Oakland says no thanks to coal exports

A proposal to turn a former Army base into a coal export terminal was thwarted Monday by a vote of the Oakland City Council. The terminal would have been the largest coal facility on the West Coast, exporting 10 million tons of coal from Utah each year.

The controversial plan pitted environmentalists, labor leaders, and politicians concerned about safety and greenhouse gas emissions against business interests and some residents who argued that the terminal would create jobs. Hundreds showed up to protest on both sides of the issue at the council meeting Monday, but the ban passed unanimously.

“I believe that ‘jobs versus the environment’ is a false choice,” said Councilman Abel Guillén.

“The transport and handling of coal would not only have had serious consequences for the health of local communities, but also for the health of San Francisco Bay,” said Sejal Choksi-Chugh, head of the environmental group San Francisco Baykeeper. “There is no good reason to bring coal into our vibrant and thriving economy and undo the years of progress that we’ve made in cleaning up the Bay.”

But the story is not over yet. A second city council vote will take place on July 9, and the developers have threatened to sue the city over its decision.

Heat waves could bring lots more deaths to NYC

Annual heat-related deaths in New York City could soar by more than 500 percent by the 2080s, according to a new study.

Published in the journal Environmental Health Perspectives, it finds a wide range of potential outcomes depending on how much warming we endure, how New York’s demographics shift (elderly people are more likely to die from heat), and whether the city proactively adapts to the more severe heat waves that are certain to come. Deaths could be reduced by more cooling centers, more widespread air-conditioning, and construction of buildings better suited to climate shifts.

An average of 638 people died annually from heat-related causes in New York City between 2000 and 2006. If the city gets serious about adaptation and temperatures rise as little as possible, annual deaths could be reduced to an estimated 167 by later this century. If the city fails to adapt, a worst-case scenario could see deaths increase to 3,331 per year.

In coastal cities, most climate change concerns have focused on rising sea levels and more severe storms, but New York also suffers from hot, humid summers. (This is one reason New Yorkers so often decamp for California, where they can substitute complaining about weather extremes with complaining about the lack of seasons). Heat waves particularly endanger the homeless and low-income people. The time to start adapting is now.

San Francisco Police Chief Greg Suhr has resigned following a shooting by San Francisco police officers. SF Mayor Ed Lee asked for Suhr’s resignation and then announced it at a press conference at City Hall Thursday evening. The announcement comes just days after Suhr indicated he had no intention of leaving the department.

But this morning, A 27-year-old black woman was shot by SFPD officers in the Bayview neighborhood around 10am. Police said officers pursued the woman after they spotted her driving a car that had been reported stolen. During a chase, the woman crashed the vehicle. At that point police tried to pull her out of the vehicle and an officer fired one shot, Suhr said at a press conference following the shooting.

For months, demonstrators have been calling on Mayor Lee to fire Suhr because of numerous scandals that have plagued the police department over the past year. Four city supervisors had also called for Suhr’s resignation. Last spring, fourteen SPFD officers were implicated in an private exchange where officers sent racist and homophobic text messages. Two more officers were implicated in a similar exchange last month. And the shooting of Mario Woods, a 26-year-old black man whose shooting by several officers Mayor Lee called death by “firing squad,” last December sparked a review of SFPD policies by the Department of Justice’s Office of Community Oriented Policing. Most recently, five San Francisco activists went on a 17-day hunger strike in protest of the department and demanding that Suhr be fired. The hunger strike ended last week.

Flint Mayor Ordered Staffer to Divert Charitable Donations to Her Campaign Fund, Lawsuit Claims

In November, Flint residents elected a new mayor, Karen Weaver, who promised to help solve the city’s lead crisis and hold local authorities accountable. Now, she’s mired in a controversy of her own.

On Monday, former City Administrator Natasha Henderson filed a lawsuit in US District Court against Weaver and the city of Flint, claiming she was wrongfully fired after raising concerns that Weaver was steering donations for Flint families into a campaign fund. According to the complaint, Henderson was approached in February by a tearful city employee, Maxine Murray, who told Henderson “she feared going to jail.” The mayor, the suit claims, had instructed Murray and a volunteer to direct donations from Safe Water Safe Homes, a fund created to repair antiquated plumbing in Flint homes, to a campaign account called Karenabout Flint, and give them “step-by-step” instructions on how to make a donation.

As CNN notes, “Karenabout Flint” is not a state-registered PAC, though “Karen About Flint” was the mayor’s campaign slogan, Twitter handle, and campaign website. According to the lawsuit, Henderson, the city’s top unelected official, reported the matter to Flint’s chief legal council in February and requested an investigation. Three days later, she was terminated on the account that there was no room in the city budget to fund her position—though Henderson noted that her position was funded by the state. The mayor’s office did not immediately respond to a request for comment.

President Obama visited Flint today and told residents, “It’s not too much to expect for all Americans that their water is safe.”

Obama made the comments during a speech in the city on Wednesday, a few hours after he drank filtered Flint water after a briefing by federal officials on the city’s lead-contaminated water. He also requested a glass of filtered water during his speech, saying “I really did need a glass of water. This is not a stunt.”

The president vouched for the safety of certified filters and encouraged most city residents to start drinking filtered water instead of bottled water. “If you’re using a filter … then Flint water at this point is drinkable,” Obama said after taking a brief sip of filtered water, adding that the Environmental Protection Agency says using the filter makes the water safe and drinkable.

The only exception is pregnant women and children under 6, who should continue to use bottled water “out of an abundance of caution,” he said.

Good for Obama. He told them the truth: Flint water is safe to drink. My own take is that Flint water is safe for children too, but if I were president I suppose I might back off on that a little. A president’s words carry a bit more weight than a blogger’s. Still, residential testing shows that lead levels in Flint water have been well below 15 ppb since the beginning of the year. Obama is right about the precautions residents should take (flush your pipes, get blood tests for your kids, etc.), but the bottom line is that most Flint residents should feel comfortable drinking, cooking, and bathing with tap water.

Flint and America’s Corroded Trust

It’s been the subject of protests and debates, but if anything is improving in Flint, Michigan, it’s hard for any of us on the ground to see.

One of the city’s lead pipes has been replaced for the benefit of the press, but more than 8,000 additional service lines are likely corroded and still leaching toxic lead. It took a mom, a pediatrician, and a professor in Virginia to discover Flint’s children were being poisoned. It took cable television to get the nation to give a damn.

And that’s not all. An outbreak of Legionnaires’ disease has killed at least 9 people and infected 87 others over the last two years. The state knew. The city knew. The county knew. The federal government knew. But the public was never told. Legionella bacteria may still be in pipes and hot-water heaters, waiting for warm weather to spawn. People are frightened in this hardscrabble town of 99,000 about an hour’s drive north of Detroit. And still, the government tells them nothing.

The city’s pipe inspector at the water plant won’t return calls.

Republican Gov. Rick Snyder gives interviews assuring citizens that the water is now safe for washing and tells me he would bathe his own grandchildren in it. The governor has no grandchildren.

On February 19, the Rev. Jesse Jackson led more than 500 people past abandoned General Motors plants to the Flint water tower in protest of the water crisis in Flint.

That irony is not lost on Sabrina Hernandez, a 39-year-old bartender who is helping raise her one-year-old granddaughter, Hazel. In January, state health inspectors came to the downtown bar where Hernandez works and instructed staff not to serve ice cubes or rinse lettuce with city water. Hazel, on the other hand? Well, go right ahead and rinse her off, the governor declares.

“It’s like living in a Third World country,” Hernandez says. “What are they going to do to us next? It makes you think, was this because we are poor?”

A nighttime raid. A reality TV crew. A sleeping seven-year-old. What one tragedy in Detroit can teach us about the unraveling of America’s middle class.

It would be easy to blame Snyder for this man-made catastrophe. And he does deserve much of the blame. Flint is the consequence of his bookish managerial style, his insistence on “relentless positive action.” And it was Snyder who stripped Flint’s mayor and City Council of power and replaced them with a string of emergency managers who had absolute authority over Flint’s finances and political decisions. It was Snyder’s emergency manager who, in a cost-saving measure, decided to go off the Detroit water system and pipe in water from the notoriously polluted Flint River instead.

Snyder knew the water was bad. Everybody knew the water was bad. E. coli and boil notices and mysterious rashes were immediately the stuff of headlines. Michigan officials began secretly trucking in water for a state building in Flint. The water from the Flint River was so corrosive that General Motors workers noticed it rusted their parts. After six months, GM switched its plant back to using Detroit water.

The Flint City Council soon voted to do the same, but the vote was ceremonial. The City Council had no real influence anymore. Jerry Ambrose—Flint’s fourth emergency manager in less than four years—vetoed the resolution, calling it financially “incomprehensible.”

In fairness, Flint has a long history of being financially incomprehensible. In 2002, hollowed out by three decades of industrial decline, Flint had a $30 million operating deficit. The mayor was recalled and an emergency financial manager was installed. Even though power was returned to elected officials, the books were never balanced and the city routinely blew multimillion-dollar holes in its budget. The new mayor, accused of bribery and lying about the city’s finances, resigned for “health reasons.” Enter Snyder and his band of bean counters.

All the while, Detroit’s water utility was fleecing Flint, charging one of the poorest cities in the United States an average of $910 a year per household, nearly three times the national average. It is worth remembering that former Detroit Mayor Kwame Kilpatrick was sentenced to 28 years in federal prison for, among other things, bid-rigging in the water department.

So in 2013, Flint’s civic leaders pushed for the construction of their own water system running parallel to Detroit’s. It wasn’t necessary; Detroit’s water was perfectly fine, if overpriced. But think of the jobs. Think of the money. The chamber of commerce wanted it. The trade unions wanted it. The contractors wanted it. The Democratic City Council rubber-stamped it. So did the Democratic mayor. And so, the Republican governor’s people signed off on the new multimillion-dollar water system even though Vehicle City was broke.

How would Flint pay for this redundant infrastructure when it had no money? Simple, borrow the money from Hazel’s future. Then raise her grandmother’s water bill—charging even more for the substandard Flint River water than for the Detroit water.

The savings to the city would be funneled back into upgrading Flint’s mothballed water treatment plant as well as provide a revenue stream toward the new water system. Just one problem—the necessary upgrades weren’t made to the old plant before people were served water from a river known as a dumping ground for corpses and car batteries.

After 18 months of denials from Snyder’s bureaucrats, Flint went back on Detroit’s water system in October last year. Hazel’s grandmother is still being overcharged. Of course she is: Those bond payments begin this year, and if Flint defaults it could create another financial emergency, and the city might once again go back into the hands of a Snyder-appointed emergency manager. Last week, Michigan Attorney General Bill Schuette indicted three mid-level managers for covering up the extent of the problem, and Synder promised to drink the water for a month to assuage fears. But public trust is already corroded.

Flint’s water crisis has become a symbol that resonates across America—but a symbol of what? Of working­-class decline? Disregard for a majority-black population? Bloated government? The push to cut and privatize public services? Even as Flint became front-page news and federal water safety protocols were exposed to be laughable, the Obama administration proposed slashing a quarter of a billion dollars from the Environmental Protection Agency’s testing budget to help meet spending cuts imposed by Congress. Experts warn there are many other cities—Cleveland, Pittsburgh, and Newark, New Jersey, for instance—with water that is as bad or worse.

Is Flint an outlier or a harbinger of a Mad Max future of crumbling roads, joblessness, and poisoned water? One thing is for sure: The rage felt by the residents of Flint is little different from the rage felt in other quarters of America—the feeling that you’re losing ground, that the deck is stacked against you and the people on top don’t give a damn.

“I don’t want to sound like a conspiracy theorist or anything,” Hernandez says. “But it makes me wonder if it’s not intentional. This community, we don’t have a voice. Nobody listens to the poor people that are, you know, barely making it.”

Tech-Shuttle Giant Given the Boot in San Francisco

Citing a history of disregard for traffic laws and acrimonious labor disputes, San Francisco’s Municipal Transportation Agency has declined to grant tech shuttle operator Bauer’s IT a permit to use public bus stops under the city’s controversial Commuter Shuttle Program. Bauer’s IT is one of San Francisco’s largest tech bus operators, accounting for 10 percent of the city’s commuter shuttle pickups. Bauer’s IT clients include major Bay Area tech companies such as Twitter, Yelp, Salesforce, and Cisco.

According to a “notice of permit denial” sent from the SFMTA to Bauer’s yesterday, the company repeatedly broke the law by sending large buses down “weight-restricted streets” and stopping at locations not designated for private buses. It also failed to inform the city of ongoing labor disputes with the International Brotherhood of the Teamsters, whose complaints of illegal union busting practices at the company are being heard by the National Labor Relations Board. The Commuter Shuttle Program requires participating companies to maintain “labor harmony.”

In 2013, tech shuttles, a.k.a. “Google buses,” became potent symbols of inequality and gentrification in the Bay Area after it emerged that the posh private vehicles were illegally using public bus stops to pick up workers. The following year, the city launched a pilot program that allowed the companies to use the stops legally for a nominal fee. That program becomes permanent next month, but requires participating companies to reapply for permits. Bauer’s IT could not be reached for comment.

“The SFMTA is enforcing what the City and County of San Francisco is famous for: Recognizing employees’ right to be represented and right to and fair wages and benefits,” said Rome Aloise, the director of Teamsters Joint Council 7, which represents drivers in Northern California. “Bauer’s seems to be just disregarding all of that.”

Does this mean the Twitterati will be tweeting from BART like the rest of us? Not exactly. Bauer’s IT has 15 days to file an appeal, and can then continue to use its stops until the city makes a final decision.

Commuting can be one of the most frustrating parts of having a job — a dull, talk-radio-filled, coffee-fueled drive every morning with all the other schmucks on the road.

I experienced it once while living in North Carolina: an awful slog through traffic lights and sprawl that annoyed me so much that I moved. Now, my commute is on foot, an easy mile walk to downtown Seattle, and on a clear day, you can see Mt. Rainer. Rather than dread my commute, I enjoy it. But I am one of the lucky few.

According to a new study, the average American spends 26 minutes traveling to work each way, and for over 80 percent of Americans, that time is spent in a car, usually alone. And the worse part is, it’s only getting longer. The Washington Post reports that 26 minute is:

the longest it’s been since the Census began tracking this data in 1980. Back then the typical commute was only 21.7 minutes. The average American commute has gotten nearly 20 percent longer since then.

According to the Census, there were a little over 139 million workers commuting in 2014. At an average of 26 minutes each way to work, five days a week, 50 weeks a year, that works out to something like a total of 1.8 trillion minutes Americans spent commuting in 2014. Or, if you prefer, call it 29.6 billion hours, 1.2 billion days, or a collective 3.4 million years. With that amount of time, we could have built nearly 300 Wikipedias, or built the Great Pyramid of Giza 26 times — all in 2014 alone.

Instead, we spent those hours sitting in cars and waiting for the bus.

The Post concentrates on the negative effects on the commuterPeople with longer commutes are more likely to suffer from obesity, high cholesterol, high blood pressure, back and neck pain, divorce, depression, and death, according the Post, as well as to be less politically engaged, more likely to be poor, miss work, and have other problems. There’s also issues of lost productivity, says the Post: Think of how many more apps we could invent with all those hours! But there’s another issue they didn’t mention. That’s right: climate change.

The vast majority of those nearly 30 billion hours spent commuting every year are by people alone in their gas-powered cars. The carbon footprint of that is just massive, and as commutes grow, it’ll only get worse. It’s a complex problem: Commutes are so long both because cities are so expensive and because mass transit in most American cities is so inadequate.

Take Seattle: If you can’t afford to live close to the city center (or if you’re not willing to live in a studio the size of a jail cell, as I do), you’ll have to contend with either driving yourself to work in the fourth worst traffic in the country, or relying on an often unreliable bus or train.

The current system isn’t working as the myriad of negative effects on both us and the planet show. But until we can figure out how to make cities more affordable and build robust transit systems and carpooling options, the answer may be simply to work from home when it’s possible. We might not be able to teleport yet, but for those who can, there’s always teleworking.

Less than two months after a grand jury decided not to indict the Cleveland police officer who shot and killed 12-year-old Tamir Rice, the city has filed a claim saying the boy owed $500 “for emergency medical services rendered as the decedent’s last dying expense.” In response to the claim, a Rice family attorney told the Cleveland Scene that the move “displays a new pinnacle of callousness and insensitivity.”

The mayor’s office could not be reached immediately for comment.

Your City Will Never Get Rich Hosting the Super Bowl

Along San Francisco’s Embarcadero, right in front of the restored Ferry Building, a fan village known as Super Bowl City is expected to draw at least a million visitors this week. Super Bowl Host Committee officials project that not only will San Francisco finish in the black after the nine-day event, but that it also could generate anywhere between “a couple hundred million to $800 million” in economic output for the city. What’s more, a PricewaterhouseCoopers study projected that the Bay Area could see at least $220 million in direct revenue from business during the Super Bowl, the most ever.

But where do those numbers come from, and how accurate are they, really? We reached out to two economists who study the impact of mega sporting events, and their assessment was less than rosy. Here are some takeaways:

Every year, the same studies come out. Every year, they’re wrong. When the NFL and its host committee estimate the event’s economic impact, they tend to forget how the city operates before the event, says Andrew Zimbalist, an economics professor at Smith College. For example, San Francisco’s hotel occupancy rate typically has hovered around 90 percent in February. So when Super Bowl fans flood area hotels, they’re likely just filling spots that would have already been filled. Additionally, residents can be reluctant to visit the Super Bowl City area over fear of traffic, congestion, and increased security, displacing typical economic activity and leaking money out of the city. Notably, on Super Bowl City’s opening day, only 7,000 people showed up.

“I’m expecting next year they’re going to come out and say the host city is going to turn into New York City. Not really. It’s silly,” Zimbalist says. “Every year they come out with the same stuff. The studies that they do are based on a false methodology and unrealistic assumptions.”

The host city’s Super Bowl committee usually keeps quiet about the projected economic benefits to the host city or the region. Previous analyses by university researchers, in partnership with the NFL and host committees, have measured the gross economic benefits anywhere between $400 million and $700 million. For instance, researchers at Arizona State University found that last year’s Super Bowl XLIX in Glendale, Arizona, brought $719 million of total economic impact to the state.

ASU would not release the entire study to Mother Jones under an agreement with the NFL and the host committee. But Victor Matheson, an economics professor at the College of Holy Cross who examined the study’s summary findings, told Mother Jones that researchers failed to take into account the region’s typical activity. Matheson argues that the true impact for the host city usually falls between $30 million and $120 million.

San Francisco gave up a lot to get Super Bowl City, and still needs to figure out how to pay for it. This year, Super Bowl City is 45 miles away from the actual big game, which will take place at Levi’s Stadium in Santa Clara. But San Francisco’s taxpayers are on the hook for at least $4.8 million in city services during Super Bowl week. Why? An independent budget analysis found that San Francisco did not make a formal agreement with the NFL and the Super Bowl Host Committee to receive a reimbursement for those services. Or, as SF Weekly recently put it, “The Super Bowl is here on little more than a handshake deal.”

As Zimbalist notes, $4.8 million is a small number when you consider San Francisco’s $8.96 billion budget. Still, he says, “it’s $5 million not being spent on road repairs and schools.” Or on the city’s roughly 3,500 homeless, some of whom recently relocated from the Super Bowl City area to a growing tent encampment under a highway overpass in the Mission District. San Francisco magazine counted 100 tents in the area, though homeless advocates and officials say the encampment has grown over the course of a few months, even years. A host committee official told Bloomberg News in January that the group would invest $13 million of the $50 million it had already raised in charities addressing homelessness and poverty.

Meanwhile, as part of the Super Bowl bid, San Francisco’s police, fire, and emergency management departments “signed letters of assurance to not seek reimbursement from the NFL” for providing more services during the Super Bowl—an arrangement that Matheson said isn’t unusual. (Last year’s Super Bowl likely cost the city of Glendale at least $579,000 and as much as $1.25 million in security and transportation cost overruns.) Only two departments will earn money back from the host committee—the fire department (a 6.7 percent reimbursement) and parks and recreation (100 percent). Jane Kim, who sits on San Francisco’s board of supervisors and has called the city’s non-agreement “the worst deal ever,” pushed for a last-minute bill to make the city renegotiate with the NFL, less than a week before the events at Super Bowl City were set to start.

The city’s municipal transportation agency and police department will spend a combined $3.8 million for services to Super Bowl 50 events; the transportation department will spend more than $700,000 on additional parking enforcement alone. The city will try to cover this by redirecting funds in different department budgets along with staff time from future projects “to support this extraordinary special event.” For now, some city workers will volunteer their time during Super Bowl week.

All told, it could’ve been worse. Take Super Bowl XLVIII, which left New Jersey residents with a $17.7 million tab. Or last year’s big game, which cost Glendale—a city of 230,000 where more than 40 percent of its debt is set aside to pay off sports facilities—more than $2.1 million to pay for security alone. And while Santa Clara’s taxpayers still have to deal with the public subsidies that helped fund Levi’s Stadium, the city did manage to make a deal to earn back roughly $3.6 million in service costs for the Super Bowl.

“In the big picture,” Matheson says, “this is one of the cheapest for the taxpayers that we’ve seen.”
