Marine veteran William “Billy” Ervin Dekle, 66, used to fly planeloads of weed into South Florida in the 1970s and ’80s in his single-prop airplane. Charlie Cundiff, now approaching 70, had two minor priors for growing and possessing marijuana before he got caught up in a pot sting in Tallahassee in 1991. Both men have been behind bars since the early 1990s after getting life sentences for conspiracy to distribute a substance that’s now legal in some form in 23 states and Washington, DC.

On Friday, Dekle and Cundiff were among the 95 nonviolent drug offenders granted clemency by the Obama administration as part of its efforts to reduce the federal inmate population and give relief to those sentenced under the war on drugs. Today’s commutations are more than twice as many as he announced last March, which were the most granted at a single time since Lyndon B. Johnson.

As Mother Jones has reported, at least 69 people have been sentenced to life without parole for marijuana crimes, sometimes with charges as insignificant as serving as go-betweens in the sale of minor quantities of marijuana to undercover police officers—as in the case of Fate Vincent Winslow, a homeless man who provided two $10 bags of weed in exchange for a $5 commission he intended to use to get something to eat.

While today’s announcements are a step in the right direction for the administration’s intention to reduce harsh sentences for drug offenders, it’s a far cry from the 10,000 prisoners who former Attorney General Eric Holder said “were potentially going to be released” under the new clemency initiative announced in 2011. For Winslow, the dozens of other pot lifers, the 95,000 federal drug offenders, and the more than 35,000 inmates who have applied for clemency relief, today’s news will be met with disappointment.

“For an activist like me who works with marijuana lifers and who has been working directly with these two men, the news does not get much better than this,” says Cheri Sicard, former vice president of the CAN-DO Foundation, an advocacy group for nonviolent drug offenders. “At the same time, I am deeply disappointed for the many marijuana lifers left behind. I am in regular contact with them and their families, and I know the anticipation that comes with waiting for the clemency announcements, as well as the subsequent devastating blow it is to not see their names on the list.”

Today’s announcement brings Obama’s clemency total to 91 pardons and 159 commutations. To put those numbers in perspective, federal prisons hold approximately 200,000 people. “We take President Obama at his word that there is no ceiling on the number of commutations he will grant before leaving office,” said Norman L. Reimer, executive director of the National Association of Criminal Defense Lawyers, in a statement Friday. “And so while we are grateful for every single commutation, there are many hundreds more who deserve relief. We urge the President to confound the skeptics by making 2016 an historic year for clemency grants.”

Dekle and Cundiff will first be sent to lower-security prisons and then to halfway houses to begin their transitions before being released from Federal Bureau of Prisons custody. The process is expected to take four months. Meanwhile, as the Washington Post reported this morning, lawmakers in Congress are debating several bills aimed at changing sentencing laws.

Shutterstock The desert in Southern California could be in for a climate-friendly makeover, after the Obama administration released its plans to develop more renewable energy projects on federally owned land. On Tuesday the Interior Department released the final version of a plan that would open up about half a million non-contiguous acres—half the size of Rhode Island—for projects such as wind and solar farms in the Mojave Desert and surrounding areas. It would also more than double the amount of land dedicated to protecting delicate desert ecosystems that are home to vulnerable species, including the desert tortoise. The Mojave Desert, which stretches across most of Southern California, is a potential gold mine for clean energy. Earlier this year, the world’s largest solar farm opened there, near Joshua Tree National Park. According to Interior, the desert and the its surrounding area have the sun and wind potential to support 20,000 megawatts of renewable projects, about equal to the amount of solar energy installed nationwide today. In announcing the plan, Secretary of the Interior Sally Jewell said that public lands will “play a key role” in helping the United States meet its goal of procuring 20 percent of its electricity from renewable sources (excluding large hydro dams) by 2030—up from about 7 percent now. But over the past few years, efforts to develop all that potential have sparked clashes between clean energy buffs and conservationists who don’t want to see pristine landscapes blanketed by vast arrays of solar panels. One pioneering project, the Ivanpah Lake solar farm, became a pariah after environmental groups said that it encroached on tortoise habitat and that its sunlight-concentrating panels were blasting superheated rays into birds’ flight paths and killing tens of thousands of them. Subsequent estimates put the death toll much lower, but the Ivanpah controversy underscored just how hard it can be for government planners to find common ground between competing environmental interests. The new plan (finalized in October but made public Tuesday) is meant to clear the air by painstakingly analyzing a 2 million-acre swath of Southern California and offering a comprehensive take on where to focus clean energy development. Scientists and planners from a host of agencies stockpiled research on wildlife, water, agriculture, historic and cultural sites, and other features in an effort to find spots that have high renewable energy potential with minimal environmental impact. In the map below, the pink and red areas are where the Bureau of Land Management recommends that private developers focus their efforts. Orange and blue hatching shows areas proposed for conservation: BLM Anyone who wants to build a wind or solar farm in these areas still has to go through the normal permitting process that any development on public land has to clear. But the plan is meant to help developers avoid headaches by showing them the areas that the feds have already decided are either not ecologically sensitive, or that are already too degraded to worry much about building in. That’s a departure from the previous modus operandi, in which federal officials made case-by-case decisions on each proposed project. “It’s a real change from how BLM has approached renewable energy development in the past,” said Erica Brand, California energy program director at the Nature Conservancy. The agency, she added, is “protecting desert landscapes by directing development to areas that are more degraded.” Similar reviews of private and state-owned land will be released over the next year. And you can bet that there will be plenty of interest from renewable energy companies. California has the country’s most favorable investment climate for renewable energy, according to Ernst & Young, and the state recently adopted the country’s most aggressive renewable energy target: 50 percent of its electricity mix by 2030. That’s up from 20 percent now. “The [Mojave] Desert has some of the most intact natural landscapes in the lower 48,” Brand said. “As we transition to cleaner energy sources, and work to meet our climate goals, we also have to keep those natural resources intact.”

Morry Gash/AP If you were hoping for a reasonable discussion about science during Tuesday night’s Republican presidential debates, you’re probably going to be sorely disappointed. That’s because the only two candidates with serious positions climate change have been excluded from the event. Last month, South Carolina Sen. Lindsey Graham and former New York Gov. George Pataki made news when they called out their own party for rejecting the science behind climate change. “I’ve talked to the climatologists of the world, and 90 percent of them are telling me the greenhouse gas effect is real, that we’re heating up the planet,” said Graham during CNBC’s Republican “undercard” debate—the early-evening consolation prize for candidates who aren’t polling high enough to land a spot in prime time. “It’s…not appropriate to think that human activity, putting CO2 into the atmosphere, doesn’t make the Earth warmer,” added Pataki. “It does. It’s uncontroverted.” Out of all the candidates in the crowded GOP field, Graham and Pataki also have the strongest track records when it comes to actually fighting climate change. In the Senate, Graham once sponsored a cap-and-trade bill intended to reign-in greenhouse gas emissions. As governor, Pataki helped create a regional cap-and-trade program in the Northeast. So I was excited to hear what they would have say on the issue during the debates that will air Tuesday on the Fox Business Network. Like its sister network Fox News, Fox Business is a major epicenter of climate science denial. Unfortunately for science, Graham and Pataki won’t be on stage Tuesday. Neither of them are averaging anywhere close to 2.5 percent in the polls—the threshold Fox established for the main debate. They aren’t even managing the 1 percent required to participate in the undercard debate. Instead, viewers will hear from an array of global warming deniers. Ted Cruz believes that climate change is a “pseudoscientific theory”; Donald Trump calls it a “hoax”; and Ben Carson insists there’s “no overwhelming science” that it’s caused by humans. Viewers will also hear from candidates like New Jersey Gov. Chris Christie (who was recently demoted to the undercard stage). Christie acknowledges that climate change is real but seems to oppose any realistic plan to deal with it. Then there are the folks who will be asking the questions. In the year’s biggest victory for environmentalists, President Barack Obama announced Friday that he will reject an application from Canadian company TransCanada to construct the Keystone XL pipeline. The pipeline, which would allow crude oil from Canada’s oil sands to reach ports and refineries in the US, has been a major controversy for Obama ever since he took office. The White House spent years deliberating on the issue. During that time, environmental groups accused Obama of not backing up his rhetoric on climate change with real action, and Republicans in Congress accused him of blocking a job-creating infrastructure project. In his announcement today, the president said the State Department’s analysis had shown the pipeline would not significantly benefit the US economy. “The State Department has decided that the Keystone XL pipeline would not serve the national interests of the United States. I agree with that decision,” Obama said. The timing of the announcement is significant, as it comes just weeks before the beginning of major international climate negotiations in Paris. Obama’s decision will “reverberate” with other countries and sends a strong message that the United States is serious about taking action to stop climate change, said Jennifer Morgan, director of the global climate program at the World Resources Institute. Obama said that pipeline had been given an “overinflated role in the political discourse” by both its supporters and detractors. Using Hydrogen Peroxide to Kill Spidermite

I have tried pretty much everything to eliminate spidermite with limited success.  There always seems to be that “one that got away” and the process starts all over again.  I was reading how some horticulturalists had used hydrogen peroxide to kill plant pests.

So I thought I would see if I could come up with a process that would actually get rid of an entire colony of spider mite all at once.

What I had been using fairly successfully was Neem Oil and Organic coconut oil based soap.  So instead of mixing these ingredients with water I mixed them with 3% hydrogen peroxide.  I used  a battery operated sprayer that creates a fine mist.  For every quart of hydrogen peroxide I used a tablespoon of Neem oil and a tablespoon of Organic Castille Soap (Dr. Bronner’s Un-Scented Baby Mild Pure-Castile Liquid Soap).

Then the plants were removed from under their grow lights (otherwise they can burn) and sprayed on all sides including the soil and containers until they were dripping.  One variety (White Widow) did not like the spray at all (survived but lots of leaves were burned); All of the plants lost some of the larger palmate leaves to burn but in general I was satisfied because of the result:  Within a few days there were no eggs, nor spider mite to be found anywhere.  I also sprayed the growing benches with the solution.

If you try this I would recommend mixing up the solution and spraying one or two plants to see if the variety is sensitive.  Don’t spray all of your plants and then be disappointed because they didn’t fare well.  Always check treatments on one or two plants first.  If you have several varieties, test each variety.

A month later the plants are still clean.

Do invest in a battery operated sprayer.  Its the best way to get complete coverage for this type of operation.
