But there is another consequence that gets little attention as a hotter, drier planet turns increasingly to groundwater for life support. So much water is being pumped out of the ground worldwide that it is contributing to global sea level rise, a phenomenon tied largely to warming temperatures and climate change. It happens when water is hoisted out of the earth to irrigate crops and supply towns and cities, then finds its way via rivers and other pathways into the world’s oceans. Annual extremes in hot and cold, wet and dry, are becoming more pronounced. Women and men of science have investigated, and a great majority agree upon a culprit. In the outside world, this culprit has a name, but within the borders of Florida, it does not. According to a Miami Herald investigation, the state Department of Environmental Protection has since 2010 had an unwritten policy prohibiting the use of some well-understood phrases for the meteorological phenomena slowly drowning America’s weirdest-shaped state. It’s…that thing where burning too much fossil fuel puts certain molecules into a certain atmosphere, disrupting a certain planetary ecosystem. You know what we’re talking about. We know you know. They know we know you know. But are we allowed to talk about…you know? No. Not in Florida. It must not be spoken of. Ever. Unless…you could, maybe, type around it? It’s worth a shot. The cyclone slowdown It has been nine years since Florida was hit by a proper hurricane. Could that be a coincidence? Sure. Or it could be because of…something. A nameless, voiceless something. A feeling, like a pricking-of-thumbs, this confluence-of-chemistry-and-atmospheric-energy-over-time. If so, this anonymous dreadfulness would, scientists say, lead to a drier middle layer of atmosphere over the ocean. Because water vapor stores energy, this dry air will suffocate all but the most energetic baby storms. “So the general thinking, is that that as [redacted] levels increase, it ultimately won’t have an effect on the number of storms,” says Jim Kossin, a scientist who studies, oh, how about “things-that-happen-in-the-atmosphere-over-long-time-periods” at the National Centers for Environmental Information. “However, there is a lot of evidence that if a storm does form, it has a chance of getting very strong.” Read the rest at Wired. Why Can’t Public Transit Be Free?

The main goal of transportation that costs riders nothing—getting people out of their cars—can’t be achieved by eliminating fares. The group calls itself Planka.nu (rough translation: “dodge the fare now”), and they’ve banded together because getting caught free-riding comes with a steep $120 penalty. Here’s how it works: Each member pays about $12 in monthly dues—which beats paying for a $35 weekly pass—and the resulting pool of cash more than covers any fines members incur. As an informal insurance group, Planka.nu has proven both successful and financially solvent. “We could build a Berlin Wall in the metro stations,” a spokesperson for Stockholm’s public-transit system told The New York Times. “They would still try to find ways to dodge.” These Swedes’ strategy might seem like classic corner-cutting, but there’s a dreamy political tint to their actions. Like similar groups before them—Paris’s Métro-cheating “fraudster mutuals,” for example—they argue that public transportation should be free, just like education, parks, and libraries (and health care, in some parts of Europe). Planka.nu in particular laments the superiority of the car in what it calls “the current traffic hierarchy.” “The pure act of putting oneself behind the wheel seems, for almost everyone, to lead to egotistic behavior,” the group writes in one online manifesto. “We are confident that one is not born a motorist, but rather becomes one.” These fare-dodging collectives’ egalitarian dream happens to align with some hopes of U.S. policy makers. There’s an intuitive, consequentialist argument that making public transit free would get drivers off the road and reduce greenhouse-gas emissions. In the U.S., where government subsidies cover between 57 and 89 percent of operating costs for buses and 29 to 89 percent of those for rail, many public-transit systems are quite affordable, costing in most cases less than $2, on average. If it might make transit more accessible to the masses and in the process reduce traffic and greenhouse-gas emissions, why not go all the way and make transportation free? Climate Hawks Are Not Impressed by Obama’s Methane Plan

Environmental groups say the new emissions rules don’t go far enough. LonnyG/Thinkstock You would expect environmentalists to offer effusive praise as President Obama releases the final major component of his Climate Action Plan: a proposal to clamp down on methane emissions from the oil and gas sector. And at first glance, they did. “This announcement once again demonstrates the President’s strong commitment to tackling the climate crisis,” said League of Conservation Voters President Gene Karpinski. A number of other environmental groups echoed that sentiment. If you didn’t read between the lines, you might think Obama had given them all they wanted. He did not. Not even close. Environmental leaders, while praising the Obama administration’s intentions, warned that it will have to do much more than it pledged to on Wednesday if it is to meet its own stated goal for cutting methane emissions. Ted Cruz (R-Texas) was just named to be the chairman of the Subcommittee on Space, Science, and Competitiveness as Republicans take over the Senate. This subcommittee (which used to be just Space and Science but was recently renamed) is in charge of oversight of, among other things, NASA. This is not a good thing. Just how bad it is will be determined. Before I rip into this, I want to be as fair as possible here: Poking around the Web, I don’t see any statements from Cruz that I’d consider directly antithetical to NASA’s efforts specifically to explore space. For example, in 2013 he wanted to reduce NASA’s budget, but that was more so that it would comply with the caps set by the Budget Control Act. In fact, he made a statement saying, “Proceeding with an authorization while pretending that the existing law is something other than what it is, is not the most effective way to protect the priority that space exploration and manned exploration should have.” That’s at least superficially heartening. But that’s not to say he doesn’t pose a clear danger: Cruz is a staunch denier of global warming. In 2014, he said this in an CNN interview: The last 15 years, there has been no recorded warming. Airpocalypse Now: Beijing’s Toxic Smog Measures “Beyond Index” Levels

Again. No matter what desperate steps the Chinese government takes—banning coal burning plants within the city limits, shuttering more than 300 factories, wiping out old vehicles and boilers, forcing heavy trucking to go nocturnal—this just keeps happening: Beijing’s smog has yet again soared off the charts. On Thursday local time, Beijing measured “beyond index” levels of the dangerous airborne particulate matter known as PM2.5—considered hazardous to human health because the tiny particles can embed deep in a person’s respiratory system. Those sky-high levels have been measured several times since the US began measuring the city’s air using a device installed atop its embassy in Beijing in 2008, most notably during a “crazy bad” incident in 2010, and 2013′s “airpocalypse”. Thursday’s levels indicated the concentration of PM2.5 exceeded 500 on an “Air Quality Index” (AQI) measured from the embassy. The Beijing municipal government maintains its own index, always notably lower than the US readings, which reported an AQI of 430—still hazardous. (Anything above 150 is considered unhealthy for the general population). Today’s levels are generally regarded as more than 20 times the limit recommended by the World Health Organization. Then, expats gave it a nickname: “airpocalypse.” It covered 1 million square miles (2.7 million square kilometers) of the country with a pall of smog that impacted more than 600 million people. I made this chart then to show what exactly was in Beijing’s air, a lethal combination of particulate matter, nitrogen oxides, sulfur dioxide, carbon monoxide and ozone. It also gives you a sense of how the Air Quality Index works: One reason it’s so hard to control the air quality in Beijing is that the smog problem sweeps in from neighboring provinces, known as the “black triangle”—Shanxi, Shaanxi and Inner Mongolia. Prevailing wind patterns in that area of China pick up the pollution from at least 38 coal-fired power plants and send it straight into Beijing, which is landlocked and tends to trap the smog. As I’ve reported previously, the smog is the main thing driving so much of China’s push to tackle climate change (reducing CO2 emissions will also cut pollution) and its exploration of natural gas through a major fracking push in the southwestern province of Sichuan. It’s worth noting that China continues to be the world’s biggest investor in clean energy technologies. But so long as smog continues to blanket cities like Beijing, home to 21 million people, the government will continue to face mounting political pressure amongst an uneasy population that was promised, along with economic prosperity and greater freedoms associated with opening up to the rest of the world, a better quality of life. The US and China Just Announced a Huge Deal on Climate—and It’s a Game Changer

Ju Peng/Xinhua/ZUMA In a surprise announcement Tuesday night, the world’s two biggest economies and greenhouse gas emitters, United States and China, said they will partner closely on a broad-ranging package of plans to fight climate change, including new targets to reduce carbon pollution, according to a statement from the White House. The announcement comes after President Obama met with Chinese President Xi Jinping today in Beijing, and includes headline-grabbing commitments from both countries that are sure to breathe new life into negotiations to reach a new climate treaty in Paris next year. According to the plan, the United States will reduce carbon emissions 26-28 percent below 2005 levels by 2025, nearly twice the existing target—without imposing new restrictions on power plants or vehicles. Tuesday’s announcement is equally remarkable for China’s commitment. For the first time, China has set a date at which it expects its emissions will “peak,” or finally begin to taper downward: around 2030. China is currently the world’s biggest emitter of carbon pollution, largely because of its coal-dependent economy, and reining in emissions while continuing to grow has been the paramount challenge for China’s leaders. The White House said in a statement that China could reach the target even sooner than 2030. It “expects that China will succeed in peaking its emissions before 2030 based on its broad economic reform program, plans to address air pollution, and implementation of President Xi’s call for an energy revolution.” But the White House was more cautiously optimistic on China’s goal of reaching the goal of 20 percent total energy consumption from zero-emission sources by 2030. It painted a picture of the challenges ahead for the energy-hungry giant: “It will require China to deploy an additional 800-1,000 gigawatts of nuclear, wind, solar and other zero emission generation capacity by 2030—more than all the coal-fired power plants that exist in China today and close to total current electricity generation capacity in the United States.” This is the first time such a policy has come from the very top, President Xi Jinping. Previously, the first and only mention of “peaking” came from Vice Premier Zhang Gaoli at the UN climate talks in New York in September. “This is clearly a sign of the seriousness and the importance the Chinese government is giving to this issue,” said Barbara Finamore, Asia director for the Natural Resources Defense Council, the environmental advocacy group, in an interview from Hong Kong. “The relationship [between the US and China] is tricky, but climate has been one of the areas where the two sides can and are finding common ground.” The announcement also sets the stage for conflict with the Senate’s new Republican leadership, which just today signaled that attacking Obama’s climate initiatives will be a top priority in 2015. The plan does not entail using the US Environmental Protection Agency’s authority to regulate greenhouse gases, as the bulk of Obama’s existing climate strategy does. Instead, it involves a series of initiatives to be undertaken in partnership between the two countries, including: Expanding funding for clean energy technology research at the US-China Clean Energy Research Center, a think tank Obama created in 2009 with Xi’s predecessor Hu Jintao. Launching a large-scale pilot project in China to study carbon capture and sequestration. A push to further limit the use of hydroflourocarbons, a potent greenhouse gas found in refrigerants. A federal framework for cities in both countries to share experiences and best practices for low-carbon economic growth and adaptation to the impacts of climate change at the municipal level. A call to boost trade in “green” goods, including energy efficiency technology and resilient infrastructure, kicked off by a tour of China next spring by Commerce Secretary Penny Pritzker and Energy Secretary Ernest Moniz. NRDC’s Finamore said the magnitude of the agreement—which was made well in advance of expectations—will provide fresh impetus to the drive for a new global climate agreement in Paris next year. “Hopefully this will give new ambition to other countries as well to move forward quickly,” she said. The agreement “sends a powerful signal to every other country that they are serious and are willing to come to the table to reach a global agreement.” “Even if the targets aren’t as ambitious as many might hope, the world’s two largest carbon emitters are stepping up together with serious commitments,” said Bob Perciasepe, president of the Center for Climate and Energy Solutions, a Washington policy group. “This will help get other countries on board and greatly improves the odds for a solid global deal next year in Paris.” “For too long it’s been too easy for both the US and China to hide behind one another,” he said. Or as UN Secretary General Ban Ki-Moon put it: “Today, China and the United States have demonstrated the leadership that the world expects of them.”

It’s been a bit player, but solar power is about to shine. Izu navi/Flickr Last week, an energy analyst at Deutsche Bank came to a startling conclusion: By 2016, solar power will be as cheap or cheaper than electricity from the conventional grid in every state except three. That’s without any changes to existing policy. In other words, we’re only a few years away from the point where, in most of the United States, there will be no economic reason not to go solar. If you care about slowing climate change or just moving toward cleaner energy, that is a huge deal. And solar energy is already going gangbusters. In the past decade, the amount of solar power produced in the United States has leaped 139,000 percent. A number of factors are behind the boom: Cheaper panels and a raft of local and state incentives, plus a federal tax credit that shaves 30 percent off the cost of upgrading. Still, solar is a bit player, providing less than half of 1 percent of the energy produced in the United States. But its potential is massive—it could power the entire country 100 times over. So what’s the holdup? A few obstacles: pushback from old-energy diehards, competition with other efficient energy sources, and the challenges of power storage and transmission. But with solar in the Southwest already at “grid parity”—meaning it costs the same or less as electricity from conventional sources—Wall Street is starting to see solar as a sound bet.
