“Maybe it’s just me,” tweets Blake Hounshell, “but open warfare between Ukraine and Russia seems like a BFD.”

Yes indeed. As it happens, we’re not quite at the stage of open warfare yet, but we sure seem to be getting mighty close. Remember that Russian “aid convoy” that everyone was so suspicious of? Well, it turns out to be….pretty suspicious. BBC reporter Steve Rosenberg says that upon inspection, many of the 280 trucks turned out to be “almost empty.” Yesterday we received reports of a column of Russian military vehicles crossing the border into Ukraine as the aid convoy idled nearby, and that was confirmed by NATO earlier today. A little later, Ukrainian President Petro Poroshenko announced that Ukraine had destroyed “the majority” of the column.

In one sense, this is nothing new. Ukraine has been saying for months that Moscow is backing pro-Russian separatists in eastern Ukraine, and more recently Ukraine began an aggressive fighting to expel them. Still, this does appear to be an escalation. Between the mysterious aid convoy and the military column that may or may not have been largely destroyed by Ukrainian forces, warfare is indeed becoming a little more open every day.

All new technology, no matter how innovative, arrives in a world of pre-existing laws and regulations. But not all technology catches the same breaks. A company like Lyft or Uber can do its thing right out there in the open for a surprisingly long time, despite being — essentially — appified versions of such already-illegal innovations as dollar vans and jitneys.

By comparison, solar energy, despite having made leaps and bounds both technologically and finance-wise, can’t show up at the block party without bringing down a lawsuit, a law, or some kind of extra fee.

Yet those impediments, intentional and unintentional, are beginning to remove themselves. A decision this week by the Building Code Council in Washington state is a prime example.

Until now, the process of legally installing solar panels on a building in Washington has been what it is in most of the U.S.: while there are state and national building codes, each county enforces them differently. What this meant was that the process of putting in solar ranged from the very simple (a solar panel installation was seen as the equivalent of putting on an extra layer of shingles)  to the complicated and prolonged (any installation, no matter how much of a no-brainer, required a full set of plans, signed by a licensed structural engineer, which added between $800-$2,500 to the final bill.) Solar installers were spending a lot of time learning about how permits were handled from county to county, and avoiding some areas altogether because the  process was so daunting.

Then this April, Washington Gov. Jay Inslee issued an executive order to deal with carbon emissions — and that order paved the way for the standardization and simplification of solar permitting. It was a surprisingly agreeable process, says Mia Devine, a project manager at Northwest Solar Communities, a coalition that helped with the rule changes. “The mandate of the governor’s office really made people pay attention. It actually passed unanimously.”

This whole “actually making it easy to put in solar” thing is still fairly rare, but the idea of having simpler rules seems like a popular one. In the coming months, expect to see more of these attempts to make rules around solar easier to navigate. It won’t be the wild west of the Silicon Valley startup world, but it’s shaping up to be a lot more open than it is today.

Target Officially Rejects Assault Weapons in Its Stores

A month after images first surfaced of pro-gun activists flaunting semiautomatic rifles at Target stores, the retailer has become the latest US company to officially reject firearms in its outlets.

“Our approach has always been to follow local laws, and of course, we will continue to do so,” Target said in a statement Wednesday. “But starting today we will also respectfully request that guests not bring firearms to Target—even in communities where it is permitted by law.”

The move follows weeks of pressure from Moms Demand Action for Gun Sense in America, which used social media, online petitions, and protests at Target stores to call for such a change.

Still reeling from its disastrous failure to secure customers’ personal data, Target leaders “were really nervous” after the gun issue emerged, a person with direct knowledge of the company’s discussions about it told me. “This was the last thing they needed.” Still, the company endured weeks of negative attention on the issue, even as Texas authorities and one of Target’s corporate strategic partners made clear that Target was trying to stop the guns from coming in.

Target joins a growing list of corporations—including Starbucks, Jack in the Box, Chipotle, Sonic, and Chili’s—that have reacted to demonstrations by open-carry activists by announcing that they don’t want people carrying guns on their premises.

Whether open-carry activists will comply with Target’s request appears to be an open question. One of the first to comment on Target’s posted statement was Kory Watkins—a leader of a Texas open-carry group that’s conducted provocative demonstrations, used disturbing intimidation tactics against women, and harassed a Marine veteran—who said he plans to pack heat at Target “today and tomorrow and whatever days I want.”

Carrying rifles on display in public is legal in Texas, although regulations governing Target’s sale of alcoholic beverages forbid guns on their premises, and armed patrons who don’t leave upon request could be subject to criminal trespassing charges, according to the Texas Alcoholic Beverage Commission.

Latest Gallup Numbers Confirm 10-12 Million Newly Insured Under Obamacare

Gallup’s latest poll number for the uninsured is out, and it’s stabilized now that the open enrollment period for Obamacare has ended. It was 13.4 percent in April and it’s 13.4 percent in May:

The fact that the rate stabilized provides some confidence in Gallup’s polling, since that’s what should have happened once open enrollment ended. This is a drop of about 4 percentage points from the 2011-12 baseline, and represents about 10 million newly insured—a figure that’s been confirmed elsewhere and now seems like a pretty good estimate. Add to this the number of children and sub-26ers who are newly insured, and you’re probably up to 12-13 million who are newly insured under Obamacare. Some of this comes from people buying insurance through the exchanges; some comes from Medicaid signups; and some comes from people signing up for insurance at work thanks to the individual mandate.

It’s possible that other estimates will upend this number over the next few months, but I doubt it. This is probably about what we got from Obamacare. It’s up to you to decide if you think it’s worth the price.

Tom’s Kitchen: Fried-Egg Taco With Fried Snap Peas and Radish Flowers

To garden is to accept chaos. Soil, seeds, weather, fauna—these are just a few factors that interact in complex and unpredictable ways, generating results we can influence but ultimately can’t control. Add the frailty of human judgment to the mix, and gardening is a kind of crapshoot. For the kitchen gardener, when the harvest disappoints, you have to react creatively—in short, to turn your errata into something delicious to eat.

This spring here in Austin, we planted snap peas too late. The tendrils gamely snaked their way up their trellises, but by the time the plants flowered, the weather had become too hot for the buds to set much in the way of fruit. Something similar happened with the radishes, planted on the same late date: They grew robust tops, but very few of them had sufficient time to develop full root bulbs before the heat set in. Harvesting them became a low-odds gamble: for every four you picked, just one presented a crunchy, spicy red orb. The other three showed a spindly root, earning a trip straight to the compost pile.

Well, not always. For a couple of weeks, the radish tops have been so green and healthy that I’ve been sautéing them like I do kale or chard. They cook fast and have a pungent flavor, easing the sting of the largely failed root harvest. Then the remaining radish tops went to seed and sprouted pretty purple flowers. When I snapped off a bud and tasted it (in the garden as in the kitchen, one should Always Be Tasting), I found it peppery, reminiscent of mustard greens (a related plant) and tender. And so, another unexpected harvest—for several days, I’d go out to snip a few to add, chopped, to salads.

Finally this weekend, the time came to pull out the lingering spring garden, removing the pea and radish plants from the garden to make way for new crops. (I put in a second round of tomatoes, hot peppers, melons, and cucumbers.) As I uprooted the pea shoots, I noticed a few more remaining snap peas than I expected. I tasted one. It delivered a burst of sweetness and the bright flavor that I can only describe as “green”—the thing that makes sugar snap peas maybe the most beloved spring vegetable. The problem: The pod had become slightly wizened in the hot sun, a bit too fibrous and impossible to chew all the way. Nothing that a bit of cooking won’t fix, I noted as I snatched a couple of handfuls worth of delicious-but-tough snap peas out of the foliage.

Then I snipped all the remaining flowers from the radish plants before yanking them, too. Among the roots, I collected more keepers than I had expected. I immediately brought my motley treasure into the kitchen for a quick breakfast. (Note: these ingredients would also work well in a stir fry or a pasta.) Of course, you probably don’t have access to aged snap peas or radish flowers; but if you garden, I bet there are some exciting flavors lurking out there in odd places, waiting to be liberated.

Fried-Egg Taco With Fried Snap Peas and Radish Flowers

Makes 1 taco

1 radish, chopped (garnish)

1 clove of garlic, crushed, peeled, and chopped fine
A good handful of slightly tough sugar snap peas, stem ends removed, and chopped coarsely
A good handful of radish (or other brassica) flowers, chopped coarsely
Olive oil
Sea salt
A pinch of crushed chili pepper
Black pepper
Red chili pepper

1 quarter-inch slice of butter (cut from a stick of it)
1 egg
Sea salt
Black pepper
A pinch of crushed chili pepper

1 tortilla (I use whole-what ones from Margarita’s Tortilla Factory of Austin)

Heat a cast-iron or other heavy-bottomed skillet over medium flame. Add enough olive oil to cover the bottom and stir in the garlic, the chili pepper, a pinch of salt, and a grind of pepper. Stir for a minute, being careful not to let the garlic burn. Add the snap peas and toss, cooking them for a minute or two. Add the radish flowers. Cook, tossing and stirring, until the snap peas are tender (they should retain a decent crunch). Marvel at the interplay between the sweet peas and the mustardy radish flowers.

Meanwhile, place a small skillet over medium heat and add the butter. When it has melted, swirl the pan to coat. Let the pan get good and hot. Crack an egg and add it to the pan. Give it a dusting of salt, black pepper, and chile pepper. Turn heat to low and cook until whites are fully set. Flip the egg and cook to desired doneness (I like the yolk to be a little runny.

Meanwhile, heat the tortilla in yet another small skillet or comal (or over the open flame of a gas burner) over medium heat, flipping it to brown on both sides.

Assemble the taco: Slip the fried egg into the folded tortilla and enough of the radish-flower/snap pea mixture to fill it. Serve the remainder on the side. Garnish with the chopped radish.

Most Americans Have No Clue How Health Insurance Works in America

EBRI has released its annual workplace benefits survey, and for the most part it’s a triumph of status quo bias. Most people are fairly satisfied with their benefits and not especially eager for change. But there’s one particular question that produced a different response. Here it is:

I’m scratching my head a bit over this. The thing is, employer health insurance is the gold standard of American health insurance. Sure, every year employee cost sharing rises and copays go up, but it’s still great compared to nearly all individual plans. Deductibles are small and out-of-pocket maxes are low. Plus it’s nontaxable. If you have a choice between employer insurance and individual health insurance, about 99 percent of the time you’d be crazy not to take the employer plan.

And yet, 66 percent (!) of respondents wanted to go out and choose a plan on the open market and then get reimbursed in one way or another. The only thing I can figure is that this demonstrates just how little most people know about health insurance. They have no idea that the full value of employer health insurance is free of income tax, which makes it a great deal compared to spending your own money. Nor, as so many people are suddenly discovering about Obamacare, do they realize that individual plans usually have large deductibles and stratospheric out-of-pocket maxes. For those reasons, buying an individual plan on the open market and then getting reimbursed for it is almost certainly a losing proposition.

Maybe I’m missing something here, and people understood the question differently than me. But on the surface, this sure seems to indicate that most Americans simply have no clue about how health insurance works in this country.

Whole Foods to label frankenfoods by 2018

Out of the pure goodness of its big corporate heart, Whole Foods wants you to know if there are any GMOs in your $8 kombucha and $30 take-out salad.

Several states are kicking around proposals to require labels on genetically modified foods, but the (w)holier-than-thou natural foods giant waits for no government! It will wait for its suppliers, though. Whole Foods announced today that, by 2018, it will require genetically modified foods be labeled as such.

“We are as excited about this announcement as we are dedicated to supporting transparency and our customers’ right to know what’s in their food,” read the statement from Whole Foods co-CEO Walter Robb and COO A.C. Gallo. “By 2018, we will require our supplier partners to label products containing GMO ingredients, and we will work in collaboration with them as they transition to sourcing non-GMO ingredients or to clearly labeling products with ingredients containing GMOs.”

Here’s Robb reading more Whole Foods PR off a teleprompter. (Also, when I think Whole Foods offices I think earth tones, not hot pink, but that’s not a judgment.)

“We are the first national grocery chain to set a deadline for full GMO transparency,” the statement reads. But the announcement comes on the heels of rumblings that its food culture foil and market dominator Walmart has been kind of on the same trip. Lately even Monsanto is kind of open to the idea of GMO labels. Are these really proactive policies, or are companies just seeing the writing on the wall and the legislation to come?

Either way, cool moves, Whole Foods. But I still kind of hate you, John “Crazy Eyes” “What’s the Big Deal About Climate Change?” “Unchecked Capitalism Rocks” Mackey.
