CBO dismisses costs of global warming, posing hurdle for climate legislation

In a baffling repudiation of the federal government’s own scientists, the Congressional Budget Office last week said that climate change poses little economic risk to the United States in the next decade.

The statement, which went so far as to highlight dubiously positive effects of rising global temperatures, poses a potential hurdle for future legislation to curb surging greenhouse gas emissions, experts said, and amounts to textbook climate change denial.

Buried on page 292 of a 316-page report titled “Options for Reducing the Deficit: 2019 to 2028,” the CBO said: “Many estimates suggest that the effect of climate change on the nation’s economic output, and hence on federal tax revenues, will probably be small over the next 30 years and larger, but still modest, in the following few decades.”

“That’s just completely false,” Gary Yohe, an environmental economist at Wesleyan University, said by phone Wednesday. “There are no references to these ‘many estimates,’ and the following part of the paragraph cherry-picks.”

The report — first noted on Twitter by investigative reporter David Sirota — goes on to tout positive effects like “fewer deaths from cold weather” and “improvements in agricultural productivity” as some of “the more certain effects of climate change on humans over the next several decades.”

The stunning remarks directly contradict the National Climate Assessment, which found that, by 2100, crop damage, lost labor, and extreme weather will cost the U.S. economy upward of $500 billion a year. That’s “more than the current gross domestic product of many U.S. states,” according to the report, drafted by researchers at 13 federal agencies.

In October the United Nations’ Intergovernmental Panel on Climate Change determined that unabated global warming beyond 2.3 degrees F above preindustrial levels would cause $54 trillion in damage and that the world is likely to hit that average temperature increase unless world governments halve emissions by 2030.

In a lengthy statement to HuffPost, the CBO referred to three of its own past reports, including one that said, “Even under scenarios in which significant climate change is assumed, the projected long-term effects on GDP would tend to be modest relative to underlying economic growth.”

“Although CBO has not undertaken a full analysis of the budgetary costs stemming from climate change, it has recently analyzed the potential costs of future hurricane damage caused by climate change and coastal development,” read an excerpt from one report highlighted in the statement. “All told, CBO projects that the increase in the amount of hurricane damage attributable to coastal development and climate change will probably be less than 0.05 percent of GDP in the 2040s.”

The agency’s report attributed differing climate predictions to “the imperfect understanding of physical processes and of many aspects of the interacting components (land, air, water, ice, and all forms of life) that make up the Earth’s climate system.”

In an as-yet-unpublished study shared with HuffPost, Yohe calculated that hurricane damage alone totaled $2.9 trillion from 1998 to 2018. Of that, he found $2.25 trillion (about $107 billion per year) could be attributed to climate change. That sum is up from $900 billion ($45 billion per year) from 1978 to 1997.

The CBO finding could delay efforts to pass long-overdue climate legislation in the next few years and provide ammunition to combat any such measures for lawmakers who have long denied the scientific realities of global warming on ideological grounds.

“Anybody writing legislation is going to have to understand that using budgetary effects is not necessarily going to get you a long way to getting passage,” said Mark Harkins, a senior fellow at Georgetown University’s Government Affairs Institute.

The CBO, established as Congress’ official budget scorekeeper in 1974, may be identifying a “difference between the impact on the budget and the economy,” said Stan Collender, a federal spending expert who runs the website The Budget Guy.

“If CBO said it, it’s serious and credible,” he said, adding that the assessment “decreases the political imperative” for sweeping climate policies like the Green New Deal that Representative-elect Alexandria Ocasio-Cortez (a Democrat from New York) and more than 40 other Democrats have vowed to champion in the next Congress.

But some say the CBO increasingly poses an obstacle to policies needed to curb global warming and halt worsening poverty, in the name of misplaced concerns about the national deficit. Among them is Stephanie Kelton, an economist at Stony Brook University and a proponent of modern monetary theory, the concept that, under a currency like the dollar, a government can print as much money as it wants without fear of going bankrupt.

When the CBO found that Republican tax cuts to the rich and corporations would inflate the national deficit, the GOP attacked the nonpartisan agency, and the White House claimed the CBO’s math “doesn’t add up.” While objecting to the GOP’s tax cut for the wealthy in an era of climate crisis, Kelton lauded the political will to challenge the traditional debt calculus.

“Everyone’s got to stop being so freaking deferential to the CBO,” she said by phone. “Republicans weren’t afraid to call them out and say their numbers were wrong. They dismissed it. I just think Democrats need to stand up when it comes time.”

Federal efforts to combat climate change should be met with the kind of seemingly unlimited bipartisan support that exists for military spending to defend the country from foreign threats, Kelton said, calling the CBO report “out of step with what the scientific community and others are telling us.”

“You’ve got to figure out a way around the CBO,” she said. “If they’re going to become an obstacle, you either have to go around or through or you remove the obstacle.”

What does the Violence Against Women Act have to do with climate change?

As the world heats up, it’s also becoming more violent. There’s been a lot of research linking climate change to war, violent crime, and even road rage. But you may not have heard that climate disasters like hurricanes Harvey and Michael were accompanied by a surge in intimate partner violence, or IPV. (The term is favored over “domestic violence” for encompassing different relationships and genders.)

Hurricanes often lead to displacement and isolation, which makes people more vulnerable to IPV. And climate change in general disproportionately impacts those who are already more likely to experience IPV: low-income women, women of color, and women experiencing homelessness.

To compound the problem, resources to address IPV are limited after climate disasters, when more people tend to need them. In the year following Hurricane Harvey, the number of women who sought help at a Houston-based crisis center doubled, as Yessenia Funes writes in Earther. Shelters are sometimes forced to close their doors in the wake of disasters. After Hurricane Florence, a domestic violence shelter in Wilmington with 19 beds was left in shambles.

The closely connected issues of climate change and IPV — both of which the federal government has a long history of ignoring — will only grow more pressing as time goes on. “This growing impact of climate change will continue to put more women at risk for experiencing violence,” says Jennifer First, program manager at the Disaster and Community Crisis Center at the University of Missouri. “We need effective mechanisms to be developed and evaluated to address this problem.”

Yet rather than developing more policies and services, Congress may be about to do the opposite. On Friday, the Violence Against Women Act, the most robust federal attempt to address intimate partner violence, is set to expire unless Congress renews it. Since its passage in 1994, the act has funded critical services for survivors, including legal assistance, rape crisis centers, domestic violence centers, and transitional housing. It has also helped survivors of IPV get green cards. These services are all crucial in the wake of climate disasters.

That said, the act has some notable flaws. While amendments have broadened the scope of who is protected under the act (including LGBTQ couples and undocumented immigrants), some advocates say it’s still not comprehensive enough in addressing the staggering rates of sexual violence against Native American women. A new reauthorization of the act, introduced by Texas Representative Sheila Jackson Lee, a Democrat, would fill in some of these gaps, but would still fail to protect Native American tribes in Alaska and Maine.

Additionally, 85 percent of VAWA’s funding goes toward the criminal legal system. This reliance on criminalization can perpetuate abuse, as Leigh Goodmark, law professor at the University of Maryland, argues in the Conversation. Research shows that mandatory arrest laws, for instance, make abusers more likely to murder their partners.

IPV needs to be thought of as a broader structural issue rather than just a criminal justice issue, explains Samantha Majic, an associate professor of political science at John Jay College who researches and writes on sex work and gender. “Women are not subject to intimate partner violence just because men are bad, but also because they don’t have economic options that make it easier to leave the situation,” she says.

Despite its shortcomings, the act brings up an important conversation: how to equitably address the national epidemic of IPV in tangent with that other issue the government repeatedly fails to act on — climate change.

Jennifer First of the University of Missouri has developed a framework for social organizations and all layers of government to incorporate domestic violence in disaster recovery and preparedness efforts. One of the ideas behind the framework is cross-training. “Many emergency management first responders may not know what to do in a domestic violence situation,” she explains. And in turn, she says, “many domestic violence shelters may not think about environmental disasters.”

The framework is currently being implemented by the Missouri Coalition Against Domestic Violence. First hopes this model will eventually spread around the country.

As VAWA sits in congressional purgatory, it’s becoming apparent that addressing IPV means more than renewing the act. It also means dealing with climate change and preparing for disasters with the most vulnerable people in mind.

Thousands of the world’s top officials have gathered in Katowice, Poland to negotiate over the nuts and bolts of global climate solutions. The 24th Conference of the Parties to the United Nations Framework Convention on Climate Change (otherwise known for its jazzier name, COP 24) kicks off on December 3, and will continue over the following two weeks.

A lot is riding on the summit. This year marks the deadline set by the Paris climate agreement during COP 21 to hammer out a rulebook for critical commitments made by nearly every country in the world to slow down climate change and avoid hugely damaging natural, economic, and human costs.

According to the Nature Conservancy, “This COP is just as important as the one in Paris, but without the fanfare.”

We’ll always have Paris … but a lot has changed since that climate accord was signed in April 2016. The United States has turned away from its Paris agreement pledge. The United Kingdom is preoccupied by Brexit, making it less likely to be able to focus on environmental goals. And Brazil, which recently backtracked on its offer to host next year’s U.N. climate talks, is about to inaugurate a leader who wants to open up the Amazon rainforest to deforestation, and could eff up the planet for all of us.

So what are we to make of COP 24 against all this ruckus? Here are three signs that already hint to what we might expect from this year’s global climate talks.

Most U.S. politicians are sitting this one out.

Look, given his recent comments on his administration’s own climate report, no one expected President “I don’t believe it” Trump to high-tail it to COP 24. But few if any top Democrats, who recently said they plan to use their House majority to prioritize the issue of climate change, seem to be schlepping it to Poland this year. According to Axios, no Democratic senators will be attending COP 24. Even the top Democrat on the House Energy and Commerce Committee, Rep. Frank Pallone of New Jersey, will be sending staff in his place.

Last year, several big-name politicians, including California Governor Jerry Brown and Oregon Governor Katie Brown, attended COP 23 in Bonn, Germany — but they won’t be attending this year. What gives? According to congressional aids, it’s about timing: COP 24 is a being held nearly a month later in the year compared to 2017’s talks, and Congress is still in session.

Coal is going to be creeping on the conference.

COP 24 will be held in Katowice, a coal mining city that is among the most polluted in Europe. Poland’s coal habit is becoming more expensive and damaging to the environment, but the country is still struggling to part ways with it. Poland currently uses coal to meet a whopping 80 percent of its energy needs. One of Poland’s leading coal companies, Jastrzębska Spółka Węglowa (JSW), was the first official sponsor of the climate talks. Several other coal companies have followed suit.

The Trump administration has not been shy about its own love affair with coal. This year, it’s planning to have its own coal convention as a side event to COP 24 touting the “long-term potential” for so-called “clean coal.” Pffft.

The recent flurry of climate reports might add real urgency to negotiations.

There has been a spate of major scientific reports in the run-up to COP 24, including this one and this one and this one. The most comprehensive of these is arguably the 2018 Intergovernmental Panel on Climate Change (IPCC) report, which underscores just how far governments still have to go if they’re to reach the goal agreed upon in Paris — namely to try to limit global warming to less than 2 degrees Celsius above pre-industrial levels. But the IPCC report found that even in a 1.5-degree scenario, there will likely be an increase in extreme weather conditions, resulting in a major uptick in hunger, poverty, mass migration, and resource-driven conflicts.

The reports just might be the scary kick-in-the-ass world leaders need to up their commitments to reduce carbon emissions.

6 tick-borne illnesses that will haunt your dreams tonight

If you live in an area with a few trees and shrubs, you’re likely cohabitating with a network of bloodsucking, disease-ridden arachnids. That’s right, ticks are your next-door neighbors … except the diseases they carry aren’t neighborly at all.

On Wednesday, we were hit with a double whammy on these nasty little buggers. A committee submitted a report to Congress found that tick-borne illnesses are spreading to more people and present “a serious and growing threat to public health.” Take Lyme disease, an illness that’s caused by bacteria carried by blacklegged (AKA deer) ticks. The report found that over the past 25 years, the disease has increased by more than 300 percent in Northeastern states.

Here’s that second whammy: The Centers for Disease Control and Prevention announced that the kinds of diseases ticks carry are growing in number as well. The CDC says 2017 was a “record year” for ticks and the freaky bugs they carry.

In the U.S., there are currently 18 tick-borne illnesses recognized by the CDC, but researchers uncover more regularly that aren’t yet recognized by the agency. “The continued spread of ticks, the discovery of new tick-borne pathogens, and the spreading outbreak of human disease is a near certainty,” the committee report gloomily concludes.

Before we get into which new diseases you should be biting your nails over this year, there’s a big question worth answering: What’s to blame for this Great Tick-ward Expansion?

The answer is multi-faceted, but climate change plays a role. Warmer winters mean more ticks survive the cold season and can travel farther by hitching rides on deer, whose range expands in milder weather. Also at fault: exploding deer populations and human populations expanding into wooded areas. Here’s what new or rising illnesses you should be on the lookout for:

Alpha-gal

Ladies and gentlemen, meet the tick that can make you allergic to meat. Alas, this is not a prank. Lone star ticks, which were first discovered in the Southeast, have army-crawled their way into the Northeast, and their bite can trigger a serious allergy to red meat in humans. Not to mention, they hunt in packs like a gang of aggressive vampires. The cure to the allergy? Stop eating red meat, lol.

Heartland virus

Lone star ticks also carry a recently discovered illness called Heartland virus, which has a 12 percent mortality rate and causes symptoms like fever, diarrhea, and myalgia (muscle pain). Also no cure. Cheers, guys.

B. Miyamotoi

Blacklegged ticks have it all: They carry Lyme in addition to a host of other diseases, including a newly discovered infection called B. miyamotoi. Symptoms include fever, chills, sweats, fatigue, and more flu-like effects. The only real difference between B. miyamotoi and Lyme is that the former doesn’t come with a tell-tale rash. “The better to trick you with, my deer,” says a blacklegged tick, probably, rubbing two of its eight creepy feet together.

Powassan virus

The Powassan virus is a rare illness that causes fevers, confusion, and memory problems. It’s carried by blacklegged ticks as well as some mosquitos and groundhog ticks. Surprised to discover groundhog ticks exist? Same and I’m a real tick aficionado.

Bourbon virus

Pour yourself a stiff drink, because ticks might carry something called Bourbon virus, now (researchers don’t know if it’s ticks for sure, yet, let alone which ones carry it). The first reported case was in Bourbon County, Kansas, in 2014, and the poor guy who had it died. There have been a few other cases since, but that’s pretty much all we know so far.

Bonus tick

S.F.T.S.! It’s not a new acronym the youngsters are using. It’s a syndrome that causes fever and messes with your blood, and it’s carried by a tick called the Asian longhorned tick. Not to be confused with the Asian longhorned beetle, which has its own set of problems — you know what they say! The longer the horn the longer the problem (they don’t really say that).

An Asian longhorned tick infestation was first found in New Jersey in 2017, but the ticks have now spread to seven states in total. None of the ticks found in America so far are diseased, but, in other countries like Asia, the longhorned tick carries S.F.T.S, which kills 15 percent of infected people. Have fun trying to sleep tonight.


Does any of this mean you shouldn’t step outside anymore? Hell no! We can’t just hand the great outdoors over to the ticks. That means they win. And doctors, by the by, agree with me. I’m sure as heck not gonna let a bunch of hungry sesame seeds scare me out of living my life, and neither should you. Illinois voters saw through this Republican’s climate facade

On Tuesday night, a Democratic climate advocate ran against a Republican “climate advocate” in Illinois’ 6th district. The results of that race make one thing clear: If conservative politicians want to incorporate the environment into their platforms, they have to mean it. Let’s back up for a second.

In 2016, a bipartisan effort to address rising temperatures formed. The Climate Solutions Caucus said it would “explore policy options that address the impacts, causes, and challenges of our changing climate.” But after the group failed to accomplish, well, anything, the Climate Solutions Caucus appeared to chiefly be exploring one thing: how to shield conservatives running in states where environmental issues matter to voters.

The question leading into the midterms was whether belonging to the caucus would have any impact for Republicans running for reelection. That brings us back to Illinois’ 6th district, where Sean Casten — a Democrat with a background in renewable energy (and a background as a contributing writer to Grist) — beat out six-term incumbent Peter Roskam.

Roskam became a member of the Climate Solutions Caucus in May, two months after Casten won the Democratic primary on a platform that featured climate action front and center. After joining the group, Roskam, alongside a lion’s share of the Republicans in the caucus, voted for a resolution condemning the very notion of a carbon tax. (Putting a price on carbon is a Republican-friendly, market-based approach to fighting climate change, but never mind that.)

Roskam’s lifetime score from the League of Conservation Voters — an organization that keeps tabs on how members of Congress vote on green issues — wasn’t anything to write home about. He earned a 7 percent lifetime score from the group, and scored just 3 percent last year. He’s also on record calling global warming “junk science.”

“The Climate Solutions Caucus — I truly don’t know what its purpose is,” Casten tells Grist. “It’s a great way to provide cover for Republicans who want to appear to care, but it’s not lost on anybody in this district that Roskam called climate change junk science and joined the Climate Solutions Caucus right after I won the primary to try to give himself some cover.”

Casten, on the other hand, was unequivocal about his stance on green issues. He called global warming “the single biggest existential threat we face as a species,” and has a plan for what he wants to do about it once he gets to Congress.

As a former CEO of renewable energy companies, Casten says he’s equipped to frame the debate in a way that appeals to both businesses and consumers. “There’s no fundamental conflict between the economy and the environment, provided you focus on efficiency and conservation,” Casten says. He wants to streamline parts of the Clean Air Act to encourage innovation and efficiency. “The Clean Air Act is awesome,” he says. “But it’s got these flaws because it was written in a way that never contemplated regulating CO2.” That’s one of the things he plans to push for in 2019.

One thing he doesn’t plan on doing when he gets to Capitol Hill? Joining the Climate Solutions Caucus. “It’s not high on my list of things to do, because it’s really important for me to do something about climate,” he says. “I don’t need any resume bonafides.”

By the time results had rolled in from purple districts across the country on Tuesday night, it became evident that Roskam wasn’t the only climate caucus Republican whose diluted environmental message failed to resonate with voters. In all, 12 other conservative members of the caucus lost their seats to folks with better climate bonafides.

Javier Torres Jimenez was surprised to find his South Seattle grocery store, Mi Ranchito, on a list of Latino businesses opposing a carbon fee in Washington state.

Jimenez was recently approached by a representative from No on 1631, a campaign backed by oil companies trying to quash the country’s first fee on carbon emissions. But he said didn’t know anything about the measure when he signed a form allowing his business to appear on marketing materials for the “No” campaign. He thought the paper the representative handed him had something to do Initiative 1634 — an effort to block future soda taxes in Washington.

Over the weekend, a flyer urging voters to join “more than a hundred Latino businesses and vote No on 1631” went out to Spanish-speaking communities across Washington state. Mi Ranchito and other Latino businesses were listed as opponents of the carbon fee.

“I didn’t know until yesterday that my [business’] name was all over the place,” said Jimenez, who actually supports Initiative 1631, at a press conference on Tuesday. Earlier that day, a representative from the No campaign reportedly called him and told him not to hold the news conference and “not to believe anything he was being told,” according to the Seattle Times.

“In my time as attorney general, I do not recall a situation that comes close to this,” Washington Attorney General Bob Ferguson told me at the press conference. He’s calling on the state’s Public Disclosure Commission to investigate if any campaign rules were violated.

Owners of at least a dozen businesses say they had no idea they were on the list.

Oliver Mogollan, owner of a tire shop in Bothell, Washington, posted his reaction online.“What is this?” he says of the flyer in a Facebook video. “I don’t even know. I never agreed to anything of this.”

“I’ve never in my life in Washington seen a targeted mailer like this that has exploited our community,” said Peter Bloch Garcia, executive director of the Latino Community Fund, at the press conference. “Partly because most campaigns don’t target our community, but even so.”

The No campaign responded that everything is above board. “Mr. Jimenez — like each and every business listed on our flyer — signed a form joining our coalition,” spokesperson Dana Bieber said in a statement to the Seattle Times. “We are appalled the Yes campaign has chosen to harass and vilify businesses and individuals who have spoken out against I-1631.”

The practice of fabricating grassroots support for a cause — called “astroturfing” — has been around for a while. The fossil fuel industry has been guilty of it before. In fact, a similar instance was uncovered just last week in Oregon.

Eva Liu, owner of Kings Omelets in Portland, had penned a statement that she thought was opposing grocery and beverage taxes: “If you make it more expensive for people to live here, they’re going to have less money to enjoy our food scene.”

To her surprise, that statement appeared in the Multnomah County Voter’s Pamphlet as an argument against the Portland Clean Energy Initiative. The opposition’s political action committee, Keep Portland Affordable, has raised over $1 million to try and block the measure, with donations from Amazon, Walmart, and other companies, according to the Oregon Secretary of State website. The PAC argues that consumers, rather than businesses, will end up paying the tax.

Liu actually supports the clean energy initiative, which would put a 1 percent tax on big retailers’ sales to raise $30 million a year for clean energy. Proponents say the opposition misled Liu and at least one other Asian-American business owner into endorsements.

“The forms that they signed, they did not fully understand,” said Khanh Pham, immigrant organizer with the Asian Pacific American Network of Oregon, an organization on the Portland Clean Energy Initiative steering committee. “Immigrants speaking English as a second language are particularly vulnerable to being misled by language that can trick even native English speakers.”

“It was made very clear what the measure is and what support was being requested,” Keep Portland Affordable PAC told Oregon Public Broadcasting. “If Ms. Liu, or other supporters, change their positions on the measure, we will of course abide by any of their requests.”

Portland Clean Energy Initiative backers filed a formal complaint with the Oregon Secretary of State’s office. Pham said that Keep Portland Affordable is trying to “create this semblance of local opposition that doesn’t exist.”

The tactics used in the Washington and Portland anti-clean energy campaigns echo other campaigns backed by the fossil-fuel industry that attempted to create a mirage of public support.

Back in 2009, Congress was considering the Waxman-Markey bill, which would have established a national cap-and-trade program. A lobbying group for the American Coalition for Clean Coal Electricity forged letters opposing the bill and sent them to members of Congress. One fake letter was supposedly signed by a representative of Creciendo Juntos, a nonprofit that works with the Latino community in Charlottesville; another by a local NAACP chapter.

This practice of astroturfing might happen more often that we think. “I would assume the best of it we never see,” said Kert Davies, director of the Climate Investigations Center, in an interview with Grist earlier this year. “That’s what it’s intended to be: invisible.”

President Donald Trump’s deal to tweak the trade agreement among the United States, Mexico, and Canada won early praise for changes meant to raise wages and improve safety regulations on cross-border trucking.

But on Monday, environmental groups panned the accord to replace the North American Free Trade Agreement, arguing it includes “corporate giveaways” for fossil fuel giants, excludes binding agreements on lead pollution, and contains no mention of human-caused global warming.

Neither “climate” nor “warming” are among the words in the 31 pages of the new deal’s environment chapter.

NAFTA was long criticized for encouraging companies to shift polluting operations to Mexico, the poorest country with the laxest environmental rules in the trilateral trade agreement. Particular complaints focused on the investor-state dispute settlement process, a system in which companies have been historically afforded broad corporate rights that override local environmental regulations.

The new deal limits those rights, with one major exception: U.S. oil and gas companies. Under the rules, firms that have, or may at some point obtain, government contracts to drill or build infrastructure like pipelines and refineries in Mexico ― such as ExxonMobil Corp. ― can challenge new environmental safeguards Mexican President-elect Andrés Manuel López Obrador has vowed to erect.

“It’s like saying, ‘From here on, we’re going to protect the henhouse by keeping all animals away, except for foxes, they’re cool,’” Ben Beachy, director of the Sierra Club’s living economy program, said in a phone interview.

That’s not the only giveaway for the oil and gas industry. The updated deal, which requires congressional approval, preserves a provision that requires the U.S. government to automatically approve all gas exports to Mexico, despite another rule mandating regulators consider the public interest.

“We urge Congress to approve” the revised deal, said Mike Sommers, chief of the American Petroleum Institute, the oil and gas industry’s biggest lobby. “Retaining a trade agreement for North America will help ensure the U.S. energy revolution continues into the future.”

The deal, rebranded the United States Mexico Canada Agreement, tosses aside a standard set of seven multilateral environmental agreements that undergirded the last four U.S. trade deals. USCMA includes enforcement language taken from just one of the environmental accords, weakens the language from another two, and makes zero mention of the other four.

“Trump’s trade agreement with Mexico and Canada is a corporate giveaway intended to sharply limit the powers of government to protect people and the planet,” said Doug Norlen, director of economic policy at the nonpartisan Friends of the Earth. “This agreement is an attack on our ability to hold Big Oil and Gas accountable for the damage they cause to our communities.”

USCMA also includes a section on good regulatory practices that Beachy said “would be better named deregulation.”

The rules essentially give corporations an extra opportunity to challenge proposed regulations before they’re finalized, and ask for existing regulations to be repealed.

“We expect that, after Trump is out of office, we’re going to have to work hard to re-regulate,” he said. “Even after Trump leaves office, Trump’s NAFTA (revision) could extend his polluting legacy for years.”

Border walls don’t make the country safer — they make it more dangerous

A few weeks after Customs and Border Control completed a border wall along Arizona’s southern boundary in 2008, a monsoon arrived. Floodwaters rose to 7 feet, nearby patrol roads eroded, and debris clogged the wall’s mesh fencing and grates, turning it into a temporary dam. The water poured over the wall into the port of entry near the Lukeville, Arizona border, costing millions of dollars in damage.

The National Park Service had warned that such an event was likely to occur along this section of the wall, which crisscrosses numerous streams and washes. But Customs and Border Control had proceeded with building it anyway.

This incident is outlined in a new 71-page report from the ACLU Border Rights Center, the Center for Biological Diversity, and the Sierra Club. The report documents countless instances that show the grave dangers that border walls pose to human life and the environment.

It finds that the 654 miles of border walls along the United States’ southern border do not fulfill their ostensible purpose of “securing the border” — in other words, making the country safer or reducing smuggling. Rather, border walls exacerbate flooding by acting like dams; destroy indigenous cultural sites and sensitive ecosystems; and have contributed to thousands of deaths by pushing migrants into more remote, dangerous areas.

The report brings sharp scrutiny to the Trump administration’s continual call for further border militarization. In January, Trump told Congress that border security would cost $33 billion over the next decade, and this summer, the Department of Homeland Security’s funding bill included $1.6 billion for 65 additional miles of border wall.

Why have border walls been able to bypass more serious legal scrutiny and assessment? One reason is the Real ID Act of 2005, Section 102. The act allows the Secretary of Homeland Security to waive any laws in the process of constructing walls and barriers, skipping environmental assessments, public input, and the consideration of alternative approaches.

The report suggests that “there is every indication that more waivers will be enacted to build new walls, promising that they will be equally destructive and dismissive of public review and input.” It determines that more border walls would be a “tremendous waste of tax dollars” and recommends that the U.S. halt further construction on them.

“Each additional mile that is built compounds the damage inflicted upon border communities and border ecosystems, and adds to the number of people who suffer and die in the deserts of the southwest,” the report concludes.

While Trump rejects science, Obama and Clinton warn of climate change’s urgent danger

The Democratic Party VIPs offered sobering remarks on the immediacy of climate change on Friday. Former President Obama and former presidential candidate Hillary Clinton warned separately that climate change is not an intangible, future threat, but one that is at this moment devastating the planet and its inhabitants.

During a “State of Democracy” speech at the University of Illinois, Obama offered a science-backed reminder: “We know that climate change isn’t just coming. It is here.”

Clinton issued a similar sentiment on Twitter. “We’re not fighting for the planet in some abstract sense here,” she said. “We’re fighting for our continued ability to live on it.” She pointed to record-high temperatures across the world, the biggest wildfire in California history, and an unprecedented red tide in Florida — all visible signs that climate change is something to be contending with right now.

Both of their remarks stood in contrast to the tide of climate denial under the current administration, from President Trump’s withdrawal from the Paris Agreement to the EPA’s ongoing censorship of climate science.

Obama noted how the current Congress has “rejected science, rejected facts on things like climate change.”

Clinton focused her tweet thread on Brett Kavanaugh’s lengthy record of undermining environmental policies, which Grist has examined. Kavanaugh, now in his fourth day of Supreme Court confirmation hearings, struck down a federal program to curb cross-state pollution from power plants in 2012 and just last year ruled that the EPA’s attempt to phase out hydrofluorocarbons was outside its authority, as Clinton tweeted.

Clinton came to a sober assessment of what’s at stake: “Replacing Kennedy with Kavanaugh would swing the Court to a new, hard-right majority that would rule against curbing greenhouse gases for years — maybe decades — that we can’t afford to waste on inaction.”

Both Obama and Clinton saw political engagement as part of the way out of this quagmire. “The antidote to a government controlled by a powerful few, a government that divides, is a government by the organized, energized, inclusive many,” said Obama.
