New map shows all the cities leading the world in climate action

Have you heard about the A list? It’s harder to clinch a spot on it than it is to score an invite to the Met Gala. And your city may be on it.

An environmental impact nonprofit called the CDP (formerly known as the carbon disclosure project) just released a list of cities that led the world in environmental performance last year. Only 43 metropolises got As in the organization’s first-ever assessment, and nearly half of them are in the United States!

Twenty-one cities in the United States made the list. And a whopping nine cities in the San Francisco Bay area got As, too — making up 21 percent of all the cities on the list. Cities all across the map — like Cape Town, Hong Kong, Buenos Aires, and Paris — qualified as A-listers, as well.

So what kind of policies get you on the A list? Five of the U.S. cities are on the path to carbon neutrality by 2050 — a target that is emerging as the gold standard of decarbonization: Boston; Indianapolis; Seattle; Washington, D.C.; and West Palm Beach, Florida. Those cities may be leading the charge, but they are not alone: the Sierra Club’s Ready For 100 campaign has calculated that more than 90 U.S. cities have set or are in the process of setting 100 percent renewable energy targets.

The CDP determined the way each city scored by looking at things like climate risk and vulnerability, whether the city in question had a climate change adaptation strategy, how many emissions that city produces, and more. Of the 596 cities the nonprofit ranked, it only publicly disclosed the cities that got an A.

China’s plan to reduce smog in cities basically just moved it to other areas

The Beijing air was so polluted, you couldn’t see to the other side of the street. Thousands of parents and children overflowed the hospitals, and rows of babies were hooked up to machines, suffering from respiratory issues. If you zoomed out on a map, the smog cloud covered one-sixth of the entire country.

It was 2013, and the particulate matter in China’s air, often bad, had gone off the charts into a full-on “airpocalypse,” due to increases in iron and steel production, diesel trucking, and coal-fired energy production.  

“A ‘normal bad’ pollution day is like a rating of 160. I think [one] day the rating was above 600,” said Anthony Singleterry, a Seattle resident who was living in Beijing at the time.

In response to the pollution, the Chinese government quickly drafted and launched a plan to mitigate smog in its big cities. It set aggressive clean air goals for the capital region, and met them, too: By 2017, particulate air pollution in the area was reduced by 25 percent.

But, as a team of Chinese and international scientists found, that quick pursuit of cleaner air for cities meant outsourcing much of the country’s coal-based energy production, and with it the air pollution, to poorer neighboring regions.

A new study in Science Advances looks at the unintended harm the plan did to bordering regions.

Under the policy, 53 percent of Beijing’s energy production was moved elsewhere. More rural regions often have less efficient technologies and lower environmental standards.

The study found that the plan actually increased particulate pollution and carbon emissions nationwide. It also resulted in increased water scarcity in the more rural provinces, which are now providing water to the coal plants. Overall, the study said, these measures may just be passing off pollution problems to less-developed regions of the country.

“Our intention is certainly not to blame or discourage environmental policies designed to reduce air pollution,” but rather to examine the unintended side effects of isolated environmental policies, said University of Maryland’s Kuishuang Feng, a co-author of the study. 

Some smog from these new power plants in neighboring areas will also travel back to the cities, canceling out some of the gains made in reaching the 25 percent pollution reduction goal.

“Especially with an issue like air pollution, it’s not the smartest scientific approach to these problems,” Chris Nielsen, executive director of the Harvard-China Project, told Grist and added that policies should be more holistic and long-term. “Chinese environmental air pollution policies can be overly narrow, both in their spatial focus and environmental focus by being single-pollutant driven.”

Nielsen said there is a benefit, though, to the Chinese government in setting such narrow targets: They are easily measured, and easily communicated to the public. Multi-faceted environmental policy takes “messy, complicated science,” he said. “So it’s hard to explain what you’re chasing.”

Lara Cushing, a public health researcher at San Francisco State University, said she’s seen this kind of spillover effect before: here in the states. She’s published work on similar issues with California’s cap-and-trade emissions program.

“The challenge is that without a broader coordinated strategy, there’s these really big problems of leakage — of pollution just moving around,” Cushing said.

After a 2018 study found California had significantly lowered emissions statewide, but at the expense of poorer communities, the state developed its own environmental justice tool to map pollution by county, and show the areas where people are particularly vulnerable to its effects.

The China study is important, Cushing said, because it not only sheds light on the spillover effect; it shows how unintended consequences can impact water and climate, too.

Since meeting its initial goals set after the “airpocalypse” for 2017, China has rolled out a new climate plan that is a bit more comprehensive. Its name translates to: “Action Plan for Winning the Blue Sky War.” No city in China yet meets the World Health Organization’s recommended particulate levels, so the new policy expands air pollution goals to all cities, rather than just those in the capital region.

Since 2013, the Chinese government also restructured its environmental policy staff. Climate policy used to be under the economic and development commission, and now it has its own branch. This was done, according to Nielsen, to allow scientists to coordinate more closely with government officials on policy.

“It’s evidence that the government recognizes, at least to some degree, what is described in this paper,” Nielsen said.

‘Monumental step backwards’: The $1 billion gas pipeline project dividing New York

A battle is erupting over a proposed gas pipeline on the doorstep of New York City, with environmental groups claiming the project is unnecessary and would lock in planet-warming emissions for decades to come.

Energy company Williams, based in Oklahoma, plans to build a 23-mile-long underwater pipeline through New York’s lower bay to bring fracked gas from Pennsylvania to New York. The $1 billion project would link existing infrastructure in New Jersey to the Rockaways in the New York borough of Queens.

Pipeline proponents argue the project is needed to allow thousands more New Yorkers to switch from oil to gas for their heating, but environmental groups are marshaling a growing protest movement to pressure Andrew Cuomo, New York’s governor, to block the development.

“This pipeline would incentivize reliance on gas, which is way more carbon-intensive than renewables,” said Robert Wood, a campaigner at 350.org, a climate advocacy group. “It would be a nightmare happening, not in a rural area, but right here in New York City.”

A draft of a study commissioned by 350.org disputes many of the assertions made by Williams and National Grid, the utility that will be the sole customer for the gas. According to the analysis, New York is already well on its way to eliminating the dirtiest types of oil, a carbon-heavy fuel, for heating, and the state’s power operators are forecasting a drop in electricity use due to efficiency improvements.

Measures such as installing heat pumps, replacing old boilers, expansion of renewable energy, and planned improvements to building energy efficiency should be “ramped up before considering construction of costly and potentially risky infrastructure like a massive pipeline in the New York harbor,” concluded the analysis, conducted by Suzanne Mattei, a consultant and former regional director of the New York State Department of Environmental Conservation.

Environmentalists also fret that the pipeline’s construction could stir up toxins from the harbor’s seabed and potentially harm vulnerable marine life such as humpback whales, which have made a comeback to the New York area in recent years.

Wood said a decision on the pipeline will be a “major test” of Cuomo’s green credentials. The Democratic governor previously banned fracking in New York and has set climate change goals that would cut emissions by 80 percent by 2050.

The building of the pipeline would be a “a monumental step backwards” in meeting this target, according to Scott Stringer, comptroller of New York City. Stringer, along with a host of other local elected officials and green groups, contends that while gas has a lower carbon content than oil or coal, methane leaks from gas drilling and transportation can make it a nefarious fossil fuel.

However, National Grid said it has experienced “significant growth” in the need for natural gas in New York City and Long Island, with demand expected to grow by more than 10 percent over the next decade as households make a city-mandated switch away from oil to gas for heating.

“A clean energy transition is good for our customers and the economy, and the right thing to do,” said a statement from National Grid that estimated the so-called Northeast Supply Enhancement Project (NESE) would displace 900,000 barrels of oil a year, the equivalent of removing 500,000 cars from the road.

New York State Department of Environmental Conservation has been holding public hearings into the pipeline in the wake of its approval by the federal regulator. Williams has said it could start construction within a year.

The battle over the pipeline is a microcosm of the struggles within the Democratic party over whether to follow a more incremental approach to climate change or heed the warnings of scientists and conduct a rapid shift away from fossil fuels.

Alexandria Ocasio-Cortez, a congresswoman from New York, has spearheaded the more energetic approach as outlined by the Green New Deal, while Cuomo is seen as more of a moderate on the issue.

While environmental groups are planning a series of protests to sway Cuomo, labor unions, another key part of the governor’s base, have said they support the Williams project because of the promise of thousands of construction jobs.

Meanwhile, it emerged last year that Cuomo hired a Williams lobbyist to run his re-election campaign.

Comment was sought from the offices of Cuomo and Bill de Blasio, mayor of New York City, but neither would answer whether they supported the Williams project.

Mardi Gras floods New Orleans in plastic beads. One scientist has a gooey fix.

A herd of dragons, followed by a brass band, and a float full of Star Wars characters rolled down St. Charles Avenue in New Orleans earlier this week, pelting onlookers with shiny beads. When it was over, misthrown necklaces dangled from tree branches and pooled in streetcar tracks.

It’s a scene that played out dozens of times across greater New Orleans over recent weeks. And boy does it make a mess. The Mardi Gras season came to a close on Tuesday, but beads remain scattered everywhere, clogging the city’s sewers. Last year, New Orleans vacuumed 93,000 pounds of plastic beads out of its storm drains.

Someday, historians may look back on our current fossil-fueled plastic era — the geological layer peppered with K-cups, water bottles, and straws — as one particularly bad Fat Tuesday binge.

But at Louisiana State University in Baton Rouge, molecular biologist Naohiro Kato is working to fix the local version of the plastic problem: Kato has figured out how to fashion biodegradable beads and doubloons out of algae.

Kato isn’t exactly into plastics — his research is all about finding medicines in algae. But back in 2013, a student forgot to put a test tube of algae back in a freezer. The next morning, they found a layer of oil had separated from the warm scum and floated to the top of the tube. You need oil, usually pumped out of the ground, to make plastic beads. But the algae in the test tube had pumped this oil out of the air — weaving together carbon-dioxide and water to make the hydrocarbons.

Starting with algae grown in a kiddie pool, Kato then managed to make a few doubloons and beads.

This is just one example of an ongoing revolution to replace petroleum-based chemistry with biology. In the 1950s, scientists broke open the secrets of polymers and, in a frenzy of discovery, figured out how to turn oil into hundreds of different kinds of plastics. Plastics to insulate wires, package food, grease engines, form medical devices, and of course, to shape into a trillion colorful party novelties that drunk tourists would drop in the French Quarter. Now scientists have begun unlocking a new treasure of secrets — working with living cells this time, rather than organic chemistry.

“How big of a deal could bioplastics be? Yeah, I think it could be huge,” said John Cumbers, the founder of SynBioBeta, a network of researchers and inventors involved in this new frenzy of discovery.

Cumbers noted that one startup, Mango Materials, has been capturing methane (a powerful greenhouse gas) and feeding it to bacteria. The bacteria then transform it into bio-polymer molecules, which can be made into plastics.

This isn’t just an exciting frontier for startups. Big companies have already demonstrated that biomaterials make sense. In the 1990s, DuPont began a moonshot effort to get yeast to build 1-3 propanediol, a molecule that’s incredibly difficult to make from petroleum. They succeeded, and soon it was replacing petro-chemicals in cosmetics, soaps, and fabrics. It won a presidential green chemistry award in 2003. Most of this propanediol goes to make a fabric called Sorona, which is woven into denim, carpets, wrinkle-free suits, and underwear. Compared to similar textiles, Sonora produces 60 percent less greenhouse gases over its life cycle, according to DuPont.

This biomaterial performs better and is cheaper than the alternatives, and so “we’ve been growing like gangbusters,” said Mike Saltzberg, who directs DuPont’s biomaterials efforts.

But that’s not always the case. The more environmentally responsible option is often more expensive. “When people say, ‘I’m not just looking at performance and cost, I’m also looking at the environment,’ that really gives bioproducts the advantage,” Saltzberg said.

Take Kato’s bio-beads. Right now they’d cost about a dollar per necklace to mass produce, which is a lot more that the competition (a dollar can buy you a dozen). But if you captured the byproducts of the algal supplements he’s working on, you might be able to make it much more cheaply. For example, you can sell algal fucoxanthin, a compound with potential medical properties for $50,000 a pound. And after you take out the fucoxanthin, you still have 98 percent of the algae you started with.

“That means, we can produce biodegradable Mardi Gras beds from almost all of the microalgae we cultivate,” Kato said. “A football-field size of pond can produce 130,000 pounds of biodegradable Mardi Gras beads, which is more amount than that clogged in catch basins in New Orleans last year.”

Why Toledo just gave legal rights to Lake Erie

Lake Erie provides drinking water for 11 million people, and an unusual tactic to protect it was just adopted in Toledo, Ohio: On Tuesday, Toledoans passed the “Lake Erie Bill of Rights” in a special election, with 61 percent voting yes on a ballot measure that could allow citizens to sue polluters on behalf of the lake.

“This is the first in the nation in terms of rights-of-nature law being adopted by a municipality over a certain ecosystem, and I think it’s the beginning of more things to come in that area,” said Thomas Linzey, executive director and chief legal counsel for the Community Environmental Legal Defense Fund, which helped local activists draft the bill.

The ballot measure will amend the city’s charter to establish that Lake Erie has the right to “exist, flourish, and naturally evolve.” The goal of giving the lake legal rights, Linzey said, is for activists to be able to do “a survey of who’s the biggest polluters into the lake” and then bring lawsuits “to stop that pollution,” he said.

Runoff pollution is a major cause of Lake Erie’s algae blooms, which can make water toxic to fish, wildlife, and people. This kind of pollution occurs “when rainfall washes fertilizer and manure spread on large farm fields into streams that flow into Lake Erie,” according to the Alliance for the Great Lakes.

Past problems with Lake Erie’s water quality prompted organizers to think about new ways to safeguard it. Back in 2014, the City of Toledo issued an advisory for residents not to drink municipal water after chemical tests found unsafe levels of an algal toxin. The toxic algae bloom left 110 people sick and nearly half a million without tap water. Ohio even declared a state of emergency.

“For three days in 2014, we lost access to our drinking water, and we didn’t see any action come out of that,” Markie Miller, an organizer for Toledoans for Safe Water, told CityLab. “We wanted to do something for ourselves.”

The concept of giving rights to nature originates, at least within the U.S., from an article by Christopher Stone published in 1972 in the Southern California Law Review: “Should Trees Have Standing? — Toward Legal Rights for Natural Objects.” Since then, the idea has gained traction internationally. In 2008, Ecuador became the first country to recognize rights of nature in its national constitution. And in 2010, Bolivia’s legislative assembly passed the “Law of the Rights of Mother Earth.”

The basic principle is that of legal standing: Under the U.S. Constitution, to have standing, one needs to show direct injury to oneself caused by some entity, and there must be some redress, or remedy, that can be found in court. Activists hope that with these new rights, Lake Erie will have standing in court without needing to demonstrate injury to a human.

The U.S. Clean Water Act addresses point-source pollution, from a confined and discrete source. But a significant percentage of what plagues Lake Erie is diffuse, non-point-source pollution, such as excess fertilizers from agriculture and urban stormwater runoff.

The fact that Toledoans endorsed such an unusual means to combat pollution reflects an understanding that current regulations aren’t sufficient, said Madeline Fleisher, senior attorney in the Environmental Law & Policy Center’s Columbus office. “The citizens of Toledo are clearly and rightfully frustrated. I understand why they’re trying novel approaches to try to get those issues addressed.” (As is common in local special elections, turnout in Toledo’s was low; just shy of 9 percent of registered voters cast ballots.)

The proposal has been contentious. The board of elections in Lucas County (whose seat is Toledo) voted to block it from the ballot in the November 2018 election. After several months of debate, the board ultimately voted in December to add it to the February special election because of an Ohio Supreme Court decision, as the Toledo Blade reported. One board member said he still believed the measure was “on its face unconstitutional and unenforceable.”

Opponents of the Lake Erie Bill of Rights are concerned about the costs of litigation for farms and businesses. The Ohio Farm Bureau Federation already pledged its support for a lawsuit farmer Mark Drewes filed in the Federal District Court for Northern Ohio Wednesday, challenging the constitutionality of the bill.

“Farmers want and are working toward improving water quality, but this new Toledo law hurts those efforts. Mark Drewes understands this, and it’s Farm Bureau’s job to back his important actions on behalf of Ohio farmers,” the executive vice president of the Ohio Farm Bureau, Adam Sharp, said in a statement.

The suit contends that the measure violates federal constitutional rights, including equal protection and freedom of speech. Additionally, it argues that the bill of rights violates Ohio state law in several ways. For example, it contends that Toledo as a local government cannot override the Ohio state governing structure of Lake Erie, since the Ohio Department of Natural Resources governs the lake under state law.

“One of the biggest challenges that the [Lake Erie] Bill of Rights will have is moving from vision to enactment,” said Cinnamon Carlarne, an Ohio State University law professor. “That is part of a larger conversation trying to advance the role that law plays in protecting ecosystems for a variety of reasons — not the least of which is that we are, as humans, fundamentally dependent on them.”

‘Moment of reckoning:’ U.S. cities burn recyclables after China bans imports

The conscientious citizens of Philadelphia continue to put their pizza boxes, plastic bottles, yogurt containers, and other items into recycling bins.

But in the past three months, half of these recyclables have been loaded onto trucks, taken to a hulking incineration facility, and burned, according to the city’s government.

It’s a situation being replicated across the U.S. as cities struggle to adapt to a recent ban by China on the import of items intended for reuse.

The loss of this overseas dumping ground means that plastics, paper, and glass set aside for recycling by Americans is being stuffed into domestic landfills or is simply burned in vast volumes. This new reality risks an increase of plumes of toxic pollution that threaten the largely black and Latino communities who live near heavy industry and dumping sites in the U.S.

About 200 tons of recycling material is sent to the huge Covanta incinerator in Chester City, Pennsylvania, just outside Philadelphia, every day since China’s import ban came into practice last year, the company says.

“People want to do the right thing by recycling but they have no idea where it goes and who it impacts,” said Zulene Mayfield, who was born and raised in Chester and now spearheads a community group against the incinerator, called Chester Residents Concerned for Quality Living.

“People in Chester feel hopeless — all they want is for their kids to get out, escape. Why should we be expendable? Why should this place have to be burdened by people’s trash and shit?”

Some experts worry that burning plastic recycling will create a new fog of dioxins that will worsen an already alarming health situation in Chester. Nearly four in 10 children in the city have asthma, while the rate of ovarian cancer is 64 percent higher than the rest of Pennsylvania and lung cancer rates are 24 percent higher, according to state health statistics.

The dilemma with what to do with items earmarked for recycling is playing out across the U.S. The country generates more than 250 million tons of waste a year, according to the Environmental Protection Agency, with about a third of this recycled and composted.

Until recently, China had been taking about 40 percent of U.S. paper, plastics, and other recyclables, but this trans-Pacific waste route has now ground to a halt. In July 2017, China told the World Trade Organization it no longer wanted to be the end point for yang laji, or foreign garbage, with the country keen to grapple with its own mountains of waste.

Since January 2018, China hasn’t accepted two dozen different recycling materials, such as plastic and mixed paper, unless they meet strict rules around contamination. The imported recycling has to be clean and unmixed — a standard too hard to meet for most American cities.

It is “virtually impossible to meet the stringent contamination standards established in China,” said a spokesperson for the city of Philadelphia, who added that the cost of recycling has become a “major impact on the city’s budget,” at around $78 a ton. Half of the city’s recycling is now going to the Covanta plant, the spokesperson said.

There isn’t much of a domestic market for U.S. recyclables — materials such as steel or high-density plastics can be sold on but much of the rest holds little more value than rubbish — meaning that local authorities are hurling it into landfills or burning it in huge incinerators like the one in Chester, which already torches around 3,510 tons of trash, the weight equivalent of more than 17 blue whales, every day.

“This is a real moment of reckoning for the U.S. because of a lot of these incinerators are aging, on their last legs, without the latest pollution controls,” said Claire Arkin, campaign associate at Global Alliance for Incinerator Alternatives. “You may think burning plastic means ‘poof, it’s gone’ but it puts some very nasty pollution into the air for communities that are already dealing with high rates of asthma and cancers.”

Hugging the western bank of the Delaware River, which separates Pennsylvania and New Jersey, Chester City was once a humming industrial outpost, hosting Ford and General Motors plants. Since the war, however, Chester has been hollowed out, with an exodus of jobs ushering in an era where a third of people live in poverty.

The industry that remains emits a cocktail of soot and chemicals upon a population of 34,000 residents, 70 percent of them black. There’s a waste water treatment plant, a nearby Kimberly-Clark paper mill, and a medical waste facility. And then there’s Covanta’s incinerator, one of the largest of its kind in the U.S.

Just a tiny fraction of the trash burned at the plant is from Chester — the rest is funneled in via truck and train from as far as New York City and North Carolina. The burning of trash releases a host of pollutants, such as nitrogen oxides, sulfur dioxides, and particulate matter, which are tiny fragments of debris that, once inhaled, cause an array of health problems.

It’s difficult to single out the exact cause of any cancer, but a host of studies have identified possible links between air pollution and ovarian and breast cancers, which are unusually prevalent in Chester. A 1995 report by the EPA found that air pollution from local industry provides a “large component of the cancer and non-cancer risk to the citizens of Chester.”

“There are higher than normal rates of heart disease, stroke, and asthma in Chester, which are all endpoints for poor air,” said Marilyn Howarth, a public health expert at the University of Pennsylvania who has advised Chester activists for the past six years.

Howarth said residents now risk a worsened exposure to pollution due to increased truck traffic rumbling through their streets, bringing recycling to the plant. Once burned, plastics give off volatile organics, some of them carcinogenic.

“It is difficult to link any single case of cancer, heart disease, or asthma directly to a particular source. However, the emissions from Covanta contain known carcinogens so they absolutely increase the risk of cancer to area residents.”

Covanta say that pollution controls, such as scrubbers in smokestacks, will negate toxins emitted by recyclables. After passing through the emissions control system, the plant’s eventual output is comfortably below limits set by state and federal regulators, the company says, with emissions of dioxins far better than the expected standard.

The company also argues that incineration is a better option than simply heaping plastic and cardboard in landfills.

“In terms of greenhouse gases, it’s better sending recyclables to an energy recovery facility because of the methane that comes from a landfill,” said Paul Gilman, Covanta’s chief sustainability officer. “Fingers crossed Philadelphia can get their recycling program going again because these facilities aren’t designed for recyclables, they are designed for solid waste.”

Covanta and its critics agree that the whole recycling system in the U.S. will need to be overhauled to avoid further environmental damage. Just 9 percent of plastic is recycled in the U.S., with campaigns to push up recycling rates obscuring broader concerns about the environmental impact of mass consumption, whether derived from recycled materials or not.

“The unfortunate thing in the United States is that when people recycle they think it’s taken care of, when it was largely taken care of by China,” Gilman said. “When that stopped, it became clear we just aren’t able to deal with it.”

Youth-led climate protests sweep across Europe

Thousands of young people in the U.K. are up in arms — not about Brexit, or the latest royal family gossip, but about climate change.

Students walked out of schools today in cities across the U.K., and other parts of Europe — the latest demonstration in what has become a global youth climate strike. This movement started six months ago when Swedish teen Greta Thunberg began leaving school every Friday to protest on the steps of her country’s parliament. Thunberg’s environmental activism is still going strong, and she has delivered powerful speeches to both the U.N. and the World Economic Forum on the urgency of climate change.

This is week 26 of her climate strike. But she’s no longer in it alone.

These kids aren’t just hooting and hollering, either. The U.K. Student Climate Network, a group that helped coordinate some of the biggest protests in London, Brighton, Oxford, and Exeter, has four very specific demands.

They want leaders in government to:

Declare a climate emergency and take “active steps to achieve climate justice”
Adjust curriculum to make the ecological crisis a priority in public education
Do more to communicate the severity of the problem to the general public
Lower the voting age to 16, so that young people can have a voice in determining their future

The young protestors were keen to apply their Gen Z wit to the climate cause, with slogans like: “I’ve seen smarter cabinets at Ikea,” “Make Earth cool again,” “Like the oceans we rise,” “Nobody minds if you miss school on a dead planet,” and the straightforward “Don’t f*ck us over.” Sometimes simplicity wins.

Don’t worry if you’re feeling left out in the U.S. The climate strike is spreading stateside as well, with a major national action planned for Friday, March 15. And some young American activists, like Alexandria Villasenor, have already been at it for weeks.

Next month’s climate march is expected to galvanize not only students from around the globe, but also major environmental groups like 350.org, Extinction Rebellion, and the Sunrise Movement.

If one teen can spark a movement this size, we’d better be keeping an eye on all these youngsters. Who’s telling what they might do next — save the world, maybe?

The Green New Deal is already at work in one Portland neighborhood

It’s a cloudy gray day in Cully, a neighborhood in northeastern Portland, and the air is thick with the smell of burnt tires. The culprit? An asphalt manufacturing plant, where black rubble is piled into one long heaping mound, waiting to be hauled off to areas across the city to fill in old potholes and pave new streets.

Cully is located in one of the city’s most culturally diverse pockets, but the predominantly low-income neighborhood is regularly subject to industrial pollution. Automobile salvage lots, including one that caught fire and spewed toxic chemicals into the air last year, litter entire city blocks with old car parts and used tires.

Across the street from the asphalt plant, a barren parking lot is cordoned off by a chain-link fence. This was formerly the site of the Sugar Shack, a notorious strip club and adult video store that was torn down less than two months ago. After the owners’ arrest in 2015 for tax fraud and running a prostitution ring, the lot became a meeting spot for neighborhood groups and community members. Now, thanks to a coalition of four local organizations that goes by the name Living Cully, the site will soon be home to a new affordable housing complex: Las Adelitas, named in honor of the women soldiers who fought during the Mexican Revolution.

On the surface, this housing complex in one of the most rapidly gentrifying corners of the country will be much like any other development designed to help respond to the national housing crisis. But dig a little deeper, and Las Adelitas has the potential to become a model for much more — a solution not only to the displacement of longtime residents but to the lack of green investment in the low-income communities of color that are already on the front lines of the looming climate change crisis.

Dig deeper still, and Las Adelitas — together with the whole Living Cully framework — begins to look a lot like the much-touted Green New Deal: a preliminary plan touted by Democratic congressional members to create a “green workforce” that will build out green infrastructure and clean energy projects while bringing economic opportunities to vulnerable communities. The long-term success or failure of Living Cully could provide a window into an ambitious national program that’s still in the visionary stage today.

When the Great Recession hit in 2008, Mateo Fletes Cortes, who lives in the town next to Cully, lost his job. Originally from Nayarit, Mexico, Fletes Cortes moved to Oregon with his uncle in 2002, picking up work in construction, building out wooden window frames, installing baseboards, and adding finishing touches to buildings and houses. But when the construction industry collapsed, so did Fletes Cortes’ job stability. He’d heard about opportunities in landscaping work but been reluctant to apply, associating landscaping with unskilled low-wage labor. Then he heard about Verde.

The area nonprofit, which is also the lead organizer of Living Cully, operates a landscaping company called Verde Landscaping. The business was started in 2005 in order to train and employ residents to do sustainable landscaping for affordable housing developments built by Hacienda CDC, a Latino Community Development Corporation. Hacienda is also a member organization of Living Cully, and the owner of Las Adelitas. At Verde, wages start at $13.50 an hour and increase to $18.50 by the third year of employment, with paid training sessions and certification provided, as well as medical and dental benefits. So far, the program has trained over 200 area residents in jobs like stormwater management and habitat restoration, according to Verde’s executive director, Tony DeFalco. Ironically, as the economy has picked up in recent years, it’s become harder to recruit labor for the training program, DeFalco said. “You’ve got historically low unemployment, and so it can be really challenging to be competitive.”

Through Verde’s workforce training program, Fletes Cortes took English classes, received industry certifications, and learned that landscaping was indeed for him. “As fate would have it, I started to work in habitat restoration,” something he’d previously known nothing about, Fletes Cortes said. “I saw that [landscaping] wasn’t just about working a lawnmower.” Rather, it could be about restoring wildlife habitats or redirecting stormwater to hydrate vegetation and native plants and shrubs.

These days, Fletes Cortes spends a lot more time in the office, having been promoted to landscape crew supervisor. Bidding for landscaping contracts and checking on equipment and crewmembers keep him busy. He’s been with Verde for a decade, and today, he manages other employees in the workforce program. When the Las Adelitas project gets fully underway, it will be highly skilled workers like Fletes Cortes who carry out the necessary landscaping and subsequent maintenance work for the planned 140 affordable housing units and ground-level commercial spaces.

Living Cully’s motto can seem counterintuitive at first: “Sustainability as an anti-poverty strategy.” After all, it’s now widely believed that the more green investments like parks and vegetation appear in a neighborhood, the more desirable (and expensive) that place becomes, often pushing longtime residents out of their homes and neighborhoods. The phenomenon even has its own trendy name: “green gentrification.” This is certainly a challenge in Cully, where, despite anti-displacement efforts, housing prices are in fact rising. But DeFalco believes that pairing housing projects with environmental investments will be key to the project’s success. “[That] is a really simple recipe for proofing the community against green gentrification,” he said.

That experiment is coming together in Las Adelitas: Verde Builds will construct the building’s green features; green roofs and walls, solar panels, water reuse systems are all being considered in the design. Verde Landscaping will provide local skilled workers to build out green stormwater infrastructure as well as sustainable landscaping. The housing project is expected to be completed by 2020.

In addition to Las Adelitas, Living Cully partners are not only creating energy-efficient affordable housing but also preserving existing low-income housing, through initiatives like a mobile home weatherization program that aims to lower bills of low-income residents who pay a disproportionate amount of their paychecks to utilities. And there are other benefits: That weatherization allows low-income residents to lower their energy use and therefore, their carbon footprint. In August, Portland City Council passed a new zoning designation to protect mobile home parks in Portland from redevelopment, thanks to organizing efforts by Living Cully partners and other area organizations.

As Congress continues to figure out what a Green New Deal might look like on a national scale, Cully could become a valuable and tangible model community to turn to for inspiration. “We are at a place now, where — as a nation — we can no longer make an environmental investment without social and environmental justice outcomes,” DeFalco said. “What we’ve been able to do here at a smaller scale is basically to demonstrate how you do that.”
