2019′s Clean 15: Powerful Health Benefits of the Most Pesticide-Free Produce

2019 has its official “Clean 15.” Each year, the Environmental Working Group analyzes data from the U.S. Department of Agriculture on the amount of pesticides found in conventionally grown produce. “Overall, nearly 70 percent of the conventionally grown produce sold in the U.S. comes with pesticide residues,” according to an Environmental Working Group news release.

The good news is some produce tends to have little to no pesticide residues?making it relatively safe to consume if you can’t find or afford the organic versions.

Here are the 15 fruits and vegetables?dubbed the Clean 15?that the Environmental Working Group found to have the lowest amounts of pesticide residues along with the overall health benefits of each one.

15. Honeydew melon

Honeydew melon is rich in vitamin B6, folate and potassium. And a one-cup serving of diced honeydew contains roughly half of the recommended daily intake of vitamin C?for only about 60 calories.

According to Healthline, honeydew melon offers several benefits?including lowering blood pressure, improving bone health and supporting healthy skin. It also provides a healthy combination of water and electrolytes to effectively hydrate your body.

14. Mushrooms

Although some varieties can be poisonous in their own right, you probably won’t have to worry about pesticides on mushrooms polluting your body. Instead, you can enjoy their health benefits.

A cup of white mushrooms is only about 15 calories. And for those calories you get a good amount of riboflavin, niacin, pantothenic acid, copper and selenium?as well as fiber and protein. Mushrooms also are rich in antioxidants, which help to protect the body against many diseases.

13. Broccoli

There are many reasons to eat your broccoli besides its low pesticide content. A cup of chopped broccoli has about 30 calories, two grams of fiber and three grams of protein. And it contains some very high levels of vitamins and minerals.

That one-cup serving provides you with about 135 percent of the recommended daily intake of vitamin C, 116 percent of vitamin K and decent amounts of various B vitamins. It also has about four percent of the recommended calcium intake, four percent of iron, eight percent of potassium and 10 percent of manganese.

12. Cantaloupe

Cantaloupe had a slight edge on its melon friend, honeydew, for its Clean 15 spot. But nonetheless, both are healthy choices when it comes to reducing pesticides in your diet.

A cup of diced cantaloupe contains about 50 calories, 106 percent of the recommended intake of vitamin A, 95 percent of vitamin C, several B vitamins and 12 percent of the recommended potassium intake.

According to Healthline, cantaloupe has more beta carotene than many other yellow-orange fruits and veggies. “Once eaten, beta carotene is either converted into vitamin A or acts as a powerful antioxidant to help fight free radicals that attack cells in your body,” Healthline says.

11. Cauliflower

Broccoli often gets more attention, but don’t forget about its cruciferous cousin: cauliflower. A cup of raw cauliflower contains about 25 calories, three grams of fiber and two grams of protein. It also has about 77 percent of the recommended intake of vitamin C, 20 percent of vitamin K, 14 percent of folate, nine percent of potassium and eight percent of manganese.

Healthline reports that cauliflower is also high in choline?which helps to support cell function, promote brain health and prevent health issues, including heart and liver disease.

10. Cabbage

Cabbage is another cruciferous vegetable that offers several health benefits?and not too many pesticides, according to the Environmental Working Group.

A cup of raw, chopped cabbage has about 22 calories, two grams of fiber and one gram of protein. It contains roughly 54 percent of the recommended intake of vitamin C, 85 percent of vitamin K, 10 percent of folate and seven percent of manganese, among other nutrients.

Plus, regularly eating cabbage might help to combat inflammation in the body, prevent cardiovascular disease, lower cholesterol and reduce your risk of cancer.

9. Kiwi

Kiwis pack a lot of nutrition into a small package. One medium kiwi has about 46 calories, two grams of fiber and a gram of protein. And it’s a very good source of vitamin C, providing 117 percent of the recommended daily intake.

A medium kiwi has about six percent of your daily vitamin E, 38 percent of vitamin K and seven percent of potassium.

Research has linked kiwis to numerous health benefits. They might be able to treat asthma, help with digestion, manage blood pressure and stop vision loss.

8. Asparagus

Asparagus comes in multiple colors?each packed with healthy nutrients. A cup of raw asparagus?or roughly eight medium spears?is only about 27 calories, yet it has three grams of fiber and three grams of protein.

Among its many vitamins and minerals, the serving has about 20 percent of the recommended vitamin A intake, 70 percent of vitamin K, 13 percent of thiamin, 17 percent of folate, 16 percent of iron, 13 percent of copper and eight percent of potassium.

7. Eggplant

Eggplant isn’t as high in nutrients as other produce, but this member of the Clean 15 still has its benefits. A one-cup serving of boiled eggplant contains about 35 calories, two grams of fiber and a gram of protein. It also has small amounts of vitamin K, thiamin, vitamin B6 and manganese.

Plus, it provides the antioxidant nasunin in its purple skin?which can help to combat free radicals in the body, as well as improve brain health.

6. Papaya

The tropical papaya is loaded with nutrients to keep you healthy. A cup of cubed papaya has about 55 calories, three grams of fiber and one gram of protein. It also gives you 31 percent of the recommended intake of vitamin A, 144 percent of vitamin C, 13 percent of folate and 10 percent of potassium, among other vitamins and minerals.

Papaya’s many powerful antioxidants help to lower your risk of several diseases, including cancer. Plus, papaya might benefit your heart, aid digestion, improve skin and fight inflammation.

5. Onion

A cup of chopped onions?probably more than you’d eat in one sitting?contains 64 calories. And the veggie is a good source of nutrients, including fiber, vitamin C, vitamin B6, folate and potassium.

“Onions may have several health benefits, mostly due to their high content of antioxidants and sulfur-containing compounds,” Healthline says. “They have antioxidant and anti-inflammatory effects, and have been linked to reduced risk of cancer, lower blood sugar levels and improved bone health.”

4. Sweet peas

As part of the legume family, peas are increasingly popular as a source of plant-based protein. A half cup of boiled peas contains about 62 calories with four grams of fiber and?four grams of protein. Plus, it has several B vitamins, 34 percent of the recommended intake of vitamin A, 13 percent of vitamin C, 24 percent of vitamin K, seven percent of iron and 11 percent of manganese.

Peas?may help regulate blood sugar levels, aid digestion and protect against some chronic diseases, including cancer.

3. Pineapple

Sweet pineapple tastes like candy, but you can rest assured you’re getting plenty of nutrients?and few (if any) pesticides.

A cup of pineapple chunks has roughly 74 calories, which primarily come from the natural sugars. Plus, it offers several B vitamins, about 46 percent of the recommended intake of vitamin C, five percent of magnesium, six percent of potassium, seven percent of copper and a whopping 131 percent of manganese.

Pineapple also is brimming with antioxidants, has enzymes that can aid digestion and might help to reduce inflammation and boost the immune system, according to Healthline.

2. Sweet corn

It might get stuck in your teeth when you gnaw it off the cob, but at least you won’t have to worry about pesticides in your sweet corn. Less than one percent of the sweet corn samples the Environmental Working Group analyzed showed any signs of pesticide residues.

One medium ear of sweet corn has about 77 calories, two grams of fiber and three grams of protein. Plus, it’s rich in vitamin C, B vitamins, magnesium, phosphorus, potassium and manganese.

Here’s one more reason to obsess over avocados. Like sweet corn, less than one percent of avocados had any pesticide residues, according to the Environmental Working Group.

A one-cup serving of cubed avocado contains about 240 calories, largely coming from its healthy fats. It also has 10 grams of fiber and three grams of protein?as well as several B vitamins, 25 percent of the recommended vitamin C intake, 16 percent of vitamin E, 39 percent of vitamin K, 11 percent of magnesium, 21 percent of potassium and 14 percent of copper.

One study even found that people who consume avocados tend to have better overall diets and be generally healthier than those who don’t eat any. So don’t hesitate to incorporate this star of the Clean 15 into your diet.

Trump signs executive orders fast-tracking the pipeline approval process

When Donald Trump was campaigning to become president in 2016, he promised to speed up the government review process for “private sector energy infrastructure projects.” On Wednesday, he made good on that pledge by signing two executive orders that would put pipelines on the fast track to success.

In addition to shortening the review process for infrastructure projects, the orders are aimed at limiting states’ power to pause construction and giving the president the final word on permits for cross-border projects, among other things.

“We’re gonna make it easier for you,” Trump said at a press conference on Wednesday. “You know about delays? Where it takes you 20 years to get a permit? Those days are gone.”

To date, oil companies have had a hard time selling their new, big pipeline projects in the court of public opinion. They’ve had an even harder time pushing those projects through the court of … courts. Pipeline company TransCanada, for instance, has been waiting a whole decade to build the northern leg of its Keystone XL extension.

Trump seems willing to go to any lengths necessary to get the job done. Months after a district court judge demanded the government conduct a more thorough environmental review of the potential impacts of the Keystone XL project last November, Trump issued a presidential permit aimed at allowing TransCanada to sidestep the courts.

He announced his new executive orders at an engineer training center in Crosby, Texas, a town near Houston that is still grappling with the fallout from a deadly chemical fire last week. “Smoke from the fires has barely cleared, but President Donald Trump shows no shame in using Texas’ petrochemical corridor as a prop for his misguided and dangerous proposals,” said Stephanie Thomas, an organizer at health and safety group Public Citizen, in a press release.

One of the orders looks to curtail environmental reviews for pipelines nationwide. “It will now take no more than 60 days,” Trump said. “And the president, not the bureaucracy, will have sole authority to make the final decision when we get caught up in problems.”

The other allows the Environmental Protection Agency to limit state powers to pause pipeline construction on the grounds of the Clean Water Act. Previously, regulators in states like New York have halted construction that they argue jeopardizes water resources protected under the act.

“New York is hurting the country because they’re not allowing us to get these pipelines through,” Trump said in the press conference. “They also have a lot of energy under their feet and they refuse to get it,” he said, likely referring to the natural gas trapped in Marcellus shale under the state.

According to the Wall Street Journal, that same executive order also deals with investments, directing the Department of Labor to “scrutinize whether retirement funds that pursue environmental or socially progressive investment strategies are fulfilling their duty to maximize shareholder value.” In other words, Trump is prompting the department to take a magnifying glass to divestment. New York recently moved to divest its multi-billion dollar pension from fossil fuels.

Needless to say, oil and gas companies are pretty enthused about these orders. “Politically-motivated delays and pipeline bottlenecks in the Permian Basin and around the United States are hindering growth, so we appreciate the Administration’s work to bring clarity and certainty to the pipeline construction permitting process,” the Texas Oil and Gas Association said in a press release.

Environment groups? Not so much. “From the Dirty Water Rule to rolling back protections against toxic pollutants from power plants, this is now the next step in the Trump administration’s all-out assault on our clean water,” the League of Conservation Voters said in a statement.

Republicans attack Puerto Rico’s plan to go 100 percent renewable: ‘It’s just unrealistic’

Republicans on Tuesday pilloried Puerto Rico’s plan to stop burning imported fossil fuels to generate electricity, calling the proposal senseless and opening a new front in an increasingly bitter partisan battle over the storm-ravaged island’s struggle to recover.

At a House Natural Resources Committee hearing, GOP lawmakers dismissed the Puerto Rican legislature’s vote last month to approve an ambitious bill mandating 100 percent renewable power by 2050 as “political interference” and accused the territory’s legislators of squandering an opportunity to reap the spoils of the American fracking boom.

“It’s just unrealistic,” Utah Repbulican representative Rob Bishop said. “Yet there’s still legislation.”

The nine-term congressman, who’s received more from the oil and gas industry than any other donor since taking office, last month became the chief antagonist of Democrats’ Green New Deal resolution, which outlines the first climate proposal scientists say is on the scale of what’s needed to combat the global warming crisis. Bishop falsely claimed the Green New Deal banned hamburgers, and performatively gobbled one at a news conference. Later, he suggested the Green New Deal was tantamount to “genocide.”

Yet, on Tuesday, he blamed Puerto Rico lawmakers for playing politics with the state-owned Puerto Rico Electric Power Authority.

“PREPA has been hamstrung by political demands,” he said. “One of the problems of PREPA in the past is political interference when your primary goal is [to] provide abundant and affordable energy.”

At least 13 states have passed or are considering plans that set 100 percent clean-electricity targets, according to a report last month by the consultancy EQ Research. But Puerto Rico’s circumstance is unique. In September 2017, hurricanes Irma and Maria shredded the island’s aging electrical grid, leaving millions without power in the second-longest blackout in world history.

Puerto Rico imports oil and gas for more than 80 percent of its electricity needs, saddling ratepayers with prices roughly twice the American average and a toxic legacy of pollution. Renewables made up just 2 percent of the electricity mix as of two years ago.

To some, the disaster, widely seen as a glimpse of what’s to come as climate change worsens, presented an opportunity to equip Puerto Rico to harvest its plentiful sun and wind for power. But Republicans instead proposed a shock-doctrine approach that promised to make Puerto Rico a reliable market for U.S.-produced gas and oil.

At a November 2017 hearing before the same committee, Colorado Republican representative Doug Lamborn asked at the time “which environmental regulation waivers” were required to jump-start efforts to import more natural gas to Puerto Rico. Last July, Republican representative Tom McClintock  of California wondered why anyone would consider wind and solar favorable options for Puerto Rico at all.

He doubled down on those queries on Tuesday.

“They’re intermittent,” McClintock said. “They require reliable generators that are running at ready status so that if a cloud passes over or the wind drops off, they can instantly come on.”

It’s an argument President Donald Trump routinely deploys, albeit in less sophisticated terms, to deride renewables. But renewables are typically paired with battery systems that store excess solar or wind power for use when the sky is dark or the air is still. Solar panels paired with batteries provided oases of electricity during Puerto Rico’s monthslong blackout. Indeed, the 100 percent renewables bill exempts energy storage systems from sales tax and eliminates rules that barred Puerto Ricans from installing battery units without permission from PREPA.

Yet batteries barely came up at the hearing, except when one lawmaker pointed out that the technology can be expensive.

The hearing came amid a renewed fight over Puerto Rican disaster relief. Trump repeatedly threatened to cut funding to the battered island, which is still struggling to rebuild as federal aid trickles in slowly. Last week, the president falsely claimed Puerto Rico received $91 billion in relief. In reality, of the $41 billion approved to aid Puerto Rico, only about $11 billion has flowed from federal coffers. Another $50 billion is expected to be delivered, but over a period the Associated Press said “could span decades.”

The Senate failed last week to advance two separate aid bills as Democrats demanded additional funding for Puerto Rico to which Republican leaders said Trump would never agree. Negotiations broke down Tuesday as Congress headed for a two-week recess.

Disaster funding hasn’t halted the natural gas industry’s progress. Last July, the Department of Energy proposed easing shipping rules for liquefied natural gas. By reclassifying tankers as “small scale,” the ships could circumvent more robust federal environmental reviews, according to a report by the watchdog site The Real News.

“The finalization of this rule will expedite the permitting of certain small-scale exports of natural gas,” Energy Secretary Rick Perry said in a press release at the time. “The so-called ‘small-scale rule’ will further unleash American energy by reducing the regulatory burden on American businesses while also providing significant benefits to our trading partners in the Caribbean, Central America and South America.”

There have been hiccups. In December, Texas-based Excelerate Energy abandoned plans to build a $400 million natural gas terminal on the southern shore of Puerto Rico.

But last month, New York-based New Fortress Energy signed a five-year deal with PREPA to supply natural gas to the utility’s power plant in San Juan. On Tuesday morning, the U.S. Energy Information Administration published its latest figures showing Puerto Rico’s liquefied natural gas imports bounced back to pre-storm levels as of late 2018.

Energy Department electricity chief Bruce Walker, a Trump appointee, testified Tuesday that attempting to rebuild Puerto Rico with non-fossil sources after the storm would have slowed the recovery.

“There are some significant engineering concerns,” he said. “It’s not technically possible today to convert that island to 100 percent renewable.”

PREPA CEO José Ortiz Vázquez agreed, but said the debate was over how heavily to invest in imported gas to carry the island through to its eventual goal of 100 percent clean electricity.

“Some groups favor going straight up with maximum capacity of renewables and keep burning natural gas to get us through to 2050, while other groups have a different opinion, where we should make a big bet now on natural gas and slowly work on the renewable issue,” he said.

Asked how long it would take to convert Puerto Rico’s entire electricity supply, a panel of experts in the second half of the hearing offered answers ranging from “within a decade” to 25 years to “well before the 2050 deadline,” if implemented “under a well-managed, professional system.”

There is a real disagreement over the feasibility of going 100 percent renewable on the national level. A paper published in 2017 in Proceedings of the National Academy of Sciences argued a better plan was to aim for 80 percent renewables by the middle of the century, with nuclear plants and fossil fuel stations equipped with carbon capture and storage technology making up the rest. But studies released in 2015 made the case that the rapid strides in clean energy made it practical and financially sound to completely transition all 50 states and 139 countries to 100 percent renewable starting immediately.

Yet profits are at the heart of Puerto Rico’s dispute. Last year, the Puerto Rican legislature approved a plan to privatize PREPA. It’s a controversial decision that some say will help the bankrupt utility to dig itself out of debt and make the improvements it needs to lower electricity prices. But others fear a PREPA beholden to investors will lock in high rates and transfer control of a public good into the hands of the rich, establishing yet another way the downtrodden U.S. colony generates wealth for those back on the mainland.

“It’s not possible for PREPA to immediately convert to 100 percent renewable energy. There will be a transition period. We recognize that,” said Democratic representative Raúl Grijalva of Arizona, who presided over Tuesday’s hearing as committee chairman. “But there are concerns that the current plan to focus on natural gas instead of maximizing and doing promotion around solar generation will lock us into an infrastructure that will soon be dated, an infrastructure that will be dependent on importation. Am I correct?”

Marla Pérez Lugo, a professor at the University of Puerto Rico-Mayaguez, said the question captured “the essence of the problem.”

“We’re still thinking that what’s good for PREPA is good for Puerto Rico,” she said. “And that is not necessarily so.”

Deadly air pollution has a surprising culprit: Growing corn

A new study raises serious concerns about the human health consequences of growing corn. Though air quality has improved in the United States in recent decades, fine particulate matter still kills about 71,000 people each year — and is one of the leading causes of death globally. About 4,300 of those deaths are from the process of growing corn, mostly due to the application of ammonia as a fertilizer. That’s more people than died in Hurricane Maria, every single year.

“The magnitude of the problem is surprising,” said University of Minnesota’s Jason Hill, the study’s lead author. “We tend to think of air pollution from smokestacks and tailpipes, but agriculture is a major contributor to reduced air quality also.” Hill and his colleagues found that ammonia from corn fertilizer significantly increases atmospheric PM2.5 levels, a particularly deadly form of air pollution.

In total, corn alone is responsible for about a quarter of agricultural-related air pollution deaths, with most of the rest due to animal agriculture. Since corn is a primary source of animal feed, the new study likely underestimates its impact on air quality.

The study attempted to estimate the cost of growing corn on human health and climate change. The researchers used the EPA’s values of $9 million for every avoided death due to air pollution and $43 per ton of CO2 for the social cost of carbon. In terms of air pollution and carbon emissions, that means the harm caused by growing corn is equal to about 70 percent of the value of the corn that’s produced — a shockingly high value.

But even that doesn’t include the emissions from animal agriculture or corn ethanol. Most corn grown in America goes to producing ethanol, for use in animal feed, and other industrial uses. Only a small percentage is for human consumption.

“The full impact of corn is going to be much larger,” Hill said.

This huge impact is likely not evenly distributed. Hill’s previous research showed that the cost of air pollution in general is borne disproportionately by communities of color. He’s working to see if the same is true for agricultural-based air pollution.

In an interview with Brownfield Ag News, Nathan Fields, the vice president of production and sustainability for the National Corn Growers Association, called the study “divisive.” “It’s no secret that corn production is an intensive cropping system,” Fields said, noting that the industry has been trying to “lower that footprint as much as possible” for decades.

“The way that we react, I would say, is just to highlight all the work that’s been done, all the research that’s going into nutrient use efficiency that’s out there and hopefully not spend more money and more resources on paper studies trying to link it to horrible situations,” he added.

Hill told me that the importance of his research is magnified because it was funded in part by the USDA, EPA, and the Department of Energy. “As members of publicly funded universities, our charge is to look for problems that affect the public and solutions to them,” Hill said. “The paper went into detail about the ways that this problem could be alleviated.”

Among the solutions Hill floated: precision agriculture, using different fertilizer types, changing the location of where corn is planted so it’s not upwind from major cities, crop switching, and even dietary shifts away from foods that use corn-based ingredients.

“We need to do a better job at controlling ammonia emissions from corn itself; that will have immediate benefits to human health,” Hill said.

‘Monumental step backwards’: The $1 billion gas pipeline project dividing New York

A battle is erupting over a proposed gas pipeline on the doorstep of New York City, with environmental groups claiming the project is unnecessary and would lock in planet-warming emissions for decades to come.

Energy company Williams, based in Oklahoma, plans to build a 23-mile-long underwater pipeline through New York’s lower bay to bring fracked gas from Pennsylvania to New York. The $1 billion project would link existing infrastructure in New Jersey to the Rockaways in the New York borough of Queens.

Pipeline proponents argue the project is needed to allow thousands more New Yorkers to switch from oil to gas for their heating, but environmental groups are marshaling a growing protest movement to pressure Andrew Cuomo, New York’s governor, to block the development.

“This pipeline would incentivize reliance on gas, which is way more carbon-intensive than renewables,” said Robert Wood, a campaigner at 350.org, a climate advocacy group. “It would be a nightmare happening, not in a rural area, but right here in New York City.”

A draft of a study commissioned by 350.org disputes many of the assertions made by Williams and National Grid, the utility that will be the sole customer for the gas. According to the analysis, New York is already well on its way to eliminating the dirtiest types of oil, a carbon-heavy fuel, for heating, and the state’s power operators are forecasting a drop in electricity use due to efficiency improvements.

Measures such as installing heat pumps, replacing old boilers, expansion of renewable energy, and planned improvements to building energy efficiency should be “ramped up before considering construction of costly and potentially risky infrastructure like a massive pipeline in the New York harbor,” concluded the analysis, conducted by Suzanne Mattei, a consultant and former regional director of the New York State Department of Environmental Conservation.

Environmentalists also fret that the pipeline’s construction could stir up toxins from the harbor’s seabed and potentially harm vulnerable marine life such as humpback whales, which have made a comeback to the New York area in recent years.

Wood said a decision on the pipeline will be a “major test” of Cuomo’s green credentials. The Democratic governor previously banned fracking in New York and has set climate change goals that would cut emissions by 80 percent by 2050.

The building of the pipeline would be a “a monumental step backwards” in meeting this target, according to Scott Stringer, comptroller of New York City. Stringer, along with a host of other local elected officials and green groups, contends that while gas has a lower carbon content than oil or coal, methane leaks from gas drilling and transportation can make it a nefarious fossil fuel.

However, National Grid said it has experienced “significant growth” in the need for natural gas in New York City and Long Island, with demand expected to grow by more than 10 percent over the next decade as households make a city-mandated switch away from oil to gas for heating.

“A clean energy transition is good for our customers and the economy, and the right thing to do,” said a statement from National Grid that estimated the so-called Northeast Supply Enhancement Project (NESE) would displace 900,000 barrels of oil a year, the equivalent of removing 500,000 cars from the road.

New York State Department of Environmental Conservation has been holding public hearings into the pipeline in the wake of its approval by the federal regulator. Williams has said it could start construction within a year.

The battle over the pipeline is a microcosm of the struggles within the Democratic party over whether to follow a more incremental approach to climate change or heed the warnings of scientists and conduct a rapid shift away from fossil fuels.

Alexandria Ocasio-Cortez, a congresswoman from New York, has spearheaded the more energetic approach as outlined by the Green New Deal, while Cuomo is seen as more of a moderate on the issue.

While environmental groups are planning a series of protests to sway Cuomo, labor unions, another key part of the governor’s base, have said they support the Williams project because of the promise of thousands of construction jobs.

Meanwhile, it emerged last year that Cuomo hired a Williams lobbyist to run his re-election campaign.

Comment was sought from the offices of Cuomo and Bill de Blasio, mayor of New York City, but neither would answer whether they supported the Williams project.

Andrew Wheeler confirmed as the nation’s 15th EPA administrator

Andrew Wheeler has been confirmed as the nation’s 15th administrator of the Environmental Protection Agency.

The Senate voted 52-47 to confirm the former coal lobbyist, who has served as acting EPA chief since former Administrator Scott Pruitt resigned amid ethics scandals last July.

In a statement posted to Twitter, Wheeler said he was “deeply honored” and looking forward to carrying out President Donald Trump’s agenda.

Senator Joe Manchin, a Democrat from West Virginia, voted against Wheeler after having supported his nomination as deputy administrator last year. Senator Susan Collins of Maine was the lone Republican to vote against the nomination. She opposed Pruitt’s nomination but, like Manchin, previously voted to confirm Wheeler as the agency’s No. 2 official.

In a statement Wednesday announcing her decision, Collins said Wheeler is “certainly qualified” but that she has “too many concerns with the actions during his tenure as acting administrator to be able to support his promotion.”

“The policies he has supported as acting administrator are not in the best interest of our environment and public health, particularly given the threat of climate change to our nation,” she said.

His confirmation adds yet another member to President Donald Trump’s Cabinet who as recently as 2017 was on the payroll of the industries he now regulates.

In 2017, the Senate confirmed Alex Azar, a former executive at the pharmaceutical giant Eli Lilly & Co., to lead the Department of Health and Human Services. In January, former Boeing executive Patrick Shanahan took over as acting secretary of defense after James Mattis’ abrupt departure. The next day, David Bernhardt, a former oil lobbyist and No. 2 at the Department of the Interior, became acting secretary when Ryan Zinke resigned amid mounting ethics investigations.

A week later, Trump nominated Wheeler, who in December became the longest-serving acting administrator in the EPA’s history, to take on the role permanently.

Thursday’s confirmation comes a day after the Senate voted 52-46 to end debate on the nomination. In a speech on the Senate floor following that vote, Senator Tom Carper, a Democrat from Delaware, said that in some cases Wheeler has “accelerated the environmental damage and regulatory zeal” that Pruitt began.

“Time and time again Mr. Wheeler has proven that his environmental policies are almost as destructive and extreme has his predecessors’,” he said.

Senator John Barrasso, a Republican from Wyoming, chair of the Senate Committee on Environment and Public Works, said Wednesday that Trump picked the right man for the job. Regulatory proposals to replace the Clean Power Plan, an Obama-era rule to cut carbon pollution from power plants, and to revise the 2015 Waters of the U.S. rule, which sought to safeguard drinking water for millions of Americans, shows that Wheeler “is serious about clear air and clear water while also understanding there’s an important role for states and local communities to play,” Barrasso said.

Wheeler’s record-breaking reign as acting administrator was marked by an unprecedented assault on greenhouse gas regulations amid historic wildfires and hurricanes that scientists say offer a preview of the rapidly warming world to come.

In August, Wheeler unveiled a proposal weakening fuel economy standards for new vehicles in a move seen as a “giant giveaway” to oil companies even as electric automobile technology made huge leaps forward. Weeks later, he proposed gutting a landmark Obama-era power plant regulation, allowing, by the EPA’s own calculus, enough pollution to cause an additional 1,400 premature deaths per year.

The planet has already warmed more than 1 degree C (1.8 degrees F) above pre-industrial levels. As a result, many Americans born after the mid-1970s have never experienced average temperatures unaffected by human-caused emissions. But in October, the United Nations released a landmark report predicting catastrophic effects of warming beyond 1.5 degrees Celsius (2.7 degrees F) — a fate that’s all but certain unless world governments halve emissions by 2030. A month later, federal scientists from 13 agencies, including the EPA, confirmed the findings in a National Climate Assessment that forecast U.S. average temperatures surging “9 degrees F (5 degrees C) or more by the end of this century.”

In response, Wheeler, despite admitting he hadn’t read the multiagency report, dismissed its findings and threatened to intervene in the drafting of the next National Climate Assessment.

In December, Wheeler delivered another two victories to the coal industry that, until mid-2017, had paid him to lobby the government. He proposed loosening requirements that coal-fired power plants reduce carbon dioxide emissions. He capped off the month by announcing plans to relax a rule restricting how much mercury and other dangerous pollutants coal-fired plants can release into the air.

In February, Wheeler announced that the EPA would consider regulating toxic, cancer-causing “forever chemicals” contaminating drinking water across the country — a move critics said amounted to a delay that could sicken millions. Last week, he broke off negotiations with California over a national vehicle fuel economy standard, setting the administration up for a lengthy legal fight with the Golden State, which is allowed under the Clean Air Act to set its own pollution limits.

Environmental groups reacted to Thursday’s confirmation much as they did when Wheeler took the reins as deputy administrator.

“Wheeler wants to turn the EPA into a wish-granting service for polluters, no matter the cost to public health or wildlife,” Emily Knobbe, EPA policy specialist at the Center for Biological Diversity, said in a statement. “But it’s only a matter of time before his dirty dealings land him in the same trash heap as his predecessor.”

Scientist who resisted censorship of climate report lost her job

For several years, climate change scientist Maria Caffrey led a trailblazing study outlining the risks of rising seas at national parks. After Friday, she’ll be out of a job.

Caffrey, who worked under a contract with the National Park Service, resisted efforts by federal officials to remove all references to human causes of climate change in her scientific report. After Reveal from The Center for Investigative Reporting reported the attempts at censorship, Democratic members of Congress called for an investigation, and last May, the park service released the report with all the references reinstated.

Caffrey’s contract expires on Friday. Park service officials told her last year that they would hire her for a new project. But they notified her today that no funding is available for the work.

Caffrey said she asked her supervisor at the park service, “Is this because of the climate change stuff?” She said he told her, “I don’t want to answer that.” Park service officials did not respond to questions from Reveal about why Caffrey wasn’t rehired. But spokesperson Jeremy Barnum said it was not because she spoke out against the editing of the climate report.

Caffrey’s career boom and bust exemplifies the difficult situation many scientists face as President Donald Trump’s administration tries to suppress research on topics that he doesn’t consider a priority. Columbia Law School’s Sabin Center for Climate Change Law has reported 194 examples of the federal government censoring, hindering or sidelining climate change science since Trump was elected.

All federal scientists are vulnerable, but scientists like Caffrey who work under federal contracts face particular risk because they can be fired easily and their funding can be pulled, said Jeff Ruch, executive director of Public Employees for Environmental Responsibility, which represents federal and state scientists in complaints against agencies.

In a January episode of Reveal, Caffrey spoke about the pressure she experienced during the editing of the parks report. She said supervisors at the park service yelled at her and threatened to kill the report or remove her name if she would not agree to the changes. Some told her they could lose their jobs or be transferred if she didn’t capitulate.

“It’s different kinds of bullying and pressure from different people,” Caffrey said. “If one person says one thing and then another person says another thing, after awhile it really starts to build up and it becomes an absolute mountain.”

The report projects the effects of sea level rise at 118 coastal parks in 2030, 2050 and 2100. It includes four scenarios of global greenhouse gases — which come mostly from the burning of fossil fuels — based on whether and how much people reduce greenhouse gases.

The research started under President Barack Obama’s administration, but then was held up for more than a year after Trump took office.

Reveal obtained 18 drafts of the report. In one draft, a park service official crossed out five uses of the word “anthropogenic,” the term for people’s impact on nature, along with three references to “human activities” causing climate change. Trump questions that humans are causing climate change, but climate scientists around the globe have concluded that greenhouse gases from human activities are causing the planet to warm.

As part of her research, Caffrey developed an idea for an interactive website to enable the public and park staff to visualize the threat rising seas pose to individual parks. She led the website project, but was removed from it in May, before it was completed and published in December.

“Essentially, I feel I’ve been shut out from my project. It certainly feels like there could be some retribution playing a role in this,” Caffrey said at the time.

Last spring, Caffrey accepted a temporary contract at the park service that was unrelated to climate change. She was paid $25,000 a year, about a third of the salary that she had earned for several years. Her supervisors at the park service’s water resources division tried to secure funding for a better position, paying $76,000 a year, to assess wetlands at national parks, according to Caffrey and park service emails. But they emailed her on Thursday that the funding isn’t available.

After the report was published, the Interior Department’s Inspector General and the park service’s scientific integrity officer closed their investigations into whether the agency violated its scientific integrity policies.

Congressional Democrats requested a broader investigation. Nancy DiPaolo, spokesperson for Interior’s Office of Inspector General, told Reveal that it has launched no new investigation.

Ruch said federal agencies’ scientific integrity policies have little teeth, and, while scientists’ careers often suffer when they stand up for research that doesn’t fit agencies’ priorities, the career staff that sideline it often thrive.

Caffrey, 37, doesn’t regret her decision to stand up for her science.

“I wouldn’t do anything different, but Jesus, this is stressful,” she said. She’s pulling her toddler out of day care and has set a goal of applying for a new job every day.

Caffrey’s career may have taken a hit, but her science is publicly available to show how much climate change threatens parks with permanent flooding and storm damage, and how reducing greenhouse gas emissions could reduce the damage.

“Maria is a smart, dedicated, and accomplished scientist. If these were normal times, she would continue to make valuable contributions within the park service and for the future of our globe,” said William Manley, a University of Colorado research scientist who worked with Caffrey on her sea level research for the park service. “We should all be grateful for her efforts.”

Trump’s trade war is hitting solar workers hard

While politicians are debating the merits of a massive job-creating effort known as the Green New Deal, jobs in solar power are getting harder to find.

The solar industry lost 8,000 jobs last year, a drop of 3.2 percent and the second straight year of declines, according to The Solar Foundation’s annual report out Tuesday. That’s a sharp change after six years of growth.

Solar jobs largely come from the manufacturing and construction of new rooftop panels and solar farms, so these employment numbers offer a snapshot of the entire industry. The losses come as experts call for a massive ramp up in solar power as part of a larger effort to displace electricity generated with fossil-fuels.

What’s driving this? The Solar Foundation, a nonprofit research firm, lays most of the blame for job losses on President Donald Trump’s tariffs. Trump imposed tariffs against imported solar panels, along with two key materials — steel and aluminum,. Companies, uncertain about exactly how these tariffs will work, have put the brakes on operations. By last June, companies had canceled or delayed the construction of $2.5 billion worth of solar facilities, according to Reuters.

We can also chalk up some of the job losses to more local government quirks.. The two states that saw the biggest job losses were California (9,576), and Massachusetts (1,320), according the report. California companies have less incentive to build more solar farms because the state is ahead of its targets for renewable energy. And there was some policy uncertainty in Massachusetts as the state government crafted new targets for solar power. It issued those targets last September, and afterward saw a rise in applications to build more panels.

The Solar Foundation anticipates a turnaround soon. This year, for instance, solar companies will need to begin construction on projects to take advantage of a tax credit that expires next year.

“Despite two challenging years, the long-term outlook for this industry remains positive as even more Americans turn to low-cost solar energy and storage solutions to power their homes and businesses,” said Andrea Luecke, executive director of the foundation.

It’s important to remember that The Solar Foundation’s not-so sunny report is a single source of data (though the Department of Energy’s official numbers have been roughly in line with this nonprofit’s).

It’s also important to remember that solar is just one sector of a clean energy economy that includes everything from home insulators to train-engine designers. The DOE has not yet released its annual report on employment for 2018, but its report from May of last year showed increases in energy efficiency and wind power jobs dwarfed the contraction in solar jobs.

Trump’s swap of ‘irreplaceable’ wilderness allows millions of dollars in seafood transport

Cold Bay, Alaska — At the spot where a rugged chain of islands breaks away from the Alaska Peninsula, a secluded national refuge protects millions of seabirds, grizzly bears, and caribou.

Framed by snow-capped mountains and smoky volcanoes, the refuge holds an irreplaceable underwater grass forest, where the world’s population of a tuxedo-colored sea goose — 150,000 of them — fattens up before a nonstop 60-hour migration to Mexico.

For six decades, the Izembek National Wildlife Refuge, tucked along the coast of the Bering Sea, has been protected as one of the wildest nature spots on Earth, remote enough to escape development.

But that isolation has been shattered. Seven noisy helicopters swooped down 80 times over two days in July to land on the narrow isthmus where animals nest, feed, and migrate.

Then-Interior Secretary Ryan Zinke, prodded by President Donald Trump, ordered the surprise helicopter survey to prepare to bulldoze a 12-mile road through the refuge’s federally protected wilderness.

Almost a year ago, on a day that the federal government was briefly shut down, Zinke quietly signed a land swap, evading Congress, which has wrestled with the issue for decades. The Interior Department is trading the swath of Izembek’s wilderness to Aleut Natives so their cannery town of King Cove can build the final 12 miles of a 37-mile gravel road to the Cold Bay Airport. In exchange, the federal government gets an equal amount of Aleut land.

In crafting the deal, Zinke rejected the warnings of his department’s scientists. After a four-year study, the U.S. Fish and Wildlife Service, which oversees the refuge, concluded that allowing a road through the refuge would “lead to significant degradation of irreplaceable ecological resources.” It also would jeopardize the global survival of a migratory sea goose, called the Pacific black brant, as well as the emperor goose and other waterfowl, the agency said.

Trump and Zinke have worked behind the scenes to deliver the road to the rural Aleut government of King Cove, which has spent almost 50 years lobbying Congress and the Interior Department. The Aleut say the road is essential to transport patients with medical emergencies to the Cold Bay Airport, where they could then fly to an Anchorage hospital.

Zinke, who left office last week amid multiple ethics investigations, billed his action as allowing a “lifesaving road” for the roughly 1,000 residents of King Cove.

But a close examination of the agreement and the history of the road deal suggests that it is more about selling seafood than saving lives.

The black-and-white line shows the proposed route for the road through the Izembek National Wildlife Refuge. It would run through habitat for brown bears, caribou, and dozens of bird species.

A document dating back two decades shows that hauling fish, not patients, was the Aleuts’ original motive for building a road through the national refuge. When that strategy failed, they and Alaska Republican leaders switched to focus on medical necessity.

Now the new land swap deal includes a little-known provision forged by the Interior Department that would allow King Cove fishermen to transport tens of millions of dollars of salmon, crab, cod, and other seafood on their way to lucrative Asian markets.

The economy of King Cove is almost totally dependent on commercial fishing. It’s home to the Peter Pan Seafoods cannery, owned by the world’s largest fish processor, Maruha Nichiro Corp. of Japan.

Under the agreement signed by Zinke, the road will be “generally for noncommercial purposes.” But the deal also contains this provision: “The commercial transport of fish and seafood products, except by an individual or a small business, on any portion of the Road shall be prohibited.”

The term “small business” can leave the wrong impression, though. A fishing business is defined as small when it has annual revenue no higher than $20.5 million for finfish, $5.5 million for shellfish or $7.5 million for other marine fish, according to federal codes.

The wording would prevent giant Peter Pan Seafoods, which reports about $225 million in annual sales, from driving fresh seafood to the airport to fly it to Asia and elsewhere. But King Cove’s commercial fishermen — including all of its Aleut leaders — would qualify under those income restrictions to use the road for transporting their fish and seafood, according to state data on seafood earnings. And Peter Pan could use it to transport its workers, up to 500 in peak salmon season.

Zinke and Aleut leaders never mentioned or explained the loophole when discussing the land swap in public.

The provision “could easily be exploited” for business purposes, said Deborah Williams, a former Interior Department attorney. The agreement between Zinke and King Cove “could — but does not — restrict the use of the road to health and safety issues,” she said.

A road would disturb more than just its immediate path. It would bring traffic and noise and give King Cove subsistence hunters and visitors easy access to animals in dense, undisturbed parts of the wilderness. It also would bisect the land bridge for bear and caribou, which are sensitive to disturbance, according to wildlife biologists.

The deal will decimate the “most important wildlife refuge in all of Alaska,” said Bruce Babbitt, who rejected the road when he served as interior secretary during the Clinton administration. “Izembek is a convergent point where seabirds migrating out of the Arctic feed. If that link is broken, we’re at risk of extinction of all those bird species.”

Leaders in King Cove say road opponents are valuing birds and other wildlife more than residents’ medical needs. Lillian Sager is a member of the large Aleut commercial fishing family that has tried to get the road built for decades.

“When I’m stuck in King Cove and the wind is blowing 100 miles an hour and I’m sick, you want to get out of that town. All that is more important than if there is garbage on the road or if (hunters) are going to shoot animals,” said Sager, whose brother is King Cove Mayor Henry Mack.

However, a medical expert disputes that a road through the refuge is a safe way to transport patients. And a federal report has outlined other reliable alternatives.

A doctor who oversaw medical evacuations in King Cove for 15 years said traveling almost 40 miles on the gravel road during 60 mph winds and blinding snowstorms would be “suicidal” for patients and rescue teams.

“Should the road happen, I foresee all sorts of calamity,” said Peter Mjos, who was the Eastern Aleutian Tribes’ medical director until 2002. He retired from practicing medicine in 2015.

The road is the centerpiece of a campaign by Trump and Alaska’s Republican congressional delegation to monetize the state’s public lands by approving private development, oil drilling, mining, and logging.

Also on Trump’s wish list are oil exploration in the Arctic National Wildlife Refuge, offshore drilling in the Arctic Ocean, logging in the Tongass National Forest, and two mines, one in Bristol Bay and one in mountains west of Fairbanks.

Trump personally promised Alaska Senator Lisa Murkowski that he’d get the road built. He scribbled a note to her on a copy of an October 16, 2017, Washington Post story about the land swap.

“Lisa — We will get it done,” Trump wrote in a note Murkowski shared at a press conference.

Eight months later, a month before the helicopter land survey, Trump asked her, “How’s our beautiful little road doing in Alaska?”

Messaging behind the road shifts

King Cove’s harbors are filled with fishing vessels, battered from weeks at sea. Like their ancestors for the past 9,000 years, the Aleut depend on the ocean for their food, livelihood, and transportation. The town is relatively well off — its median income of almost $73,000 is about 23 percent higher than the national median, though one out of every seven residents lives in poverty.

In these remote parts of Alaska, villages are isolated; roads connecting them are rare. Many of King Cove’s Aleut are prosperous commercial fishing families with cars and trucks but few roads on which to drive.

Currently, people who need more care than a medical clinic can provide are evacuated to the Cold Bay Airport by helicopter or small plane, then flown to Anchorage. Such air transport, however, is hampered by high winds. On average, one or two patients are evacuated from King Cove per month.

Mjos, the retired doctor in King Cove, called the road “a folly.” The area has the highest average wind speeds of anywhere in the United States, and in winter, the road could be buried under several feet of snow and ice. He said it would be safer to transport patients across the bay by ferry.

The federal Army Corps of Engineers, which reviewed marine options for transporting patients, determined in 2015 that the cheapest, most effective solution would be to provide a terminal and ferry in King Cove capable of withstanding waves and ice, along with an improved Cold Bay dock, at an estimated capital cost of $30 million.

More than 30 other rural communities in Alaska that do not have roads use ferries, according to the report. In comparison, building the road would cost the state the same, an estimated $30 million, with unknown annual maintenance costs.

In 1994, King Cove passed a resolution saying the road would “link together two communities having one of the State’s premier fishing ports/harbors (including North America’s largest salmon cannery) in King Cove with one of the State’s premier airports at Cold Bay.”

There was not a single mention of the road being needed to transport sick or injured people.

About 20 years ago, that messaging changed.

According to a review of their public stances, Alaska politicians and the Aleutians East Borough and city of King Cove dropped references to commercial fishing and Peter Pan Seafoods and switched their focus to health and safety in their efforts to secure the road.

Rarely in recent years have Alaska politicians deviated from their public health message. However, in a 2011 visit, Murkowski, the senator, called the road a “critical ingredient in (our) thriving economic future.” And in May, then-Governor Bill Walker reported to the Trump administration that it is for “enabling access to health services and movement of goods and people.”

Commercial uses “have always been the main reasons for the road,” said Deborah Williams, the former Interior Department attorney who is now a lecturer on public lands at the University of California, Santa Barbara. When she visited King Cove in the mid-1990s, “they told me, ‘We want that road to take fresh fish to Cold Bay to maximize the value of our fish.’”

President Barack Obama’s interior secretary, Sally Jewell, recalled that on a 2013 tour, she repeatedly asked King Cove leaders why they had extended the road right up to the wilderness, leading to nowhere.

“I was finally told, ‘Because we wanted to put pressure on you to build the road through the refuge.’ They actually said that,” she said.

Months later, she rejected the road, citing scientists’ concerns about the impacts on wildlife and concluding that “reasonable and viable transportation alternatives exist.”

Documents show that the local leaders pushing for the road own commercial fishing boats. The Mack family has 25 vessels, one of the largest fleets in King Cove. Five of the six members of the City Council own commercial vessels, and the sixth is in the Mack family.

Dean Gould, who is president of King Cove’s Aleut government and whose name is on the land agreement with Zinke, said he owns a 49-foot vessel; his large family owns seven other commercial fishing boats. Gould said he personally would not use the road to transport his salmon and other fish because he now delivers it to Peter Pan by tender, a vessel that services his boat while he’s at sea for weeks at a time.

So why was the small business provision put in the agreement? Gould said it’s because it “leaves a little bit of door open” if someone hauls “a couple cases … or a pound or two” or if anyone wants to commercially transport fish in the future.

Peter Pan Seafoods, which has been publicly silent on the road project, declined to comment. Henry Mack, the mayor, said the land swap is “still in the court, and I won’t be making a comment on anything to do with the road or commercial fishing.”

Little information has been released about the physical challenges, safety issues, and costs that the state and Aleuts would face building and maintaining the road.

“Today, the road costs, maintenance, reliability due to avalanches and storms, and travel time under these conditions are remaining questions that have yet to be given to the public,” said Tony Knowles, Alaska’s governor from 1994 to 2002.

David Bernhardt, who is now Trump’s acting interior secretary, worked with King Cove to arrange the land swap. Shortly after he was confirmed as the department’s second in command in July 2017, Bernhardt held a video meeting with a King Cove group, before the idea became public, according to his calendar record. Bernhardt previously was a lobbyist for the state of Alaska and the oil industry in efforts to open up the Arctic National Wildlife Refuge to oil development.

‘Extraordinary wildlife and wilderness’

Overhead on a September day at the Izembek refuge, clouds of Pacific black brant are flying in by the tens of thousands from the Yukon Delta, Canadian Arctic, and eastern Russia. They feed in North America’s largest eelgrass bed, the first to be designated as internationally critical to wildlife.

Nearly the entire emperor goose population and thousands of threatened Steller’s eiders also forage in the eelgrass at Izembek Lagoon. Tributaries run rife with salmon and host grizzly bears. Sea otters in the lagoon pop up with pups on their bellies. On the spits of land that form the estuary’s gate to the sea, hundreds of walruses and harbor seals grunt, roll, and rest.

The existing 17-mile stretch of road ends right at the refuge’s wilderness boundary. It’s from this spot that Zinke’s deal would push another 12 miles through the wilderness to the airport.

The U.S. Fish and Wildlife Service concluded that “extraordinary wildlife and wilderness resources … recognized for their national and international significance” would be harmed and that the swapped land “would not compensate for the adverse effects.” The road poses major risks to the survival of brant, tundra swan, emperor goose, bear, caribou, and fish populations and moderate risks to many others, according to the agency’s data.

Brant travel almost 3,000 miles every spring and fall to feed on the refuge’s eelgrass. They are elegant-looking birds, mostly jet black with bands of bright white, somewhat like a tuxedo. Small for a goose, they must stay strong to survive their nonstop transcontinental journey.

Their survival rate already is dropping, largely due to degraded winter habitat in Mexico and California. And global warming is altering their behavior, which makes the refuge’s role in protecting them even more critical because they are spending more time there. About one-third of the 150,000 arriving at Izembek now stay for the winter, increasing every year by about 7 percent, according to research.

“Any threats to the Alaska wintering population have implications for the entire Pacific Flyway population,” the 2009 study says, adding that “this species is experiencing a long-term decline and is of conservation concern across its range.”

Christian Dau, a now-retired Fish and Wildlife Service biologist who was based at the refuge in the 1980s and ’90s and co-wrote the paper, said the road would shatter the remoteness that protects the birds.

“I go back to the farsighted founding fathers of the refuge. They always took the conservative approach,” he said. “When your options are narrow, you should act conservatively. You don’t open the floodgates and allow lots of development. In 20/20 hindsight, you might look back and say we made a mistake.”

A few hundred miles to the north, in the Yukon-Kuskokwim Delta, where the brant breed and nest, Myron P. Naneng Sr. is a Yup’ik lifelong subsistence hunter and former president of a Native association of leaders representing 56 villages.

Beginning 35 years ago, the Yup’ik, Aleut, and other Alaska Natives agreed to protect geese from subsistence hunting so they could recover from low numbers.

“Building a damaging road now, right through some of the most important and sensitive habitat for brant and emperor geese, would be contrary to the years of conservation work,” Naneng said at a hearing before a House subcommittee in 2017.

“All of us contend with weather delays, expensive travel and long trips to the city for medical care. … But it is not realistic to build roads to all of the Alaska communities,” he added.

The land deal with Zinke is not yet final, pending completion of the surveying and an appraisal. Nine environmental groups have filed suit to stop it.

A battle over its legality centers on two laws: the National Environmental Policy Act and Alaska National Interest Lands Conservation Act. The laws require a study of projects’ environmental effects and consideration of alternatives.

The environmental groups allege that the swap of refuge land is illegal because it does not have conservation purposes and needs a full review and congressional approval. The Trump administration argues that the Alaska act exempts conveying land to Native communities and that provisions don’t apply because it already traded away the land and, therefore, the road would not be built in officially designated wilderness.

A company town

It’s a Sunday morning in September in King Cove, and the Peter Pan Seafoods plant is operating 24 hours a day. Some 300 workers are packing pollock for fish sticks, Pacific cod and crab for restaurants, and black cod for the most fortunate. In summer sockeye season, the workforce reaches 500 in one of North America’s biggest salmon canneries, which sells salmon under the labels Deming’s or Double “Q.”

Commercial fishing boats — as small as 30 feet and as big as 300 feet — operating in the Bering Sea and Gulf of Alaska are pulling up to the plant with their fresh catch. The fish and shellfish are processed and sent frozen atop 400-foot barges to markets in the Lower 48, Europe, and Asia. The previous day, Peter Pan processed 800,000 pounds of seafood.

Wearing hairnets, smocks, and earplugs, the workers tend to conveyor belts, freezer rooms, and chopping tables. They sleep in dormitories in King Cove. Their long shifts, minimum-wage jobs, and foreign languages separate them from the town’s more comfortable residents in fishing families.

On this Sunday morning, Irene “Koochie” Christiansen, 83, is carefully making her way from her home near the cannery to the Russian Orthodox church, where she gives weekly readings. As she lights candles, her soft prayers in Aleut and English fill the church adorned with icons and bells from another church in the nearby village of Belkofski, where she grew up.

In the Aleut way, she invites some visitors back to her place for flaky salmon pie. Christiansen grew up trapping animals in Belkofski, which was settled by Russian fur traders. She worked 16-hour shifts at the cannery and is grateful for the wages that paid for her cozy house and the help she gets from prosperous Aleut fishing families.

Christiansen said that if she had a medical emergency, she wouldn’t want to travel over a winding 37-mile, windswept route. Only a respected elder such as Christiansen, one of only two in King Cove who speak Aleut, would feel confident speaking out against the road so popular with King Cove’s fishing families and political leaders.

One day, her son Cal took her berry-picking on the road that now ends at the refuge’s wilderness boundary. The road makes no sense to her.

“Let’s go home,” she told her son.

Senate confirms 4 Trump nominees to top environmental posts in last-minute vote

The Senate voted to confirm at least four of President Donald Trump’s nominees to top environmental posts Thursday in last-minute votes just hours before the 115th Congress adjourned.

The confirmations, which received mixed reaction from environmentalists, fill long-vacant roles and save the White House from having to restart the nomination process with a newly sworn-in 116th Congress.

The nominees, among more than 60 administration officials confirmed in the 11th-hour voice vote, include those picked for executive posts at the Environmental Protection Agency, the Department of Energy, and the Council on Environmental Quality.

At EPA, Alexandra Dunn was confirmed to lead the agency’s chemical office. Dunn previously served as the EPA administrator for Region 1 in Boston. She won praise overseeing the New England region as an “apolitical” bureaucrat who The Boston Globe described in an August profile as gaining “respect for protecting the environment.”

The position as assistant administrator of the Office of Chemical Safety and Pollution Prevention was left open since 2017, when former EPA Administrator Scott Pruitt nominated Michael Dourson, whose consultancy InsideClimate News described in 2014 as the “one-stop science shop” favored by the chemical and tobacco industries. Dourson dropped out as Republican support for his nomination waned.

The other EPA nominee — the Senate’s final confirmation, just minutes before adjourning — faced more intense scrutiny from environmentalists and public health advocates. William Charles “Chad” McIntosh, Trump’s pick for the EPA’s Office of International and Tribal Affairs, came under fire in March when HuffPost reported on his 19-year career as the head of Ford Motor Co.’s environmental compliance and policy divisions.

During his tenure at Ford, degreasing chemicals spilled at a manufacturing plant in Livonia, Michigan, and broke down into vinyl chloride — linked to cancers of the liver, brain, lungs, lymph nodes and blood — and tainted the local groundwater.

“You can’t ignore these kinds of toxic chemicals in such an enormous quantity on your property, so whoever was in charge of the environmental state of affairs at this plant did not do his job,” Shawn Collins, an attorney representing homeowners whose groundwater was affected, told HuffPost in March. “That’s McIntosh.”

Among the most controversial nominees was Daniel Simmons, a former fossil fuel lobbyist who questioned climate science, to lead the Energy Department’s Office of Energy Efficiency and Renewable Energy. After the White House nominated him to the post in June, Simmons backtracked on some of his past criticisms of renewable energy, insisting he “likes” zero-emissions energy sources. But, as Utility Dive reported, he previously served as the vice president of policy at the Institute for Energy Research, a coal- and oil-backed think tank, and for the American Energy Alliance, its lobbying arm. The latter organization called for the abolition of the office Simmons will now oversee as recently as 2015.

Among the least controversial was Mary Neumayr, Trump’s pick to lead the Council on Environmental Quality. The president initially nominated Kathleen Hartnett White, a die-hard climate denier and fossil fuel ideologue, to run the seldom-discussed White House agency, which oversees the National Environmental Policy Act. But Hartnett White flamed out during her confirmation hearing, delivering one of the most embarrassing performances of any nominee as she withered before senators’ questions about basic earth science.

Neumayr, by contrast, appeared to be a “more middle-of-the-road” pick, The Washington Post surmised in June, citing her “reputation as a pragmatist.” She spent much of her career working for the federal government, including eight years as the chief counsel on energy and environmental issues for the Republican-controlled House of Representatives. During her confirmation hearing, she told senators, “I agree the climate is changing and human activity has a role.”

But unnamed insiders close to Neumayr, who until Thursday served as the Council on Environmental Quality’s chief of staff, told the Post she’s a strong supporter of the president’s deregulatory agenda. ThinkProgress criticized Democrats on the Senate committee that vetted Neumayr’s nomination for going easy on her.

The power of the Council on Environmental Quality changes from administration to administration. But the White House released a 55-page infrastructure plan in February that calls on the council to “revise its regulations to streamline NEPA would reduce the time and costs associated with the NEPA process.” Neumayr would be central to overseeing that process.

EPA declined an interview request, sending an email stating: “Due to a lapse in appropriations, the EPA Press Office will only be responding to inquiries related to the government shut down or inquiries in the event of an environmental emergency imminently threatening the safety of human life or where necessary to protect certain property.”

Neither the White House nor Energy Department immediately responded to requests for comment.
