The shipping industry sets sail toward a carbon-free future

Cargo-shipping regulators have struck a historic deal to set their dirty fuel-burning industry on a low-carbon course.

On Friday, the International Maritime Organization agreed for the first time to limit greenhouse gas emissions from global shipping. The nonbinding deal marks a critical shift for the sector — which, until last week, was the only major industry without a comprehensive climate plan.

Cargo ships are the linchpin of our modern global economy, transporting roughly 90 percent of everything we buy. They also contribute significantly to planet-warming gases in the atmosphere. If the shipping industry was a country, its total annual emissions would rank in the top 10, between those of Japan and Germany.

Left unchecked, shipping-related emissions are on track to soar by as much as 250 percent by 2050 as global trade expands, the maritime body projects. Such a spike at sea would offset progress in carbon reduction made on land.

Yet with the new emissions targets, observers say, the shipping industry now has more than a fighting chance to clean up its act.

A difficult negotiation

The International Maritime Organization agreed to reduce emissions from global shipping by at least 50 percent from 2008 levels by 2050. The United Nations body also pledged to pursue deeper cuts to meet the Paris Agreement’s more ambitious goal of limiting global warming to 1.5 degrees Celsius, or 2.7 degrees Fahrenheit, above pre-industrial levels.

The hard-won plan follows tense negotiations involving envoys from 173 countries at the organization’s headquarters on the banks of the Thames River in London. The Marshall Islands and other Pacific nations doggedly pushed the most ambitious proposal on the table: a 100-percent reduction in shipping emissions within two decades, a move that would bring the sector in line with the 1.5-degree target. The European Union also championed a plan to curb emissions by 70 to 100 percent by mid-century.

Yet other powerful voices in the room, led by Japan, favored smaller emissions cuts and much longer timelines. The United States and Saudi Arabia, two oil-producing giants, objected outright to any emissions cap. Meanwhile, some shipping executives warned of rising cargo costs and threats to business if aggressive targets were put in place.

“It was extremely difficult,” says Faig Abbasov, a shipping policy expert with Transport & Environment, a nonprofit advocacy group based in Brussels, Belgium. “Almost every day, we were coming back to negotiations in the morning thinking, ‘Will it collapse today, or do we have a chance?’”

Environmental groups and industry leaders alike applauded the resulting compromise, saying it will help accelerate the shift away from high-carbon bunker fuel — the sludgy leftovers from the petroleum-refining process — toward cleaner alternatives, such as fuel cells, batteries, and sustainable biofuels.

The Marshall Islands marshal a deal

Back in 2015, The Marshall Islands was first the nation to urge the International Maritime Organization to adopt a greenhouse gas strategy. It has spearheaded the charge for ambitious shipping rules ever since.

The sprawling Pacific island chain has unique authority on the matter, its officials say, because its livelihood is uniquely intertwined with the shipping industry.

The nation is home to the world’s second-largest ship registry, behind Panama, with nearly 12 percent of all cargo ships flying the Marshallese flag. The country’s 75,000 people depend on cargo ships to supply nearly all of their food. Yet greenhouse-gas emissions from shipping and other industries threaten the nation’s very survival, with rising sea levels, extreme storms, and severe drought pushing islanders from their homes.

At the shipping confab, David Paul, the Marshall Islands’ environment minister, argued the final outcome could mean the difference between a “secure and prosperous life” and an “uncertain future” for children born today on the country’s low-lying coral atolls.

After the deal was struck, Paul returned to his central London hotel room with overcome with relief, if not exhaustion. “Just the fact that we were able to get a deal is historic,” he tells Grist. “We’re optimistic that at least there is a way forward.”

Still, he calls the deal the “bare minimum” of what his country could accept as climate policy. In comparing the organization’s process to a game of baseball, he says last week’s deal is just a single. Effectively, the shipping industry is only on first base enroute to full decarbonization of the sector.

“We realized going into these negotiations that we weren’t going to come away with a home run,” he says. “It’s going to be an incremental process going forward.”

Only the beginning

Last week’s agreement is an initial strategy, with a long-term plan to be adopted in 2023 — after the organization collects emissions data from cargo ships over the period between 2019 and 2021.

In the meantime, regulators are expected to debate binding, enforceable steps that compel — not merely encourage — the industry to reduce its greenhouse gas emissions and a shift away from fossil fuels.

“What was adopted was just IMO’s long-term objective,” Abbasov of Transport & Environment says. “What will actually reduce emissions are the concrete actions. But that’s still to come.”

No specific proposals are on the table just yet, he explains, however, short-term rules will likely target emissions from existing ship operations to keep them from rising any further. That might mean requiring crews to take steps like lowering their vessel’s operating speeds, which reduces power demand and fuel consumption — but would impact shipping time.

Mid-term measures could compel shipping companies to replace carbon-intensive fuels with cleaner alternatives, including fuel cells powered by hydrogen or ammonia — or for smaller vessels, batteries that can recharge at ports. Taking these innovations mainstream, however, would likely require adopting “market-based measures,” such as a tax on carbon emissions.

According to a report by the International Transport Forum, an intergovernmental think tank, “Maximum deployment of currently known technologies could make it possible to reach almost complete decarbonization of maritime shipping by 2035.”

Dozens of small ships around the world are now running on hydrogen and electricity, and a major ferry line in Scandinavia is building two of the largest battery-powered ships to date. Energy-efficient ship designs, smarter logistics systems, and “wind-assisted” technologies, such as spinning rotor sails, are also proven ways to slash emissions.

Still, many of these technologies still remain prohibitively expensive for shipowners or aren’t yet available in sufficient supplies. If every cargo ship today switched to hydrogen fuel cells, for instance, most vessels wouldn’t have enough hydrogen on board to leave the port.

Experts say the International Maritime Organization deal offers a much-needed push for the shipping industry to begin developing and investing in 21st-century technologies.

In a statement, Peter Hinchliffe, secretary general of the International Chamber of Shipping, the industry’s main trade group, summed up last week’s agreement: “We are confident this will give the shipping industry the clear signal it needs to get on with the job of developing zero CO2 fuels.”

President Trump was busy during his early morning “Fox & Friends” time. Around 6 am there was this:

First he deliberately undermines his own Justice Department by needlessly calling his immigration EO a “travel ban.” Why? Because he got criticized for accidentally doing this over the weekend, and by God, that means he needs to double down. Having done that, he then proceeds to slam the Justice Department as if they worked for someone else. If he wanted them to stay with the original travel ban, he should have told them to. If he wussed out, it’s his fault, not theirs.

It’s worth noting, by the way, that we’re now in the fifth month of Trump’s childish refusal to go ahead with new travel regulations while we wait for the courts to rule on his temporary travel ban that was meant to give him time to write new travel regulations.

Then, after a bit of random whining, Trump decides to go back to the well on the mayor of London:

Even for Trump, this is close to unbelievable. His original tweet about this yesterday was a lie, and would have been wildly inappropriate even if it weren’t. The city of London had just been hit by a deadly terrorist attack! Trump got blasted for this breathtaking display of churlishness, of course, and that meant he had to hit back today even more boorishly in front of the whole world. Because Donald Trump never, ever, backs down from anything, no matter how stupid.

Holy hell. 43 months to go.

Surprise! WikiLeaks’ Assange Backs Trump on Russia Hacking Report

During a live press conference broadcast from the Ecuadorian embassy in London via Twitter’s livestream app Persicope, WikiLeaks’ Julian Assange on Monday blasted the recent US intelligence report on Russian hacking during the 2016 election.

“It is, frankly, quite embarrassing to the reputation of the US intelligence services to be putting out something that claims to be a report like that,” Assange said. “This is a press release. It is clearly designed for political effect and US intelligence have been politicized by the Obama administration in the production of this report and a number of other statements.”

Assange called the report a “political attack cannon against Donald Trump” and a way “to defend the reason why the Democratic Party lost.” And he claimed that its true purpose was to bolster certain officials within the Democratic Party and “delegitimize the election of Donald Trump.”

Assange’s press conference comes three days after the US Office of the Director of National Intelligence released a declassified report outlining its assessment of alleged Russian meddling in the 2016 presidential campaign via hacks of US political targets, including the Democratic National Committee and the personal email account of John Podesta, Hillary Clinton’s campaign chairman. The materials were stolen from those organizations by Russian intelligence, according to the report, and then passed to WikiLeaks, but it does not specify whether this occurred through an intermediary. An online persona known as “Guccifer 2.0” claimed credit for the DNC hack and for passing the information along to WikiLeaks and also for providing the material to media outlets and reporters.

“Moscow most likely chose WikiLeaks because of its self-proclaimed reputation for authenticity,” the declassified report stated, adding that the material published by WikiLeaks did “not contain any evident forgeries.” The report stated that Russian intelligence fed the materials to WikiLeaks but didn’t say how, or whether it was through a third-party. The Washington Post reported Thursday night that US intelligence had identified the “actors” involved in getting the materials to WikiLeaks.

Assange has consistently denied that the materials came from the Russian government and addressed the issue again on Monday.

“We haven’t said we know or don’t know our sources,” he said. “We have made one statement, which is that our sources in the US election-related matter are not a state party.” Assange noted the “incredible care” with which WikiLeaks speaks about its sources, but this case “does not sufficiently threaten our sources to make this very bland disclosure.” With a “state” source, however, “we would have a lot less concern in attempting to protect them.”

Assange’s explanation seems to leave the door open that an intermediary passed the material from Russian intelligence to WikiLeaks.

Assange also discussed the penchant for outgoing administrations to destroy information on the way out the door and said WikiLeaks’ recent offer of $30,000 for information that leads to “the arrest or exposure of Obama admin sic officials destroying info sic,” is an effort to preserve information that belongs to the public. He implored government employees with access to data to grab it (not mentioning that doing so is a serious crime).

“Our request to system administrators in the Obama administration, and this goes for other administrations around the world, is take the data,” he said. “Just take it now, keep it under your bed, or with your mother, and then you can give that to WikiLeaks or other journalists at your leisure. Get a hold of that history and protect it because that is something that belongs to humanity and does not belong to a political party.”

Assange blasted President Obama for his administration’s treatment of whistleblowers but said that things weren’t likely to improve under a President Trump.

“While there are some anti-DC elements in the Trump cabinet and a lot in his base, very quickly, based on the history of all previous administrations, the Donald Trump administration will form its own establishment and enter into a power-sharing relationship with the existing powers in DC,” Assange said. “No system of authority likes those who undermine its authority.”

More than 13 percent of Americans disagree with the statement that “vaccines are safe,” according to a new study by researchers at the London School of Hygiene and Tropical Medicine. That puts America in the middle of the pack of 67 countries where researchers examined views towards immunizations in what they believe to be the largest survey on vaccine confidence to date.

Published last week in Ebiomedicine and based on surveys of 66,000 people, the findings show stark variations among countries. France took the lead of vaccine skeptics, with a staggering 41 percent of respondents disagreeing with the statement that vaccines are safe. Authors attribute the country’s “extreme negative sentiment” to controversies over the past two decades around the unproven side effects of a range of vaccines, from hepatitis B to H1N1. (The hesitancy reflects what the French are hearing from their doctors: One in four general practitioners said that vaccines recommended by public health authorities aren’t useful, according to a study last year.)

Meanwhile, in Bangladesh, Saudi Arabia, and Argentina, less than two percent of respondents were skeptical of vaccine safety.

Authors observed a counterintuitive finding: countries with higher education rates were generally more skeptical of vaccine safety, but within countries, more educated citizens were less skeptical. (Clusters of vocal vaccine skeptics in areas with a highly educated population—like California’s Marin County and Boulder, Colordo—appear to be exceptions to this rule.) “Our research thus stresses the emerging shift away from access to vaccines as the primary barrier to vaccination in many countries,” the authors write.

Here’s How Much Everyone is Freaking Out about the New Harry Potter Book

When I was a preteen I was so obsessed with Harry Potter novels that I spent New Year’s Eve on a Harry Potter message board. In fact, that’s what I did for most of my winter break: my family wasn’t the vacationing type and I was too young to really go out, so for countless hours I stared at my computer talking to other HP fans. (This was back when message boards were still a thing and avatars mostly consisted of cribbed celebrity photos.)

My obsession eventually died out, but going to see the last Harry Potter film, “Harry Potter and the Deathly Hallows,” in 2011 was still a bittersweet affair for a 20-year-old. It felt like both a farewell to a drawn-out childhood passion and the beginning of accepting the reality that there would no longer be any more Harry Potter books or movies to look forward to. I was, finally, an adult.

But now Harry Potter is back. Kind of.

Earlier this summer, a new play featuring a middle-aged Harry Potter, “Harry Potter and the Cursed Child,” previewed in London to rave reviews. On July 31—coincidentally Harry Potter’s and J.K. Rowling’s birthday—the script was released as a book, just like in the good old days, at midnight with hundreds of fans flocking to bookstores to get their hands on the first copies. The script, written by Jack Thorne and based on a story by Thorne, J.K. Rowling and director John Tiffany, has garnered praise from some critics and mixed reviews from others, but it’s also led to a collective spewing of joy, tears and fervor over the latest Harry Potter adventure.

J.K. Rowling saddened a number of fans when she announced at the play’s premiere that Harry Potter is “done now.” But at the very least, a new movie based off a book in the Harry Potter universe, “Fantastic Beasts and Where to Find Them,” opens in November.

And will I be rushing out to get the new script? Not yet. But still knowing there’s a chance to revisit the series has given me a chance to time travel, back to my adolescent days of commiserating with other Harry Potter fans on message boards.

These tiles harness electricity from your footsteps

As Fitbit users like to point out, walking burns a lot of calories. But the energy you expend doing it ceases to be useful after your sneakers hit pavement. That’s where Pavegen CEO and founder Laurence Kemball-Cook saw room to create a new kind of sustainable energy technology. His company’s Pavegen floor tiles generate electricity by harnessing the power of footsteps.

The tiles are a kind of kinetic energy recovery system. We’ve seen these before in race cars and buses — but where recovery systems in automobiles convert the kinetic energy normally lost in braking to electrical energy, Pavegen tiles are all about capturing the spring in your step. Tread on a tile and the surface depresses up to one centimeter (Kemball-Cook compares the sensation to walking in a children’s play-area). The downward force drives an energy-storing flywheel inside the tile, which spins to convert kinetic energy into electrical energy through electromagnetic induction. It’s like a generator — only instead of spinning a turbine with wind, water, or coal, it’s spinning a flywheel with footsteps.

The beauty of these tiles is that they can conceivably go anywhere there’s floorspace and foot traffic — think airport terminals, sidewalks, and playing fields. That idea has attracted support from companies as big as Shell and celebrities as diverse as Al Gore and Akon (yes, that Akon) — but backers were hard to come by when Kemball-Cook started out. He began developing the technology while studying design at Loughborough University, and developed the first prototype in all of 15 hours. “I just hacked it together. There was wood in it, and it was held together by duct tape. I went to 150 venture capitalists, and they all said no. The government said, ‘It would never work, we can’t help you.’”

That was seven years ago. Pavegen tiles have since been used to help light soccer pitches in Brazil and Nigeria, a hallway in Heathrow Airport, and offices and shopping centers in London. And that was all with less-efficient technology. Earlier versions of tiles were rectangular, and only produced power when someone’s foot fell in the center of a tile. The latest generation of Pavegen tile, V3, is triangular, which allows them to include a generator in each corner. That means the whole tile pivots toward a generator no matter where you step. The V3 generates 5 continuous watts of power as you walk across it — that’s more than 200 times more efficient than Kemball-Cook’s first prototype.

Granted, five watts isn’t a ton, and not everyone is convinced that the world will ever run on Pavegen. For the 2013 Paris Marathon, Pavegen laid down a 25-meter strip of the last generation of tiles, and they ended up generating 4.7 kilowatt hours of energy — enough to keep an LED bulb burning for over a month, but nowhere near enough to power your home. “The very basic physics of it is pressure times the deformation of the material,” says David Horsley, a mechanical and aerospace engineer at UC Davis. “You’re not going to get very much for a step, considering you can get 100 watts from a square meter of solar paneling. But for small wearable electronics like watches, or maybe even your phone, this kind of energy harvesting makes sense.”

So it’s not going to put big oil out of business, and you may need to take a lot of steps to make them worth it. Good thing they’re durable as hell. “The floor is one of the harshest environments known to man,” Kemball-Cook says. “You have to be able to withstand environment challenges, water, vandalism. You need good test equipment. We have a footfall rig with four pneumatic drivers that’s being going nonstop for four years, running analytics and just trying to destroy the product.”

With the V3, Kemball-Cook thinks he’s finally reached the point where lower costs and higher efficiency will allow him to scale. Other people think so, too, with installations slated for locations like Oxford Street, London’s bustling shopping thoroughfare, and walkways outside the White House. Tribal Planet, a mobile analytics and activism company, thinks the V3’s new data-tracking abilities could help people forge more personal conceptual models of energy production and consumption. “Energy hasn’t really been a consumer product. Even utilities are a very abstract idea,” says Tribal Planet CEO Jeff Martin, a former Apple executive. “Is my utility getting this energy from nuclear power plant or a wind farm or a coal mine? I have no idea. It’s probably a combination of all that.”

If Pavegen tiles were constantly underfoot — and connected to your phone — you could track how much energy you produced personally. Kemball-Cook likes to think you could even be rewarded for it. “Imagine if you go to get sneakers and you get money off, because you’ve been generating energy for the store,” he says. There’s altruistic potential as well: Kemball-Cook envisions users donating the energy produced by their footsteps to any Pavegen-powered community in the world.

This notion of person-to-person energy accountability excites Pavegen and Tribal’s leadership. They want users to think of their steps almost like “a vote” in favor of a location, an organization, or a policy. “Not wasting your footsteps, or anyone else’s, really starts a conversation around energy that I think is more constructive than abstract concepts, like carbon-offset, that consumers are typically engaged in,” Martin says. “My vision is that this becomes a civic duty, because sustainability and wellness are inextricably connected.”

That’s not going to happen overnight, and it’s highly unlikely that Pavegen’s technology will outshine the promise of solar or wind power. But its unique ability to make the road toward greener energy tangible is what makes it exciting. With Pavegen, whether you can wrap your head around the nuances of wind turbines or carbon accounting or not, doing your part for sustainable energy can literally be your next step.

Shielding your picnic lunch from London’s plentiful pigeon population is almost as much of a tourist tradition as taking a selfie with Big Ben. But one group of pigeons have a job quite different than stealing your sandwich: measuring the city’s air pollution.

Equipped with air quality sensors and GPS trackers in small, feather-light backpacks, six racing pigeons from the Pigeon Air Control project are flying around London to get on-the-ground (or in-the-air?) readings of nitrogen dioxide and other toxic compounds.

Today, the birds started tweeting. And no, that’s not the chirps of a long-awaited springtime you hear — it’s the pigeons’ Twitter account, which promises to provide air quality readings for Londoners who tweet at the handle @PigeonAir.

The three-day campaign from Pigeon Air Control, from March 14 to 16, is mainly a publicity stunt to draw attention to dirty air in London (aka “The Old Smoke”). In 2015, The Guardian reported that 9,500 Londoners die each year from long-term exposure to their city’s noxious cloud.

According the The Guardian, Pierre Duquesnoy, the pigeon project’s visionary, said “he was inspired by the use of pigeons in the first and second world wars to deliver information and save lives, but they were also a practical way of taking mobile air quality readings and beating London’s congested roads.”

It’s become surprisingly popular to strap equipment onto our feathered friends and send them out to gather data in the world’s major cities. First, there were garbage-detecting vultures in Lima — and now, this. What’s next? Strapping laser technology onto the world’s seagulls to measure sea-level rise?

China is the world’s leading emitter of greenhouse gases, the heat-trapping pollution that is causing global warming. So what China spews into the air — how much, and when — is crucial to the planet’s future.

There might be some optimistic news on that front today.

For years, experts have expected China’s greenhouse gas emissions to continue growing over the next couple decades. But according to a new study, Chinese emissions may have actually peaked in 2014 — and could soon begin a steady decline. And if those emissions didn’t peak in 2014, researchers say, they definitely will by 2025, years ahead of China’s official 2030 goal. (Researchers say the pace and scale of change in China’s economy make it hard to pinpoint the exact year emissions will peak — or to say for sure if they already have.)

The new findings appear in a paper released Sunday night by the U.K.’s Center for Climate Change Economics and Policy and the Grantham Research Institute on Climate Change and the Environment at the London School of Economics. It was authored by Fergus Green and the famous climate change research economist, Nicholas Stern.

China’s current peak-emissions target of 2030 was enshrined in the historic U.S.-China climate agreement reached at the end of 2014. That deal paved the way for the global Paris agreement late last year.

But there has been a growing body of research suggesting that China could reach that goal much sooner. The new analysis is based on economic forecasts that take into account the shifting and contracting nature of the Chinese economy, which is moving away from energy-intensive industries like construction and steel-making and towards service-related sectors. The Chinese government has instituted a three-year moratorium on approving new coal mines, and is scrambling to alleviate the country’s air pollution crisis.

The study follows Chinese statistics published last week showing the country’s coal consumption dropping 3.7 percent in 2015, marking the second year in a row that the country has slashed coal use and greenhouse gas emissions, as well as news the country will close 1,000 coal mines this year alone.

As part of China’s 13th Five-Year Plan — a blueprint used by the Chinese government to lay out economic and social priorities — China announced last week it will attempt to reduce its carbon dioxide intensity by 18 percent between now and 2020, according to the Washington Post.

The new research is putting pressure on Chinese officials to do even more to fight climate change.

“China’s international commitment to peak emissions ‘around 2030’ should be seen as a highly conservative upper limit from a government that prefers to under-promise and over-deliver,” the report says.

China was put in an awkward position Monday when it was forced by news of Green and Stern’s report to say its emissions were, in fact, still growing, in order to defend its 2030 target as appropriate. Chinese leaders are famously sensitive about the country’s slowing economy, and fearful that scrutiny of its economic and environmental policies could lead to widespread discontent.

“You asked whether our emissions had peaked in 2014 — certainly not,” said Xie Zhenhua, the country’s top climate change envoy, according to Reuters. “In fact, our carbon dioxide emissions are still increasing.”

Last week, America’s own top climate official, Todd Stern, told reporters in Beijing that there could be international pressure if China’s targets appeared to be too easy to achieve. “It will be up to the Chinese government whether they increase their target but there will obviously be a lot of international opinion looking forward to additional measures — whether it is China or anyone else,” he said, according to Reuters.

The United States and some other rich nations need to step up their game when it comes to helping millions of Syrians fleeing their country’s brutal civil war, according to a new study released this week by international aid group Oxfam.

Since 2011, about 250,000 people have been killed and 11 million more have fled from their homes amid fighting between the government of Syrian President Bashar al-Assad and the country’s rebel groups. On Thursday, the United Nations is co-hosting a conference in London to raise money for Syrians who have been affected by the crisis.

Ahead of that conference, Oxfam crunched some data to figure out how much the United States and other rich countries donated in 2015—and whether, based on the relative size of their economies, they gave their “fair share” of the $8.9 billion total that Oxfam says was needed. For many of the countries, Oxfam found, the answer to that second question was a resounding no. The United States, for example, donated $1.56 billion in aid last year, more than any other country. But with the world’s biggest economy, its “fair share” contribution should have been more than $2 billion, according to Oxfam—and it only gave 76 percent of that. Russia and France, which have also been deeply involved in Syria’s civil war, were relatively stingy, too. By contrast, Kuwait, a smaller country, gave 554 percent of its fair share by donating $313 million in aid.

Oxfam also evaluated whether countries have pledged to take in their fair share of Syrian refugees—again, based on the size of their economies. Oxfam has called on rich countries to resettle at least one-tenth of refugees living in Syria’s neighboring countries—about 460,000 people—by the end of 2016, but notes that to date they have only collectively offered to resettle 128,612 people. Since 2013, the United States has agreed to take in only 7 percent of what Oxfam deems to be the country’s fair share of refugees.
