Northwest wildfires: We broke the forests, now we need to fix them

The Northwest is ablaze. Both Washington and Oregon are in official states of emergency as dozens of fires burn on forests and rangelands. Rainy weather in some areas has helped firefighters in the past few days, but according to the federal government’s InciWeb website, there are still 22 large fires burning almost a million acres in the two states. The half-contained Carlton Complex fire in north-central Washington alone has torched 150 homes and burned more than a quarter million acres, making it the largest in state history.

Welcome to the hot, flammable future, America. We’ve been setting ourselves up for these fires for a long, long time.

David Freedman has a strong piece on the past, present, and future of wildfire in America in the latest issue of Men’s Journal. Here’s a snippet starring Dave Cleaves, an economist and former professor who now advises the chief of the U.S. Forest Service:

In the late 1980s, Cleaves found himself wondering: Why was the U.S. being hit by more and more uncontrollable fires? Up until then, increasing investments in firefighting seemed to have rendered wildfires tamable. But in 1989, 873 structures burned down in California wildfires. In 1990, 641 structures were lost in a single fire. In 1991, more than 3,300 homes were torched in a firestorm near Oakland. Throughout the 1980s, an average of 3 million acres had burned each year in the U.S.; by 1991, the number exceeded 5 million acres. “Large parts of whole counties in the West were going up in single fires,” says Cleaves. “We’d never seen fires like that.”

Cleaves pored over the data and came to a disturbing conclusion, one that seemed almost preposterous at the time: A slow but accelerating rise in average temperatures in the West was tipping the wildlands into a state of unprecedented vulnerability that would render fires increasingly uncontrollable. Today, we call it climate change.

Turns out you don’t have to crank up the thermostat very far to make already flammable forests downright explosive. A 2009 study by the Forest Service and the universities of Washington and Idaho found that the area of Washington burned by wildfires is likely to double or even triple by the end of the 2040s, as trees are stressed by heat and drought, and succumb to bark beetle invasions.

President Obama rightly drew the connection between the fires and climate change at a fundraiser in Seattle earlier this week: “A lot of it has to do with drought, a lot of it has to do with changing precipitation patterns and a lot of that has to do with climate change,” he said.

But it’s more than just climate change that’s stoking these flames. More than a century of logging turned forests that were built to survive fires into tinderboxes of small, tightly packed trees. And many of our fire fighting efforts have only exacerbated the problem by allowing the fuels to build up further. Add a few hots days, a spark, and a little wind, and all hell breaks loose.

That’s exactly what we’ve seen in Washington over the past two weeks. Late spring rains spurred grass and shrubs to grow tall. Then a streak of hot days sent the mercury up over 100 degrees, turning it all into kindling. Lightning and high winds quickly blew up an inferno.

“Our fire behavior specialist told us that the rate of spread during that fastest period — we saw approximately 20 miles of movement in 6 hours,” says Glenn Hohler, a public information officer with the Washington State Incident Management team working the Carlton Complex fire. “That’s almost unheard of.”

There are some things we can do to reduce the threat of these massive fires. We can stop building homes in flammable forests, for starters. We can also send loggers into those forests to thin them out, clearing out brush and other so-called “ladder fuels” that allow fires to roar into the tree canopies. We can also set small “prescribed fires” to clear out understory in relatively controlled situations.

I saw some remarkable examples of this kind of work on a recent trip through north-central Washington. My wife, kids, and I camped on the Okanogan-Wenatchee National Forest, and spent a day hiking through a thinned out forest of stately larches. A handful of the trees were what the greenies like to call “old-growth” — hundreds of years old, and so broad at their base that the four of us, stretching fingertip to fingertip, couldn’t get our arms around them. Many of the other trees were second-growth, just a couple of feet in diameter — but standing at a good distance apart, thanks to crews that had come through with chainsaws and thinned the forest out.

To my knowledge, the fires haven’t touched those woods, but if they did, chances are good that they would burn through the undergrowth, lick at the thick, fire-resistant bark of those larches, and move on. The unmanaged private lands nearby, crowded with small trees, on the other hand, would go up like fireworks on the Fourth of July.

Hohler, whose day job is as a forest entomologist for the Washington Department of Natural Resources, says he’s seen just that where the Carlton Complex fire has burned. In some areas, he says, stands of big, dispersed trees have survived the flames. In another spot, where a thick, overgrown forest burned, he says, “an ATV — there’s literally nothing left but the metal frame. The ash layer looks like snowfall. It’s completely black, the most intense fire you can imagine.”

Sadly, in the aftermath of these current fires, we’re apt to see more of the later, and less of the former, as flames rage through thousands of acres of forests that have been subjected to logging — and deprived of natural fire — for decades. Meanwhile, funding for forest thinning and fire prevention is hard to come by, while we continue to throw millions at “fighting” fires that are far beyond our control.

Freedman, writing in Men’s Journal, details President Obama’s proposal to put about $1 billion into wildfire prevention and damage-reduction efforts.

The proposal is facing fierce opposition. Rep. Steve Pearce, a New Mexico Republican, has been a particularly outspoken critic of the administration’s intention to downplay firefighting in favor of forest management and fire prevention. He and some other politicians from the West want to keep all-out firefighting as the top priority – harking back to the 1930s, when the Forest Service’s so-called “10 am policy” promised to extinguish new fires by the next morning. They also want to bring in more logging and grazing as a self-funding form of thinning. “I want you to go back to the 10 am policy, ” Pearce said in one congressional speech.

But the war on wildfire, like the war on drugs, is a losing proposition. The harder we fight, the more we get burned.

Instead of fighting, we need to get serious about fixing. We broke these forests. Now we own them.

It seems like every year we have lots of wildfires out west, and every year there’s not enough money to fight them. How come? Brad Plumer provides the nickel explanation:

The first key fact to note here is that US wildfires have gotten much bigger over the past three decades. There’s some variation from year to year, but the overall trend is upward. One recent study in Geophysical Research Letters found that wildfires in the western United States grew at a rate of 90,000 acres per year between 1984 and 2011. What’s more, the authors found, the increase was statistically unlikely to be due to random chance.

….Put it all together, and many experts and politicians have argued that the way Congress plans for wildfires has become obsolete and counterproductive. Right now, Congress gives agencies like the US Forest Service a budget for fire suppression that’s based on the average cost of wildfires over the previous 10 years. Of course, if wildfires are getting bigger over time, that’s going to create constant shortfalls.

The problem should be pretty obvious. If you take a look at the chart above (to which I’ve added the handy trend line), you can see that the average of the past ten years is going to be where the line was around 2008. That’s roughly 5 million acres. But the trend line keeps going up, and in 2014 you can figure that it’s likely to be around 6 million acres.

Obviously there’s a large amount of variability, and even if you plan rationally you’re still going to fall short some years. Still, at least you’d come closer. So why not do it?

I’ll take a guess: Aside from the fact that members of Congress always prefer rosy forecasts so they can pretend their budgets are more balanced than they really are, there are the reasons that wildfires keep getting bigger and deadlier. One culprit is poor forestry practices. There are invasive species. And there’s global warming.

Oh yeah: global warming. That’s the big one. If Republicans in Congress acknowledged that wildfires were getting steadily bigger over time, it would be tantamount to admitting that global warming is real. And we can’t have that, can we?

The Big Sur Fire is Just The Latest Sign of Longer Fire Seasons

The fire currently burning in Pfeiffer Big Sur State Park, Calif., isn’t particularly large: As of the latest Forest Service report, it has burned 769 acres and is 20 percent contained.

Nor is it particularly damaging: So far, 22 buildings or structures have been destroyed by the fire. (One was the fire chief’s home.) Compare that with the 2003 Cedar Fire in San Diego county, which destroyed 2,820 structures.

However, it is markedly unseasonal: The California wildfire season was pronounced over on October 31, 2013. But of course, it isn’t over.

In general, western wildfire seasons are getting longer. Thomas Tidwell, chief of the US Forest Service, said so directly in recent congressional testimony, noting that “the length of the fire season has increased by over two months since the 1970s.”

And of course, it doesn’t help that the Big Sur area is currently experiencing drought conditions.

It is also worth pointing out that for the state of California, seven of its 10 largest fires have occurred since the year 2000, including this year’s Rim Fire, the third largest in state history.

A little more than 300,000 square miles of forest was established or replanted worldwide between 2000 and 2012. Unfortunately, almost 900,000 square miles was destroyed during the same time period — logged, ravaged by fire, or attacked by insects.

Those are the main conclusions of a study that examined hundreds of thousands of images snapped by the U.S. government’s Landsat satellites. Academic researchers partnered with Google staff to produce stunning maps displaying the world’s forests and areas that have been deforested or reforested since 2000. Those maps were used to produce the following short videos:

About a third of the deforestation occurred in the tropics, and half of that was in South America. Logging and clearing of land for farming were responsible for much of the loss. Hearteningly, the researchers found that deforestation has been slowing down in Brazil, where worldwide concerns about the loss of the Amazon have helped spur domestic efforts to save the rainforest. But that slowdown was offset by increasing losses in other countries.

“Although Brazilian gross forest loss is the second highest globally, other countries, including Malaysia, Cambodia, Cote d’Ivoire, Tanzania, Argentina, and Paraguay, experienced a greater percentage of loss of forest cover,” the scientists wrote in the paper, published Thursday in Science. “Given consensus on the value of natural forests to the Earth system, Brazil’s policy intervention is an example of how awareness of forest valuation can reverse decades of previous wide-spread deforestation.”

The tropics lost more forest cover during the study period than any other region. The second-worst hit were the boreal forests of spruce, fir, and larch in and around the Arctic, with fire the leading cause. Previous research has shown that these forests are burning at a rate not seen in at least 10,000 years, with climate change increasing temperatures and drying out the landscape.

That wasn’t the only worrisome climate-related finding in the new paper. The mountains of the American West are losing forests due not only to logging, but also because of fire and disease — with mountain pine bark beetles marching up mountains as temperatures warm, feasting on banquets of ill-prepared pines.

The loss of forests is making it even more difficult for the Earth to suck back up all the carbon dioxide that we’re pumping into its atmosphere.

California, already parched and fire-scorched following two consecutive snow- and rain-deprived winters, is on track to experience its driest year on record.

“It’s absolutely dry,” Bob Benjamin, a National Weather Service forecaster, told the San Francisco Chronicle. “We just went through October where there was no measurable precipitation in downtown San Francisco. That’s only happened seven times since records started.” From the article:

The state’s reservoirs are all well below their normal carrying capacity, according to Arthur Hinojosa, the chief of hydrology and flood operations for the California Department of Water Resources.

“Generally speaking, it has been dry across the state, and it has been remarkably dry where the population centers are and where the bulk of the water storage is,” Hinojosa said. “Most operators plan on multiyear dry years, but nobody plans on as dry as we’ve seen.”

The dry weather is also extending the fire season. The California Department of Forestry and Fire Protection has responded to 6,439 fires this year, almost 2,000 more fires than during an average year, said Battalion Chief Julie Hutchinson. That doesn’t include fires on federal land like the Rim Fire, which burned 400 square miles in and around the Stanislaus National Forest and Yosemite National Park.

As winter approaches, water officials are getting ready to take matters into their own hands: They plan to step up cloud seeding. The Sacramento Bee reports:

As California concludes a second drought year and water managers hope eagerly to avoid a third, utilities across the state are poised for that first mass of pillowy gray clouds to drift ashore from the Pacific Ocean.

When it arrives, if conditions are right, they’ll be ready with cloud-seeding tools to squeeze out every extra snowflake, with the goal of boosting the snowpack that ultimately feeds the state’s water-storage reservoirs. …

As practiced in California and elsewhere in the West, cloud seeding involves spraying fine particles of silver iodide into a cloud system to increase snowfall that is already underway or about to begin. Silver iodide causes water droplets within the clouds to form ice crystals. As the crystals grow larger, they become snowflakes, which fall out to create more snow than the storm would have generated on its own.

Cloud seeding is done only when temperatures within the clouds are between 19 and minus-4 degrees Fahrenheit. This is the range at which silver iodide does its best work, as demonstrated by decades of research.

“It enhances precipitation that’s already occurring,” said Dudley McFadden, a civil engineer at the Sacramento Municipal Utility District who manages the utility’s cloud-seeding program. “Once you’ve got snow, you can make more with this approach.”

Of course, cloud-seeding only works when there are clouds in the air to begin with. It’s certainly not a real fix for climate change, which is drying out the American West and fueling wildfires.

Burning coal is a surefire way of damaging the climate, and harming mangroves is a surefire way of worsening climate impacts. Which makes the planned construction of Bangladesh’s largest coal-fired power plant at the edge of the world’s biggest mangrove forest doubly troubling.

Construction is beginning on the 1,320-megawatt Rampal power plant less than 10 miles from the Sundarbans, the sweeping mangrove system that straddles Bangladesh and India, helping to protect an eastern chunk of the Subcontinent from floods and cyclones.

An estimated 20,000 people recently marched to protest the project. Scientists warn it will produce pollution that feeds acid rain over the mangroves and suck up vast quantities of the ecosystem’s water.

The Bangladeshi government says the plant is needed as part of an effort to ease blackouts and help half the nation’s population access electricity supplies for the first time. But when it comes to the plant’s environmental impacts, government officials are stuck in obstinate-denier mode. They say the plant will be built using “the latest ultra super critical technology” and burn “high-quality imported coal” meaning that it “would not affect the environment of Sundarban.” Yeah, right. From an article in e360:

The construction of the Rampal plant is part of an ambitious government strategy to increase electricity generation to 20,000 megawatts by 2021 — a goal that relies heavily on coal. The current administration of Prime Minister Sheikh Hasina is proposing a dozen new coal plants, with more likely to come. Until recently, less than five percent of Bangladesh’s electricity production came from coal. Instead the country produced most of its energy from natural gas and biomass.

Critics of the Rampal plant and the country’s growing embrace of coal argue that it is a reckless strategy for a nation that is consistently rated as one of most vulnerable countries to global warming. Few nations are as low-lying as Bangladesh, and the Sundarbans is one of the country’s most important bulwarks against rising seas and intensifying typhoons and other extreme weather events.

Bangladesh endures frequent cyclones and, with much of the country laying less than five yards above sea level, it frequently floods — with deadly results. Bangladeshis deserve access to electricity, but they don’t deserve this filthy project. There are much better ways.

Sometimes the best way of being protected from nature is by protecting nature itself — and a small coastal village in India is proof of it.

As Cyclone Phailin rose from the Bay of Bengal over the weekend, bringing gales and floods to India that killed 27, residents of Praharajpur did the sensible thing and got the hell out of dodge. As the villagers returned home, they discovered that a restored mangrove plantation helped shelter their vulnerable village from the storm’s wrath.

About 40 of the village’s 200 homes were damaged, but residents told Down to Earth that it would have been worse without the mangrove. “In the nearby Sundrikhal and Pentha village, most of the houses have been washed away,” villager Ravindra Behera told the Indian environmental magazine. “We are better off because the forest has taken the initial brunt of the storm.” From the article:

“Our elders had made an embankment along the coast to prevent soil erosion in 1975. They randomly planted mangrove trees on the embankment. Gradually, this plantation converted into a mangrove forest. However, it was during the 1982 cyclone that we realized that mangrove can also prevent the storm from reaching us,” said Balram Biswal, another resident.

Thereafter, the villagers aggressively started planting mangroves on the island and also made provisions in the village to protect the forests. “We constituted a 15-member forest protection committee from among the villagers. The body penalised anyone who damaged the forests in any possible way and a night guard was appointed and paid Rs 100 per night to protect the mangrove,” said Behera.

Today, a dense forest of tall mangrove trees stands between the sea and Praharajpur. Apart from a shield from cyclone, the residents also get wood, honey and fruits from the mangrove. “The story of Praharajpur has also inspired nearby villages to plant and protect mangroves coasts. We hope that the forest comes to their rescue as well,” said Suresh Bisoyi of non-profit Regional Centre for Development Cooperation (RCDC).

Scientists and village survivors alike tell us that mangroves and other coastal ecosystems can shield our cities and towns from rising seas and storm surges. Here’s hoping that coastal governors in the U.S. are paying attention, too.

Global mining giant Xstrata sent contractors with truckloads of grout to repair gaping cracks and chasms it created on a hilly ridge in an Australian conservation area while mining for coal.

You’re probably wondering to yourself, “How could this possibly go wrong?”

When the contractors got there, they made a blunder that would be hilarious were it not so devastating.

As grout was being poured into a crack at the top of the cliff, it was gushing out of another crack at the bottom. An estimated 200 tons of grout — enough to fill 12 cement trucks — flowed into a creek. There it hardened, turning what had been a tranquil waterway in the Sugarloaf State Conservation Area into a 370-yard concrete pathway. From the Newcastle Herald:

To make its descent [the grout] had swamped smaller trees, flooding around rocks and logs along its path.

Cascading down the hill like a miniature glacier, the set overflow looks pretty similar to a thick coating of marzipan on the forest floor.

It’s impossible to know how many plants, holes, gaps and even animals may lay beneath the stony substance. …

In places, it’s barely the width of a narrow garden path.

At others, it could pass for a single-car garage slab that nobody bothered to level.

Being a coal company, Switzerland-based Xstrata decided to keep its little accident a secret from the public. Nearly three months later, after the debacle was exposed by the Herald, the state government ordered a cleanup. But how do you remove hundreds of yards of grout from a creek? The company has until September to come up with a plan, but it won’t be easy.

“I have no idea how it can be cleaned up,” said an unnamed worker involved in the restoration effort. “The problem is just too massive.”
