Global warming means that the Arctic’s fabled Northern Sea Route could soon be ice-free in summer, slashing journey times for cargo ships sailing from the Far East to Europe. Which is why the Yong Sheng, a rust-streaked Chinese vessel, is on a truly historic journey. ezioman/Flickr For a ship on a mission of worldwide importance, the Yong Sheng is a distinctly unimpressive sight. The grey and green hull of the 19,000-tonne cargo vessel, operated by China‘s state-owned Cosco Group, is streaked with rust, while its cargo of steel and heavy equipment would best be described as prosaic. Yet the Yong Sheng’s journey, which began on 8 August from Dalian, a port in north-eastern China, to Rotterdam is being watched with fascination by politicians and scientists. They are intrigued, not by its cargo, but by its route – for the Yong Sheng is headed in the opposite direction from the Netherlands and sailing towards the Bering Strait that separates Russia and Alaska. Once through the strait, it will enter the Arctic Ocean, where it will attempt one of the most audacious voyages of modern seafaring: sailing through one of the Arctic’s fabled passages, the Northern Sea Route. The passage, which hugs the coast of northern Russia, and its mirror route, the Northwest Passage, which threads its way through the islands and creeks of northern Canada, have claimed the lives of thousands of sailors who tried for centuries to cross the Arctic in an attempt to link the ports of the Far East and Europe by sailing via the north pole. China to spend big to clean up its air

China plans a five-year, $277 billion spending spree to clean up the country’s killer air.

The government of the heavily polluted nation pledged to clean up its skies after air-pollution levels reached dizzying new heights early this year. The announcement coincides with other nascent environmental initiatives, such as a carbon-trading system to tackle climate change and, bizarrely, legal changes that could see serious polluters executed.

Many wondered whether the pledge to tackle air pollution was mere rhetoric, but this week’s announcement suggests that China is taking the problem seriously. From Reuters:

The money is to be spent primarily in regions that have heavy air pollution and high levels of PM 2.5, the state-run China Daily newspaper quoted Wang Jinnan, vice-president of the Chinese Academy for Environmental Planning as saying. Wang helped draft the plan. …

The new plan specifically targets northern China, particularly Beijing, Tianjin and Hebei province, where air pollution is especially serious, the newspaper said.

The government plans to reduce air emissions by 25 percent by 2017 compared with 2012 levels in those areas, according to the report.

It’s not only residents of China who would benefit from a serious campaign to improve air quality. Pollution from the region travels over the Pacific Ocean on jet streams to the West Coast of the U.S., taking as little as a week to arrive.

There’s a new ally in the fight against the dirtiest of fossil fuels.

The World Bank’s board of directors approved a strategy shift this week that will move the lending body formally away from its longstanding support of coal-fired power plants in favor of cleaner and smarter alternatives.

Following the adoption Tuesday of its Energy Sector Directions Paper [PDF], the World Bank will “provide financial support for greenfield coal power generation projects only in rare circumstances,” such as where there are “no feasible alternatives to coal.”

The bank isn’t morphing from sinner to saint. It will still support new fossil-fuel projects, including those powered by natural gas, along with hydropower projects that wreck rivers and displace communities. But its shift away from coal could be significant, particularly as an example for other international financing groups. In the same vein, President Barack Obama recently called for an end to America’s financing of new coal plants abroad in most circumstances.

The World Bank is a huge financier of infrastructure projects, loaning nearly $53 billion last year to poor and developing countries. Its most recent support for construction of a coal-fired power plant came three years ago, when it approved a $3 billion loan for a coal facility in South Africa.

The shift is being welcomed by environmentalists, but they are anxious to find out how the bank will define the situations in which there are “no feasible alternatives to coal.” From Reuters:

“While it misses an opportunity to close the door for good (on coal lending) it only allows it in narrowly defined cases where there are no feasible alternatives,” Justin Guay, a Washington representative for the Sierra Club, said about the new strategy.

Guay said there had been concerns China would not allow the new language to go through, as had happened with past proposals to cut back on coal funding.

The real test of the strategy may come next year, when the World Bank should decide whether to provide loan guarantees for [a] Kosovo power plant fired by coal.

The strategy paper lays out the World Bank’s new energy priorities:

In countries with low energy access, the priority will be affordable and reliable energy. Grid, mini-grid, and off-grid solutions will all be pursued for electricity. In rural, remote or isolated areas, off-grid solutions based on renewable energy combined with energy efficient technologies could be the most rapid means of providing cost-effective energy services. Engagement in cleaner cooking and heating solutions will grow. …

Efforts to improve energy efficiency — one of the most cost-effective ways to expand supply and reduce environmental impact — will be scaled up according to countries’ needs and opportunities. …

The World Bank Group will continue to support and finance all forms of renewable energy … Rapidly declining costs are making wind and solar power competitive in some settings, while geothermal energy is a relatively low-cost source of renewable energy providing a dependable supply. Biogas and biomass-based energy also play useful roles.

China’s Coal Reliance Reduces Life Expectancy by 5.5 Years, Study Says

Air pollution causes people in northern China to live an average of five and a half years shorter than their southern counterparts, according to a study released on Monday that claims to show in unprecedented detail the link between air pollution and life expectancy.

High levels of air pollution in northern China—much of it caused by an overreliance on burning coal for heat—will cause 500 million people to lose an aggregate 2.5 billion years from their lives, the authors predict in the study, published in the journal Proceedings of the National Academy of Sciences.

The geographic disparity can be traced back to China’s Huai River policy, which, since it was implemented between 1950 and 1980, has granted free wintertime heating to people living north of the Huai River, a widely acknowledged dividing line between northern and southern China. Much of that heating comes from the combustion of coal, significantly impacting the region’s air quality.

“Using data covering an unusually long timespan—from 1981 through 2000—the researchers found that air pollution…was about 55% higher north of the river than south of it,” the MIT Energy Initiative said in a statement.

“Linking the Chinese pollution data to mortality statistics from 1991 to 2000, the researchers found a sharp difference in mortality rates on either side of the border formed by the Huai River. They also found the variation to be attributable to cardiorespiratory illness, and not to other causes of death.”

The researchers, based in Israel, Beijing, and the Massachusetts Institute of Technology, gauged the region’s air quality according to the established metric of total suspended particulates (TSP), representing the concentration of certain airborne particles per cubic meter of air.

The study concluded that long-term exposure to air containing 100 micrograms of TSP per cubic meter “is associated with a reduction in life expectancy at birth of about 3.0 years.”

Air pollution has been the subject of widespread public outrage in China since January, when Beijing’s air quality index (AQI)—a similar metric to TSP—regularly exceeded 500, the scale’s maximum reading, for weeks on end. On January 12, Beijing’s AQI hit a record 755, 30 times higher than levels deemed safe by the World Health Organization.

Past studies have established a link between air pollution and reduced life expectancy. One recent large-scale study concluded that air pollution contributed to 1.2 million premature deaths in China in 2010.

Yet according to Michael Greenstone, an economics professor at MIT and one of the study’s authors, this study is the first to precisely quantify their relationship. “Demonstrating that people die a bit earlier because of pollution is interesting and helps establish that pollution is bad,” he said. “But the most important question, the next question that needed to be answered, is what’s the loss of life expectancy? How much should society be willing to pay to avoid high levels of pollution? This study was structured so we could answer that question.”

China’s central authorities are keenly aware that environmental degradation has become one of the country’s leading causes of social unrest. Last month, China’s cabinet revealed 10 new measures intended to combat air pollution, and state media reported that Chinese courts can now impose the death penalty on serious polluters.
