I have a dumb question. Hillary Clinton has been forced, via FOIA request, to release all of her work-related emails from her term as Secretary of State. Today we learned there may be more to come. By the time it’s all over, we’ll have something like 30-40,000 emails that have been made public.

So here’s my dumb question: why has this happened only to Hillary Clinton? If FOIA can be used to force the release of every email sent or received by a cabinet member, why haven’t FOIA requests been submitted for all of them? It would certainly be interesting and newsworthy to see all of Leon Panetta’s emails. Or all of Condi Rice’s. Or all of Henry Paulson’s.

So what’s the deal? Why has this happened only to Hillary Clinton?

Yep, Most of Paul Ryan’s Budget Cuts Come Out of Programs for the Poor

A few days ago I guessed that 80+ percent of the cuts in Paul Ryan’s latest budget blueprint came from programs for the poor. Today, CBPP dives a little deeper and puts the number at 69 percent. The cuts come in five categories: health care; food assistance; college grants; other mandatory programs such as SSI, school lunches, and EITC; and miscellaneous discretionary cuts. However, CBPP warns that its 69 percent number is very likely conservative:

In cases where the Ryan budget cuts funding in a budget category but doesn’t distribute that cut among specific programs — such as its cuts in non-defense discretionary programs and its unspecified cuts in mandatory programs — we assume that all programs in that category, including programs not designed to assist low-income households, will be cut by the same percentage.

That’s definitely a risky assumption. In real life, two-thirds of those cuts would almost certainly end up coming out of programs for the poor. We’ll never know for sure because Ryan never has the guts to specify where his cuts would go, but I’m willing to bet that if Republicans were forced to provide line items for all of Ryan’s broad categories, we’d end up back at 80 percent of the cuts hitting those with low incomes.

Why Does the NYT Dialect Map Think I Come From Stockton?

Everyone’s favorite timewaster of the past couple of days has been the New York Times’ online dialect map. Answer 25 questions and it will tell you where you grew up. My results were disappointingly vague. Lots of people reported that the app practically located the city block they came from, but in my case it didn’t even get the right part of the state. I’ve spent my entire life within a radius of about 20 miles centered on Orange County, but the app thinks I come from northern California:

I had trouble with several of the questions. The freeway/highway distinction had a couple of answers that seemed OK. I refer to large vehicles on highways as big rigs, trucks, and semis fairly interchangeably. I’m fairly agnostic between yard sale and garage sale, as well as between drinking fountain and water fountain. But I took the test several times to see if answering these few questions differently made a difference, and it didn’t. I kept coming up as a northern Californian.

So I dug in further. Which question was IDing me wrong? After plowing through the test about a dozen times giving different answers to one or two questions at a time, I finally figured it out. It was this one: “What do you call the small road parallel to the highway?” I think of this as a frontage road, but when I switched to service road, the app pegged me with eerie precision:

So what’s going on? The truth is that here in Orange County we don’t really have roads like this, so I don’t call them anything. The only time I see them is when I’m traveling, usually in a car going north on I-5. Once you get up into the San Joaquin Valley, there are signs for these roads all over the place, and they’re always called frontage roads. Since that’s the only exposure I have to them, I call them frontage roads and thus peg myself as a northern Californian.

I’m pretty sure there’s more to it than just this, but since the test rotates questions it’s hard to consistently hold every variable constant but one in order to get clean results. As near as I can tell, frontage road reliably places me north of Bakersfield, but service road occasionally does too depending on how I answer some of the other questions. Most of the time, though, service road plus my natural answers to everything else places me solidly in Southern California.

Last month we learned that in 2011 a FISA judge slammed the NSA for “the third instance in less than three years” in which an NSA surveillance program had been misrepresented to the court. Today, the Obama administration released a set of documents that describes one of the previous instances. It involves the NSA’s collection of phone records, which are supposed to be governed by strict minimization procedures that prevent analysts from illegally accessing the records of U.S. persons who are not reasonably suspected of terrorist ties. But it turned out that for three years, from 2006 to 2009, NSA had been routinely breaking its own rules; had been routinely providing false affirmations to the court; and apparently had no one on their staff who even understood how their own systems worked. Here is Judge Reggie Walton’s conclusion:

The NSA’s explanation for how these violations occurred “strained credulity,” Walton wrote, and because of that he shut down the phone record program entirely until the government put in place safeguards against abuse that satisfied him. Six months later, he finally allowed the program to retstart.

Josh Gerstein has more details here. The main takeaway, however, is the obvious one: no agency can perform oversight on itself. NSA was violating the court’s rules for three years, and only discovered the problem because a spot check happened to turn up a violation, which in turn prompted them to do a broader investigation. That’s no way to ensure compliance with legal and constitutional standards.

Two of the globe’s most epic environmental threats appear to be ganging up on us: The hole in the ozone layer could be hastening global warming.

Yes, the hole in the ozone layer. It still exists, though it has been getting smaller because the world rightly panicked and began phasing out the use of CFCs in the 1980s. It was previously thought that the hole was helping to slow down global warming, but new research published in Geophysical Research Letters suggests the opposite. From Nature:

The team’s models predicted a shift in the southern-hemisphere jet stream — the high-altitude air currents flowing around Antarctica — as a result of ozone depletion. This produced a change in the cloud distribution, with clouds moving towards the South Pole, where they are less effective at reflecting solar radiation. …

The extra net energy absorbed by the Earth would be 0.25 watts per square metre, or roughly a tenth of the greenhouse effect attributed to CO2, [says Kevin Grise, the study’s lead author and an atmospheric scientist at Columbia University]. The result could be a small but non-negligible contribution to global temperature rise.

Hundreds gathered at San Francisco’s City Hall this morning to witness announcements of the Supreme Court’s historic rulings which overturned California’s Proposition 8 and the Defense of Marriage Act. Proposition 8, which banned gay marriage in California in 2008, began its path to the Supreme Court with the help of San Francisco city attorneys. On August 19, 2009 the City and County of San Francisco joined as coplaintiffs challenging the Prop 8 ballot measure. Watch as city officials greet the crowd and gay couples celebrate their renewed right to marry in California.

Note: There were audio recording issues during the final interview, most likely caused by jubilant celebration.

Physicists to Shoot Extremely Fast-Moving Electrons at Dinosaur Skin Fossil

We generally think of dinosaurs as green, lizard-like creatures. But the actual color of dinosaur skin is still very much up for debate. During fossilization the dinosaur’s skin rarely survives, and there are just a few tiny pieces of fossilized skin in existence. Physicists are about to shoot a bunch of extremely bright lights at one of them, in order to try and identify the color of the duck-billed dinosaur to which this small piece of skin belonged.

Those extremely bright lights will come from a synchrotron, which will let physicists at the Canadian Light Source research facility examine the fossils more closely. The synchrotron will shoot a beam of infrared light at the fossil. Some of that light will be reflected. By analyzing that reflection, scientists can try to figure out what the skin was made of. That’s because the chemical bonds in some compounds create different light frequencies than others. So if there’s protein, that will look different than sugar or fat.

Physicist Mauricio Barbi told the press, “If we are able to observe the melanosomes and their shape, it will be the first time pigments have been identified in the skin of a dinosaur. We have no real idea what the skin looks like. Is it green, blue, orange…There has been research that proved the colour of some dinosaur feathers, but never skin.”

The scientists are also curious about why this particular fossil has skin. What happened to this dinosaur, unlike nearly all the others, that allowed for its skin to be preserved?

Answering these questions will not only provide more accurate pictures of dinosaurs, but also might hint at where they can find more samples of preserved skin.
