Apropos of my suggested response this morning to the most obnoxious kinds of gotcha questions, David Bailey writes in comments:

Recommended answer: “Oh, go fuck yourself.”

This is off-topic, and I may not be the first to bring it up, but it seems as if Kevin’s posts have been a bit saltier recently. I have a hard time believing he would have written this a year ago.

Not complaining or criticizing, but I just thought it was interesting.

Come on. This was an homage to Dick Cheney, people! Do our schools teach nothing these days?

But am I in fact using the word fuck more often than in the past? This is surprisingly difficult to get a handle on. The problem is that my readers are all such potty mouths. According to Google, there have been 6,330 F-bombs on this blog since its move to Mother Jones, but as near as I can tell, 6,314 of them have been from commenters. Still, that leaves 16 for me. Let’s tot them up.

It turns out that David is right: I’ve already set a new personal best this year. At my current rate I’ll double my previous most obscene year (2010). The deeply researched chart on the right tells the tale, and as a personal favor to Swami Bhut Jolokia, I’ve even labeled the y-axis.

In my defense, I should point out that this total represents only about 0.15 percent of my blog posts, an average of just a bit over two per year. Not bad! What’s more, many of those were quotes of illustrious public servants like Dick Cheney. Still, I admit that if it were solely up to me these numbers would be far higher. However, (a) I know that casual F-bombs can put people off, and (b) my mother reads this blog. So I try to stay family-friendly most of the time.

A pair of new studies underscores that African American women, particularly those who lived in public housing, faced some of the biggest hurdles after the storm. Nearly four in five white residents in New Orleans say their state has “mostly recovered,” while nearly three in five African American residents say it has not, according to survey results released Monday by the Louisiana-based Public Policy Research Lab. More than half of all residents, regardless of race, said the government did not listen to them enough during the recovery, but African American women struggled more than any other group to return to their homes in the months and years after the hurricane, PPRL noted. On Tuesday, a study by the Washington-based Institute for Women’s Policy Research found that recovery policies in New Orleans after Hurricane Katrina largely ignored the needs of African American women who lived in four of the city’s largest public housing complexes. These women were forced to move into more expensive housing, and some had to relocate to areas where they faced racial intimidation. Read the rest at Mother Jones. “Hopefully, he’s going to sit there and say, ‘When I become elected president, what we’re going to do is we’re going to make the border a vacation spot, it’s going to cost you $25 for a permit, and then you get $50 for every confirmed kill,'” said Jim Sherota, 53, who works for a landscaping company. “That’d be one nice thing.”

China Seems to Be Lying About Its Unemployment Rate

What’s the unemployment rate in China? Last month it was 4.1 percent. The month before it was 4.1 percent. Last year it was also 4.1 percent. And in 2013? That’s right: 4.1 percent.

A new NBER paper calls this “abnormally low and suspiciously stable,” which seems like a fair judgment. So the authors, their suspicions piqued, used a nationally representative household survey to calculate the actual unemployment rate. Unsurprisingly, it turns out to differ substantially from 4.1 percent. The chart above (modified from the paper to show the two series more clearly) shows data through 2009, which is as far as the household series goes. The actual unemployment rate has been above 10 percent ever since 2002, and is likely even higher than that now, given the sputtering economic problems in China.

As of 2009, unemployment was highest among young, non-college educated women (about 17 percent). It’s lowest among older college-educated men and women. But college is no longer a job guarantee for the young: the unemployment rate among young, college-educated men is 8 percent. Among women it’s about 10 percent.

“Keep an eye on China and don’t be surprised by the unexpected,” says Alex Tabarrok. “In China it’s not just the unemployment rate that is more volatile than it appears.”

California Is on Fire. This Map Shows Where.

On the two-year anniversary of the Rim Fire, the state confronts more vicious blazes. A wildfire burning near Clearlake, Calif., earlier this month. Josh Edelson/AP On August 17, 2013—two years ago today—a deer hunter near California’s Yosemite National Park ignored a campfire ban and burned trash from his dinner. The embers blew into dry brush, starting the third worst wildfire in the state’s history. All told, the Rim Fire, as it came to be called, burned 257,314 acres in and around Yosemite. No wildfires of that scale have occurred since, but, thanks to drought and climate change, California is far from out of the woods. In fact, in 2015, 4,382 wildfires have already scorched a total of 117,960 acres, more than double the 5 year average for this time of year. Firefighters have finally controlled the largest two fires, in Northern California’s Jerusalem Valley, but not before the blazes razed nearly 100,000 acres. Read the rest at Mother Jones. John Oliver Creates the Perfect Video to Help With America’s Lack of Sex Education Standards

In the United States, sex education is legally mandated in only 22 states, with just 13 requiring that information to be medically accurate.

“We essentially have a weird patchwork system that varies wildly and not just from state to state, but from district to district, and even from school to school,” John Oliver explained on the latest Last Week Tonight.

The lack of accurate information, combined with educators’ continued efforts to avoid the issue altogether, has major consequences for young people across the country. As Mother Jones has previously reported, the effects can be alarming: In Mississippi, where sex education deems homosexuality a crime and condom demonstrations are banned, the state ranks second in teenage pregnancy, with a third of all babies born to teenage mothers.

“There is no way we’d allow any other academic program to consistently fail to prepare students for life after school,” Oliver said. “And human sexuality, unlike calculus, is something you actually need to know about for the rest of your life.”

A Kentucky police officer has been named in a federal lawsuit filed Monday alleging that he illegally handcuffed and restrained two elementary school students with disabilities. According to the lawsuit, Kenton County Deputy Sheriff Kevin Sumner, a school resource officer assigned to the Covington Independent Public Schools district, used handcuffs last fall to restrain an 8-year-old boy and a 9-year-old girl, placing the cuffs on their biceps behind their backs. Sumner allegedly did so after the students failed to comply with directions given by school authorities. Both students had previously been diagnosed with attention deficit hyperactivity disorder, and the boy had also been diagnosed with post-traumatic stress disorder, according to the lawsuit, which was filed on behalf of the students by the Children’s Law Center in Kentucky, Dinsmore & Shohl, and the American Civil Liberties Union. The suit alleges Sumner violated the students’ civil rights and the Americans with Disabilities Act.

Two videos accompanying the lawsuit show a November 2014 incident in which Sumner tells an 8-year-old Latino student, identified as S.R. in the lawsuit, to “Sit down like I asked you to” while handcuffing him as the child cries and expresses that he’s in pain. Earlier that year, Sumner allegedly detained L.G., a 9-year-old African American student, in the back of his cruiser, after she disrupted the classroom and was requested to be escorted to an in-school suspension room. The lawsuit also details two subsequent incidents in which Sumner handcuffed L.G., one of which resulted in L.G. going to a hospital for psychiatric assessment and treatment.

The lawsuit comes amid growing concerns about the conduct of police officers serving inside the nation’s K-12 schools; as Mother Jones reported recently, in the last five years at least 28 students have been seriously injured, and one student killed, by school cops. The lawsuit underscores the gaps in oversight and inadequate training for officers assigned to schools, as well as the disproportionate impact of school policing on students of color.

Kenton County Chief Deputy Pat Morgan told Mother Jones that the sheriff’s office has reviewed the incidents involving the two students. Morgan said he does not consider handcuffing to be a use of force that would be subject to an internal investigation, but he declined to comment further on the case, pending review of the lawsuit by attorneys for the sheriff’s office. Previous court rulings have found that handcuffing can constitute excessive force.

In a statement to press, Debra Vance, the director of communications for Covington Independent Public Schools, said that she could not speak about the case specifically due to student privacy concerns, but added that school resource officers “are not called upon by school district staff to punish or discipline a student who engages in a school-related offense.”
