Why Can’t Public Transit Be Free?

The main goal of transportation that costs riders nothing—getting people out of their cars—can’t be achieved by eliminating fares. Alessandro Colle/Shutterstock About 500 subway riders in Stockholm have an ingenious scheme to avoid paying fares. The group calls itself Planka.nu (rough translation: “dodge the fare now”), and they’ve banded together because getting caught free-riding comes with a steep $120 penalty. Here’s how it works: Each member pays about $12 in monthly dues—which beats paying for a $35 weekly pass—and the resulting pool of cash more than covers any fines members incur. As an informal insurance group, Planka.nu has proven both successful and financially solvent. “We could build a Berlin Wall in the metro stations,” a spokesperson for Stockholm’s public-transit system told The New York Times. “They would still try to find ways to dodge.” These Swedes’ strategy might seem like classic corner-cutting, but there’s a dreamy political tint to their actions. Like similar groups before them—Paris’s Métro-cheating “fraudster mutuals,” for example—they argue that public transportation should be free, just like education, parks, and libraries (and health care, in some parts of Europe). Planka.nu in particular laments the superiority of the car in what it calls “the current traffic hierarchy.” “The pure act of putting oneself behind the wheel seems, for almost everyone, to lead to egotistic behavior,” the group writes in one online manifesto. “We are confident that one is not born a motorist, but rather becomes one.” These fare-dodging collectives’ egalitarian dream happens to align with some hopes of U.S. policy makers. There’s an intuitive, consequentialist argument that making public transit free would get drivers off the road and reduce greenhouse-gas emissions. In the U.S., where government subsidies cover between 57 and 89 percent of operating costs for buses and 29 to 89 percent of those for rail, many public-transit systems are quite affordable, costing in most cases less than $2, on average. If it might make transit more accessible to the masses and in the process reduce traffic and greenhouse-gas emissions, why not go all the way and make transportation free? Dar Yasin/AP When Kashmir’s uprising was at its peak in the late 1990s, I used to walk along the banks of the Jhelum River after school. Amid the fighting between India, which controls the part of Kashmir where I grew up, and armed groups battling for independence or union with Pakistan, the river was calm in a way that the rest of the region wasn’t. I moved away from my home in Srinagar, the summer capital of India-administered Kashmir, six years ago, but every time I come back, I try to walk on the bridge over the river, to watch the water flow with the same serenity that it had when I was a child. The same river submerged my family’s house this fall in Kashmir’s worst flooding in more than half a century, which ultimately killed more than 400 people on both the Indian and Pakistani sides of the region’s disputed border. But that river wasn’t the Jhelum of my childhood. It wasn’t the Jhelum I loved. When the river started to breach banks and burst levees on September 6, I was at my parents’ house in Srinagar, visiting my sister, who had just given birth to a daughter. By then, it had been raining for days. But that evening was almost completely ordinary. We heard the occasional sounds of cars rushing past. Even Global Warming Can’t Convince Republicans That Global Warming Exists

Polling data suggests that even when the heat is on, political ideology outweighs facts. Eunika Sopotnicka /Shutterstock Scientists and science journalists like to say that one of the best ways to tell that climate change is real is to take a look at the changes we can already see: This year is on track to be the hottest ever recorded, and glaciers, corn, and even grizzly bears are responding to the warming. But all those shifts won’t be enough to convince most conservative climate skeptics, a new study in Nature Climate Change finds. A growing body of recent research suggests a person’s political ideology, economic philosophy, and religious beliefs tend to overwhelm observed facts about global warming. The new study, which was released Monday, put that hypothesis to the test by analyzing Gallup polls taken just after the unusually warm winter of 2012. It found that both Democrats’ and Republicans’ perceptions of the warmer weather in their state tracked fairly well with actual satellite temperature data from the National Oceanic and Atmospheric Administration. But “for people who said their local winter was warming, the observed temperature anomalies had no effect on the tendency to attribute that to global warming,” explains Aaron McCright, a sociologist at Michigan State University who authored the study. In other words, the actual temperature had no bearing on whether people believed in climate change. Instead, McCright says, “one of the strongest predictors” is party affiliation: Republicans were far less likely to attribute the warming they felt to man-made climate change than were Democrats. Other variables—gender, age, and level of education—were far less reliable as predictors of a person’s global warming beliefs. The findings suggest that the political polarization of climate change has become so great that the path of least resistance for most people is to hew to their party line, McCright says. Interesting, Democrats in the polling data were guilty of a different kind of bias: Overall, they perceived local temperatures to be warmer than their Republicans neighbors did—a reminder, McCright says, that confirmation bias exists on the left, too. An unrelated national survey taken after 2012′s record-breaking hot summer found that a growing majority of Americans are making the connection between temperature extremes and climate change. But that survey didn’t account for political affiliation. McCright’s research suggests that convincing Republicans will be a different challenge than convincing the public at large, and that references to extreme weather aren’t the best rhetorical strategy to deal with that challenge. The political chasm on climate change is gaping—a Pew poll last year found 44 percent of Republicans believed there was “solid evidence the earth is warming” versus 87 percent of Democrats. That imbalance sets the stage for partisan gridlock on climate action in Congress; Senate Republicans have said they plan to make attacking President Obama’s climate policies a priority when they take control next year. So the stakes are high for winning more conservatives to accept the mainstream scientific consensus on climate change, and this study finds that changes in the weather might not be enough to change many minds. “If we wait around for that to happen, we’ll be waiting for a while,” McCright says. That Amazing ‘Solar Roadways’ Project Has a Working Prototype

Roads? Where we’re going, we need solar roads. Concept rendering by Sam Cornett/Indiegogo Four years ago, Scott and Julie Brusaw announced their provocative concept of “Solar Roadways,” a system of modular solar panels that could be paved directly onto roads, parking lots, driveways, bike paths, “literally any surface under the sun.” Since then, the Brusaws have received two rounds of funding from the Federal Highway Administration as well as a private grant to develop their project. They now have a working prototype featuring hexagonal panels that cover a 12-by-36-foot parking lot. In addition to the potential to power nearby homes, businesses, and electric vehicles, the panels also have heating elements for convenient snow and ice removal, as well as LEDs that can make road signage. According to the Brusaws’ calculations, Solar Roadways, if installed nationwide, could generate over three times the electricity currently used in the United States. Genetically modified strains of corn not authorized for sale in China have been showing up in cargoes exported from the U.S., prompting China to reject them.

And we’re not talking about trifling amounts here. In November and December, the country rejected more than 500,000 tons of American corn that had been genetically modified by Syngenta to repel caterpillar pests.

It’s hard to conceptualize that much corn, but it works out to more than a dozen shipments, or nearly a third of the corn shipped from the U.S. to China this year. Another way to think about it: The rejected shipments weighed more than 100,000 elephants.

Here’s the latest from the BBC:

An unapproved strain called MIR162 was found in 12 batches of corn, China’s product safety agency said. …

The agency called on US authorities to tighten controls to ensure unapproved strains are not sent to China. …

China has already approved 15 varieties of genetically-modified corn for imports and MIR162 is awaiting approval.

“The safety evaluation process [for MIR162] has not been completed and no imports are allowed at the moment before the safety certificate is issued,” said China’s vice agricultural minister, Niu Dun.

The rejections follow similar problems for wheat and alfalfa growers and exporters earlier this year, when supposedly GMO-free fields were found to contain strains that had been developed by Monsanto.
