Climate change is overwhelming our crappy water infrastructure

Most of Nebraska is a disaster area with 95 percent of the state’s population affected by flooding. According to FEMA, total economic losses are approaching $1 billion, including more than $400 million to agriculture and more than $400 million to public infrastructure. Cascading levee failures along the Missouri River have meant that, for the time being, there’s essentially nothing holding back the floodwaters.

Six Nebraska public drinking water systems went offline, and dozens of wastewater treatment facilities failed — including one for Omaha which officials say could take weeks or months to restore. In several cases, raw sewage is being discharged into streams and rivers.

For rural residents who get their water from private wells, that added pollution could prove dangerous. Emergency room visits for gastrointestinal issues increase after heavy rains.

As climate change makes rainstorms more intense, this problem will only worsen. Across the Great Plains, the frequency of heavy downpours has increased by 29 percent over the past 60 years. Flooding isn’t just a quickly damaging natural disaster that destroys roads, bridges, homes, and factories — it’s a lingering public health issue.

This problem isn’t unique to Nebraska. In recent years, floods in Texas, the Carolinas, and coastal Virginia have swept hazardous material from the petrochemical industry, hog farms, and agricultural land into waterways, threatening public safety.

As of 2015, there were 772 cities — mostly in the Midwest and Northeast — with outdated sewer systems that funnel waste directly into streams as a matter of course even without record-breaking floods. These systems were cheap to build in the 1800s, but now people are starting to reconsider “combined sewer overflow” systems.

Pete Buttigieg, mayor of South Bend, Indiana, has campaigned on his record of using eco-friendly methods, like rain gardens and expanding parks near floodplains, and technology to deal with its combined sewer system. City officials say they’ve saved $500 million by adding smart sensors to its sewer system.

Cities are trying to hold polluters accountable for cleanup costs, too: A new wave of “failure to adapt” lawsuits might help put pressure on industry to put more foresight into how climate change might turn their infrastructure into toxic waste sites.

Lawsuits and tech aside, the most effective way of adapting to climate change may ultimately be a planned retreat from coastlines and waterways — giving more space for nature as a buffer.

Record-breaking flooding in Nebraska is visible from space

Governor Pete Ricketts has declared more than half of Nebraska’s 93 counties a disaster area as record-breaking spring floods have swollen into a catastrophe. “This really is the most devastating flooding we’ve probably ever had in our state’s history, from the standpoint of how widespread it is,” Ricketts told CNN on Monday. Even the National Weather Service in Omaha was forced to abandon their office due to flooding.

Here’s how it happened: Last week, a hurricane-strength storm system unleashed torrential rainfall over the deep Nebraska snowpack, flash-melting huge quantities of water and overwhelming dams and levees. Unusually warm temperatures have remained in place since the storm’s passage, worsening the runoff. The resulting flooding has been visible from space.

Spring flooding happens nearly every year in the upper Midwest, but current flooding has far surpassed previous all-time records on Nebraska’s major waterways. Climate change means springtime temperatures are arriving earlier with more intense early-season rains, worsening the risk of damaging floods. In one location, the Missouri River broke its previous record by nearly four feet.

The most spectacular flooding resulted from the failure of the 90-year-old Spencer Dam on the Niobrara River in north-central Nebraska when it unleashed an 11-foot wall of water on Thursday. Before the flood gauge on the river failed, “it looked like something incredible was happening that we couldn’t believe,” Jason Lambrecht, a Nebraska-based hydrologist with the U.S. Geological Survey told the Lincoln Journal-Star. “And suddenly, everything went dark.”

The flash flood destroyed roads, homes, and bridges before emptying into the Missouri River and joining with meltwater from South Dakota and Iowa. On Saturday, two levees breached on the Platte River, cutting off the town of Fremont, Nebraska — the state’s sixth-largest city. A volunteer airlift has been supplying the city over the weekend and performing rescues.

As of Monday, water levels have crested in most of the state, though major flooding will continue for several days. Offutt Air Force base near Omaha — the home of U.S. Strategic Command — remains inundated, a poignant sign of climate change as a national security risk. There are dozens of road closures across the area.

Eastern Nebraska is just the worst-hit region: Major flooding is currently underway in parts of seven states in the upper Midwest, with near-record flooding expected to spread northward into Minnesota and North Dakota in the coming weeks. In Minnesota, officials expect a greater than 95 percent chance of major flooding, possibly rivaling all-time records.

How are Republicans dealing with Green New Deal enthusiasm? As well as you’d expect.

Congressional Republicans don’t have a plan to tackle climate change — an issue voters across the political spectrum now agree needs to be addressed — but it only took a weekend for the GOP to come up with a response to the Green New Deal proposed by Representative Alexandria Ocasio-Cortez and Senator Ed Markey.

Surprise! The right is not a fan of the proposal, which calls for rapid decarbonization of the economy alongside other agenda items like universal healthcare, housing, and a federal jobs guarantee. Already, more than 15 percent of the House — 68 members — have signed on as sponsors of the deal. Supporters include five high-profile presidential contenders, Cory Booker, Kamala Harris, Elizabeth Warren, Kirsten Gillibrand, and, most recently, Amy Klobuchar.

Republicans, banking on the hope that backing such an ambitious proposal will come back to bite Democrats during the presidential election next year, unleashed a torrent of backhanded encouragement.

“It would be great for the so-called ‘Carbon Footprint’ to permanently eliminate all Planes, Cars, Cows, Oil, Gas & the Military – even if no other country would do the same. Brilliant!,” President Trump tweeted on Saturday. Eliminating airplanes and oil and gas would be great for our carbon footprint, but the resolution doesn’t actually call for an end to fossil fuels.

“I would like them to push it as far as they can. I’d like to see it on the floor. I’d like to see them actually have to vote on it,” Idaho Republican Representative Mike Simpson told Politico, adding, “It’s crazy. It’s loony.” South Carolina’s Lindsey Graham tweeted on Friday, “Let’s vote on the Green New Deal!”

Other Republicans took a more straightforward approach. Wyoming Republican and Environment Chair John Barrasso called the deal a “socialist manifesto.” “I think everyone on our side would say that the Green New Deal is a little bit much,” Michigan Representative Fred Upton told journalists.

Clearly, Republicans are a bit skeptical of the goals outlined in AOC and Markey’s resolution. But I think the Democrats pushing the deal would agree with Senator Graham: “Let’s vote on the Green New Deal!”

There’s one kind of “gun” control that many south Carolinians seem to agree on — stopping the use of seismic airguns to search for oil and gas deposits in the Atlantic ocean.

OK fine, airguns are actually a kind of horn, but that doesn’t mean they’re harmless. Even before any new offshore drilling can take place in the Atlantic, this type of oil and gas exploration could be devastating to coastal communities and marine life — including endangered right whales.

Seismic airgun blasting works like this: a ship tows an array of airguns, which release powerful bursts of compressed air through the water and into the seabed approximately every 10 seconds. The blasts can continue 24 hours a day for weeks at time. By documenting the reverberations sent back up to the ship, surveyors can figure out what’s beneath the sea floor.

In November, the National Marine Fisheries Service, a federal agency responsible for conserving resources and preventing lost economic potential associated with unsustainable fishing practices, authorized five geophysical services companies to use sonic blasting off the shores of east coast states stretching from New Jersey to Florida. The permits give the companies permission to “incidentally, but not intentionally harass marine mammals” as they use airguns to search for fossil fuels along the ocean floor.

That harassment has a lot to do with the deafening noise associated with the blasts. “Imagine a hand grenade going off around your house every 10 to 15 seconds,” says Scott Kraus, vice president and chief scientist of marine mammal conservation at the New England Aquarium. The blasts can continue to raise noise levels even miles away, he says.

The North Atlantic right whale could be extinct in as little as two decades. Scientists fear that allowing seismic airgun blasting now — which hasn’t been done in the region for over 30 years — could keep the species from bouncing back. Right whales are already under stress from ship strikes, commercial fishing (they get tangled in fishing lines), and climate change. “We need to minimize all potential stressors for it to recover and noise is a significant stressor,” says Kraus.

There were no calves born during right whales’ last breeding season. Kraus points to recent research from Syracuse University that shows that communication between mother right whales and their calves is extremely quiet, and a change in ambient noise levels could disrupt that communication.

Humans with a close relationship to the sea could also be harmed by the airgun blasts. It could disrupt the fishing industry and reduce catch by up to 80 percent, according to a statement released by the South Carolina Small Business Chamber of Commerce. The Chamber is also concerned that the blasting could “release toxic chemicals from deteriorating canisters of conventional and chemical munitions and drums of radioactive waste that have been dumped along the Atlantic Coast, including South Carolina’s, for decades.”

In response to the newly issued airgun permits, two lawsuits were filed this month against the National Marine Fisheries Service. One was filed by the South Carolina Small Business Chamber of Commerce and 16 cities along the state’s coast. Several leading environmental groups also filed suit, including the Sierra Club and the National Resources Defense Council.

The lawsuits allege that the Fisheries Service violated the Marine Mammal Protection Act, the Endangered Species Act and the National Environmental Policy Act when it granted the permits. The Fisheries Service is part of the National Oceanic and Atmospheric Administration (NOAA), the federal government’s scientific agency charged with “conserv[ing] and manag[ing] coastal and marine ecosystems and resources.”

On Thursday, Maryland Attorney General Brian E. Frosh announced that he and eight other attorneys general from Maryland, Connecticut, Delaware, Maine, Massachusetts, New Jersey, New York, North Carolina, and Virginia will file their own complaint against NOAA Fisheries.

“While the administration continues to place the interests of the fossil fuel industry ahead of our precious natural resources, attorneys general up and down the Atlantic coast will fight efforts to open the waters off our shores to #offshoredrilling. #blocktheblast.” Attorney General Frosch tweeted.

NOAA declined to comment on the suits, but said in a press release that its authorizations require “monitoring, reporting, and mitigation measures to reduce the impacts of survey activities on marine mammals.” The plaintiffs, however, say that it’s not enough.

“It’s hard to believe that NOAA, the agency charged with protecting species… would find a way to issue these permits,” says Catherine Wannamaker, senior attorney for the Southern Environmental Law Center. “To find a way to authorize these permits against that backdrop is pretty incredible and pretty typical of what seems to go on the environmental world with the Trump administration.”

The seismic airgun survey permits are all part of the president’s larger proposed plan to open up 90 percent of U.S. waters to offshore oil drilling.

“All of this is needless harm. And completely out of step with coastal communities who have the most to lose from dangerous seismic airgun blasting,” says Diane Hoskins, campaign director at the advocacy group Oceana — another plaintiff in one of the suits. She adds that it’s a precursor to a larger threat: “Seismic airgun blasting is the first step to offshore drilling. When they drill they spill. We cannot afford another disaster like BP’s Deepwater Horizon.”

Look, at this point, even the most stubborn among us know that climate change is coming for our asses. We really don’t have much time until the climate plagues we’re already getting previews of — mega-wildfires, rising sea-levels, superstorm after superstorm — start increasing in frequency. The 4th National Climate Assessment says all that and much more is on its way.

Here’s the thing: Not all regions in the U.S. are going to experience climate change in the same way. Your backyard might suffer different climate consequences than my backyard. And, let’s be honest, we need to know what’s happening in our respective spaces so we can be prepared. I’m not saying it’s time to start prepping your bunker, but I would like to know if my family should consider moving to higher ground or stock up on maple syrup.

Luckily, that new report — which Trump tried to bury on Black Friday — breaks down climate change’s likely impacts on 10 specific regions. Unluckily, the chapters are super dense.

Northeast

Ahh, the Northeast, home to beautiful autumn leaves, delicious maple syrup, and copious amounts of ticks bearing disease. What’s not to love? A lot, according to this report.

Our region is looking at “the largest temperature increase in the contiguous United States” — 3.6 degrees Fahrenheit by the time 2035 rolls around. We’re going to be slammed with the highest rates of sea-level rise in the whole damn country, and we’re going to have the highest rate of ocean warming. Urban centers are particularly at risk (remember Superstorm Sandy?). And if you’re a fan of snuggling up beside the fire in your Connecticut mansion (or whatever), be warned that winters are projected to warm in our region three times faster than summers. That means delayed ski seasons and less time to tap maple trees.

Things are gonna be rough on us humans, but dragonflies and damselflies — two insects literally no one ever thinks about, but that flourish in healthy ecosystems — are pretty much doomed. The report says their habitat could decline by as much as 99 percent by 2080.

Sea-level rise, flooding, and extreme weather poses a mental health threat to Northeasterners. Impacted coastal communities can expect things like “anxiety, depression, and post-traumatic stress disorder.” But it’s not all bad: The assessment portends more intense (read: Instagram-able) fall foliage and more forest growth.

Southeast

If, like me, you love your filthy, dirty South, you’ll be pleased to hear that summer thunderstorms, skeeters, ticks, and hot, muggy weather aren’t going anywhere! (Actually, don’t be pleased. This is serious.)

Southerners are accustomed to warm days followed by warm nights, but as the heat continues to turn up, those nights just might be our downfall. Urban and rural areas alike can expect to sweat through up to 100 additional warm nights per year by the end of this century. Hot, sticky nights make it harder for us to recover from the heat of the day. This is especially bad in parts of many Southeastern cities, where residents suffer from the “heat island effect.”

“I think it’s really important to look at the heat-related impacts on labor productivity,” says chapter author Kirstin Dow, a social environmental geographer at the University of South Carolina. Under one scenario, the Southeast could see losses of 570 million labor hours, amounting to about $47 billion per year — one-third of the nation’s total loss. What’s more, Dow says, “Those changes are going to take place in counties where there’s already chronic poverty.”

Warming waters will also push the infamous lionfish closer to the Atlantic Coast. In addition to being invasive, this freaky-looking fish is venomous, and swimmers and divers can expect more encounters (and stings) as the climate brings them closer to our beaches.

Caribbean

For someone who doesn’t like donning heavy clothing during the winter, the Caribbean has the perfect weather: year-round warm days with ocean breezes. Climate change, according to the report, means we can’t have nice things.

In the near future, the Caribbean will experience longer dry seasons and shorter, but wetter rainy seasons. To make matters worse: During those arid periods, freshwater supplies will be lacking for islanders. And since islands (by definition) aren’t attached to any other land masses, “you can’t just pipe in water,” says Adam Terando, USGS Research Ecologist and chapter author.

The report confirmed something island-dwellers know all too well: Climate change is not coming to the Caribbean — it’s already there. And it’ll only get worse. Disastrous storms the likes of Hurricane Maria — which took the lives of nearly 3,000 Puerto Ricans — are expected to become more common in a warming world.

Another striking result: Puerto Rico and the U.S. Virgin Islands are projected to lose 3.6 percent and 4.6 percent of total coastal land area, respectively, posing a threat to critical infrastructure near its shores. The tourism industry will have to grapple with the disappearance of its beaches. Even notable cultural sites aren’t safe: Encroaching seas threaten El Morro — a hulking fortress that sits majestically on the coast of San Juan, Puerto Rico.

“Our island is trying to limit its emissions — but we’re not big emitters,” lead chapter author Ernesto L. Diaz, a coastal management expert at Puerto Rico’s Dept. of Natural and Environmental Resources, tells Grist.

Midwest

What’s in store for the Midwest? Oh hello there, crop diseases and pests! Hold onto your corn husks, because maize yields will be down 5 to 25 percent across the region by midcentury, mostly due to hot temps. And soybean hauls will decline more than 25 percent in the southern Midwest.

Beyond wilting crops, extreme heat puts lives at risk. The Midwest may see the biggest increase in temperature-related deaths compared to other regions, putting everyone from farmworkers to city-dwellers at risk. In one particularly bad climate change scenario, late-21st-century Chicago could end up seeing 60 days per year above 100 degrees F — similar to present-day Las Vegas or Phoenix.

The Great Lakes represent 20 percent of freshwater on the world’s surface, but lately, they’re looking … not so fresh. Climate change and pollution from farms are leading to toxic algae blooms and literally starving the water of oxygen.

But hey, there’s a silver lining. Midwesterners (myself included) have developed a bad habit of leaving their homeland for other parts of the country. That trend may reverse. “The Midwest may actually experience migration into the region because of climate change,” Maria Carmen Lemos, a Midwest chapter author and professor at the University of Michigan’s School for Environment and Sustainability, said in a statement. So while you may have to reconsider your ice-fishing plans, Midwesterners, it could be a whole lot worse.

Northern Great Plains

The Northern Great Plains is far from any ocean. Water melts off mountain snowpack, slowly trickles down glaciers, and pools up in basins. The largely arid region is dominated by thirsty industries like agriculture, energy extraction, and tourism. There’s a byzantine system of century-old water rights and competing interests.

Or as my dad, a Montana cattle rancher, puts it: “Whiskey is for drinking. Water is for fighting.”

Residents might want to steel themselves with a little bourbon as climate change will escalate those water woes, according to the report. Winters will end earlier and snow could decline as much as 25 to 40 percent in the mountainous regions.

It’s not just some far-off problem for cross-country skiers and thirsty critters. The authors point to the behavior of the mountain pine beetle as one example of a climate-influenced tweak that’s had devastating impact. Warmer winters and less precipitation have enabled the bugs to kill off huge swaths of forest in the region.

Lest you think what happens in the Dakotas stays in the Dakotas: While only 1.5 percent of the U.S. population lives in this region, it contributes nearly 13 percent of the country’s agricultural market value.

It’s culturally critical, too: The area is home to 27 federally recognized tribes that are already experiencing climate threats such as a lack of access to safe water and declining fisheries.

Southern Great Plains

The Southern Great Plains flips between heat waves, tornadoes, drought, ice storms, hurricanes, and hail. The weather is “dramatic and consequential” according to the report. It’s “a terrible place to be a hot tar roofer,” according to me, a former Kansas roofer. In a warmed world, none of this improves. Well, maybe the ice storms.

The region will continue to have longer and hotter summers, meaning more drought. Portions of the already shrinking Ogallala Aquifer, which is critical to a huge western swath of the region, could be completely depleted within 25 years, according to the report.

Texas’ Gulf Coast will face sea-level rise, stronger hurricanes, and an expanded range of tropical, mosquito-borne diseases like dengue and Zika. It’ll also experience more intense floods. Many of the region’s dams and levees are in need of repair and aren’t equipped for the inundations.

One of the chapter’s lead authors, Bill Bartush, a conservation coordinator with the U.S. Fish and Wildlife Service, tells Grist that how landowners handle the extremes of water management will be key to climate adaptation. Given the region’s high rates of private land ownership, it’s essential to get them on board.

In weirder news, the region’s Southern Flounder population is declining because the fish’s sex is determined by water temperature. Warmer winters mean more males. It’s like a terrible reboot of Three Men and a Baby, but with more flounder and no baby.

Northwest

The Pacific Northwest has more rain in its winter forecast. That might not sound unusual for a region known for its wet weather, but more winter rain — as opposed to snow — could impact the region’s water supply and entire way of life.

Most of the Northwest relies on melting mountain snow for water during the summer. Climate change will replace more of that snow with rain, which flows downstream right away rather than being stored on mountainsides until the temperatures warm. Less snowmelt during hot summers could damage salmon habitat, dry out farms, harm the region’s outdoor industry, and increase wildfire risk.

“It’s like our tap is on all the time,” said Heidi Roop, a research scientist at the University of Washington Climate Impacts Group, which helped author the chapter.

The report forecasts a lot of change in the Northwest, including flooding and landslides. But rainy winters? That’s one thing that’s not going away anytime soon.

Southwest

“I am large. I contain multitudes,” Walt Whitman said of himself. But he could have very well said it of the Southwest, where stretches of desert give way to soaring, snow-capped mountains. Yet this might not be the case for long. Climate change threatens all of this beautiful ecological diversity, as well as the 60 million people who call this area home, including 182 tribal nations.

The hottest and driest corner of the country is already suffering from heat waves, droughts, and increased wildfires. As a result, the Southwest, to put it bluntly, is running out of water. With water at already record low levels and a population that continues to grow, the region is working on a recipe for water scarcity.

“Lake Mead, which provides drinking water to Las Vegas and water for agriculture in the region, has fallen to its lowest level since the filling of the reservoir in 1936 and lost 60 percent of its volume,” coordinating chapter author Patrick Gonzalez, a climate scientist at the University of California, Berkeley, tells Grist.

In the coming years, temperatures in this region will soar. Droughts, including megadroughts lasting 10 years, will become commonplace. Agriculture will take a steep hit, causing food insecurity. Expect those lovely desert sunsets to take on an unsettling pink, as the snow-capped mountains grow bald.

Alaska

In Alaska, water is life, life is shellfish, shellfish is power. But, alas, climate change is about to do a number on the state’s marine life, food webs, and species distributions. According to the climate assessment, ocean acidification is expected to disrupt “corals, crustaceans, crabs, mollusks,” as well as “Tanner and red king crab and pink salmon.” Lots of indigenous peoples rely on that variety of marine life.

The largest state in the country is already ground zero for climate change. Thawing permafrost means structures are literally sinking into the ground all over the state.

What does a temperature increase really mean? Well, under the worst-case scenario, the coldest nights of the year are projected to warm 12 DEGREES F by midcentury.

I know I said water, either frozen or liquid, is the name of the game in Alaska, but the report says the state should expect more wildfires in the future, too. Under a high-temperature-increase scenario, as much as 120 million acres could burn between 2006 and 2100. That’s an area larger than California.

Oh yeah, and the report says there’s going to be an increase in “venomous insects.” Cheers.

Hawaii and the Pacific Islands

This region houses 1.9 million people, 20 indigenous languages, countless endemic (one-of-a-kind) flora and fauna species, and the freaking Mariana Trench (the world’s deepest point).

Pacific island communities can expect to grapple with the usual climate change suspects: rising sea levels, weird rainfall patterns, drought, flooding, and extreme temperatures. But all those things have unique implications for supplies of island drinking water. In short, like those who live in the Caribbean, these communities’ ability to survive depends on protecting their fresh water.

Extremes in the weather patterns El Niño and La Niña could double in the 21st century, compared to the previous one. El Ninos bring drought, which means Pacific communities have to desalinate water to make up for dwindling rainfall. But rising sea levels contaminate groundwater supplies and aquifers, which basically means Pacific Islanders have it coming from all sides.

Wait, there’s more. Too much freshwater is bad, too. Under a higher-warming scenario, rainfall in Hawaii could increase by 30 percent in wet areas by the end of the century. Think that’s good for dry areas? Think again! Projections suggest rainfall decreases of up to 60 percent in those. So more rain where rain isn’t needed and less rain where it’s dry. Great.

Bad news for the Amazon as Brazil backs out of hosting UN climate talks

Brazil was set to be the host country for COP25, next year’s crucial United Nation talks to address climate change, but just two months after offering to do so, the country’s officials have reversed their stance.

Brazilian leaders communicated the decision on Monday to Patrícia Espinosa, executive secretary of the UN Convention on Climate Change, just days before the start of COP24, this year’s annual climate conference being held in Katowice, Poland. The Brazilian government blames the change on budget constraints and the ongoing presidential transition process. But others are interpreting the move as yet another sign of President-elect Jair Bolsonaro’s impending war on the environment.

“This decision is not surprising considering it comes from a leader with proven skepticism towards the reality of climate change, and open animosity towards those working to preserve our climate,” Christian Poirier, program director at Amazon Watch, told Grist. Poirier also says he doesn’t buy Brazil’s budget excuse for reversing on hosting the conference. “It is clear that Mr. Bolsonaro’s reactionary political agenda was the decisive factor in this decision.”

Bolsonaro confirmed that he participated in the decision, saying “I recommended to our future minister that we avoid the realization of this event here in Brazil.”

Before Bolsonaro’s election, the country seemed eager to host the next round of international climate talks. According to Brazilian news site O Globo, the foreign ministry had said Brazil’s offer reflected “the consensus of Brazilian society on the importance and the urgency of actions that contribute to the fight against climate change.”

But in some ways, the current reversal comes as no surprise. During his campaign, Bolsonaro (a.k.a. The Trump of the Tropics) vowed to jettison from the Paris Climate Agreement — though he’s since backtracked from that promise. Still, he’s been steadfast in his desire to open up the Amazon, the world’s largest rainforest, to mining, farming and dam building. He’s said he wants to open up the country’s existing indigenous reserves to commercial exploitation. And earlier this month, he chose a new foreign minister that has said he believes climate change is a Marxist plot to help China.

A recent report issued by the Brazilian government found the Amazon has reached its highest levels of deforestation in a decade, thanks to illegal logging and the expansion of agriculture in the area. And there are major concerns that Bolsonaro’s lax environmental policies could push the Amazon past its tipping point as one of the world’s most important carbon sinks.

Brazil withdrawing its offer to host COP25 also carries symbolic weight when you consider the country is the birthplace of global climate talks. The milestone Rio Earth Summit of 1992 set the green agenda for decades to come.

“The image of Brazil is at risk,” said Carlos Rittl, executive secretary of the Brazilian Climate Observatory, a coalition of environmental non-governmental organizations, in an interview with the New York Times. “Climate and the environment are the only issues where Brazil is a leader in global terms. We are not leaders in world trade, we are not leaders in a geopolitical sense on security issues. But on climate and environment we are leaders, and we are giving that up.”

The South American country’s decision has left the United Nations scrambling to find a new site for the summit. A new venue for the summit has not yet been determined.

How Harvard’s investments exacerbate global land and water conflicts

In late May, an open letter appeared on Medium penned by Kat Taylor, an overseer of Harvard’s investment fund. Taylor was resigning her position in protest because portions of the university’s multi-billion-dollar endowment have gone to “land purchases that may not respect indigenous rights” and “water holdings that threaten the human right to water.”

“We should and would be horrified to find out that Harvard investments are actually funding some of the pernicious activities against which our standout academic leadership rails,” she wrote.

A similar letter appeared in 2014, this time written by an international group of leaders from civil society organizations, like the Croatan Institute and the Global Forest Coalition. “Four decades ago, Harvard was in fact a leader in the movement for more responsible institutional investment,” the coalition wrote. “Today Harvard can no longer claim to play such a role.”

Harvard began investing in farmland in the aftermath of the world food price crisis in 2007, which made agricultural land desirable, and the financial crisis in 2008, which increased the appeal of more tangible assets. In the subsequent decade, the Harvard Management Company, as the school’s investment arm is known, has purchased large swaths of farmland in Brazil, South Africa, Russia, the Ukraine, New Zealand, Australia, and the U.S.

The elite university has quietly become one of the largest owners of farmland in the world, according to a new report by GRAIN, an international nonprofit supporting small farmers, and Brazil-based Rede Social de Justiça e Direitos Humanos (Social Network for Justice and Human Rights). The investigation found that Harvard’s estimated 1 billion dollars of investments are often made without due diligence or respect for the people who have lived for generations on the land it acquired.

“This is a really tough document to read about essentially how Harvard has blood on its hands,” says Keisha-Khan Perry, a professor of Africana studies at Brown whose research focuses on black social movements and land rights within the Americas.

The report extensively documents many Harvard-financed land acquisitions that directly led to the devastation of indigenous peoples, the creation of internal refugees, and the destruction of sacred and ecologically important areas. Among numerous examples: Harvard’s investors acquired several South African farms. Post-apartheid land reforms had granted property rights to black workers who once worked the land and their families. After taking over these parcels in 2011, Harvard put in place farm managers who restricted those families’ rights, including for grazing their cattle and accessing family burial sites. The managers also imposed a system of penalties that could result in the expulsion of a family if any of its members disobeyed the restrictions.

Perry notes that the school’s large-scale investments in indigenous land — which she says is part of a broader phenomenon known as “land grabbing” — can contribute to ecological degradation, land conflicts, and even warfare. “It’s almost like investing in gold in Sierra Leone, or oil in Nigeria, or diamonds on South Africa,” she explains.

A Harvard Management Company spokesperson, Patrick McKiernan, pushed back against characterizations like the ones made by Perry and the new report. “Harvard Management Company focuses on environmental, social, and governance matters for all of its investments, to ensure long-term value for both the asset and the communities in which we invest,” he wrote to Grist. “This commitment to responsible investing involves working with relevant constituents, including local authorities, to address any issues that arise during our investment, even if they predate HMC’s involvement.”

Harvard’s most extensive and conflict-ridden land acquisitions have occurred in Brazil. The university acquired nearly 300,000 hectares of land in the Cerrado, the world’s most biodiverse savannah that’s home to 80 different indigenous ethnicities. The area has become a “new frontier,” as the report notes, for soy, sugarcane, and large-scale monoculture commodities — which makes it a safe investment.

The investigation documents what happened in Baixão Fechado, one village that was impacted by these investments. Activities on two farms Harvard acquired have resulted in mass deforestation and the diversion of water used by the local community for agricultural irrigation. “[Residents say] the large amounts of water the farms use for irrigation, have badly affected their access to water which was previously plentiful and of good quality,” the report notes. “The situation has become so bad that the village has had to start bringing in water by trucks.”

Further, pesticides used on the Harvard-owned land have also contributed to health problems, the contamination of fishing grounds, and the destruction of crops, all of which disrupted the local community’s “way of life,” according to Perry.

In the northeastern part of the Cerrado, there’s a widespread practice of falsifying property titles to legitimize the occupation of public lands — a form of land grabbing. As the report explains, the lands are fenced to give the appearance of a farm and the fraudulent titles are then sold to companies often connected to foreign investors. The report notes that Harvard channeled funds through three different business groups in this region and acquired land from a Brazilian businessman well-known for this scheme.

It’s this deliberate or neglectful disregard of the region’s sociopolitical context and history that Rede Social de Justiça e Direitos Humanos’ Maria Mendonca, one of the authors of the report, finds highly troubling.

“Any casual look into what’s happening in that part of Brazil should have set off alarm bells,” she explains. “If they just looked into the historical records of these land areas, they would have been able to see that there are existing land conflicts, and they should have stayed away from that.”

There’s a better way to invest in the region, Mendonca says: Harvard and others could promote organic agriculture and invest in the region’s hundreds of small farming communities who have worked the land for generations.

“That’s not what they’re doing,” Mendonca says. “They fence the area, they displace people, and then they pollute the water, the soil, the land.”

Institutions are actually attracted to Brazil in part because of the country’s history of violent land grabs, says Madeleine Fairbairn, a professor at the University of California, Santa Cruz, who studies agriculture systems and land rights. That’s because Brazil’s land is concentrated among relatively few owners so institutional investors can acquire large swaths of property with very few transactions, she says

Even so, Fairbairn notes, that’s no excuse for not performing due diligence on investments. “Unfortunately, many investors fail to ask the difficult questions about how the previous owner came to control such a great big expanse of Brazilian savannah in the first place,” she explains. By naming subsidiaries that Harvard Management Company used to acquire farms, as well as tracking where the properties were located, Fairbairn says GRAIN and Rede Social de Justiça e Direitos Humanos are “pulling back the veil that shields institutional investors from public scrutiny.”

It’s not only Harvard and other universities that are invested in this farmland. Professors and other employees are passive participants, as well: Their retirement plans are often managed by the Teachers Insurance and Annuity Association. The association, as the reports shows, acquired more farmland than any other pension fund. “We cannot continue to say that we do not know where our money is being invested,” says Perry, the professor at Brown, a university that has a $3.5 billion endowment. “At some point, as faculty, as the report urged, we need to figure out how to make a case for divestment.”

In her resignation letter, Kat Taylor — the former overseer of Harvard’s investment fund — says she made that same case for years, but her “soft power approach” failed to move the needle. Left with no other recourse, she felt that resigning publicly was the only card she could play — a last-ditch effort to get Harvard to rid itself of these controversial investments. (The decision was largely a symbolic gesture, given that her six-year term was to conclude the next day.)

“For Harvard to continue to profit from activities that might and likely do accelerate us toward climate disaster, enslave millions to unfair labor practices, or proliferate more and more weapons in society that threaten especially young lives is unconscionable,” she wrote. “I fervently hope that all of you will demand accountable financial transactions on behalf of us all as I have tried to do.”

Carbon prices could save us … if we actually start using them

Ahh, carbon prices. Those pesky, politically fraught penalties governments slap on pollution and the polluters who emit it. Carbon taxes and pricing schemes could be our golden ticket out of climate change, but a new report shows just how far we have to go to put an effective price on carbon.

Welcome to the carbon price gap, the distance between a country’s current CO2 price and the low-end benchmark of an effective carbon tax (around $35). Earth is on track to warm more than 2 degrees C, a threshold at which ice sheets collapse at breakneck speeds, small island nations drown, and natural disasters pummel coastal regions.

At their current rate, carbon prices won’t overlap with the actual cost of carbon pollution until 2095. We simply don’t have that kind of time. The report, titled Effective Carbon Rates 2018, shows that the carbon price gap is closing at a “snail’s pace.” The carbon pricing gap for a group of 42 countries surveyed in the study dropped from 83 percent in 2012 to an estimated 76.5 percent this year. We’re talkin’ 6.5 percentage points in six years.

This is how much more each country needs to tax emissions to meet their Paris goals and keep warming under 2 degrees C (the numbers are based off data from 2015, but the authors point out that, unfortunately, nothing has changed too much in the years since):

See? Pretty dismal. The countries that have the most work to do — Russia, Indonesia, Brazil — pollute a lot and have made virtually zero effort to price carbon. The countries with the smallest carbon gap — Switzerland, Luxembourg, and Norway — are nearly there. As you can see, most countries assessed in this report have a long way to go.

Here’s the good news: There are ways to close the gaps faster. China’s new emissions plan could reduce the country’s gap from 90 to 63 percent in the next few years. A handful of countries including the U.K., India, and South Korea implemented a variety of tactics to make some real headway on pricing emissions between 2012 and 2015.

And let’s not get bogged down with the percentages, says Jesse Jenkins, a postdoctoral fellow at Harvard’s Kennedy School with a decade of experience in the energy sector. “How do we make the most impact in the least costly way within the political constraints that we face in each country?” Jenkins says. In other words, closing the gap requires a custom-built approach.

And there are even more reasons to be optimistic that carbon pricing, in addition to other sustainability initiatives, could help us stave off the worst effects of global warming. California has one of the only economy-wide carbon pricing policies in the U.S. The Golden State appears to have a paltry carbon price — about $20 per ton — but its other green initiatives actually make it pretty competitive compared to other global winners in sustainability.

“The magnitude of the carbon price itself is not a sufficient proxy for how effective climate policy is across the whole context,” Jenkins says. “It’s one piece of the overall effort.”

Keystone XL construction to begin next year, but indigenous activists vow to keep fighting

Construction on the controversial Keystone XL pipeline is set to rev up next year. The project received a green light from the State Department late last week — the latest salvo in a contentious decade-long battle between indigenous communities and TransCanada, the pipeline’s developer.

On Friday, the State Department issued a 338-page supplemental environmental impact statement for an alternate route through Nebraska. The agency has determined that major environmental damage stemming from the $8 billion, 1,180-mile project would be “negligible to moderate.” According to the report, there will be safeguards in place that would prevent a leak from contaminating ground or surface water.

“Keystone XL has undergone years of extensive environmental review by federal and state regulators,” TransCanada spokesperson Matthew John said. “All of these evaluations show that Keystone XL can be built safely and with minimal impact to the environment.”

The review comes a little more than a month after a Montana court required the State Department to conduct a separate analysis — not part of the pipeline’s 2014 environmental impact study — of the updated route under the National Environmental Policy Act. The new route will be longer than TransCanada’s preferred route.

Following the release of the environmental assessment, TransCanada lawyers filed a response on Friday to address concerns by environmental and indigenous groups that are challenging the pipeline’s permit to cross into the U.S. from Canada in the Montana court.

But as TransCanada moves ahead with plans to construct the pipeline — which would carry up to 830,000 barrels of heavy crude from Canada’s oil sands in Alberta to Steele City, Nebraska — tribal communities living in its path remain steadfast in challenging the review’s conclusions.

“It’s a total disregard for the land, and the animals, and the people that reside on it and have for generations,” Faith Spotted Eagle, a member of the Yankton Sioux Tribe in South Dakota and a vocal opponent of major oil-pipeline projects like the Keystone XL pipeline and the Dakota Access pipeline, told Grist. “I think the thing to remember is that the people who are building this pipeline — they don’t care because they don’t have to live here. But it’s not going to stop me from fighting back.”

Pipeline-opponents on the front lines like Spotted Eagle are gearing up for what comes next, pledging to fight until the pipeline project is halted for good. Earlier this month, the Fort Belknap Indian Community of Montana and the Rosebud Sioux Tribe of South Dakota sued the Trump administration after it granted the pipeline a permit which they claimed didn’t assess how it’s construction “would impact their water and sacred lands.”

Indigenous groups aren’t the only ones voicing their discontent — the Sierra Club called the new State Department report a “sham review.” “We’ve held off construction of this pipeline for 10 years, and regardless of this administration’s attempts to force this dirty tar sands pipeline on the American people,” said Kelly Martin, director of the group’s Beyond Dirty Fuels campaign. “That fight will continue until Keystone XL is stopped once and for all.”

Members of the public have 45 days to comment on the State Department’s review, but Spotted Eagle is skeptical that the powers that be will even bother to consult with indigenous people residing in the pipeline’s route. “There is no regard to nation-to-nation relationships with tribes,” she says.

One of the populations most vulnerable to climate change is locked up in the path of Hurricane Florence

Mei Lo attended the Global Climate Action Summit to call attention to the inmates who couldn’t be here. She passed out flyers and asked activists to make phone calls to put pressure on prisons in the path of Hurricane Florence that have refused to evacuate.

“Prisons, jails, detentions centers, and juvenile centers are all on the frontlines of climate change,” the Bloc the Juvi organizer said. “In all the ways we experience climate change out here, [inmates] experience those impacts to a more magnified degree.” Her group is working to stop the construction of a juvenile detention center in Seattle.

During Hurricane Harvey, prisoners who were not evacuated from Beaumont federal prison rode out the storm in cells flooded with sewage water without adequate food, water, or medicine. Grist called MacDougall Correctional Institution Friday afternoon and confirmed that the medium-security prison with a capacity to hold more than 650 men has not evacuated. Despite the South Carolina prison being in evacuated Dorchester County, MacDougall does not have any plans to evacuate.

Being in the path of a record-breaking hurricane is just one of the dangers inmates face in a warming world. Texas just settled a lawsuit and agreed to install air conditioners in its prisons. During a 2011 heat wave, 10 inmates died from heat stroke. More cases of inmates with heat-related illnesses were reported there this summer.

And inmates are often at the forefront of battling climate change’s worst effects. Thousands of inmate firefighters faced blazes in California for as little as $2 a day plus $1 for every hour they were actively fighting a fire.

A National Prison Strike overlapped with the Peoples’ Climate March and ended just days before the start of the summit in San Francisco. The strike encompassed 10 demands, which included improving conditions inside prisons and calling for prison laborers (such as those who fight fires) to be paid the prevailing wage in their state. Although the national strike was scheduled to end last weekend, inmates have continued to strike in some prisons.

“There are a limited number of things that prisoners have an option to do in regards to addressing the conditions of their confinement,” said Panagioti Tsolkas, an organizer with the Campaign to Fight Toxic Prisons, adding that prisoners are barred from voting in all but two states. “They’re so limited to options that some basic level of disruption in order to attract attention is one of the few things that remain.”

Speaking at the Global Climate Action Summit in San Francisco, the man widely regarded as the “father of environmental justice” reminded his audience of one of the underpinnings of the movement he spurred. Those who are most impacted by climate change “must be in the room and they must be at the table to speak for themselves” said Robert Bullard, distinguished professor of Urban Planning and Environmental Policy.

Yet after three decades of uplifting the voices of low-income, indigenous, and communities of color, there’s still so much work to be done, said Bullard. As he spoke, one of the groups facing the greatest danger from climate change — incarcerated people — are far from having a voice at the summit. Instead, they’re sitting ducks literally locked into place in the path of a super storm intensified by climate change.
