Safety inspectors target oil-hauling trains

Federal officials are trying to keep railway safety on track amidst a boom in oil hauling.

All that combustible fuel being produced by America’s fracking boom has federal transportation safety officials on edge.

Inspectors have started scrutinizing train manifests and tank car placards on trains departing from North Dakota’s Bakken region. The region is producing copious quantities of fracked oil, which is being carried to refineries in railway cars — many of them in a railcar model that’s prone to explode.

Operation Classification, aka the Bakken Blitz, was launched last month, just weeks after one such train carrying Bakken oil derailed and exploded in Quebec, killing 47 people and leveling much of the formerly scenic town of Lac-Mégantic. The U.S. Department of Transportation says it began planning the inspections in March after officials noticed discrepancies between the contents of rail cars and the hazardous warnings they bore. From Reuters:

“We need to make sure that what is in those tankers is what they say it is,” Cynthia Quarterman, administrator of the Department of Transportation’s Pipeline and Hazardous Materials Safety Administration, told reporters.

Highly combustible, light crude from the Bakken region is particularly dangerous, Quarterman said, and inspectors will make sure the fuel is properly labeled and handled with care.

Officials want to make certain that those responsible for the shipments know how dangerous their cargo is.

“The flashpoint needs to be taken into account,” Quarterman said, referring to the combustibility of flammable liquids that can vary according to the type of crude.

The Obama administration is also mulling new safety rules to address the boom in oil hauling; a draft version should be released within weeks. On Friday, the administration introduced temporary emergency rules designed to prevent a repeat of the Lac-Mégantic disaster on American soil, including a ban on leaving vehicles unattended if they are carrying hazardous materials.

Global warming means that the Arctic’s fabled Northern Sea Route could soon be ice-free in summer, slashing journey times for cargo ships sailing from the Far East to Europe. Which is why the Yong Sheng, a rust-streaked Chinese vessel, is on a truly historic journey. ezioman/Flickr For a ship on a mission of worldwide importance, the Yong Sheng is a distinctly unimpressive sight. The grey and green hull of the 19,000-tonne cargo vessel, operated by China‘s state-owned Cosco Group, is streaked with rust, while its cargo of steel and heavy equipment would best be described as prosaic. Yet the Yong Sheng’s journey, which began on 8 August from Dalian, a port in north-eastern China, to Rotterdam is being watched with fascination by politicians and scientists. They are intrigued, not by its cargo, but by its route – for the Yong Sheng is headed in the opposite direction from the Netherlands and sailing towards the Bering Strait that separates Russia and Alaska. Once through the strait, it will enter the Arctic Ocean, where it will attempt one of the most audacious voyages of modern seafaring: sailing through one of the Arctic’s fabled passages, the Northern Sea Route. The passage, which hugs the coast of northern Russia, and its mirror route, the Northwest Passage, which threads its way through the islands and creeks of northern Canada, have claimed the lives of thousands of sailors who tried for centuries to cross the Arctic in an attempt to link the ports of the Far East and Europe by sailing via the north pole. Why your hybrid doesn’t get that promised mileage

Are you a hybrid owner who’s never managed to get the high gas mileage advertised on the car window? You’re not alone.

From the Los Angeles Times:

Bowing to criticism that its C-Max hybrid didn’t get the fuel economy claimed on its window sticker, Ford Motor Co. has restated the compact car’s mileage ratings and said it will … make a “goodwill” payment of $550 to people who purchased the C-Max and $325 to those who leased the vehicle.

Ford had previously claimed the 2013 C-Max hybrid got 47 mpg for combined city and highway driving. Now it’s saying 43 mpg. That’s still higher than the 37 mpg that Consumer Reports got when it tested the model.

And it’s not just Ford. More from the L.A. Times:

Last year, the EPA tested multiple Hyundai and Kia models that had become the focus of consumer complaints about fuel-economy ratings, and ordered changes to the labels. The agency said Hyundai and Kia overstated the fuel economy on more than a third of the vehicles they had sold in recent years.

The South Korean automakers issued an apology and said they would give special debit cards to nearly 1 million owners of the affected models to make up for the difference in the lower miles per gallon logged by the vehicles.

Inaccurate mileage claims are a widespread problem, particularly with hybrids — and yesterday the EPA announced that it is finally going to do something about it.

The Environmental Protection Agency said it would update its labeling rules — which date to the 1970s — to resolve disparities among the growing number of hybrid and electric vehicles on the market. …

The current fuel economy rules specify that automakers can use the same fuel-economy numbers for similar-size vehicles equipped with the same engines and transmissions. …

When the Fusion hybrid achieved 47 miles per gallon in combined city and highway driving, Ford was allowed to apply that rating to the C-Max hybrid as well. …

[Ford’s Raj Nair acknowledged] that it was difficult to make an exact comparison between the C-Max, a utility vehicle with a chunky design, and the sleeker-looking Fusion passenger car.

In the past, drivers wouldn’t know their exact mileage unless they tracked fill-ups and did some math, but now hybrids’ dashboards display real-time mpg numbers, so it’s a lot easier to know if a car doesn’t live up to an automaker’s claims.

The EPA didn’t lay out a time frame for changing its rules, but car companies may act soon on their own regardless. “Expect to see automakers stick to more conservative claims rather than risk the consumer and financial backlash that can result from inaccurate and inflated fuel-economy estimates,” auto analyst Alec Gutierrez told the L.A. Times.

Shale gas fracking has helped US carbon emissions to fall. But American carbon extraction is still rising, undermining progress and increasing emissions overseas. Tjflex2/Flickr You’ve probably heard that US carbon emissions have been falling. According to President Obama and energy commentators the world over, fracked shale gas has displaced dirty coal, in much the same way that fossil fuels undercut whale oil a century earlier. Out with environmentally unfriendly old technologies and in with cleaner and more efficient new ones. Everyone wins – including the climate, thanks to the fact that gas produces only around half as much CO2 as coal does for each unit of power or heat created. On the other hand, you may also have heard that US coal exports have increased as its domestic emissions have fallen. America currently has little in the way of gas export facilities but plenty of capacity for shipping coal to Asia, Europe and elsewhere. Those ports have been busy of late and the ripple effects are being felt far and wide. For instance, UK emissions shot up 4.5% last year, partly due to low coal prices made possible by surging US exports. So could it be that rising US gas production has increased the human contribution to global warming, even as American’s own emissions have fallen? To keep reading, click here. Five years in, BC’s carbon tax has successfully reduced greenhouse gas emissions in a stable economy. Hobolens/Flickr Carbon emissions have an unavoidable cost. When we burn fossil fuels and release carbon dioxide into the atmosphere, it increases the greenhouse effect. The resulting climate change has costs, for example by causing more extreme weather. More frequent and intense heat waves and droughts can damage crops, causing food prices to rise, more intense floods can cause more property damage, etc. Lacking a price attached to carbon emissions in the marketplace, we’re effectively putting those costs on a credit card. We may not immediately see the costs, but they keep building up. In fact they’re building up with interest, because the costs of climate damage are higher than the costs of reducing greenhouse gas emissions. When we put a price on carbon in the marketplace, consumers can see the costs associated with greenhouse gas emissions and adjust their consumption in an informed manner without continuing to build up that climate credit card debt.
