Mass transit wins big in ballot initiatives

In an otherwise rough election for cities, poor people, and the environment, all three got a bit of good news from state and local ballot initiatives funding mass transit. Across the country, voters approved a majority of measures to expand bus and rail lines.

Smart Growth America, the pro-transit and urbanism advocacy group, compiled a list of the biggest transit initiatives on Tuesday’s ballots. Of the 27 measures tracked, 19 passed. And of the eight that failed, five received majority support but fell short because local tax increases required a supermajority.

Among the biggest successes were a sales tax increase to build new light rail in Seattle, a property tax to pay for repairs and maintenance on the San Francisco Bay Area Rapid Transit (BART) system, and a slight sales tax hike to expand bus and rail services and upgrade bike lanes and sidewalks in Los Angeles County.

It wasn’t only the famously eco-friendly cities of the Left Coast that supported mass transit. Even in the South — the country’s most conservative region, with some of its most car-dependent metro areas — voters approved taxes for transit. Wake County, North Carolina, passed a half penny per dollar sales tax increase for new services, including three bus rapid transit lines and a commuter rail line. Atlanta passed two separate sales taxes for biking and walking trails, street and sidewalk improvements, and bus upgrades and rail expansions.

There were also positive results in smaller cities in the Midwest and Interior West. In Eastern Washington, the conservative side of the state, Spokane passed a 0.2 percent sales tax to fund more bus service and launch the area’s first bus rapid transit line. Indianapolis and surrounding Marion County voted for a 0.25 percent income tax to increase bus service. (The Indianapolis area has long had Republicans who support transit, such as former Mayor Greg Ballard and Carmel, Indiana, Mayor Jim Brainerd.)

The Center for Transportation Excellence, a pro-transit think tank, kept track of all transit-related ballot measures and found support for mass transit in small and mid-sized cities, too. Kansas City, Missouri, passed a 3/8-cent sales tax increase to build light rail, while Greensboro, North Carolina, voted for a transportation investment bond to fund new sidewalks.

There were also some disappointments. Measures to expand transit in Broward County, Florida, and in southeast Michigan failed. But, overall, the results were evidence that most Americans — even Trump voters — are willing to pay for greater, greener mobility.

Tesla’s New Solar Roof Is Pretty, But Is It Practical?

Last week, Elon Musk, CEO of Tesla Motors spoke before a crowd at the set of the TV show Desperate Housewives. “The interesting thing is that the houses you see around you are all solar houses,” said Musk. “Did you notice?” This news shocked the audience, as there wasn’t a solar panel in sight. Instead, the surrounding solar cells were camouflaged in glass roof tiles with styles like Tuscan and slate.

This is part of Musk’s vision to revolutionize clean energy generation. He unveiled plans by Tesla to produce solar roof tiles in a variety of colors and textures. His goal is to make solar roofs that look better than the typical roof, have an installed cost that is lower than a new roof plus the cost of electricity, last longer, and provide better insulation.

If he can pull this off, rooftops as we know them will not be the same. Could this be the leap necessary to make solar more appealing and widespread?

Although Musk shows that going solar can be more aesthetically pleasing, pricing information on the solar tiles has not yet been released. The cost of solar energy, however, has plummeted in recent years and is already cost competitive with fossil fuel-based grid power in 10 U.S. states. Musk’s goal seems both realistic and viable if Tesla can work out the details.

The Problem with Asphalt Shingles

Certainly, this common roofing system could use an overhaul. Asphalt roofs are not impressive from an environmental standpoint. They have low recycling rates (due to the potentially hazardous materials they contain), a mere 20-year lifespan and they absorb too much heat. By using a petroleum-based product, asphalt shingles increase our reliance on fossil fuels. When solar panels are mounted on asphalt roofs, the panels typically outlive the roof. This means that roofers have to work around the solar system or else temporarily remove the array.

In addition, an aluminum racking system is used to mount the solar panels. Although this is a relatively modest cost when considering the total system cost, solar tiles do not require such hardware because the tile and the solar cells are integrated. Combining solar cells with roofing materials could reduce total installation costs when compared to installing both a new roof and solar panels.

Tesla is dedicated to the world’s transition to clean energy. This vision includes renewable electricity generation, energy storage and clean transportation. Musk is the chairman and the largest investor in both Tesla and SolarCity, which makes solar power systems for homes and businesses. There is a $2.6 billion merger with SolarCity on the table, which will come to a shareholder vote on Nov. 17. Musk says SolarCity has 300,000 solar customers and Tesla has 180,000 car owners, and he sees great cross-selling opportunities. Introducing a sleek new solar product is likely to appeal to electric vehicle owners, who can use solar power to recharge.

Given that Tesla has proven itself with disruptive technology in recent years, revolutionizing both rooftops and clean power generation seems well within their means.

We Could Power America with Relatively Few Solar Panels, So Why Aren’t We?

I recently saw an article going around about how much land we would need to power our country with solar energy, and I was blown away — to say it’s a small amount is selling it short. According to Elon Musk, we only need a couple of counties in Texas with a couple of thousand rooftops — or just 0.6 percent of our land — and we’d have renewable energy for the whole country.

I couldn’t get over how simple that sounds, so I did a bit more research into solar energy facts to find out why we aren’t doing this, like, yesterday.

First things first, Elon Musk isn’t wrong and isn’t oversimplifying a grossly difficult task, but he does gloss over the meaty problems of our current energy situation in this country. So what’s standing in our way of solar power for all?

The Problem with Permits

My natural first question after reading the article is why aren’t we installing solar panels on everyone’s roof? The answer in a nutshell: permits. At this point in solar technology, you can’t just hop on down to Lowe’s and grab a couple to install yourself. The biggest problem that I came across in my research was lack of solar companies and lack of neighborhoods that were cleared to be able to have solar panels. In order for the solar panels to work, they need to be connected to a main battery and circuit system, and a lot of these are not set up for your average American.

If you do live in an area that is capable of solar energy, you need to get a consultation from a solar company. They give you your options based on square footage, and then you start the installation. Since solar panels are not cheap, you won’t start reaping the benefits until down the line. Your energy bill will be lower, and you will get a tax credit and write-off, but you’re also going to be paying off those panels. I think the aspect of not seeing the financial benefits of solar panels more quickly scares a lot of people away.

Finding the Land

My next question was if roofs were our only option for solar panels — why not all the unused acres in this country? There are more and more solar fields being built every year, but it’s a slow process. One of the main aspects that I didn’t think about until I started googling all of this was the facilities. If you build a giant field, you’re going to need to hook it up to giant batteries, and the rest of the power system for that town, and subsequently the rest of the country. You’ll need to build facilities for the workers and roads to get all the equipment to and from the build site. You have to pay all the workers and hire multiple people to oversee the project.

Another very big concern is animal habitats and American Indian land. The government would have to purchase a plot of land to fit all these solar panels and facilities without ruining anything in the process. Based on the current situation in North Dakota, these types of things are not easy or quick. That’s so much time and effort that I feel like a lot of people wouldn’t vote for it because they see it as wasted money.

Inspiring Others to Care

That brings me to my last question: Why does no one care!? I think the biggest problem is the talk of climate change in general. Too many people think it’s something they get to choose to believe in or not. Science has already proven it’s real, it’s here, and it’s getting really, really bad. Once more people acknowledge we need to take action now, we’ll start to come together a lot faster to help this process move along.

I truly believe your average American isn’t going to deeply care about a topic unless he or she gains something in return. If you’re reading this and are wondering about just that, let’s break it down.

There are three types of solar energy: photovoltaic, solar heating and cooling, and concentrating solar technology. Photovoltaic are the typical solar panels you see on roofs to produce electricity for homes and businesses. Solar heating and cooling are panels that do just that, heat and cool. They are used for things like hot water, space heating and cooling, and pool heating. Concentrating solar technology are the panels you usually see in giant fields off the freeway. These curved mirrored panels collect the sun’s energy and convert it for turbines or engines to create energy to store for a rainy day. Along with the federal investment tax credit, a lot of states and counties offer rebates or incentives as well.

Elon Musk has also created a battery wall to help Americans transition inside their homes. I’m hoping that this, combined with more awareness, will help us move faster toward the teeny tiny part of America that should be covered in solar panels.

The Paris climate accord is a big fucking deal, now more than ever

On Friday, the landmark Paris climate agreement officially goes into force. The news will surely be buried under a mudslide of U.S. election coverage, but it shouldn’t be. Paris was and still is a BFD.

Last December, world leaders reached what’s been called the first truly universal agreement on climate change, because the signers account for virtually all of the planet’s greenhouse gas emissions. More importantly, it marked the first time top polluters like China, India, and the U.S. found a way past old divides and down a shared path toward a low-carbon future.

Now that agreement is taking effect much earlier than expected. Often countries take not just months but years to ratify major international deals. It took eight years to activate the Kyoto Protocol. But the Paris Agreement was ratified by enough countries for it to become binding in less than 11 months.

China, India, the European Union, and dozens of other nations got the job done fast in part because they wanted Paris on the books before the U.S. presidential election — not because it will change Donald Trump’s mind about opposing the deal, but because it sends a clear message: The world is behind climate action. You better be, too.

The Chinese government has even taken the unusual step of saying that the next U.S. president needs to take Paris and climate policy seriously. “I believe a wise political leader should take policy stances that conform with global trends,” said China’s climate chief Xie Zhenhua. “If they resist this trend, I don’t think they’ll win the support of their people, and their country’s economic and social progress will also be affected.”

We’ll always ignore Paris.

Although the rest of the signatories to the Paris deal have been paying close attention to the United States, our politicians and media outlets have not been paying attention to Paris in return.

Just three days after the Paris Agreement was signed last December, CNN hosted a primary debate between Republican presidential contenders in which Wolf Blitzer neglected to ask anything about the climate deal (though Trump and John Kasich disparaged it without prodding).

That was just a taste of what would follow. In the three presidential debates and one vice presidential debate this fall, not a single question about climate change was asked (though Ken Bone did ask about energy and the environment).

Throughout both the primary campaigns and the general election, climate change has gotten little attention, and the Paris Agreement almost none. Did it matter whether candidates would work with our allies to make the 187-country deal a success or pull the legs from under it? Apparently, it didn’t.

But Americans need to know: Paris is huge.

It is a BFD that world leaders have agreed on ambitious goals: holding global warming to below 2 degrees C above pre-industrial levels, and ideally 1.5 C, which scientists say is needed to ward off the harshest impacts; peaking emissions as soon as possible and reaching carbon neutrality by 2050; spending hundreds of millions to help poor nations adapt and transition to climate change.

It is a BFD that countries once lukewarm on climate action have rallied around this agreement. Even a developing nation like India, which still needs to bring electricity to millions of citizens and help them out of poverty, is committing to a cleaner energy future.

It is a BFD that the U.S. and China found common ground in the lead-up to Paris and made the deal possible, forming a new bond around their shared efforts to fight the biggest threat facing humanity.

It is a BFD that the world’s nations have committed to remaking the entire global energy system. Rich nations are basically asking (and helping) developing countries to do something no developed country managed: Leapfrog coal, oil, and gas in favor of renewable energy. It’s no coincidence the oil industry is suddenly mindful of renewables again.

Yes, Paris is imperfect.

Of course, Paris has a lot of flaws and shortcomings, and as the world works to implement it, many what-ifs and hazards lie ahead. The most important components — emissions cuts and finance — aren’t legally binding, so the carefully negotiated deal could be eroded by political shifts. Brexit could make it more difficult for the E.U. to meet its promises. The Philippines is waffling on whether it will formally join the agreement, even though it signed on last December. And, yes, the U.S. election could send the whole process reeling.

Since the agreement is largely non-binding, it’s critical that the review process be as transparent as possible, because international peer pressure is essential to ensuring countries don’t miss the mark. For exactly that reason, countries don’t have a particular incentive to be transparent — which is one of Paris’ main challenges going forward.

Even if everything goes as planned and nations follow through on their first-round commitments, that alone won’t be enough to fend off the worst impacts of climate change. Countries will need to keep setting and meeting tougher goals, which will get increasingly difficult and expensive.

Nevertheless, the Paris Agreement is an essential, powerful start to what will be a long, fraught process.

The endless drama of climate change (not to mention international negotiations) is, let’s be honest, less sensational than the drama of the election. Slow, incremental change is a tough thing to fathom, much less to get excited about. The latest poll, the latest insult, and the latest email leak are easier to grasp and more fun to follow.

Even if it’s not as entertaining as a political campaign, what really counts is moving the clean-energy transition along as fast and seamlessly as possible. The Paris deal that comes into force today is helping the world do exactly that. That’s big, and that matters.

What’s going on with the Dakota Access pipeline? Let us explain.

With only 25 percent of construction left to go on the contentious Dakota Access pipeline and more than 140 arrests this weekend, the Sioux and their allies are calling for reinforcements to continue blocking the proposed pipeline that could destroy sacred sites and contaminate drinking water.

Let’s rewind a little: After the Standing Rock Sioux lost their legal case against the U.S. Army Corps of Engineers in September, the Department of Justice announced it would withhold final permits needed for the pipeline to cross under the river near the primary source of drinking water for the Standing Rock Indian Reservation. These permits could still be granted, pending further review of the Sioux’s complaints.

The Obama administration also stepped in to ask Dakota Access LLC to voluntarily stop work on the pipeline. Needless to say, the company declined, and construction continues while tribal members and activists seek to delay them by holding prayer ceremonies and cuffing themselves together with PVC pipe.

In a recent interview, Obama said the pipeline may be rerouted to protect the Sioux’s water and land. But that decision — if it comes — won’t happen for weeks. Meanwhile, Dakota Access continues to creep toward the Missouri River.

Why We Should All Live in Earthships

Over the years, as I’ve become more and more in touch with the ways of green and natural living, I’ve started to become more aware of the things in my home that aren’t quite what they could be. We rent now for a variety of reasons, but one reason I’m grateful for that is because we’ll have the opportunity to build the house of our dreams when we’re ready.

Researching the best ways to build that dream home is something I’ve developed quite a passion for. During my research, I stumbled upon a concept that I find pretty fascinating: Earthships.

No, I’m not planning to blast off the earth in a ship. But I am planning to build a home that has everything we need to live sustainably on earth, and you can live in a sustainable Earthship, too.

If you haven’t yet heard of Earthships, you’ll likely find them just as fascinating as I do if you care deeply about our planet. Here are some of the main features that make a home a sustainable Earthship.

Use of totally natural and/or recycled materials

A focus on the use of local materials is of great importance in the construction of an Earthship. The focus is on sustainability and accessibility of materials.

The most common materials that create the outer walls of an Earthship are old, recycled tires stuffed with earth. Then those tires are covered in mud. Recycled glass bottles and cans can be used to make more colorful and unique interior, non-weight-bearing walls.

The use of these materials has a variety of benefits. They are more durable and resilient than traditional building materials like wood. They hold up better in earthquakes and they don’t rot or become susceptible to termites over time.

Little to no need for heating or cooling systems

Did you know that our planet is capable of delivering temperature stability without the need for pipes or wires? The sun is basically a nuclear power plant and the planet is a thermally stabilizing mass.

The materials used to build Earthships take advantage of the natural properties of earth to maintain comfortable temperatures in nearly all climates. Depending upon the climate in your region, you can adjust the design of your Earthship to accommodate your heating and cooling needs naturally.

Total power autonomy

The design of Earthships allows them to survive off the power grid (or it can be tied in, depending upon your needs). They are designed to produce their own electricity by using solar power and/or wind power.

The energy is collected and then stored in giant batteries, which in turn routes electricity into your home. You can have all the comforts of a modern home in an Earthship with the right design.

Sustainable, optimized water collection and use

While Earthships can have city water run to them, it’s not always necessary. Earthships are designed to collect water when it rains and snows.

That water is then used four times. The first time it’s used to bathe or wash dishes. It’s then cleaned and used to water indoor gardens. It’s then filtered again and used to flush toilets. Finally, it’s treated and used to water outdoor gardens.

Nothing goes to waste in the water use design, and the groundwater is never polluted, either.

Increased food independence

As mentioned above, Earthships are typically designed to have indoor and outdoor gardens. Because of the design of the water collection and use system, gardens can be watered using water filtered after other household uses.

You can grow pretty much any fruit or vegetable you want in your Earthship with the right plan. See the chart at the bottom of this page for more details on choosing plants for your Earthship.

Completely contained sewage treatment system

We discussed gray water being used to flush toilets after it has watered the indoor gardens. This gray water does not smell and is much more eco-friendly than using fresh water in your toilets.

In addition, once the gray water has been used to flush the toilets, it’s treated and ready to feed your outdoor garden. Don’t worry, the systems are designed to then flow to a conventional leach field, so there’s no worry about the treated water polluting aquifers. It’s really a well-thought-out design!

Now that you know the general makings of an Earthship, let’s look at a few of the more popular designs. Earthships can come in all shapes and sizes!

If you’re not an architect, and you don’t want to hire one who’s well versed in Earthships, then your best bet is to go with the Global Model. It’s the most tested and built model to date, so you know it’s a good plan to go by. It’ll cost you about $230 per square foot to build the Global Model.

If that’s a bit rich for your blood (even though you’ll be able to rid yourself of most monthly household expenses) and you just want to get off the grid, then you’ll want to look at a Simple Survival design. You won’t get all the bells and whistles you can pack into the Global Model, but you will get what you need to survive.

Yet another option is to go with a Packaged Model. This design has some pre-fabricated components, so you don’t get as much flexibility in the design. However, you can lean on the expertise of the Earthship Biotecture to consult with you or even build your Earthship for you.

The most dramatic climate fight of the election is in Washington state

Voters in a progressive Pacific Northwestern state could approve the nation’s first carbon tax next week, providing a much-sought victory to proponents of legislative climate action — and possibly a model for the rest of the country.

And yet the ballot measure is at equal risk of failing spectacularly. Not because of the usual oil and coal industry foes, or even because it includes the dreaded t-word. No, the biggest obstacle in its way: other environmentalists.

An unlikely array of local and national organizations have come out against — or declined to support — Washington state’s carbon tax initiative, which will appear on the ballot as I-732. Their concerns: That a revenue-neutral carbon tax wouldn’t raise money for investing in clean energy and communities, and that people of color didn’t get a fair say in crafting the policy.

Although the split became public last year, it’s only been in the last few months that a barrage of organizations have proclaimed their opposition. Washington Conservation Voters called the measure “flawed,” while Sierra Club Washington noted its members have “deep concerns.”

Infighting is not uncommon in the environmental movement, which actually represents a fairly large and loose coalition of diverse local, state, and national interests. But the carbon tax battle in Washington state appears to stem from a recent and fundamental shift: Following the lead of more community-minded activists, the nation’s most powerful environmental groups are attempting to change their emphasis from a largely white perspective to one that is more diverse and equitable. And that means a new approach to issues like climate legislation.

Many of those groups have come to the realization in recent years that they can’t fight climate change without including a broader range of people in their solutions. Attempts to remake policy so it is equitable and impactful has resulted in two main visions for how to approach climate action.

The tension between a narrowly focused environmental campaign and a newer approach that involves more consensus around a broader progressive agenda has been simmering for a long time. With I-732, it’s broken out into the open.


False starts have plagued the climate movement for years. The failed 2009 Waxman-Markey bill, which would have capped carbon emissions and created a national market for trading credits (hence the name “cap and trade”), sent the movement into existential soul-searching.

Since then, Congress has only become more hostile to climate action, meaning any successes have largely come at the state level or inside the White House. As Republicans at the national level have been less and less involved in a serious fight against climate change, the solutions have evolved without them.

Progressive states including California, New York, and yes, Washington have recently made significant strides on climate policy. Part of the movement’s post-Waxman-Markey strategy was to broaden the base of support for climate policy beyond a very white core — not by appealing to increasingly intransigent conservatives, but by listening to the people representing low-income communities and communities of color, which are disproportionately impacted by pollution and climate change.

“It isn’t just about reducing emissions,” said Green for All’s Vien Truong, who works on climate justice policy initiatives in California and other states. “It is that, but we have to move forward.” This includes bringing people to the movement who “feel the pinch of climate change” most.

Gregg Small of the Washington-based Climate Solutions noted that the cap-and-trade bill’s failure was a teaching moment. “We have to find a different climate movement going forward,” he said. “The climate community can’t do it on their own.”


Despite the recognition by many environmentalists that a new, more inclusive approach was needed, it was a divided effort that helped set the stage for the current battle in Washington state.

Two years ago, a new-school coalition of social justice and environmental groups that became the Alliance for Jobs and Clean Energy began working on a climate action proposal, gathering extensive input from community organizations.

But a smaller, grassroots-based climate group, known as Carbon Washington, got its carbon tax proposal on the ballot first. I-732 would phase in next year, tax carbon emissions at $25 per metric ton in 2018, and gradually ramp up over 40 years to $100.

What’s troubling some opponents is where that money would go: cutting the state’s sales tax by 1 percent, cutting taxes for manufacturers, and providing tax rebates to more than 400,000 low-income households. That’s allowed I-732 proponents to try to appeal to conservatives by calling it revenue neutral, but it doesn’t sit well with the Alliance-affiliated enviros.

Their four-page alternative proposal is murky on the details, though: It calls for a carbon “fee” that would redirect the revenue collected toward clean energy efforts, water quality improvement, and helping disadvantaged communities. It doesn’t cut taxes, and unlike 732, it establishes an absolute, though unknown cap on carbon emitted. The actual tax on polluters starts at $15 per metric ton, but is unclear on how it would ramp up over time. It promises some “compliance flexibility” for polluters, yet doesn’t say what that entails.

Small, a chair of the Alliance, said his group was ready to put its proposal on the 2016 ballot, but pulled its plans when 732 gained the signatures needed. Two competing ballot measures would likely have meant success for neither.

Carbon Washington met with the Alliance to figure out a compromise, but moved ahead without the full blessing of the organizations that had fought hard to bridge justice and environmental concerns. In return, there are now a slew of environmental and social justice groups slamming I-732 for not doing enough to fight climate change, not managing to be revenue-neutral, and failing on equity.

The founder of Carbon Washington, Yoram Bauman, defends his group’s approach. “I think that underneath, there’s a philosophic difference in how to provide benefits to low-income communities and communities of color,” he said. “Their approach was to fund community-directed investment. They wanted a pot of money that could be controlled by local communities to reduce emissions, create jobs, and lower pollution in communities of color. Our approach was we wanted to put money back [into the pockets of low-income] households.”

Bauman says that if his group’s measure passes, small tweaks and improvements could be made by the state legislature. But opponents say that a flawed model is not a good place to start from.

“Perfect shouldn’t be the goal,” Bauman argues. “I think folks who care about climate change need to support action on climate change. We don’t have many opportunities to take a swing at the ball, and there are serious questions about how many more years we want to wait.”


I-732 does have its share of supporters. Actor and activist Leonardo DiCaprio, 28 environmental and energy-focused groups (including the Audubon Society’s state chapter), and dozens of Republican and Democratic lawmakers and economists have endorsed it. All this has lead to one very fractured environmental community.

The Seattle-based sustainability think tank Sightline Institute is neutral on 732, but still manages a good summary of the pro-side’s position in a lengthy analysis weighing the pros and cons: “Initiative 732 does exactly what the scientists and economists prescribe: it sets a science-based, steadily rising price on pollution,” Sightline writes. “The citizens’ initiative covers most of the state’s climate pollution, makes the tax code more progressive, and is administratively elegant.” Based on a Washington Office of Financial Management projection, the 732 carbon tax would raise $2 billion in fiscal year 2019 (4 percent of the state’s annual budget), which would go back to taxpayers in various forms.

Critics, however, remain convinced that 732 it doesn’t do enough to fight climate change, nor does it address justice concerns. They also felt shut out of the process.

“We’ve got to get it done right the first time,” said Small, who was careful to make it clear that Climate Solutions is not opposed to I-732. “Effective carbon pricing needs to really do three things: It needs to put a meaningful price on carbon to drive down pollution; it needs to invest the money generated in clean energy solutions; and it should invest in those affected by climate change.”

A coalition of environmental justice organizations penned an open letter to the Sightline Institute, saying they took issue with the group’s analysis, arguing that it serves to “denigrate our perspective and profess to speak for the interests of our communities without our consultation or knowledge.”

“People who can actually begin to be part of the solution were hoping to be part of this clean energy future,” Green for All’s Truong said. “And this carbon tax essentially shut that effort down.”

Perhaps the most unexpected argument is that the tax won’t do the intended job of cutting emissions. Food and Water Watch issued a report claiming that the model for 732, a British Columbia carbon tax, “fails to demonstrate that it has reduced carbon emissions, fossil fuel consumption, or vehicle travel, as it purported to do.”

Technically, it would be possible to alter 732 in the legislature down the line if voters approve it in November, but it’s politically unfeasible. Some environmentalists would prefer to work with what they have if it passes, but in a few cases, the critics would rather see no tax at all. Seattle public radio station KUOW asked Alliance member and OneAmerica activist Ellicott Dandy if she would regret her position against I-732 if no other carbon tax ever passed.

Her answer: “No.”


The latest polling shows a close vote. In an early October poll, 21 percent of voters were undecided. In a late-October poll from KOMO News/Strategies 360, that number is even higher, with 28 percent unsure how they will cast their ballot. How the undecideds break makes all the difference for an initiative leading with just 40 percent of the electorate, and 32 percent opposed.

If 732 fails, the lessons for environmentalists will be clear: An approach designed to appeal to more conservative sensibilities — tax cuts, revenue neutral — isn’t going to help them bring in new voices on the left, who want to be heard and play a guiding role in the process.

“Carbon pricing is incredibly difficult and maybe impossible if people don’t come together,” Small said. “Other states will face similar types of dynamics here on the policy and strategy. I hope people learn from the painful lesson we have in Washington to, you know, work it out.”
