Solar power has been growing for decades. Then coronavirus rocked the market.
As the coronavirus outbreak rages on, renewable energy is taking a hit. Factory shutdowns in China have disrupted global supply chains for wind turbines and solar panels, with consequences for clean energy progress this year around the world.
The spread of COVID-19, now declared a pandemic by the World Health Organization, is expected to slow solar energy’s rate of growth for the first time since the 1980s. On Monday, two major solar panel manufacturers that supply the U.S. utility market, JinkoSolar Holding Co. and Canadian Solar Inc., both saw their stock prices fall by double digits. Bloomberg New Energy Finance, a research firm, previously predicted that global solar energy capacity would grow by 121 to 152 gigawatts this year, but on Friday, the group issued a new report dialing back its prediction to just 108 to 143 Gigawatts.

Disruption in supply is only part of the equation. The new report predicts that as policymakers and businesses focus on short-term stimulus packages to help the economy, energy infrastructure investments and planning will temporarily go by the wayside. This has already happened in Germany, where a scheduled government meeting to resolve questions over the future of renewable energy on Thursday was used instead to plan for the coronavirus. According to the Bloomberg analysis, these trends will slow battery demand and result in lower-than-expected returns on investments in wind.
In the U.S., the utility-scale wind and solar markets are dealing with uncertainty in their supply chains. Utility-scale wind developers have received “force majeure” notices from wind turbine suppliers in Asia who cannot fulfill their contract obligations in time. The term refers to a common clause in contracts that gives companies some leeway in the case of extreme disruptions, like wars, natural disasters, and pandemics. The delay jeopardizes wind projects that were banking on taking advantage of the wind production tax credit, which expires at the end of this year.
Meanwhile, major U.S. solar developers that can’t get their hands on enough panels are issuing their own “force majeure” notices to utilities. Invenergy and NextEra Energy, the developers of the first two utility-scale solar farms in the state of Wisconsin, both cited the clause in late February and warned of delays to the projects. Now NextEra claims its 150 megawatt solar farm is back on track, while Invenergy’s 300 megawatt project is still up in the air.
“I think you’re going to see a lot of force majeure claims under the coronavirus, up and down the supply chain,” Sheldon Kimber, CEO and co-founder of utility-scale clean energy developer Intersect Power, told Greentech Media.
Factories in China are reportedly starting up operations again, but the ripple effects of the short-term disruption strengthen the case for local manufacturing of renewable energy equipment, according to the Bloomberg analysis. If there’s any silver lining in this story, it’s that governments may now have an opportunity to do just that. Fatih Birol, Executive Director of the International Energy Agency, encouraged governments that are planning stimulus packages in the wake of the pandemic to prioritize green investments and capitalize on the downturn in oil prices to phase out fossil fuels.
“We have an important window of opportunity,” Birol told the Guardian. “We should not allow today’s crisis to compromise the clean energy transition.”

Should Biden and Sanders steal Elizabeth Warren’s climate plans?
Elizabeth Warren dropped out of the 2020 presidential race on Thursday morning, 390 days after officially announcing her run. Several months ago, the senator from Massachusetts was widely regarded as a frontrunner with momentum to spare. But her support started to waver in the lead-up to the first contests in Iowa, New Hampshire, and Nevada. Ultimately, she never placed higher than third in any of the state caucuses and primaries she competed in.
Warren’s slogan, “I have a plan for that,” is an apt description of her biggest contribution to the presidential race — especially when it comes to climate policy. Over the course of her campaign, she released more than a dozen proposals to address climate change — more plans than any other candidate. Warren left no stone unturned in her quest to come up with an answer to what is arguably the biggest threat facing the nation.
Her plans offered solutions to problems as big as warming oceans and as small as inaccessible national parks. She had a plan to green the military (think zero-emissions vehicles and combat bases that run on clean energy) and a plan to base trade agreements with other countries on their emissions goals. The strength of Warren’s climate game lay not just in the quantity of her plans but also in their quality.
Warren’s candidacy may be dead, but her 14 plans could live on. And there’s reason to believe they might. After Washington governor Jay Inslee dropped out of the race in August, he encouraged the remaining candidates to crib from his climate plans, which he called “open-source.” Warren adopted planks of his sweeping climate platform and even hired one of his climate advisers. There’s nothing stopping the remaining candidates from similarly picking over Warren’s plans now that she’s out of the race.
“Any candidate who wants to win Warren voters should think seriously about embracing Elizabeth’s climate platform,” a Warren aide told Grist.
Joe Biden and Bernie Sanders, the two remaining candidates with a viable path to the nomination, both have comprehensive climate plans. Sanders’ plan earned him an A+ from Greenpeace, which ranks candidates based on their dedication to phasing out fossil fuels and passing a Green New Deal. Biden’s plans got him a B+. But both stand to benefit from adopting some of Warren’s plans, which got more and more ambitious in the lead-up to her decision to drop out. Here are three plans that deserve to outlive Warren’s campaign.
“Stop Wall Street From Financing the Climate Crisis.” This plan is aimed directly at making sure Wall Street doesn’t leave Americans high and dry by continuing to invest in oil and gas infrastructure that could lose all their value in the transition to clean energy. Climate change, Warren says, destabilizes the American financial system by jeopardizing Wall Street’s investments and inflicting physical property damage (think the wreckage of coastal cities in the wake of catastrophic hurricanes or Western towns post-wildfires). She proposed using the regulatory tools in the Dodd-Frank Act — enacted in the wake of the 2008 crash — to regulate Wall Street and address those risks.
Warren’s plan for public lands. In April 2019, Warren became the first front-runner to release a sweeping public lands plan aimed at reducing emissions from public lands. She set the bar for similar plans from other candidates by advocating for an executive order banning new fossil fuel leases on federally owned lands on her first day in office. Most interestingly, she introduced the framework for a conservation workforce that would put a smile on FDR’s face: the “21st Century Civilian Conservation Corps,” which would “create job opportunities for thousands of young Americans caring for our natural resources and public lands.”
“Fighting for justice as we combat the climate crisis.” This plan has a lot in common with environmental justice plans from other candidates. It would direct at least $1 trillion to low-income communities on the frontlines of climate change. But it differs in one important respect: It uses wildfire wisdom from tribes to help the U.S. prevent deadly wildfires like the one that razed Paradise, California in 2018. In addition to investing in wildfire prevention programs and improved mapping of active wildfires, she aimed to incorporate “traditional ecological practices” and explore “co-management and the return of public resources to indigenous protection wherever possible.”
Will Biden and Sanders poach Warren’s climate plans? Time will tell. Her campaign certainly hopes they will. “The urgency of the moment calls for it,” the Warren aide said.

Trump’s agriculture secretary managed to alarm lots of rural conservatives and White House staffers when he broke with the administration last week to say that farmers would make money if the government did what economists, think tanks, and some old-school Republicans have been clamoring for — putting a price on carbon.
“If it is a social goal and social priority there, then let’s put a price over carbon emissions,” Sonny Perdue told reporters. “And I think you can really see farmers show out in their carbon sequestration efforts.”
The biggest farm-lobbying group, the Farm Bureau, has long opposed any carbon-pricing plans. But it has warmed a bit to the idea that farmers might benefit: In January the conservative lobbying group voted to support research on carbon-storing soils, and “unbiased science-based research on climate change.”
Perdue’s apparent break with White House orthodoxy had the executive-branch’s flaks scrambling to spin the story. Perdue couldn’t possibly have proposed that the government put a price on carbon emissions, they said, because President Donald Trump opposes that. Instead, he was simply pointing out that farmers could win: “If the free market puts a value on carbon,” an Agriculture Department spokesperson told the Washington Examiner.
Oh, okaaaaay. It’s unclear how the free market would impose a price on carbon pollution, but sure. Putting aside the spin, was Perdue right? Would farmers benefit if we put a price on carbon? It’s a worthwhile question with agriculture responsible for about 9 percent of the greenhouse gasses emitted in the United States.
Back in 2009, when Congress came close to passing a climate bill, scholars were asking these same questions. One of the people to do the math was economist Bruce Babcock, then at Iowa State, and now a professor at the University of California at Riverside. Babcock calculated that a carbon price would drive up the cost of propane farmers use to dry their corn the diesel that fuels their tractors, and the nitrogen fertilizer spread on their fields. But all those costs could be wiped out if farmers were paid for storing carbon in soil.
A price of $20 per ton of carbon dioxide would increase an Iowa farmer’s costs by about $4.50 an acre, while no-till farming could earn that farmer $8.00 per acre, Babcock calculated. So farmers wind up netting $3.50 thanks to a carbon tax.
The basic math still applies today, but a couple dollars an acre probably wouldn’t convince farmers to make major changes, Babcock said. “A more productive way would be to convince them they have a private benefit from better soil health. Improving soil is the best investment they can do, and carbon is an indicator of healthy soil.”
It always depends on the individual farm, but most would be able to adapt to a price on carbon emissions. But adapting to climate change is a different story. “Given how much irrigated agriculture in the West relies on consistent mountain snowfall and Corn Belt agriculture relies on warm summers with abundant rainfall, any disruptive change in climate will have a far greater impact on livelihoods than will the price of carbon,” Babcock wrote.

Guess who’s hiding again? Oregon Republicans hoping to squash a climate bill.
When it came time to vote on a bill to limit greenhouse gas emissions in the Oregon Senate on Monday, the Republican state senators’ chairs were empty. All of them except state Senator Tim Knopp of Bend had run away from Salem in an attempt to kill Oregon’s cap-and-trade bill. Again.
That left Democrats one senator short of the 20 they need to hold a vote, effectively putting the state government on pause. If signed into law, the legislation would make Oregon the second state in the country after California to adopt a cap-and-trade program. But that would require bringing Republicans back to Salem.
It’s the third walkout by Oregon Republicans in 10 months: the first for a business tax to raise money for Oregon schools, and the second for the vote on the cap-and-trade bill last June, which ended up lacking enough Democratic support to pass.
“Frankly, the entire world is watching,” Governor Kate Brown said in a news conference on Monday. “We need to get this done now. The votes are there to pass it straight up.”
Brown said she had “bent over backwards” to make compromises with the Senate Republicans. “They’re adults,” she said. “They need to come back to the building. They need to do the jobs they were elected to do. And instead, they’re taking a taxpayer-funded vacation.”
There are still two weeks left of the 35-day legislative session — and if one of the senators comes back, it’ll be enough to hold a vote.
The Senate Republicans have been threatening to walk out for weeks, arguing that Democrats were refusing to compromise with them on the cap-and-trade bill, which is opposed by some odd bedfellows. The logging industry argues that it would raise fuel costs, threatening a compromise the industry had made with the state’s environmental groups. Climate activists with Portland’s Sunrise Movement oppose the cap-and-trade policy, arguing that it isn’t strict enough.
Despite Oregon’s reputation as a green state, a fact sheet from the Northwest-based Climate Solutions shows that it’s falling behind on taking steps to curb greenhouse gas emissions. Though other states have passed policies to put a price on carbon, raised fuel standards, and committed to a timeline for running on totally clean electricity, Oregon is not among them. If the state government doesn’t do something soon, according to Climate Solutions, Oregon won’t be able to meet its own emissions goals for 2020.

This Philadephia refinery is the country’s worst benzene polluter. Trump wants to keep it open.
Before it exploded last June, Philadelphia Energy Solutions (PES) — the largest crude oil refinery on the East Coast — was processing 335,000 barrels of oil each day. It was also producing some of the highest levels of benzene pollution of any refinery in the country, according to a new report by nonprofit watchdog group the Environmental Integrity Project.
The report, which follows a recent investigation of PES’s benzene pollution by NBC News, found that 10 refineries across the U.S. were releasing cancer-causing benzene into nearby communities at concentrations above the federal maximum in the year ending in September 2019. Under 2015 EPA rules, facilities are required to investigate where their toxic emissions are coming from, then take immediate action to reduce impacts — both of which PES failed to do. The refinery had an annual average net benzene concentration that was more than five times the EPA standard, beating a long line of refineries in the oil-friendly state of Texas. Out of the 114 refineries that the group examined across the country over the course of a year, PES emitted the highest levels of benzene.
Environmental Integrity Project
That includes the period after the refinery was shut down following the explosion.
Residents of South Philadelphia say they were awakened in the early hours of June 21, 2019 by a loud boom. Large pieces of debris poured down on the streets followed shortly by the smell of gas. Neighbors looked out their windows and saw clouds of dark smoke billowing from the nearby complex, which already had a history of safety issues.
For a while, that seemed to be the end for the refinery. Rather than make repairs and clean up the mess after the June incident, PES shut down the facility and filed for bankruptcy. The company put the 1,300-acre waterfront property up for sale, either to be maintained as a refinery or to be turned into housing or mixed-use development. And last month, after a closed-door auction in New York City, Hilco Redevelopment Partners, a Chicago-based real estate company, was the selected winner. But just when it seemed the PES refinery complex would shut down for good, the Trump administration got involved, offering its help last week to spurned bidders who are challenging Hilco’s victory because they want to keep the property processing crude oil.
The idea of keeping the refinery active doesn’t sit well with some environmental activists, especially in light of the new benzene report.
“Today’s report is just one more factor and data point on why this plot of land should not be put back into a use that puts local communities at risk,” said David Masur, executive director of PennEnvironment, a statewide environmental group working for clean air and water.. “Whether it’s an explosion or a constant threat of pollution from known carcinogens, the choice of putting a refinery there is just too dirty and dangerous.”
A community fuming
South Philadelphia has long been a diverse cultural hub for the city. It also faces multiple sources of pollution. In addition to the PES refinery complex, the largest source of particulate air pollution in Philadelphia and a repeat violator of the Clean Air and Water Acts, South Philly also has major arterial highways, the Philadelphia International Airport, large industrial factories, and other processing facilities.
More than 5,100 people live in the area within a one-mile radius of the PES refinery. Most of the residents are black, and 70 percent of the residents live below the poverty line. These residents also suffer from disproportionately high rates of asthma and cancer.
In a letter sent to the City of Philadelphia Refinery Advisory Group — a group the city created in wake of the June 21 explosion — at the end of October 2019, Drexel University researchers summarized the health impacts of living near the PES refinery based on data they’d gathered. They listed negative birth outcomes, cancer, liver malfunction, asthma, and other respiratory illnesses. They also included mental health impacts such as stress, anxiety, and depression that come with living near a large industrial site like PES.
“Because the PES refinery is immediately surrounded by several neighborhoods, communities near the refinery will be disproportionately affected by compounds released by it,” Kathleen Escoto, a graduate student at the Dornsife School of Public Health at Drexel who was one of the authors of the letter, told Grist. “If the refinery released the highest levels of benzene in the country, especially considering its proximity to densely-populated areas, then the burden of disease that the refinery has on the surrounding communities is even worse than we thought.”
Benzene, a colorless chemical with a somewhat sweet odor that evaporates from oil and gas, is used as an ingredient in plastics and pesticides. According to the U.S. Center for Disease Control, exposure to benzene can cause vomiting, headaches, anemia, cancer, and in high doses, death.
Philly Thrive, a grassroots environmental justice group that has been raising awareness about the public health costs of living near a fossil fuel facility since 2015, has been organizing community members from South Philadelphia to fight against PES and to ensure that they have a seat at the decision-making table.
“Part of what Philly Thrive has faced when residents tell their stories about the impact of the refinery on residents’ health is confrontation from politicians and leaders, who challenge our personal stories, lived experiences, and wisdom,” said Philly Thrive organizer Alexa Ross. “It’s always been offensive, perplexing and confusing to be challenged on the basis of facts.”
The refinery’s fate
Despite the Trump administration’s efforts to keep the refinery in operation, the fate of the land is still up in the air. On Thursday, Philly Thrive organized a call bank session for members to make phone calls to Philadelphia Mayor Jim Kenney and the Industrial Realty Group, an alternative bidder on the property that wants to keep it as a refinery. They cited the new report as part of their reasoning that the refinery should remain closed.
“This report just leaves us fuming, speechless, dumbfounded, and reeling about how residents have known for so long that the refinery has been killing generations of Philadelphians, but politicians still ask us to prove it,” Ross said.
“Imagine if we actually have the right kind of air monitoring system we need,” she added. “Imagine what else would come to light about what facilities like the refinery has been doing to human health.”
A hearing to finalize the details of PES’s 11 bankruptcy sale is now scheduled for February 12 in Wilmington, Delaware.

The climate crisis is putting women in danger, study finds
Imagine being a mom of seven children in a small village with little to no economic opportunities and resources. The only job a woman can get is to sell fish in the market — but in order to get the fish to sell, you have to have sex with fishermen as a form of payment.
This is the reality for many women in parts of East Africa, where economic opportunities are divided by gender. Traditionally, men own boats and go out fishing in lakes, while women buy fish from the men to sell at the market. But fish stocks are dwindling in East Africa, as they are across the globe, in part due to climate change. When men don’t catch enough fish to supply all the buyers, they negotiate sex in exchange for a guaranteed catch.
“Sex for fish” is just one of many examples described in a new study by the International Union for Conservation of Nature about the ways in which climate change and environmental destruction are fueling violence against women.
The researchers of the study conducted a survey of environmental policymakers, advocates, activists, and academics and collected 80 case studies that drew connections between environmental catastrophe and gender-based violence and exploitation. Fifty-nine percent of those who took the survey said they have observed sexual assault and coercion, rape, trafficking, child marriage, or other forms of violence against women in the wake of environmental crises or conflicts.
In countries with high gender inequality, like those in East Africa, laws and gender norms determine who has access to and control over natural resources. The study authors write that men often engage in violence against women to maintain these power imbalances. Indigenous women, for instance, sometimes face sexual violence and assault when male authorities demand sexual favors in exchange for land rights.
It’s not just struggles over natural resources that contribute to violence against women. In rural Australia, researchers found an uptick in domestic violence during severe droughts, which the researchers attributed to an increase in men’s alcohol and drug consumption to help them cope with drought-related financial pressures. And climate change–induced migration can also exacerbate gender-based violence, with women who flee to overcrowded temporary shelters after a climate disaster particularly vulnerable.
The jaboya system, as the sex-for-fish practice is called in western Kenya, has made women vulnerable to HIV and AIDS, which are four to 14 times more prevalent in fishing communities than elsewhere in developing countries. Overfishing and warming temperatures have made it more difficult for fishermen to find fish. Climate change-fueled floods and droughts can severely impact inland waters such as lakes and ponds, resulting in a decline in water quality, longer dry seasons, the emergence of new pathogens, and accelerating fish mortality.
Despite environmental pressures, East African women have been exploring ways to resist sexual exploitation. In 2011, a women’s cooperative called “No Sex For Fish” launched, in an attempt to eliminate the jaboya practice. Thanks to grants from various nonprofits, such as World Connect, the women in the cooperative have bought boats and hired men to catch fish for them. Some boats, however, weren’t strong enough to take the strong wave currents, and eventually broke down. Although the jaboya system has not been fully eradicated, the cooperative continues to fight for women’s autonomy.
The IUCN study also provides examples of solutions and proposals for policymakers to consider when addressing gender-based violence and environmental rights. Uganda’s government, for instance, has integrated gender issues into a wetlands restoration project. Research shows that child marriage tends to increase during droughts, famines, and water shortages because it allows a family to receive “bride wealth” and to reduce the number of people to feed in a household. The restoration project is designed to mitigate such climate disasters, and as a result reduce child marriage and other forms of gender-based violence. The study also suggests ways to address gender-based violence by creating consortiums to spread awareness. In Nepal, for example, women who do forest conservation work were particularly vulnerable to violence from illegal loggers. USAID then expanded its Hariyo Ban Program, a consortium that aims to reduce threats to biodiversity and climate vulnerablities, to incorporate trainings to prevent violence against women.
“A powerful ingredient for change is knowledge,” Cate Owren, one of the study’s authors and the IUCN senior gender program manager, told Grist in an email. “We hope innovation and creative partnerships are on the horizon.”
