and life-sustaining bounty” of the American environment but did not echo growing warnings from scientists over rising temperatures or the precipitous decline of many species.

“Environmental protection and economic prosperity go hand in hand,” Trump said in his message for Earth Day, a global event held to support environmental protection annually since 1970.

“A strong market economy is essential to protecting our critical natural resources and fostering a legacy of conservation. My administration is committed to being effective stewards of our environment while encouraging opportunities for American workers and their families.”

Trump added: “At the same time that our nation is experiencing historic economic and job growth, our air and water quality ranks among the highest in the world.” He stated that his administration has “expanded support for conservation of land, water and wildlife.”

Last year, U.S. government scientists issued a 1,000-page climate change assessment that warned the country faces hundreds of billions of dollars in economic losses due to rising temperatures, flooding, and wildfires. Thousands of Americans are expected to die in worsening heatwaves, with diseases such as West Nile, dengue fever, chikungunya, and Lyme set to expand in range as temperatures rise and rainfall patterns change.

“The fact that they’re not mentioning what many consider to be the gravest existential threat facing humanity is a good indication of the priorities of this administration,” said Andrew Dessler, a climate scientist at Texas A&M University.

“The clear priority of the administration is extracting unsustainable short-term profits from the environment, which is in many cases the antithesis of environmental protection. This is not surprising.”

Michael Brune, executive director of the Sierra Club, called Trump “the worst president for the environment our nation has ever had,” adding: “He has regularly and consistently prioritized the profits of corporate polluters over clean air, clean water and the health of our communities.

“The fact that he continues to ignore the climate crisis endangers the nation and will be viewed by history with scorn.”

Trump has routinely disparaged climate science and has attempted to dismantle every major policy aimed at lowering planet-warming emissions, favoring a watered down alternative his administration admits would cause an extra 1,400 deaths a year from air pollution. In June 2017, he announced the withdrawal of the U.S. from the Paris climate deal.

The administration has thrown open vast tracts of public land and almost all U.S. waters to oil, gas, and coal mining, removed protections from some prized landscapes, and scrapped rules that stopped mining waste being dumped into rivers.

Trump, who recently erroneously claimed that wind turbines cause cancer, has repeatedly stated that the U.S. has some of the cleanest air and water in the world.

In fact, while the U.S.’s air is generally far healthier than growing economic powers such as China and India, the American Lung Association has pointed out that 4 in 10 Americans still live in counties with harmful levels of smog.

Millions of Americans are also exposed to drinking water containing industrial chemicals, while lead in water remains a widespread issue five years after the notorious contamination in Flint, Michigan.

Traffic pollution leads to 4 million child asthma cases every year

Four million children develop asthma every year as a result of air pollution from cars and trucks, equivalent to 11,000 new cases a day, a landmark study has found.

Most of the new cases occur in places where pollution levels are already below the World Health Organization limit, suggesting toxic air is even more harmful than thought.

The damage to children’s health is not limited to China and India, where pollution levels are particularly high. In U.K. and U.S. cities, the researchers blame traffic pollution for a quarter of all new childhood asthma cases.

Canada has the third highest rate of new traffic-related asthma cases among the 194 nations analyzed, while Los Angeles and New York City are in the top 10 worst cities out of the 125 assessed. Children are especially vulnerable to toxic air and exposure is also known to leave them with stunted lungs.

The research, published in the journal Lancet Planetary Health, is the first global assessment of the impact of traffic fumes on childhood asthma based on high-resolution pollution data.

“Our findings suggest that millions of new cases of pediatric asthma could be prevented by reducing air pollution,” said Susan Anenberg, a professor at George Washington University. Asthma can cause deadly seizures.

The key pollutant, nitrogen dioxide, is produced largely by diesel vehicles, many of which emit far more than allowed on the road even after the Dieselgate scandal. “Improving access to cleaner forms of transport, like electrified public transport, cycling and walking, would reduce asthma, enhance physical fitness, and cut greenhouse gas emissions,” said Anenberg.

“This landmark study shows the massive global burden of asthma in children caused by traffic pollution,” said Chris Griffiths, professor at Queen Mary University of London and the co-director of the Asthma U.K. Center for Applied Research, who was not part of the research team. “Asthma is only one of the multiple adverse effects of pollution on children’s health. Governments must act now to protect children.”

The new study combined detailed NO2 pollution data with asthma incidence rates and population numbers. Many large studies have already shown a strong link between traffic pollution and childhood asthma and that pollution causes damaging inflammation. This data on risks was used to calculate the number of new cases around the world.

“From the weight of evidence, there is likely a strong causal relationship between traffic pollution and childhood asthma incidence,” said Ploy Achakulwisut, also at George Washington University and the lead author of the new study. “So we can be confident that traffic pollution has a significant effect on childhood asthma incidence.”

The epidemiological evidence for NO2 being the key pollutant is the strongest. However, researchers cannot rule out that other pollutants also pumped out by vehicles, such as tiny particles, are also a factor as it is not possible to experiment directly on people.

“Childhood asthma has reached global epidemic proportions,” said Rajen Naidoo, professor at the University of KwaZulu-Natal in South Africa, and not involved in the study. It indicates that 1 in 8 of all new cases is due to traffic pollution. “An important outcome from this study is the evidence that the existing WHO standards are not protective against childhood asthma.”

The country with the highest national rate of childhood asthma attributed to traffic pollution is South Korea, with almost a third of all new cases blamed on vehicles. Japan and Belgium are in the top 10, along with six Middle Eastern nations, including Saudi Arabia.

Due to their high populations and pollution levels, the top three countries for the total number of new children getting asthma each year are China (760,000), India (350,000), and the U.S. (240,000). The scientists said their research may underestimate the true levels in many poorer nations where asthma often goes undiagnosed.

“While it is important for parents to try to reduce individual exposure, maybe by avoiding highly congested roads as much as possible, not everyone can do this,” said Achakulwisut. “So it is important to call for policy initiatives to tackle pollution at city, state and national levels.”

“The good news is that a transition to zero-emission vehicles is already underway,” she said. Some countries and cities are pledging to phase out internal combustion engines and policies such as London’s new ultra-low emission zone are being rolled out. “But this transition needs to become global, and it needs to happen faster. Each year of delay jeopardizes the health of millions of children worldwide.”

Penny Woods, chief executive of the British Lung Foundation, said: “We used to think the only real danger roads posed to children was the threat of a car accident. However, now we can see there’s an equally deadly risk: breathing in air pollution. Rightly, there’s been a huge effort to reduce road accidents and we need to see an equal commitment to reducing toxic air.”

January 2019 was the third-warmest January in the history of global weather record-keeping, according to the National Oceanic and Atmospheric Administration. The only warmer global Januarys in the instrumental record, which dates back to the 1880s, were 2016 and 2017, and there’s evidence that the planet hasn’t been this warm in a very long time. The last time January global temperatures were below average was in 1976 — before millennials were even a thing.

So here’s the strange truth: Last month may have felt cold where you live, but your senses were deceiving you. We’ve forgotten what “normal” weather feels like, so global warming is gaslighting us.

Only a few specks of land were even slightly cooler than average: far northern Canada, parts of northern Finland, a bit of central India, and a small corner of western China. Even the eastern United States, which was hit with blizzards and cooler temperatures when the polar vortex roared at full force for days, officially ended the month “near average.” It was one of the coolest spots on the planet and its January was only 1.8 degrees F cooler than normal.

In contrast, some parts of the planet were simply blazing with heat. During the peak of the southern hemisphere’s summer, it was the warmest January for land areas in history — more than 7.2 degrees F outside the bounds of historical norms. Parts of southern Africa, much of Brazil, and nearly all of Australia endured a record-breaking month.

With an official El Niño now underway, January’s oddness only boosts the odds that this year is going to keep on being blazing hot. In fact, NOAA estimates that 2019 is squarely on pace for one of the warmest years in history, with a 99.9 percent chance for another top 10 year.

The Green New Deal is an opportunity for America to get right with the world

There’s an inescapable truth when it comes to climate change: Through its historical emissions and political role throughout history, the United States is responsible for this problem more than any other country on Earth.

The unveiling of a sweeping Green New Deal resolution by Representative Alexandria Ocasio-Cortez and Senator Ed Markey, along with several leading presidential candidates and dozens of other co-sponsors, is a legitimate effort to right those wrongs and repair our standing in the world on the biggest problem in human history.

The historical context for this moment should not be forgotten: After World War II, the U.S. normalized fossil fuel use on a massive scale, launching an explosive rise in carbon emissions that has continued largely unabated even after climate change was identified as a potentially existential problem decades ago. With 4 percent of the world’s population, the United States has produced 25 percent of all human-related greenhouse gases since the Industrial Revolution, twice that of China.

Beyond our direct emissions, U.S. politicians have a history of sabotaging global efforts to fight climate change, most notably American reluctance to keep its commitments to the Kyoto Protocol and the Paris Accord. Even American climate champions have fallen short: Obama presided over the failure of cap-and-trade legislation, the botched global deal in Copenhagen, and the rise of the natural gas industry. And all along, American fossil fuel companies have funded a campaign of disinformation designed to promote the status quo — regardless of who held the presidency. Current U.S. policy is “critically insufficient” to address climate change.

In 2019, after decades of delay, the world finds itself at the brink of locking in irreversible changes to the biosphere, oceans, land, ice, and atmosphere of the planet. There is no more time left to wait.

“Even the solutions that we have considered big and bold are nowhere near the scale of the actual problem that climate change presents to us, to our country, and to the world,” Ocasio-Cortez said in an interview with NPR this morning. “If we want the United States to continue to be a global leader, then that means we need to lead on the solution of this issue.”

Today’s Green New Deal resolution acknowledges America’s unique climate legacy and its outsized responsibility in its second paragraph, concluding “the United States must take a leading role in reducing emissions through economic transformation.”

That call for historic, transformative change — at an emergency pace — could see the U.S. kickstart a new era of responsible climate policy, “a new national, social, industrial, and economic mobilization on a scale not seen since World War II,” according to the resolution.

Simply put, the Green New Deal is a chance for the U.S. to make amends.

The resolution, which is non-binding, is designed to be a talking point in the upcoming presidential campaign and as a means gather support for a broad legislative push in the near term. Its 10-year plan would provide “100 percent of the power demand in the United States through clean, renewable, and zero-emission energy sources” and a “just transition for all communities and workers.” This is likely at the limits of technical feasibility, even with the hedge of “net-zero” emissions, which would allow for a slower complete phase-out of fossil fuels.

Most of the resolution isn’t so much a concrete plan to cut emissions so much as a manifesto for a restructuring of American society to thrive in the climate change era — and to serve as a model to the rest of the world. The Green New Deal would address “systemic injustices” head-on in “frontline and vulnerable communities” through a living wage job guarantee, public education, universal health care, universal housing, and “repairing historic oppression,” all the while promoting a resurgence in community-led democratic principles.

Paying for it, judging from separate statements by its supporters, would likely require massive tax hikes on the wealthiest Americans and trillions of dollars of deficit spending. Polling for earlier versions of the plan showed overwhelming support from the public, even among Republicans.

In the context of our ongoing planetary emergency and America’s long struggle to productively confront climate change, it’s impossible not to see this as an investment in the future of our country, an investment in the stability of the planet and the survival of human civilization.

“I think that this is a very special moment,” Ocasio-Cortez told NPR. “We have a responsibility to show what another America looks like.”

Reason No. 1,326 not to take a cruise: The air is putrid

Ryan Kennedy had never been on a cruise ship until two years ago when he embarked on four North American cruises armed with a P-TRAK Ultrafine Particle Counter. This device is a portable digital contraption. It measures minute particles of air pollution that, when inhaled, can cause harm to your heart and lungs.

Kennedy, an assistant professor at the Johns Hopkins University Bloomberg School of Public Health, is the author of a new study, released Thursday, which details the findings of a two-year study exposing poor air quality on four Carnival Corporation ships — the largest cruise operator in the world — including one that left Vancouver for Los Angeles in October 2018.

The report, titled “An investigation of air pollution on the decks of four cruise ships,” found that air pollution on these ships was significantly worse than some of the world’s most polluted cities like Beijing, China or Santiago, Chile.

Kennedy measured air pollution every second for one minute and created an average for each minute for 20 minutes at time, during the day and night. His findings reveal that while all four ships were traveling at sea, average pollution particle counts were significantly higher at the stern — the area on a ship behind the smokestacks.

The lowest particle count across these four ships was 38,888 particles per cubic centimeter (pt/cc), while the highest was 157,716 pt/cc. Particle counts on the L.A.-bound ship got as high as 76,000 pt/cc while out at sea, the investigation found.

In comparison, pollution measurements taken with the same equipment in Beijing, China in 2009 were 30,000 pt/cc on a busy street, and in Santiago, Chile in 2011-2012 were in the ranges of 8,000-30,100 pt/cc.

“It’s very compelling data,” Kennedy told reporters on a conference call from Baltimore, Maryland. “People who are predisposed with cardiovascular or pulmonary conditions are at greater risk.”

He continued: “It’s dangerous. It’s not a healthy thing for us to be exposed to.”

The study was commissioned by the international environmental organization Stand.earth, and is the first to measure air quality on cruise ships when docked at port and while moving at sea, during multi-day cruises. The research has not yet been submitted to a scientific journal for peer review, but Kennedy said he was considering this as a next step.

Ultrafine particulate pollution can be detrimental to human health because of increased toxicity. These particles are small enough to be inhaled into a person’s lungs and move into the bloodstream, where they can cause higher rates of cardiovascular disease and asthma, Kennedy explained.

Recent studies have suggested that the smallest ultrafine particles may be the most dangerous to human health, and that particulate matter from ship exhaust may be responsible for tens of thousands of annual deaths, according to the report.

In light of the study’s findings, Stand.earth is calling on Carnival Corporation, which holds 40 percent of the global market, to transition away from heavy fuel oil to power its ships, to help reduce ultrafine particulate pollution — and “to step up to the plate and clean up its act,” according to Kendra Ulrich, Stand.earth’s senior shipping campaigner.

Of the 26.6 million people that went on cruises last year, nearly half, about 12 million people, went on a Carnival or one of its 10 subsidiary cruise lines. Most of Carnival Corporation’s ships burn heavy fuel oil where allowable, according to the report. Heavy fuel oil is a toxic, “bottom of the barrel waste sludge leftover” from the refining process, Uldrich explained, and is often classified as hazardous waste.

Ulrich believes the findings have implications far beyond the passengers and workers on the cruise ships. It could impact those who live and work in port and coastal communities where the ship docks or passes. Some studies have shown approximately 70 percent of ship emissions occur within 250 miles of land, she explained.

More than 30 million people worldwide are expected to go on a cruise in 2019 — many of whom are expected to be senior citizens.

“What Dr. Kennedy found on board was shocking,” Ulrich told reporters on the same conference call, noting that the stern — where the highest pollution levels were found — is usually where running tracks, swimming pools, or lounge areas are located on a cruise ship, where people spend the most time. “But, this is a pervasive health concern that extends far beyond the short term acute health exposures on the ship.”

Ulrich is urging Carnival Corporation to switch to a cleaner-burning fuel while installing filters to help reduce ultrafine particulate pollution, and eventually transition away from fossil-fuel powered ships completely.

Kennedy told reporters that there were limitations to his study, in that he conducted it inconspicuously so as to not disrupt cruise passengers and workers. His study measured emissions aboard only four ships, over short intervals rather than extended periods. He told reporters that the potential health impacts from particulate matter can also differ depending on how long someone is exposed to it.

“There are physical models and human studies that can be linked to a physiological impact to even short-term exposure,” Kennedy said. “There would be people who are more vulnerable, there are people who would have asthma, people who would be more concerned.”

But, Kennedy said he “made every effort to be consistent with my methods across environments. But I wasn’t able to measure everything, everywhere, always.”

The report goes on to say that the size of the particulate matter measured by Kennedy’s device “aligns closely with the size of particles known to be generated by ship engines, and the ship’s exhaust system is located between the environments” in question in the study, “suggesting the particulate matter is likely, in part, the ship’s engine exhaust.”

But, the study also says that “there is not universal agreement on how to measure or report particulate matter,” and that there remain unknowns in the study, including which fuel types were used by the ships and how efficient the engines were. The report also notes that higher winds could play a factor in the disparity between measurements in the front and back of the ships, at port and at sea.

In an email statement to National Observera Carnival Corporation spokesperson responded to the study, saying “these so-called fly-by tests are completely ridiculous, inaccurate, and in no way represent reality.”

“We test the air quality of our ships and they meet or exceed every requirement,” the spokesperson said. “The air quality on our ship decks when in port compares favorably with a typical urban or suburban environment. Independent testing on our funnels — which is the area where the exhaust originates — further validates our claims.”

The company declined to answer questions about how they test the air quality.

The spokesperson told National Observer that they have installed Advanced Air Quality Systems on nearly 80 percent of its global fleet, as required by the United States Environmental Protection Agency, “so these systems are environmentally friendly, in addition to rolling out new ships powered by LNG, the cleanest burning fuel available, so their study is misleading and inaccurate.”

The company added in their statement that Stand.Earth is creating “fake tests that really have no scientific basis,” to aid in their fundraising efforts. The organization, the statement said, “is constantly in search of a problem in our industry. The safety of our guests is our top priority and we undertake our cruises in close coordination with national and international regulatory bodies like the EPA to insure the utmost safety of our guests and crew.”

Some cruise ships and shipping lines began phasing out bunker fuel as the International Maritime Organization — a body of the United Nations — gears up to implement rules in 2020 that will require ships to either install expensive scrubbers or switch to different fuels.

The world’s most eminent predictors of doom, the Bulletin of Atomic Scientists, gathered Thursday to announce just how close humanity is from irreversible collapse. The answer: pretty damn close.

The Doomsday Clock is two minutes from midnight (read “the end of everything”), thanks largely to climate change and the threat of nuclear annihilation. That’s exactly where it was last year, when the collection of scientists set it at 11:58, the nearest it’s been to midnight since 1953 when the Soviet Union and the United States were testing nukes.

The current state of climate and political doom is starting to feel familiar. The Bulletin’s name for it is the “new abnormal.”  

“The longer world leaders and citizens carelessly inhabit this new and abnormal reality, the more likely the world is to experience catastrophe of historic proportions,” said Robert Rosner, a professor of astronomy and physics at the University of Chicago, during a press conference announcing the Doomsday Clock’s settings in Washington, D.C. The most serious global threats — climate change, nuclear, and information warfare — are all being denied or ignored, Rosner said.

Since 1947 when the Cold War was getting underway, the Doomsday Clock has been used to bring awareness to the biggest existential threats. The first team behind the iconic clock came from The Manhattan Project, the scientists and engineers who produced the first atomic bomb. For most of the clock’s history, nuclear war has been the largest threat (it started at seven minutes to midnight). Yet since 2007, climate change has become a growing risk, nudging the clock’s minute hand closer to Doomsday.

The scientists noted that there’s another way to measure of our proximity towards doom: carbon dioxide levels. “Every year that we continue to add carbon dioxide to the atmosphere, irreversibly ratchets up the level of human suffering and ecosystem destruction that will occur due to global climate change,” said Susan Solomon, an atmospheric scientist and professor at MIT, at the announcement.

After years of remaining stable, global emission levels rose in 2017 and reached an all-time high in 2018. Part of the reason is that the United States, China, and other big polluters have increased their emissions, which Solomon called an “act of gross negligence.”

That the clock didn’t tick this year is a sign that we’ve made no progress on avoiding impending disaster. “The new abnormal climate that we already have is extremely dangerous,” said Solomon. “And we’ve moved onto a path that will make our future much more dangerous still.”

Bad news for the Amazon as Brazil backs out of hosting U.N. climate talks

Brazil was set to be the host country for COP 25, next year’s crucial United Nation talks to address climate change, but just two months after offering to do so, the country’s officials have reversed their stance.

Brazilian leaders communicated the decision on Monday to Patrícia Espinosa, executive secretary of the U.N. Convention on Climate Change, just days before the start of COP 24, this year’s annual climate conference being held in Katowice, Poland. The Brazilian government blames the change on budget constraints and the ongoing presidential transition process. But others are interpreting the move as yet another sign of President-elect Jair Bolsonaro’s impending war on the environment.

“This decision is not surprising considering it comes from a leader with proven skepticism towards the reality of climate change, and open animosity towards those working to preserve our climate,” Christian Poirier, program director at Amazon Watch, told Grist. Poirier also says he doesn’t buy Brazil’s budget excuse for reversing on hosting the conference. “It is clear that Mr. Bolsonaro’s reactionary political agenda was the decisive factor in this decision.”

Bolsonaro confirmed that he participated in the decision, saying “I recommended to our future minister that we avoid the realization of this event here in Brazil.”

Before Bolsonaro’s election, the country seemed eager to host the next round of international climate talks. According to Brazilian news site O Globo, the foreign ministry had said Brazil’s offer reflected “the consensus of Brazilian society on the importance and the urgency of actions that contribute to the fight against climate change.”

But in some ways, the current reversal comes as no surprise. During his campaign, Bolsonaro (a.k.a. The Trump of the Tropics) vowed to jettison from the Paris Climate Agreement — though he’s since backtracked from that promise. Still, he’s been steadfast in his desire to open up the Amazon, the world’s largest rainforest, to mining, farming, and dam building. He’s said he wants to open up the country’s existing indigenous reserves to commercial exploitation. And earlier this month, he chose a new foreign minister that has said he believes climate change is a Marxist plot to help China.

A recent report issued by the Brazilian government found the Amazon has reached its highest levels of deforestation in a decade, thanks to illegal logging and the expansion of agriculture in the area. And there are major concerns that Bolsonaro’s lax environmental policies could push the Amazon past its tipping point as one of the world’s most important carbon sinks.

Brazil withdrawing its offer to host COP 25 also carries symbolic weight when you consider the country is the birthplace of global climate talks. The milestone Rio Earth Summit of 1992 set the green agenda for decades to come.

“The image of Brazil is at risk,” said Carlos Rittl, executive secretary of the Brazilian Climate Observatory, a coalition of environmental non-governmental organizations, in an interview with the New York Times. “Climate and the environment are the only issues where Brazil is a leader in global terms. We are not leaders in world trade, we are not leaders in a geopolitical sense on security issues. But on climate and environment we are leaders, and we are giving that up.”

The South American country’s decision has left the United Nations scrambling to find a new site for the summit. A new venue for the summit has not yet been determined.

Surge in marine refuges brings world close to protected areas goal

A record surge in the creation of marine protected areas has taken the international community close to its goal of creating nature refuges on 17 percent of the world’s land and 10 percent of seas by 2020, according to a new U.N. report.

Protected regions now cover more than five times the territory of the U.S., but the authors said this good news was often undermined by poor enforcement. Some reserves are little more than “paper parks” with little value to nature conservation. At least one has been turned into an industrial zone.

More than 27 million square kilometers of seas (10.4 million square miles, and 7 percent of the total) and 20 million square km of land (7.7 million square miles, or 15 percent of the total) now have protected status, according to the Protected Planet report, which was released on Sunday at the U.N. biodiversity conference in Sharm el-Sheikh, Egypt.

Almost all of the growth has been in marine regions, most notably with the creation last year of the world’s biggest protected area: the 2 million square kilometer (almost 800,000 square miles) Ross Sea reserve, one-fifth of which is in the Antarctic. The no-fishing zone will be managed by New Zealand and the U.S.

“We have seen an enormous expansion in the past two years. There is now more marine protected area than terrestrial, which nobody would have predicted,” said Kathy McKinnon of the International Union for the Conservation of Nature. “I think we’ll continue to see a substantial increase, I’d guess, to at least 10 percent in the near future.”

The U.N. convention on biological diversity says it has received national commitments for an additional 4.5 million square kilometers of land and 16 million square km of oceans to be given protected status in the next two years. This would put it on course to achieve one of the key aims of the 2010 Aichi biodiversity targets.

“This is the target with the most progress. In an ocean of bad news about biodiversity loss and eco-destruction, it is important to highlight that progress, though we still have a lot more to do to ensure not just the quantitive target but the effectiveness of the management,” said Cristiana Pașca Palmer, the head of U.N. Biodiversity.

The creation of protected areas has not been enough to halt a collapse of species and ecosystems that threatens civilization. Since 1970 humanity has wiped out 60 percent of mammal, bird, fish, and reptile populations, with a dangerous knock-on impact on food production, fisheries, and climate stability.

Protected areas are important refuges from this wave of extinctions but many are underfunded and poorly policed. Only one in five have provided management assessments to the U.N., which has raised questions about the viability of the rest.

Naomi Kingston, of U.N. environment world conservation monitoring center, said: “There is a race to deliver on Aichi target 11. It is fantastic that countries are coming with more ambition, but not if it is just a number without substance.

“Some areas that have been reported to us as protected areas have been completely built over. We need datasets to define which areas are paper parks and which are real.”

Developing nations have better reporting standards because many are obliged to provide regular assessments in order to qualify for funds from the Global Environment Fund. By contrast, many wealthier nations devote few resources to monitoring.

Discussions will focus on a new, more flexible category for community land that is used by locals for both agricultural production and wildlife conservation. In Africa, Asia, and Latin America, this is a model that has often helped improve biodiversity because residents – often from indigenous communities – live closely with nature and have an interest in protecting it.

For example in Namibia, the area designated as protected was doubled through the recognition of community conservancies as part of the national protected areas estate. Kingston said the biodiversity of the region also improved.

“It’s a real success story that shows how a government working with the community can deliver on conservation, governance and equity,” she said. “We need to move the narrative away from designating areas and then putting a fence around them, and to instead work more with communities who have been protecting wildlife for generations.”

There are still considerable problems, including communication weaknesses, dubious classification and national competition for ever scarcer resources. China does not share maps of its protected areas and will not allow the other data it submits to be used publicly. The U.K. has publicly committed to a goal of classifying 30 percent of oceans as protected, but some of the marine conservation zones in its own waters provide very limited protection for biodiversity. Britain has also approved fracking in a national park, contrary to IUCN guidelines that extractive activities are incompatible.

China, Russia, and Norway also caused disappointment and anger this year by blocking plans to create a huge new reserve in the Antarctic that would have been a sanctuary for whales and other species.

To keep up with shifts in designations, the U.N. and its partners have launched a live report that tracks changes in protected areas and land use. In future, they hope to overlap this map with satellite images and data on land use to measure how well conserved the areas are.

Regardless of their effectiveness, conservation experts say halting the decline of the natural world needs not just protection but a rethink of what it means to coexist with other species.

After decades of global action, the ozone layer is on the road to recovery

In a rare piece of good news about the environment — and proof of what concerted global action can achieve— the United Nations announced in a Monday report that the ozone layer, which was significantly damaged over the course of decades by humans, is on the road to recovery.

Parts of it could even be fully repaired by the 2030s, the report said. And if current rates of recovery continue, the entire protective layer ― even the highly depleted parts over the poles ― could heal completely by 2060.

The ozone layer’s recuperation has been credited to the 1987 Montreal Protocol, which mandated that countries phase out chlorofluorocarbons (CFCs) and other ozone-depleting chemicals. The treaty, which was signed by 197 nations, has been described as the most successful environmental global action in history.

“If ozone-depleting substances had continued to increase, we would have seen huge effects. We stopped that,” Paul Newman, a NASA scientist and co-chairman of the new U.N. report, told the AP. He noted that if nothing had been done, two-thirds of the ozone layer would have been destroyed by 2065.

“It’s really good news,” Newman said of the protective layer’s recovery.

According to the report, the ozone layer, which protects the Earth from harmful ultraviolet rays from the sun, has been recovering steadily at a rate of 1 to 3 percent since 2000 thanks to the global efforts to reduce ozone-depleting chemicals.

If this rate of recovery continues, the ozone layer over the northern hemisphere and mid-latitudes could heal completely by the 2030s, the report said. Over the southern hemisphere and the polar regions, full recovery of the layer could be expected to occur around 2050 and 2060, respectively.

Despite the promising news, scientists have cautioned against doing a “victory lap” too soon. Recent reports have found that emissions of a banned CFC are increasing in China — something the Chinese government has vowed to crack down on. And the Montreal Protocol is set to be enhanced in early 2019 with the ratification of the Kigali Amendment, which seeks to curb future climate change by targeting powerful greenhouse gases used in refrigeration and air conditioning. Newman said we’ll need to ensure that the replacements for these gases don’t worsen global warming.

Scientists have also noted that the recovery of the ozone layer above Antarctica could slightly worsen the impacts of climate change in that region as the hole in the protective layer there has shielded the area from the full impacts of global warming. It’s unclear, however, how much more warming can be expected once the Antarctic ozone hole heals.

“I don’t think we can do a victory lap until 2060,” Newman told AP. “That will be for our grandchildren to do.”

Still, the U.N. said they were heartened by their findings about the ozone layer ― and what its recovery could mean for future climate action.

“The Montreal Protocol is one of the most successful multilateral agreements in history for a reason,” Erik Solheim, head of U.N. Environment, said in a statement. “The careful mix of authoritative science and collaborative action that has defined the Protocol for more than 30 years and was set to heal our ozone layer is precisely why the Kigali Amendment holds such promise for climate action in future.”
