Paul Ryan will apparently be making a Shermanesque statement about an hour from now:

Ryan…has arranged a hastily called 3:15 p.m. press conference inside the Republican National Committee. Advisers say he will insist — in his clearest terms yet — to the GOP’s big donor and lobbyist class that he will not attempt to claim the nomination at the July convention in Cleveland.

“He’s going to rule himself out and put this to rest once and for all,” a Ryan aide said, requesting anonymity to discuss the planned speech.

Stay tuned. Presumably this is good news for Ted Cruz.

UPDATE: And the press conference is now over:

“Let me be clear,” Mr. Ryan said. “I do not want nor will I accept the nomination of our party.” He added that he had a message for convention delegates: “If no candidate has the majority on the first ballot, I believe you should only turn to a person who has participated in the primary. Count me out.”

That seems suitably blunt.

Victor Williams has a theory about Ted Cruz. He believes that the Canadian-born senator is not a natural born citizen and is thus ineligible to be president. And he’s decided to prove it the only way he can: by running for president himself.

Cruz is pulling “a long con” on the American people, says Williams, a law professor at the Catholic University of America, in Washington, DC. He believes that Cruz is attempting to be “born again”—not in a religious way, but by using American citizenship laws to claim natural born status, which he believes the Constitution reserves only for those born on American soil. “It’s an impossibility to make someone reborn on American soil when they were born in Canada,” he says, adding, “That probably sounds a little wackier even than running for president.”

Ted Cruz Is Almost as Popular as Donald Trump

In case you haven’t been playing close attention, the Republican primary race has become quite the nail biter. Ted Cruz still has a lot of ground to make up, but as you can see in the Pollster chart below, over the last month he’s nearly caught up to Donald Trump in overall popularity. The Pollster chart also makes it clear why so many people are annoyed with John Kasich: he has no chance of winning, but he’s probably helping Trump stay alive. If he pulled out of the race, it’s likely that most of his followers would switch to Cruz, giving him a considerable poll lead over Trump, which in turn would help him win more primaries. Instead, Trump is hanging on for grim life.

FWIW, the same dynamic—sans Trump and sans a Kasich-esque spoiler—is visible on the Democratic side, where Bernie Sanders is now within a couple of points of Hillary Clinton in national polling. This is quite a primary cycle we’re having this year.

This Ted Cruz Endorser Would Have Sent Married Gay Couples to Jail

One of Ted Cruz’s supporters in Wisconsin once stood up for the idea that gay couples who married in another state should be sent to prison—and be fined hefty sums.

Back in 2008, when California legalized same-sex marriage (before Proposition 8 temporarily ended marriage equality there), same-sex couples in Wisconsin considered heading to California to tie the knot. But there was a hitch. As the Milwaukee Journal Sentinel reported at the time, an obscure state law “makes it a crime for Wisconsin residents to enter into marriage in another state if the marriage would be prohibited here.” The law also carried a serious penalty of up to $10,000 and nine months in prison.

And at least one person wanted to see that law enforced against gay Wisconsin couples who married elsewhere. “If it were challenged and the courts decided to basically wink at it, and refused to enforce the law, we have a problem,” Julaine Appling, who led the Wisconsin Family Council, said at the time.

Appling, now president of Wisconsin Family Action, a conservative Christian group, was dubbed “the most important social conservative” by the Capital Times. Her name appears at the top of a list of 50 evangelical and Catholic Cruz supporters that the campaign released Friday ahead of the April 5 primary in the state.

Appling has a long history of fighting marriage equality. She supported passage of a state constitutional ban on same-sex marriage in 2006. And in 2009, she was behind a lawsuit to block a Wisconsin domestic partnership law to grant same-sex couples some of the benefits married couples received. Appling called the law “an assault on the people, the state constitution, the democratic process, and the institution of marriage.”

The conservative crusader wants to not only stop gay couples from marrying, but also keep straight couples from separating. In 2014, she told the Capital Times that she wanted the state to pass laws to encourage relationship counseling and discourage divorce by lengthening the waiting period for obtaining a divorce.

And she is no fan of Donald Trump. In February, she signed on to an open letter to the Republican front-runner from social conservatives asking questions like “How will you make America great when you’ve run businesses associated with increased crime, bankruptcies, broken marriages and suicides?” and “What would you say to young girls and women who are concerned about a president who is directly connected with the exploitation of women?”

Update, March 30, 2016, 5:13 p.m. ET: Donald Trump released a statement clarifying his position not long after his initial remarks.

It reads: “If Congress were to pass legislation making abortion illegal and the federal courts upheld this legislation, or any state were permitted to ban abortion under state and federal law, the doctor or any other person performing this illegal act upon a woman would be held legally responsible, not the woman. The woman is a victim in this case as the life is in her womb. My position has not changed—like Ronald Reagan, I am pro-life with exceptions.”

Donald Trump said Wednesday that he wants to ban abortions, and that women who get abortions illegally should be punished.

At a taping of an MSNBC town hall that will air later, host Chris Matthews pressed the Republican presidential front-runner Trump for his thoughts on abortion policy. Trump said he’s in favor of an abortion ban, explaining, “Well, you go back to a position like they had where they would perhaps go to illegal places, but we have to ban it,” according to a partial transcript from Bloomberg Politics.

Matthews asked if there would be a punishment for women who received abortions if they were made illegal. Trump responded, “There has to be some form of punishment.” He elaborated that the punishment would have “to be determined” and the law will depend on the upcoming Supreme Court confirmation battle and the 2016 election.

Trump’s proposal isn’t too far off from the current reality: A woman in Tennessee is being held on aggravated assault charges for attempting to self-induce abortion using a coat hanger.

Trump’s campaign manager is as shady on clean energy as you’d expect

Before becoming the controversial campaign manager of Donald Trump’s presidential bid, Corey Lewandowski oversaw the New Hampshire chapter of Americans for Prosperity, the advocacy group founded by the Koch brothers. The conservative activist, who was charged with battery on Tuesday, led an aggressive operation dedicated to slashing government spending — including earmarks and subsidies — and eviscerating government regulations, particularly the green-energy agenda of the Obama administration. Yet Lewandowski led something of a double life, because while he was battling the government for AFP, he was also working as a lobbyist and seeking federal funds for clients that included a solar power company.

In June 2008, when Americans for Prosperity set up a new chapter in New Hampshire and tapped Lewandowski as its head, the group declared that it intended to bolster conservative politics in New Hampshire and noted that it was “a leader in the fight against pork-barrel earmarks and economy-destroying policies being advanced in the name of global warming.” Known as a hard-charging political brawler, Lewandowski had been drifting through the political world before joining AFP. He had been an administrative assistant to Ohio Republican Rep. Bob Ney (who was later jailed on corruption charges), served a brief stint as legislative director for a regional branch of the Republican National Committee, and worked on Sen. Bob Smith’s failed Senate reelection bid in New Hampshire.

While running AFP’s New Hampshire operation, Lewandowski had at least two other jobs. From 2006 to 2010, he served as a marine patrol officer trainee, working on a seasonal basis with the state law enforcement agency that patrols New Hampshire’s lakes and seacoast. He also was a registered federal lobbyist employed by Schwartz Communications, a Massachusetts-based public relations firm.

As he played a prominent role at AFP stoking Tea Party anger over government spending and President Obama’s agenda, Lewandowski represented three clients for Schwartz Communications: Passport Systems, a company that manufactures radiation detectors for ports; Logical Images, a firm that makes healthcare software; and Borrego Solar, a California-based corporation with offices in Massachusetts that designs and installs solar power systems.

According to federal filings, Lewandowski lobbied on various appropriations bills, suggesting that he was striving to obtain government contracts and subsidies for his clients. In one case, he helped to land a lucrative earmark for the type of solar power project he publicly has criticized as government waste.

In 2009, AFP was sponsoring anti-Obamacare protests and opposing a cap-and-trade program designed to counter climate change. Meanwhile, Lewandowski, according to disclosure forms, was lobbying members of the House and Senate on behalf of Borrego Solar in connection with the 2010 Energy and Water Appropriations Act, a $33.5 billion spending bill that financed major energy and water infrastructure projects. In early 2009, as the bill was under consideration, Lewandowski escorted a group of Borrego executives to Capitol Hill for meetings with lawmakers, including Rep. Nikki Tsongas (D-Mass.). Tsongas — whose office confirmed the meeting with Lewandowski — later inserted a $500,000 earmark into the appropriations bill for a major solar electricity project in Lancaster, Mass., that involved Borrego.

Orlando Pacheco, who at the time was town administrator for Lancaster, recalled that Lewandowski was an important part of the team that brought the project to fruition. “All I can say is all those involved have made an incredibly long-lasting impact on Lancaster,” Pacheco said. “All those people involved, Mr. Lewandowski, Congresswoman Tsongas … that project is really the only one of its kind in Massachusetts, and we would not have been able to pull it off without their help, and I’m deeply appreciative.”

Lewandowski’s firm, Schwartz, later declared on its website that it had helped Borrego secure “federal government financing for a solar project during the depths of the financial crisis.” But the company ultimately ended up backing out of the project, which continued without Borrego’s participation. A Borrego Solar representative declined to comment.

Though he had succeeded as a pro-solar lobbyist looking for government assistance, at AFP he waged a campaign against government programs that supported green energy. In early 2011, Lewandowski penned an op-ed for the Concord Monitor in which he railed against a regional program that sought to address climate change by spawning investment in green-energy projects. And, with AFP’s president, Tim Phillips, Lewandowski cowrote another op-ed condemning green energy and the government policies, including subsidies and grants, that support the industry:

In reality, the subsidies keep taxes high on productive companies while politicians get to pursue their favorite pet projects, all while energy prices continue to rise … Obviously it’s time for lawmakers to realize that if a new technology truly has worthwhile benefits for American consumers (lower cost, higher efficiency, environmental benefits, or otherwise) then that technology will demonstrate its value by competing for consumers’ dollars in the open market — not by gobbling up special handouts from their pals in Washington.

And AFP targeted government grants to the green energy industry as part of its anti-Obama crusade, launching a fusillade of television ads accusing Obama of handing out irresponsible grants to California-based solar technology company Solyndra.

In addition to Borrego Solar, Lewandowski’s other clients landed lucrative government funding while he represented them. Passport Systems secured more than $23.9 million in federal dollars between 2008 and 2011, according to a federal contracting database. In the six years Lewandowski represented Passport Systems, it paid his firm more than $350,000.

Lewandowski was paid $40,000 in 2009 for his lobbying work for Logical Images. In recent years, the company has sold more than $6.5 million worth of software to the federal government. (Art Papier, the company’s CEO, says Logical Images hired Lewandowski’s firm to do PR work and that he wasn’t aware any lobbying was done on the company’s behalf.)

Lewandowski did not respond to a request for comment.

PR guru attempts the impossible: Convince everyone utility companies are all right

The U.S. utility industry, beset by stricter pollution regulations and market forces that have made renewable energy more competitive, is seeking to rebrand itself into something more appealing to the public.

CEOs of many of the country’s major utilities met at a January board meeting of the Edison Electric Institute, the trade organization representing investor-owned electric companies. The institute revealed that it has hired a communications consultant who will help utilities upgrade their image. That includes shifting language, for example, from “utility-scale solar” to something friendlier, like “community solar.”

“What we are seeing is generally a lot of negative attacks on our industry,” Brian Wolff, EEI’s executive vice president for public policy and external affairs, said at the meeting. Those attacks, he said, include ads that are “designed to harm our industry” and “create more distance between our companies and customers.”

The Huffington Post obtained a full audio recording of the meeting and a transcript from a source who was present, as well as a 2016 corporate goals document and a recap of 2015.

New environmental regulations limiting greenhouse gas emissions and other pollutants are forcing changes at power plants. Meanwhile, solar energy has gotten about 70 percent cheaper since 2009, spurring a rapid expansion. Some utilities have installed their own solar systems. In some cases, utilities have backed attacks on rooftop solar.

Wolff said the industry group had hired New York crisis communications expert Michael Maslansky to help develop a new communication plan that would be presented to members this month.

Maslansky’s firm has helped Toyota weather a massive recall for faulty accelerator pedals and helped Starbucks convince the public its instant coffee was somehow different from others. Maslansky previously worked with Republican messaging guru Frank Luntz, who is credited with getting Republicans to use the term “climate change” instead of “global warming” because it sounds less scary, and for christening President George W. Bush’s “Healthy Forests Initiative” (which benefited the timber industry) and “Clear Skies Act” (which actually relaxed air pollution regulations).

Wolff praised the efforts of companies outside the utility industry to relate to customers, pointing to an ExxonMobil ad showing Americans turning on light switches. But it’s utilities that provide electricity, Wolff pointed out, not oil companies.

“They’re actually using our product to enhance their image,” said Wolff. “The conversation here is one that we need to be leading, not other industries.”

The utility industry, Wolff told industry leaders, needs to talk about “reputation management.” He presented slides on “using the same language, having the same messages.” And he noted that those who are speaking for power producers are going to develop a plan for “language to use, language to lose.”

“Think of this as a style guide going forward,” Wolff said. “We don’t want to call this a campaign. I view this as something that we need to do year in, year out … We need to be able to think about something sustained, something repetitious, something ongoing.”

Maslansky conducted in-depth interviews and spoke with focus groups about the language the industry should use, Wolff said. The research found that many people had no strong opinions about utilities one way or another. But there were also people who held negative views, he said. “They view us a monopoly, no incentives to serve the customers. They view us as stuck in the past in terms of technology.”

Hence the desire to start using terms like “community solar” instead of “utility-scale solar.”

This is a particularly hot issue in the world of electricity policy. Across the country, the price of installing solar panels on homes and businesses has declined, thanks to market forces and policies like tax incentives that make it more appealing.

But in some states, utilities have begun pushing back against policies like net metering, which allows homes and businesses with their own solar power systems to sell excess energy back to the power grid. Policy battles over solar have played out in recent years in Arizona, Nevada, Florida and Hawaii, among other places. (A great Rolling Stone article last month outlined the stakes.)

Utilities argue that net-metering policies aren’t fair, since homeowners and businesses with solar panels don’t pay their share for transmission lines and infrastructure, and can make a profit selling energy to the grid. The utility companies say they’re not anti-solar. In fact, they say, they love their own massive solar installations, usually called “utility-scale” solar.

But advocates for rooftop solar like the idea of someone other than utilities having the opportunity to own solar panels, and the incentives that make that possible. Rooftop solar gives individuals and businesses independence, and expands energy sources beyond utility companies. “Utility-scale” solar is nice, the advocates say, but people and communities should also be producing energy from the sun.

The messaging plan the utility industry is developing seeks to tap into that sentiment by dropping the term “utility-scale solar” in favor of “community solar.”

“‘Community solar’ really resonated with customers … They really wanted something that defined what it meant to be community,” Wolff said at the meeting.

“‘Utility-scale solar,’ owned by the utility, sounds like the utilities are going to be in complete control,” he continued. “We say, ‘Community solar for all.’ Again, there is a way to get around this without trying to get too complicated here. They like the word ‘community solar.’ It conveys the benefits of what we are talking about here.”

“We should proceed with the terminology that is more favorable to us,” he said. “And ‘community’ is clearly more favorable to us.”

One problem, though: “Community solar” is already a term in use to describe something outside the utility industry. It refers to solar projects owned by the public or a joint entity — panels on a shared housing complex, for example, or an array shared by multiple businesses pooling their funds. There are 91 community solar projects around the country, according to the Solar Energy Industries Association.

Wolff told HuffPost in an interview that Maslansky’s work is part of a larger effort to reshape the utility industry’s communication with customers, which typically only occurs through monthly bills, or when there’s a major storm or outage.

It’s “not really a communications plan as much as it is language that our customers can understand,” Wolff said.

Wolff noted that utilities are making big investments in solar, installing new solar capacity at record rates. “We’re trying to bring our customers along on the journey we’re on, which is a journey of transformation,” he said.

Wolff said he foresees no problems with using the term “community solar.” “Community-scale solar is larger” than simply solar panels, he said. “It’s really universal solar is what it is, because you’re providing to cities, communities.”

Maslansky said the communication project is an effort to help power companies better relate to their customers. “Basically, the industry is more customer focused than ever before,” he told HuffPost in an email. “And they want to make sure that customers understand the steps they are taking to prepare for the future. Customer feedback has told them that their language could improve on both fronts.”

But solar advocates are suspicious. Bryan Miller, a vice president at the rooftop solar company Sunrun and president of the Alliance for Solar Choice, said he thinks the branding effort reflects utilities’ growing concern about rooftop power systems taking a chunk out of their business. He called the co-option of community solar “dishonest politics,” given the fight utilities have waged against rooftop solar in some states.

“Instead of renaming their actions, they should change their actions,” said Miller. “Then they wouldn’t have to worry about how to spin them.”

This Law Just Took Abortion Pseudoscience to a New Low

Utah Gov. Gary Herbert on Monday signed a bill that makes the state the first in the nation to require doctors to anesthetize fetuses before performing abortions after 20 weeks of gestation. Previously, fetal anesthesia for abortion after 20 weeks was optional in Utah.

Supporters of the new law, called the Protecting Unborn Children Amendments, say fetuses can feel pain starting at about 20 weeks, so anesthesia or analgesic should be administered to “eliminate or alleviate organic pain to the unborn child.” But scientists have rejected the fetal pain claim, saying there is no conclusive evidence to back up such legislation.

Still, 12 states ban abortion after 20 weeks post-fertilization on the grounds that the fetus can feel pain. The 20-week mark is several weeks before the point at which the fetus is considered viable and abortion is no longer legally protected by Roe v. Wade. Utah already bans abortion after viability.

Republican State Sen. Curt Bramble initially planned to introduce a 20-week ban, but attorneys in the state advised him the law would not pass constitutional muster, according to the Salt Lake Tribune.

“The process of a child being born is a natural process. There’s nothing natural about abortion. In fact, it’s barbaric,” Bramble said, adding, “In this quote ‘medical procedure,’ let’s call it what it is: It’s killing babies. And if we’re going to kill that baby, we ought to protect it from pain.”

Dr. Sean Esplin, a Utah-based physician, told the Associated Press that in order to comply with the law, the anesthesia will have to go through the woman to reach the fetus. Doctors can give the woman general anesthesia, which would make her unconscious, or a heavy dose of narcotics, neither of which were previously necessary for the procedure.

According to the American Society of Anesthesiologists, side effects of anesthesia include nausea, confusion, chills, and rarely more serious symptoms like delirium or long-term memory loss. “You never give those medicines if you don’t have to,” David Turok of the University of Utah’s obstetrics and gynecology department told NBC.

Utah is the only state in the country with an anesthesia requirement during abortion. The Montana Legislature passed a similar law in 2015, but it was vetoed by the governor.

Huge wind project moves forward despite states’ objections

The Department of Energy announced Friday it will permit a major expansion of the nation’s wind energy lines.

The power line project, which will move 4,000 megawatts of power from Texas and Oklahoma through Arkansas and into the Southeast, has faced opposition from landowners and state leaders, but the DOE used a provision in the Energy Policy Act of 2005 to bypass state approval of the project. It is projected to cost $2.5 billion and bring power to 1.5 million homes.

While clean energy advocates may be celebrating, not everyone is as pleased.

“Basically this decision says that Washington, D.C., knows more than the people of Arkansas do about whether to build across the state giant, unsightly transmission towers to carry a comparatively expensive, unreliable source of electricity to the Southeast where utilities may not need the electricity,” said Tennessee Sen. Lamar Alexander. “This is the first time federal law has been used to override a state’s objections to using eminent domain for sitting electric transmission lines. It is absolutely the wrong policy.” The Republican senator has received a 20 percent lifetime score on his environmental voting record by the League of Conservation Voters, which is admittedly better than most of his peers.

The DOE, however, says the project will do much to modernize the nation’s energy grid, as well as help address climate change from carbon emissions.

“Moving remote and plentiful power to areas where electricity is in high demand is essential for building the grid of the future,” said Secretary of Energy Ernest Moniz in a statement. “Building modern transmission that delivers renewable energy to more homes and businesses will create jobs, cut carbon emissions, and enhance the reliability of our grid.”

The effort to modernize the grid has largely stalled since the ’80s, as the New York Times reports, despite increasing urgency from the threat of climate change. While the company building the line, Clean Line Energy Partners, will be required to acquire the land the lines are built across, the developers will be able to use eminent domain if negotiations fail by invoking the Energy Policy Act.

Construction is projected to begin in 2017.

Clinton Campaign: No More Debates Until Sanders Starts Being Nicer

The Democratic presidential candidates are back at it, having debates about scheduling more debates. Over the weekend, Sen. Bernie Sanders publicly challenged Hillary Clinton to face off on a debate stage in New York before the state’s primary on April 19. On Monday, a top Clinton staffer said not so fast.

The Sanders and Clinton campaign have tussled since the start of campaign season over the number of debates. But it seemed like those silly tiffs were finally settled back in January, when the two campaigns agreed to meet for debates once a month through May.

Now the Clinton campaign is sounding less sure about that agreement. Joel Benenson, the campaign’s chief strategist, said on CNN Monday morning that Sanders needs to watch his tone, or else the Clinton campaign will pack up its ball and head home. “The real question is, what kind of campaign is Sen. Sanders going to run going forward?,” Benenson said when asked about Sanders’ request for a New York debate.

“Let’s see the tone,” Benenson continued when pressed about why Clinton was reluctant to debate. “This is a man who said he’d never run a negative ad; he’s now running them, they’re planning to run more. Let’s see the tone of the campaign he wants to run before we get to any other questions.”

Benenson added, “Let’s see if he goes back to the kind of tone he said he was going to set early on. If he does that, then we’ll talk about debates.”

The problem with Benenson’s argument is that the 2016 Democratic primary has been one of the most remarkably friendly contests in recent memory. While Republican Party leaders mount a #NeverTrump campaign as the front-runner mocks the appearance of his opponent’s spouse, the Democratic candidates have largely focused on minor policy differences, with Sanders waving away efforts to get him to attack Clinton for using a private email server. Sanders regularly says he’ll back Clinton if she’s the nominee and encourages his supporters to do the same. And Sanders has yet to call Clinton’s success “the biggest fairy tale” or circulate old photos of Clinton to question her religious beliefs—actions the Clinton camp took during the far nastier 2008 Democratic race.
