Who’s to Blame For the Disaster in Yemen?

The raid in Yemen that went pear shaped on Saturday was originally planned under the Obama administration. However, they were unable to complete their detailed assessment before Obama left office. Then Trump and his team took over and—apparently—decided to speed things up:

Mr. Trump’s new national security team, led by Mr. Flynn, the former head of the Defense Intelligence Agency and a retired general with experience in counterterrorism raids, has said that it wants to speed the decision-making when it comes to such strikes, delegating more power to lower-level officials so that the military may respond more quickly. Indeed, the Pentagon is drafting such plans to accelerate activities against the Qaeda branch in Yemen.

That’s the New York Times. Here’s the Washington Post on the same subject:

“We expect an easier approval cycle for operations under this administration,” another defense official said…“We really struggled with getting the Obama White House comfortable with getting boots on the ground in Yemen,” the former official said. “Since the new administration has come in, the approvals at the Pentagon appear to have gone up.”

And here is Reuters:

U.S. military officials told Reuters that Trump approved his first covert counterterrorism operation without sufficient intelligence, ground support or adequate backup preparations. As a result, three officials said, the attacking SEAL team found itself dropping onto a reinforced al Qaeda base defended by landmines, snipers, and a larger than expected contingent of heavily armed Islamist extremists.

Reading between the lines, Trump figured that Obama was a wuss and spent too much time over-litigating this stuff. He wanted action, so he approved the mission. It went badly, and now military officials are blaming Trump, telling reporters that he went ahead “without sufficient intelligence, ground support or adequate backup preparations.”

Is that really what happened? Or is the Pentagon throwing Trump under the bus for a failure that’s their fault? I suppose we might find out if Congress decided to investigate, but that would be out of character for them. After all, Congress rarely spends its time holding contentious hearings about missions in dangerous parts of the world that go south and get people killed. I can’t think of one recently, anyway.

Democrats Hope That "Mad Dog" Will Calm Trump Down

President-elect Donald Trump has aroused considerable concern among Democrats by nominating a secretary of energy who thinks the Department of Energy shouldn’t exist, a secretary of labor who opposes raising the minimum wage, a secretary of state who’s been cozy with Russia, and an attorney general who has had to spend an awful lot of time convincing people he’s not a racist.

Which made it all the more striking when a Trump Cabinet nominee got a friendly—and even laudatory—reception from the minority party in the Senate when he appeared for a confirmation hearing on Thursday. Retired Gen. James Mattis, up for secretary of defense, requires a congressional waiver to join the Cabinet because he’s been out of the military for fewer than seven years. But Democrats on the Senate Armed Services Committee appeared eager to grant him that waiver, in part because they see Mattis, nicknamed “Mad Dog,” as a moderating force on Trump’s far-right inner circle.

Sen. Jack Reed (D-R.I.), the top Democrat on the committee, told the retired Marine Corps general that “many have supported the waiver legislation in your confirmation because they believe you will be, to paraphrase Thomas Jefferson, ‘the saucer that cools the coffee.'”

Even Sen. Richard Blumenthal (D-Conn.), who voted against the waiver, told Mattis, “If there were ever a case for a waiver of that principle, it is you, in this moment in our history. I believe that your appreciation for the costs of war in blood, treasure, and lives and the impact on veterans afterward will enable you to be a check on rash and potentially ill-considered use of military force by a president-elect who perhaps lacks that same appreciation.”

Mattis’ thoughts on Russia and NATO helped kept his three-hour confirmation hearing relatively conflict-free, unlike those earlier this week for attorney general nominee Jeff Sessions and secretary of state nominee Rex Tillerson. Trump has been liberal in his praise of Russian strongman president Vladimir Putin and has called NATO—the military alliance formed in response to threats from the Soviet Union—”obsolete.” Mattis called NATO “the most successful military alliance in modern world history, maybe ever,” and he was willing to castigate Putin and discuss Russian threats to US interests. “The most important thing is that we recognize the reality of what we deal with with Mr. Putin,” he told the committee, “and we recognize that he is trying to break the North Atlantic alliance, and that we take the integrated steps—diplomatic, economic, military, and the alliance steps—to defend ourselves where we must.”

Mattis said he agrees with Trump that the United States should engage Russia and identify areas of cooperation, but that we have to be realistic. “Russia has chosen to be a strategic competitor,” said Mattis, who was removed from his military post in 2013 after the Obama administration felt he was too hawkish on Iran. “They’re an adversary in key areas. I’m all for engagement, but we also have to recognize reality and what Russia is up to. And there’s decreasing areas where can engage cooperatively and increasing areas where we’re going to have to confront Russia.”

He added, “I would not have taken this job if I didn’t believe the president-elect was open to my advice on this or any other matter.”

Advocates of women in the military have expressed concern that Mattis could roll back rules allowing women to serve in combat roles. Mattis co-edited the 2016 book Warriors & Citizens: American Views of Our Military, in which he wrote that “an uninformed public is permitting political leaders to impose an accretion of social conventions that are diminishing the combat power of our military.” But on Thursday, he said, “I have no plan to oppose women in any aspect of our military,” and he later that he had no issues with gays serving openly.

“Frankly, senator,” he said, “I’ve never cared much about two consenting adults and who they go to bed with.”

Top Government Ethics Official Blasts Trump’s Conflict of Interest Plan

Walter Shaub, the head of the Office of Government Ethics, blasted President-elect Donald Trump’s new plan to handle his conflicts of interests on Wednesday. Trump laid out a plan earlier in the day to put his assets in a trust that his adult children control, with Trump receiving little information about the operations of the family business. At an event at the Brookings Institution in Washington, DC, Shaub said that Trump’s plan is not sufficient. “Nothing short of divestiture will resolve these conflicts,” he said. “This has been my position from the start.”

Shaub noted that the arrangement Trump unveiled at a Wednesday press conference should not be compared to a blind trust, which is overseen by an independent trustee who works to sell off assets and reduce conflicts. “This is not a blind trust,” Shaub remarked. “It’s not even close. It’s not even halfway blind. The only thing it has in common with a blind trust is the label ‘trust.'”

Shaub noted the pile of envelopes Trump had laid out next to the podium during his press event. Trump said each contained a legal agreement separating himself from one of his businesses. The sheer volume of these agreements, Shaub said, underscores the problem. Despite Trump’s proposed arrangement—which was presented at the press conference by a Washington tax lawyer named Sheri Dillon—Shaub suggested it was inevitable that some of these deals would end up posing conflicts.

He acknowledged the president and vice president are exempt from the conflict of interest rules that apply to all other federal employees, but he maintained that conflicts can still arise. He pointed out that having a president who voluntarily complies with the rules would set a positive tone and provide the OGE with an ally in enforcing ethics rules throughout the executive branch. Shaub cited a memo on presidents and conflicts of interest written by the late Supreme Court Justice Antonin Scalia that concluded that if presidents do not deal with their financial conflicts, they open themselves up to “damaging criticism.”

“The sheer obviousness of Scalia’s words become apparent if you just ask yourself one question: Should the president hold himself to a lower standard than his own appointees?” Shaub said.

Shaub said that Trump and his team did not consult him or the OGE while developing the plan. He challenged Dillon’s assertion that it would be too expensive and too complicated for Trump to divest all of his assets. “I wish she had spoken to those of us in government who do this for a living,” he said, pointing to all the other elected officials and federal employees who are forced to divest. Other federal officials have been unhappy about divesting, Shaub said, but “their basic patriotism usually prevails as they set aside their personal interests.”

“It’s important to know that the president is now entering a world of public service,” Shaub said. “He’s going to be asking his appointees to make sacrifices.” And Trump may well ask members of the military services to make sacrifices, too. “So, no,” Shaub said, “I don’t think divestiture is too great a cost to pay to be president of the United States of America.”

The United States Just Canceled an Arms Deal With Saudi Arabia

The Obama administration has canceled an arms deal with Saudi Arabia amid growing concerns about the high civilian death toll from the kingdom’s air campaign in Yemen. “We continue to have concerns about the conflict in Yemen and how it has been waged, most especially the air campaign,” a State Department official told Mother Jones in an email. The blocked sale reportedly involves precision-guided munitions built by the American defense contractor Raytheon.

Saudi Arabia has been repeatedly criticized for committing potential war crimes in its war against the Houthi rebels who ousted the Saudi-backed government of President Abdu Rabu Mansour Hadi in January 2015. Throughout the nearly two-year-long conflict, the Saudis have used American and British weapons, including banned cluster bombs. The United States has also provided refueling missions and intelligence. Saudi airstrikes have hit weddings, funerals, hospitals, schools, markets, and places of worship, killing hundreds of civilians.

Between 2009 and 2015, the Obama administration inked more than $100 billion worth of arms deals with Riyadh. Just last week, the Defense Security Cooperation Agency announced the approval of yet another deal, worth $3.5 billion, for Chinook helicopters and related equipment, training, and support.

Yet today’s announcement may be a sign of the Obama administration’s growing discomfort with the war. In May, it canceled the sale of US-made cluster bombs. In September, the Senate held its first debate to question the decision to continue supplying the Saudis. “There is a US imprint on every civilian death inside Yemen, which is radicalizing the people of Yemen against the United States,” Sen. Chris Murphy (D-Conn.) said at the time. “There really is no way this bombing campaign could happen without United States participation.”

The State Department official, who asked not to be named, said the United States is exploring how to refocus training the Saudi air force to address its targeting practices. The official also stated that the State Department, the Pentagon, and other agencies are reviewing current policy “to ensure that our limited support for the Saudi-led Coalition is consistent with our foreign policy goals and values.” A senior administration official told AFP that “US security cooperation is not a blank check.”

President-elect Donald Trump has not outlined his policy on Yemen. However, during a January campaign rally with Sarah Palin, he suggested that Iran is destabilizing Yemen and seeks to take over Saudi Arabia:

And if you look at Yemen, take a look, they’re going to get Syria, they’re going to get Yemen, unless—trust me, a lot of good things are going to happen if I get in, but let’s leave it the way it is. Canada’s Justin Trudeau approved two controversial pipelines and rejected a third.

All of these Senate floor speeches have urged the same thing since 2012: Democratic Sen. Sheldon Whitehouse of Rhode Island keeps warning his political peers of the perils of ignoring climate science.

In his 150th speech delivered Tuesday, Whitehouse says:

While the president-elect mocked Republican politicians groveling before the Koch brothers at their “beg-a-thon,” as he called it, he is busy filling his staff with Koch operatives.  Donald Trump may have won the presidency. But with operatives like Myron Ebell, the Koch brothers are moving in to run it.

The new president will hear from our military, our national labs, and NASA (who, with a rover driving around on Mars, may actually know a little science) that this is deadly serious. I encourage President-elect Trump to listen to these voices of reason and expertise, not to the Swamp Things. Don’t be taken in by industry lobbyists and front groups, scratching and clawing to protect a $700 billion conflict of interest.

Trump isn’t keen on listening to scientists, but does seem to care what his family members think. Whitehouse adds, “Consider listening to your children, who joined you just seven years ago in saying climate science was ‘irrefutable,’ and portends ‘catastrophic and irreversible’ consequences.”

Trump and co. really did say that. They signed a letter arguing for global climate action, which Grist uncovered this summer.

Here’s Why the Defense Industry Is Ecstatic About a President Trump

As with so much of what Donald Trump has said in recent months, his positions on Pentagon spending are, to be polite, a bundle of contradictions. Early signs suggest, however, that those contradictions are likely to resolve themselves in favor of the usual suspects: the arms industry and its various supporters and hangers-on in the government, as well as Washington’s labyrinthine world of think-tank policymakers and lobbyists. Of course, to quote a voice of sanity at this strange moment: It ain’t over till it’s over. Eager as The Donald may be to pump vast sums into a Pentagon already spending your tax dollars at a near-record pace, there will be significant real-world obstacles to any such plans.

Let’s start with a baseline look at the Pentagon’s finances at this moment. At $600 billion-plus per year, the government is already spending more money on the Pentagon than it did at the peak of the massive military buildup President Ronald Reagan initiated in the 1980s. In fact, despite what you might imagine, the Obama administration has pumped more tax dollars into the military in its two terms than did George W. Bush. According to the London-based International Institute for Strategic Studies, the US currently spends four times what China does and 10 times what the Russians sink into their military.

So pay no attention to those cries of poverty emanating from the Pentagon. There’s already plenty of money available for “defense.” Instead, the problems lie in Washington’s overly ambitious, thoroughly counterproductive global military strategy and in the Pentagon’s penchant for squandering tax dollars as if they were in endless supply. Supposedly, the job of the president and Congress is to rein in that department’s notoriously voracious appetite. Instead, they regularly end up as a team of enablers for its obvious spending addiction.

Which brings us back to Donald Trump. He’s on the record against regime-change-style wars like Bush’s intervention in Iraq and Obama’s in Libya. He also wants our allies to pay more for their own defense. And he swears that, once in office, he’ll eliminate waste and drive down the costs of weapons systems. Taken at face value, such a set of policies would certainly set the stage for reductions in Pentagon spending, not massive increases. But those are just the views of one Donald Trump.

Don’t forget the other one, the presidential candidate who termed our military a “disaster” and insisted that huge spending increases were needed to bring it back up to par. A window into this Trump’s thinking can be found in a speech he gave in Philadelphia in early September. Drawing heavily on a military spending blueprint created by Washington’s right-wing Heritage Foundation, Trump called for tens of thousands of additional troops; a Navy of 350 ships (the current goal is 308); a significantly larger Air Force; an anti-missile, space-based Star Wars-style program of Reaganesque proportions; and an acceleration of the Pentagon’s $1 trillion “modernization” program for the nuclear arsenal (now considered a three-decade-long project).

Todd Harrison of the Center for Strategic and International Studies estimates that, if Trump faithfully follows the Heritage Foundation’s proposal, he could add more than $900 billion to the Pentagon’s budget over the next decade. Trump asserts that he would counterbalance this spending splurge with corresponding cuts in government waste but has as yet offered no credible plan for doing so (because, of course, there isn’t one).

You won’t be surprised to learn, then, that the defense industry, always sensitive to the vibes of presidential candidates, has been popping the champagne corks in the wake of Trump’s victory. The prospects are clear: A new Pentagon spending binge is on the horizon.

Veteran defense analyst David Isenberg has convincingly argued that the “military-industrial-congressional-complex,” not the white working class, will be the real winner of the 2016 presidential election. The Forbes headline for a column Loren Thompson, an industry consultant (whose think tank is heavily funded by weapons contractors), recently wrote says it all: “For the Defense Industry, Trump’s Win Means Happy Days are Here Again.” The stocks of industry giants Lockheed Martin, Raytheon, and Northrop Grumman rose sharply upon news of his election and the biggest winner of all may be Huntington Ingalls, a Virginia-based manufacturer of aircraft carriers and nuclear attack submarines that would be a primary beneficiary of Trump’s proposed naval buildup.

Of course, the market’s not always right. What other evidence do we have that Trump will follow through on his promises to dramatically increase Pentagon spending? Some clues are his potential appointees to national security positions.

Let’s start with his transition team. Mira Ricardel, a former executive at Boeing’s Strategic Missiles and Defense unit, has been running the day-to-day operations of the defense part of the transition apparatus. She also served a lengthy stint in the Pentagon under George W. Bush. As Marcus Weisgerber of Defense One has noted, she has advocated for the development of space laser weapons and more military satellites, and is likely to press for appointees who will go all in on the Pentagon’s plan to spend hundreds of billions of dollars on a new nuclear bomber and a new generation of intercontinental ballistic missiles. So much for “draining the swamp” of special-interest advocates, as Trump had promised to do. Vice President-elect Mike Pence, recently named to head the Trump transition team in place of former New Jersey governor Chris Christie, has promised to cleanse the transition team of lobbyists. But government watchdog groups like Public Citizen are skeptical of this pledge, noting that corporate executives like Ricardel who have not been registered lobbyists are likely to survive any changes Pence may make.

The person currently rumored to be the frontrunner for the defense job is General James “Mad Dog” Mattis, a 44-year Marine and former head of the US Central Command who left the military in 2013 amid disagreements with the Obama administration over how many troops to deploy in Iraq and how hard a line to take on Iran. According to a Washington Post profile of Mattis, he “consistently pushed the military to punish Iran and its allies, including calling for more covert actions to capture and kill Iranian operatives and interdictions of Iranian warships.” These proposals were non-starters at a time when the Obama administration was negotiating a deal to curb Iran’s nuclear weapons program, but may receive a warmer reception in a Trump White House.

Another candidate for the Pentagon post is Jim Talent, a former senator from Missouri who is now based at the conservative American Enterprise Institute after a seven-year stint at the Heritage Foundation. Talent is a long-time advocate of spending an arbitrary 4 percent of gross domestic product on defense, an ill-advised policy that would catapult the Pentagon budget to over $800 billion per year by 2020, one-third above current levels. The conservative National Taxpayers Union has derided the idea as a gimmick that is “neither fiscally responsible nor strategically coherent.”

Another person allegedly in the mix for Pentagon chief is Kelly Ayotte, who just lost her Senate seat in New Hampshire. She was a rising star in the ranks of the Capitol Hill hawks who roamed the country with Senators Lindsey Graham and John McCain advocating an end to caps on Pentagon spending. Ayotte’s name may have been mentioned primarily to show that Trump was casting a wide net (the whole spectrum from hawks to extreme hawks). Conservative Senator Tom Cotton of Arkansas—a fierce opponent of the Iran nuclear deal and an avid booster of increasing Pentagon spending beyond what even the Pentagon has asked for—is reputedly another contender.

Congressman Randy Forbes, a Republican from Virginia, is looking for a job after losing his seat in a primary earlier this year. He has been mentioned as a possible secretary of the Navy. The outgoing chairman of the House Armed Services Committee’s Seapower and Projection Forces Subcommittee, he has been the most vocal advocate in Congress for a larger Navy. Not coincidentally, Virginia is also home to Huntington Ingalls Shipbuilding.

Retired Army Lieutenant General Mike Flynn has now been selected to serve as Trump’s national security adviser, where he may get the last word on foreign policy issues. A registered Democrat, he was an early Trump supporter who gave a fiery anti-Obama speech at the Republican convention and led anti-Clinton chants of “lock her up” at Trump rallies—hardly the temperament one would want in a person who will be at the president’s side making life-and-death decisions for the planet. To his credit, Flynn has expressed skepticism of military interventions like those in Iraq and Afghanistan, but he has also advocated regime change as a way to keep Iran from getting a nuclear weapon and criticized President Obama for being too “politically correct” to use the term “radical Islam.” His own views on Islam and how best to deal with terrorism are particularly concerning. He has described Islam as a “political ideology” rather than a religion, and has made demonstrably false assertions regarding the role of Islam in American life, including the absurd claim that Islamic law, or Sharia, has taken hold in certain communities in the United States.

The scariest potential Trump appointees—or at least the scariest voices that could have the president-elect’s ear or those of his closest advisers, are not necessarily the ones with preexisting economic stakes in high levels of Pentagon spending. They are the ideologues. R. James Woolsey, former CIA director and fierce advocate of the Bush administration’s invasion of Iraq, punches both tickets. He’s closely connected to right-wing think tanks that press for spending more on all things military and was a member of neoconservative networks like the Project for the New American Century and the Committee for the Liberation of Iraq. Woolsey is also an executive at Booz, Allen, Hamilton, a major defense and intelligence contractor.

Then there’s Frank Gaffney of the Center for Security Policy. A former Reagan-era Star Wars enthusiast turned professional Islamophobe, he has insinuated that President Obama might be a secret Muslim and slandered fellow conservatives for allegedly having questionable ties to radical Muslim organizations. Such claims should make Gaffney unfit to serve in the government of a democratic society. However, his advice is reportedly being listened to by key Trump insiders and appointing him to some national security post may not prove a problem for a president-elect who has already installed white supremacist Stephen Bannon as his strategic adviser in the White House.

And then there’s John Bolton, the hawk’s hawk who never met an arms control agreement he didn’t despise, and who took to the pages of the New York Times last year to advocate bombing Iran. Prominent neoconservatives are pushing Bolton as a possible secretary of state in a Trump administration. A potential obstacle to a Bolton appointment is his strong anti-Russian stance, but he could still get a post of significance or simply be an important voice in the coming Trump era. He has already called for Trump to scrap the Iran nuclear deal on his first day in office. Another reported candidate in the race for secretary of state is Rudy Giuliani, perhaps the most undiplomatic man in America. Recent reports suggest, however, that the former New York mayor no longer has the inside track on the job. The latest name to be mentioned in the secretary of state sweepstakes is former Massachusetts governor and failed presidential candidate Mitt Romney, a harsh critic of Trump during the campaign.

Below the cabinet level, certain Republican foreign policy experts who opposed Trump or remained neutral during the campaign have been trying to mend fences—even some of those who signed a letter suggesting that he might be “the most reckless president in American history.” Part of this backpedaling has included preposterous claims that Trump’s pronouncements have become more “nuanced” in the post-election period, as if he didn’t really mean it when he called Mexican immigrants rapists and criminals or talked about banning Muslims from the country.

One hawk who hasn’t accommodated himself to a Trump presidency is Eliot Cohen, a leader of the “Never Trump” movement who had initially urged foreign policy specialists to put aside their reservations and enter his administration. Cohen has since reversed course and suggested that no “garden-variety Republican” go near Trump, arguing that he and his “mediocre” appointees will “smash into crises and failures” on a regular basis.

In the end, it may not matter much just how the contest for top positions in the new administration plays out. Given the likely cast of characters and the nascent crop of advisers in the world of national security, it’s hard to imagine that Trump won’t be strongly encouraged in any efforts to pump up Pentagon spending to levels possibly not seen in the post-World War II era.

One thing, however, does stand in the way of Trump’s current plans: reality.

As a start, how in the world will Trump pay for his ambitious military, “security,” and infrastructure plans? A huge military buildup, a $25 billion wall on the Mexican border, a potentially enormous increase in spending on immigration enforcement officials and private detention centers, and a trillion-dollar infrastructure program, all against the backdrop of a tax plan that would cut trillions in taxes for the wealthiest Americans. The only possible way to do this would be to drown the country in red ink.

Trump is likely to turn to deficit spending on a grand scale, which will undoubtedly exacerbate divisions among congressional Republicans and cause potentially serious pushback from the Party’s deficit hawks. On the other hand, his desire to lift current caps on Pentagon spending without a corresponding increase in domestic expenditures could generate significant opposition from Senate Democrats, who might use current Senate rules to block consideration of any unbalanced spending proposals.

Nor will Trump’s incipient infatuation with Pentagon spending do much for members of his working class base who have been left behind economically as traditional manufacturing employment has waned. In fact, Pentagon spending is one of the worst possible ways of creating jobs. Much of the money goes to service contractors, arms industry executives, and defense consultants (also known as “Beltway bandits”), and what does go into the actual building of weapons systems underwrites a relatively small number of manufactured items, at least when compared to mass production industries like automobiles or steel.

In addition, such spending is the definition of an economic dead end. If you put taxpayer money into education or infrastructure, you lay the foundations for further growth. If you spend money on an F-35 fighter plane, you get…well, an overpriced F-35. A study by economists at the University of Massachusetts indicates that infrastructure spending creates one and one-half times the number of jobs per dollar invested as money lavished on the Pentagon. If Trump really wants to create jobs for his base, he should obviously pursue infrastructure investment rather than dumping vast sums into weapons the country doesn’t actually need at prices it can’t afford.

At present, with its proposals for steep military spending increases and deep tax cuts, Trump’s budget plan looks like Reaganomics on steroids. A Democratic Congress and citizens’ movements like the nuclear freeze campaign managed to blunt Reagan’s most extreme policy proposals. The next few years will determine what happens with Mr. Trump’s own exercise in fantasy budgeting.

Dana Priest tells us today about Donald Trump’s new National Security Advisor, Gen. Michael Flynn:

A lot of reporters and other civilians found Mike, as everyone called him, refreshing. A plucky Irish Catholic kid from Rhode Island, he wasn’t impressed by rank. He told his junior officers to challenge him in briefings. “You’d hear them say, ‘Boss, that’s nuts,’ ” one former colleague said.

….The greatest accomplishment of Flynn’s military career was revolutionizing the way that the clandestine arm of the military, the Joint Special Operations Command (JSOC), undertook the killing and capture of suspected terrorists and insurgents in war zones….Stanley McChrystal, who was appointed to run JSOC in 2003, brought Flynn in as his intelligence chief….He “boxed him in,” someone who had worked with both men told me last week, by encouraging Flynn to keep his outbursts in check and surrounding him with subordinates who would challenge the unsubstantiated theories he tended to indulge.

Sounds like a good guy who just needs a little direction. So, um, what happened?

In 2012, Flynn became director of the Defense Intelligence Agency….“He made a lot of changes,” one close observer of Flynn’s time at the D.I.A. told me. “Not in a strategic way—A to Z—but back and forth.”

Flynn also began to seek the Washington spotlight. But, without loyal junior officers at his side to vet his facts, he found even more trouble. His subordinates started a list of what they called “Flynn facts,” things he would say that weren’t true….Flynn’s temper also flared. He berated people in front of colleagues.

….Flynn had been on the job just eighteen months when James Clapper told him he had to go….Flynn began saying that he had been fired because President Obama disagreed with his views on terrorism and wanted to hide the growth of ISIS. I haven’t found anyone yet who heard him say this while he was still in the military….As Flynn’s public comments became more and more shrill, McChrystal, Mullen, and others called Flynn to urge him to “tone it down,” a person familiar with each attempt told me. But Flynn had found a new boss, Trump, who enlisted him in the fight against the Republican and Democratic Party establishments.

Well, I guess it will all work out. Donald Trump will provide a firm hand at the—wait. What’s this?

President-elect Donald Trump has received two classified intelligence briefings since his surprise election victory earlier this month….A team of intelligence analysts has been prepared to deliver daily briefings on global developments and security threats to Trump in the two weeks since he won.

….Officials involved in the Trump transition team cautioned against assigning any significance to the briefing schedule that the president-elect has set so far, noting that he has been immersed in the work of forming his administration, and has made filling key national security posts his top priority. But others have interpreted Trump’s limited engagement with his briefing team as an additional sign of indifference from a president-elect who has no meaningful experience on national security issues.

So Trump thinks that his work schedule will lighten up after he actually becomes president? And then he’ll have time to get up to speed on all the stuff he doesn’t know? And rein in Flynn at the same time?

We are so screwed.

Speaking at a campaign rally in North Carolina on Friday, President Barack Obama came to the defense of a man protesting Hillary Clinton.

At first, attendees ignored the president’s calls to stop heckling the demonstrator. “Hey everybody, listen up!” Obama said, trying to regain control of the crowd. “I told you to be focused and you’re not focused right now. Hold up. Everybody be quiet for a second!”

“You’ve got an older gentleman who is supporting his candidate,” he explained. “He’s not doing nothing, you don’t have to worry about him. You don’t have to worry about him. This is what I mean about not being focused. First of all, we live in a country that respects free speech. Second of all, it looks maybe like he maybe served in our military and we gotta respect that. Third of all, he was elderly and we gotta respect our elders.”

And then the famous Obama rejoinder: “Fourth of all, don’t boo. Vote!

The moment stood in stark contrast to the sometimes vitriolic scenes at Trump rallies, where attendees have been dragged out and roughed up after protesting. “Get him out of here,” Trump said at one rally last November. “Throw him out!”

At another campaign event in February, Trump said: “So if you see somebody getting ready to throw a tomato, knock the crap out of ’em, would you? Seriously. Okay? Just knock the hell—I promise you, I will pay for the legal fees. I promise. I promise.”

Why Can’t We Rein In This Ridiculous Military Spending?

Through good times and bad, regardless of what’s actually happening in the world, one thing is certain: In the long run, the Pentagon budget won’t go down.

It’s not that the budget has never been reduced. At pivotal moments, like the end of World War II as well as the war’s end in Korea and Vietnam, there were indeed temporary downturns, as there was after the Cold War. More recently, the Budget Control Act of 2011 threw a monkey wrench into the Pentagon’s plans for funding that would go ever onward and upward by putting a cap on the money Congress could pony up for it. The remarkable thing, though, is not that such moments have occurred, but how modest and short-lived they’ve proved to be.

Take the current budget. It’s down slightly from its peak in 2011, when it reached the highest level since World War II, but this year’s budget for the Pentagon and related agencies is nothing to sneeze at. It comes in at roughly $600 billionmore than the peak year of the massive arms buildup initiated by President Ronald Reagan back in the 1980s. To put this figure in perspective: Despite troop levels in Iraq and Afghanistan dropping sharply over the past eight years, the Obama administration has still managed to spend more on the Pentagon than the Bush administration did during its two terms in office.

What accounts for the Department of Defense’s ability to keep a stranglehold on our tax dollars year after endless year?

Pillar one supporting that edifice: ideology. As long as most Americans accept the notion that it is the God-given mission and right of the United States to go anywhere on the planet and do more or less anything it cares to do with its military, you won’t see Pentagon spending brought under real control. Think of this as the military corollary to American exceptionalism—or just call it the doctrine of armed exceptionalism, if you will.

The second pillar supporting lavish military budgets (and this will hardly surprise you): the entrenched power of the arms lobby and its allies in the Pentagon and on Capitol Hill. The strategic placement of arms production facilities and military bases in key states and congressional districts has created an economic dependency that has saved many a flawed weapons system from being unceremoniously dumped in the trash bin of history.

Lockheed Martin, for instance, has put together a handy map of how its troubled F-35 fighter jet has created 125,000 jobs in 46 states. The actual figures are, in fact, considerably lower, but the principle holds: Having subcontractors in dozens of states makes it harder for members of Congress to consider cutting or slowing down even a failed or failing program. Take as an example the M-1 tank, which the Army actually wanted to stop buying. Its plans were thwarted by the Ohio congressional delegation, which led a fight to add more M-1s to the budget in order to keep the General Dynamics production line in Lima, Ohio, up and running. In a similar fashion, prodded by the Missouri delegation, Congress added two different versions of Boeing’s F-18 aircraft to the budget to keep funds flowing to that company’s St. Louis area plant.

The one-two punch of an environment in which the military can do no wrong while being outfitted for every global task imaginable, and what former Pentagon analyst Franklin “Chuck” Spinney has called “political engineering,” has been a tough combination to beat.

The overwhelming consensus in favor of a “cover the globe” military strategy has been broken from time to time by popular resistance to the idea of using war as a central tool of foreign policy. In such periods, getting Americans behind a program of feeding the military machine massive sums of money has generally required a heavy dose of fear.

For example, the last thing most Americans wanted after the devastation and hardship unleashed by World War II was to immediately put the country back on a war footing. The demobilization of millions of soldiers and a sharp cutback in weapons spending in the immediate postwar years rocked what President Dwight Eisenhower would later dub the “military-industrial complex.”

As Wayne Biddle has noted in his seminal book Barons of the Sky, the US aerospace industry produced an astonishing 300,000-plus military aircraft during World War II. Not surprisingly, major weapons producers struggled to survive in a peacetime environment in which government demand for their products threatened to be a tiny fraction of wartime levels.

Lockheed President Robert Gross was terrified by the potential impact of war’s end on his company’s business, as were many of his industry cohorts. “As long as I live,” he said, “I will never forget those short, appalling weeks” of the immediate postwar period. To be clear, Gross was appalled not by the war itself, but by the drop off in orders occasioned by its end. He elaborated in a 1947 letter to a friend: “We had one underlying element of comfort and reassurance during the war. We knew we’d get paid for anything we built. Now we are almost entirely on our own.”

The postwar doldrums in military spending that worried Gross so were reversed only after the American public had been fed a steady, fear-filled diet of anti-communism. NSC-68, a secret memorandum the National Security Council prepared for President Harry Truman in April 1950, created the template for a policy based on the global “containment” of communism and grounded in a plan to encircle the Soviet Union with US military forces, bases, and alliances. This would, of course, prove to be a strikingly expensive proposition. The concluding paragraphs of that memorandum underscored exactly that point, calling for a “sustained buildup of US political, economic, and military strength…to frustrate the Kremlin design of a world dominated by its will.”

Sen. Arthur Vandenberg put the thrust of this new Cold War policy in far simpler terms when he bluntly advised President Truman to “scare the hell out of the American people” to win support for a $400 million aid plan for Greece and Turkey. His suggestion would be put into effect not just for those two countries but to generate support for what President Eisenhower would later describe as “a permanent arms establishment of vast proportions.”

Industry leaders like Lockheed’s Gross were poised to take advantage of such planning. In a draft of a 1950 speech, Gross noted, giddily enough, that “for the first time in recorded history, one country has assumed global responsibility.” Meeting that responsibility would naturally mean using air transport to deliver “huge quantities of men, food, ammunition, tanks, gasoline, oil and thousands of other articles of war to a number of widely separated places on the face of the earth.” Lockheed, of course, stood ready to heed the call.

The next major challenge to armed exceptionalism, and to the further militarization of foreign policy, came after the disastrous Vietnam War, which drove many Americans to question the wisdom of a policy of permanent global interventionism. That phenomenon would be dubbed the “Vietnam syndrome” by interventionists, as if opposition to such a military policy were a disease, not a position. Still, that “syndrome” carried considerable, if ever decreasing, weight for a decade and a half, despite the Pentagon’s Reagan-inspired arms buildup of the 1980s.

With the 1991 Persian Gulf War, Washington decisively renewed its practice of responding to perceived foreign threats with large-scale military interventions. That quick victory over Iraqi autocrat Saddam Hussein’s forces in Kuwait was celebrated by many hawks as the end of the Vietnam-induced malaise. Amid victory parades and celebrations, President George H.W. Bush would enthusiastically exclaim, “And, by God, we’ve kicked the Vietnam syndrome once and for all.”

However, perhaps the biggest threat since World War II to an “arms establishment of vast proportions” came with the dissolution of the Soviet Union and the end of the Cold War, also in 1991. How to mainline fear into the American public and justify Cold War levels of spending when that other superpower, the Soviet Union, the primary threat of the previous nearly half-century, had just evaporated and there was next to nothing threatening on the horizon? General Colin Powell, then chairman of the Joint Chiefs of Staff, summed up the fears of that moment within the military and the arms complex when he said, “I’m running out of demons. I’m running out of villains. I’m down to Castro and Kim Il-sung.”

In reality, he underestimated the Pentagon’s ability to conjure up new threats. Military spending did indeed drop at the end of the Cold War, but the Pentagon helped staunch the bleeding relatively quickly before a “peace dividend” could be delivered to the American people. Instead, it put a firm floor under the fall by announcing what came to be known as the “rogue state” doctrine. Resources formerly aimed at the Soviet Union would now be focused on “regional hegemons” like Iraq and North Korea.

After the 9/11 attacks, the rogue-state doctrine morphed into the Global War on Terror (GWOT), which neoconservative pundits soon labeled “World War IV.” The heightened fear campaign that went with it, in turn, helped sow the seeds for the 2003 invasion of Iraq, which was promoted by visions of mushroom clouds rising over American cities and a drumbeat of Bush administration claims (all false) that Saddam Hussein had weapons of mass destruction and ties to Al Qaeda. Some administration officials including Secretary of Defense Donald Rumsfeld even suggested that Saddam was like Hitler, as if a modest-sized Middle Eastern state could somehow muster the resources to conquer the globe.

The administration’s propaganda campaign would be supplemented by the work of right-wing corporate-funded think tanks like the Heritage Foundation and the American Enterprise Institute. And no one should be surprised to learn that the military-industrial complex and its money, its lobbyists, and its interests were in the middle of it all. Take Lockheed Martin Vice President Bruce Jackson. In 1997, he became a director of the Project for the New American Century and so part of a gaggle of hawks including future Deputy Secretary of Defense Paul Wolfowitz, his future boss Donald Rumsfeld, and future Vice President Dick Cheney. In those years, PNAC would advocate the overthrow of Saddam Hussein as part of its project to turn the planet into an American military protectorate. Many of its members would, of course, enter the Bush administration in crucial roles and become architects of the GWOT and the invasion of Iraq.

The Afghan and Iraq wars would prove an absolute bonanza for contractors as the Pentagon budget soared. Traditional weapons suppliers like Lockheed Martin and Boeing prospered, as did private contractors like Dick Cheney’s former employer, Halliburton, which made billions providing logistical support to US troops in the field. Other major beneficiaries included firms like Blackwater and DynCorp, whose employees guarded US facilities and oil pipelines while training Afghan and Iraqi security forces. As much as $60 billion of the funds funneled to such contractors in Iraq and Afghanistan would be “wasted,” but not from the point of view of companies for which waste could generate as much profit as a job well done. So Halliburton and its cohorts weren’t complaining.

On entering the Oval Office, President Barack Obama would ditch the term “global war on terror” in favor of “countering violent extremism”—and then essentially settle for a no-name global war. He would shift gears from a strategy focused on large numbers of “boots on the ground” to an emphasis on drone strikes, the use of Special Operations forces, and massive transfers of arms to allies like Saudi Arabia. In the context of an increasingly militarized foreign policy, one might call Obama’s approach “politically sustainable warfare,” since it involved fewer (American) casualties and lower costs than Bush-style warfare, which peaked in Iraq at more than 160,000 troops and a comparable number of private contractors.

Recent terror attacks against Western targets—Brussels, Paris, Nice, San Bernardino, Orlando—have offered the national security state and the Obama administration the necessary fear factor that makes the case for higher Pentagon spending so palatable. This has been true despite the fact that more tanks, bombers, aircraft carriers, and nuclear weapons will be useless in preventing such attacks.

The majority of what the Pentagon spends, of course, has nothing to do with fighting terrorism. But whatever it has or hasn’t been called, the war against terror has proven to be a cash cow for the Pentagon and contractors like Lockheed Martin, Boeing, Northrop Grumman, and Raytheon.

The “war budget”—money meant for the Pentagon but not included in its regular budget—has been used to add on tens of billions of dollars more. It has proven to be an effective “slush fund” for weapons and activities that have nothing to do with immediate war fighting and has been the Pentagon’s preferred method for evading the caps on its budget imposed by the Budget Control Act. A Pentagon spokesman admitted as much recently by acknowledging that more than half the $58.8 billion war budget is being used to pay for nonwar costs.

The abuse of the war budget leaves ample room in the Pentagon’s main budget for items like the overpriced, underperforming F-35 combat aircraft, a plane that, at a price tag of $1.4 trillion over its lifetime, is on track to be the most expensive weapons program ever undertaken. That slush fund is also enabling the Pentagon to spend billions of dollars in seed money as a down payment on the department’s proposed $1 trillion plan to buy a new generation of nuclear-armed bombers, missiles, and submarines. Shutting it down could force the Pentagon to do what it likes least: live within an actual budget rather than continuing to push its top line ever upward.

Although rarely discussed because of the focus on Donald Trump’s abominable behavior and racist rhetoric, both candidates for president are in favor of increasing Pentagon spending. Trump’s “plan” (if one can call it that) hews closely to a blueprint developed by the Heritage Foundation that, if implemented, could increase Pentagon spending by a cumulative $900 billion over the next decade. The size of a possible buildup under Hillary Clinton is less clear, but she has also pledged to work toward lifting the caps on the Pentagon’s regular budget. If that were done, and the war fund continued to be stuffed with non-war-related items, the Pentagon and its contractors will be sitting pretty.

As long as fear, greed, and hubris are the dominant factors driving Pentagon spending (no matter who is in the White House), substantial and enduring budget reductions are essentially inconceivable. A wasteful practice may be eliminated here or an unnecessary weapons system cut there, but more fundamental change would require taking on the fear factor, the doctrine of armed exceptionalism, and the way the military-industrial complex is embedded in Washington.

Only such a culture shift would allow for a clear-eyed assessment of what constitutes “defense” and how much money would be needed to provide it. Unfortunately, the military-industrial complex that Eisenhower warned Americans about more than 50 years ago is alive and well, and gobbling up your tax dollars at an alarming rate.

Starting next week, the Pentagon will pay for gender reassignment surgery for eligible soldiers, a change that comes after the military lifted its long-standing ban on transgender service members earlier this summer.

Soldiers will be eligible for the surgery if they have a medical condition related to their gender identity, such as gender dysphoria, that has hindered their ability to serve, a Defense Department spokesman told USA Today. The military will also cover hormone therapy for eligible soldiers.

“The Secretary of Defense has made clear that service members with a diagnosis from a military medical provider indicating that gender transition is medically necessary will be provided medical care and treatment for the diagnosed medical condition,” Air Force Major Ben Sakrisson, a Pentagon spokesman, told Stars and Stripes.

Out of a total force of about 1.3 million active-duty service members, an estimated 1,320 to 6,630 are transgender, according to a recent study by RAND Corp., which analyzed the health care needs of trans soldiers at the request of Defense Secretary Ash Carter. But “only a small portion of service members would likely seek gender transition-related medical treatments that would affect their deployability or health care costs,” RAND concluded. It estimated that 25 to 130 active-duty soldiers would have gender reassignment surgery annually, while 30 to 140 soldiers would begin hormone treatment every year. That would translate to an additional annual cost of between $2.4 million and $8.4 million, or a 0.13 percent increase in current spending.

Critics of the new policy worry that too many soldiers will be unqualified for deployment for long periods of time because of gender reassignment surgery. But RAND estimated that only 10 to 130 active-duty service members would have reduced deployability every year, and it described this amount as “negligible” compared with the 50,000 active-duty soldiers in the Army who are nondeployable.

For decades, the military had discharged soldiers who received medical treatment for a gender transition. But in June, the Defense Department announced it would allow openly transgender people to serve, and that soldiers would be allowed to transition genders during their service. “We can’t allow barriers unrelated to a person’s qualifications to prevent us from recruiting and retaining those who can best accomplish the mission,” Carter said. But at the time of the announcement, it wasn’t clear whether the Pentagon would agree to pay for gender reassignment surgery as a medically necessary procedure, or if it would instead treat the surgery as an elective, cosmetic procedure.

In September, the Army agreed to provide gender reassignment surgery to Chelsea Manning, a transgender soldier serving a 35-year prison sentence for leaking classified documents. Days later, the Defense Department announced it would begin covering the surgeries for eligible active-duty soldiers, too, starting in October.

“I am unendingly relieved that the military is finally doing the right thing,” Manning said of the Army’s decision, which came after she attempted to commit suicide and went on a hunger strike. “I applaud them for that. This is all that I wanted—for them to let me be me.”
