Trump Will Require All EPA Science to Be Screened by Political Staffers

The Trump administration is requiring that political appointees review all Environmental Protection Agency studies and data prior to public release, according to a report from the Associated Press. The controversial new rules, which will also apply to information displayed on the EPA’s website, have sparked outrage from scientists and journalists.

“We’re taking a look at everything on a case-by-case basis, including the web page and whether climate stuff will be taken down,” said Doug Ericksen, the communications director for the EPA transition team, in an interview with the AP. “Obviously with a new administration coming in, the transition time, we’ll be taking a look at the web pages and the Facebook pages and everything else involved here at EPA.”

Former EPA employees reportedly told the AP that the Trump administration’s rules “far exceed” those imposed by previous administrations:

George Gray, the assistant administrator for EPA’s Office of Research and Development during the Republican administration of President George W. Bush, said scientific studies were reviewed usually at lower levels and even when they were reviewed at higher levels, it was to give officials notice about the studies—not for editing of content.

“Scientific studies would be reviewed at the level of a branch or a division or laboratory,” said Gray, now professor of public health at George Washington University. “Occasionally things that were known to be controversial would come up to me as assistant administrator and I was a political appointee. Nothing in my experience would go further than that.”

The EPA’s scientific integrity policy, which was created under former President Barack Obama, mandates that research and actions be “grounded, at a most fundamental level, in sound, high quality science” that is “free from political interference or personal motivations.”

Trump’s First Move as President: Screwing Over Homeowners

Earlier this month, then-President Barack Obama issued an executive action requiring the Federal Housing Administration to decrease insurance premiums on FHA mortgages, a change that could have potentially saved low-income homeowners as much as $900 per year. In his first administrative order as president, President Donald Trump suspended this Obama order, which was slated to go into effect on January 27. In practice, this means that low-income homeowners will be stuck paying higher insurance premiums on their FHA-insured mortgages.

FHA loans enable homebuyers—often those with lower incomes and who have fewer assets or bad credit—to bypass conventional lenders who would likely deny them loans by taking out a mortgage that’s insured by the federal government. The borrowers have to pay FHA mortgage insurance, to protect the mortgage lender from a loss should the borrower default on their home loan. In his announcement of the change, Obama said the drop in premiums would help stabilize the housing market and spur growth in housing markets still recovering from the financial crisis.

At his confirmation hearing last week, Ben Carson, Trump’s nominee to lead the Department of Housing and Urban Development, which oversees the FHA, said he was concerned about the Obama administration’s last-minute implementation of this insurance premium drop and would reexamine it. “I, too, was surprised to see something of this nature done on the way out the door,” Carson told members of the Senate Banking, Housing, and Urban Affairs committee. “Certainly, if confirmed, I’m going to work with the FHA administrator and other financial experts to really examine that policy.”

Presidential executive orders require no congressional approval to pass or overturn. Trump has vowed to eliminate all of Obama’s executive actions during his first days in office. This may be his first step toward fulfilling that promise.

We have good news for tropical forests and people who like to breathe.

The well-known investor is reportedly one of the most influential advisers to President-elect Donald Trump as he considers candidates to run the Environmental Protection Agency.

Icahn has interviewed several candidates for the job in the last week, according to the Wall Street Journal. Icahn confirmed that one top contender is Jeff Holmstead, an assistant EPA administrator during the George W. Bush administration and who was, until a few weeks ago, a registered lobbyist for fossil-fuel companies. Other top candidates reportedly include Kathleen Hartnett White, former chair of the Texas Commission on Environmental Quality, and Scott Pruitt, Oklahoma’s attorney general.

Icahn has more than a passing interest in the EPA. He has a controlling interest in CVR Energy, whose CEO has said that EPA regulations could cost the company an estimated $200 million this year, according to the WSJ. CVR is in the business of refining petroleum and manufacturing nitrogen fertilizer.

Trump campaigned on promises to “drain the swamp” of special interests surrounding the White House. So far, he’s shown a knack for surrounding himself with Wall Street insiders, super-wealthy investors like Icahn, and other Masters of the Universe.

Swamp Watch – 5 December 2016

Donald Trump has chosen Ben Carson as his Secretary of Housing and Urban Development. Why? He’s not remotely qualified for the position and he’s publicly (!) stated that he doesn’t have the experience to lead a government agency. Still, Carson is black and the U in HUD stands for Urban, and that’s probably enough for Trump.

Does this sound unbearably smug and elitist? Sure, I’ll cop to that. But as near as I can tell, Trump has already picked a Defense Secretary solely on the strength of the fact that his nickname is “Mad Dog,” and a UN ambassador because she looks kind of foreign. So it fits.

By the way, you’ll notice that in my table below I’ve finally decided to label Mnuchin and Ross as part of the swamp. My original hesitation was because they weren’t part of DC politics. Does Wall Street count as part of the swamp? Upon reflection, of course it does. Hell, Mnuchin even comes from Goldman Sachs. If that’s not part of the swamp, what is?

Carrier Will Get a Tax Break For Staying in Indiana

Yesterday I warned everyone to keep an eye out for details about the size of the bribe that Carrier got from Donald Trump to stay in Indiana. We still don’t know that, but we do know a little bit more:

Carrier, the company that changed its plans to shutter a plant in Indianapolis and shift production to Mexico after talks with President-elect Donald Trump, confirmed Wednesday that it would receive financial assistance from the state of Indiana as part of the deal to keep the plant open.

….A statement from the company…“The incentives offered by the state were an important consideration.” The Indiana Economic Development Corp., a state agency, will grant Carrier a tax break in exchange for keeping the plant open, said John Mutz, a member of the corporation’s board and a former lieutenant governor.

How big a tax break? And what else will Carrier get? Stay tuned as we learn more details about how many taxpayer dollars are being spent in order to provide Donald Trump with a PR opportunity.

Trump Likely Broke With His Own Stance in Indiana Manufacturing Deal

President-elect Donald Trump and his team are celebrating the announcement that a company that came under fire for planning to move 1,400 jobs to Mexico will keep around 1,000 of those jobs in Indiana. The announcement late Tuesday came after Trump and Vice President-elect Mike Pence, the outgoing governor of Indiana, applied pressure to Carrier, an Indianapolis furnace manufacturer, to keep jobs in the state. At a rally in April, Trump had promised “100 percent” to rescue the jobs at the plant, and Trump and Pence plan to visit Indiana this week to publicize the victory.

But there are still questions about what kind of deal was struck to persuade the company to keep production in the state. Any deal-making would be an about-face for Trump, who as recently as last month derided government incentives to keep companies in the United States.

“I’ve been watching these politicians go through this for years,” Trump said at a rally in Wilkes Barre, Pennsylvania, on October 10. “I’ve been watching them give low-interest loans. I’ve been watching them give zero-interest loans. These companies don’t even need the money, most of them; they take the money. There were a couple of instances where geniuses with great lawyers gave them money and then they moved anyway…I mean, the whole thing is crazy.”

Trump made the same point in August at a rally in Erie, Pennsylvania. (The Democratic super-PAC and opposition research outfit American Bridge found these examples and shared them with Mother Jones.) “Over the years, I’ve watched, for years, for 10 years, for 12 years, for 15 years, beyond Obama, and I’ve watched as politicians talked about stopping companies from leaving our states,” Trump said. “Remember, they’d give the low-interest loans. Here’s a low-interest loan if you stay in Pennsylvania. Here’s a zero-interest loan. You don’t have to pay. Here’s a this. Here’s a tax abatement of any kind you want. We’ll help your employees. It doesn’t work, folks. That’s not what they need. They have money. They want to go out, they want to move to another country, and because our politicians are so dumb, they want to sell their product to us and not have any retribution, not have any consequence. So all of that’s over.”

If the Indiana deal is any indication, however, these kinds of corporate incentives are not over yet. Neither Trump nor Carrier, which is owned by Indiana-based United Technologies, has disclosed the terms of the deal. CNBC reported that the state of Indiana offered the company incentives to stay. The report also indicated that the company may have chosen to keep the factory in Indiana in order to curry favor with the new administration. United Technologies does lucrative work for the US government making engines for military jets.

Trump was correct that without strict enforcement mechanisms, incentives often fail to keep jobs in the country in the long term if the company stands to make more money by shifting production abroad. Even as Trump has apparently stopped Carrier’s relocation for now, a company a mile away is in the process of shutting down its plant and sending nearly 300 jobs to Mexico. Both Carrier and the second company, Rexnord, had already benefited from tax incentives to stay in Indianapolis when they both decided to move operations to Mexico. Carrier had agreed to pay back $1.2 million to the city. The Indianapolis Star reported in August that under Pence, the Indiana Economic Development Corporation had awarded $24 million in incentives to companies that sent production overseas. Of that sum, $8.7 million had already been paid out.

Trump had railed against corporate welfare long before he launched his presidential campaign. In 2011 and 2012, he repeatedly criticized the Obama administration’s loans to Solyndra, the solar technology company that declared bankruptcy in 2011 despite receiving a $535 million federal loan guarantee through the 2009 stimulus package. “Washington is wasting over $2 billion this year on Solyndra type loans,” Trump tweeted in October 2011. The following March, he tweeted that President Barack Obama “has wasted billions of our tax dollars on speculative green projects like Solyndra. He is an economic ignoramus.”

The U.S. Army Corps of Engineers tells Standing Rock water protectors to move on.

Carson, a retired neurosurgeon and right-wing pundit, told Fox News that President-elect Trump has asked him to be Secretary of Housing and Urban Development. (Trump tweeted that he is “seriously considering” Carson for the post.)

Carson has already turned down a chance to be Trump’s Secretary of Health and Human Services on the grounds that he is unprepared to run a federal agency. So how is HUD any different? Good question.

Carson lacks any relevant experience. HUD is charged with developing affordable and inclusive housing. Under the Obama administration, it has promoted smart-growth goals, such as linking low-income housing with mass transit.

During Carson’s unsuccessful campaign for the Republican presidential nomination, he never proposed any policies to promote low-cost or integrated housing. Asked on Fox about his knowledge of HUD’s work, Carson pointed to his experience growing up in a city.

Trump is also reportedly considering Westchester County Executive Rob Astorino to run HUD. Under Astorino, the county has failed to comply with a 2009 settlement in which it agreed to build more affordable housing.

So Trump will nominate either someone wholly unqualified or someone who opposes affordable housing. It’s almost as if the luxury real-estate developer once sued for discriminating against black tenants doesn’t care about affordability or integration.

Stop Trying to Feel Awesome All the Time, Says Millennial Whisperer

“Personal development” blogger Mark Manson got his start shelling out dating advice back in the mid-2000s, when The Game was making waves. Like every other twentysomething of a certain demographic, Manson, who hails from Austin, Texas, was hoping to cash in as a digital nomad: He moved abroad, started a blog, and attempted to earn a living working on internet marketing startups.

But the promise of the young web was elusive, Manson soon discovered. The startups and the jobs they offered were “not sustainable—they’re not real careers,” he says. “If you start looking out 20 years in the future, you have no stability. I started to realize this, and around the same time, I realized that writing is the only thing I’m good at, the only thing I really love about my job.”

So Manson, who is now 32, resolved to focus on his writing. In 2012, while living in Colombia, he penned his first viral post, “10 Things Most Americans Don’t Know About America.” The post received thousands of shares and crashed his website, he says. Manson continued writing in his plain, off-the-cuff style, appealing to millennials with posts like “Stop Trying to Be Happy,” “Love is Not Enough,” and “In Defense of Being Average.”

Nowadays, his eponymous advice blog (tagline: “Some people say I’m an idiot. Other people say I saved their life. Read and decide for yourself”) commands about 2 million unique visitors a month and covers topics from love to the development of habits. I reached out to Manson to talk about his new book, The Subtle Art of Not Giving a Fuck, and naturally, to get a little advice.

Mother Jones: What’s up with the book title?

Mark Manson: It actually comes from a blog article I wrote a couple of years ago. I was just joking around with a friend about not giving a fuck, and I think at one point, I said, “Not giving a fuck: It’s not easy, it’s a very subtle art form.” I have a Google Doc, and every time I have an idea for an article, I pull up my phone and jot down ideas. It took me a year to actually write the book, and one day when I was feeling irreverent and ridiculous, I was like, all right, let’s talk about giving fucks, not giving fucks, and just went for it.

MJ: How would you summarize the key takeaways?

MM: The central message is that, in general, people have spent way too much time trying to feel good all the time. Instead they should focus on deciphering what’s important and what’s not. Because problems are inevitable, pain is inevitable, and the only really reliable way to persevere or deal with those problems and pain is to find a worthy cause or a worthy reason for dealing with it. A lot of the culture at large, and self-help material in general, has gone down this rabbit hole of “You can feel great all the time and you’re amazing. You’re a special snowflake who’s going to be the next big thing in the world.” I think that’s really led to a culturewide sense of entitlement and just kind of being detached from reality and from each other.

MJ: So we should feel bad instead?

MM: Feeling good is nice, but the goal should be to find something meaningful and important.

MJ: But isn’t that what everyone is saying?

MM: Yeah, a lot of people, but it’s usually framed like, “You’ll feel really good if you find something meaningful.” It doesn’t work that way. The quality of your life is determined by how good your problems are, not how awesome you feel all the time. The whole point of the book is that self improvement isn’t about getting rid of pain. It’s about not giving a fuck about pain. That’s what growth is. It’s getting to the point where the pain you’re sustaining is a worthwhile thing to endure.

MJ: So how do you know which problem is the right one? For instance, a lot of people work really hard and suffer a lot—and they’re not satisfied.

MM: The quest here is to find better problems. A better problem is the one we have control over, that is pro-social and not antisocial. In a way, it’s about values. Good values are based in reality—they’re socially constructive and immediately controllable. Bad values are superstitious, socially destructive, and not immediate or controllable.

To use one of the facetious examples in the book: If the biggest problem in my life right now is that my favorite TV show got canceled, that’s a pretty poor reflection of my values and the quality of my life. That’s a poor thing to care about, it’s not controllable, it’s not immediate, it has no immediate effect on the people around me or the people I care about. The highest priorities in our life should be something that’s grounded in being constructive toward the people around us, and something that’s immediate and we have control over.

So if someone says they want to be a famous singer on TV, for example, it’s a poor value, because there’s so many factors that could influence that. The thing that will bring greater quality to life is something more controllable, more like, “I want to the best singer that I possibly can,” or “I want to move as many people as possible with my artwork as I can,” whether you’re singing in a coffee shop or onstage at Madison Square Garden.

MJ: That seems obvious. And yet I hadn’t really thought about it.

MM: Culturally speaking, we’re getting a bit lost. The side effect of all this marketing and consumerism is that we’re running into this constant state of distraction, and we don’t realize that a lot of the values that we end up adopting maybe aren’t even our own, or maybe were a little bit imposed on us through marketing messages and TV shows and movies.

I spent a lot of my early adulthood caring about a lot of things, and I was very upset when I discovered that they weren’t very important. I’ve watched a lot of my friends and my readers go through similar experiences. I think a lot of that comes with growing up with the internet and 500 channels on TV. We’re the first generation that grew up with this very distorted expectation of what the world is and what we should expect from it.

MJ: So what can we do?

MM: What needs to be done is a return to simplicity. The answer these days is not more, it’s less. It’s deciding what to cut off from our attention and our focus. There’s way more things out there than any single person people could pursue, way more opportunities and questions. I think the most important question is: What am I going to give up? What am I going to cut myself off from? What are the few things in my life that I am going to care about and focus on, understanding that I’m limited, and a lot of ideas so prevalent out there may not ever happen in my life? I think it’s a really hard thing to swallow.

MJ: So then it’s more like, “What do I actually want to give a fuck about?”

MM: Exactly. The not giving a fuck thing is actually just a silly tool to teach people to think about their values, about what are they choosing to find important in their life, and then finding a way to change those things.

MJ: But suppose I were to say, “Mark, I actually give a fuck about everything. What should I do?”

MM: I would tell you to prepare for a lot of disappointment, and it would really come down to how you react to that disappointment. It’s a process of letting go. Some people react by refusing to accept it. They give a fuck about everything and they’re constantly disappointed because nothing is living up to their expectations, but instead of accepting that their expectations are unrealistic, they blame groups of people and blame the government and blame everybody. What we have to get back to is that people are really limited and fallible. You need to choose the few things that you’re going to work really hard for, and accept the disappointment that comes with everything else.

It’s a very negative philosophy, but it makes people feel better because it relinquishes the pressure. If you think of your typical millennial, since that’s who most of my readers are, they have all these expectations. They went to a good school and they worked their asses off. They did an unpaid internship and they studied abroad and they want to have their amazing career and they want to get there faster than ever. And they want to make a certain amount of money and live in an awesome city, and it’s just, the pressure of having to care about everything weighs them down and creates a lot of unnecessary anxiety. Everything else will eventually come as a side effect: If you get good at a job, eventually you’ll get to live in a good city. If you get good at a skill, you’ll find a good job. If you find a skill that you care about and think is important, then you’ll naturally get good at it. Start at the beginning.

MJ: How do people respond to this advice?

MM: The most common thing I get from people is a sense of relief. People who come to self-improvement content are generally the type of people who are very hard on themselves and constantly feel a need to prove that they’re awesome and that their life is awesome. So when they come around and see something that’s like, “Hey, you don’t need to prove anything; it’s not going to work anyway”—even though it’s a negative message, they kind of feel relief. My goal is never to give algorithmic advice, but to explain the principles and a little bit of the framework, so people can decide for themselves. Because deciding for themselves is the most important thing people can do—it’s often the problem in the first place.

MJ: How did you come up with this stuff?

MM: I’m a recovered self-help junkie. I’ve always been a bookworm, so I’ve been reading about this stuff since I was a teenager. I guess it’s a classic case of what was a hobby through most of my life ended up becoming my profession, even if it wasn’t designed that way. That, and I’ve screwed up. There’s really no better teacher than your own screwups.

MJ: Where do you turn when you feel lost or in need of help?

MM: I have a great support network. My fiancée is amazing. I have some friends who are insanely intelligent and who are willing to keep me in check, and I have my family. Books are great, but for most people, if you’re going through hard times, step No. 1 should be friends and family and people close to you.

MJ: Your last chapter, fittingly, is about death. Why did you choose to write about that?

MM: Because the whole book is about people trying to avoid their problems, and death is the ultimate problem we try to avoid. There are entire religions about coming to terms with death and becoming more comfortable. To use that famous Steve Jobs YouTube video, when you think about death, it’s the only thing that kind of puts everything else in perspective. It is the only kind of objective yardstick for being able to recognize the values in one’s own life, and what they’re worth. So I think it’s important to think about it, and for people to imagine their own death, because it makes self discovery that much easier—even though it’s unpleasant.

MJ: So, um, how many times did you use the F-word in your book?

MM: Ha! I have no idea. A lot! Probably a couple hundred. The editor struck a few of them, because they were definitely gratuitous.

Since 2011, Acuña has resisted the development of the Conga gold mine by U.S.-based Newmont Mining by refusing to vacate her home — and, for that, has faced both legal prosecution and physical intimidation.

As a result of the attack, allegedly perpetrated by agents of Minera Yanacocha (Newmont’s Peruvian subsidiary), Acuña is now in the hospital and her family’s crops are destroyed, according to Amnesty International.

Nor, tragically, is this attack an isolated instance of violence against indigenous women protecting their land. Earlier this year, Berta Cáceres — winner of the 2015 Goldman Environmental Prize for her efforts in blocking hydroelectric developments on Lenca land in Honduras — was murdered at home, allegedly by employees of DESA, the developer behind the proposed dams.

When we spoke to Acuña in April, she told us, with eerie foresight: “Because these businesses are very powerful, I don’t know what awaits me when I get back [home]. But this isn’t a cause of fear for me – it’s not a motive for us to stop fighting, to stop defending.”
