Fight over Puerto Rico funds puts Senate disaster aid package on hold

Because it’s a day that ends with y, the government is still balking at providing much-needed disaster aid to Puerto Rico. Two bipartisan disaster aid bills failed to make it out of the Senate this week over disputes about how much relief to give the U.S. territory, which is still recovering from the destruction wrought by Hurricane Maria nearly two years ago.

On Monday, senators took test votes on two competing measures. The Republican-led faction of the Senate pushed for a $13.45 billion legislation package, which included $600 million for the island’s Nutritional Assistance Program a.k.a food stamps. (Puerto Ricans living on the Caribbean island are four times more likely to be considered food insecure than people stateside.) Democrats thought the bill didn’t go far enough, instead opting to support a House-passed relief bill, which gives hundreds of millions of dollars more for Puerto Rico than the GOP version.

Each bill would have been a massive disaster aid package for victims of flooding, wildfires, tornadoes, and hurricanes across the country, not just aid for Puerto Rico. The Democratic version does not include funding for the historic flooding that swept through the Midwest in mid-March, as the measure was completed and passed in January before the spring storms, but Dems say they are open to adding it.

But neither piece of legislation got the green light to advance to a full floor vote, meaning disaster victims across the country are stuck waiting for much-needed aid. Delays have already led to Puerto Rico’s food stamp program being cut by 25 percent.

“It is the responsibility of the federal government to stand with all American communities in crisis, and we must do so now,” Vermont Senator Patrick Leahy, the top Democrat on the Appropriations Committee, told NPR. “The needs are pressing. The people are waiting.”

President “[I’m] the best thing to happen to Puerto Rico” is not helping the situation. He took to Twitter on Tuesday to blast (and grossly exaggerate) the amount of aid the federal government has already given to the island and (falsely) claim that Puerto Rico has received more disaster relief than many U.S. states.

The rant was very on-brand for the insult-hurling, paper towel-throwing president. Back in January, Trump reportedly told members of his staff that he doesn’t want “another single dollar” going to Puerto Rico in the wake of Hurricane Maria.

Will Congress leave the Colorado River high and dry?

Imagine this grim scenario: The drought that has plagued the Colorado River over the past two decades continues into 2021. The water level in Lake Mead drops precipitously, hitting the 1,075 feet mark — a critical threshold that triggers mandatory water restrictions — and then plunges further. The seven Western states that rely on the beleaguered river are forced to reduce the amount of water they draw, threatening water supplies for Phoenix, Las Vegas and other cities and forcing farmers to let thousands of acres lie fallow. Hydropower production at Hoover and Glen Canyon dams becomes impossible.

That may sound far-fetched, but it’s the picture representatives of the seven Colorado River basin states recently painted of what lies ahead if Congress didn’t authorize a drought plan the states put together for the river soon.

“The urgency is real because our system is stressed by warmer temperatures,” Colorado’s lead water official, James Eklund, told the House Natural Resources Committee last week. “When water resources are stressed in any river basin, our environments and people in poverty bear a disproportionate amount of the pain,” he said. “We really need you to, in order for us to control our own destiny, act now.”

It’s no exaggeration to say that the Colorado River is the lifeblood of the American West, a source of water for 40 million people and 5.5 million acres of farmland. But the river has been under enormous stress. Among the many problems: a long-running drought, ballooning demand for water as cities in the West grow, poor policies that incentivize water waste, bad underlying data that led water managers to believe the river held more water than it did, and, of course, warming temperatures.

After months of negotiations, the seven Colorado River basin states settled on a drought plan they can live with last month. Now, they’re asking Congress authorize the federal government to implement the plan. Senator Martha McSally and Congressman Raúl Grijalva, both from Arizona, introduced legislation on Tuesday to do just that.

Here’s a look at what’s at stake as well as other potential land mines that lie ahead.

So, how’d we get here?

To understand why the Colorado River is in the sorry state that it is today, you have to go back to 1922 when a compact was signed by the seven states — Arizona, California, Nevada, New Mexico, Colorado, Utah and Wyoming — that share the Colorado River’s water. At the time, the states believed that roughly 18 million acre-feet flowed through the Colorado. (One acre-feet is the amount of water needed to flood a one-acre field with a foot of water. It’s about 325,000 gallons.)

But that was based on surveys collected during an extremely wet period in the river’s history. More recent studies show that its river’s annual flow is about 15 million acre-feet. Since the states divvied up the water based on information gathered in an exceptionally wet year, states have rights to more water than is available in the river. It’s like promising 18 slices of pie when you only have 15.

This “structural deficit,” as it’s called, is a major underlying issue in managing the river. Add it to the fact that cities in the West have grown dramatically in the last few decades and that farmers dependent on the Colorado are growing thirsty crops like cotton and alfalfa in the desert, and you can see why there’s just not enough water to keep everybody happy.

What about climate change?

It’s making the situation worse. More than half of the decrease in water in the river is a result of warming temperatures, according to recent research. The snowpack in the Rockies that feeds the river has been dwindling, and rising temperatures mean more water evaporates from the river. The Bureau of Reclamation, the federal agency that manages water in the West, projects that as the planet continues to warm and demand for water increases, the imbalance between the water available and human need will grow to 3.2 million acre-feet by 2060. That’s more than all the water allocated to Arizona from the river at the moment.

So how does the drought plan help?

Lake Mead is a critical reservoir on the Colorado River that has the capacity to store the entire flow of the river for two years. If levels at Lake Mead sink to 1,075 feet, it will automatically trigger cuts to water use. Water managers have called this mandatory restriction “draconian” because it follows a set of laws that primarily cut off water users with newer water rights. There’ll be little room for compromise or trade offs. Lake Mead currently sits at 1,090 feet, and the Bureau of Reclamation has estimated that there is more than a 50 percent chance there will be a shortage in the lake in 2020.

The states are now trying to avoid that situation by voluntarily agreeing to use less water. California, Arizona and Nevada have agreed to decrease the amount they pull from the river by 400,000 to 600,000 acre-feet every year depending on how low water levels get at Lake Mead. An international treaty between the U.S. and Mexico also requires the U.S. to deliver 1.5 million acre-feet of water to Mexico. A separate agreement has been reached with Mexico to conserve water.

All this talk of compromise is at odds with the oft-repeated maxim in the water world that whiskey is for drinking and water is for fighting over. Researchers expect that as climate change strains water availability, conflict over shared water resources will increase.

But at the Congressional hearings last week, lawmakers and state water managers emphasized collaboration. “There was a point in time when the Colorado River was the most litigated river in the world,” said John Entsminger, general manager of the Southern Nevada Water Authority. “Since the 1990s, we’ve been a model on how you can come together as a region.”

That’s all fine and dandy. What could go wrong though?

Well, there’s one key player that’s not on board with the current plan. Imperial Irrigation District is a powerful interest in California politics. It’s one of the biggest irrigation districts in the country and the river’s largest single user. In January, the district upset the states’ drought plan when it demanded $400 million in state and federal funds for rehabilitation work in the Salton Sea — California’s biggest lake — in exchange for its commitment to cut water use. The Salton Sea has shrunk dramatically in recent years exposing a contaminated lake bed and threatening nearby communities with toxic dust.

Though the district had the support of powerful politicians, including Senator Dianne Feinstein, other water users in the state balked at the demand. In February, the Metropolitan Water District of Southern California, which supplies water to Los Angeles, stepped up and agreed to contribute IID’s share. That left IID with no role to play in the drought plan.

IID has issued strongly-worded statements claiming the Salton Sea issue is the “proving ground” for the drought plan and that by sidestepping the issue, water users on the Colorado are “just fooling themselves or have other agendas.” Representatives for the irrigation district were reportedly on Capitol Hill lobbying lawmakers last week.

What happens next?

The seven Colorado River states have set a deadline of April 22 for Congress to pass legislation signing off on their drought plan. What happens if they don’t? Mexico wouldn’t have to cut its water use in 2020 as promised.

In a press release, Patrick Tyrrell, Wyoming’s state engineer, said that the drought plan is an “indispensable bridge” until the states negotiate a longer-term solution. “With these plans, we have direction,” he said. “Without them, we face an uncertain future and increased risks.”

Ryanair’s budget flights could blow the E.U.’s carbon budget

“Europe’s Greenest Airline” just made the list of the top E.U. climate polluters, ranked 10th after nine coal plants. One of these things is not like the others?

The E.U.-commissioned study looked at major, measurable carbon sources like power plants, manufacturing companies, and airlines. This year’s study marks the first time that a non-coal plant has made it into the fabled top 10.

While the study showed total measured emissions fell 3.8 percent, Ryanair’s emissions rose 6.9 percent in 2018, and a whopping 49 percent over the past five years.

The Irish airline has its frequent flier customers to thank for its climb to carbon-emitting fame. Since its founding in 1984, Ryanair has worked hard to keep its costs as low as possible. This means $12 tickets from Dublin to Amsterdam, but it also includes hiring contract pilots, flying to secondary rather than main airports, and hidden fees, like charging for a second carry-on. Despite all this, Ryanair has quickly become the largest European airline, with over 2,400 flights daily.

To put things in perspective, the next airline company, EasyJet, doesn’t appear on the list until No. 31.

Still, the company claims to be “Europe’s greenest and cleanest airline,” despite its sizable carbon emissions and climate change-denying CEO.

What does this all mean for the E.U. going forward? The E.U. uses a cap-and-trade system to monitor and decrease carbon emissions, but aviation companies are privy to a large amount of untaxed emissions. So Ryanair and other airlines have been able to increase their carbon emissions dramatically over the past couple of  years with few economic consequences. Without any policy changes, E.U. airline carbon emissions are expected to grow 300 percent by 2050.

Kevin Anderson, a professor of energy and climate change at the University of Manchester, told The Guardian, “If we genuinely care for our children’s futures, we need to drive down the demand for aviation. This will require stringent regulations focusing on frequent fliers rather than those taking the occasional trip.”

How U.S. recycling is changing now that China won’t take it

“This facility is our version of Willy Wonka & the Chocolate Factory.”

That’s how Eileen Kao described Montgomery County, Maryland’s recycling center on a tour. Kao, who is chief of waste reduction and recycling in the county’s Department of Environmental Protection, pointed out how machines in the facility help sort recyclables. As she described how the machines worked, a magnet separated steel and tin cans into a storage silo while a shaker table collected pieces of glass that were too small to be sorted. Dozens of workers hand-sorted at certain steps along the process.

The county’s recycling center in Derwood, Maryland, processed more than 31,000 tons of commingled material and more than 45,000 tons of mixed paper last year. At this building, commingled material (bottles, cans, and containers) is sorted. Mixed paper, including cardboard, is sorted in another facility nearby.

Over recent months, news coverage has depicted China’s National Sword policy as a crisis for recycling in municipalities all over the United States. Since early 2018, China has banned many scrap materials and has not accepted others unless they meet an extremely strict contamination rate of 0.5 percent. (Contamination rates of U.S. recyclables before sorting vary from place to place, but can reach 25 percent or higher.) The decision reflects China’s desire to recycle more of its domestic waste. Previously, China had been the destination for about 40 percent of the United States’ paper, plastics, and other recyclables.

National Sword sent waves through the global recyclables market. The changes in China diverted many materials to Southeast Asian countries, whose ports were not prepared to receive them in such high volume. Thailand, Vietnam, and Malaysia have begun to enact their own restrictions.

Meanwhile, many municipal recycling programs in the United States have suffered. As of January, Philadelphia was sending half of the recyclables it collects straight to the incinerator. Minneapolis stopped accepting black plastics. Marysville, Michigan, will no longer accept eight of 11 categories of items (including glass, newspaper, and mixed paper) for curbside recycling, in order to cut costs. Deltona, Florida, stopped curbside pickup altogether.

Many recycling and solid-waste organizations, as well as the U.S. EPA, have dedicated resources and staff to “identify solutions to be able to help support recycling here in the U.S.,” according to Dylan de Thomas, vice president of industry collaboration at the Recycling Partnership, a nonprofit that gives grants to and works with communities to improve their recycling programs. The EPA, which has typically left leadership on recycling to local governments, held its first-ever recycling summit in November 2018.

While recycling centers have been closing down in some places, like in greater Birmingham, Alabama, and around California, programs elsewhere are stepping up their efforts to decrease contamination levels in the recycling bin by educating residents about their role in the recycling process. This emphasis on outreach suggests a heavier onus on citizens to stop tossing items absentmindedly into the bin, and start disposing of them in a more informed, deliberate way.

Take plastic bags, for example. Whereas most grocery chains accept plastic bags for recycling, most municipal recycling programs do not. Still, plastic bags are frequently found in recycling bins. The mistake is so pervasive that Washington, D.C., mailed postcards to residents instructing them not to put plastic bags in the recycling bin. (D.C. only prints two types of mailers each year for recycling, one an overview and another focused on a particular issue.)

D.C. also did a pilot program with the Recycling Partnership to provide curbside feedback for residents. On one route, staff left a note behind for residents who had plastic bags in their recycling bin. Another route was the control, and staff did not leave tags. The route that gave residents feedback in the form of tags saw a 19-percent drop in plastic bags over the course of two weeks. The control route? An increase in bags of 2 percent.

“What we’re suggesting … is being very strategic and consistent with your tagging,” said Cody Marshall, the Recycling Partnership’s chief community strategist officer. “You have to go to the same houses over and over again four to five times with the tagging messages to really have an impact.”

Systematic tagging is an important strategy in the toolbox, according to Marshall, because it’s a targeted intervention to decrease the high contamination levels plaguing many municipalities as they try to bring their bales of recyclables to market. Recycling programs in central Virginia, El Paso, Tampa Bay and Orange County, Florida, and Phoenix are all tracking the impact of tagging on contamination.

The need for systematic approaches to reduce contamination is clear. Even though Americans recycle more now than ever, they’re not always sure what their local recycling program accepts. Increasingly, those mistakes can be costly for municipalities that are trying to sell the recyclables in bales. And, of course, to ensure that even more materials don’t end up in the landfill or incinerator.

“Many Americans are either aspirational recyclers,” said David Biderman, the executive director and CEO of the Solid Waste Association of North America (SWANA), “or they’re confused recyclers. Just because it’s made of plastic doesn’t mean it can be recycled.”

What can and cannot be recycled, as well as how recyclables are separated, differs based on where you live. Montgomery County, for example, has a dual-stream model. Residents have to sort their recyclables into two groups: commingled materials (bottles, cans, and containers) and mixed paper (cardboard and paper). Under a single-stream approach, by contrast, residents throw all household recyclables into one bin, separate only from non-recyclable trash. D.C. has a single-stream system.

While dual-stream recycling allows the sorting process to begin before waste reaches the facility, single-stream recycling is convenient because people can put everything in the same bin. Between 2005 and 2014, the single-stream model went from being used by 29 percent of American communities to 80 percent, according to one survey. It may lead to people putting fuller bins out to be collected, but the uptake of single-stream recycling has also meant higher contamination rates.

Some communities are switching back to dual-stream in an attempt to bring down contamination. Otherwise, they’re hoping citizens can make better recycling decisions. Ecomaine, a nonprofit that processes recycling for more than 70 communities in Maine on a single-stream model, recently hired a new educator to inform residents about what’s recyclable, what’s not, and why.

“It has certainly been a tough year-and-a-half to two years,” said Ecomaine’s communications manager, Matt Grondin. “But in the end, that landfill storage is forever storage, and to abandon recycling programs for a year or two of a down market really is a short-sighted solution to a long-term problem.”

Back in Maryland, China’s policy hasn’t led Montgomery County to stop recycling anything. It continues to generate revenues from all the materials it recycles, Kao said, except mixed-color, broken glass, which it pays to recycle because it has little value. The county sells the majority of its bales domestically. In fact, one silver lining to China’s crackdown is a growing domestic market in the United States. More than a dozen North American paper mills have announced new capacity to process recycled paper, although it will be a few years before all of it comes online.

In any case, there are strategies that local programs can use, either separately or in combination, to find their way back to health and continue recycling waste. China’s policy change may not represent the much-feared “end of recycling” in the United States so much as an inflection point.

Burger King’s ‘Impossible Whopper’ is 0% meat and 100% real

Burger King, the fast-food giant known for meaty excess, has announced it intends to pilot a fully vegetarian, beef-free version of its classic Whopper.

The company announced on Monday that it will test out plant-based patties from startup Impossible Foods starting with stores in the St. Louis, Missouri area. And thank the flame-broiled Gods, this does not appear to be an April Fool’s Joke. The chain already offers a meatless patty in the form of the MorningStar Farms Garden Veggie Patty, which is made from vegetables and grains. But the more meat-like Impossible Whopper represents a promotion for vegetarian options from sub-in to front-of-brand star.

Fernando Machado, Burger King’s chief marketing officer, told the New York Times of the new Impossible Whopper that even fans who know the traditional beef Whopper inside and out “struggle to differentiate which one is which.”

Plant-based meat substitutes have been gaining popularity as people have become more aware and focused on the environmental woes associated with standard animal-based food systems. Plus, health-conscious customers may be drawn to plant-based options because of their lower cholesterol and calorie counts.

Burger King is the biggest fast-food company to launch a vegetarian-friendly burger option to date, but it’s far from the first. In January, Carl’s Jr. started offering a meatless “Beyond Meat” option at more than 1,000 locations. And the mostly Midwest-based chain White Castle (of Harold and Kumar fame) has been offering a meatless “Impossible Slider” at their nearly 380 locations since September of last year.

Burger King’s “whopper” of a contribution to the meatless fast food landscape is, at least for now, still theoretical. The Impossible Whopper will only be tested in 59 of the company’s approximately 7,200 locations, with plans for broader rollout in the future if the trial goes well.

One potential barrier to the Impossible Whopper’s success is its price tag: the meatless burger will cost about a dollar more than its meaty namesake. But according to Burger King’s North America president Christopher Finazzo, research shows consumers are willing to pay more for the plant-based burger.

And as Impossible Foods gets deeper into the fast food game, it’s possible prices for the popular, plant-based patties could drop.

“Burger King represents a different scale,” Impossible Foods COO and CFO David Lee told CNN. “The only thing we need to be affordable and at scale versus the incumbent commodity business is time and size.”

Climate change could push tropical diseases to Alaska, according to a new study

Nearly a billion people could be newly at risk of tropical diseases like dengue fever and Zika as climate change shifts the range of mosquitoes, according to a new study.

Since the life cycle of mosquitoes is temperature sensitive, scientists have long been concerned about how their prevalence might spread as the world continues to warm. The study is one of the first to examine in detail how that might happen by using an overlap of two disease-carrying mosquitoes’ range and projected monthly temperature changes under a variety of future warming scenarios.

In the most extreme scenario of more than 4 degrees C (7.2 degrees F) warming by 2080, certain tropical disease-carrying species of mosquitoes currently found only seasonally in the U.S. South and southern Europe could greatly expand their range, as far north as Alaska and northern Finland — north of the Arctic Circle. That would force a redefinition of the term “tropical” diseases.

The sheer enormity of people who could be exposed gave the lead author pause. “It’s rather shocking,” said Sadie Ryan, a disease ecologist at the University of Florida’s Emerging Pathogens Institute, in an interview with Grist.

In Europe alone, the number of people exposed to the dengue-carrying Aedes egypti and Aedes albopictus mosquitoes could roughly double within the next 30 years. In currently warm climates like the Caribbean, West Africa, and Southeast Asia, tropical disease incedence could actually decrease as those climates become so warm that they “exceed the upper thermal limits for transmission.” In other words: It will be too hot for the mosquitoes to effectively carry dengue.

On the whole, “climate change will dramatically increase the potential for expansion and intensification of Aedes-borne virus transmission,” according to the study.

“Climate change is one of the biggest threats to global health,” Ryan said. “There are many more vector-borne diseases out there that are temperature sensitive.” Ryan also cautioned that mosquitoes, ticks, bark beetles, and invasive fungus threaten animals and plants as well as human health, and climate change is making many of them worse.

Malaria, which was not considered in this study, already affects nearly half of the world’s population, according to the World Health Organization, killing more than 400,000 people each year — one of the leading causes of death for children in Africa. Previous studies have shown that hundreds of millions of people could be newly exposed to malaria by the end of the century, which is carried by a different species of mosquito. Dengue is one of the most common tropical diseases, but it is far less deadly than malaria — out of 100 million infections, it causes about 22,000 deaths each year.

According to the work from Ryan and her colleagues, Europe could be hardest hit because it sits on the leading edge of where mosquitoes can now survive. The worst-case scenario that Ryan and her colleagues explore is actually worse than business-as-usual — it’s a world where civilization doubles down on fossil fuels and planetary systems cause the world to heat beyond the 3.4 degrees C (6.1 degrees F) currently projected.

Ryan said her results should send a clear message to public health departments to boost their budgets in preparation.

There are countless reasons to be scared of climate change, and invading mosquitos might be one of the most tangible. Still, Ryan points out that it’d probably be among the least of our worries — sea-level rise, food shortages, mass migration, and financial collapse would probably pose a much greater risk to civilization.

The Crop Trust — the organization tasked by the U.N. with preserving the world’s diversity of crops — has a slippery problem on its hands. Its most important effort, a global seed vault, is buried in an abandoned coal mine in the Svalbard archipelago, a chain of Norweigan islands several hundred miles from the North Pole. Kept at an icy 18 degrees C year-round, and insulated by layers of thick rock and permafrost, the seed tomb holds 968,000 varieties of crops and has the capacity to store 2.5 billion individual seeds.

The Crop Trust says “the Vault is in an ideal location for long-term seed storage,” in part because the surrounding permafrost provides a “cost effective and fail-safe method to conserve seeds.” There’s just one problem: Rising temperatures are melting that critical permafrost, jeopardizing the doomsday vault, the towns in the archipelago, and humanity as a whole.

A researcher at the Norwegian Meteorological Institute recently told CNN that Longyearbyen, the capital of Svalbard, “is probably warming faster than in any other town on Earth.”

A report published earlier this year by the Norwegian Center for Climate Services shows that the climate in Svalbard is going to change drastically by the year 2100. If humanity continues emitting greenhouse gases business-as-usual, Svalbard is looking at an annual air temperature increase of 10 degrees C (18 degrees F). Even under a medium emissions scenario where greenhouse gases are reduced, it could still see 7 degrees C (12.6 degrees F) of warming. Climate change is projected to increase rainfall in the region by as much as 65 percent by the end of the century, in addition to making avalanches and landslides more frequent.

Norway already committed to spending $13 million to upgrade the facility early last year after melted permafrost threatened to leak into the vault. New additions to the structure will include a concrete tunnel, backup power sources, and refrigeration. But after a frighteningly warm Arctic winter season this year, who knows how much more money will need to be spent to safeguard the vault against the myriad threats posed by climate change.

If the world is going to avoid the worst impacts of climate change, we need to halve greenhouse gas emissions by 2030. Last year, we took another lurching step toward planetary catastrophe.

Demand for coal, oil, and natural gas hit new all-time highs in 2018, according to a worrying new report from the International Energy Agency, an intergovernmental organization that compiles statistics on global energy use.

IEA data released on Monday show that nearly every major economy on Earth boosted its use of polluting energy sources. Continuing on like this amounts to knowingly sentencing the world to an unlivable future.

The report provides further evidence that the world’s two biggest emitters, the United States and China, are choosing to switch from coal to natural gas, not coal to renewables. While natural gas is often touted as being lower in CO2 emissions than coal, it still releases plenty of CO2 as well as methane — an even more powerful greenhouse gas. The move could lock in decades of emissions.

In Asia, coal demand itself also continued to grow. In China and India, 2018’s growth came from coal power plants that are only 12 years old on average (coal plants typically last about 40 years). Although coal demand continued to drop in the U.S., natural gas consumption surged to its highest level since record-keeping began 46 years ago.

Despite strong growth from wind, solar, and nuclear, carbon-free sources accounted for just one-third of the world’s new energy in 2018, meaning fossil fuels remain firmly dominant.

For the most part, humanity’s growing demand for energy still means a growing demand for fossil fuels. Europe was the only region in the world that managed to stabilize its total energy demand through expanded use of renewable energy.

China added more than six times the amount of renewable energy to its grid than the United States did — but even that is nowhere near enough to offset continued investment in fossil fuels.

The IEA also said that efforts to improve energy efficiency failed to offset global economic growth. Society’s basic energy challenge is to simultaneously build huge amounts of carbon-free energy sources and radically boost efficiency. Energy efficiency is normally responsible for a huge offsetting of growth, but it fell last year due to the combination of ineffective and poorly enforced policies. In other circles, the idea of abandoning economic growth entirely is gaining steam.

There is a huge gap between global climate policy and the urgent demands placed on leaders by the bare truths of climate science: On our current pace, with current policies, the world will warm by about 3.3 degrees C this century — roughly in-line with the worst-case scenario, according to climate scientists.

It doesn’t have to be this way. A new research report from a clean-energy policy think tank found that solar and wind have become so cheap in the United States that it’s more cost-effective to immediately tear down and replace 74 percent of the country’s coal-fired power plants than to continue fueling them. That poses an important question to utilities and elected officials: What, exactly, are you waiting for?
