How the U.S. got addicted to plastics

In the closing months of World War II, Americans talked nonstop about how and when the war would end, and about how life was about to change. Germany would fall soon, people agreed on that. Opinions varied on how much longer the war in the Pacific would go on.

Amid the geopolitical turmoil, a small number of people and newspapers chattered about the dawn of another new age. A subtle shift was about to change the fabric of people’s lives: Cork was about to lose its dominance as a cornerstone of consumer manufacturing to a little-known synthetic substance called plastic.

In 1939, the future arrived at the World’s Fair in New York with the slogan: “The World of Tomorrow.” The fairground in Queens attracted 44 million people over two seasons, and two contenders laid claim to being the most modern industrial material: cork and plastic.

For decades, cork had been rising as the most flexible of materials; plastic was just an intriguing possibility. The manifold forms of cork products were featured everywhere, from an international Paris Exhibition to the fair in Queens, where the material was embedded in the Ford Motors roadway of the future.

Meanwhile, plastic made a promising debut, with visitors getting their first glimpse of nylon, Plexiglas, and Lucite. Souvenirs included colorful plastic (phenolic resin) pencil sharpeners, molded in the form of the fair’s emblematic, obelisk-shaped Trylon building. Visitors also picked up celluloid badges and pen knives, and a Remington electric razor made of Bakelite, along with plastic ashtrays, pens, and coasters.

In the months after the fair, as U.S. entry into the war became inevitable, the government grew concerned by American dependence on cork, which was obtained entirely from forests in Europe. The United States imported nearly half of the world’s production.

People in their 50s today remember when a bottle cap included a cork sliver insert to seal it. But in 1940, cork was in far more than bottle caps. It was the go-to industrial sealant used in car windshield glazing, insulation, refrigerated containers, engine gaskets, and airplanes. In defense, cork was crucial to tanks, trucks, bomber planes, and weapon systems. As the vulnerability for the supply of this all-purpose item became clear with the Nazi blockade of the Atlantic, the government put cork under “allotment,” or restricted use prioritized for defense. Information about cork supplies became subject to censorship.

In October 1941, the Commerce Department released a hefty report detailing the situation, titled: “Cork Goes to War.” Besides outlining the growing industrial use of cork, the report highlighted Hitler’s efforts to scoop up Europe’s cork harvests and the need for a systemic American response.

Part of that response was an intense research and development machine that ramped up the nascent synthetic industry to fill gaps in defense pipelines. Some were synthetics first developed by America’s enemies:Chemists at Armstrong Cork, an industry leader, crafted new products using materials research from Germany. Many synthetics were developed during the mad scramble to replace organic items that the blockade made expensive. To pay for the research and offset rising materials costs, Armstrong trimmed employees’ use of items like carbon paper and paper clips; the company’s accountants noted 95,000 clips used per month in 1944, a 40 percent decline since the war’s start.

In 1944, a book titled Plastic Horizons, by B.H. Weil and Victor Anhorn, documented the promise of plastic. A chapter titled “Plastics in a World at War” opens with a paean to the blood toll of war. But then the authors trace how war bends science to its needs for new both deadly and life-saving items: Physicists turn to aircraft detection, chemists to explosives. “Nylon for stockings has become nylon for parachutes. Rubber for tires has almost vanished, and desperate measures are required to replace it with man-made elastics.” That section concludes, “Plastics have indeed gone to war.”

In one dramatic example, the authors describe how plastics came to neutralize Germany’s secret weapon: a magnetic mine designed to be laid on the ocean floor and detonated by the magnetic field surrounding any vessel that passed over it. To counteract that, Allied scientists created plastic-coated electric cables that wrapped around the ships’ hulls and “degaussed” them, rendering the mines ineffective. Thanks, polyvinyl chloride!

The book got a glowing review in the New York Times, which noted that America was experiencing a chemical revolution.

Early plastics, as the book explained, covered a wide range of natural or semi-synthetics like celluloid and synthetic resins that could be molded with heat and pressure.

After the war, chronic shortages of common materials like rubber, cork, linseed oil, and paints forced chemists to scramble for substitutes, further speeding the embrace of plastics. Profitable bottling innovations included the LDPE squeeze bottle introduced by Monsanto in 1945, which paved the way for plastic bottles for soaps and shampoos, and the “Crowntainer,” a seamless metal cone-topped beer can.

There was also a shortage of tinplate for metal caps. Industry was quickly adapting to finding substitutes. Giles Cooke, the in-house chemist at one manufacturing leader, Crown Cork & Seal, was dabbling in research on synthetic resins for container sealants through the 1940s. In beverage bottling, cork’s quality remained unmatched. You could taste the difference between a cork-sealed bottle and one sealed with plastic. Recognizing that it would takes decades to replace cork as a sealant, Cooke and his colleagues hedged their bets with patents on both silicone film container liners and rubber hydrochloride.

In the end, Plastic Horizons undersold its subject. Its closing chapter hardly seems to anticipate the ubiquity of plastics we see today, along with its formidable waste problem. “In the future, plastics will supplement rather than supplant such traditional structural materials as metals, wood, and glass,” the authors wrote.

“There may be no Plastics Age, but that should discourage no one; applications will multiply with the years,” they continued. “Plastics are indeed versatile materials, and industry, with the help of science, will continue to add to their number and to improve their properties. Justifiable optimism is the order of the day, and the return of peace will enable the plastics industry to fulfill its promise of things to come.”

By 1946, the transition to plastics had reached a new threshold. That year, New York hosted a National Plastics Exposition, where for the first time, a range of strong, new materials and consumer products headed for American homes were on display. One observer noted, “the public are certainly steamed up on plastics.”

Scientist who resisted censorship of climate report lost her job

For several years, climate change scientist Maria Caffrey led a trailblazing study outlining the risks of rising seas at national parks. After Friday, she’ll be out of a job.

Caffrey, who worked under a contract with the National Park Service, resisted efforts by federal officials to remove all references to human causes of climate change in her scientific report. After Reveal from The Center for Investigative Reporting reported the attempts at censorship, Democratic members of Congress called for an investigation, and last May, the park service released the report with all the references reinstated.

Caffrey’s contract expires on Friday. Park service officials told her last year that they would hire her for a new project. But they notified her today that no funding is available for the work.

Caffrey said she asked her supervisor at the park service, “Is this because of the climate change stuff?” She said he told her, “I don’t want to answer that.” Park service officials did not respond to questions from Reveal about why Caffrey wasn’t rehired. But spokesperson Jeremy Barnum said it was not because she spoke out against the editing of the climate report.

Caffrey’s career boom and bust exemplifies the difficult situation many scientists face as President Donald Trump’s administration tries to suppress research on topics that he doesn’t consider a priority. Columbia Law School’s Sabin Center for Climate Change Law has reported 194 examples of the federal government censoring, hindering or sidelining climate change science since Trump was elected.

All federal scientists are vulnerable, but scientists like Caffrey who work under federal contracts face particular risk because they can be fired easily and their funding can be pulled, said Jeff Ruch, executive director of Public Employees for Environmental Responsibility, which represents federal and state scientists in complaints against agencies.

In a January episode of Reveal, Caffrey spoke about the pressure she experienced during the editing of the parks report. She said supervisors at the park service yelled at her and threatened to kill the report or remove her name if she would not agree to the changes. Some told her they could lose their jobs or be transferred if she didn’t capitulate.

“It’s different kinds of bullying and pressure from different people,” Caffrey said. “If one person says one thing and then another person says another thing, after awhile it really starts to build up and it becomes an absolute mountain.”

The report projects the effects of sea level rise at 118 coastal parks in 2030, 2050 and 2100. It includes four scenarios of global greenhouse gases — which come mostly from the burning of fossil fuels — based on whether and how much people reduce greenhouse gases.

The research started under President Barack Obama’s administration, but then was held up for more than a year after Trump took office.

Reveal obtained 18 drafts of the report. In one draft, a park service official crossed out five uses of the word “anthropogenic,” the term for people’s impact on nature, along with three references to “human activities” causing climate change. Trump questions that humans are causing climate change, but climate scientists around the globe have concluded that greenhouse gases from human activities are causing the planet to warm.

As part of her research, Caffrey developed an idea for an interactive website to enable the public and park staff to visualize the threat rising seas pose to individual parks. She led the website project, but was removed from it in May, before it was completed and published in December.

“Essentially, I feel I’ve been shut out from my project. It certainly feels like there could be some retribution playing a role in this,” Caffrey said at the time.

Last spring, Caffrey accepted a temporary contract at the park service that was unrelated to climate change. She was paid $25,000 a year, about a third of the salary that she had earned for several years. Her supervisors at the park service’s water resources division tried to secure funding for a better position, paying $76,000 a year, to assess wetlands at national parks, according to Caffrey and park service emails. But they emailed her on Thursday that the funding isn’t available.

After the report was published, the Interior Department’s Inspector General and the park service’s scientific integrity officer closed their investigations into whether the agency violated its scientific integrity policies.

Congressional Democrats requested a broader investigation. Nancy DiPaolo, spokesperson for Interior’s Office of Inspector General, told Reveal that it has launched no new investigation.

Ruch said federal agencies’ scientific integrity policies have little teeth, and, while scientists’ careers often suffer when they stand up for research that doesn’t fit agencies’ priorities, the career staff that sideline it often thrive.

Caffrey, 37, doesn’t regret her decision to stand up for her science.

“I wouldn’t do anything different, but Jesus, this is stressful,” she said. She’s pulling her toddler out of day care and has set a goal of applying for a new job every day.

Caffrey’s career may have taken a hit, but her science is publicly available to show how much climate change threatens parks with permanent flooding and storm damage, and how reducing greenhouse gas emissions could reduce the damage.

“Maria is a smart, dedicated, and accomplished scientist. If these were normal times, she would continue to make valuable contributions within the park service and for the future of our globe,” said William Manley, a University of Colorado research scientist who worked with Caffrey on her sea level research for the park service. “We should all be grateful for her efforts.”

Minnesota winters ain’t what they used to be

A rare Arctic blast is set to freeze a vast 12-state swath of the Midwest, from the Dakotas to Ohio. Wind chills well below -40 degrees F, like those expected this week, are cold enough to cause frostbite in minutes. Chicago is set to have its coldest day in decades; “the coldest air many of us have ever experienced,” according to the National Weather Service. Even schools in hardy Minnesota are closing due to the cold.

As brutal as that weather sounds, it’s a point of pride for locals — and this kind of cold is becoming rarer as the climate warms. In Minnesota, one of the fastest warming states in the country, winters are warming at a rate 13 times faster than summers, according to new research from the University of Minnesota. Extreme cold days are virtually ending in some parts of the state.

Grand Rapids is the heart of the coldest part of Minnesota, and one of the coldest inhabited places in the continental United States. From 1950 to 2000, there were 45 days with actual temperatures below -35 degrees F. This century, there have only been two. Wednesday could be the third.

In Minneapolis, Wednesday’s forecasted low temperature of -28 degrees F doesn’t even rank among the city’s top 10 historical all-time lows. And the bulk of this month was much warmer than normal, so even with these few days of cold weather, January 2019 will likely rank warmer than the long-term average.

And, of course, this isn’t just a Minnesota thing: Hundreds of millions of people will lose access to frozen lakes in the northern hemisphere in the coming decades, according to a new study, impacting everything from the availability of freshwater to core aspects of cultural identities.

In this context, this week’s Midwest cold snap isn’t historic — it’s just a glimpse of past winters. As a Minnesota transplant, I was ready for cold weather when I moved here. What I wasn’t ready for was how deep Minnesota natives’ reverence of the cold goes.

On Sunday night, as the National Weather Service issued a warning for 8 to 10 inches of snow and wind chills approaching -60 degrees F (colder than the top of the Greenland ice sheet), I put out a call to my neighbors for their favorite stories of winters past. The responses were almost poetic.

This winter-worship is acted out in person at The Great Northern, an annual outdoor festival of snow sculptures, pond hockey, and sledding in the Twin Cities. And this weekend, temperatures there are set to soar back into the mid-40s, putting frozen activities in jeopardy.

Young people in Minnesota are growing up with a state that’s vastly different than even their parents’ youth, when it comes to having truly cold winters. Earlier this month, a group of about 100 youth held a meeting with Minnesota Governor Tim Walz to demand a Green New Deal, in part based on their desire to preserve the region’s cultural traditions. The cold snap is a window into what makes Minnesota Minnesota — and what we could lose under unchecked climate change.

For geoengineers, a scientific existential crisis

In mid-December, more than 28,000 people met in Washington, D.C., to discuss everything earth science-related at the American Geophysical Union Fall Meeting. But amid the dry data and scientific acronyms at a session on solar geoengineering, the science had a patina of existentialist dread that you might not see in a similar forum. There were questions of public disclosure, talk of slippery slopes, and an inescapable nervousness, as if maybe this subject was only barely sitting on the respectable side of science.

It isn’t hard to understand why. Geoengineering refers to a controversial set of proposals centered around one basic idea: to use technology to help cool down a rapidly warming planet. The most prominent scheme is solar radiation management (SRM), whereby sunlight is reflected back into space to reduce global warming. Such a feat may be attempted through a variety of techniques including stratospheric aerosol injection, which acts much like a volcano does naturally by dumping tons of tiny sulfur particles 60,000 feet in the sky.

This is not, generally speaking, a popular idea. “SRM is only being considered because the world is broken,” says Simon Nicholson, director of American University’s Global Environmental Politics Program, who works on the politics and governance of geoengineering. The approach is a measure of last resort, a stopgap that might stave off some of the worst effects of warming in the face of plodding progress toward reducing carbon emissions. SRM also has plenty of potential downsides — such as regional changes to weather patterns and related effects on crop yields — and it would do nothing to address climate-adjacent issues like ocean acidification.

Though it remains divisive, solar geoengineering has started to gain traction both in climate science and with the broader public, thanks to the increasing direness of climate change. Still, most geoengineering researchers agree that reducing carbon dioxide emissions is by far the highest priority. If humanity somehow managed to switch off the CO2 spigot tomorrow, though, geoengineers’ field could disappear. The point of geoengineering today is to slow down climate change, and if we could do that through less controversial means, there might not be a need to study the concept at all.

So the geoengineers find themselves in the somewhat odd position of working in a field that they wish did not exist. What is that like?

Across the field, the reactions to this existential crisis are mixed. “SRM is peculiar, in the sense that most of those who study it do so with some amount of reluctance or ambivalence,” Nicholson says. Researchers studying geoengineering generally acknowledge the subject matter is “unpalatable,” he adds, which leads to an uncommon degree of self-reflection and caution.

This cautious approach is partially informed by sharp criticism from those who think that even studying SRM gives tacit permission to ignore the imperative of emissions reductions; there are plenty of angry responses from the public, as well as from climate scientists and those in other fields. But many geoengineering experts think this criticism is short-sighted. “Wishing it weren’t so won’t make it go away,” says Joshua Horton, a research director of geoengineering at Harvard University. “The world is full of things we wish didn’t exist but ignore at our peril. Climate change is one of those things, and so is solar geoengineering — ignoring the former will lead to catastrophe, but ignoring the latter is also likely to lead to unnecessary pain and suffering.”

While some scientists may still wish geoengineering was a fringe idea, there is no doubt that it is heading toward the mainstream. The United Nations Intergovernmental Panel on Climate Change (IPCC), which assesses and synthesizes the scientific research on climate change, as well as potential impacts and mitigation strategies, has increasingly included discussion of geoengineering in its publications. The IPCC’s most recent special climate report featured big chunks of a chapter on the topic, though it explicitly refrained from using the term geoengineering itself and separated SRM from carbon dioxide removal, which is much less controversial. One of the conveners of the AGU session, David Keith, a professor of applied physics and public policy at Harvard and among field’s most prominent academics, missed the D.C. meeting because he was in Poland, where he participated in a panel session on geoengineering at the United Nations climate meeting.

Some geoengineers have noticed the shift in perspective in their daily work. “The first time I ever mentioned that I was going to work on geoengineering, it was basically the end of my talk and I got yelled off the stage,” says Douglas MacMartin, an engineer and climate scientist at Cornell University. Today, he adds, no one he interacts with — other scientists or the general public — says the research is a bad idea.

Still others think of their work in terms of risk management. “If you know there’s some chance of catastrophic risk, then you need to know if you have options or not,” says Holly Buck, a postdoctoral fellow at UCLA who works on the socio-political side of geoengineering. Buck thinks the anger over the need for the field is “a completely appropriate response,” but geoengineering researchers are not the right target. “People should be livid that elites and governments are presiding over a slow-motion apocalypse,” she says, “and have let global warming get to a point where some careful geoengineering research is warranted.”

MacMartin agrees, and compares geoengineering to putting an airbag in a car. “Yes we should take the foot off the gas, yes we should put the foot on the brakes,” he says, “but if you’re going to have an accident, we’d really actually like to reduce the impacts. We’d like to understand whether that’s possible.”

Despite some claims to the contrary, there have so far been almost no physical geoengineering experiments — it’s essentially all computer modeling. At the AGU meeting, though, one of the themes was exactly where to go next. Some experts, such as Ken Caldeira, a climate scientist at the Carnegie Institution for Science in California, think the modeling has more or less run its course; others, including MacMartin, think there is plenty more that the computers have to offer, and that “we don’t know what experiments we need to do.” (One small but prominent outdoor experiment, dubbed SCoPEx, is planned, though it awaits the establishment of an external advisory board before it receives full approval.)

There was a hint of defensiveness in the room as well, a sense that they’re only studying this because the world has forced it upon them. Presenters mentioned the dramatic effects of unchecked climate change, and how the uncertain negative effects of SRM likely pale in comparison to the alternative.

But mostly, these scientists appear to like going to work every day, even though their chosen field is, to put it gently, a bit noisy. Nicholson calls the field “complex and intellectually enlivening,” and MacMartin enjoys the interdisciplinary nature of the work — you can’t separate the science from the sociopolitical angles, and that makes for a stimulating environment.

That’s not to say that there aren’t still discouragements along the way. Some research has suggested that actually explaining SRM to the public causes support for it to drop, so it remains an open question whether the brighter spotlight on the field will improve its reputation. Jadwiga Richter, a geoengineering scientist at the National Center for Atmospheric Research in Colorado, says while most of her colleagues support her research, she still sometimes gets a sense of disapproval from other scientists. “There are definitely people who, you walk down a hall, and they’re shaking their head,” she says. They feel that “this is not what you should be doing.”

EPA nominee Andrew Wheeler wasn’t ready for the Senate’s questions on climate change

It was clear about halfway through Andrew Wheeler’s confirmation hearing to lead the Environmental Protection Agency that he wasn’t prepared for the number of questions he was getting on climate change.

Senator Ed Markey (a Democrat from Massachusetts) asked Wheeler on Wednesday whether he agreed with the fourth National Climate Assessment’s conclusions on how Americans will be affected by the world’s relative inaction on climate change, a report that was vetted by 13 federal agencies including the EPA.

Wheeler didn’t exactly answer, saying that he had not been fully briefed on the report because much of his agency’s staff isn’t working right now. “We’ve been shut down the last few weeks,” he said, explaining that he had only been briefed once by staff since the report was published in late November. He said his additional briefings were postponed; about 95 percent of his agency is furloughed.

The Republican majority gave Wheeler an unsurprising pass, defending his record as a lobbyist for an assortment of industries he now regulates, including his main old client, coal baron Bob Murray. But most of the Democratic members, which included several potential 2020 presidential contenders, grilled Wheeler on climate change.

Senator Bernie Sanders asked Wheeler if he considered climate change to be “one of the great crises that face our planet.”

“I would not call it the greatest crisis, no sir,” he answered. “I would call it a huge issue that needs to be addressed globally.”

When senators grilled him on climate change, Wheeler attempted to walk a fine line to sound more reasonable than the president’s talk of a “hoax,” but not go too far to suggest he would do much to crack down on rising greenhouse gas pollution.

“On a one to 10 scale, how concerned are you about the impact of climate change?” Senator Jeff Merkley (a Democrat from Oregon) asked Wheeler, saying that 10 would be an issue that keeps him “up at night.”

“I stay awake at night worrying about a lot of things at the agency,” Wheeler said, before volunteering an “eight or nine.”

Merkley didn’t hide his surprise. “Really?”

The senator challenged Wheeler on his go-to talking point that the EPA was taking action on pollution via its Affordable Clean Energy rule replacement for an Obama-era coal plant regulation and fuel efficiency standards. ACE doesn’t reduce carbon emissions from coal any more than market forces, and the EPA is weakening car standards and considering ending a waiver for California that implements more aggressive targets.

These policies already didn’t come close to the reductions needed to limit warming below a disastrous 2 degrees C (3.6 degrees F). But reversing them risks even more. Last year, greenhouse emissions continued to rise globally, including by 3.4 percent in the United States.

There was an even sharper focus on climate change than in past Trump-era EPA hearings. The conversation around climate change has shifted quite a bit since Wheeler last appeared before the Senate in August, a few weeks after he took the helm of the agency. Now Trump officials face more questions from the opposing party that dig deeper than the usual “Do you believe in climate change?”

The three senators who are considering presidential bids, Cory Booker of New Jersey, Sanders, and Merkley, all centered their questions around climate change. Since August, the issue has become a top item for the House Democratic majority, and progressives have talked of an ambitious “Green New Deal.” Meanwhile, the science has grown more alarming: In addition to the National Climate Assessment, an October report from the Intergovernmental Panel on Climate Change looked at the damaging effects from 1.5 degrees C (2.7 degrees F) of warming.

A protest interrupted Wheeler when he began on Wednesday, which never once mentioned the words “climate change,” as he ran through his greatest hits — deregulatory and otherwise — from his first year at the EPA.

The protests could still be heard faintly from the hallway when he continued his introductory remarks. “Shut down Wheeler! Not the EPA!”

Trump’s swap of ‘irreplaceable’ wilderness allows millions of dollars in seafood transport

Cold Bay, Alaska — At the spot where a rugged chain of islands breaks away from the Alaska Peninsula, a secluded national refuge protects millions of seabirds, grizzly bears, and caribou.

Framed by snow-capped mountains and smoky volcanoes, the refuge holds an irreplaceable underwater grass forest, where the world’s population of a tuxedo-colored sea goose — 150,000 of them — fattens up before a nonstop 60-hour migration to Mexico.

For six decades, the Izembek National Wildlife Refuge, tucked along the coast of the Bering Sea, has been protected as one of the wildest nature spots on Earth, remote enough to escape development.

But that isolation has been shattered. Seven noisy helicopters swooped down 80 times over two days in July to land on the narrow isthmus where animals nest, feed, and migrate.

Then-Interior Secretary Ryan Zinke, prodded by President Donald Trump, ordered the surprise helicopter survey to prepare to bulldoze a 12-mile road through the refuge’s federally protected wilderness.

Almost a year ago, on a day that the federal government was briefly shut down, Zinke quietly signed a land swap, evading Congress, which has wrestled with the issue for decades. The Interior Department is trading the swath of Izembek’s wilderness to Aleut Natives so their cannery town of King Cove can build the final 12 miles of a 37-mile gravel road to the Cold Bay Airport. In exchange, the federal government gets an equal amount of Aleut land.

In crafting the deal, Zinke rejected the warnings of his department’s scientists. After a four-year study, the U.S. Fish and Wildlife Service, which oversees the refuge, concluded that allowing a road through the refuge would “lead to significant degradation of irreplaceable ecological resources.” It also would jeopardize the global survival of a migratory sea goose, called the Pacific black brant, as well as the emperor goose and other waterfowl, the agency said.

Trump and Zinke have worked behind the scenes to deliver the road to the rural Aleut government of King Cove, which has spent almost 50 years lobbying Congress and the Interior Department. The Aleut say the road is essential to transport patients with medical emergencies to the Cold Bay Airport, where they could then fly to an Anchorage hospital.

Zinke, who left office last week amid multiple ethics investigations, billed his action as allowing a “lifesaving road” for the roughly 1,000 residents of King Cove.

But a close examination of the agreement and the history of the road deal suggests that it is more about selling seafood than saving lives.

The black-and-white line shows the proposed route for the road through the Izembek National Wildlife Refuge. It would run through habitat for brown bears, caribou, and dozens of bird species.

A document dating back two decades shows that hauling fish, not patients, was the Aleuts’ original motive for building a road through the national refuge. When that strategy failed, they and Alaska Republican leaders switched to focus on medical necessity.

Now the new land swap deal includes a little-known provision forged by the Interior Department that would allow King Cove fishermen to transport tens of millions of dollars of salmon, crab, cod, and other seafood on their way to lucrative Asian markets.

The economy of King Cove is almost totally dependent on commercial fishing. It’s home to the Peter Pan Seafoods cannery, owned by the world’s largest fish processor, Maruha Nichiro Corp. of Japan.

Under the agreement signed by Zinke, the road will be “generally for noncommercial purposes.” But the deal also contains this provision: “The commercial transport of fish and seafood products, except by an individual or a small business, on any portion of the Road shall be prohibited.”

The term “small business” can leave the wrong impression, though. A fishing business is defined as small when it has annual revenue no higher than $20.5 million for finfish, $5.5 million for shellfish or $7.5 million for other marine fish, according to federal codes.

The wording would prevent giant Peter Pan Seafoods, which reports about $225 million in annual sales, from driving fresh seafood to the airport to fly it to Asia and elsewhere. But King Cove’s commercial fishermen — including all of its Aleut leaders — would qualify under those income restrictions to use the road for transporting their fish and seafood, according to state data on seafood earnings. And Peter Pan could use it to transport its workers, up to 500 in peak salmon season.

Zinke and Aleut leaders never mentioned or explained the loophole when discussing the land swap in public.

The provision “could easily be exploited” for business purposes, said Deborah Williams, a former Interior Department attorney. The agreement between Zinke and King Cove “could — but does not — restrict the use of the road to health and safety issues,” she said.

A road would disturb more than just its immediate path. It would bring traffic and noise and give King Cove subsistence hunters and visitors easy access to animals in dense, undisturbed parts of the wilderness. It also would bisect the land bridge for bear and caribou, which are sensitive to disturbance, according to wildlife biologists.

The deal will decimate the “most important wildlife refuge in all of Alaska,” said Bruce Babbitt, who rejected the road when he served as interior secretary during the Clinton administration. “Izembek is a convergent point where seabirds migrating out of the Arctic feed. If that link is broken, we’re at risk of extinction of all those bird species.”

Leaders in King Cove say road opponents are valuing birds and other wildlife more than residents’ medical needs. Lillian Sager is a member of the large Aleut commercial fishing family that has tried to get the road built for decades.

“When I’m stuck in King Cove and the wind is blowing 100 miles an hour and I’m sick, you want to get out of that town. All that is more important than if there is garbage on the road or if (hunters) are going to shoot animals,” said Sager, whose brother is King Cove Mayor Henry Mack.

However, a medical expert disputes that a road through the refuge is a safe way to transport patients. And a federal report has outlined other reliable alternatives.

A doctor who oversaw medical evacuations in King Cove for 15 years said traveling almost 40 miles on the gravel road during 60 mph winds and blinding snowstorms would be “suicidal” for patients and rescue teams.

“Should the road happen, I foresee all sorts of calamity,” said Peter Mjos, who was the Eastern Aleutian Tribes’ medical director until 2002. He retired from practicing medicine in 2015.

The road is the centerpiece of a campaign by Trump and Alaska’s Republican congressional delegation to monetize the state’s public lands by approving private development, oil drilling, mining, and logging.

Also on Trump’s wish list are oil exploration in the Arctic National Wildlife Refuge, offshore drilling in the Arctic Ocean, logging in the Tongass National Forest, and two mines, one in Bristol Bay and one in mountains west of Fairbanks.

Trump personally promised Alaska Senator Lisa Murkowski that he’d get the road built. He scribbled a note to her on a copy of an October 16, 2017, Washington Post story about the land swap.

“Lisa — We will get it done,” Trump wrote in a note Murkowski shared at a press conference.

Eight months later, a month before the helicopter land survey, Trump asked her, “How’s our beautiful little road doing in Alaska?”

Messaging behind the road shifts

King Cove’s harbors are filled with fishing vessels, battered from weeks at sea. Like their ancestors for the past 9,000 years, the Aleut depend on the ocean for their food, livelihood, and transportation. The town is relatively well off — its median income of almost $73,000 is about 23 percent higher than the national median, though one out of every seven residents lives in poverty.

In these remote parts of Alaska, villages are isolated; roads connecting them are rare. Many of King Cove’s Aleut are prosperous commercial fishing families with cars and trucks but few roads on which to drive.

Currently, people who need more care than a medical clinic can provide are evacuated to the Cold Bay Airport by helicopter or small plane, then flown to Anchorage. Such air transport, however, is hampered by high winds. On average, one or two patients are evacuated from King Cove per month.

Mjos, the retired doctor in King Cove, called the road “a folly.” The area has the highest average wind speeds of anywhere in the United States, and in winter, the road could be buried under several feet of snow and ice. He said it would be safer to transport patients across the bay by ferry.

The federal Army Corps of Engineers, which reviewed marine options for transporting patients, determined in 2015 that the cheapest, most effective solution would be to provide a terminal and ferry in King Cove capable of withstanding waves and ice, along with an improved Cold Bay dock, at an estimated capital cost of $30 million.

More than 30 other rural communities in Alaska that do not have roads use ferries, according to the report. In comparison, building the road would cost the state the same, an estimated $30 million, with unknown annual maintenance costs.

In 1994, King Cove passed a resolution saying the road would “link together two communities having one of the State’s premier fishing ports/harbors (including North America’s largest salmon cannery) in King Cove with one of the State’s premier airports at Cold Bay.”

There was not a single mention of the road being needed to transport sick or injured people.

About 20 years ago, that messaging changed.

According to a review of their public stances, Alaska politicians and the Aleutians East Borough and city of King Cove dropped references to commercial fishing and Peter Pan Seafoods and switched their focus to health and safety in their efforts to secure the road.

Rarely in recent years have Alaska politicians deviated from their public health message. However, in a 2011 visit, Murkowski, the senator, called the road a “critical ingredient in (our) thriving economic future.” And in May, then-Governor Bill Walker reported to the Trump administration that it is for “enabling access to health services and movement of goods and people.”

Commercial uses “have always been the main reasons for the road,” said Deborah Williams, the former Interior Department attorney who is now a lecturer on public lands at the University of California, Santa Barbara. When she visited King Cove in the mid-1990s, “they told me, ‘We want that road to take fresh fish to Cold Bay to maximize the value of our fish.’”

President Barack Obama’s interior secretary, Sally Jewell, recalled that on a 2013 tour, she repeatedly asked King Cove leaders why they had extended the road right up to the wilderness, leading to nowhere.

“I was finally told, ‘Because we wanted to put pressure on you to build the road through the refuge.’ They actually said that,” she said.

Months later, she rejected the road, citing scientists’ concerns about the impacts on wildlife and concluding that “reasonable and viable transportation alternatives exist.”

Documents show that the local leaders pushing for the road own commercial fishing boats. The Mack family has 25 vessels, one of the largest fleets in King Cove. Five of the six members of the City Council own commercial vessels, and the sixth is in the Mack family.

Dean Gould, who is president of King Cove’s Aleut government and whose name is on the land agreement with Zinke, said he owns a 49-foot vessel; his large family owns seven other commercial fishing boats. Gould said he personally would not use the road to transport his salmon and other fish because he now delivers it to Peter Pan by tender, a vessel that services his boat while he’s at sea for weeks at a time.

So why was the small business provision put in the agreement? Gould said it’s because it “leaves a little bit of door open” if someone hauls “a couple cases … or a pound or two” or if anyone wants to commercially transport fish in the future.

Peter Pan Seafoods, which has been publicly silent on the road project, declined to comment. Henry Mack, the mayor, said the land swap is “still in the court, and I won’t be making a comment on anything to do with the road or commercial fishing.”

Little information has been released about the physical challenges, safety issues, and costs that the state and Aleuts would face building and maintaining the road.

“Today, the road costs, maintenance, reliability due to avalanches and storms, and travel time under these conditions are remaining questions that have yet to be given to the public,” said Tony Knowles, Alaska’s governor from 1994 to 2002.

David Bernhardt, who is now Trump’s acting interior secretary, worked with King Cove to arrange the land swap. Shortly after he was confirmed as the department’s second in command in July 2017, Bernhardt held a video meeting with a King Cove group, before the idea became public, according to his calendar record. Bernhardt previously was a lobbyist for the state of Alaska and the oil industry in efforts to open up the Arctic National Wildlife Refuge to oil development.

‘Extraordinary wildlife and wilderness’

Overhead on a September day at the Izembek refuge, clouds of Pacific black brant are flying in by the tens of thousands from the Yukon Delta, Canadian Arctic, and eastern Russia. They feed in North America’s largest eelgrass bed, the first to be designated as internationally critical to wildlife.

Nearly the entire emperor goose population and thousands of threatened Steller’s eiders also forage in the eelgrass at Izembek Lagoon. Tributaries run rife with salmon and host grizzly bears. Sea otters in the lagoon pop up with pups on their bellies. On the spits of land that form the estuary’s gate to the sea, hundreds of walruses and harbor seals grunt, roll, and rest.

The existing 17-mile stretch of road ends right at the refuge’s wilderness boundary. It’s from this spot that Zinke’s deal would push another 12 miles through the wilderness to the airport.

The U.S. Fish and Wildlife Service concluded that “extraordinary wildlife and wilderness resources … recognized for their national and international significance” would be harmed and that the swapped land “would not compensate for the adverse effects.” The road poses major risks to the survival of brant, tundra swan, emperor goose, bear, caribou, and fish populations and moderate risks to many others, according to the agency’s data.

Brant travel almost 3,000 miles every spring and fall to feed on the refuge’s eelgrass. They are elegant-looking birds, mostly jet black with bands of bright white, somewhat like a tuxedo. Small for a goose, they must stay strong to survive their nonstop transcontinental journey.

Their survival rate already is dropping, largely due to degraded winter habitat in Mexico and California. And global warming is altering their behavior, which makes the refuge’s role in protecting them even more critical because they are spending more time there. About one-third of the 150,000 arriving at Izembek now stay for the winter, increasing every year by about 7 percent, according to research.

“Any threats to the Alaska wintering population have implications for the entire Pacific Flyway population,” the 2009 study says, adding that “this species is experiencing a long-term decline and is of conservation concern across its range.”

Christian Dau, a now-retired Fish and Wildlife Service biologist who was based at the refuge in the 1980s and ’90s and co-wrote the paper, said the road would shatter the remoteness that protects the birds.

“I go back to the farsighted founding fathers of the refuge. They always took the conservative approach,” he said. “When your options are narrow, you should act conservatively. You don’t open the floodgates and allow lots of development. In 20/20 hindsight, you might look back and say we made a mistake.”

A few hundred miles to the north, in the Yukon-Kuskokwim Delta, where the brant breed and nest, Myron P. Naneng Sr. is a Yup’ik lifelong subsistence hunter and former president of a Native association of leaders representing 56 villages.

Beginning 35 years ago, the Yup’ik, Aleut, and other Alaska Natives agreed to protect geese from subsistence hunting so they could recover from low numbers.

“Building a damaging road now, right through some of the most important and sensitive habitat for brant and emperor geese, would be contrary to the years of conservation work,” Naneng said at a hearing before a House subcommittee in 2017.

“All of us contend with weather delays, expensive travel and long trips to the city for medical care. … But it is not realistic to build roads to all of the Alaska communities,” he added.

The land deal with Zinke is not yet final, pending completion of the surveying and an appraisal. Nine environmental groups have filed suit to stop it.

A battle over its legality centers on two laws: the National Environmental Policy Act and Alaska National Interest Lands Conservation Act. The laws require a study of projects’ environmental effects and consideration of alternatives.

The environmental groups allege that the swap of refuge land is illegal because it does not have conservation purposes and needs a full review and congressional approval. The Trump administration argues that the Alaska act exempts conveying land to Native communities and that provisions don’t apply because it already traded away the land and, therefore, the road would not be built in officially designated wilderness.

A company town

It’s a Sunday morning in September in King Cove, and the Peter Pan Seafoods plant is operating 24 hours a day. Some 300 workers are packing pollock for fish sticks, Pacific cod and crab for restaurants, and black cod for the most fortunate. In summer sockeye season, the workforce reaches 500 in one of North America’s biggest salmon canneries, which sells salmon under the labels Deming’s or Double “Q.”

Commercial fishing boats — as small as 30 feet and as big as 300 feet — operating in the Bering Sea and Gulf of Alaska are pulling up to the plant with their fresh catch. The fish and shellfish are processed and sent frozen atop 400-foot barges to markets in the Lower 48, Europe, and Asia. The previous day, Peter Pan processed 800,000 pounds of seafood.

Wearing hairnets, smocks, and earplugs, the workers tend to conveyor belts, freezer rooms, and chopping tables. They sleep in dormitories in King Cove. Their long shifts, minimum-wage jobs, and foreign languages separate them from the town’s more comfortable residents in fishing families.

On this Sunday morning, Irene “Koochie” Christiansen, 83, is carefully making her way from her home near the cannery to the Russian Orthodox church, where she gives weekly readings. As she lights candles, her soft prayers in Aleut and English fill the church adorned with icons and bells from another church in the nearby village of Belkofski, where she grew up.

In the Aleut way, she invites some visitors back to her place for flaky salmon pie. Christiansen grew up trapping animals in Belkofski, which was settled by Russian fur traders. She worked 16-hour shifts at the cannery and is grateful for the wages that paid for her cozy house and the help she gets from prosperous Aleut fishing families.

Christiansen said that if she had a medical emergency, she wouldn’t want to travel over a winding 37-mile, windswept route. Only a respected elder such as Christiansen, one of only two in King Cove who speak Aleut, would feel confident speaking out against the road so popular with King Cove’s fishing families and political leaders.

One day, her son Cal took her berry-picking on the road that now ends at the refuge’s wilderness boundary. The road makes no sense to her.

“Let’s go home,” she told her son.

A group of scientists affiliated with universities throughout Texas has offered to tutor the state’s Governor, Greg Abbott, on climate science.

Abbott, an established climate denier, dances around the subject so effectively that he’s helped introduce the term “future-proofing” into our lexicon. (It’s what he wants to do to prepare for storms like Hurricane Harvey — as opposed to, you know, climate adaptation.) Pressed by a reporter last month about the role of climate change in bringing about disasters like Harvey, he offered a well-worn denier turn of phrase: “I’m not a scientist.”

Okay. We can’t all be scientists. We can’t all be doctors, either. But when your doctor tells you what’s up, do you raise an eyebrow and say, “Well, I’m not sure there’s any way to know if what you’re saying is true.”

In a letter sent to Abbott on Tuesday, 27 Ph.D.s, professors, and researchers request the opportunity to brief their Governor on the science: “We, the undersigned, are climate scientists and experts, and can report to you that climate change is happening, it is primarily caused by humans, and it is having a devastating impact on Texas, including increasing deadly flooding resulting from Hurricane Harvey.”

The letter goes on to cite relevant data points from the recent National Climate Assessment, released late last year, and suggests that Texas, as one of the biggest wind-producing states in the nation, can play a key role in reducing emissions and avoiding climate disaster.

To borrow a phrase from the scientists: “The only thing missing is leadership.”

Democrats send Trump a literal trash pile to protest government shutdown

The U.S. government has been partially shut down for 18 days and counting. Thousands of government employees are going without paychecks, the IRS is in chaos, and the national parks are filling up with human excrement and trash. President Trump says he’s prepared to play this shutdown game for months or years, but a couple of folks in Congress have had enough.

Representatives Jackie Speier and Jared Huffman, two Democrats from California, delivered a blue bin full of garbage collected from national parks to the White House on Tuesday afternoon. It was labeled “Trump Trash.”

The two representatives participated in a cleanup effort in national parks in the San Francisco area last weekend. “Let it never be said that I didn’t give anything to Donald Trump,” Huffman said in a live-streamed video in front of the White House, “because today I am bringing boxes of trash from that rainy Saturday in San Francisco to provide a reality check to the president.”

“There is no reason for this shutdown,” Speier said, thumping the top of a box of garbage for effect. Watch the video to catch Huffman joking that there might soon be enough trash to build that wall Trump wants so badly.

Trump is expected to deliver an address about immigration and the shutdown on Tuesday evening, but Huffman thinks that’s unnecessary. “We don’t need a nationally televised address from the White House to solve this problem tonight,” he said. “What we need is President Trump to wake up and smell the coffee cups and the diapers and burrito wrappers and the trash that is piling up.”

The shutdown shows just how vital government scientists are

Instead of figuring out how many Pacific hake fishermen can catch sustainably, as his job demands, scientist Ian Taylor is at home with his 4-month-old daughter, biding his time through the partial government shutdown.

Taylor’s task is to assess the size and age of hake and other commercially harvested fish species in the productive grounds from Baja California to the Gulf of Alaska. These stock assessments are then used by federal managers to approve permits to West Coast fishing boats. Without Taylor’s science report, the season could be delayed — and the impact of the shutdown could spread beyond the 800,000 government employees now on furlough to include boat captains, deck hands, and others working in the seafood industry who won’t be able to head to sea on schedule. That’s what happened to Alaska crabbers during the last big federal shutdown in 2013.

Taylor, an operations research analyst at the National Oceanic and Atmospheric Association’s Northwest Fisheries Science Center, says he’s frustrated that he can’t do his job. He can’t even make phone calls or use email. “It feels like a terrible situation,” he says. “Important work is not getting done.”

President Trump says he will not sign legislation to operate large chunks of the federal government unless Democrats agree to approve more than $5.7 billion for a wall along the Mexican border. Trump said Monday he plans to visit the border Thursday, hinting that any compromise will likely not happen before then.

Some federal science agencies are open, such as the National Institutes for Health and the Department of Energy, since their appropriations bills were already signed by Trump. Others, such as NASA, are continuing to operate key programs such as the International Space Station, although 95 percent of its 15,000 workers were sent home on December 22.

The shutdown has led to a hodgepodge of federal science-based activity across the country. A SpaceX Falcon 9 rocket is sitting on a launch pad at Cape Canaveral ready for a planned launch on January 17, but without NASA personnel to oversee testing, that liftoff will be delayed. Crews that fly over the Atlantic to check on endangered Atlantic right whales and send those positions to commercial ships are still working, but they aren’t being paid.

Weather forecasters are working during the shutdown, but hundreds of scientists from NOAA and the National Weather Service have been banned from attending the annual American Meteorological Society meeting this week in Phoenix. Antonio Busalacchi was supposed to be on a panel with colleagues from federal weather agencies, but they didn’t show up. “Science is a community and this is where people come together to discuss common problems,” says Busalacchi, president of the University Corporation for Atmospheric Research, a consortium of academic institutions that conduct and promote the study of earth sciences. “Last month, we were talking about the workforce in the future, but now we can’t discuss how best to go forward.”

Busalacchi is worried that he may have to shut down a meteorological research program UCAR runs called COSMIC that uses a fleet of existing GPS satellites to measure the atmosphere’s temperature and humidity. The data is then sent to federal NWS forecasters who use it to make both short-term weather and long-term climate predictions. UCAR runs the program with funds from the National Science Foundation, which isn’t giving out grant money right now, as well as help from NOAA and NASA.

“We may be running the risk to shut this program down because we are not getting the funds from the government,” he says. If COSMIC gets shut down, data analysis would be paused, potentially weakening some forecasts. But equally frustrating is the fact that Busalacchi is left in the dark on how to handle the program. With no information coming from his federal partners, he doesn’t know whether to keep spending money to sustain the program, or pull the plug.

Reams of scientific data are still being collected remotely by federally operated satellites, automated river gauges, or non-federal scientists, but the policies and permits that rely on this science are now in limbo. As a result, one legal expert worries that the shutdown could result in more air and water pollution being discharged by companies with permits that expire during the shutdown.

“None of the federal environmental laws are written in such a way that if the government is shut down, you can’t do anything,” says Kyla Bennett, senior attorney for the nonprofit group Public Employees for Environmental Responsibility, which advocates on behalf of federal workers, and a former EPA employee. Instead, the law implies that companies can proceed on their own. “It says, if you don’t hear anything, go ahead.”

The Environmental Protection Agency furloughed about 14,000 of its employees, leaving just 753 “essential” workers on the job. That might make it more difficult for the agency to meet legal deadlines later this year for safety assessments of about 40 chemicals, according to a news report in the journal Nature. The agency has already postponed at least one upcoming advisory committee meeting related to the work.

Federal science workers are making do. Leslie Rissler, an evolutionary biologist and program director at the NSF, tweeted last week that she had applied for unemployment benefits. “This is a ridiculous shutdown unnecessarily affecting thousands of federal employees and families. Wishing all of them, and this country, better days ahead.”

For his part, fisheries scientist Taylor is budgeting his savings and using his time wisely. “I’ve been watching Marie Kondo on Netflix,” he says from his home near Seattle. “We’ve been cleaning out our closets.”
