Donald Trump Wants to Model His Immigration Plan After Something Called "Operation Wetback"

At Tuesday night’s debate, Ohio Gov. John Kasich ripped into Donald Trump about his plan to deport 11 million immigrants should he become president. “Come on folks,” he said, exasperated. “We all know you can’t pick them up and ship them back across the border. It’s a silly argument. It’s not an adult argument. It makes no sense!”

In response, Trump invoked historical precedent: “Let me just tell you that Dwight Eisenhower. Good president. Great president. People liked him. I liked him. I Like Ike, right? The expression, ‘I like Ike.’ Moved 1.5 million illegal immigrants out of this country. Moved them just beyond the border, they came back. Moved them again beyond the border, they came back. Didn’t like it. Moved ’em waaaay south, they never came back. Dwight Eisenhower. You don’t get nicer, you don’t get friendlier. They moved 1.5 million people out. We have no choice. We. Have. No. Choice.” (You can see video of the entire exchange above.)

The Eisenhower program Trump was referring to, if not by name, was called “Operation Wetback.” Implemented by President Dwight Eisenhower in the 1950s, the program was frighteningly simple: round up undocumented immigrants and drop them off in Mexico by the busload. The more obscure the location, the better. Dozens of the operation’s deportees died. The program was initiated by then-Attorney General Herbert Brownell Jr., who ordered his officers to shoot “wetbacks” trying to enter America. Ultimately, it wasn’t even as successful as Trump claims: Some researchers consider the 1.5 million-deported figure to be highly exaggerated.

Before It Cried Conspiracy, the Paul Camp Quietly Prepared for Today’s Indictments

Just hours after three Rand Paul associates were indicted on federal charges that they worked to cover up an attempt to buy an Iowa state senator’s endorsement for the 2012 Ron Paul campaign, the Paul camp is claiming that the indictments are timed to trip up the Kentucky senator on the eve of the first GOP presidential debate. All three men were involved with the 2012 Paul campaign, but have worked for the family for years, including to help get Rand Paul elected.

Shortly after the indictments were announced, Ron Paul issued a statement, saying, “I think the timing of this indictment is highly suspicious given the fact that the first primary debate is tomorrow.” Roscoe Howard, the attorney for Paul’s grandson-in-law Jesse Benton, one of the three men who were indicted and the head of a pro-Rand Paul super-PAC that is currently paying for 40 field staffers in Iowa, echoed the sentiment to the Washington Post:

“We are deeply disappointed to learn of today’s indictment by the Department of Justice,” said Howard. “Jesse Benton, a prominent conservative Republican, has cooperated with the government during its multi-year investigation. That this indictment is now suddenly announced on the eve of the first Republican Presidential debate strongly supports our belief that this is a politically motivated prosecution designed to serve a political agenda, not to achieve justice. Mr. Benton is eager to get before an impartial judge and jury who will quickly recognize this for what he believes it is: Character assassination for political gain.”

But how unexpected was this move?

First of all, the Ron Paul 2012 campaign has spent more than $434,000 on legal bills since last summer. The fees suddenly spiked around the end of July 2014, a period that, according to today’s indictment, involved meetings between Benton and federal investigators. Another of the indicted men, John Tate, who also works for the same pro-Rand Paul super-PAC, also met with federal investigators last July. The following month, a grand jury subpoenaed emails from many members of the Paul campaign. The subpoena, which was publicly leaked, listed the email accounts of all three men, as well as that of Ron Paul himself, as targets of the investigation.

Earlier this month, Eugene Delgaudio, a political activist from northern Virginia who is a friend of the third man indicted today, Dimitri Kesari, circulated an email soliciting donations for a legal defense fund for Kesari. Kesari established the fund, a nonprofit called Defenders of Liberty Legal Defense Foundation in Colorado, this past February. There are also links between Paul’s campaign and Kesari’s attorney. When Kesari appeared in court this morning in Iowa, he was represented by attorney Jesse Binnall. According to campaign filings, the Ron Paul campaign paid Binnall’s firm $20,000 on December 29, 2014 and again on Feb. 4. On June 12 of this year the campaign also wrote a $2,800 check for the firm representing Benton.

People familiar with the way the Department of Justice’s Public Integrity Section pursues indictments said it was unlikely there would not have been extensive contact between prosecutors and lawyers of the accused and an awareness that charges were coming. It is not uncommon for defense attorneys to have an opportunity before an indictment is handed down to appeal the decision to higher-ups within the Department of Justice. All evidence suggests that the indictments were hardly a surprise sprung on the Paul camp during the frantic final preparation for Thursday’s debate.

7 Reasons America Is Stuck in Never-Ending War

It was launched immediately after the 9/11 attacks, when I was still in the military, and almost immediately became known as the Global War on Terror, or GWOT. Pentagon insiders called it “the long war,” an open-ended, perhaps unending, conflict against nations and terror networks mainly of a radical Islamist bent. It saw the revival of counterinsurgency doctrine, buried in the aftermath of defeat in Vietnam, and a reinterpretation of that disaster as well. Over the years, its chief characteristic became ever clearer: a “Groundhog Day” kind of repetition. Just when you thought it was over (Iraq, Afghanistan), just after victory (of a sort) was declared, it began again. Now, as we find ourselves enmeshed in Iraq War 3.0, what better way to memorialize the post-9/11 American way of war than through repetition. Back in July 2010, I wrote an article for TomDispatch on the seven reasons why America can’t stop making war. More than four years later, with the war on terror still ongoing, with the mission eternally unaccomplished, here’s a fresh take on the top seven reasons why never-ending war is the new normal in America. In this sequel, I make only one promise: no declarations of victory (and mark it on your calendars, I’m planning to be back with seven new reasons in 2019).

1. The privatization of war: The US military’s recourse to private contractors has strengthened the profit motive for war-making and prolonged wars as well. Unlike the citizen-soldiers of past eras, the mobilized warrior corporations of America’s new mercenary moment—the Halliburton/KBRs (nearly $40 billion in contracts for the Iraq War alone), the DynCorps ($4.1 billion to train 150,000 Iraqi police), and the Blackwater/Xe/Academis ($1.3 billion in Iraq, along with boatloads of controversy)—have no incentive to demobilize. Like most corporations, their business model is based on profit through growth, and growth is most rapid when wars and preparations for more of them are the favored options in Washington.

“Freedom isn’t free,” as a popular conservative bumper sticker puts it, and neither is war. My father liked the saying, “He who pays the piper calls the tune,” and today’s mercenary corporations have been calling for a lot of military marches piping in $138 billion in contracts for Iraq alone, according to the Financial Times. And if you think that the privatization of war must at least reduce government waste, think again: the Commission on Wartime Contracting in Iraq and Afghanistan estimated in 2011 that fraud, waste, and abuse accounted for up to $60 billion of the money spent in Iraq alone.

To corral American-style war, the mercenaries must be defanged or deflated. European rulers learned this the hard way during the Thirty Years’ War of the seventeenth century. At that time, powerful mercenary captains like Albrecht von Wallenstein ran amok. Only Wallenstein’s assassination and the assertion of near absolutist powers by monarchs bent on curbing war before they went bankrupt finally brought the mercenaries to heel, a victory as hard won as it was essential to Europe’s survival and eventual expansion. (Europeans then exported their wars to foreign shores, but that’s another story.)

2. The embrace of the national security state by both major parties: Jimmy Carter was the last president to attempt to exercise any kind of control over the national security state. A former Navy nuclear engineer who had served under the demanding Admiral Hyman Rickover, Carter cancelled the B-1 bomber and fought for a US foreign policy based on human rights. Widely pilloried for talking about nuclear war with his young daughter Amy, Carter was further attacked for being “weak” on defense. His defeat by Ronald Reagan in 1980 inaugurated 12 years of dominance by Republican presidents that opened the financial floodgates for the Department of Defense. That taught Bill Clinton and the Democratic Leadership Council a lesson when it came to the wisdom of wrapping the national security state in a welcoming embrace, which they did, however uncomfortably. This expedient turn to the right by the Democrats in the Clinton years served as a temporary booster shot when it came to charges of being “soft” on defense—until Republicans upped the ante by going “all-in” on military crusades in the aftermath of 9/11.

It was October 2012. Roei Elkabetz, a brigadier general for the Israel Defense Forces (IDF), was explaining his country’s border policing strategies. In his PowerPoint presentation, a photo of the enclosure wall that isolates the Gaza Strip from Israel clicked onscreen. “We have learned lots from Gaza,” he told the audience. “It’s a great laboratory.”

Elkabetz was speaking at a border technology conference and fair surrounded by a dazzling display of technology—the components of his boundary-building lab. There were surveillance balloons with high-powered cameras floating over a desert-camouflaged armored vehicle made by Lockheed Martin. There were seismic sensor systems used to detect the movement of people and other wonders of the modern border-policing world. Around Elkabetz, you could see vivid examples of where the future of such policing was heading, as imagined not by a dystopian science fiction writer but by some of the top corporate techno-innovators on the planet.

Swimming in a sea of border security, the brigadier general was, however, not surrounded by the Mediterranean but by a parched West Texas landscape. He was in El Paso, a 10-minute walk from the wall that separates the United States from Mexico.

Just a few more minutes on foot and Elkabetz could have watched green-striped US Border Patrol vehicles inching along the trickling Rio Grande in front of Ciudad Juarez, one of Mexico’s largest cities filled with US factories and the dead of that country’s drug wars. The Border Patrol agents whom the general might have spotted were then being up-armored with a lethal combination of surveillance technologies, military hardware, assault rifles, helicopters, and drones. This once-peaceful place was being transformed into what Timothy Dunn, in his book The Militarization of the US Mexico Border, terms a state of “low-intensity warfare.”

The Border Surge

On November 20, 2014, President Obama announced a series of executive actions on immigration reform. Addressing the American people, he referred to bipartisan immigration legislation passed by the Senate in June 2013 that would, among other things, further up-armor the same landscape in what’s been termed—in language adopted from recent US war zones—a “border surge.” The president bemoaned the fact that the bill had been stalled in the House of Representatives, hailing it as a “compromise” that “reflected common sense.” It would, he pointed out, “have doubled the number of Border Patrol agents, while giving undocumented immigrants a pathway to citizenship.”
