Here’s What You Need to Know About President Obama’s Decision to Reject the Keystone XL Pipeline

Watch Climate Desk’s explainer video. In the year’s biggest victory for environmentalists, President Barack Obama announced Friday that he will reject an application from Canadian company TransCanada to construct the Keystone XL pipeline. The pipeline, which would allow crude oil from Canada’s oil sands to reach ports and refineries in the US, has been a major controversy for Obama ever since he took office. The White House spent years deliberating on the issue. During that time, environmental groups accused Obama of not backing up his rhetoric on climate change with real action, and Republicans in Congress accused him of blocking a job-creating infrastructure project. In his announcement today, the president said the State Department’s analysis had shown the pipeline would not significantly benefit the US economy. “The State Department has decided that the Keystone XL pipeline would not serve the national interests of the United States. I agree with that decision,” Obama said. The timing of the announcement is significant, as it comes just weeks before the beginning of major international climate negotiations in Paris. Obama’s decision will “reverberate” with other countries and sends a strong message that the United States is serious about taking action to stop climate change, said Jennifer Morgan, director of the global climate program at the World Resources Institute. Obama said that pipeline had been given an “overinflated role in the political discourse” by both its supporters and detractors. Smith Island Is Sinking Into the Chesapeake Bay Thanks to Climate Change

Roberto Borea/AP Twelve miles off the coast of Maryland’s Eastern Shore, Tim Marshall and I knife through the salty, choppy waters of the Chesapeake Bay in an aging white fishing skiff. It’s a clear, bright August morning, and Marshall, slugging cans of Diet Coke, steers us straight for the approximately 4,500 acres of tidal marsh that make up the federal Martin National Wildlife Refuge. To our backs is Smith Island, the last inhabited offshore island on the Maryland side of the Chesapeake. Marshall pilots us to the outer banks of the wildlife refuge, where the horizon is nothing but the blue waters of the Chesapeake and a faint speck in the distance—the remains of Holland Island, whose 360 residents fled rising waters and eroding soil in 1922, and which serves as a constant reminder to the people living on Smith Island that they might be frogs in a pot of slowly boiling water. Smith Island too is disappearing, its land eroding as it submerges into the Chesapeake. Smith Island comprises the wildlife refuge and a stretch of islands directly south, where roughly 280 residents live in three small villages about 5 feet above sea level. But erosion nips away at Smith Island’s banks at a rate of roughly 2 feet each year, and a 2008 report predicted that by 2100 Smith Island will be “almost completely under water as the Bay’s average level goes up nearly one-foot.” Read the rest at Newsweek. Willie Allen Jr./St. Petersburg Times/ZUMA On the fifth anniversary of Hurricane Katrina, in 2010, New Orleans Mayor Mitch Landrieu preached unity. “With the rising water, differences and divisions were washed away,” he said, asking the audience to listen to each other, and embrace their common aspirations. “We will hear and we will learn the beautiful truth that Katrina taught us all,” he declared, “We are all the same.” With this, Landrieu invoked our national memory of the hurricane—a catastrophe that devastated New Orleans for all of its residents. In his own address on the fifth anniversary, President Obama struck a similar tone, with a message of rebuilding and harmony. “Five years ago we saw men and women risking their own safety to save strangers. We saw nurses staying behind to care for the sick and the injured.  We saw families coming home to clean up and rebuild—not just their own homes, but their neighbors’ homes, as well.” With the 10-year anniversary this week—Katrina’s storm surge breached the levees a decade ago on Saturday—we’ll soon see similar rhetoric from politicians and those seeking to pay respect to the storm’s victims. Hurricane Katrina was one of the worst disasters in American history: It killed more than 1,800 Americans, displaced tens of thousands more, and destroyed huge swaths of New Orleans. While the government couldn’t stop the storm, it could have prepared for the damage. But it didn’t. The days and weeks after Katrina were marked with scandalous mismanagement, as the federal government made history with its incompetence and failure. Thousands of New Orleans residents who weren’t evacuated and couldn’t escape the city were left with inadequate aid and shelter, all but abandoned by officials who couldn’t, or in some cases wouldn’t, help them. In our current remembrance, Katrina is a synonym for dysfunction and disaster, a prime example of when government fails in the worst way possible. It’s also a symbol of political collapse. George Bush never recovered from its failure, and “Brownie, you’re doing a heck of a job” stands with “Mission Accomplished” as one of the defining lines of the administration and the era. Ohio Gov. John Kasich doesn’t “want to overreact” to global warming. John Kasich, the Republican governor of Ohio, is announcing his bid for the presidency Tuesday. Unlike most of his GOP opponents, Kasich actually believes that climate change is real. “I happen to believe there is a problem with climate change,” he told the Hill 2012. “I don’t want to overreact to it, I can’t measure it all, but I respect the creation that the Lord has given us and I want to make sure we protect it.” He made a similar statement in the video above, taken at a conference last month, but he added that the environment shouldn’t be “worshipped,” because that would be “pantheism.” Despite his comparatively reasonable views on climate science, Kasich has been pretty noncommittal about actually addressing global warming. And over the last few months, he has stepped up his opposition to President Barack Obama’s climate agenda. He’s rolled back Ohio’s clean energy goals and has joined a legal challenge against the Environmental Protection Agency. “Gov. Kasich seems less extreme than some other presidential candidates because he couches his views on climate change with uncertainty, rather than disagreement,” said Dan Weiss, a senior vice president at the League of Conservation Voters. Still, Weiss said, Kasich’s record tells a different story. It’s no surprise that climate change would be on Kasich’s radar. His state is a leading producer and user of coal, which is the country’s top source of carbon dioxide pollution. Kasich has said he is “not going to apologize” for burning coal. He’s also been a proponent of so-called “clean coal” technology, which aims to capture carbon emissions and store or repurpose them. (So far there’s only one commercial-scale CCS project in the country, at an astronomically expensive coal plant in Mississippi.) In the video above, Kasich claimed that his state “reduced emissions by 30 percent over the last 10 years.” According to federal data, total carbon emissions in Ohio fell only about half that amount between 2002 and 2012. (Rob Nichols, Gov. Kasich’s spokesperson, did not return multiple requests for comment about this statement and the governor’s overall climate record.) Either way, Ohio’s energy sector is among the nation’s dirtiest. It ranks fifth nationwide for total carbon emissions and has one of the nation’s highest rates of carbon emissions per unit of energy produced, a measurement that experts refer to as “carbon intensity.” That’s because of the state’s heavy reliance on coal, which provides 63 percent of its electricity (as opposed to just 2 percent from renewables). And Ohio is home to American Electric Power, one of the country’s biggest power companies and the number-two producer of electricity-related carbon emissions. The upshot of those statistics is that if the United States is going to “protect” the Earth, as Kasich claims to want to do, Ohio clearly has an important role to play. And yet, Kasich’s administration has been a leading opponent of Obama’s Clean Power Plan, a slate of regulations for power-related emissions that aims to reduce the nation’s carbon footprint 30 percent by 2030 and that forms the backbone of the president’s climate agenda. The rules, which set a different targets for each state, treat Ohio relatively lightly—according to a Bloomberg analysis, Ohio would be required to reduce its carbon intensity, but its overall carbon emissions could remain more or less unchanged. Last year, the Ohio EPA called the proposed rules “flawed” and said the federal EPA had “radically underestimated” their cost. Meanwhile, Ohio Attorney General Michael DeWine joined with a dozen other states in asking a federal court to block the EPA from implementing the plan. The court ultimately declined to hear that challenge, as the rules haven’t yet been finalized. Ohio may have a difficult time meeting the EPA target anyway, thanks to a law Kasich signed last year that effectively shelves the state’s own clean energy targets. The measure, which was backed by the conservative American Legislative Exchange Council, puts a two-year freeze on requirements for power companies in the state to procure more of their electricity from renewable sources like wind and solar, and to reduce energy demand overall. Clean energy targets like that would have helped the state meet the EPA mandate in a cost-effective manner; without them, the state may have to rely more heavily on curbing its coal use, according to one clean energy industry group in the state. So while Kasich might seem like a moderate on climate, undermining climate-friendly policies is hardly better than opposing the science outright. The quest for a climate-savvy GOP candidate continues.
