If you’re suffering from climate grief, you’re not alone

Last week’s U.N. climate report gave a terrifyingly clear picture of a world on the brink of locking in catastrophe. It told us what was needed and the horrors that awaited if we failed to mobilize. As a scientific report, it was dazzling. But it didn’t tell us how to process, cope, and adapt our lives to the grief of that overwhelming knowledge.

In 1969, after interviewing hundreds of terminally ill patients, psychiatrist Elisabeth Kübler-Ross wrote On Death and Dying, a milestone text on how humans process permanent loss. Kübler-Ross’ description of those reactions — denial, anger, bargaining, depression, acceptance — are now famous, but they were never meant to be an orderly progression of “stages.” There is no “correct,” linear way to grieve. Our reactions are complicated because people are complicated.

There’s no one-size-fits-all approach for taking in something like the looming existential threat of climate change. I’ve been listening to a lot of ’90s country music. One of my colleagues has substantially upped her sleep, while one of our Grist editors “stress bakes.” What we feel is what we feel, and it determines our reality — and importantly, our response, to the news. And that response is more important than ever.

What we need now is a major mobilization on climate change. That would require, in the words of the IPCC, “rapid and far-reaching transitions” in “all aspects of society.” We’re taking much more than just solar panels and reusable shopping bags here. After decades of delay, the scale of changes that are necessary will force us to rethink everything. To put in the changes necessary, we have to be able to connect our emotions to our actions. We have to process our grief. We have to somehow move through it, and we have to do all that together.

Last week, Scott Williams of Climate-KIC, a group affiliated with the European Union, wrote a short essay with the headline: “Do we need an IPCC special report for humans?” He explores what it would take to act on the U.N. report and asks provocative questions, like: “What does it mean when every coal mine town has no jobs in five years’ time? What does it mean when in ten years’ time if no airlines can fly over Europe? How do we feed our families if there’s an extended drought which causes mass crop failure? What is the point of putting away money into a pension fund if that fund is investing in a way that just makes things worse? And what are we going to do about it?”

For those of us dealing with climate grief, these questions are familiar. I get dozens of them every week, and I’m never sure exactly how to respond. My go-to reply is: Find a friend and talk about it. But in truth, although it works for me, I have no idea whether or not this is the right advice for everyone.

There are scant few people currently working on this. Kate Schapira, a climate activist in Rhode Island, has taken it upon herself to set up a Peanuts-style counseling booth each summer in a public park in Providence. Renee Lertzman, a psychologist and leader in this field, wrote a book on the subject called Environmental Melancholia — but in interviews, she admits there’s much more to learn.

The best guide I’ve seen so far is Josh Fox’s impressively named documentary How to let go of the world and love all the things climate can’t change. In it, Fox speaks with climate activists as they come to grips with the literal dying of a world they thought would last forever, and dedicate their lives to the struggle, not knowing exactly what the end goal might be. Through that catharsis, the activists re-engage with their role in helping avert the largest crisis in human history — and wind up aiming to build a different, better world. But others, we know, remain disengaged — some, overtly hostile to change — even as the stakes continue to rise.

We’ll need more than this. We’ll need a comprehensive crash course on human psychology to deal with the massive changes we’re seeing; a guide to self-care for the most important decade in human history. We need to know how climate change will change us as social beings, how we can deal with grief, how to go about the process of imagining a new society. We will need to know not only how we can survive in this new world, but how we will live.

This is a necessarily messy process and it won’t be easy, but I’m not sure what could be more important.

Best climate scenario is still too hot for many communities of color

It’s no surprise that the U.N.’s new major climate report has a lot to say about heat. But as average global temperatures continue to rise, certain communities are more at risk of getting burned than others.

Extreme heat already kills more people in the United States than any other weather event, including hurricanes or flooding. And when it strikes, urban low-income and communities of color often pay the highest price.

To paint a picture of how serious this is, we’ll need to get into some numbers. Scientists say that if we want to prevent the most catastrophic effects of climate change, we have to stop the world from reaching 1.5 degrees Celsius above pre-industrial levels by 2030. This is a hard number to hit, considering we’re currently on track to reach 3.4 Celsius by the end of the century. But even if we succeed, that moderate rate of warming would still lead to 38,000 more heat-related deaths each year compared to rates from the 1960s to 1990s.

Just how much heat mortality rates rise will depend on additional factors, including the vulnerability of specific populations, the built environment, and whether or not people have access to air conditioning. Older people, children, and people with pre-existing conditions are the most vulnerable to the heat. It can trigger asthma attacks and other complications as the body struggles to cool itself.

“You have more emergency room visits, more doctor visits, it’s just bad all around,” says Afif El-Hasan, a pediatrician and national spokesperson for the American Lung Association.

El-Hasan, who also serves on the Environmental Justice Advisory Group at the Southern California Air Quality Management District, says some of his low-income patients keep their windows open in lieu of air conditioning, inadvertently increasing their exposure to nearby sources of air pollution. Those pollutants can end up damaging their lungs, making them even more vulnerable to heat waves. The changing climate, coupled with socioeconomic inequities, trigger an avalanche of health risks, El-Hasan says. “Everything just cascades on top of each other and becomes a bigger problem than it might have otherwise been.”

Like real estate, heat vulnerability is very much about location. Not only are neighborhoods that border freeways more polluted, but they’re also actually hotter too. Plants and trees help cool the air, while dark pavement traps heat. As a result, places with more concrete and less green — often low-income, black and brown neighborhoods where there’s been a history of redlining or disinvestment — are several degrees warmer than their typically more affluent neighbors. It’s called the urban heat island effect, and in places like New York City, its consequences are stark. On average, 100 people die each year in the city — half of them African Americans, even though they only make up a quarter of the population.

“It’s becoming unlivable in urban cities,” says Cynthia Herrera, Environmental Policy and Advocacy Coordinator at WE ACT for Environmental Justice, a community-based organization in Harlem. Over the summer, her organization tracked the number of weather advisories in the hopes of gathering information to help the community adapt to a warming climate. They recorded four heat waves this past summer — a number that’s likely to rise but already feels overwhelming to residents.

“Even if we just stay the same and have four heat waves every summer for the next 10 years we’re not prepared,” she said.

Heat-related deaths are entirely preventable, and there are still ways for communities to adapt — like greening cities and making sure people have places to cool down. Kim Knowlton, senior scientist and deputy director at the National Resources Defence Council, has hope that the U.N. report will be a wake-up call.

“The science about this has to do with everyone,” Knowlton says. “I hope that people start to demand protections for themselves.”

Michael could be the worst hurricane to ever hit the Florida Panhandle

With Hurricane Michael bearing down on the Gulf Coast, the state of Florida is just hours away from America’s latest hurricane disaster.

As of Tuesday evening, Michael was a Category 3 hurricane, and was expected to intensify even further before landfall on Wednesday afternoon near Panama City, where mandatory evacuations are underway. On Tuesday, President Trump signed a pre-landfall emergency declaration to help speed the flow of aid to Florida.

With Michael’s impending landfall, America is bracing for its fourth major hurricane in just 15 months. Last year’s trio of Harvey, Irma, and Maria made landfall with sustained winds above 115 mph, the criteria for a “major” hurricane.

In the Panhandle region of Florida, a storm like this is exceedingly rare. There have been only nine major hurricanes to approach the region in all of weather recordkeeping dating back to 1850. If Michael strengthens even a bit more than forecast, it could eclipse them all.

But wind speeds aren’t the only important factor here: 2012’s Sandy, which devastated the New York City region, and last month’s Hurricane Florence, which created all-time record flooding in North Carolina, had winds well below that threshold when they hit land. They still caused massive damage due to their large size.

Michael will be a relatively large hurricane, too, and is hitting a region of the Florida coast that’s particularly vulnerable to storm surge and coastal flooding. A huge swath of the northern Gulf Coast, from near New Orleans to Tampa, is currently under either tropical storm or hurricane warnings. Storm surge could be as high as 13 feet, depending on exactly where Michael makes landfall. Just offshore, waves in the normally docile Gulf of Mexico will be up to 40 feet high. The combination of extremely powerful winds and coastal flooding could prove devastating for the Florida Panhandle’s beach communities, like Fort Walton Beach and Panama City, which are set to take the brunt of Michael’s force.

In the past year since Hurricane Maria devastated Puerto Rico, tens of thousands of people have moved to central and northern Florida — and Michael is likely to bring repeat trauma for some. During Irma, half of the region lost power as the storm weakened. Michael is now gearing for a direct hit, while strengthening.

Southwest Florida, which is outside the warning area, is already seeing flooding — in one case, threatening a sea wall that has just been reconstructed after last year’s Irma. Michael is so large, it could even cause coastal flooding on the other side of Florida — in combination with the King Tide, an astronomical oddity that makes October 9 the highest high tide of the year, and the influence of long-term sea-level rise linked to climate change.

It’s impossible to think of record-setting hurricanes like Michael as freak aberrations from “normal” weather. Six of the seven most damaging hurricanes in U.S. history have hit in the past 10 years. In an era of rapid climate change, every weather event — including Michael — is a partial product of current and historical greenhouse gas emissions, and should come as a warning of yet worse hurricanes in the coming decades if we continue on a business as usual path.

Fuming residents are fighting back against a neighboring oil refinery

Nestled between two major highways, the Houston ship channel, and a Valero refinery, the neighborhood of Manchester stews in a witches’ brew of toxic chemicals. Houston, known as the Petro Metro, is home to a quarter of the petroleum refining capacity in the United States. An elementary school next to a chemical plant; a public park next to a refinery. These are the kinds of places that exist in Manchester.

The southeastern Houston community is brimming with industrial facilities — over a dozen, including oil refineries, chemical facilities, and a metal recycling plant. Like most of Houston, many of these hazardous facilities make up a large part of the local economy. And as many locals see it, they may also account for many of the community’s health problems.

Yvette Arellano, a community organizer for the Texas Environmental Justice Advocacy Services, told Grist they’ve heard local mothers give tear-filled accounts of their children suffering from constantly red eyes and unable to eat because of nausea from the fumes. Manchester residents are actually at a 22 percent higher risk of cancer than the overall Houston urban area, according to a 2016 report.

“The Texas Commission on Environmental Quality has two goals: economic health and public health,” said Arellano, “public [health] coming second.”

Manchester is not the only community bombarded with potentially harmful chemicals. According to a new report by the Environmental Justice Health Alliance, nearly 40 percent of the country lives within three miles of at least one of the 12,500 high-risk chemical facilities (federally regulated by the EPA’s Risk Management Plan Rule) in the United States. This area is what is known to some activists as the “fenceline” zone.

People of color and people at or near poverty levels tend to make up a higher number of these communities, facing disparate levels of exposure to toxic chemicals. And location matters when it comes to exposure — there are 11,000 medical facilities and 125,000 schools — which 24 million children attend — within “fenceline” zones.

“These communities have been paying with their health and well being,” said Michele Roberts, co-coordinator at the Environmental Justice Health Alliance for Chemical Policy Reform and a contributor to the report.

Back in Manchester, concerned residents are pushing for change. Over the past several months, residents and environmental justice advocates have been facing an uphill battle against the nearby Valero refinery. Local residents’ latest grievance is the company’s request to amend a permit that would allow the refinery to emit 452 tons of hydrogen cyanide, a known neurotoxin historically used as a chemical warfare agent, yearly into the community’s air. Though the poisonous chemical compound is illegal to store and illegal to produce, it is not illegal to emit.

Local exposure to the chemical is not new. The refinery has always emitted hydrogen cyanide, but activists say the new permit will allow for emissions of almost nine times the amount that is currently being released. Valero did not respond to Grist’s request for comment.

The refinery originally sought a permit that would allow for 512 tons of hydrogen cyanide emissions per year — a number they lowered after a public uproar at the first permit hearing back in June. But concerned residents say that’s still not good enough.

“It’s a slap in the face,” Yvette Arellano, a community organizer for the Texas Environmental Justice Advocacy Services, told Grist. “This should not be permitted at all.”

As Manchester residents grapple with a plethora of health concerns, momentum in the community is growing. Several undocumented mothers are spearheading a coalition against Valero behind the scenes, teaming up with environmental justice groups like t.e.j.a.s. Other Manchester residents are voicing their concerns at public hearings — around 50 residents and advocates were present at the first meeting earlier this summer.

To address the toxic air that may already be wafting into residents’ spaces. T.e.j.a.s. and members of the Manchester community are working together to roll out an air quality monitoring app, giving them the vital information they can use to push hazardous facilities to clean up their act. T.e.j.a.s. and many community members are also supporting the Toxic Alert Bill, which would set up an emergency alert system for residences near chemical plants in the case of a spill or an explosion.

“Communities are taking their narrative into their own hands,” Roberts said. “They’re speaking for themselves and being supported by environmental justice collectives that can help them get what it is that they actually want and need for their community.”

According to Arellano, in the current fight over hydrogen cyanide emissions, Valero might seek an exception so that they do not have to report that they’re even emitting the chemical. Manchester residents are now calling for more information in order to keep refineries, as well as chemical and storage facilities, accountable. Arellano says that though some residents want to leave the community, others simply want the plants to close.

“The residents were here first,” Arellano said. “This is their community.”

Shipping giants look lustily at the warming Arctic

When a blue-hulled cargo ship named Venta Maersk became the first container vessel to navigate a major Arctic sea route this month, it offered a glimpse of what the warming region might become: a maritime highway, with vessels lumbering between Asia and Europe through once-frozen seas.

Years of melting ice have made it easier for ships to ply these frigid waters. That’s a boon for the shipping industry but a threat to the fragile Arctic ecosystem. Nearly all ships run on fossil fuels, and many use heavy fuel oil, which spews black soot when burned and turns seas into a toxic goopy mess when spilled. Few international rules are in place to protect the Arctic’s environment from these ships, though a proposal to ban heavy fuel oil from the region is gaining support.

“For a long time, we weren’t looking at the Arctic as a viable option for a shortcut for Asia-to-Europe, or Asia-to-North America traffic, but that’s really changed, even over the last couple of years,” says Bryan Comer, a senior researcher with the International Council on Clean Transportation’s marine program. “It’s just increasingly concerning.”

Venta Maersk departed from South Korea in late August packed with frozen fish, chilled produce, and electronics. Days later, it sailed through the Bering Strait between Alaska and Russia, before cruising along Russia’s north coast. At one point, a nuclear icebreaker escorted Venta Maersk through a frozen Russian strait, then the container vessel continued to the Norwegian Sea. It’s expected to arrive in Germany and St. Petersburg later this month.

The trial voyage wouldn’t have been possible until recently. The Arctic region is warming twice as fast as the rest of the planet, with sea ice, snow cover, glaciers, and permafrost all diminishing dramatically over recent decades. In the past, only powerful nuclear-powered icebreakers could forge through Arctic seas; these days, even commercial ships can navigate the region from roughly July to October—albeit sometimes with the help of skilled pilots and icebreaker escorts.

Russian tankers already carry liquefied natural gas to Western Europe and Asia. General cargo vessels move Chinese wind turbine parts and Canadian coal. Cruise liners take tourists to see surreal ice formations and polar bears in the Arctic summer. Around 2,100 cargo ships operated in Arctic waters in 2015, according to Comer’s group.

“Because of climate change, because of the melting of sea ice, these ships can operate for longer periods of time in the Arctic,” says Scott Stephenson, an assistant geography professor at the University of Connecticut, “and the shipping season is already longer than it used to be.” A study he co-authored found that, by 2060, ships with reinforced hulls could operate in the Arctic for nine months in the year.

Stephenson says that the Venta Maersk’s voyage doesn’t mean that an onrush of container ships will soon be clogging the Arctic seas, given the remaining risks and costs needed to operate in the region. “It’s a new, proof-of-concept test case,” he says.

Maersk, based in Copenhagen, says the goal is to collect data and “gain operational experience in a new area and to test vessel systems,” representatives from the company wrote in an email. The ship didn’t burn standard heavy fuel oil, but a type of high-grade, ultra-low-sulfur fuel. “We are taking all measures to ensure that this trial is done with the highest considerations for the sensitive environment in the region.”

Sian Prior, lead advisor to the HFO-Free Arctic Campaign, says that the best way to avoid fouling the Arctic is to ditch fossil fuels entirely and install electric systems with, say, battery storage or hydrogen fuel cells. Since those technologies aren’t yet commercially viable for ocean-going ships, the next option is to run ships on liquefied natural gas. The easiest alternative, however, is to switch to a lighter “marine distillate oil,” which Maersk says is “on par with” the fuel it’s using.

But many ships still run on cheaper heavy fuel oil, made from the residues of petroleum refining. In 2015, the sludgy fuel accounted for 57 percent of total fuel consumption in the Arctic, and was responsible for 68 percent of ships’ black carbon emissions, according to the International Council on Clean Transportation.

Black carbon wreaks havoc on the climate, even though it usually makes up a small share of total emissions. The small dark particles absorb the sun’s heat and directly warm the atmosphere. Within a few days, the particles fall back down to earth, darkening the snow and hindering the snow’s ability to reflect the sun’s radiation—resulting in more warming.

When spilled, heavy fuel oil emulsifies on the water’s surface or sinks to the seafloor, unlike lighter fuels which disperse and evaporate. Clean-up can take decades in remote waters, as was the case when the Exxon Valdez crude oil tanker slammed into an Alaskan reef in 1989.

“It’s dirtier when you burn it, the options to clean it up are limited, and the length it’s likely to persist in the environment is longer,” Prior says.

In April, the International Maritime Organization, the U.N. body that regulates the shipping industry, began laying the groundwork to ban ships from using or carrying heavy fuel oil in the Arctic. Given the lengthy rulemaking process, any policy won’t likely take effect before 2021, Prior says.

One of the biggest hurdles will be securing Russia’s approval. Most ships operating in the Arctic fly Russian flags, and the country’s leaders plan to invest tens of billions of dollars in coming years to beef up polar shipping activity along the Northern Sea Route. China also wants to build a “Polar Silk Road” and redirect its cargo ships along the Russian route.

Such ambitions hinge on a melting Arctic and rising global temperatures. If the warming Arctic eventually does offer a cheaper highway for moving goods around the world, Comer says, “then we need to start making sure that policies are in place.”

Trump’s latest rule rollback makes natural gas as dirty as coal

This summer’s statistics on electricity use and generation included a significant gem: Over the last 12 months, power generation from coal has dropped to a three-decade low. That was party-worthy news for the climate, for air quality, for folks who live near power plants, and for the natural gas industry, which is partly responsible for coal’s decline. Just days later, however, the Trump administration crashed the shindig, causing a major buzzkill.

No, the president’s attempts to revive coal have not succeeded. But on September 18, the Interior Department snuffed out new rules aimed at lowering the oil and gas industry’s methane emissions, just days after the EPA started the process of euthanizing its own methane regulations. This is a bummer not only for the planet, but also for the natural gas industry’s efforts to portray its product as the clean fossil fuel.

Coal began its climb to dominate the electricity mix in the 1960s, peaking in the mid-2000s, when power plants burned about 1 billion tons per year, generating about half of the nation’s electricity — and an ongoing disaster. Donald Trump likes to talk about “clean, beautiful coal.” It’s anything but. The smokestacks that loom over coal power plants kick out millions of tons of planet-warming carbon dioxide annually, along with mercury, sulfur dioxide, arsenic, and particulates, all of which wreak havoc on human health. What’s left over ends up as toxic (sometimes radioactive) piles of ash, clinkers, and scrubber sludge.

When natural gas is burned to produce power, however, it emits only about half the carbon dioxide of coal, and virtually none of the other pollutants associated with burning coal. So during the 2008 election season — when climate politics were less polarized than now — both parties pushed natural gas in different ways, with Republicans chanting, “Drill, baby, drill,” and Democrats calling natural gas a “bridge” to greater reliance on renewable energy sources. At the same time, advances in drilling were unlocking vast stores of oil and gas from shale formations, driving down the price of the commodity, and making it more desirable to utilities.

As a result, natural gas gobbled up a growing share of the nation’s electricity mix, while coal’s portion withered. In 2008, natural gas generated 21 percent of the electricity in the United States; now, its share is 33 percent. Coal use, meanwhile, plummeted from 48 percent to 29 percent over the same period. In consequence, the electric power sector’s total carbon dioxide emissions have dropped by 700 million metric tons over the last decade, with an attendant decrease in other harmful pollutants. Every megawatt-hour of coal-fired electricity that is replaced by gas-fired electricity is a net win for the planet — and the humans who live on it.

Except when it’s not. Natural gas has an Achilles’ heel: When it is sucked from the earth and processed and moved around, leaks occur. The main ingredient in natural gas is methane, a greenhouse gas with 86 times the short-term warming potential of carbon dioxide. Every punctured pipeline, leaky valve, and sloppy gas-well completion eats away at any climate benefits. And if methane’s leaking, so too are other harmful pollutants, including benzene, ethane, and hydrogen sulfide. And so the fuel’s green credentials, and one of the industry’s main marketing tools, end up wafting into thin air.

When the Obama administration proposed rules that would make the oil and gas industry clamp down on methane emissions, it was a gift, not a punishment. Not only would people and the climate benefit; the natural gas industry would be able to sell itself as a clean fuel and a bridge to the future.

The Obama-era rules are similar to those passed in Colorado in 2014, with the industry’s support. Far from being onerous, they simply require companies to regularly look for and repair leaks and to replace faulty equipment. Some companies already do this on their own; the Obama rules would simply mandate this responsible behavior across the board. That’s why the Republican-controlled Congress ultimately decided not to kill the rules. That, however, did not discourage Trump.

Trump is not being “business-friendly” by ending the rules. Rather, he is once again indulging his own obsession with Obama and with destroying his predecessor’s legacy, regardless of the cost to human health and the environment. Trump’s own EPA estimates that its rule rollback will result in the emission of an additional 484,000 tons of methane, volatile organic compounds, and other hazardous pollutants over the next five years. Meanwhile, the death of Interior’s methane rule on Tuesday will add another half-million tons of pollutants to the air. In the process, it will erode the pillars of the once-vaunted natural gas bridge.

Then again, maybe the time has come to let that bridge burn. We get 70 times more electricity from solar sources now than we did in 2008, and renewables hold 11 percent of the total share of power generation. Perhaps just as significant is a less-noticed fact: Electricity consumption in the U.S. has held steady for the last decade, even dropping during some years, despite a growing population, a burgeoning economy, harder-working air conditioners, and more electric devices. That means we’re becoming more efficient and smarter about how we use energy. If we keep this up, we’ll be able to cross that fossil fuel chasm, no matter how many bridges Trump burns down.

Coal ash and hog manure could flood vulnerable communities in Hurricane Florence’s path

North Carolina is home to 31 coal ash pits where Duke Energy stores an estimated 111 million tons of toxic waste produced by coal-fired power plants. The state is also home to thousands of manure pits, known euphemistically as “lagoons,” which hold approximately 10 billion pounds of wet waste generated each year by swine, poultry, and cattle operations.

A handful of news outlets are reporting about the danger of coal ash and hog manure spilling into North Carolina’s waterways in the wake of Hurricane Florence. Bloomberg covered the serious environmental and public health risks and the Associated Press warned of a potential “noxious witches’ brew of waste.”

There’s precedent for these concerns. In 1999, Hurricane Floyd, which struck North Carolina as a Category 2 storm, washed 120 million gallons of hog waste into rivers, Rolling Stone later reported. As AP noted this week, that was just one part of the mess caused by Floyd:

The bloated carcasses of hundreds of thousands of hogs, chickens and other drowned livestock bobbed in a nose-stinging soup of fecal matter, pesticides, fertilizer and gasoline so toxic that fish flopped helplessly on the surface to escape it. Rescue workers smeared Vick’s Vapo-Rub under their noses to try to numb their senses against the stench.

The media has been amping up its coverage of potential Hurricane Florence damage. But so far they’re missing an important part of the story — that African-Americans and other communities of color could be hit particularly hard by the resulting pollution. They’re also failing to note how the Trump administration has been loosening regulations and oversight in ways that could make coal ash and hog-waste spills more likely.

There’s an environmental justice component to this story

After Floyd, North Carolina taxpayers bought out and closed down 43 hog factory farms located in floodplains in order to prevent a repeat disaster. But when Hurricane Matthew hit the Carolinas as a Category 1 storm in 2016, at least 14 manure lagoons still flooded.

Even if they’re not widespread, hog-waste spills can still be devastating to those who live nearby — and many of the unfortunate neighbors are low-income people of color.

Two epidemiology researchers at the University of North Carolina–Chapel Hill published a paper in 2014 with a very straightforward title: “Industrial Hog Operations in North Carolina Disproportionately Impact African-Americans, Hispanics and American Indians.” They wrote, “Overflow of waste pits during heavy rain events results in massive spills of animal waste into neighboring communities and waterways.”

Tom Philpott explained more about that research in Mother Jones in 2017:

As the late University of North Carolina researcher Steve Wing has demonstrated, [North Carolina’s industrial hog] operations are tightly clustered in a few counties on the coastal plain—the very part of the state that housed the most enslaved people prior to the Civil War. In the decades since, the region has retained the state’s densest population of rural African-American residents.

Even when hurricanes aren’t on the horizon, activists are pushing to clean up industrial hog operations. “From acrid odors to polluted waterways, factory farms in North Carolina are directly harming some of our state’s most vulnerable populations, particularly low-income communities and communities of color,” Naeema Muhammad of the North Carolina Environmental Justice Network said last year.

Poor and rural communities of color are heavily affected by coal ash dumps as well. The New York Times reported last month on an environmental-justice campaign against coal ash pollution in North Carolina. Lisa Evans, a lawyer with the environmental group Earthjustice, told the Times, “Coal ash ponds are in rural areas, particularly in the Southeast. Those communities have less power and less of a voice.”

The Trump administration recently loosened coal ash rules

The first major rule finalized by Andrew Wheeler, acting head of the Environmental Protection Agency, loosened Obama-era requirements for coal ash disposal. The change, which will save industry millions of dollars a year, could lead to more dangerous pollution. The Washington Post reported about this in July:

Avner Vengosh, a Duke University expert on the environmental impacts of coal ash, said that scaling back monitoring requirements, in particular, could leave communities vulnerable to potential pollution.

“We have very clear evidence that coal ash ponds are leaking into groundwater sources,” Vengosh said. “The question is, has it reached areas where people use it for drinking water? We just don’t know. That’s the problem.”

The Trump administration is also going easy on factory farms like the industrial hog operations in North Carolina. Civil Eats reported in February that there’s “been a decline in the number of inspections and enforcement actions by the [EPA] against concentrated animal feeding operations (CAFOs) since the final years of the Obama administration.” Last year, more than 30 advocacy groups filed a legal petition calling on Trump’s EPA to tighten rules to protect communities from factory farms.

North Carolina Republicans aren’t helping things either — they’ve gone easy on coal plants and hog operations. And in 2012, the GOP-controlled state legislature actually passed a law banning state officials from considering the latest sea-level rise science when doing coastal planning. ABC reported on the development at the time:

The law was drafted in response to an estimate by the state’s Coastal Resources Commission (CRC) that the sea level will rise by 39 inches in the next century, prompting fears of costlier home insurance and accusations of anti-development alarmism among residents and developers in the state’s coastal Outer Banks region. …

The bill’s passage in June triggered nationwide scorn by those who argued that the state was deliberately blinding itself to the effects of climate change. In a segment on the “Colbert Report,” comedian Stephen Colbert mocked North Carolina lawmakers’ efforts as an attempt to outlaw science.

“If your science gives you a result you don’t like, pass a law saying the result is illegal. Problem solved,” he joked.

As Hurricane Florence bears down on North Carolina, journalists should make sure that their stories include the people who will be hurt the most by waste spills and other impacts, as well as the businesses and lawmakers who have been making such environmental disasters much more likely to occur.

John McCain was a climate hero, too

Dozens of epitaphs written over the weekend proclaim the late U.S. Senator John McCain as an American hero. But history may miss one of his greatest achievements: His decades-long call for climate action.

The death of McCain, Arizona’s senior senator, former prisoner of war, avid outdoorsman, and two-time Republican presidential candidate, marks the end of an era of free-thinking moderate conservatives who embraced conservation as a core value.

On the campaign trail in 2000, McCain received question after question from young people on climate change. After looking into it, he realized something major had to be done. In a 2007 interview with Grist, McCain explains his reasoning succinctly: “Suppose we’re wrong, and there’s no such thing as greenhouse gas emissions, and we adopt green technologies. All we’ve done is give our kids a better planet.”

Before Barack Obama’s environmental policies, before the Paris Agreement, there was McCain-Lieberman — the 2001 cap-and-trade proposal that McCain championed during a time when the country would soon be consumed with fighting a global war on terrorism. McCain-Lieberman never passed the Senate, but it remains the most important bipartisan U.S. climate legislation ever proposed, inspiring cap-and-trade schemes that have been implemented around the world.

On the 2008 campaign trail, this time as the GOP’s presidential nominee, he delivered what might be one of the most accurate, urgent, and passionate speeches ever given by a major American political figure on climate change. The entire address is worth reading in full, if only to lament how far his rhetoric seems from the realm of possibility today after a decade of Republican backsliding on this most-important of issues.

For example, the most stalwart of climate champions could have written this particular passage:

We have many advantages in the fight against global warming, but time is not one of them. Instead of idly debating the precise extent of global warming, or the precise timeline of global warming, we need to deal with the central facts of rising temperatures, rising waters, and all the endless troubles that global warming will bring. We stand warned by serious and credible scientists across the world that time is short and the dangers are great. The most relevant question now is whether our own government is equal to the challenge.

Of course, McCain also had his own share of backsliding on climate. His insistence on market-based climate solutions made him a frequent opponent of Obama’s regulatory approach. His nomination of Sarah Palin — the Alaska governor who popularized the “drill, baby, drill” chant — as his running mate in 2008 played a major role in unleashing a wave anti-science populism that led to our country’s present leadership. In his final days, McCain said picking Palin was one of his biggest regrets.

But McCain wasn’t afraid to bravely stand up to his own party and advocate for the environment, especially during the Trump era. McCain was one of the few Republicans strongly speaking out against the planned withdrawal from the Paris climate agreement — traveling to Australia’s Great Barrier Reef to make his plea that the U.S. keep its commitment. And last year, McCain was still cheering on climate activists and chose to buck his party’s anti-science stances and uphold an Obama-era methane rule.

In this moment of deep division and existential challenges facing our country and our world, we’d do well to emulate McCain’s spirit of courage and ability to stand up for urgent climate action even when other problems seem all-encompassing. In his final months, when asked what he’d like to be remembered for, he wanted people to say that “he served his country.”

Why Alaska might seriously consider a carbon tax

Alaska isn’t exactly the first state you’d expect to embrace a price on carbon. Yet the state legislature will likely be weighing one after the November elections. When carbon taxes keep getting scrapped by blue states like Washington and Oregon, why would such a plan succeed in Alaska: a red state where oil companies are a major economic lifeline?

Necessity is one explanation. Alaskans have been at the forefront of climate change for decades now, facing melting permafrost, coastal erosion, and rising seas. And dealing with these problems — building new infrastructure and relocating communities, for instance — is expensive. By 2030, climate change could add another $3 to $6 billion in costs to public infrastructure alone. A carbon tax could help pay for the state’s ballooning climate costs.

Last year, Governor Bill Walker, an Independent, established a group to figure out how to address the state’s climate issues. The Climate Change Strategy and Climate Action for Alaska Leadership Team — a group of 20 scientists, policy wonks, indigenous representatives, and oil executives — recently released a draft proposal. Lo and behold, it includes a carbon tax.

The plan is expected to reach Walker’s desk in mid-September, marking the first time the state has seriously considered a price on carbon. The details of the proposal are vague at this point, and it’ll be some time before discussion about the tax really ramps up. The governor isn’t expected to throw his support behind a controversial tax during election season.

The leadership group wants a price on pollution for practical reasons: Alaska doesn’t have a lot of revenue. With just 700,000 people, it’s one of the least populous states in America. And its residents don’t pay income or sales taxes.

If Alaska manages to implement a carbon tax — and that won’t be easy — it could tackle two huge problems at once, says Chris Rose, a member of the leadership team and the founder of the Renewable Energy Alaska Project.

“Maybe a carbon tax can be the tax that we employ to deal with our revenue shortfall and climate change at the same time,” he says.

A solid majority of Alaskans, 63 percent, said they support taxing fossil fuel companies while equally reducing other taxes, according to data released this week from the Yale Program on Climate Change Communication. That’s not precisely the kind of proposal Rose’s team is cooking up, but it indicates that Alaskans have something of an appetite for a carbon tax.

Rose is also buoyed by the fact that the state’s residents are used to the idea of paying for pollution. Alaskans have to take either their own garbage to the landfill or pay out of pocket for a company pick it up.

“Likewise,” he says, “I don’t think people would have as much objection to paying a fee for emitting carbon dioxide if they really understood that CO2 is the primary cause of climate change.”

Next up for the Climate Change Strategy and Climate Action for Alaska Leadership team? Educating the public about the benefits of a carbon tax. That way, when the Alaska legislature starts considering one, its constituents know what’s at stake.

Baltimore voters will decide on the future of their water

Water bills in Baltimore are out of control. Between 2010 and 2017, the typical household’s annual water and sewer bill jumped from $347 to $720. Residents have even turned to buying bottled water and purchasing gym memberships just to use the showers, because its more affordable than using their tap.

Like many cities on the East Coast, Baltimore’s aging water infrastructure is in need of major investments. To repair and update its systems, the city has raised water prices. Companies have been pushing privatization while many residents, particularly in neighborhoods that are working class communities of color, have had their water shut off.

But just this week, two water-related bills were approved to make it to the ballot this fall. One bill would make it illegal for the city to turn over its public water utility to a private company. The other would create a racial equity fund to ensure that city services treat all residents fairly.

Several companies have approached Baltimore asking to lease or manage the city’s water service. Privatization is often an appealing move to cash-strapped cities, but Baltimore has turned down efforts so far. A Food & Water Watch study of the 500 largest community water systems in the U.S. found that private utilities typically charge close to 60 percent more for water than their public counterparts.

If voters pass the bill this fall, Baltimore will become the first major U.S. city to ban the privatization of its water. “Hopefully other cities across the country will follow our lead,” says City Councilman Brandon Scott, who introduced another measure that he hopes will help improve water service in the city’s most vulnerable neighborhoods.

Scott’s bill would help fund an equity assessment program that would mandate city agencies and services to evaluate and address any disparities based on race, gender, or income.

Under the program, the city would take a look at how water cutoffs and high water bills impact different communities. If they see that those water bill issues are impacting poor people, people of color, or women more frequently, then they’ll have to make changes, Scott says.
