Legislation introduced in Kansas would ban the promotion or practice by state agencies of sustainable development.

Don’t they know that when sustainable development is outlawed, only outlaws develop sustainably?

House Bill 2366, introduced into the House Energy and Environment Committee, would prevent any state funds from being “used, either directly or indirectly, to promote, support, mandate, require, order, incentivize, advocate, plan for, participate in or implement sustainable development.”

Weird. Maybe the numskulls behind the bill don’t grasp the actual meaning of “sustainable development.” Perhaps they think the term refers specifically to Agenda 21, which Glenn Beck and other right-wingers claim is a diabolical United Nations plot to force Americans to live in cities and ride public transit. The horror!

Checking the bill … nope … no misinterpretation here. The legislation’s definition of sustainable development is surprisingly clear and positive sounding: “[A] mode of human development in which resource use aims to meet human needs while preserving the environment so that these needs can be met not only in the present, but also for generations to come.”

The legislation was introduced in February and hasn’t yet had a committee hearing. But if it does somehow become law, the government of Kansas will be legislatively required to pursue unsustainable development — that is, development that, by its legal definition, degrades the environment so that needs cannot be met for generations to come.

The Energy and Environment Committee is chaired by Rep. Dennis Hedke (R), a geophysicist who the Kansas City Star says “counts at least 18 energy companies as clients.” From a March article in the Star:

Hedke is a decided nonbeliever of man-made global warming. He thinks those claims have been used to impose strict environmental regulations, such as renewable-energy standards, that ultimately dig into consumers’ wallets.

“This is costly,” Hedke said. “It’s already hurt people around the world.”

The notion that carbon dioxide should be regulated as a dangerous gas that’s wreaking havoc on the environment, he said, is a “flat-out lie.” …

Hedke said the [anti-sustainable-development] measure was motivated by complaints from constituents who think there is an insidious attempt to create new layers of government through groups like the Regional Economic Area Partnership in Wichita.

Two years ago, the group received a $1.5 million federal grant for planning sustainable communities. The grant became a sore spot for critics who believed it would open the door for the federal government to impose its will on local officials.

Well, Hedke, so long as your needs and the needs of your clients are met, screw the kids — and their kids!

ExxonMobil wins safety award from corporate-backed group

We at Grist would like to apologize to the folks at ExxonMobil for going on and on about their dismal safety record. About the recent tar-sands oil spill in Mayflower, Ark. About the heavy-handed way the company is trying to control information about the spill. About a chemical spill at an ExxonMobil refinery last week that stunk up New Orleans. About how the company in 2011 waited 46 minutes to shut off a pipeline that was dumping oil into the Yellowstone River. About that old Exxon Valdez thing.

We apologize because last week a group controlled by executives from ExxonMobil and similarly dangerous corporations bestowed upon ExxonMobil an award recognizing its stellar emphasis on safety. Yes, the nonprofit National Safety Council — whose board of directors includes ExxonMobil Safety VP Jeffrey Woodbury and former ExxonMobil exec Michael Henderek — awarded ExxonMobil the Green Cross for Safety medal.

I guess that shows us!

“It is an honor to receive this medal on behalf of the men and women of ExxonMobil,” said Rex W. Tillerson, ExxonMobil chairman and chief executive officer. “We hold this award in high esteem because it recognizes the deep commitment of our company and our people to a culture of safety.”

NSC Chairman of the Board of Directors, Kent McElhattan and Janet Froetscher, NSC president and CEO, presented the Green Cross for Safety medal to Mr. Tillerson.

“It is evident that ExxonMobil is committed to excellence in safety, security, health and environmental performance,” said Froetscher. “The Council is honored to recognize ExxonMobil with the Green Cross for Safety medal. This organization is a wonderful example of the role corporations can play in preventing injuries and saving lives.” …

Past recipients of the Green Cross for Safety medal include the Dow Chemical Company, Schneider Electric North America, Exelon Nuclear, FirstGroup, Delta Air Lines, UPS, DuPont, Liberty Mutual Group, Chrysler Group of DaimlerChrysler, Kenny Construction Company, Ryder System Inc., Intel Corporation and AK Steel.

So, we are sorry, ExxonMobil. We didn’t mean to suggest that you are any more of a danger to the lives and livelihoods of Americans than Dow Chemical or DuPont (which also happen to have executives sitting on the National Safety Council’s board of directors). Clearly, you massive corporations are in a safety class all your own.

Catch shares help corporations more than fish populations

new animation out from the Center for Investigative Reporting makes sense of the wonky and wacky world of individualized transferable quotas, or catch shares, which were ostensibly meant as a solution to overfishing. “If a small group of people owned the fish, they might take better care of them,” explains the animated grandpa in the video.

It’s not totally clear whether the catch-share system, implemented across the U.S. in 2011, has helped fish populations rebound. But it has helped large corporate fishing operations at the expense of small fisher-people, according to an investigation by CIR.

Fishing quotas, which are based on past fishing levels, can be sold on the open market, making it easier for fat-cat corporations to scoop up as many as they can afford. The system initially only allowed fishing with trawlers in certain areas — a type of fishing that has caused heavy environmental destruction.

Thousands of jobs have been lost in regions across the United States where catch-share management plans have been implemented, researchers have noted.

There are 15 catch-share systems in the United States, stretching from the North Pacific’s frigid gray waters along the coast of Alaska and the Aleutian Islands down to the Gulf of Mexico.

More than 3,700 vessels are no longer active in the 10 defined fishing areas that have operated under catch shares since before 2010. That could account for as many as 18,000 lost jobs, according to estimates from researchers who track the fishing industry.

In its investigation, CIR turned up fishy claims made by the Environmental Defense Fund about the advanced state of ocean life degradation due to overfishing (since debunked), and a lot of concern about the concentration of deep blue wealth and power.

Most researchers and managers acknowledge that the system will shrink the fishing fleet, hitting independent, small-scale fishermen the hardest, while protecting big corporate fleets.

“No matter what you do, there is a dynamic that is going to unfold in predictable ways, toward the concentration of wealth and away from public participation,” said Bonnie McCay, an anthropologist at Rutgers University who was a member of a National Research Council panel assembled by Congress in the late 1990s to assess catch shares.

And as for catch shares actually replenishing the oceans? The facts don’t appear to back up quota-promoters.

Nearly half of the 128 fish populations that have been subject to overfishing since 2003 now are thriving, having been fully rebuilt over the past decade, according to government records. Five of those populations have been rebuilt under catch-shares management – the St. Matthew Island blue king crab, snow crab, Pacific coast widow rockfish, Gulf of Mexico red snapper and Atlantic windowpane flounder, according to Connie Barclay, a spokeswoman for the National Oceanic and Atmospheric Administration.

Barclay said it would be hard to attribute rebuilding to catch shares in any of those cases.

[Lee] Crockett, director of federal fisheries policy for the Pew Environment Group, agrees and credits the rebuilding to strict catch limits, which the government began to institute in 2006.

The difference between catch limits and catch shares “is a distinction I think that is often deliberately conflated” by the government and groups advocating for the new system, Crockett said.

The full investigation is important, but the video is the best part, especially if you aren’t familiar with the catch-share scene. CIR’s ultimate take on whether catch shares have helped put a damper on overfishing, delivered by cartoon grandpa: “The thing is, we’re not sure.” Grandpa, you’re so diplomatic.
