The power’s out in California. Is this what our future looks like?

You’d think a power outage would make things quieter, but not so here in the hills above the San Francisco Bay Area. When the electricity went off it was replaced with wails of rage and the steady thrum of diesel generators. When I rode my bike up into the streets where the lights went off, I saw people seemingly going about their business as usual, with perhaps a little more frustration than usual. And I wondered if I was catching a glimpse of a future in which we constrain energy to restore the climate.

On Wednesday, Pacific Gas and Electric, the biggest power utility in California, turned off electricity for half a million people. Why did PG&E shut down big swathes of its system? Because it routinely sparks fires. Last year, when the dry winds began rushing across the state, drying vegetation to a flammable crisp and knocking tree limbs against power lines, PG&E considered shutting off the power. It didn’t, and the utility’s powerlines started the Camp Fire, which destroyed the town of Paradise and pushed PG&E into bankruptcy.

This year, PG&E is taking no chances. It’s working furiously to cut trees back from power lines. But the company has deferred far more maintenance than it could complete in one year, so it’s also switching off the power whenever the weather favors fire.

This sort of thing could become more common as the climate heats. First, warmer, wilder weather is likely to increase the danger of big fires. Second, society may opt for power systems that periodically go dark in order to slash emissions. It’s a lot less expensive to build a 100-percent renewable electric system if that system doesn’t have to be on 100 percent of the time, as David Roberts recently pointed out in Vox. When you’re dealing with renewable power controlled by nature, it’s much easier on the collective wallet to guarantee that the lights will stay on 95 percent of the time, while allowing for some blackouts on the 5 percent of days that are abnormally dark and windless.

So outages like this are a good test run for a climate-changed future. They give us a chance to see how we might cope with less reliable electricity.

For months, PG&E customers like me have been getting multiple mailings and emails warning of the coming service cuts, yet lots of people seem caught off guard. Shoppers cleared store shelves of batteries and flashlights this week, after learning the shutdowns were coming for real. Cars cued up at gas stations, orders for portable generators rose, and drivers slammed into each other as traffic lights went out.

The state highway agency, Caltrans, realized that the shutdown would sever roads where they passed through tunnels. Without electricity to run the ventilation, the poisons that spew from tailpipes would turn tunnels into deadly traps. So Caltrans announced that it would cut off a major artery where it passed through the Caldecott tunnel, but then, at the last minute, got diesel generators to keep the fans (and cars) moving.

Some grocery stores are running gas-powered generators to keep food from spoiling, water utilities are using them to keep pumps running, and they are rumbling along at hospitals to keep people alive.

The fact that turning off (relatively clean) electricity could lead to the burning of more (relatively dirty) diesel is one of those unintended consequences that might not spring to mind without this kind of test. But it turns out this is a well-documented phenomenon: In disaster zones and anywhere electricity is unreliable, people turn to diesel.

How do people feel about losing power? Oh, they were not pleased. Twitter was even more swollen with bile than usual, if you happened to stumble into #PGEshutoff or #PGEshutdown. Reporters had no trouble finding sources that wanted to piss on PG&E, and it looks like someone in the town of Maxwell (north of Sacramento) shot at utility workers, hitting a truck. Some anger is understandable. After all, PG&E funnelled money it might have spent on safety to investors. But it also suggests some baser instincts. Americans, especially, get heated when inconvenienced. The sporadic gas-price spikes of the 1970s helped set off seismic shifts in U.S. politics. It’s easy to imagine this tide of venom turning against renewable energy if it came with too many brownouts.

Ideally, we’d use this experience to learn and prepare. We’re going to have to figure out better backup power systems than diesel generators for important infrastructure like tunnels and water supplies BART — the local commuter rail system figured out how to pull electricity from multiple parts of its system to keep moving (though it wasn’t perfect). Utilities and local governments are going to have to figure out how to make the electrical systems of the future reliable enough to keep people from losing their minds, setting fire to City Hall. Outage outrage is a thing. If only we could channel all that self-righteous anger back into the power lines.

Killing California car pollution rules could kill speed limits

If you want to upend a half-century of legal tradition, you better have a damn-solid argument to justify your move. Especially if it’s a legal move so broad that it could nullify local speed limits.

President Donald Trump is attempting a tectonic upheaval of precedent by telling California it can’t set its own rules for the greenhouse gases coming out of cars. The administration’s rationale is so broad, according to one law professor, that it would wipe out a lot more than the state’s ability to set its own standards. It could also outlaw state gas taxes, city speed limits, and various other local rules. If courts agree, the Trump administration’s case would lead to a tremendous shift of power from state and local governments to Washington.

“Their interpretation is just so broad, and so lacking in any limiting principles, that I couldn’t determine why even the most silly example wouldn’t apply,” said Greg Dotson, an assistant professor at the University of Oregon School of Law, who wrote a paper examining the administration’s argument.

Since the late 1960s, California has been setting car-pollution rules that go beyond the federal standards, and, until recently, the federal government has endorsed that as a reasonable way for state governments to deal with their own unique situations. It all started because California had more cars and more smog than other states.

But now the Trump Administration is trying to change all that, basing its argument on a line from the Energy Policy and Conservation Act of 1975, which covers federal fuel economy standards. The relevant part:

“no State or political subdivision of a State shall have authority to adopt or enforce any law or regulation relating to fuel economy standards or average fuel economy standards applicable to automobiles covered by such Federal standard.”

On its face, that seems pretty cut and dry. If there’s a federal gas mileage standard, states and cities can’t mess with it. But if that’s the right interpretation, Dotson notes, there’s a ton of laws “relating to fuel economy standards” that would be in deep trouble. Gas taxes and speed limits affect vehicles’ fuel economy more than California’s greenhouse gas rules, as do local laws like bans on idling cars (which exist in nine states and many cities), and rules on the speed you can go when towing a trailer.

“Would anyone expect or want some 50-year-old law to pre-empt every state gas tax?” Dotson asked. “It’s goofy.”

There’s a lot more legalese to the administration’s argument, but that line from the Energy Policy and Conservation Act is the foundation, said Caitlin McCoy a fellow at Harvard Law School’s Environmental and Energy Law Program.

“It’s everything,” McCoy said. “And it’s indicative of the strategy that the Trump administration has employed on environmental issues, looking for limiting principles in the underlying statutes so they can achieve the biggest cuts to authority.”

And it’s not like the Trump White House is strictly interested in slashing state authority. It argued on the side of state’s rights when fighting the Clean Power Plan, McCoy said.

California and 22 other states have already sued the Trump administration in federal court to stop the move. That means the courts will decide whether there’s any good reason to let states keep the power to set their own rules. If you want a preview of how this might play out in court, it’s worth looking at the last attempt to take away the rights of states to regulate car emissions. In 2007, President George W. Bush’s administration tried to strip California’s authority to regulate greenhouse gas pollution from cars. But the Bush administration wasn’t exactly enthusiastic about pursuing the case. As Dotson wrote, a lawyer from the EPA explained that “After review of the docket and precedent, we don’t believe there are any good arguments against granting the waiver [allowing California to regulate greenhouse gases]. All of the arguments . . . are likely to lose in court if we are sued.”

But we never saw that put to the test. When President Barack Obama came into office in 2009, he granted California’s authority to make its own rules, putting off the fight until now.

Can Growth in Sustainable Energy Reduce Natural Resources Overspend?

Globally, we are consuming resources faster than the Earth can replenish them. If we think of these resources — such as timber, water, and clean air — like an allowance, then we spent our allotment for 2019 on July 29. We are over-fishing, extracting, mining, polluting, depleting, and harvesting resources across the globe.

We reach Earth Overshoot Day, the day when annual consumption exceeds the Earth’s capacity to renew itself, earlier and earlier each year. This means that we are consuming more resources than ever before — and at an increasing rate. For example, Earth Overshoot Day occurred in September in 2000, while in 1980 society overshot in November.

“It’s a pyramid scheme,” said Mathis Wackernagel, CEO and founder of Global Footprint Network. “It depends on using more and more from the future to pay for the present.”

Another daunting thought is that many people throughout the world consume far fewer resources than people in developed countries. Thus, one person in the United States will consume as many resources as 35 people in India. We would need 5 Earths to sustain us if the whole world lived like Americans. For comparison, we would need 3 Earths if we all lived like Germans, or 2.2 Earths if we all lived like Chinese. If the whole world lived like Indians, we would need 0.7 Earths to sustain us — in other words, we wouldn’t consume resources faster than our planet can replenish them.

Per capita carbon emissions in the United States are nearly double that of other wealthy nations, and roughly twice as many Americans are obese as our European counterparts. In other words, Americans could live a very comfortable life but consume far fewer resources.

What can be done to reverse this trend? It will take a political and cultural shift. Thankfully, there are many actions that we can all take to move in the right direction.

Calculate Your Ecological Footprint

A great way to get started is to calculate your personal ecological footprint. This can help pinpoint areas for improvement. Some of the easiest ways to reduce your impact are to use renewable energy, to reduce overall energy consumption, eat fewer animal products, buy less new stuff, live in a smaller home, drive less, and waste less food.

Celebrate Clean Energy Production Gains

Although the concept of Earth Overshoot Day is quite daunting, there is also good news about conserving resources. U.S. power generation from renewables  (that is, biomass, wind, geothermal, solar, and hydropower) surpassed coal in April 2019, according to the U.S. Energy Information Administration.

Wind and hydropower comprise the lion’s share of renewable energy production, but solar energy production is increasing. Renewables now comprise 23 percent of U.S. power generation compared to 20 percent from coal. This trend is helpful for reducing carbon emissions and resource consumption.

Power production from coal has decreased from its peak a decade ago, and another 4.1 gigawatts of capacity is expected to be retired this year. Meanwhile, much of the growth in renewable energy is attributed to growth in wind and solar energy capacity. In 2018, 15 gigawatts of capacity came online. To put this big number in context, 1 gigawatt of power is equal to the energy production from 3.125 million photovoltaic (PV) panels or 412 utility-scale wind turbines. It is enough energy to power 110 million LED lights.

This happened for a variety of reasons. The price of renewable energy is decreasing, people and companies have been demanding cleaner power.

Determine Your Electricity Mix

There are many simple items we can do to cut our personal ecological footprints, which can make a big difference collectively.

A great place to start is by examining where your power comes from and finding greener sources of energy. The power mix varies largely by subregions of the country. Some areas use more wind and hydropower, while some areas still use a lot of coal — and this has a big impact on our ecological footprint. The Environmental Protection Agency provides this information by subregions.

If your area uses more fossil fuels for power generation, then you will generate more emissions when consuming electricity. Look into how to offset your dirty-energy emissions.

Switch to Clean Power

Many utility companies offer optional programs to source more renewable energy. This is a great way to support clean energy without installing solar panels. CleanChoice Energy has a website to find out more about programs offered in your area.

Consider Going Solar

Installing solar panels on your roof is a great way to go green. In many states, homeowners can save money by going solar rather than purchasing power from the local utility company. As utility rates increase, going solar becomes more lucrative. Installing a solar system is also a great way to increase your property value.

Join a Community Solar Project

Unfortunately, many homes aren’t ideal for solar panels. Renters, condo dwellers, low-income households, and people with shaded roofs might not be good candidates for solar. In some cases, community solar farms or solar gardens are a great option.

Solar gardens are solar energy plants that are owned by a community of people or a third party. These projects allow a group of people to use the solar power that is generated nearby without having solar panels on their property. In many cases, the energy from community solar farms costs less than what people otherwise pay the local utility company. It often works like a subscription where you pay more to the solar farm but have a lower electric bill.

The prevalence of community solar farms varies a lot by state because some states have policies that make it difficult to develop such projects.

Launch a Clean Energy Campaign

If your utility company generates a lot of power from fossil fuels, consider launching a campaign to get your utility to use more clean power. Change.org is a great platform to utilize to gain momentum behind this project. You can also urge your state politicians to create stringent renewable portfolio standards. These state-wide regulations vary greatly by state and require utilities to increase their use of renewable power sources. If you live in an area with a weak standard, consider launching a campaign for stronger standards.

Sweltering summer temperatures can be a serious drag, but here at Earth911, we try to look at the glass half-full. An unseasonably warm summer may lead us to crank our air conditioners more than usual, but it can also hold the secret to energy-free cooking. We’ve put together five solar oven recipes to help you kick start your solar oven cooking.

You may be familiar with solar ovens from whipping up s’mores other camping treats, but you can actually use these sun-powered wonders to cook just about anything — without using a single kilowatt-hour of electricity. Check out these five tasty recipes for a solar oven, and take advantage of summer heat by cooking with the power of the sun.

Choosing & Using Your Solar Oven

Basically, a solar oven consists of a system of reflectors and a cooking pot. The setup coverts the sun’s rays into heat energy to bake, boil, or steam your next meal. In a solar oven, you can cook anything that you can cook in a conventional electric or gas oven and many meals that you can cook on the stove.

As an added bonus, heading outside to use a solar oven makes cooking your meals a fun-filled event for the whole family. The young (and young-at-heart) will love watching lunch slowly cook under the sun’s rays, and your meals will be even tastier after you’ve had to work a little for them. Solar ovens are also easily portable, meaning you can cook a hot meal at the beach, park, campground, or wherever your heart desires.

If you’re the DIY type, you can easily make your own solar oven out of items like cardboard, a thermometer, foil, glass, and black spray paint. Use these step-by-step instructions from Instructables, or check out this how-to video from aysproject to build your oven.

You can also opt for a store-bought solar oven. As you may expect, purchased models will cost a bit more than DIY alternatives, but they tend to heat up faster and reach higher temperatures. If you’d rather purchase a ready-made oven, check out the GoSun Sport or the Sunflair Mini Portable Solar Oven.

No matter which model you choose, the cooking method for your solar oven remains about the same. Start by placing your oven in direct sunlight, and allow the internal temperature to reach at least 200 degrees Fahrenheit before placing your meal inside.

Think cooking with the sun takes all day? Think again. If you refocus the oven to follow the sun’s rays every 30 minutes, your cooking time will be similar to cooking with a conventional oven or stove. You can also use a solar oven for recipes you’d use in a slow cooker (like a Crock-Pot). If your cooking pot does not have a lid, you may want to create some sort of makeshift cover to keep heat from escaping the pot, which can greatly increase cooking time.

Keep in mind that browning is unlikely in a solar oven due to lower temperatures and lack of air circulation. On the bright side, this means that you don’t have to worry about your food getting dried out or burned. On the not-so-bright side, you probably won’t achieve the crispiness or caramelization you could expect from a conventional oven. So, choose your recipes accordingly to avoid surprises.

As for the best solar cooking vessel, a dark, thin-walled pot with a lid works best, according to Solar Cookers International. Dark pots change the sun’s rays into heat energy, while shiny aluminum pots cause light to be reflected outward, reducing the oven’s temperature. Glass casserole dishes with lids will also do the trick.

5 Solar Oven Recipes

1. Mediterranean Flatbread Recipe

What you’ll need:

1 cup olive oil
1/4 cup balsamic vinegar
1 teaspoon dried oregano
1 teaspoon dried thyme
Six pieces of flatbread
3/4 cup Kalamata olives, chopped
1 1/2 cups cherry tomatoes, halved
3/4 cup shredded mozzarella cheese
2 cups arugula, roughly chopped

For hummus:

1 can chickpeas, ½ cup liquid set aside
1/4 cup tahini
1 teaspoon kosher salt
1/2 teaspoon ground white pepper
1/2 teaspoon ground black pepper
1 clove garlic, peeled and minced
4 tablespoons extra virgin olive oil

How to make it:

1. In a small mixing bowl, whisk together olive oil, balsamic vinegar, oregano, and thyme. Salt and pepper to taste. Set your vinaigrette in the refrigerator for at least 30 minutes before cooking.

2. Meanwhile, start preparing your hummus spread. Add chickpeas, reserved chickpea liquid, tahini, salt, pepper, and garlic to a food processor or blender. Pulse lightly while drizzling in olive oil until smooth, about two minutes.

3. Arrange your flatbread pieces in the bottom of a large metal casserole dish with a lid. Spread about 2 tablespoons of hummus on each flatbread piece. Top with Kalamata olives, cherry tomatoes, and mozzarella cheese.

4. Cover the casserole dish with a lid, and place it in a pre-heated solar oven for about 20 minutes, or until cheese is fully melted.

5. Top with a small handful of arugula and a drizzle of balsamic vinaigrette before serving.

Solar cooking tips:

This simple preparation is ideal for your sun-powered oven. As is usually the case with solar cooking, it’s best to eyeball it or use a thermometer rather than sticking to a designated cooking time. This recipe should take 20 to 30 minutes in your solar oven, but cooking time will vary based on outdoor temperatures and sun exposure.

For best results, allow your solar oven to heat up to at least 250 degrees Fahrenheit before putting your flatbread inside. Check on your meal regularly, and remove it once the cheese is fully melted.

Keep in mind that your flatbread pieces will be warm and tasty, but you’ll have a hard time making them crispy in a solar oven. If you crave a crispy texture, brush your flatbread pieces with olive oil, and sear them in a cast-iron skillet on your stove for about a minute on each side before putting them in your solar oven.

2. Whole Bean Enchiladas Recipe

What you’ll need:

16-ounce can of whole black beans
16-ounce can of sweet corn (or two cups of fresh corn)
3/4 cup of red onion, diced
1 large tomato, chopped
1/4 cup cilantro, chopped
2 teaspoons olive oil
16-ounce can of enchilada prepared sauce
Six whole wheat or corn tortillas
1 1/2 cups shredded cheddar cheese
Salt and pepper to taste

How to make it:

1. In a large mixing bowl, combine black beans, corn, red onion, tomato, cilantro, and olive oil. Salt and pepper to taste. Allow your mixture to marinate in the refrigerator for at least an hour before cooking.

2. When you’re ready to cook, retrieve your filling from the refrigerator, and add half of the enchilada sauce. Stir to combine.

3. Scoop your filling into a tortilla, about six tablespoons at a time. Roll up the tortilla and place it into a medium-sized glass casserole dish with a lid. Repeat until you’ve filled all six tortillas.

4. Pour the remaining enchilada sauce on top, and cover with cheese. Cover the casserole dish with a lid and place it in your solar oven for about 30 minutes, or until the cheese is melted and the filling is warmed through.

Solar cooking tips:

The one-pot nature of this tasty vegetarian recipe makes it perfect for solar oven cooking. For best results, cover your enchiladas with a lid before putting them in the solar oven. Place your oven in direct sunlight, and refocus as needed to keep it out of the shadows.

Ideally, allow your solar oven to heat to 350 degrees Fahrenheit before putting your enchiladas inside. If using a DIY model, allow your unit to get as hot as possible (probably between 250 and 300 degrees Fahrenheit) before you start cooking.

To make sure your meal comes out right, keep an eye on your enchiladas and take note when the cheese begins melting. When you suspect they may be finished, use a fork to gauge done-ness. Your tortillas should be soft, the cheese should be fully melted, and the filling should be heated through.

Although it may be tempting, avoid lifting the lid on your casserole dish too often; allowing heat to escape your cooking vessel will increase baking time.

3. Slow-Cooker Lentil Soup Recipe via The Daily Meal

What you’ll need:

2 carrots, chopped
2 stalks of celery, chopped
1 onion, chopped
2 cloves garlic, minced
2 cups dry lentils
3 bay leaves
1/2 teaspoon dried thyme, crushed
1/2 teaspoon salt, or to taste
1/4 teaspoon black pepper, or to taste
8 cups canned chicken broth (substitute vegetable broth for a vegan treat)
4 ounces Canadian-style bacon (optional)

Solar cooking tips:

Slow-cooker recipes work wonderfully in solar ovens. To set-it-and-forget-it, simply position your oven in a clear area of the yard, place covered soup inside and allow it to cook all day. Your soup should be ready for dinnertime in about six hours using this method (the same as a standard Crock-Pot).

For a slightly speedier meal, refocus your solar oven throughout the day to follow the sun’s rays, which should shave at least an hour off your cooking time.

4. Rockin’ Ratatouille Recipe

What you’ll need:

1 cup eggplant, chopped
1 cup zucchini or summer squash, chopped
1 cup red or green bell pepper, chopped
1/2 cup tomato, chopped
1/4 cup sweet onion, chopped
2 cloves garlic, minced
2 teaspoons ground cumin
8-ounce can of no-salt-added tomato puree
Salt and pepper to taste

How to make it:

1. Combine eggplant, zucchini, peppers, tomatoes, onions, garlic, cumin, and tomato puree in a large metal or glass pot. Salt and pepper to taste.

2. Cover and cook in your solar oven for 4 to 5 hours, or until vegetables are tender. For faster cooking, refocus your solar oven to follow the sun around your yard, which should shave at least an hour off your cooking time. Serve alone or with cooked brown rice, mashed potatoes, or quinoa.

Solar cooking tips:

Packed with vitamin-rich veggies like eggplant and zucchini, ratatouille carries troves of obvious health benefits. But it’s also a perfect energy-free entree that couldn’t be simpler to whip up in your solar oven.

For a fresh-from-the-farmer’s-market flavor, cook your ratatouille over medium-low heat (between 200 and 250 degrees Fahrenheit). Any hotter could cause vegetables to lose their crunch, and tomato sauce may begin to brown around the edges.

To maintain consistent internal temperature, refocus your solar oven to follow the sun’s rays, and avoid lifting the lid of your pot too often. It’s fine to stir your ratatouille occasionally, but removing the lid too frequently can increase cooking time.

If you plan to leave your solar oven unattended while slow cooking, you may want to place it on a table or weigh down the lid to dissuade curious critters.

5. Roasted Cauliflower, Chickpeas, & Olives Recipe via The Daily Meal

5 1/2 cups of cauliflower florets
10 green Spanish olives, halved and pitted
8 cloves garlic, chopped coarsely
15-ounce can of chickpeas, drained and rinsed

Rather than racking up your energy usage to prepare this tasty roasted cauliflower recipe from The Daily Meal, pop it in a solar oven to shrink your footprint (and your monthly electric bill).

This recipe takes about 20 minutes when prepared in a conventional oven heated to 450 degrees Fahrenheit. So, expect it to take about an hour in your solar oven. Refocusing the oven every 30 minutes to follow the sun’s rays will help you cut cooking time for an even speedier snack.

Since you’d like a bit of a crunch to your cauliflower, opt for a dark-colored metal roasting pan with a lid. Dark colors draw in heat, and metal creates that sizzly effect that leaves your meal with a crisp-tender consistency.

There are glimmers of a Green New Deal in Inslee’s big new climate plan

The little-known governor of Washington state just unveiled the ambitious second phase of his climate plan, and there are more pieces of the puzzle to come. That’s no surprise to those familiar with his platform: Jay Inslee is running as the climate candidate.

Some of Inslee’s fellow presidential candidates have embraced a progressive climate plan called the Green New Deal. A resolution outlining that plan, introduced by Representative Alexandria Ocasio-Cortez and Senator Ed Markey, points to some vague and rather massive policy ideas. But AOC’s policy plan isn’t expected to roll out until next year. Until then, Inslee’s plan is beginning to look like the closest thing we have to a road map.

Much like the Green New Deal, Inslee’s plan (the parts of it we’ve seen so far) offers a federal jobs guarantee, a 10-year mobilization on clean energy, and even healthcare benefits for impacted coal workers. Inslee wants to spur a $9 trillion investment that will fight off the worst of climate change and enable workers to find gainful employment in the transition to renewable energies.

One of the advisors to New Consensus, the think tank building out the Green New Deal, saw positive similarities between the two. “I think what Governor Inslee is doing very well and what the Green New Deal does very well is approach the problem through not only an environmental lens but also an economy lens,” said Brandon Hurlburt, who served as chief of staff to Stephen Chu, secretary of energy under President Obama. “We need people to understand the type of job that they can have in the mobilization effort that Governor Inslee is talking about.”

Inslee isn’t shy about drawing parallels between his plan and the history that inspired the Green New Deal. “Eighty-six years ago this month, President Franklin Delano Roosevelt laid out the details of the New Deal in a radio address,” the first line of Inslee’s plan reads. “Just as it did in the 20th century, America must rise to this 21st-century challenge with a bold plan.”

Here’s how his Evergreen Economy Plan aims to make that happen:

A $9 trillion investment in infrastructure, labor, green industries, and new technologies. That doesn’t mean that Inslee expects Congress to cough up $9 trillion on his first day in office (the same goes for Beto’s $5 trillion climate plan). The plan leverages money to jumpstart investment: $300 billion in average federal spending plus an additional $600 billion more from the private sector every year.
A green bank. Inslee calls this the “Clean Energy Deployment Authority” and it’s like an ATM for green spending. The bank will get start off with $90 billion to invest in low-cost solutions that the private sector has been ignoring.
Helping out rural America. Inslee aims to accomplish this by providing debt relief to struggling communities, starting clean electricity coops, funding energy efficiency upgrades, and investing in regional authorities. It’s a bottom-up plan that lets rural states maintain control of the energy transition.
Under Inslee’s plan, federal agencies will have to purchase 100 percent clean energy by 2024 using union labor. The plan will also spend $3 trillion on upgrading and building more resilient infrastructure, another opportunity, Inslee says, for good-paying jobs. Some of these skilled-labor positions could clock in at $25 an hour.
A G.I. bill for workers affected by the transition to renewables, particularly folks employed by the dying coal industry. That includes: securing retirement benefits for impacted workers by stabilizing the nation’s retirement system, guaranteeing access to healthcare for qualifying workers, educational stipends and income support for workers who want to transition to new jobs, and more.

There’s a lot more in Inslee’s plan: a Clean Water For All initiative that invests in upgrading the nation’s crumbling water infrastructure, grants for smart grid networks, investments in public transit systems (helllooooo, MTA). Almost every piece of the Evergreen Economy Plan provides opportunities for thousands of new jobs.

“We need to have a jobs program that makes sure everyone has a shot at these good jobs in terms of training and otherwise,” Inslee told Grist in an interview in April. “When we’re defeating climate change, what we should be doing is increasing economic equality. That’s invested throughout this whole system.”

Unlike many of the now 23 presidential hopefuls, the governor of the Evergreen State actually has some achievements under his belt to point to as he makes a case for why America needs to tackle climate change full-on.

But Inslee is polling at a paltry 1 percent. His involvement in the 2020 presidential race, however, could have the effect of inspiring other, more established candidates to roll out their own climate plans.

New Consensus advisor Hurlburt pointed out that thanks to candidates like Beto O’Rourke and Inslee, voters will have a wide array of choices. “If Democrats are trying to outdo each other by proposing the most ambitious policy to meet the scale of the problem, that’s a good way to start addressing [climate change],” he said.
