Toxic algae has oozed out of lakes and into Florida’s Senate race

Slimeballs could determine who wins a race for the U.S. Senate. And in this case, slimeballs isn’t another word for disgraced politicians or dirty-money lobbyists.

Slime is flowing off Florida’s Lake Okeechobee in balls, clots, and sheets into coastal waters. It’s made of algae that blooms in massive numbers when fertilizer-laden agricultural runoff sits in warm water. Rain raised the level of this fetid brew until officials had no choice but to send it downstream to the sea.

The environmental disaster is choking dolphins and strangling the tourism economy. It’s stinky, ugly, sad, and impossible for Floridians to ignore, and so it’s become a central element in the race for Senate between the incumbent, Democratic Senator Bill Nelson, and the challenger, Governor Rick Scott. Both blame the other for the crisis.

What’s surprising here is that environmental issues are taking a starring role in a an election campaign. We complain all the time at Grist about the lack of attention to climate change in presidential debates and the like. This lack of focus has allowed politicians — mostly of the Republican persuasion — to ignore and deny the many environmental disasters unfolding in slow motion. But as those problems begin to erode voters’ quality of life, they’re bound to become more of a political issue, which means politicians of all stripes will have to address them to get elected.

In this case, it was Scott — the Republican! — who started the skirmish, releasing this ad saying that Nelson has not managed to clean-up Okeechobee in his 30 years of political service.

Nelson fired back back with his own TV spot, quoting newspapers that blame Scott for the crisis.

Who’s right? Well, Sen. Nelson hasn’t fixed the environmental mess that is Lake Okeechobee, the slimy source of the scum, but it’s an enormous challenge that has bogged down many attempts, said Michael Grunwald, senior writer for Politico Magazine, who laid out that history in his book, The Swamp. The proposed solution was a deal to turn 100,000 acres of sugar-cane farms into reservoirs for storage. “If you build a shit ton of storage you don’t have to dump water on the estuaries and Everglades,” Grunwald said.

But Scott passed a law to block the reservoirs. He also oversaw budget reductions for state environmental agencies, according to the Washington Post, cutting “scientists and engineers whose jobs were to monitor pollution levels and algal blooms.” Thanks to those budget cuts, scientists don’t have the data to show the root causes of the crisis.

Scott and Nelson are now neck and neck in the polls. If there’s a bright spot here it’s that this race is proving that some Republicans are willing to campaign on environmental issues, provided voters care enough to raise a stink. “The old saying here is that election years are good for the Everglades,” Grunwald said.

Taking action once in office, as opposed to using the environment to score campaign points, is another story.

Photojournalist Peter van Agtmael considers his third book, Buzzing at the Sill, the latest chapter of what he calls “one greater book”—a sweeping exploration of the September 11th attacks and the impact of the wars in Afghanistan and Iraq on soldiers and their families. His project began with his 2009 book, 2nd Tour, Hope I Don’t Die, and continued with Disco Night Sept. 11, which appeared in 2014. In Buzzing at the Sill, published by Kehrer Verlag, he shifts his attention to unexplored corners the United States, after he realized “how little I know about my country.”

The Magnum photographer first went to Iraq in 2006 when he was 24, and he covered the conflicts there and in Afghanistan for several years before returning to the States. With 72 images pulled from his journalism assignments and others he shot while traveling throughout the country, Buzzing at the Sill examines the reverberations of 9/11 through glimpses of daily American life that often have the intimate feel of a snapshot. The photos in Buzzing at the Sill depict vulnerable, grieving, celebrating, and sometimes threatening Americans, collectively offering a cohesive and sharp reading of the country, with a powerful undercurrent of alienation. “In America, we somehow feel immune,” he writes in Buzzing at the Sill, “but in any country at war, the first thing they’ll tell you is that they didn’t think it could happen there.”

I talked with van Agtmael about making this book and what it might say about the political climate in the United States today.

Mother Jones: Can you tell me about the title, Buzzing at the Sill?
Peter van Agtmael: Buzzing at the Sill is from a Theodore Roethke poem called “In a Dark Time.” I’d heard a small part of it in a play, a sort of sci-fi play about morality in a virtual reality universe. Nothing to do with the book precisely, but it was a great play. I read the poem afterwards because I was intrigued and had one of those strange senses: “This poem is kind of important to me. I don’t know why, but I’m going to just keep it in the back of my mind.” I just kept coming back to it. As I started putting the book together and writing the stories for it, this idea of buzzing as a word kept popping up in my brain.

I started the book with the story of a vulture that flapped up to this window sill outside of a burn ward at a military hospital in Texas. I guess it could smell the rotting flesh through the walls and was just trying to desperately and aggressively get in through that window, I don’t know, to try and feast on the flesh. It was really a troubling moment. But apparently it happens all the time, because the soldiers in recovery and the nurses were totally accustomed to the presence of those vultures.

When I started thinking of the decisions that led me down the road first—which was part of Disco Night Sept. 11 and then the buzzing being— I somehow couldn’t ignore the urge to do things that kind of defy logic. And I liked the poem, I liked the ring of it. I was sitting with David Allan Harvey one day when he pointed out how appropriate the title was for the things I was talking about.

MJ: In what way do you see that Buzzing at the Sill continues the narrative you built with Disco Night?

PVA: I went out to cover the wars in Iraq and Afghanistan fundamentally because I was interested in war as a notion and in experiencing it. I was interested in history and how societies form. I was interested in the recent history of what had provoked these wars. So when I finally got out there, I was really seeing the wars through the American perspective, much more than through being embedded with American soldiers and Marines. I realized in that process how little I knew about my own country. I had grown up in the suburbs and, after college, I moved out of the country, so I didn’t really know the place well. When I started following soldiers and their families back home, it provoked a lot of the questions about who we are as a nation, questions I realized couldn’t be explored through the more limited framework of looking at the military at war and at home. So that inspired these trips in which I began to explore America in more general terms. I really started this work in 2009. I got the bulk of it done as I was easing out of Disco Night. I started them as almost concurrent projects.

MJ: What was your thinking as you approached putting together this body of work? The photos feel like they’re pieced together from assignments or from different stories.

PVA: At first it wasn’t meant to be a book, although I’m always thinking about that in the back of my mind. It started off as a series of exploratory road trips that I was doing with Christian Hansen, who I dedicated the book to. Then I started getting some assignments to go shoot in America because I think editors liked the pictures I was taking. What I was doing for those assignments wasn’t always directly tied to what I was doing for myself, but it gave me the space to photograph. I started getting assignments that dealt with my own interests and made some pictures in that direction. A lot of it was just photographed through general exploration. It was sometimes provoked by assignments, then I’d go back on my own dime if I really clicked with a place. And sometimes it was just hanging out with my family or friends.

MJ: How did you approach the editing? How were you going to tie the pictures together?

PVA: I’m a constant editor. Every few months or so I make a ton of 4×6 prints. I put them on a magnetic board and I live with them for a while to see what bubbles to the surface. A lot of this was part of Disco Night originally, and I suddenly started realizing, “If I keep working on this because I’m not done and I put all that in Disco Night, how can this be one book? Is it going to be too long and bloated and crazy?” Then I started thinking, “Okay, I have so many other questions about America, when do I stop?” I started thinking about each book being a chapter in one bigger book and that gave me the space to cut it off at a certain point. I needed to have some kind of thematic focus to the work.

I was taking all these prints and I brought them to the Magnum meetings, trying the old Josef Koudelka trick: Give them to photographers, who are getting bored during the talks about the economics of the agency, to look through with a pen. They’ll separate them in two piles—what they like and what they don’t like—and put their initials on the back. I started to find the core pictures that people seem to relate to. I’d ask myself why? And did I relate to them? Sometimes I did and sometimes I didn’t. But it gave me an idea of how other people were seeing the work. From there, I kept shooting but started making drafts of the work, essentially spending a few days a month sequencing and editing, hanging things up on the board, showing them to trusted confidantes from in and outside the photo world. It started to take its shape naturally over time until I kind of ran out of ideas. At that point I was like, “Okay, I guess it’s a book.”

MJ: When you’re out on these road trips, do you still see reverberations from 9/11 in the country?

PVA: Constantly. You find them in them most unexpected places, like graffiti on a wall. Sometimes it’s a faded picture; sometimes it’s a newspaper tacked to a wall. Sometimes it’s weird paraphernalia related to it, home constructed paraphernalia. It resonates through society and continues to resonate today. The travel ban that was imposed by the administration is a very direct reverberation of 9/11. Even though most people were disconnected from it, the moment amplified a fairly massive and somewhat irrational fear that exists in the populace at large. And I think a lot of the work I’ve done and a lot of the work I’m going to do in the future still ties to 9/11 and the fallout from it.

MJ: In the text you’ve written for both Disco Night September 11 and Buzzing at the Sill, you are introspective about covering war. Do you still cover conflict?

PVA: I am still covering conflict to some degree. I was back in Iraq last year for the next book I’m working on. I’ve covered quite a bit of the Israel and Palestine conflict in the last five years for another book I’m working on. But I’m not doing it with the kind of intensity I was before and I’m not seeking out the front line and the kind danger that comes with being at the edge of the war the way I used to. It just kind of ran its course for me. For a long time I could justify doing it to myself, no matter how irrational it was. It was important to me and my work. And I just don’t feel it in the same way any more. When it comes up and it’s important to me, I’ll do it, but more out of sense of duty than desire—which used to be a big part of it.

MJ: When we started talking, you mentioned that Buzzing at the Sill reflects the times, the current situation in America. Can you explain what you meant?

PVA: It deals with the margins of America, a lot of parts unseen. Well, parts that are seen and familiar to a lot of the populace, but unseen when it comes to the parameters of what mainstream news and popular culture and Hollywood reflects. That kind of unease, that melancholy, is of course partly my interpretation, but partly, I think, it’s something that’s really there as well. It resonates with this moment and the sort of alienation from the power structure a lot of people feel, as well as a certain amount of desperation, in the hope of disrupting the power structure so they can live better lives. I think in those ways, it’s intimately connected to today.

Every five years, the government tries to tell Americans what to put in their bodies. Eat more vegetables. Dial back the fats. It’s all based on the best available science for leading a healthy life. But the best available science also has a lot to say about what those food choices do to the environment, and some researchers are peeved that new dietary recommendations released yesterday seem to utterly ignore that fact.

Broadly, the 2016-2020 dietary recommendations aim for balance: More veggies, leaner meats, try some fish! Oh, and eat way less sugar, no more than 10 percent of your total diet.

But Americans consume more calories per capita than almost any other country in the world. (Austria occasionally out-gorges the US.) So the things Americans eat have a huge impact on climate change. Soil tilling releases carbon dioxide, delivery vehicles burp exhaust, and cattle spend much of their life farting methane into the atmosphere before they end up medium rare and slathered in A-1. The government’s dietary guidelines could have done a lot to lower that climate cost. Not just because of the bully pulpit: The guidelines drive billions of dollars of food production through federal programs like school lunches and nutrition assistance for the needy.

On its own, plant and animal agriculture contributes 9 percent of all the country’s greenhouse gas emissions. That’s not counting the fuel burned in transportation, processing, refrigeration, and other waypoints between farm and belly. Red meats are among the biggest and most notorious emitters, but trucking a salad from California to Minnesota in January also carries a significant burden. And greenhouse gas emissions aren’t the whole story. “Food production is the largest user of fresh water, largest contributor to the loss of biodiversity, and a major contributor to using up natural resources,” says Miriam Nelson, director of the John Hancock Center on Physical Activity, Nutrition, and Obesity Prevention at Tufts University.

All of these points and more showed up in the Dietary Guidelines Advisory Committee’s scientific report, released last February. Nelson chaired the subcommittee in charge of sustainability for the report, and is disappointed that bullet points like eating less meat and buying local food aren’t in the final product. “Especially if you consider that eating less meat, especially red and processed, has health benefits,” she says.

So what happened? The official response—foreshadowed last October in a joint press release from the secretaries of Health and Human Services and the USDA—is that sustainability falls too far outside the guidelines’ official scope, which is to provide “nutritional and dietary information.” (A government spokesperson referred me back to that press release when I requested to speak with an official about the sustainability omission.)

Possibly the agencies in charge of drafting the decisions are too close to the industries they are supposed to regulate. “On one hand, the USDA is compiling dietary advice,” says David Wallinga, a physician and senior health officer with the National Resources Defense Council. “On the other, their clients are US agriculture companies.” To the USDA’s credit, the agency makes sizable investments in sustainable farming.

Minnesota did something really cool in 2007. As part of its Next Generation Energy Act, which aimed to reduce per capita fossil fuel use 15 percent by 2015, it effectively barred utilities from buying electricity from any fossil fuel–burning power plants built after July 2009 — unless the carbon emissions of those purchases were entirely offset.

In response, North Dakota, which gets a staggering 79 percent of its power from dirty coal, did something decidedly uncool. It sued its neighbor in 2011, claiming the air-cleansing and climate-protecting rule violated federal law because it limited interstate commerce.

And on Friday, a federal judge ruled in favor of North Dakota. The Minneapolis Star Tribune reports:

U.S. District Judge Susan Richard Nelson enjoined [Minnesota] from enforcing key sections of the law, which North Dakota coal and utility interests said hampered their ability to find buyers for power from existing coal-fired generating plants or to plan for new ones. …

Under Nelson’s order, Minnesota can’t enforce state restrictions on electricity imports from new power plants that increase greenhouse gases. No Minnesota utility has announced plans to do that. But the order, if upheld, could open the door to Minnesota utilities buying more coal-generated power from other states.

North Dakota’s attorney general described the ruling as a “complete victory.” Minnesota Gov. Mark Dayton (D) was decidedly less chipper — but he vowed to appeal.

“North Dakota operators propose to build new, coal-fired power-generating plants without offsetting emission reductions,” Dayton said. “Prevailing winds will carry those toxic emissions directly into Minnesota. That shameful practice should not be permitted by either the state or federal government.”

A big blow for Big Coal in Wisconsin

The Nelson Dewey coal plant along the Mississippi River will be shut down.

Wisconsinites will be breathing a lot easier after another coal-fired power plant is shuttered and two more are overhauled to reduce air pollution.

The coming improvements are courtesy of the EPA’s latest legal victory over polluting coal-plant operators. The EPA and the Sierra Club reached a settlement with Wisconsin Power and Light Company and other utilities following allegations of Clean Air Act violations.

From the Milwaukee Journal Sentinel:

Under the settlement, filed in federal court in Madison on Earth Day, the utilities will be assessed a civil penalty of $2.45 million for alleged violations of air pollution laws over the years. …

But the big-ticket item in the settlement is the nearly $1.2 billion the utilities are spending to keep the largest of the coal plants operating by adding more modern pollution controls. …

By agreeing to stop burning coal at the Nelson Dewey plant in Cassville and two of the three boilers in Sheboygan, that means 590 megawatts of coal will be retired, or the equivalent of one large modern coal plant.

Statewide, including other coal plant settlements, the Sierra Club estimates that over 1,500 megawatts of coal power have been retired, or about 17% of the state’s fleet of coal plants.

“Over the last several years, Wisconsin has effectively begun to transition away from our oldest, dirtiest sources of coal-powered electricity and made way for 21st-century clean energy technology,” said Jennifer Feyerherm, a Sierra Club organizer, in a statement. “Today’s settlement marks yet another victory for clean air and healthier Wisconsinites.”

The EPA says the new settlement agreement will save lives, prevent lung and heart disease, and reduce haze and acid rain. 

As David Roberts has explained, it’s not only pollution laws that are causing problems for coal in the U.S. Coal just isn’t as economical as it used to be. It’s cheaper to burn natural gas nowadays, and prices of solar and wind power have also been plummeting.

Too bad Wisconsin has been lagging behind in wind energy. Time to start ramping that up.

Avis buys Zipcar, delighting investors and unnerving customers

In 2011, Zipcar, the world’s largest car-sharing company, was valued at $1.2 billion, but it sold today to Avis for just shy of $500 million. If Zipcar’s shareholders approve the sale, it will likely become final in a few months.

“By combining with Zipcar, we will significantly increase our growth potential, both in the United States and internationally, and will position our company to better serve a greater variety of consumer and commercial transportation needs,” Avis Chair and CEO Ronald Nelson said in a statement.

Given the clear downward trend in American car owning and driving, it was only a matter of time until a big corporation got in the sharing game, and the easiest way to do that is always to eat one of the little guys and absorb its start-up life force. According to Nelson, the deal will mean more cars for Zipcar, especially on weekends when most of Avis’ fleet is sitting in parking lots. While Avis’ rivals Hertz and Enterprise started offering hourly rentals, Avis never did, so the acquisition presents a real expansion of services for the old-timey rental dealership.

It’s certainly got investors feeling good — Zipcar’s shares jumped more than 48 percent this morning on news of the deal.

But what about the people who actually use the car-sharing service? There are about 760,000 of them in the U.S. The Atlantic Cities considers other cases of corporations acquiring startups and wonders whether Avis will ruin Zipcar:

In some of these cases that means the end of a beloved service as we knew it. Other acquisitions have allowed the disruptor to flourish — under the thumb and bureaucracy of its new owner, but still. And sometimes even that part doesn’t go well, as we saw with HP’s acquisition of Autonomy, which not only wiped out HP’s profits but led to the unraveling of Autonomy, too. Even in that best case scenario, we have to consider all the possibilities that weren’t. What could the competition between the two companies have led to? We’ll never know. But we will have more than that sub-compact available for a weekend road trip.

So what if the sun does set on Zipcar? In recent years, car-on-demand services have become kind of standard — as mentioned above, Hertz and Enterprise are already offering hourly rentals. Most recently, Zipcar’s style of service has been eclipsed in excitement (if not yet in membership) by ride-on-demand services such as Sidecar and Lyft, which work more like taxis than car rentals, and by newer services like car2go, which don’t require reservations. And if Americans continue to lose interest not just in owning cars but in driving altogether, that would be good news for new ride-sharing services and the planet, but not so great for Avis and that $500 million.
